Sanctions, support and behaviour change: understanding the role and impact of welfare conditionality

Lead Research Organisation: University of York
Department Name: Social Policy Social Work

Abstract

In the UK the use of conditional welfare arrangements that combine elements of sanction and support which aim to 'correct' the 'problematic' behaviour of certain welfare recipients are now an established part of welfare, housing, criminal justice and immigration systems. A strong mainstream political consensus exists in favour of conditionality, whereby many welfare entitlements are increasingly dependent on citizens first agreeing to meet particular compulsory duties or patterns of approved behaviour. Conditionality is currently embedded in a broad range of policy arenas (including unemployment benefit systems, family intervention projects, street homelessness interventions, social housing, and asylum legislation) and its use is being extended to cover previously exempt groups e.g. lone parents and disability benefit recipients. However, assumptions about the benefits and usefulness of conditionality in changing the behaviour of social welfare recipients remain largely untested.
This project has two key aims. First, to advance understanding about the role of conditionality in promoting and sustaining behaviour change among a diversity of welfare recipients over time. Second, to consider the circumstances in which the use of conditionality may, or may not, be ethically justified. We aim to address gaps in existing knowledge by establishing an original and comprehensive evidence base on the efficacy and ethicality of conditionality across a range of social policy fields and diverse groups of welfare service users.
We will use a range of methods to achieve these aims. Initially, we will review relevant literature, statistical data sources and policy documents. To help inform and critically interrogate our approach, we have secured the involvement of leading international scholars who will participate in a series of expert panel seminars convened in the early stages of the study. We will also conduct 'consultation workshops' with welfare recipients and practitioners to feed into research design (these workshops will be held again towards the end of the study to reflect on emerging findings). Following on from this we will undertake fieldwork with three sets of respondents:
1. semi-structured interviews with 40 'elite' policymakers;
2. 24 focus groups (with 6-10 respondents) with frontline welfare practitioners who implement policy; and
3. repeat qualitative longitudinal interviews with a diverse sample of 400 welfare recipients who are subject to conditionality. Each person will be interviewed three times giving a total of 1200 interviews.
The elite interviews will explore the reasons why policymakers introduce conditional welfare policies and their understandings of how they might promote behavioural change. The focus groups will consider both what frontline practitioners think should happen (ethically) and what they think would/does happen (in practice) when conditionality is implemented. The three rounds of repeat qualitative longitudinal interviews with welfare recipients will provide a meaningful way to examine the transitions, adaptations and coping strategies of individuals subject to conditionality, how these may change over time, and why there may be diverse outcomes for different people.
Fieldwork will take place in a variety of locations in England and Scotland, including the cities of London, Manchester, Salford, Sheffield, Glasgow and Edinburgh. This will allow for a comparative analysis of the interplay between shared social security law and the different policy and legal frameworks on housing, homelessness and criminal justice that exist in England and Scotland. All interviews will be audio recorded and transcribed (with permission). The new data generated will then be analysed to explore commonalities and differences between the perspectives of policymakers, frontline workers and welfare recipients. Findings will be disseminated to policymaker, practitioner, academic and welfare service user audiences.

Planned Impact

The issue of conditionality, and how it can be combined most appropriately with support, is central to current welfare debates, but existing evidence on the effectiveness and ethicality of conditional interventions is very weak. This study will generate the first comprehensive and independent evidence base on the long-term impacts of welfare conditionality (and allied forms of support) on the behaviour and well-being of a range of recipients. Outputs will become primary reference points for an array of stakeholders, informing the development of public services, policy and practice, thereby enhancing the effectiveness of policy interventions and the quality of life of some of society's most marginalised people.

Who will benefit?
The study will have clear benefits for policy makers working across a spectrum of fields (including social welfare, housing, criminal justice, health, migration, and social services) at national and local levels in the UK. It is also likely to be of great interest to policy-makers internationally (especially elsewhere in the English-speaking world) given the resonance of concerns about (intensifying) welfare conditionality in other developed economies.

The findings will be invaluable to public and third sector service providers, as well as to campaigning bodies at local, national and international scales. They will, for example, provide an evidence base of great value to local authorities, non-governmental organisations, charities and community groups supporting a broad spectrum of vulnerable groups. Perhaps most importantly, the research will benefit people in receipt of welfare benefits and services, most notably homeless people, social housing tenants, individuals/families subject to ASBOs/family intervention projects, migrants, lone parents, unemployed people, disabled people and offenders. Many will have had traumatic backgrounds and face multiple forms of disadvantage, which may be compounded by inappropriate or unethical applications of sanctions or other forms of conditionality. Conversely, they may benefit from well-designed and evidenced interventions which combine supportive and conditional elements.

How will they benefit?
Policy makers, service providers and advocacy groups will benefit via the development of a robust evidence base on the actual impacts (positive and negative, intended and unintended) of conditional welfare interventions on different groups. The research will enhance understanding of the likely outcomes of particular combinations of sanctions and support, and modes of delivery, as well as the ethicality of these in given circumstances. It will highlight the continuities and discontinuities in how conditionality is conceived and applied, and its impacts, across different welfare fields. Policy makers, practitioners and advocacy groups will thus be in a much better position to devise and promote effective, and ethically sound, policy and service interventions. The research is particularly timely in the current era of austerity when the need to ensure that publicly-resourced interventions are effective and represent good value for money is of crucial importance.

Welfare recipients will benefit in the long term from the development of policies and services that are proven to be effective at promoting and sustaining positive behaviour change. The research will enable better design and implementation of interventions targeted at specific groups so as to maximise positive outcomes and mitigate potential harm or unintended consequences. The array of potential outcomes for recipients is extensive, but might include, for example: increased engagement with supportive interventions where individuals had previously been 'service resistant'; improved skills, confidence and motivation to (re)engage in work; reduction or cessation in involvement with activities that are harmful to themselves or others (e.g. substance misuse, anti-social behaviour and/or criminal recidivism).

Description WelCond investigated the effectiveness of conditional welfare benefits (that mix elements of sanction and support) in helping people enter or progress within the paid labour market
over time (ibid, 2018). The research also considered ethicality in the system. Three elements of fieldwork inform the project; including interviews with policymakers and focus groups with practitioners. Additionally, at the heart of the project, is a qualitative, longitudinal repeat panel study conducted with a diversity of welfare service users to enable data grounded in the perceptions, experiences and expectations of those subject to welfare conditionality to inform future policy and practice. A total of 1,082 repeat panel study interviews were undertaken (2014 to 2017) with people from cities and towns in England and Scotland.

In 2018 the project published its Final Findings and policy recommendations, which received wide national and international attention and were delivered in advance, by
agreement, direct to DWP senior policy staff. The Westminster launch was supported with public events in England and Scotland, attended by a range of high-level policy
influencers, campaigners, representative organisations and practitioners, and supported by a successful media campaign.

Key findings include:
? Welfare conditionality within the social security system is largely ineffective in facilitating people's entry into or progression within the paid labour market over
time.
? Recurrent short-term movements between various insecure jobs, interspersed with periods of unemployment, are routine.
? For a substantial minority, welfare conditionality regularly initiates and sustains a range of negative behaviour changes and outcomes
? Provision of appropriate and meaningful support, rather than sanction, is pivotal in triggering and sustaining both paid employment and positive change such as the
reduction of anti-social or problematic behaviours.

In addition, the findings drew attention to extreme personal hardship, worsened mental and physical health, and sometimes destitution caused by sanctions. The project had
previously raised detailed concerns from its findings including the high cost of the benefits service telephone line, long waits under Universal Credit for initial payment, delays in
payment and lack of a sanctions warning system and recommended more training for work coaches, and bringing forward publication of sanctions and research trial data.
The project recommended:
? An immediate end to sanctioning of disabled and vulnerable people
? A rebalancing of the social security system towards support and away from sanctions
? A fundamental review of the wider conditionality system.

Exploitation Route The WelCond project has established important findings on what works and does not work in the welfare system. Policymakers and senior practitioners from several countries have shown strong interest in the project and its findings, and have shown every intention of carrying the findings through into practice, by whatever powers they have available. WelCond has also helped to shape the public discourse on the efficacy and ethics of welfare conditionality in recent years; its non-academic outputs and publications have been warmly received and we expect will continue to be taken up by members of the public, third sector organisations and others who are campaigning for change in the welfare system.

Title Anonymisation protocol Feb 2017
Description A protocol for anonymisers working on social science research interviews, developed by the WelCond project and adoped as good practice by UKDA. This protocol has been written to aid the consistent anonymisation of focus group and Welfare Service User (WSU) interview transcripts for the Welfare Conditionality project. Our grateful thanks to the Timescapes team at University of Leeds for generously sharing their experience and knowledge in this area.
Type Of Material Improvements to research infrastructure
Year Produced 2017
Provided To Others? Yes
Impact The protocol assures consistency of approach to anonymisation within the WelCond project and effectively supports protection of research participants' anonymity.

Title Contact and attribute data handling
Description The WelCond project created a contact spreadsheet to store details of each participant and record current stage/history with interviews, transcription, autocoding, and adding attribute data within NVivo project file. Additionally, a spreadsheet containing export of the attribute data with logical checks on the attributes for each participant to ensure data integrity has been created. Security systems are in place covering all of the data. Dr A B R Stewart was closely involved in creating and monitoring the implementation of these dababases and analytical techniques.
Type Of Material Data analysis technique
Provided To Others? No
Impact The contact spreadsheet ensures researchers can quickly find all data required for repeat interviews. The attribute data is used to create graphics of the sample make-up and attributes for publications.

Title Framework coding
Description Qualitative data analysis, compared to quantitative analysis, normally works with small samples. This project faced unique challenges from there being three waves of interviews with a large sample drawn across nine policy areas. In order to facilitate analysis across the whole sample and sub-samples there was use of shared coding and summarisation in a framework matrix of the interviews with each participant. WelCond researcher Dr A B R Stewart was closely involved in creation of this analysis technique.
Type Of Material Data analysis technique
Provided To Others? No
Impact This technique served not to be the final analysis but an initial analysis and structuring of the data to facilitate further analysis through the creation of additional framework matrices, search folders, and queries to enable multiple avenues for exploration of the data.

Title Large longitudinal qualitative database
Description The WelCond research database is thought to be the largest qualitative database on the lived experience of welfare conditionality existing. Currently includes 480 participants, across 9 policy areas, plus focus groups and policy stakeholders. WelCond team researcher Dr A B R Stewart was closely involved in the creation of this database.
Type Of Material Database/Collection of data
Provided To Others? No
Impact The database will faciliate coding and analysis across a very large sample of participant data.

Title NVivo faster attribute input, ABR Stewart, 11 December 2017
Description AutoHotKey script enabling use of keyboard number pad for entering attribute values within NVivo. Increases speed at which attribute information can be added to NVivo compared to using mouse input. Includes option to specify number of attributes to skip when opening node properties for projects involving multiple waves of interviews. Devised and implemented by WelCond researcher ABR Stewart
Type Of Material Data handling & control
Year Produced 2017
Provided To Others? Yes
Impact Input for the WelCond team is significantly speeded up, saving researcher time.

Title NVivo keyboard coding, ABR Stewart, 11 November 2017
Description AutoHotKey script to enable use of keyboard when coding transcripts within NVivo. Takes the node schema as a list variable that is used to populate user-interface and screen input. Devised and implemented by WelCond researcher ABR Stewart.
Type Of Material Data handling & control
Year Produced 2017
Provided To Others? Yes
Impact Coding for the WelCond team is significantly speeded up, reducing input time.

Title Welfare Conditionality Dataset
Description Welfare conditionality is about linking welfare rights to responsible behaviour. A principle of conditionality holds that that access to certain basic, publicly provided, welfare benefits and services should be dependent on an individual first agreeing to meet particular obligations or patterns of behaviour. This research studies conditional welfare in the UK via two main situations. One is where people's access to welfare is restricted or stopped - for example, by benefit sanctions or rules. The second, equally important, is welfare support - for example, through family intervention projects or help to find work. Generally with these kinds of sanctions and support, governments aim to get people to change their behaviour. All the effects of sanctions and support on people's lives will be looked into by asking two key questions: First, how effective is conditionality in changing the behaviour of those receiving welfare benefits and services? Second, are there any particular circumstances in which the use of conditionality may, or may not be, justifiable?
Type Of Material Database/Collection of data
Year Produced 2019
