Abstract
What is UCL-CeLSIUS?
UCL-CeLSIUS will be a research support unit providing support for analysis of the Office of National Statistics Longitudinal Study (ONS LS) which is a complete set of census records for individuals, linked between successive censuses, together with data for various events. It relates to a sample of the population of England and Wales. The sample comprises people born on one of four selected dates of birth and therefore makes up about 1% of the total population. The sample was initiated at the time of the 1971 Census, and the four dates were used to update the sample at the 1981,1991 and 2001 Censuses and in vital event registrations and registration of cancer. New sample members found in the 2011 Census will be added to the sample. Thus, the ONS LS represents a continuous sample of the population of England and Wales, rather than a sample taken at one time point only. It currently includes records for over 950,000 study members. Census information is also included for all people living in the same household as the ONS LS member. However, it is important to emphasise that the ONS LS does not follow up household members in the same way from census to census. Full ONS LS members enter the study through birth on one of the four dates and immigration and existing members leave through death and emigration. The four dates are known only to a small number of researchers based in ONS and the data is analysed in anonymised form and all results are published so that no one could be identified from them.
What types of analysis will UCL-CeLSIUS be used to support?
In the past valuable analysis of, births, cancer, deaths, and other census data has been completed with support from the research support unit. This has included various projects.
Linked analysis of census and births, deaths and cancer registration data. For example: studies of associations between employment status and mortality, between economic status and cancer registrations, or between socio-economic factors and fertility; survival analysis of mortality by area deprivation.
Analysis of successive census data. For example: analysis of patterns of retirement migration, studies of the effects of divorce and remarriage on housing tenure, comparison of changes in education, employment and migration between the 1970s and 1980s.
Analysis of successive event data. For example, studies of changes in birth spacing, associations between fertility and cancer survival.
Cross-sectional analysis of a single census year, especially for studies of ethnic or geographical factors.
International comparisons. Countries such as Scotland, Northern Ireland, France, Denmark, Finland and the USA have similar programmes to the LS.
This project will provide users with support in using the data and enable vital work to be carried out betwebe 2012 and 2017 including the analysis of 2011 data when it becomes available in 2013.

Planned Impact
The major beneficiaries of the England and Wales LS Research Support Unit will continue to be academic staff, researchers and students in higher and further educational institutions across the UK. Immediately this will be those who are already engaged in research projects using the LS, although in the longer term this will be new users in these categories. Similarly, users based at ONS who host the LS who already draw upon the RSU user guides and other materials such as derived syntax will continue to be able to do so. Academic and more general usage is likely to rise appreciably with the availability of 2011 Census data and the introduction of synthetic data later in the project. In the longer term, this synthetic data will enable the work of the E&W LS RSU to reach much further afield as these data need not be restricted in the same way as the real LS data - as well as non-UK academics potentially having access to both the data and methods and techniques employed to create the data, there will also be opportunity to open up the data to non-academic users.
Where the E&W LS RSU will be working closely with the UK Longitudinal Studies Hub, and by extension the other UK LS RSUs, any developments in data modelling and related methodologies, metadata structures, equipment and technologies or user support will be shared, thus maximising the long-term impact of these developments within the UK-wide longitudinal research community. Of course the wider UK and worldwide academic community may also benefit from these same developments.
Proving continued access to a time series of linked individuals which will span 5 decades with the introduction of 2011 census data, means that the E&W LS RSU will play a vital role in furthering an important understanding of long term demographic, epidemiological and socio-economic trends. For example in the past, valuable analysis of births, cancer, deaths, and other census data has been completed with support from the RSU. This has included various projects that have linked analysis of census and births, deaths and cancer registration data, analysis of successive census data, analysis of successive event data and cross-sectional analysis of a single census year, and international comparisons - work which has already real impact on policy related to, care of and a general understanding of human populations and which will continue to do so.
In maintaining access to one of the largest longitudinal surveys in the UK, the E&W LS RSU will continue to contribute towards the health of social science in the UK through preserving data diversity and assisting in the training of new and established highly skilled researchers in cross-disciplinary and multi-disciplinary areas. This is vital where social science as a discipline and social scientists as individuals will make ongoing contributions to evidence-based policy making and will influence public policies and legislation at local, regional and national levels.
Skills in the analysis of quantitative data are vital for the continuing growth, prosperity and economic competitiveness of the UK. The government's continued investment in higher education and skills training at a time when many other services are facing severe cuts along with the ESRC's recent investment in new quantitative data initiatives focusing on undergraduate and postgraduate training is evidence of this importance. The E&W LS is part of a diverse data infrastructure within the UK which will help fuel the drive to improve quantitative skills and numerical literacy generally. | Description | The objectives of the 2012-17 grant were achieved as follows i. to continue to provide expert user support for data specification, extraction and analysis of the ONS Longitudinal Study in a timely and transparent fashion; CeLSIUS moved from LSHTM to UCL in 2012 and continued to deliver a service without a break maintaining the same staff as previously. We have provided user support since 2012 and our core purpose, where most overall staff time is concentrated. The number of projects we support per year has increased rather than declined over time despite being 7 years since last census. We have supported several highly complex and labour-intensive projects that would not be possible with any other data for England and Wales. We have supported user systems updates at ONS and more stringent and time-consuming output clearance procedures at beginning of this year due to changes in law. The dedicated staff supported users to develop project applications, designed and undertook data extraction, and assisted with analysis, in support of approved research projects. Within the current funding period, we have overseen the addition to the study of data from the 2011 Census, with consequent revisions to training materials and to the data dictionary, as well as renewed interest from existing users and recruitment of new users. In doing so, we have supported a new generation of researchers, including early career academics, PhD students and Masters level students. We have seen a growth in the number of users we have been able to support through running submitted scripts, allowing us to expand our user base to include more researchers for whom travel to use the London facility is impractical for financial or other reasons. The current CeLSIUS staff have an additional expert role in explaining policies and practice on disclosure control to users and checking outputs for compliance before they are released to approved researchers. They also support users significantly in the completion of application approval paperwork for research using the LS based on their knowledge of the data. Maintaining confidentiality and security of the data is paramount and microdata (individual level records) from the LS dataset can only be accessed within a safe setting on the Public Sector Network, currently the ONS Secure Research Settings (formerly Virtual Microdata Laboratories (VMLs)) in Pimlico, Titchfield and Newport. RSU staff (employed by UCL and largely based in the SRS in Pimlico) also provide face to face support and supervision for researchers when accessing Census Longitudinal Study data. Additionally the RSU staff have run syntax and clear outputs remotely to users who cannot come to a SRS. They also support ONS in sharing knowledge of the data with new members of their team and meet regularly with ONS at Titchfield. ii. to extend the LS user base through outreach, publicity and promotional activities, and to support new and existing users through the revision and updating of tutorial materials; We have widened our user base to include economists and have recently presented in historical fora. More generally we have increased our number of users - we have had a 42% increase in safe setting visits in the first 6 months of 2018 cf 2015-2017 average. iii. to update and extend the website, including addition of new information re the 2011 Census; We moved the CeLSIUS website from LSHTM to UCL which was a complex procedure due to much of the original site not having built by CeLSIUS staff and in programming language rather than web development software. ODW took the lead on this supported by RS and JT. The system was then required to be moved into a new content management system. www.ucl.ac.uk/celsius iv. to develop a synthetic LS using micro-simulation techniques which would permit users to determine whether tables they were requesting would likely to have sufficient numbers of cells to be non-disclosive and be of research interest before requesting data formally; This is detailed below in a separate section -details of the project are available here https://calls.ac.uk/guides-resources/synthetic-ls-data/ v. to work with other services towards a harmonised metadata structure for the LS; We collated data from the ONS LS to provide to CALLS to develop the UKLS data dictionary and developed the scoring system for variable similarity https://calls.ac.uk/variables/ vi. to contribute to the success of the Census Programme as a whole, including communication with the new UK LS Hub (and, via the Hub, the RSUs for the Longitudinal Studies of Scotland and Northern Ireland), collaborating with the UKDS-Core and the UKDS Census Support Service (UKDS-CSS), and the ONS in promotion, facilitation and management of research use of the ONS LS; We worked with CALLS and the NILS and SRS teams to deliver joined up training and dissemination events including an LS roadshow in non academic sites. We have delivered dissemination and training in conjunction the UKDS-CSS and the NCRM both in person and via webinar. vii. and to contribute to discussions about planning the 2021 Census or its alternatives, through exploration of the options for administrative data linkage as part of any future census replacement and more generally to increase the richness and utility of the data. CeLSIUS have achieved Impact in quality assurance of longitudinal data from the 2011 Census, and in the planning process for the 2021 Census, helping to influence policy and procedure. CeLSIUS co-ordinated and supported a total of 8 beta test projects in the period 2012-2013, assisting ONS with the acceptance testing phase prior to addition of 2011 Census data to the ONS Longitudinal Study. These projects have led to 113 recorded research outputs, including conference presentations, peer-reviewed papers and other reports; the beta test projects also identified issues relating to documentation and variable classification and coding. CeLSIUS have contributed to a number of consultation requests, variously authored collectively as the CeLSIUS team, or as team members including NS, ODW, RS. These have included responses to the Department for Education re the National Pupil Database (2012), to ONS re plans for analysis of 2011 data relating to ethnicity, national identity, religion and language (2014), to ONS re questions to include in the 2021 census (2015), to the Cabinet Office re 'Better use of data' (2016), to ONS re 2021 output content (2018), the Home Office re Windrush migrants (2018). We have also responded to consultation requests relating to operational procedures including barriers to access to administrative data (2014), changes to the Approved Researcher Scheme (2015) and the effect of possible cuts to published statistics (2016). The CeLSIUS team have also responded to bespoke requests (2016) from the Australian Bureau of Statistics concerning case-studies documenting the value and importance of linked longitudinal data, and have had bi-lateral meetings (in London, 2013 and Canberra, 2015) with ABS staff to give our perspective on the operation of controlled access and research facilitation for secure longitudinal data. CeLSIUS have taken part in invited meetings with ONS staff (Becky Tinsley, Pete Jones) from the Census Transformation team (2017) and ODW has taken part in interviews at the request of the ESRC with Prof Ray Chambers and with Prof Qiang Ren as part of the ESRC Longitudinal Studies Strategic Review (2016). NS has met with Keith Dugmore as a representative of commercial census users (2013). CeLSIUS staff have also attended and contributed to a variety of informational / roadshow events relating to the 2021 Census. ODW and JS contributed to and prepared reports for the Government Office for Science' 'Foresight Future of Ageing' group (2016). Co-Investigator ODW is a member of ONS' 2021 census working group on origin-destination data (contributing in the context of both longitudinal and cross-sectional perspectives) and has also contributed to the microdata working group. He is also a member of the external review panel 'Modernising the census - external assurance', which will report to the National Statistician over the period 2018-2023 regarding the 2021 Census and plans for replacement of the putative 2031 Census in whole or part with administrative data sources, and the use of administrative source for inter-censal reporting of population statistics. The objectives of the Synthetic Data Estimation for UK Longitudinal Studies grant were achieved as follows i. To develop methods and software based around statistical multiple imputation (MI) techniques, applicable to data in all three national LSs, that will facilitate the generation synthetic longitudinal data subsets specific to individual users' needs. - This objective has been fully delivered with the synthpop software available on the CRAN repository for R users for several years. The software has also been through a number of subsequent iterations and does the job it was designed for extremely well. ii. To document and set up a statistical imputation protocol for bespoke synthetic data tabulation which can be adopted and implemented across all of the national LS support centres. This protocol will set out the precise methods and approach to use when generating synthetic data using the multiple imputation method. - The protocols around synthpop have taken several years to be fully implemented and realised across all centres. In Scotland and Northern Ireland, protocols have been established and researchers able to use the facility for some time, however England and Wales has taken longer. It is extremely pleasing to note that now, users in England and Wales will finally be able to make use of synthpop data in the research after sign-off from the ONS. iii. To test and evaluate the accuracy and disclosure risk of these MI datasets in partnership with the national statistical agencies. The ultimate aim is that the national statistical agencies are able to sign off the method rather than the individual datasets, so that the support services are able to release these statistical data to users without the need for sign-off from the LS research boards. - An independent report on the disclosure risk of the synthetic data generated by synthpop was produced by Prof Mark Elliot at the University of Manchester. He concluded that the disclosure risk associated with the synthetic data produced risk was tiny. With fully synthetic data, the chances of synthesising a real person are very small. Despite this report, because the synthetic data are so good, replicating very closely aggregate frequency distributions and relationships between variables, it has taken a little time for all national statistical agencies to be fully comfortable with the low disclose risk posed by the data. iv. To audit the most frequently used variables in research outputs which have made use of longitudinal data, in order that the generation of synthetic data 'spine' replicating the full sample of individuals focuses on those variables which are most useful for research purposes. - This was carried out and led to the choice of the variables selected in the national synthetic spine datasets. v. To develop methods and/or software based around microsimulation techniques that will generate full national synthetic datasets of linked data for these key variables within the LSs. - In the end, microsimulation techniques were replaced by a simpler proportional allocation by age group technique. The full methodology has been published in the Data In Brief journal. vi. Working with the national statistical agencies, to carry out a thorough analysis of the disclosure risk posed by imputed or simulated data before its wider release. - This has been an ongoing process beyond the time horizon of the original project. Various datasets have been tested by the national statistical agencies in order to confirm the findings of the Elliot report. Full open release of synthpop products is still not possible, but approved researchers are now able to access their own requested products outside of the safe data settings. vii. To make available via either the secure data service (SDS) or websites linked to the Hub and the three national LS research support units, synthetic longitudinal data for use in research experimentation. - The CALLS-Hub website has hosted all of the open synthetic teaching datasets for some time now. We have also offered our data to the national data archive. viii. To publicise the availability and demonstrate the utility of the new synthetic data to current and potential users - training and workshop events have been numerous and ongoing. The data and software have been publicised through conferences, journal articles and out own web-pages. ix. To make the synthetic data sets produced by this project available to the academic community for use in teaching - all teaching set data are freely available. Synthpop data is available in Scotland and due to be available in England and Wales in late 2018 with Northern Ireland to follow.. The objectives of the 8 month extension were To promote, enable and support maximum possible research use of the ONS Longitudinal Study Objectives 1) To offer expert user support for data specification, extraction and analysis, and output clearance in a timely and transparent fashion As noted above user support requests have increased over the period. 2) Initiation of activities to respond to the Census Longitudinal Studies Strategic Review Recommendations focusing on three areas: improving efficiency, data access, and utilisation We spent considerable time in negotiation with ONS and providing evidence to address concerns about synthetic data. Our USOs ran a software test and considered outputs of real data versus synthetic. Data access is now more feasible with the approval of the synthpop software in England and Wales. Efficiency improvements were made challenging as ONS introduced much stricter clearance requirements in 2018 leading to a least a doubling of staff resource required for any clearance. Utilisation is enhanced by a chapter in the Handbook of Census Resources and by a IJE cohort profile paper which is accepted for publication subject to approval of submitted minor amendments. 3) To continue to extend the England and Wales ONS Longitudinal Study (LS) user base through outreach in the form of training, outreach, publicity and promotional activities We delivered 13 talks/training sessions in the costed and no cost extension periods 4) To support new and existing users through the revision and updating of tutorial materials and the website with transferral to a new content management system; We launched our new version of our website in September 2018 5) To continue work with other services towards a harmonised metadata structure for the LS both within the UK-LS family and beyond it through work with CLOSER (Cohort & Longitudinal Studies Enhancement Resources); We have an agreement from ONS that LS metadata can be housed by CLOSER - this will require additional funding from ESRC 6) To continue to contribute to discussions for planning the 2021 Census and administrative alternatives, through exploration of the options for administrative data linkage as part of any future census replacement and more generally to increase the richness and utility of the data. This is detailed in impact case study 2 7) To continue to add value to the LS dataset through linkage with other data (open and otherwise) We now have up to date approvals for vital events and cancer data. We have been in discussion with the ONS and are developing plans to link education data which is also housed in the SRS and more widely as ONS develop cloud storage we are hoping this will facilitate linkages. 8) To derive new variables to collate a series of aggregate contextual variables at ward and other levels; to make these easily available to any new or existing projects; to describe and list them on our website We have linked open house price data. This work was suspended when the USO went on maternity leave. We have also produced a book chapter and a cohort profile describing the data and how to use it. |

This blog has an international reach of over 100 people, primarily academics but also policymakers/politicians, professional practitioners, postgraduate students, third sector organisations and other audiences, as the blog is publicly available. Impact Case Study 1 Academic impact Synthetic data - improving access to linked longitudinal data. Facilitating greater use of the data among the academic and wider public sector community Using the LS requires both project and researcher approval before data access is permitted. Data can only be accessed in two ONS safe settings in England and one in Wales or by sending syntax to users support officers to run remotely. All outputs whether produced in the safe setting by the user or the support officers must be checked to prevent disclosure of identifiable data through small numbers and modified before release to users. In order to facilitate preliminary analysis and provide data sets for teaching we developed two types of synthetic data in a project led by Adam Dennett. The first was an open government license (OGL) sets of data sets for all three UK longitudinal studies developed by researchers in CeLSIUS. The second was software to produce bespoke synthetic data sets by colleagues as the SLS-RSU. This software is in use in Scotland and is currently receiving approval by ONS for use in England and Wales and we are expecting Northern Ireland to approve the use for the NILS data following this. The data is available online through CALLS-Hub and has been offered to the UK Data Archive. These have included responses to the Department for Education re the National Pupil Database (2012), to ONS re plans for analysis of 2011 data relating to ethnicity, national identity, religion and language (2014), to ONS re questions to include in the 2021 census (2015), to the Cabinet Office re 'Better use of data' (2016), to ONS re 2021 output content (2018), the Home Office re Windrush migrants (2018). We have also responded to consultation requests relating to operational procedures including barriers to access to administrative data (2014), changes to the Approved Researcher Scheme (2015) and the effect of possible cuts to published statistics (2016). The CeLSIUS team have also responded to bespoke requests (2016) from the Australian Bureau of Statistics concerning case-studies documenting the value and importance of linked longitudinal data, and have had bi-lateral meetings (in London, 2013 and Canberra, 2015) with ABS staff to give our perspective on the operation of controlled access and research facilitation for secure longitudinal data. CeLSIUS have taken part in invited meetings with ONS staff (Becky Tinsley, Pete Jones) from the Census Transformation team (2017) and ODW has taken part in interviews at the request of the ESRC with Prof Ray Chambers and with Prof Qiang Ren as part of the ESRC Longitudinal Studies Strategic Review (2016). NS has met with Keith Dugmore as a representative of commercial census users (2013). CeLSIUS staff have also attended and contributed to a variety of informational / roadshow events relating to the 2021 Census. ODW and JS contributed to and prepared reports for the Government Office for Science' 'Foresight Future of Ageing' group (2016). Co-Investigator ODW is a member of ONS' 2021 census working group on origin-destination data (contributing in the context of both longitudinal and cross-sectional perspectives) and has also contributed to the microdata working group. He is also a member of the external review panel 'Modernising the census - external assurance', which will report to the National Statistician over the period 2018-2023 regarding the 2021 Census and plans for replacement of the putative 2031 Census in whole or part with administrative data sources, and the use of administrative source for inter-censal reporting of population statistics. We also requested impact case studies from our users as they were best placed to describe the impact of the services CeLSIUS provides. Text from other documents is shown in italics. Impact case Study 3 Impact from a 2011 Census Beta test carried out in 2012/13- leading to further research funding, academic papers and policy impact. This case study draws on a project that used the LS that was featured in a CALLS-Hub impact case study https://calls.ac.uk/output-entry/assessing-the-contributions-of-the-workplace-and-employment-history-the-local-area-and-individual-health-and-social-factors-from-childhood-and-adulthood-to-extended-working-life-3/ 10 beta tests were approved by ONS and CeLSIUS - 6 were supported by CeLSIUS including one on extended working life. The beta test fed into a successful application for an interdisciplinary research application led by Jenny Head at UCL using multiple data sets. The work package in the grant on Area used data mainly from the ONS LS due to its representative low level geographies and sample size. Three papers solely using the LS (one in print, one in press and one under review), and an article in the Conversation, several conference papers, a submission for ONS Research Excellence Award., and two policy reports featuring the results were produced. http://www.ucl.ac.uk/iehc/research/epidemiology-public-health/research/renewl The renEWL research team were contacted by the author of the Department for Work and Pensions's State Pension age review, John Cridland CBE, and contributed their key findings in person. The team were then invited to submit to the national consultation. The final report acknowledges the renEWL PI, Prof Jenny Head, and there is evidence that the key project message was taken on board-the report recommends a lower means-tested benefit age for people forced to leave the workforce early due to ill health or caring responsibilities. In April 2017 a one-day conference was hosted by the International Longevity Centre UK (ILC-UK), renEWL and the Uncertain Futures Consortium on 'Overcoming Inequalities: Addressing barriers to extending working lives'. This event aimed to discuss research findings including those of Murray et al and was targeted at policy makers, business leaders, civil society organisations and academics. John Cridland's presentation on the day showed that the consultation team had discussed varying state pension age by geography. The event generated a great deal of interest, and the team hope it will lead to further impact in the future. Impact Study 4 draws on examples of how CeLSIUS has provided ongoing support over many years to academics in their postgraduate training. In total 9 PhD students have completed their theses using the LS for their research since 2015 and we have three new PhD students starting work with the data in 2018. As an academic support unit for users of the ONS LS, CeLSIUS has had a substantial impact on the skill sets and knowledge and the career development of social science researchers. My PhD (2000-02) contained a substantial research strand using the LS. I attended several training courses regarding the datasets, confidentiality aspects and methods provided by the support units (then at IoE and LSHTM). In addition to numerous presentations, I have five journal papers directly arising from this phase of my career. I took part in the 'beta testing' of the 2011 Census LS linkages organised by CeLSIUS which was great experience for me. I was also involved with Adam Dennett in developing the synthetic LS and use the data generated in my teaching. During 2012-2015, I was a PhD supervisor for Fran Darlington-Pollock (then University of Leeds) and the LS formed an integral part of her research. Fran's PhD used the LS to examine ethnic inequalities in health and the relationship with internal migration and social mobility. This has since formed the basis of a published chapter included in a Routledge Handbook of Census Resources and a number of presentations at national and international conferences, and both a webinar and conference hosted by CeLSIUS introducing new users to the LS. This research is also informing two journal papers currently in draft. Fran is now a lecturer at the University of Liverpool. In 2016 I was invited to act as external examiner at Matthew Wallace's (then University of Liverpool) PhD viva. I had already acted as reviewer for his papers submitted to journals and had no hesitation in accepting the invitation. Matt's PhD and publications are evidence of a highly skilled researcher who has used the LS to great effect. From his PhD, Matt published four articles in respected journals across a range of disciplines, including demography, epidemiology, and geography, and a chapter to a book which brought together international experts on the morbidity and mortality of international migrants. Post-PhD, he has continued working with the LS, specifically collaborating on separate projects with Dr. Fran Darlington-Pollock (University of Liverpool), Wei Xun (PhD at the UCL), and Prof. Hill Kulu (University of St. Andrews). From these projects, he has regularly disseminated LS-based results to peer-reviewed audiences at national and international conferences. Matt is continuing his academic career and is now based at INED, France. A current PhD student, Charlotte Sturley (University of Leeds) has been investigating which datasets to use for her research. I suggested she attend a day meeting organised by CeLSIUS. Current and previous PhD students who had used the LS were presenting their work including Fran and Matt. Having applied for LS access via CeLSIUS, Charlotte is currently getting her dataset organised with assistance from Rachel Stuchbury. Without a support unit such as CeLSIUS, any of the above would have been much harder for any of us to achieve. This is not to say that using the LS would be impossible but wheels are thoroughly oiled on our behalf by CeLSIUS staff. Paul Norman (University of Leeds); and on behalf of: Fran Darlington-Pollock (University of Liverpool), Matthew Wallace (Institut national d'études démographiques), Charlotte Sturley (University of Leeds) Impact Case study 5 - trends in intergenerational social mobility impact within Government departments and academic impact Patrick Sturgis and Franz Buscha In this ESRC funded research we use the 5 linked censuses in the ONS-Longitudinal study to provide important new evidence on historical trends in intergenerational social mobility in England and Wales, disaggregated by sex. Counter to the received wisdom, we find no evidence of declining social mobility when considering occupation-based measures of social class and social status. We presented our findings at a number of high-profile events, including a specially organised policy seminar at the British Academy and to ONS staff. We gave evidence to the All Party Parliamentary Group on social mobility and to the House of Lords Select Committee on social mobility and contributed to the BBC Radio 4 programme 'Analysis' on social mobility. The team pursued a comprehensive impact and dissemination strategy, including engagement with key government and non-governmental organizations whilst also engaging with leading members of the academic community. Moreover, beyond policy specialists, practitioners and academic researchers, the team also sought to convey their findings to the general public through various media outlets. The team was fortunate to build on their work and maintain continued engagement beyond the project completion date. The success of this project led to a follow-up ESRC grant awarded in June 2018. The project also resulted in a working paper, and several academic papers and a submission for ONS Research Excellence Award. |

| Description | The sensitive nature of the information contained in the UKCenLSs means that access to the microdata is restricted to approved researchers and LS support staff, who can only view and work with the data in safe settings controlled by the national statistical agencies. Consequently, compared to other census data products such as the aggregate statistics or interaction data, the LSs are used by a relatively small number of researchers.The SYLLS project (Synthetic Data Estimation for UK Longitudinal Studies) was set up to develop techniques to produce synthetic data which mimics the real data and preserves the relationships between variables and transitions of individuals over time, but is more freely accessible. The project is a collaboration between the UK LS RSUs and makes use of two complementary methods for generating synthetic data products: SYLLS, a small open synthetic data set with a limited number of variables for 2001 and 2011; and Synthpop. Researchers are enabled to familiarise themselves with UKCenLS data away from the Secure Research Settings. Bespoke synthetic ONS LS data extracts were beta tested by CeLSIUS from March 2021 and the first data sets were released to users later in the year. |

Unfortunately the 2020 COVID-19 pandemic curtailed the small grants scheme, however several of the researchers who were approved for the funding will still be applying to use cross-LS data. CeLSIUS was plannning to host the second UKCenLS Conference in 2020, but this had to be postponed because of the pandemic. The next UKCenLS conference will be hosted by SLS DSU in summer 2020, and the CeLSIUS-hosted conference will take place in 2022 in Cardiff and will have a languages theme. | PI Contribution | CeLSIUS provides expert user support for data specification, extraction and analysis of the Office for National Statistics (ONS) Longitudinal Study (LS), enabling vital research to be carried out. We have supported 145 research projects since August 2012 and the number of projects we support per year has increased rather than declined despite their being several years since the last Census. Many of these projects have been highly complex and labour-intensive and would not be possible with any other data for England and Wales. We have supported user systems updates at ONS and more stringent and time-consuming output clearance procedures during this funding phase due to changes in law. CeLSIUS staff have an expert role in explaining policies and practice on disclosure control to users and checking outputs for compliance before they are released to approved researchers.They also support users significantly in the completion of application approval paperwork for research using the LS, based on their knowledge of the data. Maintaining confidentiality and security of the data is paramount and microdata (individual level records) from the LS dataset can only be accessed within a safe setting on the Public Sector Network. Normally, this is via the ONS Secure Research Settings in London, Titchfield and Newport and CeLSIUS staff (employed by UCL and largely based in the SRS in Pimlico) would normally provide face to face support and supervision for researchers when accessing the data. However, because of the COVID-19 pandemic these Settings have been closed since March 2020 and CeLSIUS staff have been working from home. CeLSIUS staff can run syntax and clear outputs remotely to users who cannot attend an SRS, so we have continued to provide user support remotely. Also, approved researchers have been able to access their existing projects from home subject to an ONS Assured Organisation Connectivity agreement. CeLSIUS supports ONS in sharing knowledge of the data with new members of their team and members of the CeLSIUS team have participated in a great many ONS-liaison meetings and events since August 2012, including LS Steering Group, LS Research Development Board, User Support Officers group, Longitudinal Research Champions group and many ad hoc meetings/other events. Through this collaboration we represent LS users' interests and are able to influence LS/user support developments. We continue to extend the ONS LS user base by providing a richly-resourced website (www.ucl.ac.uk/celsius), through social media outreach and through training, publicity and promotional activities. CeLSIUS has also produced, in collaboration with the other UK LS RSUs, a synthetic dataset process to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings, which has been approved by our ONS partners. |

| Description | Synthetic Longitudinal data which are not subject to the same access restrictions as the real Census-based longitudinal microdata for England, Wales, Scotland and Northern Ireland. The project has been split between teams based at CeLSIUS at UCL and the SLS-DSU in Edinburgh / St Andrews. The CeLSIUS team have been tasked with generating the 'Synthetic Spine' dataset. This is a partial replication of the full set of individuals contained in the 1991 LSs of England and Wales, Scotland and Northern Ireland, who then were also enumerated in the 2001 Census. The replication is partial as we have not attempted to synthesise every variable contained in the LSs for every individual, rather we have focused on a selection of some of the most frequently requested variables in previous LS-based research projects (age, sex, ethnicity, health, births, deaths, geography). |
