Abstract

A 'Census Programme' has been funded by the ESRC for the last decade that has enabled 'data support units' to create, maintain and develop data delivery systems that allow users in the academic community in the UK to have online access to, and expert advice about, data products from the 1971, 1981, 1991 and 2001 Censuses.

The proposal here is for a step change in the support that users can expect by creating a Census Support Service (CSS) that is part of a new integrated UK Data Service (UKDS) that provides users with access to and information about the large variety of social science data resources that are available through a one-stop-shop interface. The software delivery systems that have been developed by the existing data support units will form the backbone of the UKDS-CSS and offer a variety of value added services, e.g. sophisticated search routines, extraction of customised data subsets, statistical analysis and modelling tools, complemented with the expertise of a group of individuals with extensive experience in managing complex data sets and undertaking research projects and teaching initiatives.

This proposal comes on the eve of the publication of the results of the 2011 Census, a source of data that is going to become hugely important for research purposes in the event of the discontinuation of the census in its traditional form. The 2011 Census represents what may become the last comprehensive and reliable count of the population involving a wide set of socio-economic individual and household attributes for small geographical areas. Ensuring that the academic community has immediate and easy access to these data through UKDS-CSS delivery structures is a top priority. Initial efforts will be directed towards the processes of 2011 Census data acquisition from the census offices, data preparation for ingest and preservation in the CSS databases and data verification.

The proposal envisages a phased transition from the current framework of service provision to one allowing users to access, extract and analyse census and related data via an integrated UKDS interface. To achieve this, close collaboration is required between the new UKDS-CSS units and the UKDS-Core to ensure interoperability of the technical delivery infrastructure, an efficient framework of support for customer enquiries and comprehensive monitoring of service usage and performance.

Our intention is to transfer all the databases and delivery software to UKDS and to develop the UKDS-CSS with consistent UKDS 'look and feel' across the services. This work will need to be done in parallel with the provision of existing services. Collaboration is envisaged to eliminate data and metadata duplication and derive the optimal arrangement/location of databases and software as well as staffing.

Once the UKDS-CSS services are integrated within the UKDS, we will progress the development of 'integrated data access', an innovation that will allow a user to construct one query that will invoke data and metadata searching and extraction from more than one census database.

The UKDS-CSS will support and advise the UKDS-Core in order to secure new data sets from national statistical agencies for research, particularly in the context of 'Beyond 2011' where a number of administrative sources will be used to produce population headcounts and attribute information associated with individuals or households. Working in collaboration with the census offices, the UKDS-CSS will extend its services to cater for new data sets that are of value for research and teaching.

As an integral part of the UKDS, the UKDS-CSS will seek to actively promote open access and open data agendas and, where licensing agreements permit, to extend online access of census and related data sets to overseas and non-academic users.

Planned Impact

The UKDS-CSS will be working with the UKDS-Core and data suppliers to obtain data sets for use by the academic research community as well as facilitating knowledge transfer between academic and other groups in the public and private sectors, in order to disseminate the results of census-based research as widely as possible within and beyond the academic community. There will be an increasing exchange of research-based knowledge with non-academic organisations through collaborative ventures such as CASE studentships and jointly funded projects.

UKDS-CSS staff will continue to have direct impact on the activities of the census agencies with respect to the provision of 2011 Census data and also the work undertaken as part of the Beyond 2011 Programme. The census agencies have increasingly productive links with the academic community both through their consultation committees and working groups (involving various UKDS-CSS staff) but also through commissioned or consultancy research (e.g. feasibility study for rolling census; conceptual framework for population and migration statistics), formal links with research centres (e.g. ONS links with Centre for Population Change) or studentships (e.g. current projects involving ONS and the Universities of Leeds and Southampton).

There are a number of distinct user communities who will benefit from census-based research because census data and analysis are very important for informing what they do. At national, (city)regional and local levels, census information is used widely in planning public service provision and resource allocation across a range of sectors (e.g. health, housing, transport, education, emergency services). One of the greatest strengths of the census is the detailed population information that it collects at small area level and which is used in many academic research projects that inform user organisations and assist them in decision-making and policy formulation. One recent example of this impact is an ESRC-funded UPTAP project that has used census data in producing local authority district population projections by ethnic group (What happens when ethnic migrants settle?), has involved user consultation and has also had significant impact through national and international media coverage (http://www.ethpop.org/InTheNews.html).

Other important users of the results of census research are those representative groups (including charities) who have power to influence the authorities in campaigning for the interests of those whom they represent. The Rowntree Trust is a prime example of an organisation whose commissioned researchers on deprivation and well being projects use the census as a major source of data. On the other hand, many businesses use censuses to inform them of who their customers are or might potentially be. Although some businesses have developed their own area classifications or use geodemographic profiles produced by companies offering marketing solutions (e.g. CACI, Experian, Acxiom), academic research has provided independent classifications which have been used by various different private and public sector organisations (e.g. 2001 Census Output Area Classification available at http://areaclassification.org.uk/case-studies/).

Thus, a wide range of user organisations will benefit from the UKDS-CSS either directly or indirectly through the census-based research that is undertaken by members of the academic community, sometimes independently; sometimes in collaboration with user organisations of different types. If the UKDS is able to offer open access to certain 2011 Census data sets where open access licensing permits, then the impact on non-academic organisations may be very considerable, depending on the ease of access provided by other channels.

Description This project essentially delivered a service: developing and maintaining a system offering users across the world online access to the data from the previous five UK censuses of population. Consequently the project was not a research project in the conventional sense. However, one of the key deliverables from the project was a book entitled "The Routledge Handbook of Census Resources,Methods and Applications" containing 33 chapters written by members of the project team, census officers and academic researchers, Many of these chapters exemplify the value of census data in a whole range of different areas of interest including population change, demographic area classification, ethnic inequality, social change, health, housing tenure, commuting, migration, urban development and deprivation,

Description The UK Data Service-Census Support (UKDS-CS) is a suite of services to provide users with online access to all the different sets of data (aggregate statistics, boundary data, flow data and microdata) that have been produced by the Census Offices (ONS, NRS and NISRA) from the last five Censuses of Population. The team also provides support for users in the form of training, workshops, webinars and one-to-one advice and advises the Census Offices on issues relating to census-taking and the preparation of results. The activities of UKDS-CS are therefore unlike those of a conventional research project that generates findings which might have direct or indirect economic or societal impact. The UKDS-CS facilitates the process (by providing data) through which other academic research projects generate results which may have impact on individuals, organisations and nations. Some of these impacts will be reported in the impact narratives that individual research projects submit to ESRC in their final reports. UKDS-CS has been particularly innovative in 'opening up' access to the majority of the census data holdings to users from beyond the academic sector located anywhere in the world. The problem associated with providing open access is that users no longer need to register with the UKDS and therefore it is impossible to know, with any degree of certainty, who is using the service to download data and what the data downloaded are being used for. Furthermore, UKDS-CS was not tasked with identifying and recording research outputs of census data users (other than those generated by members of the team) although this might have been possible with appropriate resourcing. Moreover, since the end of the UKDS-CS grant in September 2017 and the incorporation of CS within the grant awarded to the UKDS, no request for the different CS services to provide users statistics has been made from UKDS-Core or from the ESRC. Consequently, there is no information available on the levels of usage of different online services or visits to different pages on the web sites since October 2017. CS has a direct impact on the activities of census offices, particularly ONS, through its collaborative activities. CS provides ongoing advice and guidance to the census offices in a number of formal and less formal ways: CS staff sit on various census working groups including the Census Advisory Group (CAG), the Census Microdata Working Group, Census Origin-Destination Working Group, the ONS Geography Services User forum (GSUF) and the Census Outputs Dissemination User Group. CS staff have provided direct advice to ONS and NRS in relation to 2011 Census Aggregate data sets, to ONS in relation to 2011 Census microdata and to ONS regarding the 2011 Census interaction data sets. CS has worked in collaboration with ONS to advise on the structure and content of the 2011 Census origin-destination tables and with ONS and NOMIS to develop WICID as the only online interface to 'safeguarded' origin-destination statistics and to produce a 2011 Census Table Finder. CS staff have produced responses to the consultations organised by all three census offices on the topics proposed for Census 2021. As the previous Director of UKDS-CS (retired since September 2017), I have very little knowledge of progress regarding the development of the census services since the start of the new funding period. My understanding that it has been pretty much 'business as usual' in terms of provision of online services and delivery of training, with the JISC team continuing the development of a DKAN as a new platform and interface to the aggregate census statistics (and potentially other census data types) (see http://statistics.digitalresources.jisc.ac.uk/). The Boundary data team report that there is a steady stream of calls from the likes of risk analysis/insurance companies and estimate that around half of users are from non-academic sectors. A recent review of the book edited by John Stillwell on behalf of UKDS-CS, entitled The Routledge Handbook of Census Resources, Methods and Applications which is published by Routledge and contains a range of evidence of how the census data are being used, concludes as follows: "The £140 price tag for the hardcover version is reasonably expensive, however I would encourage census users and libraries around the world to see this as an investment, not as an expense. There is a plethora of intricacies related to the collection and dissemination of the 2011 Census which are covered in this Handbook, and there is no doubt that this will become a vital resource for census data users from a wide range of backgrounds, both within the UK and abroad." Description WICID (Web-based Interface to Census Interaction Data): allows users to select and download migration and journey-to-work flow data. This software has been updated to include all 2011 Census origin-destination statistics and now runs from a server at the University of Essex. A new integrated mapping component has been developed specifically with flow data in mind, which allows users to select origins and destinations of interest. The tool allows both origin and destination zones to be selected in a number of ways, whether one area at a time, through automatic selection of areas falling into a defined region, or falling into a specified buffer region.

Description The 2011 Census data are being released in phases. So this was an on-going output throughput the grant period. Prior to August 2013 UKDS-CS processed 110 tables Key and Quick Statistics tables for England and Wales. When we reprocess the data, we change it into a format that allows us to deliver it in our friendly interface Infuse. As part of the reprocessing we add value to the data such as adding additional metadata and improving descriptions to provide more information for our users. Virtually all the 2011 Census tables were processed and made available through InFuse by the end of the project.

This was achieved without any discontinuity in access to data, using similar tooling. The work at Manchester was therefore reduced to work associated with data transfer (including the production of restructured user documentation appropriate for download with data packs and the decommissioning of Manchester systems), user support, expert advice and engagement with census offices, outreach and limited data enhancements. Additionally, Wathan also assisted with the ingest of the first 2011 data files at Essex. With respect to data enhancements, 2011 open teaching files were repurposed for use in SPSS and Stata formats (therefore permitting their use in Nesstar) and boundary files were created for 2011 SAR areas to permit mapping of microdata. A user guide was produced to provide guidance on how this can be achieved using R.

Description 1961 Census Digitisation

PI Contribution This is a pioneering 'statistical archaeology' project to retrieve information from the 1961 Census Small Area Statistics (SAS) from a large set of digital images, and make it available for digital analysis, using current software tools, for the first time. Aggregate outputs from the UK's decennial censuses are currently available in digitally usable form back to 1971 via Web interfaces including the UKDS-CS InFuse and Casweb systems. This project is about extending the availability of 1961 census aggregate data to provide detailed and comparable socio-economic data from the beginning of the 1960's, a period of profound social change, of great interest to researchers and policy makers interested in population change over time. The UK Data Service Census Support team at Jisc developed a comprehensive and robust quality assurance process based on internal logic within the data involving comparisons of groups of values that should have equivalent values (e.g. 'all people' should equal 'all males' + 'all females'). Outputs from the OCR processes carried out by the partner are taken through millions of comparisons to identify and rank numbers that don't 'fit' with their surroundings and require correction.
Collaborator Contribution Methods to retrieve data and metadata from the 1961 Small Area Statistics (SAS) from a large set of digital images of contemporary print-outs of the data supplied by ONS have been developed in a series of short, exploratory projects over the past 18 months by a partnership of teams from UK Data Service Census Support and the Pattern Recognition and Image Analysis (PRImA) Research Lab at the University of Salford. ONS has delivered samples of processed data. The methods combine innovative data management, optical character recognition (OCR), quality assurance and error correction techniques proving the methodology for retrieval, integration and transformation of the data from approximately 140,000 images of contemporary 1961 Census print-outs held by ONS, and make it available as digital data for use with modern software tools alongside data from more recent censuses. PRImA have created dedicated workflows around their Aletheia tool (a document analysis, recognition and annotation management system) to recognise characters within the images with the highest degree of accuracy possible using current OCR technologies (an average of 97% correct character recognition). A novel 'templating' extension has been developed to retrieve numeric data from specific locations within the tabular structures in the images linked to the characteristics they describe by means of table cell identifiers created for this purpose. Data models have been developed to describe the characteristics and geographical areas present in the 1961 SAS data, as well as quality assurance processes to identify and correct the small percentage of errors in the OCR outputs. These are based on checks of logical relationships within the data (e.g. comparisons of sums of values in table rows and columns with row and column totals supplied within the data, and geographical summations from enumeration districts to wards, and from wards to districts) to identify the locations of suspected error values. For the small amount of information that cannot be extracted automatically, a crowd-sourced error-correction interface has been developed using the Zooniverse platform to enable volunteers to view 'snippets' of images containing individual suspected error values.
Impact Robust statistical data, structured with their metadata have been created - the data have been taken from their original source media through to a robust data quality assured linked dataset using robust standards, for people to make use of the data for modern digital analyses using software tools. In the most recent exploratory project, which completed at the end of March 2017, OCR data from the 100% SAS for the 7 London boroughs of Battersea, Camberwell, Deptford, Fulham, Hammersmith, Lambeth and Lewisham at district, ward and enumeration district levels was processed and supplied to ONS in text and spreadsheet formats, together with supporting metadata about the structures and relationships of characteristics and geographic areas within the data

Description INFUSER - a tool designed to provide command line access to published tabulations of UK 2001 and 2011 Census data

PI Contribution Census Support (Dymond-Green) provided the partner with a working open API for InFuse containing the data and metadata for the 2001 and 2011 Censuses
Collaborator Contribution INFUSER fully replicates the functionality of the existing web-based InFuse Graphical User Interface (GUI), allowing users to (i) identify and select a desired tabulation of variables; (ii) drill down to select the geographic areas for which they require census data; (iii) download 2001 and 2011 census data for the selected combination of variable tabulations and census areas. However, being a script-driven interface, INFUSER also allows users to save queries as scripts for later revision, replication or sharing. In addition, INFUSER exploits API functionality not used by the InFuse GUI to enhance the data discovery experience. This additional functionality provided includes: 1. Search for and select areas by ONS area code(s) 2. Search for and select areas by name (e.g. "Liverpool") without the need to 'drill-down' 3. Search for variables by description (e.g. list variables relating to 'illness' or 'health') 4. Sort the order in which variable categories are presented for easier sub-setting (e.g. all single years of age before all five-year age groups) 5. Obtain extracted data sorted either by area name or by ONS area code 6. Obtain extracted data and associated metadata in full flat-file format, for easy import to other software packages 7. Aggregate extracted data to user-defined custom geographies
Impact A software system called INFUSER was developed and is documented via its internal help system, plus an accompanying user tutorial which provides a comprehensive range of worked example.

Description InFuse provides online access for users to search and extract data from the 2001 and 2011 Census Aggregate Statistics, A new version of InFuse has been developed to provide users with a means of finding and extracting consistent data for anywhere in the UK without needing to know ONS table numbers. Title WICID 
Description WICID (Web-based Interface to Census Interaction Data): allows users to select and download migration and journey-to-work flow data. This software has been updated to include all 2011 Census origin-destination statistics and now runs from a server at the University of Essex. A new integrated mapping component has been developed specifically with flow data in mind, which allows users to select origins and destinations of interest. The tool allows both origin and destination zones to be selected in a number of ways, whether one area at a time, through automatic selection of areas falling into a defined region, or falling into a specified buffer region. Details are available in Chapter 7 in Stillwell (2018) 'The Routledge Handbook of Census Resources, Methods and Applications'.
