Abstract
"EVI-MED - Constructing an evidence base of contemporary Mediterranean migrations" seeks to conduct urgent data collection and essential analysis on the Mediterranean migration crisis and to make these swiftly and publicly available to policymakers, practitioners, migrant community support organisations, and the research community.
EVI-MED will provide insights into the major humanitarian, social, economic and political implications for the principal countries of arrival - above all Italy and Greece - as well as Malta which is a central pillar of the search and rescue effort. The project is also relevant to other potential countries of reception and settlement in Europe, including the United Kingdom. This will be achieved through a diversity of research methods, including:
A) The collection and standardization of a broad range of secondary data on migration, including statistics provided by search and rescue organisations and national and European bodies which will be integrated with data-sets made available by international NGOs, to create a synthetic database on migration trends and characteristics of flows.
B) A survey of individual migrants - with at least 750 participants across Sicily, Greece and Malta - providing insight into profiles, routes, experiences and migration plans. This survey data will be complemented by 45 in-depth interviews focusing on migrant life-histories, decision making and use of networks.
C) A systematic mapping of the 'reception systems' in Sicily, Greece and Malta, identifying governmental and non-governmental actors involved in the identification, management, reception, integration and potential return of migrants who make the journey across the Mediterranean.
D) Overall analysis of the migration and reception situation, derived from the above data-sets and integrated with further interviews with experts and practitioners, the contribution of international advisors, and the evidence emerging from the existing literature and other research and ongoing research activities.
The project benefits from close collaboration with a number of well-established specialist organisations, including the Greek Council for Refugees, the Migrant Offshore Aid Station (MOAS), Migrant Report, Borderline Sicily, People for Change Foundation Malta and with expert knowledge of countries of origin provided by the Regional Mixed Migration Secretariat (RMMS), a project of the Danish Refugee Council working in the Horn of Africa and Middle East.
EVI-MED's wide-ranging engagement platform capitalises on the network of collaborations and partnerships established with Middlesex's Mediterranean Observatory on Migration Protection and Asylum (MOMPA) - a joint initiative of Middlesex University London and Middlesex University Malta.
The project outputs - including data-sets, policy briefs, academic articles, situation reports, interactive maps - will be made available through the project website, in order to advertise them as widely as possible through EVI-MED's 'engagement platform', networks and social media provided by partners and collaborating organisations. Other outputs include conferences, knowledge exchange events, consultations and briefings with national and European policymakers.

Italy: Council of Ministers; Ministry of Defence; Ministry of Foreign Affairs; Ministry of Interior. Malta: Office of the Prime Minister; Office of the President; Ministry for Home Affairs and National Security; Ministry of European Affairs, Refugee Commission; Ministry of Social Dialogue, Agency for the Welfare of Asylum Seekers; Armed Forces Malta.
(2) Regional/Municipal governments of Greece, Italy, Malta will benefit from data on migrant flows, services and provision which will assist with reception planning and integration. Key beneficiaries include: Greece: Decentralised Administrations (Northern Aegean Region, Southern Aegean Region, Crete); and regions and municipalities of Athens and Thessaloniki. Italy: Region of Sicily; Provinces of Agrigento, Caltanissetta, Catania, Enna, Messina, Palermo, Ragusa, Siracusa, Trapani; and municipal governments in Milan, Rome, Naples. Malta: North Western Region and South Eastern Region.
(3) European Union institutions. European Union Institutions will benefit from data and analysis regarding migrant flows, services and the planning of reception, relocation, and resettlement; as well as the challenge of protecting the human rights of migrants and anti-smuggling efforts. Key beneficiaries include: European Parliament (LIBE) Committee on Civil Liberties, Justice and Home Affairs; European Parliament Information Office (EPIO); European Commission (DGs Employment, Social Affairs and Inclusion (EMPL); Eurostat (ESTAT); Humanitarian Aid and Civil Protection (ECHO); International Cooperation and Development (DEVCO); Migration and Home Affairs (HOME); European Council; European Asylum Support Office (EASO); Frontex.
(4) Donor governments. Governments funding search and rescue efforts and humanitarian assistance to refugees from Syria and Eritrea will benefit from information allowing for the more efficient use of funds. Beneficiaries include all 28 EU member states and migrant receiving states/countries of resettlement including Norway, Switzerland USA.
(5) Migrants/Refugees and others in countries of origin. Refugees, family migrants, economic migrants and others will benefit from the provision of a map of services and public database on access points and areas of high danger; which will also strengthen the capacity of the organisations supporting them.
(6) NGOs including relief agencies and migrants centres will benefit from 'data validation' and analysis of information and data on flows and services. This will enable the more effective use of funds and better planning for reception, integration and future return scenarios. Key beneficiaries include: Italy: Borderline Sicily, Caritas, Emergency, MSF, JRS. Greece: Greek Refugee Council, MSF, Migrant Files. Malta: Aditus, Catholic Church's Emigrants' Commission, Jesuit Relief Services; Migrant Offshore Aid Station; MSF; SOS Malta; Victim Support.
(7) International Organisations (IGOs and INGOs) will benefit from 'data validation' and analysis and joint dissemination efforts. Key beneficiaries include: International Centre for Migration Policy Development (ICMPD); ICRC; IOM; International Maritime Organisation; UNHCR.

| Description | Our findings were used to inform debate about the wider migration 'crisis' in Europe in both the UK, in public, and in both the Westminster and European Parliaments. Our initial findings were used to support Moving Stories - Refugee Week at the British Museum, where a film produced by one of our student interns was shown, alongside a presentation by Professors Blitz and Kofman, and in the context of the newly acquired Lampedusa Cross. In the UK our findings informed a parliamentary inquiry on the threat of human trafficking to unaccompanied and separated children. In the European Parliament our findings were presented to inform the nature of refugee reception and migration management. The research has attracted both media attention and many invitations to high level events. Specifically, in July 2017, our findings were included in and cited in the report prepared for the Human Trafficking Foundation by Christine Beddoe, 'An Independent Inquiry into the Situation of Separated and Unaccompanied Minors in parts of Europe. In July, findings were further shared at a special conference on migration management hosted by the European Parliament Committee on Civil Liberties (LIBE). In November 2017, the PI was awarded the post of Director of the DFID and British Academy Programme on Tackling Slavery, Human Trafficking and Child Labour. While the research did not expressly ask about 'modern slavery', participants were asked about how they paid for their journeys and if they laboured in remunerated or unremunerated jobs. The evidence in particular of migrants who transited via Libya to Italy was used to inform the above programme and highlight how forced migrants may be absorbed into forced labour. |

| Impact | Over the last few years the UK Government has shown significant leadership in response to the refugee crisis into Europe and more broadly to the various migration crises globally. This is reflected in its aid commitment to Syria and the surrounding regions, in the previous deployment of UK assets for search and rescue operations, the expansion of the Syrian Vulnerable Person's Resettlement Scheme, accepting vulnerable children and their families from the Middle East and North Africa region under the Vulnerable Children's Resettlement Scheme and in enacting legislation to relocate vulnerable unaccompanied children from within Europe in what has become known as the "Dubs Amendment" after Lord Alf Dubs who has long championed the protection of refugee children. The migrant crisis of 2016 brought into sharp focus the many thousands of children fleeing from desperate situations. A significant percentage travel alone, others start the journey with family but can easily became separated en route leaving them alone without a responsible family member. UNHCR recorded that between 1st January and 31st December 2016 100,264 children arrived in Greece, Italy, Spain and Bulgaria, of whom 33,806 (34%) were unaccompanied or separated children. These children arrived through three principle routes: via Turkey to Greece and Bulgaria by sea; by sea to Italy; and by sea to Spain and overland. In Italy an estimated 92% of the children were unaccompanied. The Inquiry welcomed the Dubs Scheme as a contribution to the 4 P approach to combat human trafficking - Prevention, Protection, Prosecution, and Partnership. When Section 67 of the Immigration Act was enacted the Inquiry team believed that done correctly, the safe and swift transfer of children to the UK would assist social workers to undertake comprehensive assessments and that would ultimately provide more data to law enforcement about how traffickers and smugglers operate across Europe. At the same time, it would deliver a comprehensive package of support to children, build trust with them and this would reduce the future risk of trafficking. It is therefore disappointing that the Government used trafficking as an excuse to curtail the Dubs scheme without consultation with specialist organisations. The evidence we submitted highlights that current policy feeds human trafficking, not stops it. Our EVI-MED research contributes to a wider body of evidence which is being used to inform recommendations about how to protect children on the move and prevent organised serious crime. |

The conference included input by lead experts in the field, human experiences by Milos and Saleh two migrants endevouring to integrate in Malta and a panel of employers followed by a compte-rendu by MEPs on their efforts in shaping a re-dimensioned EU policy on migration. Professor Brad Blitz presented a paper at this conference and this was followed up by media interviews for local Maltese television. |

| Results and Impact | Scholars writing on migration in the European Union have called attention to the competing dynamics where Europe's borders have been softened and simultaneously hardened: internal borders have been removed while external border controls now limit and monitor the entry of non-Europeans. This softening/hardening is evident in the contest between effective border management and the protection of human rights, above all the right to asylum. What academic scholars have not recognised, however, is the differentiating and, at times, polarising effect that this dynamic has had on the provision of services, above all in matters of migrant reception. This paper presented by Professor Brad Blitz reports on a current project funded by the UK Economic and Social Research Council and UK Department of International Development (DFID) which aims to conduct urgent data collection and essential analysis on the Mediterranean 'migration crisis' and to make findings swiftly available to policymakers, practitioners and the research community. This paper includes three case studies from Greece, Italy and Malta, providing an insight into the profiles, routes, experiences and plans of individual migrants and maps the 'reception systems' in these countries. This paper informs our understanding of the hardening and softening of borders within the European Union and the management of humanitarian protection in both countries of arrival and relocation within the European Union. This presentation generated a podcast, blog post and further research projects including collaboration on November conference organised by the New Europeans and Federal Trust in London; and a forthcoming conference in Greece in July 2016. |

| Results and Impact | Europe and migration: how can the flows be managed? Chair: The Rt Hon the Baroness Amos Recent disturbing scenes in and around the Mediterranean have highlighted the huge challenges faced by Europe in general and the EU in particular in dealing with the challenges of migration. The tens of thousands risking their lives by desperately trying to cross into Europe from North Africa and Turkey have put under new strain current policies at national and EU level, and tested the concept of European solidarity to its limits and beyond. Franco-British relations are once again being damaged by thousands of immigrants gathered at Calais to try to cross into the UK. Routes from Turkey through the Balkans are also generating major political strains. Immigration has become an even more toxic political question in many countries, feeding nationalism and populism, and in some cases Euroscepticism. The underlying paradox is that many countries in Europe will increasingly need significant levels of immigration as their working populations fall. The reality is that, whatever the current economic and social problems of Europe, it offers dramatically better life chances for millions of people in the Middle East and North Africa affected by conflict, poverty and poor governance. The numbers of genuine refugees fleeing war and persecution in Syria, Iraq, Eritrea and too many other countries of the region are swelled by economic migrants willing to risk death for a chance of a better future. Once in Europe, the experience may be disappointing but the chances of forced return are small.Current policies are attempting to tackle the issues from many angles: dealing with the root causes of poverty and conflict; humanitarian aid on the spot for those who have fled their homes; measures to target people traffickers; interception of boats at sea to save lives; humane reception arrangements for those who successfully make the crossing; identification and separation of genuine asylum seekers; return of others to countries of origin; burden-sharing between European countries and help for the countries in the front line. However,there seems little current chance of reducing the flow, or of a political response including more generous relocation and resettlement policies. This raises some key questions. Can the flow be reduced in the absence of peace settlements to the main conflicts, particularly Syria? Why is diplomacy still struggling to make an impact here? Can Europe make enough of a difference to good governance and economic devel opment in the affected countries (whose high population growth rates are making the problems worse) to persuade more people to stay where they are and,if so,how? How are patterns of migration likely to evolve in the next few years? Can more humane and ge nerous resettlement arrangements, including fair and legitimate burden-sharing, and better legal ways of moving to Europe, be put in place without increasing the pull factors? How can Europe control immigration sufficiently to combat xenophobia and populis m, and allow immigrants of choice to contribute to economic growth? Does the current situation threaten internal freedom of movement within the EU, as national governments try to control their own borders? This conference will bring together politicians, officials, experts and others from across Europe and more widely to examine the dilemmas and make policy recommendations in this most difficult of areas. |

| Results and Impact | The Valletta Summit on Migration held in Valletta, Malta, on 11-12 November, and brought together European and African heads of state or government in an effort to strengthen cooperation in the area of migration. The meeting, hosted by the Maltese Prime Minister Joseph Muscat and chaired by the President of the European Council, Donald Tusk included European Union representatives, 63 leaders from Africa and EU member states as well as a large number of international and regional organisations. Professor Brad Blitz attended the meeting and reported from it for TV Malta and LBC Radio. |

| Results and Impact | Prof. Eleonore Kofman and Dr. Alessio D'Angelo, with Elizabeth Kirstoglou (Durham) contributed to the IMISCOE Spring Conference in Copenhagen presenting preliminary findings from their ESRC-funded 'EVI-MED' project. The session brought together two projects (funded by the UK Economic and Social Research Council), currently working in parallel and investigating the Mediterranean migration crisis as this unfolds in three main locations, Sicily, Malta and the Eastern Aegean islands. Based on original quantitative and qualitative field-research we offered a critical comparative review of the technologies used to monitor migration in these regions. We focused on the procedures of screening, defining and categorising subjects and on their effects in the production of migrant/refugee subjectivities and taxonomies. The representation of subjects in terms of economic migrants/refugees, age, gender and kin relationships, has a bearing on the ways they are designated as being worthy of protection, or not, and recipients of resources from the state, NGOs and civil society. In addition, Alessio d'Angelo provided a 'critical map' of Sicily, discussing and visualising a rapidly evolving scenario and raising questions about the near future and lessons to be learned. |

| Results and Impact | The Commission consists of twelve policy--oriented hearings at which leading experts have been sharing their views on the implications of the UK remaining or withdrawing as a member of the European Union. The format is 'Chatham--House' style with guests by invitation only. The session on free movement and immigration included senior figures from a variety of fields to offer their views: some drawn from among academia, policy research, elected officials, the civil service and non--governmental organisations. Afterwards, the conclusions of this and other hearings will form the basis of the LSE Commission Report on the Future of Britain in Europe, which is intended to be an authoritative contribution to the referendum debate. Professor Brad Blitz was invited as one of the panelists to advise the Commission. |

The many faces of migration and reception systems in the Mediterranean.- Monday 19 June 2017; Middlesex University, London, NW4 4BT Between 2015 and 2016 more than one million people crossed the Mediterranean, Many fleeing war and persecution. The reception of refugees and migrants has been a major plank of EU policy. This event reports on the findings of the EVI-MED project, an 18 month study which seeks to map and evaluate reception systems in the Mediterranean. Drawing upon survey data of 750 people in Greece, Italy, and Malta and interviews with migrants and a diverse range of national and international stakeholders, this event presents an independent systematic assessment of the ways in which the EU and its partners have sought to handle the reception of unprecedented numbers refugees and migrants and their responses. |

| Results and Impact | The Human Trafficking Foundation launched an inquiry into modern slavery and human trafficking - and more specifically, unaccompanied and separated minors in Europe. The aim of the inquiry was to: Assess the risk of trafficking and exploitation facing such unaccompanied and separated minors Assess the alleged 'pull factor' to the UK (the suggestion that a route to the UK encourages traffickers) Assess the ability and willingness of local authorities to accept more unaccompanied minors Examine what action is required to better protect children from the risks of trafficking and exploitation Examine the UK's response towards young people at risk in Europe who have sought refuge from countries in turmoil Assess the impact of current policy on these risks Make recommendations on future policy The EVI MED research team submitted evidence to support this inquiry which resulted in a report launched on 13 July 2017. |
