Abstract
The UK Data Service will provide an easy to use, innovative, trusted one-stop-shop for suppliers and users of social science data available in the UK and beyond. Users will come to the UKDS website to search for and browse data collections created by a wide range of data suppliers, including government data, data produced by IGOs and data from ESRC-funded research projects, and will be able to seamlessly access or download data for their own use. The service will rely on user registration to enhance the ability to tailor the service to the needs of individual users and to ensure that all licensing arrangements are correctly managed, but will strongly advocate Open Access to relevantly classified datasets while ensuring that access to personal data is maintained appropriately through the provision of secure access to sensitive data for trusted and Approved researchers.
The UKDS will focus on providing a complete data service infrastructure for the ESRC which will affect the whole of the data life cycle, from creation to re-use and subsequent impact. The service will provide training in research data management and data analysis and support in how to interpret and use the data. It will select only the highest quality and highest value data for long-term preservation and access, it will ensure that relevant materials are provided to maximise the long-term research potential of these data and it will seamlessly interface with institutional repositories. It will provide state of the art resource discovery mechanisms, not just to find data held by the service, but to data and related research outputs held within institutional and other digital repositories.
For the service to provide long-term access to data, the highest levels of digital repository and digital preservation techniques will be applied, and the service will conform to the relevant national and international standards to guarantee the highest level of service. We believe that the service will have a significant public impact: providing access to relevant quality data; influencing data creators; curating the national research data infrastructure; and ensuring that researchers have the highest quality relevant data to work with. The scope of the service is not limited to UK HE/FE. We will supply data to commercial organisations, central and local government, charities, other not-for-profit organisations as well as personal researchers, students and teachers where we are allowed to through licensing restrictions.
The service will work with a wide range of stakeholders to ensure that the greatest level of value for money is provided to the funding council and that there is no wasted resource. Through a targeted communications strategy it will ensure that the benefits of the service and the data which it holds and supplies are publicised to the widest relevant audiences.

Planned Impact
The main beneficiaries of the UKDS will be data creators, data owners, data users (including those who will use data and the Service for either research or teaching and learning), a wide range of funders, and the wider data service-providing community.
* Data owners, whether academic researchers or external organisations will benefit directly as data which they create will be accessible and usable over the long term. Some will benefit directly though our QA and metadata creation activities. They will benefit indirectly as they will not have to manage and curate their data after deposit. UKDS will protect their reputation by ensuring data integrity and allowing research findings to be verified and validated.
* Data creators will gain the same impact as data owners, but additionally will benefit from research data management guidance, which may lower research costs and ensures that data will not need to be recreated, and the availability of methodological documentation which will reduce research costs.
* Data creators and owners will benefit from promotional activities leading to increased visibility though impact stories, lower overheads on answering user enquiries, feedback on data quality and information on data use.
* As data users, researchers will benefit from seamless access to data and support, at no cost, and form an indirect element of policy impact. Secure access will ensure availability of data which would not be accessible otherwise. Teachers and learners will gain from availability of data for teaching and enhanced resources which will improve research methods teaching and advanced training. Users will also benefit from the UKDS's provision of a large and heterogeneous research data collection, inspiring new areas of research.
* Funders: the ESRC is already at the forefront of data provision, driving forward social science research, and providing social, political, and policy impact through the re-use of data. The ESRC will be a direct beneficiary of UKDS as it will widen use and re-use of both data and methodologies improving research quality and lowering costs. It will gain indirectly from quality ingest practices which will prevent future costs of re-ingest and preservation. Benefits will also accrue to the ESRC and the wider community through the delivery and promotion of good practice; indirectly it will benefit from the impact of quality data management training which protects returns on ESRC investments.

| Description | The UKDS incorporates several previously separate data services supported by the ESRC in the UK, including the Census support, the History Data Service, Qualibank and the Survey Question Bank. It successfully gathered these together to form the UKDS which forms a critical part of the UK research infrastructure, operating as a national resource in collecting, ingesting, preserving and providing access, user support and training for a wide variety of key data resources which facilitate UK and international social and economic research. At the beginning of the award, a full scale organisational restructure took place in 2012 with the beginning of the first UK Data Service award (2012-2017) which aligned the business within the context of the main international standard for digital preservation. A draft IT strategy has been developed to move the UKDS forward for future sustainability and the UKDS commissioned an independent technology review in 2017, detailing the timing, resourcing and specific initiatives for new and novel forms of data. The collaborative partnerships between UK Data Archive (Essex) and the Cathie Marsh Institute and JISC have developed, with the Strategic Leadership Group providing direction. Some examples of key achievements over the period of the award are detailed below. A major aim was to offer a strongly user-focused service. This is reflected in increasing numbers of users: In 2016/17 there were over 22,000 registered users, and over 15,000 new registrations. We are also growing our services to all sectors. All of the users of our data are researchers or teachers, and a small proportion of these (c.10%) are from outside the Higher Education Sector in its broadest sense. This small proportion comes from local and central government, the third sector(s) and the general public. Continued improvements to the discovery of research data has driven increased use of our datasets. Building capacity and training: As a snapshot, in 2016-17 we delivered 108 training sessions, 2 courses, 7 seminars, 30 conferences, and 6 showcases. Our 5 day course for IADS summer school in 2017 was the most popular course to date, filled twice over, and will be run again in 2018. Its USP is in teaching how to approach data science, not just running algorithms and tweaking code, but also an appreciation that data quality and integrity are critical components; and often mistakenly left out of core data science teaching (eg data carpentry). International impact: the Archive participates in a number of European focused projects including CESSDA-ERIC (Consortium of Social Science Data Archives - European Research Infrastructure Consortium) and Synergies for Europe's Research Infrastructures in the Social Sciences (SERISS). International collaborations include the International Association for Social Science Information Services and Technology where the Archive demonstrates much of its expertise with key stakeholders. Expertise and leadership: In 2017 the UKDS provided expert input into funders' (ESRC, MRC and Wellcome) efforts to develop a strategy document for tracking citations of their data investments, with UKDA recommending a much high-level level campaign. The UKDS received Platinum certification of open data from the ODI, and a subsequent nomination for the department of the ODI Women in Data award. Leadership can be seen by the 63 seats held on external boards (invited UK and beyond 2016-17). In addition, there were 22 publications and 2 submissions to government consultations in the same year. |

| PI Contribution | In 2013, Matthew Woollard met with Professor Thorat of the ICSSR to discuss the development of a Data Service in India. The ICSSR was established in 1969 with the specific objective of promoting socio-economic research, much like the Economic and Social Research Council (ESRC) in the UK, and is responsible for much of the funding to support research activities with over 25 social science institutes being directly funded by the ICSSR.Research commissioned by the ICSSR found that 417 institutions across India were doing social science research. Social science researchers were found to be based in over 230 universities, 51 Institutes of National Importance (a status that may be conferred to a premier public higher education institution in India by an act of parliament, an institution which "serves as a pivotal player in developing highly skilled personnel within the specified region of the country") and numerous autonomous research institutes. There is an abundance of data of interest to the social scientist generated across India including the Census or National Sample Survey (data and statistical indicators on diverse socio-economic aspects conducted by interviewing sample households) as well as sector specific data such as the Annual Survey of Industries (ASI), the principal source of industrial statistics in India. As in most countries, academics also generate their own data through funded research projects. Making data available for research is an ongoing challenge in India, with open access an exception; government departments cautious to grant access to data; and private sector data, wherever accessible, expensive to make available for research. A major driver has been the development of the Indian Department of Science and Technology publication of its National Data Sharing and Accessibility Policy (NDSAP) for non-sensitive data (2012). The ICSSR's remit in the NASDAP included the development of and support for documentation services and the supply of data, through the development of a repository of Social, Economic and Political data on India, with data processing and analytics tools to support researchers, teachers and policymakers who rely on high-quality social and economic data for their research. A road map and implementation plan for ICSSR's data service were produced in 2014, outlining the proposed information architecture for the data repository, setting out key components into data acquisition, data pre-processing and analytics, metadata, software requirements and technology; providing an excellent starting point from which to develop a data service for India. Senior representatives of the ICSSR and other organisations with an interest in the implementation of the ICSSR Data Service visited the UK Data Archive at the University of Essex, a partner in the UK Data Service, in January 2015, supplemented by a two-day training workshop. Over the two days our colleagues from India learned about the data service infrastructure and funding environment in the UK, and how our own data service is managed and run including the data ingest pipeline, from negotiating with data owners and licensing, to processing and documenting data, though to providing access to and user support for data users. Following the visit Matthew prepared a report setting out some practical observations that would help put the plans for the ICSSR Data Service into action. Key areas included the need to factor in continuous appraisal and monitoring of the collection, the (possible) deaccessioning of collections, dealing with personal data, disaster recovery, the relationship to other workflows, for example, the research funding application process (as in the ESRC's Research Data Policy) and ensuring adequate data citation mechanisms, each of which has implications for establishing information architecture and the costs involved. Our advice to anyone wishing to establish a new data repository is to frame key activities using the Open Archival Information System (OAIS) (ISO 16363) as a guide, a standard which provides an intuitive reference model for digital repositories, especially to help structure workflows, staffing and IT operations. In July 2015, a licence to use our HASSET Thesaurus was granted to the ICSSR, and in September 2015, the Service provided a point-by-point response to the requests from ICSSR for continued support from the UK Data Archive in establishing ICSSR's Data Repository, including our complete policy framework. In May 2016, Louise attended a symposium on behalf of the ESRC to address data archiving infrastructure for the EU-India Platform (EQUIP), the first research collaboration platform between India and the EU specifically dedicated to Social Science and Humanities. The platform will support a significant corpus of national research funding agencies from Europe and India in building stronger relationships and stepping up international collaborations At the symposium Louise was reunited with some of the Indian colleages who visited the UK Data Archive in 2015 and learned that their team had quickly put their plans into action and set up the pilot ICSSR Data Service, implemented by India's Information and Library Network (INFLIBNET) Centre, an Autonomous Inter-University Centre (IUC) of University Grants Commission, with funding from ICSSR, and based on the UK Data Archive model and protocols. Dr Jagdis Arora, Director of INFLIBNET spoke of the great support that the UK Data Archive had provided in offering a blueprint for India's new national data service. Many of the Archive's policies and procedures had been adapted and implemented in the form of web site structure, use of metadata schema and data cataloguing methods. The ICSSR Data Service is a culmination of the signing of a Memorandum of Understanding (MoU) between ICSSR and India's Ministry of Statistics and Programme Implementation (MoSPI), and is guided by a Joint Advisory Committee, with representatives from ICSSR, MOSPI and other key agencies such as Economic and Political Weekly, Mumbai and a range of academic social science research centres. |
| Collaborator Contribution | Progress by the ICSSR has been impressive, with a formal launch having taken place on 20 June 2016. In a short space of time some 33 surveys had been published into the survey data catalogue using the open source NADA software. A beta survey data browsing tool based on R software has also been developed. The intention is to extend the scope of collections to data from all social science institutes under ICSSR's purview, as well as data from government agencies. Training materials and guidance are being developed to meet the needs of data users, owners and creators, and users can explore collection of datasets accompanied by freely available user guides and supporting materials, using the NADA search interface. |

| PI Contribution | The UK Dara Service has responded to various consultations by the SRDA and in December 2016 Louise Corti gave a key note at their conference and a workshop on qualitative data archiving. The Survey Research Data Archive (SRDA) was founded in November 1994 to systematically acquire, develop, store and disseminate precious survey research data in Taiwan. In the early period, SRDA, limited in both manpower and resources, focused mainly on formulating directions for its development and laying the foundations for the organization and operation management, as well as acquisition and preservation of datasets. Thanks to the great support from the academy, SRDA has been growing rapidly since its inception. The past years sees the increasing recruitment of research and administrative personnel parallel to its expansion. SRDA has devoted itself to collecting, managing, archiving and distributing precious survey data. In the meantime, SRDA has been broadening its range of disciplines and exploring new sources of data which include donations from leading scholars, research projects that we have cultivated cooperative data acquisition efforts as well as other authorized materials from government and academic institutions. Such efforts have widely enriched and diversified data resources. An English web page was also open to public in September 1998, extending its service to the global community. The establishment of the bilingual web site with updated information and news about datasets available facilitates academic exchange among international scholars. In addition, the quarterly SRDA newsletter first issued in April 2002 for disseminating news and updates on survey research also serves as another channel of communication with the Ongoing workshops on "Data Preparation and Archiving" have been organized since 1998. Through sharing our experience and providing constructive suggestions, we enable scholars and researchers to gain a better idea of SRDA and its functions, how to utilize the data resources and how to prepare and archive datasets. Furthermore, to promote academic exchange and to enhance the quality of survey research in Taiwan, SRDA supports the Center for Survey Research in organizing large-scale academic activities including workshops, symposiums and seminars on survey research methodology. |

| Results and Impact | The highly successful week long course , 'Encounters with Big Data: An Introduction to using Big Data in the Social Sciences' was rerun as part of the University of Essex Institute of Analytics and Data Science in the UK in July 2018. The foundation of the course lies in one of the key objective of the Smarter Household Energy Data project, a joint International Centre Partnership Grant between the UK Data Service and DataFirst and funded by the Economic and Social Research Council in the UK and the National Research Foundation in South Africa, to create a collaborative research infrastructure for large-scale household energy data. 25 researchers, from across sectors and countries, attended the school (for which bookings were twice filled). Participants fed back that they had gained great support in understanding and analysing large and complex datasets, focusing on using the power of popular statistical software like R in a big data environment. |

| Results and Impact | The workshop provided a forum for participants from knowledge managers in civil society organisations to discuss the opportunities and barriers to gaining meaningful insights from 'data' - their own data, data from other organisations and the wider data landscape. The morning session will look at data sources and strategies required for civil society organisations to become successful knowledge managers and report and campaign effectively with data-based evidence. A debate with high profile speakers was held on meaning of evidence and reporting on impact. In the afternoon we ran a hands-on workshop showing how to use some simple open source tools to visualise data, for example, creating a basic regional map using Indicators of Multiple Deprivation. The focus is on turning data into more structured formats so that simple graphs can be presented; representing a realistic first achievable step for organisations who do not have capacity or funds to support larger scale collaborative projects. |

| Results and Impact | The UK Data Service aims to establish additional ways to support the long-range use of its data and resources by new generations of scholars, extending this usage through the research partnerships they develop and by the students they teach - from the earliest stages of, and throughout their career - by establishing a prestigious Impact Fellows programme. Funded by the ESRC the programme aims to provide career development opportunities for scholars at a relatively early stage of their academic careers with a proven record of research. The programme takes the form of an open competition for early career researchers (ECR) and post-doctoral researchers with a specific focus on impact in their research, which must be using data from the UK Data Service. Five awards are offered to the value of £2000 per Fellow and the programme runs over 2 years, from which Fellows can draw on a receipt for cost basis to cover impactful public engagement activity such as: holding focus groups, international conference costs or the cost of an article processing charge for a publication. |

The fields of speech technology, social sciences, human computer interaction, oral history and linguistics were represented. Participants engaged with each others' methods and digital tools. While the use of language and speech is a common practice in all these scholarly fields, the use of a digital tool that is already mainstream in a parallel discipline, could open up new perspectives and approaches for searching, finding, selecting, processing and interpreting data. |

As part of this programme a team has been looking at using the Agincourt HDSS data to think about rural electrification. The purpose of this workshop is to bring together some of the preliminary results of that work and to share it with a broader group, particularly from the Agincourt Unit.
