| Description | Innogen's specific research explores two key themes. The first being the evolution of the life science economy (now frequently called the bioeconomy), which is focussed on two research clusters, one on the new life sciences and innovation, and the other on globalisation. The second theme concerns the governance of innovation in the life sciences, with two clusters on governance and regulation, and on conceptualising and improving engagement. Our research programme has completed a total of 92 projects. It has been evident that these projects have led to advances in fundamental and applied social science research, and examples from each cluster include: 1.) The decade long analysis of the changes taking place within the bioeconomy, using innovation systems and evolutionary economics theory to produce new research on both financialisation and financial capabilities in innovation, changes in the pharmaceutical pipeline, and the increasing importance of stratified and niched therapies. 2.) Major research results on the complex relationships between development and innovation, including on the importance of public-private product development partnerships in global health and agriculture. 3.) Research on the regulatory issues associated with emerging life science and technology, such as within regenerative medicine and synthetic biology. The research on synthetic biology has shown that social science research can be embedded into engineering and biology and allow co-production of important knowledge insights into the design and evolution of biological and engineering systems. 4.) Research on how the public might better engage with the Generation Scotland (GS) genetic database, which led GS to be more aware of the need to share the benefits of the biobank collections with donors and the public. 5.) Regular updates to our programmes to take account of rapidly changing life sciences; for example, with research on 'big data', systems and synthetic biology and regenerative medicine. Additionally, Innogen's research on regulation and governance of the new life sciences has led to a series of systematic frameworks and toolkits, which have been highly used with government and industry collaborations, including: 1.) Adaptive Governance of Innovative Technology (AGIT) focuses on improving policy and regulation of life-science innovation. It is based on extensive longitudinal research on innovation in pharmaceuticals, agro-biotechnology, biofuels, and human stem-cell therapies. The research revealed the crucial role of decisions taken in early stages of product development that can then have unforeseen outcomes. 2.) Analysis of Life-Science Innovation Systems (ALSIS) allows decision-makers in companies to systematically work through the decisions they need to make in innovation processes. ALSIS was developed and tested in action with early stage companies involved in developing regenerative medicine products based on human embryonic stem cell lines. 3.) The TARGET toolkit enables a country or region to develop and to implement targeted policies successfully, as well as to make concrete policy-making decisions. The toolkit contains a structured and valorised set of guidelines and recommendations for diversifying the country's policy mix, taking into account the unique characters of its innovation and R&D system and geopolitical reality. |
| Exploitation Route | Examples of areas in which Innogen's work has benefitted and can continue to be taken forward by different types of users (industry, government, public policy sectors, the public and the wider academic community), include: 1.) Regulation of the bioeconomy, where our research over more than a decade has investigated the link between innovation, governance, regulation of new drug development, as well as new approaches in regenerative medicine and stratified medicine. Our research helps explain the current trends of outsourcing and mergers, and shows how 'smarter' regulation that supports medical innovation is the key to ensuring a productive and profitable pharmaceutical sector, in the UK and globally. 2.) Financial markets, where our research provides understanding of the relationship between changing markets, innovation dynamics, and economic performance. 3.) Agri-food chains, where our work can help improve the effectiveness and efficacy of translating research outcomes into practice within the agricultural and food industry. 4.) Innovations for pro-poor growth, where our research has looked into the ways in which 'below the radar' innovation can benefit the global poor and systems that ensure a greater share of gains from production accrue to the poor. 5.) Business models for emerging life science technologies, where our series of toolkits can be used for business model development in stem cell therapy and stratified medicine. 6.) Regional innovation and economic growth, where our toolkit enables countries and regions to develop and implement policy interventions to improve the performance of advanced technology innovation systems. 7.) Lessons for interdisciplinary working, where we can share our skills in the conduct, management and evaluation of interdisciplinarity with the wider research community. 8.) Biofuels, where we have shown that investment in biofuels compromises the Global South to satisfy unsustainable consumption in the North. 9.) Health innovation and health policy, where our research has resulted in new initiatives that improve access to medicines and regulation of health research in poor countries. 10.) Product development partnerships, where our work has led to the launch of the Health Partnerships database - a portal for evaluating global health partnerships. 11.) Synthetic biology, where our extensive research led to a policy brief for the International Risk Governance Council, which was used by the US Presidential Commission for the Study of Bioethical Issues in preparing its recommendations for President Obama on the ethics of synthetic biology and emerging technologies. |

| Description | Innogen designed its research programmes with user engagement from the outset. We aimed to build impact from each major research cluster, and succeeded in conducting top-class research that was both critical and useful. Highlights of Innogen's socio-economic impact are detailed below: Systematic frameworks for governance in the life sciences: Innogen's research on regulation and governance of the new life sciences has led to a series of systematic frameworks and toolkits, two of which have been highly used with government and industry collaborations: 1.) Adaptive Governance of Innovative Technology (AGIT), which focuses on improving policy and regulation of life-science innovation. It is based on extensive longitudinal research on innovation in pharmaceuticals, agro-biotechnology, biofuels, and human stem-cell therapies. The research revealed the crucial role of decisions taken in early stages of product development that can then have unforeseen outcomes; and 2.) Analysis of Life-Science Innovation Systems (ALSIS), which allows decision-makers in companies to systematically work through the decisions they need to make in innovation processes. ALSIS was developed and tested in action with early stage companies involved in developing regenerative medicine products based on human embryonic stem cell lines. Innogen has used the results of AGIT to advise government policymakers on how to improve regulation so that it goes beyond simply the rejection of unsafe or ineffective products. Additionally, Tait advised the Technology Strategy Board (TSB) on the creation of its Responsible Innovation Framework (RIF), and currently serves as a member of the Synthetic Biology Leadership Council (SBLC), where she has been given leading roles based on AGIT and ALSIS approaches. Innogen has also used both AGIT and ALSIS to help companies understand the impact of their decisions on innovation futures, and to think through how different governance approaches to stakeholder dialogue and risk regulation can profoundly affect the innovation potential of entire industry sectors and the capacity of countries and regions to compete in global markets. Companies using these methodologies have reported that it has helped their staff understand the complexities of regulation in this sphere, while also enabling them to make better informed decisions on product and process development in light of emerging regulatory systems. Health innovation policy for inclusive African development: Innogen's research has had direct impact on the health sectors and on innovation policy in Africa, leading to requests for further policy-oriented research, the inclusion of research results into policy and practitioner publications, and direct implementation into policy. It has contributed to the integration of health and industrial policies, and has generated new policy approaches to strengthen health innovation systems, including science capacity building. Research by Mackintosh et al with Tanzanian and Indian colleagues on access to medicines unexpectedly identified the importance of local manufacturers in facilitating access to medicines in rural areas. This led to new and on-going research on the scope for improving health sector performance through improved local manufacturing. The Pharmaceutical Coordinator for New Economic Partnership for Africa (NEPAD/African Union) said that the research will 'change the global pharmaceutical policy landscape'. Research findings have fed into Tanzanian policy debates (evidenced by PharmaAfrica) and Gates Foundation deliberations on private sector policy. Subsequently, a senior policy officer from the Gates Foundation stated that Mackintosh is 'one of only six academics who have shaped perspectives, policy and practice in this field'. Geoff Banda's research on financing local pharmaceutical production in Zimbabwe was taken up by the East African Community and firms in Zimbabwe, emphasising its link with technological capability and innovation. This work led directly to commercial impact on the Zimbabwean pharmaceutical firm, Varichem, who stated: 'after discussion of Banda's work we were able to access a $10mUS long-term loan from an African development bank for a major reinvestment programme in new production facilities'. Appropriate governance of life sciences globally: Innogen developed a range of tools to disseminate research findings and influence policy from its research on regulation and innovation, and has engaged in projects with over 40 institutions across 30 countries. We used secondments and temporary placements, as well as more traditional activities and outputs, to achieve major policy impact in Europe, Africa, Latin America, Asia, the Middle East, North America, and at the OECD. Example of our global impact on regulation research, include: OECD The OECD International Futures Project invited Innogen to develop scenarios based on its research on the global health care sector trajectory. Three scenarios were published in an influential report, which concluded that wide-ranging governance reforms were necessary to ensure best outcomes from biotechnology advances. 1985 copies were distributed with 4851 downloads. The report constituted the basis of the OECD Working Party on Biotechnology, comprising 33 member states, in formulating the influential OECD policy on harmonisation in biotechnology, which subsequently led to its industrial biotechnology policy. The Director of the OECD International Futures Project, Michael Oborne confirmed that 'the work was a crucial contribution to the OECD's involvement and influence in biotechnology'. AFRICAN UNION Through its relationship with the African Union since 2006, Innogen's work has been used to frame and establish new African policy and regulation on drugs and agri-biotechnology. Our report building the case for health systems innovation formed the background document for the 8th Summit of the AU (2007). The work informed ministerial agreement on the science and technology programme of NEPAD/AU. 15,000 copies of the book produced from the research were distributed and the book is widely used by Ministries of Health throughout African in developing policy. KENYA Innogen research impacted agro-biotechnology legislation and policy as a result of Kingiri's work with government agencies. She worked on the implementation of the Kenyan National Biosafety Act using Innogen approaches and her Innogen PhD data. She contributed to four draft regulations (environmental release, import, export and transit, contained use and labelling), which were all approved in 2001/12. The Biosafety Director of the Kenyan Biosafety Authority (KBA) stated that Innogen experience was instrumental in the development of Kenya's first guidelines for inspection and monitoring of GM field trials. QATAR Chataway used Innogen analyses of research governance when leading a project that led to the Qatar National Research Strategy 2012, with its strong emphasis on responsible and participative development of life science, health, and environment. The Executive Director of the Research Division of the Qatar National Research Foundation stated that Chataway's expertise and leadership was fundamental in formulating the strategy, which has been formally adopted as national policy. | Results and Impact | Dr Wendy Marsden gave a talk on human enhancement to an audience of fifty members of the public at the Café Scientifique held in Waterstones Coffee Shop on Union Street, Aberdeen on 17 September. Wendy's talk, 'Do you want to be enhanced? Future health, future humans' described the idea of expanded capacities such as living longer (lifespan hundreds of years), being cleverer (cognition) and having more sensitive feelings (emotions). Up to now human evolution has occurred through 'natural' selection but - what if we could control it? Should there be restrictions on what we can do to our bodies? Does every individual have the right to choose their own future? Would the future of society be at risk if people were able to enhance their bodies? There was a lively and wide ranging discussion about the types of enhancement members of the audience would like but also their concerns about issues such as fairness, equity, and the possible costs, both economic and social. |

| Results and Impact | REPOA hosted a policy workshop on 25th November 2014 that brought together industrial and health policy makers, and other key stakeholders in the supply chain of pharmaceuticals and other medical supplies to discuss and consider evidence from a research project entitled "Industrial Productivity, Health Sector Performance and Policy Synergies for Inclusive Growth: A Study in Tanzania and Kenya". The study was recently conducted by REPOA, in collaboration with the Open University UK, and the African Centre for Technology Studies (ACTS) in Nairobi, and RAND-Europe, and is funded by the Economic and Social Research Council (ESRC). The overall objective of this research was to identify ways in which improved local industrial production within Tanzania and Kenya of pharmaceuticals and essential medical supplies and equipment can contribute to improved health sector performance. The objective of this high level policy dialogue was to discuss the findings of the research conducted in Tanzania, that are suggestive of local manufacturers losing out in an expanding health sector market, and to discuss the thinking underlying the policy recommendations that the study puts forward as ways that can contribute to better integration of health and industrial policies, to the improvement of industrial output and to better essential supplies to support health system improvement. |

| Results and Impact | Professor Norman Clark was invited to give a keynote address at the African Centre for Technology Studies (ACTS) Donors' Breakfast. The Breakfast, which was an opportunity for ACTS to interact with their donor community and to share the centre's achievements, took place in Nairobi on 30 January 2015. Professor Clark, who has also been invited to join ACTS' Governing Council, spoke on The African Development Agenda and Strategic Priorities for Foreign Aid Post 2015: The Case for Aid for Science Technology, Innovation and Sustainable Development. His main message was a critique of the current African Union approach to innovation which, focusing as it does on research and development, has little to say about actually stimulating innovation in poor countries. |
