UK Census Longitudinal Study Development Hub

Abstract

The work of the development hub will involve the following work packages.

1. Actively take steps to drive forward the ambition of a UK Longitudinal Study

Initially, the Hub will build on existing exploratory work on the use of E-Datashield methods to allow analyses to be undertaken that mimic a situation where separate datasets are pooled. To build on the long-term goal of a UKLS, the Hub would develop code to produce 'UKLS variables', and research the implications of using closely matched variables where no exact match exists. Together with the RSUs the Hub discuss with the relevant statistical agencies the possibility of support unit's holding data from other LSes.

2. Promote the impact of the Census Longitudinal Studies

The Hub will promote impact by encouraging data citation and raising awareness of outputs and impacts of research. Impact case studies will be conducted on a sample of projects from each RSU. The Hub would also work with the RSUs to organise seminars and workshops showcasing LS-based research to targeted external audiences.

3. Deliver a single portal function providing the 'front door' to the Census Longitudinal Studies

The Hub will provide a first point of access for LS researchers, primarily by providing a main website for the UKLS which would give a broad introduction to each of the LS and links to the relevant parts of the three RSU websites.

4. Harmonise online tools, documentation and guidance, where possible

The Hub will work together with the RSUs to co-ordinate a more unified structure and design for their individual websites, as far as appropriate. Through discussions with the management group of RSU directors and statistical agency representatives, efforts would be made to harmonise documentation, application methods and guidance for users.

5. Deliver a single helpdesk for responding to generic queries

A more streamlined LS service would be further developed by the provision of a first point of contact for generic LS queries. This helpdesk would respond promptly to email and telephone enquiries, redirecting individuals to specific LS teams where appropriate.

6. Plan and co-ordinate training and outreach activities with a particular focus on reaching new users, in collaboration with Unit Directors and the UK Data Service

Outreach and training events would be co-ordinated across units in order to economically promote the RSUs to a wider audience. Pooling information on attendees to such events would also allow more targeted follow-up and make it easier to identify research groups who may not yet have been targeted as potential users.

7. Engage with other related organisations in the UK and overseas to stimulate the most efficient delivery of the service

The Hub will work closely with RSUs and the new UK Data service to ensure synergies are exploited and duplications of work avoided. It will be ensured that information sources effectively cross-reference the different services. The possibility of a unified researcher training package will also be explored. The Hub will act as a facilitator of work between the three RSUs and the UK Beyond 2011 Population Statistics Programme, encouraging discussions on alternative options for producing population and socio-demographic data.

8. Develop and maintain a distinctive identity of the service, in collaboration with the UK Data Service

By working towards the above aims of harmonising the three LS, the Hub will effectively create and build upon a distinctive identity. This will be further enhanced by the creation of a logo and dedicated Hub website. The possibility of having a single website for all RSUs would also be explored. The Hub would seek to facilitate collaboration between the RSUs and the UK Data Service on areas of shared interest.

9. the Hub will establish and manage a Scientific Advisory Network, consisting of external stakeholders from the academic, public and private sectors.

Planned Impact

Because of its nature, the Hub is not involved in producing research output itself. However, it will play an important role in maximising the impact of outputs of projects by researchers using the three LS. Each RSU already strives to maximise the impact of its output through, for example, conferences, encouraging and enabling journal publications, website promotion and networking events. In addition, the LS are often used directly by policy-makers either as a source of data for their own research, or through requests for policy briefings and reports to be carried out on their behalf. The impressive lists of peer-reviewed publications already resulting from each LS testify to the impact that the resources have in an extremely diverse range of academic and professional disciplines. (see Academic Beneficiaries section above)

The Hub will further assist in maximising the impact of these outputs, primarily by providing a central focus point for work produced via the RSUs. A streamlined overview website, with links to complimentary pages in each RSU, is one obvious way in which it will be easier to showcase outputs and findings from LS projects. The Hub website will also actively promote the LS and their potential as research resources, either singly or in combination with each other. Joint networking and outreach events by the RSUs will be encouraged and facilitated by the Hub to expand the potential audiences they can reach. In addition, information on the Hub itself will be promoted through posters and flyers at key networking events.

The Scientific Advisory Network to be set up and maintained by the Hub will also be a useful and direct vehicle for increasing impact, since this will allow promotion of LS research outputs as well as allowing academics, policy-makers and professional bodies to give feedback and guide research in such a way that it is even more useful for their needs and interests.

In these ways, the Hub will have impacts for:

- academics from a diverse range of disciplines, by providing an easier way to access the LS, as well as by providing additional promotion for the output produced from their research;
- professional bodies, who - via the Scientific Advisory Network - can guide research which meets their own evidence needs;
- policy-makers and think-tanks, at international, national and local levels, who can find rich and unparalleled resources in the LS providing a strong evidence-base for their policies and recommendations, and who can also guide further relevant research via the Scientific Advisory Network;
- and ultimately the general public, who in the longer term will benefit from the results of research and policy derived from LS projects.

Description CALLS Hub was set up to support, promote and harmonise the work of the three census-linked UK Longitudinal Studies. These provide a unique and powerful research resource for a diverse range of academic disciplines. CALLS Hub has helped users and potential users find the information and resources they need in a straightforward way, and promote the work of the RSU's to a wider research community. By bringing together the three studies, we have highlighted the potential benefits and opportunities of using more than one LS for research, either to provide a comparison of regional differences, or to expand the study population to ensure that results can be generalised to the whole country. CALLS Hub has also promoted the valuable innovations around synthetic LS data and e-Datashield that make LS data more accessible to researchers.
Exploitation Route The CALLS-Hub team has continued to encourage and support use of the longitudinal studies across the UK. For example, we have worked with each of the National Statistical agencies to work towards a standard application form for each of the Longitudinal Studies (LS). And we have promoted the valuable innovations around synthetic LS data and e-Datashield that make LS data more accessible to researchers. We have evolved our approach to promotion of LS data by conducting a citation analysis to identify and target disciplinary and thematic gaps in the use of this data. And we have developed new thematic resources, such as the webinars on the use of LS data for research on health inequalities and internal migration, to support the use of Census Longitudinal Studies in particular research fields again informed by our citation analysis. As the project moves towards its end we are in the process of handing over all of our functions to the three Longitudinal Studies' teams.

Description CALLS Hub has supported and promoted the three census-linked UK Longitudinal Studies. These provide a unique and powerful resource for researchers both within and beyond academia. They also form a source of research evidence for policy-makers, practitioners and third sector bodies. CALLS Hub has helped users find the information and resources they need, and has promoted the work and impact of the RSU's to a wider audience. In the last two years, we embarked on a programme of work to produce resources for researchers both within and beyond academia (e.g. government statisticians) using the Longitudinal Studies to investigate particular research themes. Thematic guides on the use of the longitudinal studies for research on health inequalities and internal migration have been produced. Feedback on these has been extremely positive with ONS planning to use them for new LS staff orientation. Webinars were also held to tie-in with these Guides, providing 4-5 research presentations plus a Q&A session. These were well received and attended by researchers both within and beyond academia. A Citation Analysis initially produced in 2016 was brought up-to-date in 2017 and promoted on the website. An analysis was completed in August 2017 of the research topics for all NILS, SLS and CeLSIUS projects which had included 2011 Census data. This provided an overview of gaps and potential new research disciplines which could be targeted, and was circulated within the RSU teams to assist with future promotional planning. To round off the CALLS project we organised a day-conference in March 2018 showcasing LS research from PhD students and early-career researchers. This also included an expert panel from academia, private and third sector discussing how the LSs might enhance their impact in future. UPDATE 14 August 2019: A special issue of Population, Space and Place arising from the CALLS conference in March 2018 is in progress, with papers representing all three longitudinal studies being reviewed for inclusion. This issue is being guest edited by Fiona Cox and Hill Kulu along with a colleague from University of St Andrews. The success of the CALLS conference also inspired the Research Support Units (RSUs) to initiate an annual "UK Census Longitudinal Studies Conference", the first of which was held in Belfast in the spring of 2019. Arising from his work with CALLS Hub and CeLSIUS, Oliver Duke-Williams currently sits on an ONS committee overseeing preparations for the 2021 Census. Due to the nature of the project, CALLS did not generate easily-attributable non-academic impact. Rather its impact beyond academia is primarily evidenced through the work of the UK Census LS RSUs. However, CALLS does leave behind an ongoing legacy of resources which users of the LSs still rely on in order to plan and conduct their LS-based research. The thematic guides and accompanying webinar recordings provide an excellent introduction to all three studies, and the online dictionary remains invaluable both for new researchers exploring the possibilities of the data and for those planning their applications and analyses. Through these and the other resources created by CALLS, researchers are enabled to carry out their impactful work.

Impact It is impossible to know. The RSE report to the committee recommended that changes to the funding regime for Scotland should not be modified until after the next census in 2021, in view of the uncertainty of adjusting payments in relation to demographic changes (especially migration statistics). It appears that the recommendation to government has postponed any change to the funding settlement between the UK and Scottih governments until after 2021, but whether this is because of the evidence given or because of political factors (after the next Holyrood elections in 2021) is hard to determine.

One example is the plans led by CALLS Hub to begin reviewing current application and approval procedures as the first step in developing harmonised procedures to simplify the process, particularly for those seeking to use more than one LS in their research.

They have shared solutions to data processing issues from the most recent Census linkages, to enable their partners in other regions to solve these problems more easily. Results and Impact Joint user information/training session co-ordinated by CALLS Hub to academics, government representatives and practitioners. Presentations were given about the LSs and how to apply to use them, and participants were then free to explore online information and get support to complete application forms.

Interest was generated in applying to use the LSs for research. It is not possible to say whether this led directly to projects, but this is likely.

Results and Impact An introductory talk to recent developments in the UK Longitudinal Studies, including eDatashield, extending the studies back in time and broadening the scope of the LSs through linkages. The talk also formed the official launch announcement of the Census & Administrative data LongitudinaL Studies Hub Part of the UK LS 2011 Census Linkage Launch Event.

Part of the UK LS 2011 Census Linkage Launch Event - led to increased awareness of CALLS and our role, increased interest and awareness of the possibilites of using more than one LS for research using eDatashield methodology. Since the event we have several projects at various stages which are or intend to use eDatashield.

The Network was officially launched in London on 7th March 2014, with a second launch in Scotland in April 2014. At launch there were a total of 26 members. We are working to produce information for the SPiNe members on a first set of topics.

Results and Impact Launch event for the CALLS Hub Science & Policy Network (SPiNe). 13 representatives of Govt depts (England, NI, Wales), Think Tanks, Research Groups and Local Govt attended the launch of our Network. Members of the CALLS team, the directors of the LS RSUs and a guest (Prof Emily Grundy), introduced the UK Longitudinal Studies and their potential in the morning session. After lunch the Network members took part in sandbox sessions to discuss and propose a list of research topics they felt the data might be able to contribute to.

Information about the LSs was disseminated at a high level within the organisations represented on the SPiNe - including senior figures from the NI Assembly, Welsh Assembly, Govt Depts such as DWP and various Think Tanks. There was enthusiasm for the potential of the datasets, and members are keen to use our data in their work (directly helping to shape and influence policy and practice recommendations).

Results and Impact CALLS Hub organised a launch event to showcase new 2011 Census data being linked in to the ONS LS, SLS and NILS datasets. The day included an introduction by Prof Paul Boyle, an official announcement of the data by Sir Andrew Dilnot, and examples of beta-testing research which had been carried out using the new data.

The morning session was for an audience of invited VIP guests, from the worlds of policy and academia. The afternoon session was much larger and with a more technical focus, and was open to anyone, though aimed primarily at academics and potential users of the datasets.



This was organised by CALLS on behalf of ONS, NISRA, NRS and the LS Research Support Units

The event greatly increased awareness of the new data being added to the ONS LS, as well as introducing the audiences to the SLS, NILS and CALLS Hub. ONS LS saw increased applications for the new data, and CALLS Hub saw a rise in interest both in ourselves and in the possibility of using eDatashield to combine LSs in their analyses. Several new projects have begun, using CALLS as intermediary for joint analyses. Traffic to the CALLS Hub website was greatly increased as a result of the event,
