Research Centre on Micro-Social Change

Description	The Understanding Micro-Social Change was a 5-year Centre from 2009 to 2014 which sought to address the challenges and opportunities created by recent social change. MiSoC's programme comprises four strands (Family and social ties, Working lives, Inequalities and opportunities and Advances in research methods), each divided into themes (20 in total), covering specific research issues. The Centre produced many hundreds of outputs, and generated findings in many areas that are too numerous to document here. Here, we give the key highlights of the how the Centre's findings have had an impact outside academia, and of some of the key elements of knowledge exchange that the centre has engaged in. Disability benefits and social care for older people: MiSoC has produced a long series of research studies dealing with the role of disability-related cash benefits for older people and the funding of social care. Much of this has been designed and funded in collaboration with the Nuffield Foundation and AgeUK; our work has thus been informed by views from the third sector and we believe that our work has, in turn, influenced the thinking behind recent policy views expressed by AgeUK. Engagement with the official policy process has been extensive and is continuing. It includes: written evidence to the 2009 Work & Pensions Select Committee inquiry; Ruth Hancock's membership of the academic panel of the 2010-11 Dilnot Commission and ongoing discussions with the commission; and participation of MiSoC members Ruth Hancock and Mike Brewer in the April 2011 SSC Public Debate on "Disability benefits, social care and welfare reform". A specific example of clear policy impact is our written evidence to the 2010 Health Select committee inquiry into social care (Report, vol II, pp.172-178), which provided the Committee's only rigorous academic evidence on the distributional pattern of disability benefits and which questioned the basis of the suggestion in the Green Paper on Social Care of withdrawing disability benefits. The Committee's report, explicitly quoting from our work (Report, vol I, paras 310-324), calls for a better evidential basis for policy design in relation to disability benefits (Report, vol I, recommendations 34 and 35). The subsequent White Paper backtracked on that proposal, although it remains on the policy agenda. The Head of Public Policy at Age UK has stated that: "we believe that their report, and your submission to them, influenced the then Government's decision not to reform AA or integrate it with means-tested care support It is our impression that the research has had an influence on the way the Department for Work and Pensions views the financial position of disabled older people in receipt of AA or DLA" The subsequent change of government led to the establishment of the Commission on Funding Care and Support (CFSC), whose report recommended retaining non means-tested disability benefits for older people. Before its report was funded we presented our research at a high-profile seminar organised by the Strategic Society Centre, which was attended by representatives from the CFSC, relevant government departments (HM Treasury, Department of Health, Department for Work and Pensions), voluntary sector organisations (e.g. Age UK), Local Authorities, the private insurance sector and academics. Papers and briefings published by the Strategic Society Centre and Age UK have quoted heavily from our work, and have continued to do so. In October 2012, Ruth Hancock and Steve Pudney discussed MiSoC research on social care and disability benefits with the No 10 Policy Unit. In January 2013, MiSoC contributed to the RSS conference "Statistics for Adult Social Care", itself partly a response to the Dilnot Commission on Funding Care of Support, which highlighted the limitations of data available for social care policy-making. Ruth Hancock co-organised and chaired the conference, Steve Pudney was an invited speaker. The 2012 Welfare Reform Act has replaced DLA with Personal Independence Payment for new claimants, which differs from DLA in detail but remains a non means-tested benefit for disabled people. AA is still in place. For the foreseeable future older people in the UK therefore retain access to non means-tested cash disability benefits to help them meet the costs that disability brings. As of 2012, they reach some 2.44 million people aged 65+ in Great Britain. These are the immediate beneficiaries of the decision to retain these benefits. Some of them would have lost as much as £77.45 per week (April 2012 rates) had AA and DLA been withdrawn completely. Perhaps more importantly, a public policy change based on an incorrect premise has been avoided. Income and poverty dynamics. In 2011, Stephen Jenkins published Changing Fortunes: Income Mobility and Poverty Dynamics in Britain, a book that is the culmination of a sustained body of research carried out in MiSoC over a period of many years. This work demonstrates the importance of taking a longitudinal view of poverty and inequality - looking at how individuals' incomes change over time, and how these changes relate to changes in family structure, employment and the tax-benefit system. The methods used in the book have provided the template for the way in which poverty dynamics are summarised in the UK's official income statistics: see the Low Income Dynamics supplements to the Households Below Average Income publication, a crucial source for policy-making. The book was launched at a high-profile public lecture at the LSE, and a tailored presentation was given to the Social Mobility group in the Cabinet Office. The research has received wide media exposure, including being the lead item in the BBC Radio 4 programme Thinking Allowed. It is also the subject of a forthcoming short film, one of eight that the ESRC has commissioned to showcase its work to research users. As a result of the work contained in Jenkins' book, a measure of persistent poverty was one of the four statutory measures of child poverty named in the Child Poverty Act 2010, against which future governments have to report progress.. These sorts of statistics continue to inform policymaking at the highest level: Figure 1.3 of the Cabinet Office's 2010 State of the nation report-a document which represents the current government's overall approach to poverty and disadvantage-cites statistics on persistent poverty. MiSoC has made a large contribution over many years to policy-makers' understanding of the pattern and movements of inequality and poverty over time, in terms of income, wealth, deprivation and, more recently, health. 2009-2010 saw a particularly large impact for MiSoC research, through our participation in the National Equality Panel (NEP), commissioned for the UK government by the then Minister for Equalities, Harriet Harman. The report provided an anatomy of economic inequality in the UK, identifying a range of deep-seated and systematic differences' between social groups across many dimensions of life, and it has attracted a great deal of policy and media attention. MiSoC's Stephen Jenkins was a member of the NEP and an author of its report, and the panel also commissioned members of MiSoC to produce special studies of income dynamics (Jenkins 2009) and ethno-religious and disability inequalities (Longhi et al 2009) and drew on other MiSoC research, presented to the panel during a visit to the Centre. EUROMOD and understand the effects of austerity in the EU. The all-EU 27 country version of EUROMOD was launched in 2012. This unique multi-country tax-benefit microsimulation model is available for academic and not-for-profit research by anyone with permission to access the EU-SILC micro-data. Built and maintained by MiSoC researchers (who also use it to inform their own research) and with inputs from an EU-wide network of national teams of experts, it represents the state of the art in this type of comparative, policy-relevant research. We have been encouraging as wide as possible use of the model by running training courses, a research workshop for model users and disseminating our existing work as exemplar analysis. In countries without their own national tax-benefit models, national teams are being supported to promote the use of EUROMOD as part of evidence-based policy-making at the official level, by informing policy-relevant independent and academic analysis. The European Commission's Directorate-General for Employment, Social Affairs & Inclusion (DG-EMPL) makes extensive use of EUROMOD in policy formation and has stated that EUROMOD "provides comparative information of the highest available statistical standard in the EU, which is only scarcely available from other sources. This makes Euromod a particularly useful tool for analysis and policy formulation at the EU level". DG-EMPL has confirmed that "Euromod outputs regularly feed into the analytical reports published by the European Commission, such as the EU Employment and Social Situation Quarterly Review or the annual flagship Employment and Social Developments in Europe Review These reports provide analytical underpinning for the policy formulation by the European Commission in the employment and social fields". For example, the Annual Report on Employment and Social Development (2012) cites EUROMOD in numerous places, including a number of explicit references to Essex research. Much of the DG-EMPL's use of EUROMOD has involved modelling the effects of austerity measures, and it has confirmed that "Euromod data are used to support the analysis of consolidation packages implemented in a number of Member States, which in turn underpins Commission policy recommendations to the Member States". For instance, the EU Employment and Social Situation Quarterly Review of March 2013 models fiscal consolidation using EUROMOD, while that of December 2011 uses EUROMOD to model outcomes of austerity measures. One of our research papers comparing the distributional effects of post-financial crisis austerity measures in different EU countries attracted especially strong interest from the European Commission because it demonstrates how different policy choices addressing similar policy problems can have very different implications for income distribution and for the population groups bearing the cost of austerity in each country. MiSoC's Professor Sutherland has presented EUROMOD findings at DG-EMPL events and she was invited to present the paper that compares distributional effects in six countries at the European Commission conference on Inequalities in Europe and the Future of the Welfare State (December 2011). In November 2012 DG-EMPL held the Microsimulation for Policymaking in Times of Crisis conference, which included an opening presentation by Sutherland and a further talk on nowcasting from Essex researchers - both of which are available on the DG-EMPL's website. In related work, MiSoC's Mike Brewer was re-appointed in 2013 to an independent Expert Group that is advising the Scottish Government on how a welfare system might be designed in the event of an independent Scotland. As the Scottish government current lacks capacity to do microsimulation analysis of taxes and benefits, an important input into the Group's consideration was analysis from MiSoC researchers, using the EUROMOD model, of the nature of financial work incentives in Scotland and how they compared with the rest of the UK and with other EU countries. EUROMOD and nowcasting the income distribution: EUROMOD, the EU-tax-benefit microsimulation model developed and managed by MiSoC researchers, is now being used to predict the income distribution of the current year, giving policy-makers "real-time" estimates of poverty some 2-3 years before actual micro-data become available. "Nowcasting" is the estimation of current "at risk of poverty" statistics (and the income distribution generally) to overcome the time lag in the production of EU-SILC statistics (for example, in April 2015 the latest indicators about the income distribution are for incomes in 2012 incomes). The motivation of the European Commission is to put social and distributional issues on an equal footing with macro-economic criteria when assessing of the economic situation, and so the aim of the nowcasting exercise is to predict what the EU-SILC will show for the current year using a method that can be applied quickly, and updated easily, for EU-28. Using EUROMOD for nowcasting is an important component of the Joint Action Plan between DG-EMPL and Eurostat to improve the timelines of key social indicators, and has influenced Eurostat's plans for future content and design of the EU-SILC data (on which EUROMOD is based). A DG-EMPL working paper includes an analysis of nowcasting poverty using EUROMOD and draws on Navicke et al. (2013). DG-EMPL has confirmed that "the on-going EUROMOD work on nowcasting provides valuable and timely information on the most probable recent trends in the distribution of incomes and particularly in the share of population at risk of poverty". Family policy and social mobility: MiSoC research, carried out by John Ermisch, Emilia Del Bono, Maria Iacovou and others, on the family and inter-generational social mobility has played an important role in informing the policy debate. The centrepiece of this work is participation in a major research initiative covering ten countries, supported with co-funding from the Russell Sage Foundation, the Sutton Trust and the Pew Charitable Trust. The first fruit of this collaboration was a policy report published by the Sutton Trust in April 2010, unfortunately at a time when election purdah prevented media interviews with MiSoC staff, but the Sutton Trust used the research in discussions with government - in particular alerting the Cabinet Office which was preparing a social mobility strategy paper at the time, as well as in discussions with the Deputy Prime Minister. The report was also referred to in the Sutton Trust's submission to the House of Commons Education Select Committee inquiry into social mobility. The Sutton Trust has stated that "the research was a centrepiece for an international summit on social mobility attended by the leaders of the three main political parties. The policy influence from this was manifested in the Coalition's 2011 Social Mobility Strategy, which set out a number of key policies attempting to improve social mobility". In addition, the research on inequality in adolescence, as well as other international evidence on the interaction between educational institutions and social mobility, was presented at a workshop held at the British Academy in May 2011 to an audience of policymakers and journalists. The Russell Sage Foundation, an American charitable organisation, has outlined two specific impacts arising from Ermisch and Del Bono's (2012) chapter on inequality in adolescent achievement. Firstly, the findings of this work were central to the Foundation's engagement with policymakers and non-academic audiences. A non-technical summary of the From Parents to Children project, which highlighted the work of Ermisch and Del Bono, was devised for the purpose of engaging with such audiences. Secondly, the Foundation has confirmed that Ermisch and Del Bono's findings on income gradients have led to investment in "several grants looking at exactly these issues to build upon and extend the findings from the Ermisch and Del Bono work". Further to this, the Foundation now has four visiting scholars working on these issues and is looking to fund further projects on developmental patterns. Breastfeeding. MiSoC devised a programme of dissemination for the findings of the work on social mobility and breastfeeding, which has led to various impacts. In October 2011, Essex organised a policy workshop, 'Early Intervention and Social Mobility: Are pro-breastfeeding policies worth it?' at the British Academy in London to discuss some preliminary results from the research. The workshop was chaired by Dr Miriam Stoppard, a well-known author of books on child development. It featured a panel of healthcare experts and representatives of third-sector organisations, including Janet Fyle (Policy Advisor for the Royal College of Midwives), Alison Baum (CEO of Best Beginnings), Belinda Phipps (CEO of the National Childcare Trust), and an MP who is both a member of the Health Select Committee and chair of the All Party Group on Maternity Services. As an immediate consequence of this workshop, the MP addressed the under-secretary of State for Public Health in a parliamentary debate on 21st November 2011 to ask about the provisions set in place by the current Government to support breastfeeding in the long-term. The MP, now a Minister in the Department of Health, has confirmed that various policy decisions have been informed by the research, including the Government's support for the Healthy Child Programme, the inclusion of breastfeeding in the Public Health Outcomes Framework, supporting breastfeeding through increasing the number of health visitors, providing information about breastfeeding through the NHS Information Services, and promoting National Breastfeeding Awareness Week. MiSoC's research on breastfeeding and social mobility has also been vital to the work of UNICEF UK's Baby Friendly Initiative, which works with public services to promote and support breastfeeding. The Director of the programme writes that the "research has been valuable in giving strong evidence for the efficacy of the Baby Friendly Initiative - particularly in areas of lower socio-economic status, where breastfeeding is less common". The necessity of providing such evidence is that "it is important that we can show that the programme has a measurable impact on practice and breastfeeding rates in order that the investment in staff time and resources is justifiable - particularly during a time when budgets are being cut". The Director also states that the research has been providing vital evidence on why breastfeeding is important, especially in providing an effective methodology to demonstrate the association between breastfeeding and IQ. Further to this, Iacovou and Sevilla-Sanz's 2010 paper is cited multiple times in a 2012 report by UNICEF UK on the benefits to health services that breastfeeding provides. Most recently, the 2013 paper on breastfeeding and intergenerational social mobility from Archives in Diseases of Childhood has received extensive media coverage, including articles in the Independent and Daily Mail. It has also been the subject of a feature on the NHS Choices website. Legalising drugs. Steve Pudney, Mark Bryan and Emilia Del Bono undertook a major study, co-funded by the Open Society Institute, to evaluate the costs and benefits of two potential reforms to drugs policy in England and Wales: the creation of a regulated market for cannabis and the introduction of a national system of supervised heroin injection for registered addicts. The study is commissioned by the Beckley Foundation with the twin aims of expanding the evidence base on drugs policy reform, and helping to shift the policy formation process onto a more rational basis. The report attracted considerable media attention, and was cited directly by the Liberal Democrats election manifesto in 2017, nearly three years after the end of this Centre. And, as the international debate on cannabis policy has become more active as a result of the initiatives taken by Uruguay, Colorado and Washington State, so the MiSoC team has participated fully, including presentations to: the APPGs on Drug Policy Reform and (separately) Global Uncertainties, a fringe meeting at the Liberal Democrat Party Conference, and a transatlantic policy conference at the Friedrich Naumann Stiftung Center, Brussels. The impact of free early years education and care: The UK government spends several billions of pounds a year on free to ensure that some 2 year olds, and all 3 and 4 year olds in England have access to childcare and early education for 15 hours a week, 38 weeks a year. There is ongoing debate in all UK nations about whether (and by how much) to increase families' entitlement, yet there is surprisingly little evidence on the causal impact of this specific (and very high cost) intervention. In autumn 2014, we published results from the most comprehensive attempt to date using UK data to analyse the effects of free childcare provision on maternal employment patterns and childhood outcomes. We exploited exogenous variation in the availability of free childcare for pre-school children in England across time and geographical areas, and between children born at different points in the year. This work involves many partnerships, with the work on the impact on children being joint with a research team led by the University of Surrey, and the work on the impact on maternal employment being joint with a research team from IFS. We are partnering with the Family and Daycare Trust and the ippr, who are both organising workshops where we will discuss our findings with practitioners and policy-makers from local and central government. We presented findings and discussed the implications at an event in July 2014 hosted by the Nuffield Foundation, and we gave oral and written evidence and advice to the House of Lords Committee on affordable childcare, who cited our work in their final report. Growing up in recession Britain. As part of its programme of recession research, MisoC hosted an event for policy makers and opinion formers in London in March 2013. Chaired by Lucy Rock of the Observer, the event combined MiSoC research with analysis of young peoples' labour market experiences, prospects and possible policy interventions by two outside experts (Jonathan Wadsworth of Royal Holloway and Richard Dorsett of the National Institute of Economic and Social Research). A panel of young people invited by the charity Rathbone then reacted to the presentations by reflecting on their experiences of recession. We held an event in June 2014 in collaboration with the Work Foundation, where we presented these findings and led an expert round table discussion of their policy implications and future challenges. Informing policy and guiding investment in the Church of England. MiSoC's David Voas was commissioned by the Church of England in 2012 to undertake a study to identify factors associated with church growth and decline, building on his expertise on analysing religious decline. The research led to a report, published online in 2014. The findings have been widely discussed in Church circles at all levels. The project steering group was chaired by the First Church Estates Commissioner (who could be viewed as the chair of the Church's 'board of directors') and included a number of influential Anglicans. Voas presented the findings at large conferences of Church leaders and numerous smaller meetings and workshops. In early 2014, the Church published a brochure entitled 'From Anecdote to Evidence' to highlight key findings. In early 2015, it followed up with another website and brochure designed to push people 'From Evidence to Action'. The introduction to 'From Evidence to Action' states that the project was "the first time that such a wide ranging and systematic study of factors relating to church growth has been undertaken within the Church of England. The Archbishop of Canterbury, the Most Revd and Rt Hon. Justin Welby, has welcomed the research findings and all that they have highlighted. It is for this reason - because the findings prompt churches to act - that following on from the research, a toolkit, From Evidence to Action has been developed." Voas was invited by the Archbishops of Canterbury and York to a residential meeting of their Council in June 2014, where they discussed the policy implications with the senior leadership. Justin Welby described the report as the most important study conducted by the Church for many years, and one that will have a real impact. Andreas Whittam Smith, the First Church Estates Commissioner, is proposing a major investment programme to change the fortunes of the Church. These investments are expected to amount to £100 million over the next ten years. The work done by Voas is explicitly cited as the justification for this major commitment. The research is having the following impact: • Cultural change - the research has helped to change culture within the Church of England, including a greater openness to using evidence / research to help inform decision making, increased awareness of the challenges faced by the Church and acceptance of the need for a sharper focus on the objective of numerical growth. • 'Renewal and Reform' - This major change programme, aimed at helping to reverse decades of numerical decline, has drawn on the findings from the growth research to inform their work (in terms of defining key issues to be tackled, making the case for change, helping to inform changes to funding etc.). • Fuelled research field / improvements in data processes - This quantitative social science type research around church growth was relatively new in the context of the Church of England. The Voas research, as well as pioneering this sort of approach within the C of E, has stimulated further quantitative research that is continuing to develop the evidence base. The challenges faced in carrying out the research have also helped drive increased efforts to improve data collection and collation processes in the Church, moving towards having more accurate and timely data to inform decision making. • Influence on resource allocation - The research is informing resource allocation decisions. Changing to funding systems as part of 'Renewal and Reform' require dioceses to submit applications for funding drawing on evidence. • Informed mission planning at a diocesan and parish level - 5,000 hard copies of the summary report distributed (plus web downloads) and over 5,000 copies of 'From Evidence to Action' tool distributed (which helps parishes to apply the findings as part of parish development processes). Dioceses have drawn on findings when developing their strategy (e.g. Birmingham and 'Growing Younger'). There is also considerable evidence of parishes using the findings as part of their mission planning processes. Collaboration with the commercial sector: social insurance and pension saving. The MiSoC strategy of engagement with the commercial sector has been very successful, with two high-impact studies carried out in collaboration with major insurers. Mark Taylor, Alex Skew and Steve Pudney produced an analysis (Pudney et al 2011) of the extent and consequences of withdrawal from work for health reasons, co-funded by Unum. The report highlighted the persistent adverse consequences for families of loss of work through ill-health and the limited extent to which these losses are offset by the welfare benefits system. The research was widely cited in national news media, including Channel 4 News, Radio 5, the Guardian, Mirror, Express and most online national dailies. It was also the subject of a breakfast policy event in the House of Commons, attended by ministers and members of both houses of parliament, to be followed in April by a larger event in the House of Lords. The creation of a new PhD studentship funded by Unum ensures that this strand of research continues to be developed over the remainder of the MiSoC programme. Mark Bryan, James Lloyd, Birgitta Rabe and Mark Taylor completed a study (Bryan et al 2011) of the key influences on retirement saving, in collaboration with the policy think-tank, the Strategic Society Centre, with funding from one of the UK's leading pension providers, Prudential plc. Of a set of factors including qualifications, earnings, household structure and financial engagement, the biggest drivers of pension saving (occupational and personal pensions combined) were eligibility for a workplace pension and the offer of employer contributions. The research was launched at a policy event attended by representatives of the Pensions Commission, industry and policy makers, including the Pensions Minister, who welcomed the results and noted that they raised a number of issues meriting further investigation. Discussions are in progress with the Strategic Society Centre and Prudential to extend the study to include newly released data. Follow up work by MiSoC's Mark Bryan explored why some employees reject workplace pensions despite being offered employer contributions. The research provides policymakers with evidence on the factors likely to be responsible for workers opting out of the new pensions; an accompanying SSC report recommends measures to minimise opt-outs. Example of early career impact: Stigma of free school meals. Research by MiSoC PhD student Angus Holford (2012) found that found parents were not registering for free school meals (FSM) because of fear of stigmatisation of their children. After widespread media coverage, the Local Authorities' Caterers' Association announced they would seek to introduce anonymised payment schemes and ensure FSM children could always eat with their peers. The Children's Food Trust launched a campaign with ASDA to provide information to parents on FSM eligibility, and the pressure group 38 Degrees launched an online petition.

PI Contribution	I am contributing to the further development of the Greek module of the EU-wide tax-benefit microsimulation model EUROMOD, which is used by SOE in their negotiations with the European Commission, the European Central Bank and the International Monetary Fund (i.e. the troika).
Collaborator Contribution	Having learnt how to use EUROMOD, my partners have developed an alternative input dataset for the model based on administrative data. Running EUROMOD with this dataset provides output which is used for suggesting new tax-benefit policies and policy reforms to the troika.
Impact	We informed the Greek government about the distributional and fiscal impact of the personal income tax reform and pension cuts in 2013 and, more recently, of the introduction of guaranteed minimum income and the provision of a social dividend.

Collaborator Contribution	The collaboration relies on the development, maintenance and use of a Scottish module of EUROMOD which draws on the UK-EUROMOD module and includes specific Scottish reforms to the tax and benefit system. Mark Taylor, Professor of Economics at the Institute for Social and Economic Research, presents new research on the impact of the macroeconomic climate on educational aspirations and attitudes of 11-15 year olds. Jonathan Wadsworth, Professor of Economics at Royal Holloway, University of London questions whether the outcomes of this recession on the youth labour market are unprecedented. Richard Dorsett, Director of Policy Evaluation at the National Institute of Economic and Social Research, examines the importance of early labour market experiences in young people's transitions into employment and illustrates how this can help the design of interventions aimed at improving young people's employment prospects. The charity Rathbone will present a panel of young people from Bury and Chorley to reflect on their experiences, aspirations and ambitions growing up in Recession Britain. Rathbone is the UK-wide voluntary youth sector organisation providing opportunities for young people to transform their life-circumstances by re-engaging with learning, discovering their ability to succeed and achieving progression to further education, training and employment. Results and Impact	This paper examines trends in the instability of personal incomes in Britain in terms of changes in the transitory variance and in volatility, measures that have received much recent attention in research about the USA. It is shown that, although US measures have trended upwards over the past two decades, there is no such trend in Britain between the early-1990s and the mid-2000s. Explanations for these differences are discussed.

Results and Impact	This paper combines individual data from the British Household Panel Survey and yearly population estimates to analyse the impact of cultural diversity on individual wages and on different aspects of job satisfaction. Do people living in more diverse areas have higher wages after controlling for other observable characteristics? Do they also benefit in terms of higher satisfaction with different aspects of their job? The results show that cultural diversity is positively associated with wages only when cross-section data are used; when individual heterogeneity is accounted for, there is no impact of diversity.

Results and Impact	In November 2017, at the end of the ESRC funded project, Prevalence and persistence of ethnic and racial harassment and its impact on health: A longitudinal analysis, the findings from this project were presented to an audience comprising of policy makers, IPCC, government departments, third sector organisations and general public. There were around 20-25 participants. The presentation was followed by a Q&A session. After lunch there was an open round-table discussion within the entire audience about the key findings, gaps in evidence, and the way forward, suggestions about further dissemination of these findings to specific audiences. A 3-page briefing report was also handed to the audience.

Results and Impact	Sanders employed data from the ESRC funded study for talk on the following: Authoritarian populism was a label used for Thatcherism. Although the UK political landscape has changed enormously since 1990, the popular sentiments that underpinned Margaret Thatcher's repeated electoral successes remain remarkably strong among British voters today. Using extensive survey evidence, Professor David Sanders will characterise what authoritarian populism means for voters in Britain today. The analysis shows that there is a coherent set of beliefs - from cynicism about the EU to a virulent opposition to human rights - held by a surprisingly large proportion of the UK electorate, which can reasonably be described as authoritarian populist. These views have important consequences, not only for (dis)satisfaction with British democracy but for likely voting in the forthcoming referendum on the EU.

The extended income concept, taking into account both imputed rent and indirect taxes, provides a more reliable picture of inequality differences across countries. Our results show that indirect taxes have a regressive effect with respect to income in all countries considered but always smaller in magnitude than other tax-benefi t instruments. Imputed rent reduces overall inequality in particular where the prevalence of individuals living in own accommodation is high even among the poorest (Greece) and where the contribution of the public imputed rent is large (the UK).

Results and Impact	End-of-programme policy event held at the Work Foundation, 4th June 2014. Presentation of research on the impacts of high unemployment on young people's educational aspirations and decisions, and their subsequent experiences in the labour market. Format was a roundtable discussion involving policy makers, academics, charity sector and business leaders. Discussion focussed on the research and the steps to ensure that this generation does not suffer the long-term consequences that young people have faced following previous recessions. Participants included LGA, CBI, DWP, BT, social enterprises and charities involved in Work Programme.
