Voters in Context: The British Election Study 2015

Abstract

In 2015 the British electorate will go to the polls amidst pronounced socio-economic and political changes. The election will follow a decline in political engagement, trust in institutions and politicians, and support for mainstream political parties. It will be fought in a context of the historic coalition government, new constituency boundaries, a reduced number of MPs, and a referendum on independence for Scotland. It will also follow a period of recession, rising social inequalities and difficult political choices as the government attempts to implement both austerity and growth. The 2015 British Election Study will need to address concerns about representation and accountability, growing disengagement with mainstream political choices, and the impact of economic hardships and austerity upon political attitudes and participation.

Our proposed study, themed 'Voters in Context', is designed to aid understanding of how the changing political, economic and social context impact on British electoral behaviour. The study design will allow users to analyse the influence of the geographical diversity in social, political and economic context through a spatially dispersed survey sample. Comparing voter responses across successive election studies provides important evidence about the role of historical party political and institutional context. This will be made possible by maximising the extent of comparability with past studies. The study will also allow scholars to understand the role of national institutional context by ensuring comparability between Britain and other countries (through delivery of the CSES module). The inter-election panel will provide a platform for robust causal analysis, individual-level over-time change, the experimental study of question wording effects, and experiments designed by and for the wider academic community. Users will be able to analyse the vote in the context of the daily short campaign, using innovative data collection from twitter alongside a daily voter survey.

This joint proposal from the Universities of Manchester, Oxford and Nottingham is designed to address these issues by provision of four main components: first a high quality address-based random probability sample survey conducted via face-to-face interviews for maximum representativeness, geographic variation and macro over-time (long-run) comparability. Second an inter-election internet panel across four annual waves, including pre- and post-general election waves, to allow analysis of individual level change, robust causal analysis, and to facilitate understanding of inter-election political events and elections (local, European, devolved, mayoral). Third, a daily rolling thunder campaign study of voters, to allow analysis of shorter term campaign effects, alongside innovative daily twitter harvesting, to provide important contextual information on the campaign. Fourth, a 'Comparative Study of Electoral Systems' (CSES) module in the post-election random probability survey to enable all-important international comparison. The study will maximise value for money through a program of data linkage and harmonisation with related "satellite" studies and data collected for administrative purposes, developing an integrated data infrastructure for the study of elections in Britain.

We will maximise the public relevance, usage, accessibility, operational efficiency, and academic impact of the BES, ensuring that the study provides the best value for money (enhanced by substantial institutional contributions) and that it reaches the broadest possible community of scholars and other users. We are partnering with national organisations in their analysis of representation, engagement, and voter registration. We will also provide for the development of the BES as a vehicle for improving the understanding and usage of quantitative methods in social science in general and political science in particular.

Planned Impact

The BES constitutes a key research resource for a wide range of users beyond academia. The data and associated scholarship serve an important role in understanding the electoral process and the health of democracy. This will be particularly relevant in 2015, due to declining political engagement, the implications of multi-party and multi-level governance for accountability, and of economic austerity for political representation.
Beneficiaries: Politicians and parties benefit from understanding the consequences of their policy positions and campaigns, public attitudes towards politics and reasons for vote choice and voter turnout. BES data is beneficial to political actors in Scottish and Welsh government, local government, European parliament elections, mayoral government, and to independence referendum campaigners in Scotland. BES data has international value in our proposal by enabling comparison with other countries, benefiting international observers, comparative researchers and politicians. Journalists and commentators benefit from non-partisan analysis and interpretation, and from a high-quality data source; enhancing public understanding via informed commentary. To the extent that effective policy is informed by understanding public preferences and priorities, national, regional and local government policy-makers derive benefits from the understanding of public attitudes. Policy benefits are direct on political reform and on voter registration methods. Beneficiaries also include think tanks, trade unions, commercial and third-sector organisations. Think-tanks and trade unions benefit from understanding public attitudes and political consequences. Commercial pollsters benefit from insights on question design and subsequent analysis, and from scientific capacity-building in the academic analysis of public opinion. Social media and e-government specialists will benefit from insights into social media trends and effects. Further benefits will accrue to third-sector organisations such as the Electoral Commission and the Hansard Society. The specified organisations will benefit from closely linked BES questionnaire priorities, from research into electoral registration and into political disengagement, accountability and representation, and from shared research goals, and dissemination activities.
Potential Impacts: The proposed study maximizes opportunities for impact during the four-years of the study, and is expected to achieve impact in subsequent years and elections, as policy-makers respond to the data and the research, and politicians implement changes in strategy. BES data accessibility - to any user - will ensure the longevity of potential impacts. Our partnership with the Electoral Commission is specifically intended to inform decision-making on voter registration, to understand the effect of a new method of voter registration on national and local turnout, and in turn to inform local authorities on voter registration and turnout. The election study spans a crucial period in this policy area, and is ideally suited for this impact partnership. Our partnership with the Hansard Society will inform the Society's planned focus on representation, to guide politicians and policy on civic attitudes to politics, in partnership with the Society's annual 'Audit of Political Engagement', and to inform public understanding of these issues. Impacts on national and devolved political party strategies and on policy-making will be maximized via the study design and via a series of events (see Pathways to Impact), and impact on media reporting - and on public understanding of politics and of the relevant elections - will be on going. The collection of election data contributes, ultimately, to the nation's wellbeing. This depends, at least in part, upon the relationship between the electorate and its political elites and on the quality of political representation; which the BES is uniquely able to assess.

Description 1. We created a resource for the research community which covers two General Elections, two major referendums, a European Parliament election, and five sets of local and/or devolved elections. We have released 15 waves of the BES internet panel and two in-person post-election surveys on the BES and numerous linked datasets including constituency data and expert surveys. This has led to substantial scientific impact evidenced by a large number of publications high quality peer reviewed journals. Although it is difficult to ensure a full count of articles, we are aware of over 200 articles and books using BES data that have been published since 2014.
2. In a book published by Oxford University Press we show how political events and shocks shape elections. Examples of shocks which affected these elections are (i) EU Accession Immigration; (ii) the Global Financial Crisis; (iii) the 2010 coalition; (iv) the Scottish Independence referendum; and (v) the EU referendum and Brexit. We show how gradual changes to the political context and shocks have contributed to growing electoral volatility. Shocks work though the mechanisms of salience, changes to party images, and perceptions of competence. They also provide political opportunities for parties and political actors to respond and have the potential to cause dramatic electoral outcomes. They help to explain the seemingly unpredictable and tumultuous nature of recent British politics and elections.
3. We conducted parallel vote validation exercises and asked comparable questions on its face-to-face panel probability sample surveys in 2015 and 2017 and its internet panel in 2015. This made it uniquely placed to understand the 'polling miss' of 2015. Our research shows that the primary reason why the polls went wrong before the election is because they were drawn from unrepresentative samples, in particular under-sampling non-voters. These data also allowed us to show that there was no 'youthquake' in turnout in 2017. Rather the key change was that there was a large increase in voting Labour amongst young people who did turn out to vote.
4. There has been considerable debate about the role of economics in explaining the rise of populism, often in competition with cultural or status anxiety explanations, with findings tending to differ at the aggregate and individual level. We argue for a more relevant conceptualisation of the economic vote at the individual level, namely, a comparison of the relative economic gains and losses of relevant groups. Using new survey measures in the 2017 BES we find substantial effects of citizens' relative economic assessments of ethnic minorities against those of white British respondents, and of Londoners against those of respondents' local communities. These findings move us towards a novel understanding of how people perceive groups to be gaining and losing economically, and a new way of understanding the effects of economic perceptions on voting for Brexit.
Exploitation Route Our data are being widely used by academics, media and political researchers to understand developments in British Politics, and we have put a number of measures into place to widen access and promote usage. We have received enthusiastic feedback from the research community about the quality and timeliness of our Data and the BES website which allows direct download of data as well as a dedicated online analysis research tool. To date we have recorded over 200 publications using the BES data since 2014. Examples include individual-level measures of party issue ownership and generalised competence, as developed using BES data and published in Green and Jennings (2017) The Politics of Competence (CUP). We anticipate further scholarly research outputs in the future, as well as practical applications. These include the Labour party 'Learning the Lessons' review, and the polling industry enquiry following the general election 'polling miss'. Findings from the BES affected weighting and sampling strategies and had a broad impact on the political polling sectors, as published in Patrick Sturgis et al (2017) 'An Assessment of the Causes of the Errors in the 2015 UK General Election Opinion Polls'. We provided feedback on important methodological work to the industry, for example on the non-effects of question wording differences on reported turnout. The data have been very widely used in TV, Internet, print and radio media as detailed in the engagement activities of this form.

Description Findings from BES data including BESIP wave 1 through wave 15 and the post-election face-to-face surveys have been received with huge interest by academics and other researchers working in electoral behaviour; media organisations including TV, radio, social media and newspapers; and political practitioners including political parties and campaigners. For example, the BES, described as the UK's leading authority on elections, provided material central to the Labour's 'Learning the Lessons review', which constituted a key part of Labour's response to its 2015 defeat. The General Secretary of the Labour party, Jennie Formby, provided a letter to the BES team outlining their reliance of BES data campaign strategy, resource allocation, and understanding of the British electorate. Team members were invited to several meetings at No. 10 Downing to provide information about how the BES could inform understanding and strategy. The BES was a major part of the Market Research Society and British Polling Council commissioned Inquiry into the 2015 Polls. The face-to-face BES data were the first to demonstrate that unrepresentative samples were the cause of the polling misses. The BES forms a major contribution to understanding and finding solutions for the miss, with Green as a member of the inquiry and Mellon and Prosser's analysis being highly influential. BES data and insights were presented to the House of Lords Committee on Political Polling and Digital Media, September 2017, when Green gave evidence; and also informed the WAPOR submission to the House of Lords Committee on Political Polling and Digital Media. BES work on public communication around elections and polling was shortlisted for the 2017 ESRC celebrating impact prize and Green was Research Communicator of the Year (Political Studies Association award winner) in 2015. BES data on the mapping module and turnout and eligibility data was shared with the Public Administration and Constitutional Affairs House of Commons Select Committee, January 2018, and featured in the PACAC report to Parliament, February 2018. Green gave oral evidence to this committee. Raising public awareness and understanding of electoral politics is an important objective of the BES. The BES appeared almost daily in the TV, radio, social and print media around election time in 2015 and 2017 and at the EU referendum in 2016. The increasing use of the BES in mainstream media reporting is reflected in a sharp increase in press coverage since our project began in 2014. BES data was central to ITV's General Election special programme, June 2017 which was nominated for a BAFTA award, with the BES represented at the BAFTA event.. As part of our analysis of turnout in the 2015 and 2017 elections using the BES, we identified a major error in the way that the electoral commission and many other agencies worldwide calculate turnout (they do not account for duplicate entries in the denominator). These errors mean that registered voter turnout in the UK may be underestimated by around 10 percentage points with even larger errors in some other countries. We worked with the Electoral Commission and the International Institute for Democracy and Electoral Assistance to correct these errors and provide accurate turnout estimates for academic and non-academic users. We have produced a report for the Electoral Commission on the transition to Individual Electoral Registration based on the linking of BES panel data and the electronic electoral registers. This research was provided as written evidence l evidence to a House of Lords Select Committee on The Electoral Registration and Administration ACT 2013, to which Prosser also gave oral evidence.

Title British Election Study Panel 2014-2016 
Description These data represent form part of British Election Study consisting of each of the first nine waves of the Internet Panel. Waves 1-3 cover the Scottish Referendum as well as providing crucial pre-General election data across the whole of Great Britain. Waves 4-6 cover the pre-campaign period, the short campaign and post-election phases of the 2015 General Election. Wave 7-9 cover the pre/campaign and post-EU Referendum Period. The study covers electors who are eligible to vote to vote in any type of UK election (including local and European). The file contains all respondents who took any wave of the study. Around 30,000 respondents were interviewed in each wave (referred to as the full sample). We also release single Waves as standalone files for users who do not require the panel element. The most recent wave to be released (wave 9) was conducted by YouGov between 4th June 2016 and 4th July 2016. In total 30,036 respondents took wave 9, 27,555 of these also took wave 8, an overall wave on wave retention rate of 82.2%. 10,170 respondents took all of the first 9 waves of the survey, 33.6% of respondents who originally took wave 1.

A team of 10 supporters at Nottingham University, working with the BES comms manager reacted in real time to the claims and counter claims of politicians and commentators during election night coverage. There were 157 retweets, 100 followers gained (approx), including Natalie Bennet, 55 favourites and 27 posts.

Results and Impact I gave an invited talk in Baltimore, Maryland at the Baltimore Science Cafe event that brings in scientists to talk about their research to the public. I talked about my research on the difficulties of opinion polling and showed how this had caused problems in the UK 2015 election and how it had the potential to affect polls worldwide as well.

Researchers from non-profit organizations making use of polling were present as well as some associates from Pew Charitable Trusts who invited me to give a followup talk later in the year.

Results and Impact I gave an interview to Tim Higgins of bloomberg news discussing how we should assess the quality of new polling providers such as SurveyMonkey. In doing so, I described my research on the difficulties of UK polling more generally.

As a direct result of this interview I was contacted by the survey firm Riwi, who asked for help in assessing the methodology of their polling approach and for advice on polling the EU referendum.

Manchester's political scientists, who have been in high demand throughout the election campaign as media commentators, will join Labour's Peter Mandelson to think about the implications of the General Election. From the moment the exit poll was sensationally released at 10pm on election night, we quickly anticipated there would be a lot for all the parties to think about after the dust had settled. We'll also be discussing what it was like to be front and centre of media coverage in the run up to the election, and on the night itself. Speaking will be Professors Jane Green and Ed Fieldhouse, co-Directors of the British Election Study. Jane fronted up ITV's election night coverage and Ed produced some influential research on younger voters during the campaign.

Few could have anticipated the surge in support for Jeremy Corbyn, who after getting on to the Labour leadership ballot by the skin of his teeth has become remarkably popular among his party's grassroots. Many Scots want more devolution, but think those additional powers will be achieved without independence, according to new data released by the British Election Study (BES).

The findings by Professor Ed Fieldhouse from The University of Manchester, who Co-directs the BES, reveal that half of voters think more powers will be achieved, even if Scotland votes 'No'.

The research is published three-months to referendum polling day.

BES Co-Director Professor Ed Fieldhouse from The University of Manchester says the referendum resulted in more Yes voters switching from Labour to the SNP after the referendum.

Britain's most detailed study of electoral behaviour is to fact check the claims and counter claims of politicians in real time on General Election night.

A British Election Study team led by The University of Nottingham's Professor Cees van Der Eijk will be scanning the election night coverage from when the polls close at 10pm on Thursday.

Professor van der Eijk along with Stuart Fox, Research Associate - also from The University of Nottingham - will be tweeting from @BESResearch to check if the party's' claims on how the public see them really do stack up.

Professor Philip Cowley, a BES Associate based in The University of Nottingham, says contrary to the popular perception, most people rate their local MP in a similar way to MPs in general.

Only a minority of people, he says are slightly more positive about their local MP than they are about MPs in general.

Studies of political cleavage evolution have often assumed they change glacially. Studies of party competition and issue dimensionality typically treat parties as strategic actors that try to open up or suppress new dimensions of competition to further their electoral interests. This paper takes a different perspective and presents a case study of how political decisions can unintentionally create a new dimension of party competition and in consequence, the remarkably swift restructuring of party competition, both ideologically and in terms of the social bases of voting. It does so via an examination of the consequences of the UK government's 2004 policy decision on immigration from EU accession countries. The analysis uses data on official immigration rates, and Mori, YouGov and multiple British Election Study cross-section and panel surveys to demonstrate the growing link between EU immigration and Euroscepticism, and the rise of UKIP, leading ultimately to the 2016 EU Referendum, the demise of UKIP, and the restructuring of party competition, both ideologically and socially, in the 2017 General Election.
