Abstract

Cities are complex networked spaces. Due to rural-urban migration and climate change, augmented by other pressures (e.g. from 'global' markets), provisioning of many basic services and commodities such as food, water and energy requires constant adaptation and reform. With increased demand on these services, there are urgent needs to improve access in an equitable way, increase efficiency of use, and to preserve the ecosystems that support the natural resources upon which these services depend. However, mainstream interventions aimed at creating 'resilient' urban food, water and energy systems' are associated with a number of critical challenges. These are the focus of our research.
First, access to key services is unevenly distributed among city dwellers. With vulnerability (understood as 'the inability of an individual or group to cope with adversities), being experienced by the urban poor more acutely than other social classes Both poverty and vulnerability may be exacerbated by the unequal provisioning of key services.
Second, the material flows and infrastructures involved in provisioning basic services are deeply interdependent. This interdependence has recently gained considerable international policy attention under the rubric of the 'Nexus' of food, water, energy and the environment/climate. Associated with the Nexus are, a) trade-offs such as those encountered in water use for provisioning bio-energy instead of food; b) aggravations when one sector's problems (such as water pollution) impair others (e.g. food provision); and c) synergies that arise, for example, when removing a barrier to energy access streamlines flows of food and/or water. Our research examines how these three sets of challenges interact. For example how vulnerability to water contamination may be exacerbated by vulnerability to hunger and lack of access to energy. We will explore how any new vulnerabilities engendered by a social, technological or ecological 'events' interact with existing forms of insecurity and injustice. For instance, squatters cultivating a peri-urban riverbed for their own food provision may be most directly affected by cyclical flooding. Specifically the project aims to:
1.Examine how vulnerabilities within urban communities are co-constituted with the trade-offs (the use of a resource for one service reducing availability for another e.g water use for bioenergy affecting food production) and aggravations (the problems in one sector affecting another - e.g water pollution affecting food) at the food, water and environment nexus, in three highly-dynamic cities in East Africa, Brazil and Europe.
2. Utilise dynamic maps of vulnerabilities amongst urban populations to inform resilience-building efforts led by public policy and other practitioners. In particular to examine opportunities for urban governance to exploit the synergies (e.g when removing barriers to energy access improves flows of food and water) of the urban Nexus, and reconfigure the trade-offs towards both resilience and equity.
Focussing on access to infrastructures and resource flows by the urban poor in three mid-sized cities in East Africa, Brazil and Eastern Europe, the project engages with the two policy areas of 'poverty, inequality and vulnerability' and 'infrastructure and the built environment'. Through participatory vision-building workshops and inter-city exchanges of policymakers and NGO representatives, the project attempts to involve these expected beneficiaries directly in the research process. Placing central importance on users' practices and their (re)connection with policy-led interventions. Our 'ecology of practice' approach will ultimately contribute new insights into the deepening of democracy in urban governance. To facilitate broad-based communication, the project's key research outputs (frames, methodologies, findings) will be converted into policy briefs, blog posts, anonymized digital archives and teaching materials for schools.

Planned Impact

The project is designed with societal, policy and research impact in mind. The target audiences of the project include local authorities, the urban poor and other practitioners (such as engineers and NGOs) and researchers. Societally, the primary beneficiaries of the project are expected to be urban practitioners (policy-makers/planners, engineers/designers, service providers, NGOs, and poor end-users). By placing central importance on users' practices in governance of the urban Nexus, the project will provide new insights on how to deepen the democratisation of urban governance in practice. Through that and other core project activities, we aim to meaningfully engage with policymakers and help design governance strategies that better reflect the complexity of the urban Nexus and are better connected with practices of end-users. In this way, we aim to contribute to the reduction of urban vulnerabilities and related poverty issues in the three cities studied, while consolidating insights to improve pro-poor urban governance in other cities worldwide. We will also work with NGOs and academic bodies in the three cities to identify ways to sustain the dialogue and collaboration (in the long-run) between policy practitioners and (poorer) end-users, stimulated through the participatory vision-building workshops.

The vision-building workshops we aim to organise in each city for relevant practitioners (e.g., planners, engineers, implementers, NGOs, end users) will enable co-production of knowledge through the a) exchange of knowledge and experience about the urban nexuses of basic services and the implications for vulnerability, and b) identifying new pathways of (re)connecting their strategies with practices of end-users of basic services. In addition, we will organise a workshop with ICLEI in Brazil, during which we will provide guidance for stakeholders on how to fully exploit the outputs of the project and test our impact strategy.

To reach daily users, we will collaborate with local journalists to publish articles in local-language newspapers and maintain a webpage which will host blogs, interview responses, videos, photographs and alternative practices in chosen geographic sites. This material will be clearly organised by location, as well as by topic and date, and readers' comments on the blogs encouraged (and monitored). Creating such interactive data platforms responds to a new phase of media literacy for stakeholders and provides innovative ways of communicating research methods and results to stakeholder communities. The integrated use of document study, shadowing and participatory vision-building will permit an innovative collation and presentation of layers of research output, made freely available to stakeholder communities (for example public schools) on the project's webpage. This dissemination strategy provides tools for more inclusive and collaborative governance, with the aim of enhancing social justice and building resilience for sustainable urban development.

To engage with the academic community (especially in the areas of urban governance, development studies, science and technology studies and human geography, we will organise a final conference on 'Nexuses of Sustainable Urban Development' at WU for about 80 researchers; we will present our findings at, at least, 3 international conferences; and publish 2 articles in open access journals. In addition, all resources will be made openly available after the due process of ethical review.

Description Vulnerability mapping has revealed the weakest link in the WEF Nexus to be access to and affordability of energy for cooking and water purification in Kampala's informal settlements. Problems with access to and affordability of charcoal result in energy conservation strategies that lead to trade-offs in water quality and intake of high-nutrition foods. Households scale back on boiling water and preparing energy-consuming yet nutrient-rich foods such as beans. Other factors determining vulnerability at the WEF nexus include old age, unemployment and large numbers of dependents. Along with the challenges emerging from the WEFE Nexus there are emergent points of resilience as well such as the awareness among most households of briquettes as an alternative to charcoal use, the strong social capital base on which households rely to cope with challenges such as the borrowing of food from neighbors, getting charcoal on credit and the use of wood chippings from construction sites and timber workshops for cooking. In Brazil analysis and dialogue around nexus contradictory and nexus synergistic social practices has been a highlight. Contradictions include purchase of processed and ultra-processed foods; Displacements for food purchases and Illegal connections of electricity whilst synergistic practices include particular approaches to local food production; Household water storage; Use of rainwater and rationalization of water use; Recycling of materials and Alternatives for the lighting of public space.
In the case of Sofia 4 key institutional factors were identified that that
create vulnerabilities for specific groups or create challenges to the
Successful delivery of the sort of nexus approaches that can
contribute to sustainable cities. These were identified in the provisioning of food, water, energy and the environment: affordability, complexity, unevenness, and thinking and acting in silos. In the examined practices of urban farming, making zimnina (preserving food for the winter) and energy provisioning, the key resource which dictated the provisioning of food, water and the environment is energy. Key elements of the enabling environment for the three social practices studied include space and transport. The connection between urban farming, zimnina provisioning and heating is much more prominent in the case of permanently vulnerable groups, like pensioners. They are more aware of the connections that underpin the urban WEF nexus and have explicit obligation to sustenance in all three practices.
Exploitation Route We have been developing partnerships with policy and civil society groups. For example in Brazil, the team have been working with Guarulhos municipality in their program called "Ambienta Saúde", this program is now committed to engaging across sectorial public policies which focus on the elements of the Nexus.

In Sofia we are working with two Sofia Municipality agencies: Vision for Sofia (with a mandate to develop a long term strategic vision for the city) and Green Sofia (with a mandate to build relationships between the different operational silos within the municipality in order to enable urban sustainable development), to 1) identify and develop nexus indicators for urban resilience, and 2) use them to build practical models for creating, capturing and sharing value from nexus interactions between food, water, energy and the environment in Sofia.

Description There is ongoing engagement with civil society groups in Sofia and Sau Paulo, which utilise the project outputs (and the networks mobilised) to promote awareness of the significance of urban agriculture to building urban resilience, thereby encouraging integration of urban agriculture into local policies and plans. The findings from the project were used as written evidence to support a request by the civil initiative for urban gardening Gradina za Drujba and the Urban Agriculture Development Initiative in Sofia, to Sofia Municipality for the development of a program for identifying suitable plots for the development of communal urban gardens. The evidence was submitted in December 2018 and helped to illustrate the significant social support and potential benefits to urban residents and the Municipality from developing such a program. In 2019 ????????? (the planning directorate of Sofia Municipality) developed a map for suitable plots for urban gardening and the Urban Agriculture Development Initiative was successful in starting 5 new urban gardens in Sofia since 2019. Three of the gardens are still functioning and are led by thriving communities. It is estimated that over 200 people have benefitted directly from the development of the map and the initiative since 2019. Although this success was the result of partnership between several different social initiatives and organisations, including, but not limited to NGOs like Gorichka, ????????, Sofia Municipality and Solidarity Garden Sofia, it is widely recognised by the stakeholders that the submitted evidence from the project was instrumental in shifting the planners' perception of urban gardening in the capital city as a hobby, by providing evidence for the direct and powerful link between practices of urban gardening, food preservation and managing energy use in the home for vulnerable residents of Sofia. In Kampala visioning workshops brought together communities, NGOs, academics and policy stakeholders for participatory mapping processes concerning the vulnerabilities across food-water and energy provisioning in the city. This led to policy makers reflecting on how some established areas of policy and specific urban development initiatives may be unintentionally exacerbating other vulnerabilities experienced by the urban poor.

Impact During 3 months (April to June) 2017 a PGIS course was taught to 20 high school youths from the Novo Recreio community in Guarulhos, Brazil, at the NGO "Clube de Mães". The main objective of this course was to present to the students a new look of where they live, addressing environmental and health issues,from their community, aiming to promote empowerment and also disseminate a new technology, and at the same time introduce the nexus approach for the community development. Outcomes and final products showed main socio-environmental problems that these young students face in a day-to-day live, and also strategies to overcome these problems, and a new planning vision for the 1-5 years. Qualitative data collected for the project since the PGIS module has been taught suggests higher awareness within the community of the importance of fresh food on public health and the environment.

Results and Impact The exhibition included 104 photos collected from fieldwork in Sofia (80 photos), Kampala (14 photos) and Sao Paolo (10 photos) in 2017 and 2018 and was arranged in a way highlighting the interactions between food, water, energy and the environment on one hand, and the different practices studied on the other. Visitors could record their thoughts about the practices and the connections between the different elements in a diary. Visitors asked many questions about the exhibition and recorded several entries with reflections in the diary. Many reported that it made them see hidden connections between food, water, energy and the environment more clearly.

Results and Impact A two-hour infrastructure game designed for 45 people as part of the British Science Festival in Brighton on the 9th September 2017. The game was designed and carried out on conjunction with two infrastructure companies: the local water utility Southern Water and ICT company CalibreComs. The game aimed to introduce people to the ways in the which the provisioning of water, energy, telecommunications and the environment is interrelated and how it can be used strategically for developing more resiliences within cities. The game included a one hour discussion with participants and generated a lot of questions and requests for further information. Participants asked for the game to be made available to the public for free.

Results and Impact Part of the Pathways to Sustainable Urbanisation STEPS hub launch conference held in JNU, Delhi. Project team Ritu Priya, Fiona Marshall, Ramila Bisht, Pritpal Randhawa convened the working group: Environment, Health and Sustainable Cities: What next for the Nexus?
The ESPA project, among others, was presented to the group of academics and activists in a concept note and discussion of directions for future research followed. The working group co-ordinators produced a report based on the discussions which is expected to lead to future collaborations in research and co-production of knowledge.

Results and Impact The workshop was organised as part of a series of continued engagement with different groups of stakeholders in one of the areas studied by the project - Novo Recreio in Guarulhos. The workshop aimed to introduce local stakeholders to the project and plan jointly some of the research activities and potential dissemination activities. There was a lot of interest in the workshop and increased interest in the project and the topic as a result.

Results and Impact This is a partnership with Janet Astbury from the Values and Sustainability Research Unit at the University of Brighton, Ralitsa Hiteva at SPRU, University of Sussex, and Cian O'Donovan at SPRU, University of Sussex on The role of placemaking and infrastructure in the circular economy at the 'Sustainable lifestyles, livelihoods and the circular economy' conference in Brighton, 27-29 June 2017.The purpose is to generate a discussion with local authorities, policy makers, NGOs and housing associations on incorporating measures for wellbeing, belonging and happiness into the National Needs Assessment methodology for the National Infrastructure Commission. The objective is to use the special work studio to design and propose a less technocratic methodology for assessing urban vulnerabilities and making plans for improving resilience at the urban nexus.

Results and Impact A specialised website on PGIS activities in Novo Recreio and Guarulhos was created in Portuguese and English to help teach students about the urban nexus in their neighbourhood and to serve as a repository of useful information acquired through data collection and sharing so that students who have undertaken the course can continue to work in understanding the impact of the urban nexus on vulnerabilities in their communities. Results and Impact The research team organised a two part paper session titled: Governance innovations for the urban nexus. The session was co-organised with Chiara Farné Fratini (DIST, Aalborg University) and sponsored by the Urban Geography Research Group. Harriet Bulkeley (Durham University) was a discussant.
This session brought together empirical case studies and conceptual contributions that consider innovations in governance of the urban nexus (water-energy-food-environment) that:
1) Enable the creation of flexible arrangements; such that a choice of alternatives courses of action are left open in the medium and long-term, in contrast to patterns of early 'lock-in' to a particular policy trajectory, technology and set of interests;
2) Facilitate structures, cultures and practices of connecting, relating, interlinking and intermediating across sectors, technologies, actors and scales of governance;
3) Include the maximum possible variety and heterogeneity of actors (in terms of position, level and type of expertise and culture) and practices involved in governing the nexus across scales and sectors.

Results and Impact A Participatory Geographic Information System (PGIS) extension course on environmental health, for children between the age of 14 and 17, was designed and taught in Novo Recreio (one of the neighbourhoods studied in the project) from April-June 2017. The course provided students with useful skills which allowed them to understand better the impact of urban nexus vulnerabilities on health and the environment in their communities, and to go on and help their communities in addressing these vulnerabilities.

Results and Impact The purpose of the multi-stakeholder workshop was to present and test a vulnerability mapping of food-water-energy and the environment provisioning in Sofia; to introduce and discuss the values created from nexus thinking in the provisioning of food-water-energy and the environment, through the lens of three interrelated social practices: urban farming, making zimnina and energy provisioning; and the ways through which these values can be captured and shared. The day long discussion was organised around three tables, each of which was focused on a specific nexus practice: urban farming, integrated policy thinking and doing at municipal level and composting; and led by a policy-maker or a practitioner. Each table produced a vision for the development of a sustainable model for the practice which creates, captures and shares value building on nexus interactions of the practice with related practices. The workshop generated an interesting discussion between urban policy-makers and practitioners, identified useful partnerships and practical next step to building on nexus interactions. Two partnerships were formed on the day as a result of the workshop: between a solidarity kitchen which feeds 100 vulnerable people every day and the policy maker Vision for Sofia; and between a cooperative garden, composting NGO and the solidarity kitchen. All participants reported increased understanding of nexus relationships between the three discussed practices and interest in building up their practices based on nexus interactions.

Results and Impact A public discussion from 6 pm till 8pm with 5 panelists ( 3 local participants and 2 international researchers) moderated by representative from Greenpeace Bulgaria on the topic of : Urban Farming - a hobby, way of life or survival? The purpose of the talk was to introduce nexus thinking and showcase the relationships between food, water, energy and the environment through the lens of the practice of urban farming. A count was taken at the start of the discussion with most people supporting the idea that urban farming is a hobby and only 1 person thinking that it is a way of survival. At the end of the discussion the majority have changed their minds and believed that it is a way of survival. The discussion sparked many questions and a heated discussion between supporters of different views in the audience and in the panel. The public discussion was followed by a reception to showcase the exhibition made from photos taken during the fieldwork in Sofia, Kampala and Sao Paolo.

Results and Impact The ResNexus conference was held at Wageningen University & Research in Wageningen, the Netherlands, on November 7 and 8, 2018. The conference brought together academics and practitioners working in government and civil society who are dealing with the Urban Water Energy Food and Environment Nexus worldwide.

The conference is part of the "Resilience and Vulnerability at the urban nexus of food, water, energy and the environment" (ResNexus) project jointly funded by the FAPESP, ESRC and NWO. It was hosted by the Environmental Policy Group at Wageningen University and Research in conjunction with the ResNexus project partners Science Policy Research Unit (SPRU) at the University of Sussex and the Faculty of Public Health at the University of São Paulo.

Results and Impact Two researchers from the teams at Wageningen Institute and the University of Sussex visited the neighbourhood and organisations being studied as part of the Brazilian case study. The aims was to engage them with the thinking behind the methods and concepts underpinning the project, and discuss and implement any changes needed in the way data was being collected and analysed. The engagement was practically oriented, and along with a long and engaging discussion, all researchers had an opportunity to get involved in some of the practices being studied. Local participants reported better understanding of the nexus relationship involved in the practices included in the project and the rationale for the planned activities for engagement with the project. As a result some vowed to change the way they providing fresh food for themselves and their communities.

In the first part of the meeting, the issue of "Sectorial Governance of the nexus at the municipal level" was addressed. In this block, was discussed (i) the municipality and the extent of public policies that connect healthy and sustainable food; (ii) municipal energy management; and (iii) water as the main focus of the nexus interlacing and the performance of the municipality of water resources. The second block deliberated about the "Interdependence and Synergy", and was discussed (i) the investigation of the urban nexus of the chains in the city of Guarulhos and the perspective of urban planning; and (ii) identification of interdependence and possibilities of viable synergy at the municipal level. Results and Impact The studioworkshop was part of the Sustainable Lifestyles, Livelihoods and the Circular Economy conference taking places at the University of Sussex 27th-29th June 2017. The studio workshop included academics, policy makers from Haringey City Council and industry representatives from Orbit, the housing association. The discussion focused on practical ways of addressing the vulnerabilities from the water-food-energy-environment-land nexus through practices around the provisioning of water-food-energy-housing. The discussion covered examples from Canada, Europe and Asia, and generated a lot of interest in the discussants. As a follow up from the session Orbit developed a partnership with Ralitsa Hiteva for the development of a new ESRC proposal focusing on nexus relationships and wellbeing.

Several requests were made for more details and discussions with three potential partners in organising workshops in Kampala and Sofia, and working jointly on developing an innovative methodology for hybrid forums were discussed.

Results and Impact 50 people from national and local organisations, and researchers from UK, Brazil and Uganda attended this multistakeholder workshop in Kampala. The purpose of the workshop was to: 1) present the key findings of the research in Kampala; 2) to raise awareness of nexus (water-food-energy-environment) interdependencies and the vulnerabilities these create for local communities; and 3) create discussion about how these vulnerabilities can be addressed through actions and activities around cooking matoke. The workshop included presentations, verbal accounts, discussions and a trip to one of the field sites (one of the poorer neighbourhoods in Kampala) for all workshop participants. As a result of all these activities all participants reported increased awareness of the nexus vulnerabilities related to cooking matoke and the linkages that these have with other more traditional policies such as water supply.

Results and Impact The blog aimed to provide a summary and my reflections as an international researcher working on the same issues, but in a different context, of the vision building workshop in Kampala for those who were not able to take part. The blog was published on the project webpage and sparked a lot of interest from the fieldwork participants from the Bulgarian case , as they sought to draw comparison between the different fieldwork sites. I showed the Bulgarian participants photos from the field site visit as part of the workshop and we discussed the workshop format and findings at 4 meetings in my apartment in January 2018 (the second part of the fieldwork in Sofia). Some of the findings about the tradeoffs between water and energy use were relatable to the Bulgarian context (i.e. the practice of making zimnina) and served to highlight vulnerabilities which have remained hidden in traditional practices, reproduced over decades.
