| Description | The ESS is a major biennial cross-national social survey which has involved the participation of 36 countries in and beyond the European Union. It aims to monitor change and stability in the social, moral and political fabric of Europe whilst also using and setting higher standards of cross-national measurement. The impact of the ESS is extensive, both nationally and internationally, and occurs in two main domains: (1) Influencing the Policy Making Process and society: the production of high quality biennial social survey datasets and associated dissemination activities by the ESS have facilitated immediate and easy use of ESS data and findings by a wide variety of stakeholders. Academics from around the world have analysed the data and their findings along with direct use of ESS data by policy makers have influenced policy making and discussion. (2) Improving Survey Methodology: the ESS sets new and improved methodological and coordination standards in cross-national survey research providing both higher-quality data outcomes for the ESS itself and, through the subsequent adoption of these standards and practices by other national and international survey programmes, leads to higher standards of measurement in policy-oriented surveys and commercial survey practice. As a result the ESS methodology has been in the vanguard of producing better quality statistics, contributing in turn to improved quality and reliability for the outcomes which rely on the data across Europe. The methodology has been adopted in specific countries participating in the ESS by government departments, commercial fieldwork agencies and the private sector. For example the Polish ESS National Coordinators have provided ESS-based training for the National Bank of Poland and for ARC Market and Opinion. A commercial fieldwork agency, GfK Slovakia, has since 2011 adopted the ESS contact form to monitor respondent contacts, as has a major fieldwork agency in Germany (INFAS, INFRATEST DIMAP). The ESS TRAPD approach to translation was used in a survey of Muslims in North-Rhine Westphalia in 2011 and published by the Ministry for Work, Integration and Social Affairs. IPSOS-MORI in the UK are a marker research company that have reported being influenced by the ESS. In addition to the methodological impact there has been substantive impact from the ESS too. Developing better measures of wellbeing and progress is a shared goal internationally, supported by the OECD, World Forum and the EC. The UK Office of National Statistics Measuring Wellbeing Programme, which commenced in 2010 and continues to publish articles and reports on its findings, seeks to provide a fuller picture of how society is doing by supplementing existing economic, social and environmental measures. Tracking all of the non-academic impact of the ESS datasets beyond the UK is a formidable task. However there are examples that show similar processes taking place at an international level. For instance, the ESS Director and his team were invited to convene a seminar at the OECD in Paris in January 2013 to discuss findings from the ESS module on work and the recession, feeding into their wider programme of work. In 2017 results on immigration have also been presented to the OECD and on health inequalities to the European Commissioner for Health and Food Safety. An ESS seminar was held in December 2012 at the European Policy Centre in Brussels on the results of its Welfare module, attended by senior EC officials and representatives of many third sector organisations. There are also examples from a survey of ESS National Coordinators in 2012 of how ESS findings have been used. These include many uses in reports from local administrations in Germany, often as a reference distribution for local surveys, e.g. on migration. ESS findings have also appeared in reports by German Federal Offices and Ministries. Meanwhile the Bulgarian national team have produced publications to aid decisions in diverse policy fields. ESS findings have also appeared in the press, so becoming directly available to the general public. The launch in July 2013 of the ESS Findings Booklet was covered in the UK by 'The Today Programme', during the CNBC News flagship morning news programme, and in The Sunday Times and The Guardian. The ESS Director and his team gave media interviews. The Polish national ESS team have held a series of dissemination conferences since the third round of the ESS from 2008 onwards for a mixed audience involving politicians, representatives of public administrations at all levels and NGOs. The Bulgarian national team have organised press conferences after each wave that address key areas for policy. For example, the release of ESS data and analyses of satisfaction with the health service presented in 2011 at a press-conference provoked wide debate. The Slovakian NC team have held a similar event to that in Bulgaria and made a TV documentary about the ESS in 2012. ESS ERIC has commissioned a comprehensive impact case study that reported in July 2017. In addition a recent Impact Case Study noted a range of non-academic impacts coming from ESS. | Impact | Technopolis Group (UK) were tasked with undertaking an ESS ERIC Impact Study in June 2016. Published in September 2017, the report assessed the academic, non-academic and teaching impact that has been achieved through the ESS which this grant helped to establish. It also considered how these were achieved, what constitutes best practice and made recommendations to ensure the project's long-term future. In undertaking the study, Technopolis examined academic resources, sought out examples of non-academic use of our data, interviewed stakeholders and carried out an online survey of data users. The report found that the ESS continues to be highly regarded amongst international values and attitudes surveys, offering extremely high quality data that is a critical academic resource for researchers across the social sciences. It also found that ESS data is notable as a teaching resource, particularly within materials developed for use by students who are learning about survey methodology and quantitative data analysis. The final report included bibliometric analysis undertaken by the Centre for Science and Technology Studies (CWTS), which found that the ESS online Bibliography underestimates the actual number of journal articles using our data by around 20%. CWTS also discovered that most academic output using ESS data tends to perform highly on bibliometric indicators across a broad range of topics. The impact study also found evidence of non-academic impact. Across member countries, many cases where ESS data was used in many different policy and practice contexts was found. This has helped to influence policy decisions and inform public and political debates. The Technopolis report found that in some current member/observer countries, there is widespread use of the ESS as a teaching resource and in others the data is widely used in parliaments, ministries or government agencies. Examples of where ESS data has been used by Governments or their agencies include the Austrian Ministry for Social Affairs, Estonia's Ministry of Social Affairs, the French governmental think tank, France Stratégie, the German Federal Government, the Irish police force, Poland's Central Statistical Office, the Portuguese Centre for Judicial Studies and the Institute of Macroeconomic Analysis and Development of the Republic of Slovenia. ESS data has also helped inform international organisations such as Eurofound, United Nations Economic Commission for Europe (UNECE), European Commission's DG EMPL (Employment, Social Affairs and Inclusion), OECD as well as think tanks including the Centre for European Policy Studies and European Policy Centre. In making recommendations, the Technopolis report stressed the importance of continued funding and consistent involvement of countries over time. The addition of other European countries not already involved in the ESS would further help to ensure the long-term sustainability of the project. A supplementary report was published in December 2018. |

| Collaborator Contribution | The PI of the SASS oversaw the research, the results of which were delivered to the ESS archive in summer 2015. Ongoing engagement throughout the process was undertaken, with particular collaboration in respect of harmonisation of background variables. |
| Impact | The ESS modules on 'social inequalities in healht and their determinants (ESS Round 7), meanings and evaluations of democracy (ESS Round 6) and criminal justice (ESS Round 5) were fielded in the South African Social Attutides Survey. Background variables - specifically educational attainment and household incone - were harmonised in order to facilitate comparative analyses and this exercise has resulted in a long-term impact for the SASAS as henceforth ISCED 2011 coding will be applied in all rounds of the SASAS. The data from 3108 interviews (a response rate of 89%) have been deposited with the Norwegian Social Science Data Service and will faciliate comparative European - South African analyses. Significant learning was gathered over the course of applying the ESS modules in South African context, illuminating the commonality of issues experienced by survey agencies in South Africa and Europe. Dissemination actions are in preparation: Sarah Butt, Rory Fitzgerald and Ben Roberts have submitted an abstract for the ESS conference on the Democracy module, which will look at South Africa in relative perspective. This conference will take place in July 2016. Jon Jackson and Ben Roberts have also started working on the ESS criminal justice module, and are preparing a paper for submission to the British Journal of Criminology in March or April 2016 |
