Abstract
There is great potential for understanding more about our society by making better use of data that already exists and by linking different datasets together. This could be undertaken more widely in the UK as in other parts of Europe such as Scandinavia. Using existing data is not only efficient and cheaper than collecting new data, but it can also provide a powerful means of better understanding how society works and what action is needed to tackle a wide range of social issues, thereby guiding the development, implementation and evaluation of policy. This can be achieved in a way that ensures that the public have the maximum confidence that their data are being used appropriately and that the safeguards of these data meet the highest international standards.
To this end, four Administrative Data Research Centres- ARDC for coordinating and undertaking record linkage are being setup in each of the four countries of the UK. In Northern Ireland the two universities and NISRA, the local governmental statistics agency, will come together to promote and facilitate record linkage here. This will have two aspects; an independent body (trusted third party) for linking different datasets and a separate secure environment (the NI-ADRC) for undertaking analyses of the data. The process of record linkage ensures that (i) the trusted third party never see the administrative information about individuals and (ii) that the ADRC never have sight of personal information such as names or addresses. All of these processes will be overseen by a UK Governing Board who report to Parliament, probably via the UK Statistics Authority. The public will be represented at all levels. An Administrative Data Service will coordinate ADRCs activities and provide a single source of information for enquiries and information.

They will also operate the trusted third party linkage. Planned Impact
Academic and policy researchers throughout the UK will benefit from the greater access to novel high quality data. Given the currently available data, researchers with an interest in social policy, health, education and economics will be amongst the first to benefit with finance, computing and law following as new data and linkage possibilities become available. Those involved with the public sector, especially given the regional structure of government, will find these data linkages invaluable for informing social policy and the ADRC will drive a closer collaboration between world of academia and those involved with policy. One goal of this proposal is to broaden the current base of this activity. A group that could make ready use of the current data to great effect, in terms of driving policy change, is the third sector. Many voluntary organisations, charities, NGOs and community organisations are likely to find much relevant information even in the currently available data. These are groups that will be encouraged, most notably by the appointment of a Public Engagement & Communications Officer, and through a range of public seminars, to think about how the current data could be used to assist them when addressing issues where policy interventions are being sought. Organisations within communities may well find the linkage of data to, for example, the Northern Ireland Neighbourhood Information Service (NINIS) data, a useful source of evidence when addressing issue of social and health inequality.
All of the above mentioned groups are expected to benefit from the ready availability of linked data, and through contact with those who know how the data can be used to address issues that these interest groups see as fundamental to their reason for existence. On a wider front the enactment of legislation benefits from an open and informed debate, and many of these mentioned groups and organisations are well positioned to add to the debate. As more data becomes available, and linked, it is likely that many more individuals and groups will see the advantages to which the data can be put in addressing issues relating to the environment, commerce, health and well-being to name but a few. Information, as the saying goes is power, and the ability for different groups to access evidence, based on data, is likely to, at a minimum, raise the level of debate. In some sense all of the above mentioned groups are likely from time to time to wish to address issues relating to the economic and social impact of particular social policies or interventions. How will welfare reform affect local communities, and what will be the likely impact on social, cultural and business interests? Energy, for example, is a vital commodity, and changes in its pricing structure can have major consequences in terms of social welfare. To address these and other goals, policy briefings, the lobbying of policy makers, and engagement with those interested in driving policy will be undertaken. Many of these potential changes can be modelled, provided the data is available. Information before the enactment of social policy is invaluable to those involved with the policy process and to indeed to those affected by such changes. It is the current groups that are outside these debates that have the most to gain. The data can inform the debate and better choices may be possible as a consequence where Public Policy and Legislation can be informed by 'facts' generated on the basis of data. Of course, ideological choices have still to be made by those in power, but these choices can be made with the best available evidence of their consequences. Further, innovation and technical change essential to maintaining a competitive edge can be better managed, through effective human resource planning and in common with all change it requires that we are in a position to know and analyse what is currently in place and what steps are required to ensure that future needs can be met.

| Description | All of the original objectives for the ADRC-NI have been successfully attained, and in many cases exceeding initial expectations as noted by the Canadian team undertaking the mid-term review and we have contributed to Network-wide activities including development of collection ADRN policies, formulation and promulgation of a programme of researcher accreditation and training, the establishment institution and refinement of outcome metrics and a significant contribution to the Network strategic and governance agendas. Our partners NISRA (Northern Ireland Statistics and Research Agency) quickly established and have maintained an efficient TTP; they also established the safe setting and after a period of two years moved this to its new home in Colby house where researchers have access to state-of-the-art facilities for research access to de-identified administrative data. Data access has primarily been the remit of NISRA though more latterly the Director and PM have made a significant contribution in terms of increasing access to health and social services datasets. Notable successes here include access to Census data at 100% coverage level and the first project to analyse linked social security benefits data. ADRC-NI has guided 144 researchers through SURE (or equivalent training), many of these were governmental researchers; we have introduced qualitative researchers and new coteries of researchers to the benefits and utility of research based on administrative. ADRC-NI has also generated one MSc dissertation and nine PhD theses; the MSc student is currently taking a PhD at Oxford and many of the PhDs have secured postdoc positions and are continuing to use administrative data. The overwhelming majority of our projects over the last five years were developed collaboratively with data owners and that several key projects have been co-designed by data custodians and academia, and in one, the Department for Communities (DfC) were co-applicants in a successful funding application. Collaborations include the Departments of Agriculture, Environment, and Rural Affairs (DEARA), Justice (DoJ), Economy (DfE), Health (DoH), Education (DoE), and Infrastructure (DoI). There is evidence that the introduction of the ADRC in NI has been transformational in terms of a demonstrable attitudinal shift and willingness of Government departments in acknowledging the ADRC as a valuable potential resource for addressing their research needs and they are therefore increasingly willing to make their administrative data available for research we are increasingly being approached by Governmental bodies seeking to use the ADRC methodology to address PfG research needs. ADRC researchers have successfully attracted an additional £1,735,000 in research funding. Our knowledge exchange and wider engagement with stakeholders has been exemplary and our Public Engagement and Communications Officer has been particularly successful in raising awareness amongst the voluntary, community and social enterprise communities and particularly in bridging the gap between stakeholders and researchers at the earliest stages in project development. |

| Impact | There have been 3 opportunities for further impact. 1) An attendees at the session has requested the PowerPoint presentation so that he can promote the results of the survey to his superiors - the Governors of the Honest Broker Service (HBS). The HBS aims to enable non-identifiable data to be safely shared to maximize the uses and health service benefits which can be gained from it, including planning, commissioning of services and public health monitoring. The results of the survey may encourage the governors of the HBS to make more data available to researchers. 2) As a result of this seminar the presentation has also been passed on to a member of the Department of Health who is exploring the potential to set up a registry for rare diseases in Northern Ireland. The results would help him argue for such a registry as they show that the public supports the use of their data where there is clear public benefit. 3) An interested group 'Focus the Identity' has requested to meet with the ADRN team to discuss the use of administrative data for research. This group has particular sensitivities around the protection of privacy with the potential for some interesting discussions. |

| PI Contribution | I have developed in partnership with the Detail Data project at NICVA a series of workshops looking at data research possibilities for the third sector. Detail Data works specifically with open data, and the ADRC-NI with administrative data, so we have a wealth of expertise to share with the voluntary sector on how they can maximize their understanding and use of data to accomplish their objectives. From the ADRC-NI perspective, the workshops also aim to foster potential research partnerships between academic researchers and third sector organizations, to work towards making ADRC-NI research as relevant as possible to grassroots work where local practitioners are the experts. Our researchers present their relevant work at each workshop, and discuss with participants what their research needs are and how partnering with the ADRC-NI could enhance their research capabilities and the impact of ADRC-NI research. We also provide general coordination and promotion. The workshop series has three initial workshops planned and will be organized thematically; the themes are carers and caring, mental health, and gendered data (still in development). |

Phase I was a case-control study using hyrbrid data collection methods, including self-administered iPad questionnaire or postal questionnaire, information held in maternity records and linkage to prescription records. Phase II was a retrospective population-based linkage cohort study using data from 2005-2014. Paediatric cardiology data from the NI HeartSuite database were linked to maternity data, the NI Multiple Deprivation Measure and the Central Postcode Directory to investigate socioeconomic and geographic distributions of CHD, trends over time, and the clinical spectrum and survival. |

| PI Contribution | This partnership has developed an proposal for an ADRN project examining the economic burden of mental ill health among informal carers in Northern Ireland. I was responsible for developing the proposal in terms of data required and methodology, drafting the ADRN application documents and grant application documents. The team have applied unsuccessfully for funding through both the HSE awards on Ageing and the ESRC Nine Doctoral Fellowship. The prospect of progression with this study is positive, as the project has been recently shortlisted for a fully funded within UU- interviews are due to take place in March and if successful a candidate will begin study in Sept 2020. |

| Impact | This project is multidisciplinary, drawing on expertise from psychology, nursing and health economics. Outputs thus far include an ADRN application- this application was approved in April 2016. In addition, an ethics application was submitted to an d approved by Ulster University Research Ethics Committee and ORECNI. Both were approved, the later in April 2016. A PhD proposal based on this study was submitted for an open PhD competition within the university and project has been shortlisted. At least three candidates have applied with interviews to take place in March 2020. |

It has also led to several follow-up meetings with individual participants, looking at taking things further and developing more targeted seminars and training on using administrative data, research partnerships and the ADRC-NI. There has been an increased awareness of the ADRC-NI and administrative data, evidence by more people getting in touch with the Public Engagement and Communications Officer to discuss research partnerships, and a health response to a further public event scheduled in December. There was also learning for ADRC-NI, on refining our communication messages and methods and learning from the public what their specific needs and asks were for getting involved, such as a pro-forma for agreement between two parties for research, a list of what types of administrative data are available in Northern Ireland, and examples of previous uses of administrative data for social research. |

I was invited to present ongoing work on social mobility using linked data from Northern Ireland. Over 30 industry leaders were in attendance representing both private and public sector employers. Questions and discussion ranged from the broad, e.g. how to avoid furthering inequalities through educational initiatives or apprenticeship schemes, to local issues such as the long-term effect of replacing the 11+ transfer test. |

| Results and Impact | Following presentations and discussion with senior civil servants, I participated in a focus group to discuss the strategic outcome of "Enjoyment, Childhood and Youth" for all children. There was extensive discussion of the type of data necessary to establish outcomes from the current Children's Strategy and to monitor progress towards newly specified outcomes following commencement of a new strategy. Focus groups discussed what measures could be sought to monitor the progress of the Children's Strategy. Based on reviews of best evidence across the UK, I suggested that schools might collate indicators of parental engagement in children's education (e.g. via attendance of parents' evenings, Parent-Teacher Meetings, etc.) Children's own attendance of school was also noted as a key early indicator. I outlined the progress to date of the ADRC-NI in availing of secondary departmental data sources, safe individual-level linkage and the plans to extend this to the study of education and early years. This led to the conclusion that there could be more thorough monitoring of the new Children's Strategy via the new data linkage infrastructure than of the current strategy. In particular the degree to which all social groups benefit equally from education policy interventions (or to which previously marginalised groups benefit) can be better monitored using rich linked data. Focus group notes were collated and presented to representatives of the Office for First Minister and Deputy First Minister. |

We will also move ahead with the next two planned workshops in the series, looking at mental health for the second and the third topic to be determined. |

The workshop emulated a woman's reproductive journey, with presentations on research about contraception, abortion, medications in pregnancy, breastfeeding, and factors influencing a woman's return to employment after childbirth. There was a high level of interest and engagement around the research, particularly around access to data now potentially available through ADRC-NI that third sector groups have wanted access to for some time. | Results and Impact | Until recently abortion has only been legal under very limited circumstances in Northern Ireland (NI). In the absence of a NI devolved Assembly, the Westminster government has introduced legislation decriminalising abortion and will have to put in place a regulatory framework for abortion services in NI by March 2020. On 4 November the UK Government published a consultation paper, A legal framework for abortion services in Northern Ireland. The consultation runs until 16 December 2019. While the consultation document does not specifically ask about contraceptive provision it is important that contraceptive advice and provision is addressed as part of this policy and legal reform. A briefing paper was drafted discussing the current issues and summarizing the results of the first population-based exploration of contraceptive use in NI 'Use of prescribed contraception in Northern Ireland 2010-2016'. This was sent to healthcare experts, interest groups, charities and policy makers before they attended an ARK (Access Research Knowledge) Roundtable event entitled 'Discussion on use of prescribed contraception in NI and issues relating to reproductive rights'. A presentation was then given on the study results and the issues raised were discussed. A policy briefing paper which will incorporate the recommendations resulting from the Roundtable discussions will now be drafted. This will be fed into the ongoing consultation. |

Nearly 60 attendees from not only Queen's University Belfast and Ulster University (researchers), but also researchers from England, Wales, Scotland, Canada, and Italy were in attendance along with members of the public, members from city councils, and members from the Health and Social Care NI. Invited speakers from the Executive Office NI, the Department for Economy, and Inspire Wellbeing spoke of engagement with their offices/work and on pathways to policy influence and impact. Evaluations indicate 76% of respondents rated the workshop as successful or highly successful. 90% of attendees reported gaining new knowledge and new tools/resources for engagement. Attendees were provided with a toolkit that included the network public engagement strategy and a booklet with practical tips/tools/resources. |

| Results and Impact | My colleague Frances Burns (ADRC-NI Project Manager) and I travelled to Tallinn, Estonia and Helsinki, Finland to participate in the MyData 2017 Conference. We delivered a workshop about the ADRC-NI's attempt to answer the question, 'how do you develop and promote public accountability and empowerment in the use of data while keeping sensitive data safe?'. Our answer was a discussion of the engagement and outreach work we have done with the voluntary, community and social enterprise (VCSE) sector promoting research partnerships and the data workshop series. The presentation was very well received and sparked quite a bit of debate and engagement with participants afterwards. Many Nordic countries have been using data for decades for research and public services purposes, but have never done the engagement work with their populations around the use of their data. With the GDPR coming into force, they are interested in our models of engaging with the public and how it might help them fulfill their obligations under new legislation. |

Besides also giving an academic workshop on public engagement (listed separately) we presented on ADRC-NI initiatives around consent in data linkage, including the Northern Ireland Life and Times Research into Public Attitudes to data sharing and its specific findings on consent, as well as the NICOLA Participants Panel initiative we started in conjunction with the NI Cohort for the Longitudinal Study of Ageing (NICOLA) which examined participants' views on linkage without consent. Our presentation was again very well received with a high level of engagement, as it presented an aspect of data for research which had not been widely considered by policymakers and corporation practitioners present. We have developed several new working relationships on the back of this work which we are pursuing for future collaborations. |

Initiatives, such as MyData, Open mHealth, MIDATA.coop, Hub of All Things, and Open Humans take datafication as a starting point, but try to steer data flows and data practices in a societally more sustainable direction. These initiatives address asymmetries in terms of data usage and distribution, or inadequacies of existing ethical and regulatory frameworks; they push for the rearticulation of concepts such as participation, sharing, governance, or public good.This academic workshop invites scholars, participating in and studying such data-driven initiatives, to discuss how the capacities of data technology might be harnessed to promote social justice, new forms of agency, political participation, and collective action. |

| Results and Impact | The purpose of the seminar was to report the preliminary results found in the Northern Ireland Baby Hearts Study. The study was conducted in two phases - the first phase was a case-control study and the second phase was a data linkage study using administrative data. The seminar was open to the mothers who had participated in the study, health professionals and academia. Around 160 people attended the seminar on 28th April 2017. A second meeting was arranged in October 2017 specifically for parents and the study findings were presented in more lay terms with plenty of time for discussion. Parents reported that they were happy with the meeting as they were able to present their views. The parents also suggested further research questions for future studies (around 30 parents attended). |

| Results and Impact | 60 people attended a seminar launch event for the Northern Ireland Life and Times Survey research into public attitudes to data sharing in Northern Ireland, a partnership with the ADRC-NI. Speakers included Professor Helen Dolk (ADRC-NI and Ulster University), Professor Gillian Robinson (ADRC-NI and Ulster Unviersity), and Roy McClelland, Chair of the Health and Social Care Privacy Advisory Committee. The presentations on the research and its implication for policy, particularly around the use of data for research, sparked questions and discussion from an audience that included third sector organisations, graduate students, and local government (councils) representatives. Several subsequent presentations and events have been suggested on the back of this research event. |

This particular video tweet saw a dramatic increase in reach/notice/clicking (more than 4500 impressions and over 500 clicks) compared to regular text/photograph tweeting (averaging up to a few hundred impressions and a few clicks). | Results and Impact | The purpose of the event was to present an overview of the work of the ADRC-NI and wider ADRN and talk about the implications of ADRN work in the context of influencing healthcare policy and practice in NI. 25 healthcare management students (also healthcare professionals) visited NI to learn about the structure of healthcare and healthcare management and practices. The ADRC-NI team from UU gave a series of presentations on ongoing ADRC work in the area of mental health in particular, which led to in-depth discussion in relation to healthcare in NI and how it compares with other countries. |
