GCRF-COMPASS: Capacity-building in Eastern Neighbourhood and Central Asia: research integration, impact governance and sustainable communities

Abstract

Global trajectories of development embedded in core Western notions of 'good governance', economic progress and democracy promotion, are being increasingly challenged by the rise of smaller states, emergent new orders and their counter geopolitical configurations. In their perception, the western approach still remains essentially 'unilateral', predicated on the 'universalism' of western norms and their seeming 'exceptionalism' rooted in a historic success and post-colonial discourses of Europe (Nikolaidis 2015). Therefore it comes as no surprise that 'good governance' as a way to structure external relations, encounters defiance and resistance from a non-European outside, who feel that their way of being, belonging and believing is ignored, excluded and even 'threatened'. COMPASS advocates for a new conceptual and practical approach to 'good governance', which would place more emphasis on local 'peoplehood' by way of capacity-building, on 'othering' as a way to de-centre and prioritise the needs of local communities, and on connectivity with all-level stakeholders, to ensure lasting and legitimate transformative effect, and dialogue.

The project thus seeks to set up the 'hubs of excellence' at the leading HEIs in Azerbaijan, Belarus, Tajikistan and Uzbekistan. The chosen countries are former Soviet Republics, who share the legacies of the past including unreformed and heavily bureaucratised public sector, autocratic governance, outdated and inequitable education. Furthermore, they remain relatively inaccessible to the international community, and suffer from economic hardship, ongoing ethnic conflicts and Russia's geopolitical pressure.

COMPASS does not only aim to address the societal challenges of facilitating sustainable governance, equitable education and resilient and conflict-free communities in the developing countries. It also sets to develop lasting research partnerships with hitherto closed regimes, seeking to bring about change by way of inter-disciplinary research integration in the UK and European research frameworks.

In particular, drawing fully on our long-established contacts with the scholars of the region we seek to achieve 3 specific objectives:
- promote internationally recognisable specialist excellence capacity for each partner
- develop research synergies and joint projects
- integrate and disseminate output activities to scholarly, policy and public communities, regionally and internationally

To do so, we will establish knowledge platforms in the chosen countries, selected on the basis of their inter-disciplinarity, high research potential, specialist subject niche and connectivity with all-level stakeholders. They include:
- Azerbaijan Diplomatic Academy, Centre of Excellence for European Studies, specialising in European Studies, regional security and energy diplomacy
- Belarusian State University, specialising in peace-building straddling History, Sociology, Economics and IR
- Tajikistan International Shahidi Foundation, specialising in Cultural Anthropology, Identity and Social Psychology
- Uzbek University of World Economy and Diplomacy, specialising in Eurasian economic relations and diplomacy practice

By conducting a wide range of research workshops, pilot projects, learning and training activities, policy forums, and public events, we would seek to positively impact on the welfare provisions in the developing countries. Looking prospectively, established strategic partnerships and research networks would also greatly enhance the UK academia and the work of the consortium with a long-standing interest in the eastern region and Central Asia. This will be achieved by providing direct and privileged access into hitherto closed autocratic regimes, and insightful research opportunities and synergies. Additionally, it would greatly contribute to the UK and EU policy sectors, offering first-hand evidence on regional security, economic, cultural and diplomatic cooperation.

Planned Impact

The project targets three common development challenges in the selected countries, which focus on inclusive and equitable quality education; resilient and sustainable livelihoods; and reduction of conflict, inequality and poverty. While commonplace in all four countries, they have significant variations and would require a tailored approach to account for political, economic and cultural sensitivities of each given case.

We believe that promotion of specialist 'hubs of excellence' in HE which would identify and enhance strength but also address the underlying weaknesses of the system, would ensure sustainable benefits for the countries' economies and their welfare. In particular, we believe, that by:
- updating learning provision, upskilling staff, enhancing student knowledge and training PhDs would invariably address the need for more equitable education to serve relevant sectors of economy and governance structures. Unlocked education provision would also respond better to the market demand, which is currently mismatched against the supply of the HE sector (WB 2015).
- integrating the hubs into a wider research framework, and establishing networks of excellence across the region and internationally would stimulate the demand for new knowledge production and transfer, as well as for cooperation on conflict related issue transcending geopolitics and internal divisions.
- Executive education provision and training programmes would offer better connectivity between different sectors of economy, and stimulate demand for modernisation of public administration, and for creativity in the private sector, striving to link with international markets.
- Reaching out to schools, and a wider public would stimulate change in attitudes and patterned behaviour, and contribute to the rise of the responsible and engaged citizenry, to render resilience and sustainability of livelihoods across the region.

For this to occur and become a legacy for continuing transformation, we would pursue the following 'impact pathways':
- 'COMPASS meets academia': sharing and developing research and learning provisions (PhD Training and Executive summer schools, research and study workshops, student conventions); facilitating joint publications (working and policy papers, articles and monographs) and data gathering; developing research synergies to apply for specific pilot projects following PI's success and experience with H2020 Twinning, AHRC Development and ESRC research grants; forging links with learned societies (BASEES, UACES, BISA, British Academy, Jean Monnet network)
- 'COMPASS meets policy': establishing regular policy forums in developing countries, roundtables with policy communities at the FCO, Westminster and EU institutions; linking up with GLOBSEC, RIGA, CEPS, LSE Dahrendorf to have a wider policy exchange and reflection groups; accessing Ministries (following PI's example of working with MFA and UNECE in Belarus, and MFA and EUD in Azerbaijan; COI work with MFAs and Public Councils in Uzbekistan and Tajikistan) and respective policy groups (Gaidar Foundation, Valdai Club, Eurasian Silk road forums) to ensure as wider impact as possible.
- 'COMPASS meets people': organising study packages and school fairs to forge closer links with centres of excellence; and running citizen juries and BBC style question time involving local authorities, and other stakeholders
- 'COMPASS meets media': fully engaging with social media, as well as establishing a regular time slot with BBC Russian service '5th floor', and BBC GLOBAL; and reporting to other media outlets (SKY, ITV, France 24, Euronews, and national broadcasters)

This research and policy connectivity between different stakeholders at the national and international levels would contribute to developing lasting legacies and value-added engagement of the current project provisions, for the benefit of the wider society in the target countries, the UK and globally.
 
Description The project is in its final phase (2021/22) ending in March. Despite the challenges of COVID, the war in the Caucasus, civil unrest in Belarus, border conflicts in Central Asia, the project has made remarkable progress, conceptually and empirically, building capacity. The project and the team members have received awards, honours and made considerable impact because of the grant. The project was awarded Highly Commended status for its achievements by the Times Higher Education in the category of international collaboration of the year (2021), received university-wide awards, for eg. Early Career Researchers and best PhD work awards. 3 post-docs on the project have gone on to become lecturers in UK and Europe. The PI and Co-I have been awarded positions on forums across the region (CAREC, Caspian Forum, Silk Roads Forum), UK and Europe (EIIR, British-Kazakh Society).

The key findings of the project include locating capacity gaps between the social, cultural, historical, and political dimensions, across research, policy and community. The project has identified gaps between international organisations and local needs in aid; infrastructure to overcome landlocked geographies; policy and research; lack of an understanding of the local culture (academic and otherwise). The project has filled significant interdisciplinary and cross-regional gaps in knowledge production and transfer, engaging with scholars, policy-makers and communities across the UK and the region. A major outcome has been to understand that research cultures in the UK and Central Eurasia are located in very different institutions and civil society needs differ. The reports, papers and participation in forums have highlighted policy informed by research, gauged against community needs, essential for resilient, connected and sustainable societies. Kent and Cambridge organised public facing events: discussions with parliamentarians and diplomatic corps, civil society conversations highlighting the gaps in priorities of the state and the needs of populations; Cambridge organised discussions on aid and development to show the chasm between what international development and local needs. The project findings have raised questions like 'development for whom' and 'representation of which voices'.

A research gap mitigation strategy included several steps like identifying research niche via signature conferences for partner HEIs and linking them to international research and policy community; targeted workshops and International Training Schools; high-quality co-authored publications. The launch of the transdisciplinary Global Challenges Doctoral Centre at Kent (2019), Cambridge Research (Bukhara 2019) and Leadership workshops (2020) for regional ECRs and stakeholders; TNU (2019); UWED (2020) and ADA University (2020): https://research.kent.ac.uk/gcrf-compass/compass-research-training-schools. The project teams mentored ECRs through Training School Reports and worked with young researchers on research ideas for PhD proposals and publications. We identified and supported decision makers to engender change and bring understanding in the region and the UK. Pairing younger and senior researchers together to improve their presentation and publishing skills and understand gaps in policy making.

As a result, we generated over 500 outputs. This includes 5 co-produced Special Issues, in Contemporary Security Policy (April 2020), International Politics (July 2020), Problems of Post-Communism (Spring 2021), Journal of Eurasian Studies (Sept 2021) and Cambridge Review of International Affairs (2022). We co-produced and secured 4 edited volumes (Routledge Nov 2020, Routledge Nov 2022, Palgrave and Routledge December 2022); and 3 partner-led collective monographs. Our postdocs published individual monographs and submitted proposals (OUP February 2022). Our Work-in-Progress Sessions (WIPS) at Kent and the seminar series at Cambridge have partnered with regional international institutions (Oxford Belarus Observatory webinars; Daughty Street Chamber webinars, GRN-Cambridge and Jeonbuk National University-Cambridge Seminars, South Korea), virtual workshops with parliamentary delegations, experts on Science and Technology, Economic Reform, Community Harmony, Conflict Mitigation, Migration and Energy. These served as dual tools for mapping capacities and constructing strategies. Several Cambridge organised workshops with Ambassadors, Ministers, Eurasia's Civil Society leaders and Soviet-era scholars touched on development priorities, Uzbekistan joining EAEU, climate change, security in Afghanistan, social movements. All these showcased bourgeoning research, exposed new knowledge repositories and avenues for development.

A policy gap mitigation strategy included organisation of training policy workshops at the FCDO and in Brussels; providing policy-makers with COMPASS Policy Communiques (CPC) co-produced by students and published monthly, commended by FCDO senior officials. We organised a series of events with OSCE (Cambridge 2018), diplomatic corps of the regional countries in the UK (Cambridge 2019-2021), Members of Parliaments from the region (Cambridge 2019-2020), and participated in many meetings organised by government ministries in the region. The Uzbek ministerial delegation in Cambridge (Uzbekistan, December 2019) highlighted the importance of Uzbekistan's priority to enter regional organisations with Russia again. These meetings in Cambridge provided a space for frank discussions between countries of the region: multi-level interactions without political restrictions. Our policy workshops produced COMPASS Policy Briefs (CPBs) focusing on development issues- e.g. Spatial mapping and decision making; COVID related development issues; SDGs and national development agendas; unrest and conflicts -were distributed to a variety of stakeholders via mailchimp, Facebook (1000+ subscribers), twitter and the website. The launch of regional policy forums were most significant achievements, Minsk Dialogue and the Future Leaders Initiative which over 3 consecutive years attracted top-level policy-makers internationally, enjoyed on average 500 participants and strong media attention; London Forum in Europe House and the House of Lords.

Laurence Broyd, senior FCDO official, commented to GCRF UKRI: 'Professor Korosteleva and her team deserve great credit for steering this demanding project so successfully through difficult times, not least the pandemic. I am writing as a member of the Advisory Board to note my appreciation for their work and to draw attention to the project as a good example of impact'.

Our community engagement initiatives: 60 Focus Groups across four partner countries, expert interviews, and secondary data analysis. The FG data was far reaching and continues to inform a series of academic reports and publications. Cambridge launched a series of Community engagement events in Russian and streamed across Eurasia- 'Research and Education Series with Cambridge Graduates' (October 2020); Civil Society Conversations (Jan 2021) and Old Knowledge Networks (April 2021). The team partnered with regional educational institutions and community organisations. The audience was school and university students and researchers. The talks will remain available online via TengriTv.

Theoretically, our achievement include the development of core concepts of the project - resilience, complexity, adaptive governance, local perspective, challenging notions of fragile states, through research workshops and publications. We launched a crisis reflection paper series to reflect on the implementation of resilience as a quality of an entity and analytic of governance necessary to make development more sustainable: https://research.kent.ac.uk/gcrf-compass/outputs/research-outputs/. We identified development paradigms derived from the specific regional historic trajectories which favour cooperation, linkages and collaboration. Resultant papers and reflective pieces pinpoint the importance of regional understandings and seeking local solutions that are emergent and organic. The project has consistently questioned one size fits all conceptual frameworks and via our research the project has expanded the discussion to include the voices from and of the region. For eg. social trust and social capital in Uzbekistan and Kazakhstan as an important economic lever; societies that live together separately (intercalation); labour unions, economy and state; youth and education in Azerbaijan. A clearer understanding of Eurasia in the global context thus has been achieved with a focus on inclusivity. We developed a range of spin off projects to continue the focus on resilience, complexity and governance; and series of key partnerships, with regional academia and private initiatives.
Exploitation Route While the roundtables, WIPS, policy forums, and workshops especially with high level ministers and the diplomatic corps have helped articulate and find these gaps, the annual signature conferences have been a means to academically and practically deal with these gaps, and the regional training schools, and the establishment of the transdisciplinary Global Challenges Doctoral Centre at Kent helped to build real research capacity by working with young researchers and mid-level policy makers, entrepreneurs and civil society representatives.

The findings are intended to be used for:
- academic/scientific breakthrough in understanding governance, order formation and community resilience, which make societies and states more resilient, and conflicts less likely
- comprehensive policy advice based on indigenous regional knowledge, and understanding of existing normative and emergent regional orders - to ensure their cooperative existence and peaceful transformation
- closer engagement with communities in governance processes through citizen juries and public debates
- better learning provision to grow a new generation of future leaders
- to grow a network of hubs of excellence focusing on different aspects of governance across the globe
- to inculcate a healthy respect for collaborative work;
- respect and understanding of different research cultures will bridge the gaps and misunderstandings rife in policy and academia
- to inform decision making both regionally and internationally
- to create an interconnected space with development aid agencies and local civil society organisations and leaders
- to write policy reports which are divested from local and international politics, steeped in understanding the needs of the people
- to re-evaluate economic, social and political indicators in line with local realities
- to step away from imposed and top-down initiated solutions in favour of organic and bottom-up processes
-to write research proposals and projects
-to do more interdisciplinary work
-Cambridge led mentorship programme has already allowed ECRs outside the COMPASS project to think about the region in ways that overcome restrictive paradigms.
-In the future, young scholars, ECRs, PhD students and policy makers will be able to access the project's legacy in questioning set agendas and discourses.
-The weekly seminars held in Kent, Cambridge and partner countries which have expanded in the course of the project provide a reliable way to access new research in terms of being open to everyone to attend but also via YouTube channels and facebook and twitter platforms that will continue to be accessible even after the project has ended.
-These are repositories of knowledge accessible to a wider audience than ever before.
-There are already collaborations and partnerships in place which were cultivated during the project will continue to harness the findings and conceptual breakthroughs that have been successfully published.
-Cambridge MPhil students in the Centre of Development Studies attended the training schools in the region in 2018, 2019 and 2020 and have gone on to participate in international forums, development agencies and have written research proposals having benefitted from the experiences of learning about research cultures in the region and superimposing western best practice in academic terms.
-These will bring fruition in the coming years and will rely heavily on the publications, training and forms of analysis learned during this project's duration.
-Our newsletters have been an important way through which we communicate and deliver project related news to the whole consortium. The newsletter has a wide reach and includes information on our most significant events, research activities, forthcoming events, publications and awards.
-We have a detailed form for recording activities and events from partner countries.
-We are visible on social media: facebook, twitter and Instagram along with a specific website for GCRF COMPASS on University of Kent platform, and through the website in the University of Cambridge.

Description The COMPASS project completed on 31 March 2022, resulting among other activities, in all Kent researchers leaving the institution. The PI along with Dr Kudlenko moved to the University of Warwick; two other PDRAs - to UCL SSEES and Oxford respectively, and the manager - to Birkbeck University. At Warwick, we were awarded some additional GCRF funding (COMPASS+), which allowed us to conclude the project with two higher-level events: Research and Policy impact forum in London (Prince Philip House) on 25-26 January 2023 and a similar event hosted by the European Endowment for Democracy in Brussels on 7-8 February. Both events were well attended, with key policy-institutions, academic and practitioners present; and well received. The forums took an innovative format of World Cafes, with the support of a professional facilitation and digital infographic company Nifty Fox to capture interactive sessions and discussions throughout the day. This produced 1) a padlet document which inclusively captured everyone's feedback to the event; 2) digital info-summary; 3) policy paper with recommendations to politicians; and 4) a pack of infographics to support it. The forum also allowed us to define new directions for research, which we already begin to develop with our international partners, including for LPIP and Community Centre funding. Impact On 20-26 January 2019 the COMPASS project organised an Executive Study Trip to Brussels for the partner-countries. This event was held at the Press Club, in the heart of Brussels, bringing together top-level delegations from across the Consortium for five days of training and networking: partner-HEI representatives, affiliate academics and ministry officials from Azerbaijan, Belarus, Tajikistan, Uzbekistan, as well as UK Universities - Cambridge and Kent. The attendees of this landmark event met high-level EU officials and practitioners to exchange ideas and learn more about EU decision-making, negotiations, lobbying, trade, funding and tender opportunities, scientific cooperation and strategic priorities for the Eastern neighbourhood and Central Asia. The event was organised with the assistance of EUpportunity, to whom the COMPASS project extends its gratitude for excellent organisation and handling of the event.

Impact Citations: Dear Dr Saxena, Your lecture was greatly appreciated by the participants. It took CELP into a new and vitally important territory. The session in the Maxwell Centre, University of Cambridge worked marvellously. The Central Organisation Department values CELP highly, awarding it an overall mark of 99.09%, which is higher than any other training programme in the history of the Department. They consider that CELP plays a vital role in China's interaction with global business at an important time in the evolution of China's relationship with the world. The final report on CELP each year is read by Prime Minister Li Keqiang and thereby contributes significantly to the Chinese reform process. CELP alumni include the governors of Guangdong and Zhejiang provinces, the Party Secretaries of Henan and Heilongjiang Provinces, and the Party Secretary of Chongqing Municipality, as well as the Head of SASAC and the heads of a large number of the countries' biggest SOEs.

Impact On 28 January 2019, the GCRF COMPASS project organised its landmark event - the London Forum. This event brought together high-ranking academics, including Vice-Chancellors and PVCs, policy-makers and practitioners from Belarus, Azerbaijan, Uzbekistan, Tajikistan, and UK Universities - Cambridge and Kent, to engage with UK government officials, policy-makers, funders and practitioners. The forum provided opportunities for networking, and exploring options for further cooperation on different levels of resilience-building - institutional, educational, community, economic, energy and security. This event was held at the Press Club, in the heart of Brussels, bringing together top-level delegations from across the Consortium for five days of training and networking: partner-HEI representatives, affiliate academics and ministry officials from Azerbaijan, Belarus, Tajikistan, Uzbekistan, as well as UK Universities - Cambridge and Kent. The attendees of this landmark event met high-level EU officials and practitioners to exchange ideas and learn more about EU decision-making, negotiations, lobbying, trade, funding and tender opportunities, scientific cooperation and strategic priorities for the Eastern neighbourhood and Central Asia. Title Complexity and Emergence in Eurasia's Decision Making 
Description Goal: To model how emerging approaches to dealing with complexity can support effective, inclusive decision making processes in Central Asia. Identify perceptions of complexity in participant's field of expertise (sub-sector) Identify which variables can be used to accurately assess the decision-making processes (directions, hierarchies, driving forces, etc) Sudden transitions/ tipping-points/ non-linearity: Complex systems show non-linear dynamics. That means that they may suddenly change behaviour or move to another regime. Limited predictability/ Fundamental uncertainty: The behaviours of complex systems are extremely hard to predict in great detail. Small changes in initial conditions or history can lead to very different dynamics over time. Evolutionary dynamics: Complex adaptive systems are often shaped by evolutionary dynamics. The mechanism of evolution starts with variation. Then there is selection of elements that are fit for the changed conditions.

The findings from this database served as a background to further conceptualisation and research design within this work package that aims to study identities, values and decision-making on the community level within each of the core countries.

Dr Saxena and P. Kalra presented papers and chaired at both the workshops on Science Diplomacy in Eurasia and Institutions and Science in Eurasian Development.
Collaborator Contribution Eurasia is uniquely poised in terms of geography and history which dictates the interactions between the countries which make up this space. are interested in finding out conditions for cooperation and collaboration of ideas, knowledge and industry in Eurasia. For this workshop, we will bring together scientists, economists, and historians to investigate the importance of knowledge networks that engineered exchanges in Eurasia historically, through the Soviet Union to the post-Soviet period, with a view to utilizing the study of these exchanges in understanding the future of Eurasia. The second GRN team for History of Eurasian Science and Knowledge Network will focus on locating the ways and means through which science and policy have interacted institutionally through the ages with a special focus on the 13th century under the Mongols who were the forerunners of creating a coherent Eurasian space and the nomads who succeeded them; the Russian and Tsarist institutional framework for science; the Soviet Academy of Sciences and its place in Soviet policy making; the scientific exchange and collaborative programs which Central Asian countries already have outside of Eurasia and the ways in which the South Korean government has engaged with the western world and with Central Asia in the 20th century. By tracing the history of institutions and mapping specific scientific projects and policies, the network hopes to have a comprehensive approach towards both the understanding of science and policy and how science diplomacy has unfolded in Eurasia over time and space in Eurasia.

Results and Impact On 22 April 2021 the University of Kent held the WiPS session with Dr Farrukh Salimov (Tajik National University). Dr Salimov argued that Central Asia becomes one of the key sub-regions of Central Eurasia, actively participating in a number of international cooperation and integration projects. Regional stability remains one of the cornerstone factors for sustainable development of the region. This presentation addressed the factors of internal aspects of regional stability in Central Asia, with a particular focus on Tajikistan. It discussed some of the major trends in the local socio-economic development, and internal and external challenges to stability. Integration and disintegration processes, reasons behind them and potential risks were assessed. The presentation also highlighted potential scenarios for future of regional integration in view of wider regional stability of Central Asia.

On 5 February 2021, the University of Cambridge organised a discussion with Dr Akram Umarov, the COMPASS UWED team member. Dr Umarov argued that the election of the new president in Uzbekistan in 2016 triggered the intensification of Uzbekistan's foreign policy. Analyzing the recent trends, he put forward the argument of the formation of a new independent regional security complex in Central Asia and discussed the vital role of Afghanistan in regional security. Results and Impact On 3 November 2021, the University of Kent team hosted a WiPS webinar with Dr Ignasi Torrent (University of Hertfordshire, UK). The presentation discussed the suitability of entanglements and relations as a mode of thinking and seeing peacebuilding events. Triggered by a reflection upon the UN's limited results in the endeavour towards securing lasting peace in war-torn scenarios, Dr Torrent critically engaged with three debates in contemporary peacebuilding literature, including the inclusion of 'the locals', the achievement of organisational system-wide coherence and the increasingly questioned agential condition of peacebuilding actors. He suggested that the UN, inattentive to the relational vulnerability of involved stakeholders, seeks to secure a totalising modern 'distory', defined as a story that undoes other stories.

Results and Impact On 11 March 2021, COMPASS Advisory Board Member, Professor Magnus Marsden from the University of Sussex gave an insightful lecture on 'Inter-Asia through Inland Eyes: Afghan Trading Networks across Land and Sea'. His talk demonstrated the significance of long-distance networks formed by traders from Afghanistan and Central Asia to the forging of present-day transregional connections within Asia. He focused on two specific corridors of connectivity authored by these traders: a 'Eurasian corridor' connecting East Asia to post-Soviet Eurasia and extending into Western Europe and a 'West Asian corridor' involving traders originally from Central Asia linking East Asia to Turkey and the Arabian Peninsular, thus exposing the ancient connectivity of the region with the world. Magnus Marsden is Professor of Social Anthropology and Director of the Asia Centre at the University of Sussex. He has conducted fieldwork in Muslim Asia, especially Pakistan and Afghanistan for over twenty years. His publications include Living Islam (Cambridge, 2005), Fragments of the Afghan Frontier (Hurst/Oxford, 2012), Trading Worlds (Hurst/Oxford, 2016), and Beyond the Silk Road (Cambridge, 2021).

Results and Impact On 11 March 2021 the University of Kent held the WiPS session with Dr Emil Nasritdinov (American University of Central Asia, Kyrgyzstan). Dr Nasritdinov presented preliminary findings of the project on the role of Muslim civil society in Central Asia. He argued it is a growing unique form of civil society that appeals to civic engagement that is in harmony with Islamic values, and can therefore maintain conservative ideas such as gender-specific segregation, respect for the elderly, supremacy of the collective over the individual, and tradition over innovation. The presentation focused on six forms of Muslim civil society in four countries (Kyrgyzstan, Kazakhstan, Uzbekistan and Tajikistan): Muftiyats, Islamic Foundations, Islamic NGOs, various jamaats, mosques and mahallas. The research is co-authored by Dr Sebastien Peyrouse (George Washington University) and Dr Emil Nasritdinov (American University of Central Asia) and supported by the United State Institute for Peace.

Results and Impact On 25 June 2021 the University of Kent team hosted WiPS webinar with Dr Eric Stollenwerk (German Institute for Global and Area Studies (GIGA) in Hamburg, Germany). The presentation focused on the European Union's southern neighbourhood. The security situation of many citizens in this region is uncertain and local populations frequently feel insecure, which is an indication of governance breakdown. Resilience has become a new focus in preventing a breakdown of governance. Yet, the extent to which resilience can help prevent governance breakdown remains unclear. Building on original survey data from Libya and Tunisia the presentation contributed empirical evidence to the debate.

Results and Impact On 24 November 2021, the University of Kent team hosted a WiPS discussion with Dr Nargis Nurulla-Khodzhaeva (Lomonosov Moscow State University, Russia). The discussion focused on the growing perceptivity of "absurd" of the (post-)pandemic time by revisiting ideas from Sufi (Ibn Arabi, Al Ghazali, Rumi) and modern philosophy (Derrida and Foucault). The talk was developed through an imaginary dialogue of virtual neighbours or hamsoya (ham - together, soya - shadow, or literally, it is "those with whom we share shadow"). The concept is present in Tajiki (Tajikistan), as well as in many other languages around (including Afghanistan).

Results and Impact On 20 May 2021 the University of Kent team hosted WiPS webinar with Prof. Fabienne Bossuyt (Ghent University). Prof. Bossuyt presentsed her draft paper 'The 'good life' as an alternative to neo-liberal governance: proposing a post-development approach to EU resilience governance in Central Asia'. Drawing on post-development thinking, the paper further advances the nascent scholarship that critically engages with the European Union (EU)'s approach to resilience as part of the EU's external governance policy. Considering the limited effectiveness of the EU's promotion of governance in its neighbourhood and further afield, the paper joins those scholars who argue in favour of a radical departure from the neo-liberal approach that the EU follows in its conceptualization and promotion of resilience in third countries. In the EU's new Strategy for Central Asia, which was launched in May 2019, boosting the resilience of the Central Asian societies is singled out as a key priority. The paper argues that if the EU is serious about promoting resilience as a way to empower 'the local' and contribute towards a truly sustainable future for the societies of the Central Asian countries, then the EU will need to embrace a de-centered, post-neoliberal approach to resilience.

Results and Impact On 13 May 2021 the University of Kent held the WiPS session with Prof. Cholpon Turdalieva (American University of Central Asia, Kyrgyzstan) titled 'The Dynamics of Reciprocity and Networks of the Kyrgyz through Toi-making: The Case of Bishkek'. Prof. Turdalieva argued that important life-cycle events in Kyrgyz society are marked by the staging of large informal feasting celebrations, known collectively as toi. Recognizing the broader social significance of such celebrations beyond the basic observance of life-cycle events, scholars have analyzed the 'toi economy' (Rubinov 2010) highlighting the importance of economic exchanges that occur around toi. Expanding Rubinov's analysis of the toi economy, this seminar discussed continuity and change in the materiality and symbolism of toi making specifically in an urban context, in Bishkek the capital city of Kyrgyzstan. In this presentation Prof. Turdalieva analyzed toi making and factors that have influenced its evolution in the post-Soviet Bishkek and New York, which became a host for thousands of Kyrgyz emigrants and migrants. In order to show more particularities related to Kyrgyz toi in both cities, the seminar presented historical discussion alongside ethnographic interview case materials of a recent wedding celebration.

Results and Impact On 13 October 2021 GCRF COMPASS hosted WiPS webinar with Professor Elena Korosteleva (University of Kent) and Dr Irina Petrova (UCL and University of Kent). The discussion focused on the role of the local and local ownership in the EU Foreign Policy. The speakers argued that in the context of ongoing deep transformations of the international system and the ultimately limited effectiveness of existing policy tools, the EU needed to profoundly rethink its modes of engagement and integration with a wider Europe and Eurasia. Using complexity theory as the main framework, they posited that in the VUCA world - the world of increasing volatility, uncertainty, complexity and ambiguity - it was at level of the local that the most effective problem-solving was possible, while pre-defined 'global' policy templates were proving ineffective and even futile.

Results and Impact On 16 December 2021, Dr Muzaffer Kutlay from the GCRF COMPASS University of Kent team presented her current research at WiPS. The presentation focused on the governance of minority rights regime in Bulgaria. Since the country's independence from the Ottoman Empire, the minority rights policies have been markedly controversial. As an indigenous community and the largest minority population, Turks have often been seen as a destabilising factor. In the 1980s, the anti-Turkish sentiment culminated in a state-led systematic assimilation policy in the winter of 1984-85, notoriously called the "national revival process." It is reported that 345,960 people were forced to migrate to Turkey in the summer of 1989. After the collapse of the Bulgarian Communist regime, almost 40 per cent (according to registered numbers, 133,272) voluntarily returned to Bulgaria throughout the 1990s. Despite difficult background conditions, the post-1990s developments marked a significant improvement in minority governance. A new governance regime was built around a new sense of collective identity and common vision for a more inclusive political community - supported by strong local ownership of the new (more inclusive) rights regime. As a result, most of the political and social rights of the Turkish minority were restored. With the help of the complexity thinking, Dr Kutlay looked into how this regime emerged and what made it resilient.

Results and Impact The official launch of the GCRF-COMPASS project took place in the 'Red Building' of Belarus State University in Minsk on the 22nd of May and hosted more than 60 delegates including members of all partner institutions, Advisory Board members, GCRF Project Officer, representative from the Belarus Ministry of Education, Parliament, Presidential Administration and ERASMUS+ students and staff of the Belarusian State University. The project received a warm welcome from the PVC Internationalisation, Professor Sergey Khodin, and was also covered widely on national TV, press and social media.

Project and Advisory Board members met again the following day for detailed discussion and planning of the work in the first year.

Results and Impact On 19 January 2022, the University of Kent team hosted a WiPS discussion with Dr Felix Berenskoetter (SOAS University of London). He spoke about his research on friendship in International Relations. The talk explored what role the future plays in the construction, maintenance and breakdown of (international) friendship. Based on (a) the ontological reading of the subject as temporal, and (b) the central role of trust in friendship, it put forward the argument that shared visions of the future are a crucial element of a friendship bond. Dr Berenskoetter unpacked this angle and its implications for our understanding of how friendships between political units/collectives, such as states, are formed and how they enter crisis. He has also showed how this ontology reveals the political nature of friendship, and how the power dynamics involved in negotiating and investing in a shared vision directs attention to the politics of (international) friendship.

Results and Impact Under the aegis of the GCRF AGRE project led by Prof. Michael Crang, the University of Durham, and the GCRF COMPASS project, led by Prof. Elena Korosteleva, OBO Oxford University, Dr Akram Umarov and his Tashkent colleagues organised an international workshop 'Enhancing Connectivity and Local Communities in Uzbekistan: building resilient and adaptive governance'. The event explored the effects of various transnational economic, political and social connectivity corridors in Central Asia and Uzbekistan specifically, and their impact on the life of local communities. Highlighting the cases like Angren-Pap railway as an international highway connecting the region, brought out many opportunities and even more challenges. The workshop involved both local and international scholars, including Dr Arielle Ahern-Lingman and Dr Troy Sternberg (Oxford), Prof. Gulnoza Ismailova (Vice-Rector, UWED), Dr Iskandar Abdullaev (Deputy Director, CAREC Institute) and more.

The online conference hosted over 100 participants, and included a welcoming word from His Excellency Sodyk Safoev, First Deputy Chairman of the Senate of the Oliy Majlis, Mr Komiljon Karimov, Rector of UWED, Ms Matilda Dimowska, UNDP Representative in Uzbekistan, Prof. Elena Korosteleva, PI COMPASS, and Dr Siddharth Saxena, COI COMPASS. The purpose of the visit was to meet a wider pool of affiliates of the National Teams, present COMPASS priorities, discuss planned activities and shared calendar of events, and support the teams in their own countries. Furthermore, COMPASS teams had visits to the British Embassies and British Councils in Tashkent and Dushanbe, and meetings with representatives of national governments and parliaments, to alert them to the COMPASS agenda to develop prospects for cooperation.

Results and Impact Researchers of the GCRF COMPASS project attended the 3rd Annual Tartu Conference on Russian and East European Studies in Tartu, Estonia. The team presented their work in two panels organised by the project. The panels built on Kent's partnership with the University of Tartu as part of the H2020 Twinning UPTAKE project. The panels' aim was to discuss different challenges for regional security and capacity-building in the region - in line with the project's key themes.

The consortium's participation in the conference was the first collective event regarding Research Integration. We aim at regular joint participation in conferences from now on, and will also work on joint outputs as a result of partners' participation.

Researcher presenting their work were: Anar Valiyev (ADA University), Munira Shahidi and Nargis Nurulla-Khozhaeva (Tajik National University), Akram Umarov and Sherzod Abdullaev (UWED), Leonardo Pataccini (University of Tartu), Roza Turarbekova (Belarusian State University), and Eske van Gils (University of Kent). The forum aimed at strengthening historically close and friendly ties, trust and good-neighborliness between Central and South Asia in the interests of all peoples and countries of both regions.The conference was attended by the President of the Republic of Uzbekistan, the President of the Islamic Republic of Afghanistan, the Prime Minister of the Islamic Republic of Pakistan, foreign ministers and high representatives of the Central and South Asian countries, other foreign states, heads of authoritative international and regional organizations, global financial institutions and companies, leading research and analytical centers. During the plenary and breakout sessions, the forum participants discussed the possibilities of promoting initiatives aimed at developing trade, economic, transport, communication, cultural and humanitarian cooperation in the context of further deepening regional connectivity. The agenda included a comprehensive exchange of views and joint development of proposals for enhancing cooperation in trade, investment, transport, energy and innovation, green technologies, implementation of specific projects and cooperation programs, enhancing interaction in tourism, education, healthcare, science and culture, ensuring the stability and security of the two regions.

Results and Impact Academic conference of young researchers of the Faculty of International Relations (FIR) "International Relations: History, Theory, Practice" was held on February 4, 2021 at the BSU (Minsk). About 90 Belarusian and Russian young researchers and specialists in International Relations, Law and Tourism, World Economy, Customs, Diplomatic and Consular Services and Intercultural Communication had a good possibility to discuss the achievements and challenges of the modernity.

Discussions were organized in eight sections: (1) Actual aspects of foreign policy, diplomatic and consular practice in modern international relations; (2) International law: theory and practice of application in modern conditions; (3) Theoretical and practical problems of international private and integration law; (4) Modern trends in the development of the world economy and international economic relations; (5) Topical issues of customs; (6) Management of mass events; (7) Modern directions of research in the paradigm of intercultural communication; (8) Linguistic and regional studies.

The conference was organized by the BSU FIR with the support of the GCRF COMPASS. Among the co-organizers are the International Public Association for Research and Information and Educational Programs "Evolutio", the public association "Center for Foreign Policy and Security Studies", the public association for European Studies, the public association "Society of International Law".

Welcome words were provided by Professor Elena Korosteleva (PI) and Dr Siddharth Saxena (COI) reflecting on the project's progress and challenges. This was further expanded by Prof. Magnus Marsden (Sussex), COMPASS Advisory Board member; Prof. Shailaja Fennell (Cambridge); Nick Ray (Cambridge) and Shakeel Shah (CAREC Institute). The first panel presented a diverse range of topics and geography, varying from the philosophy of knowledge in Central Asia (Dr Nargis Nurulla-Khodjaeva, MGU) to capacity-building activities in Belarus (Alexandr Rytov), Azerbaijani youth (Abbas Babaev), Taliban takeover in Afghanistan (DrAkram Umarov) and the rise of peoplehood in Belarus and Ukraine (Dr Asya Kudlenko). Results and Impact As ICTs continue to play an important role in global commerce, governments in Central Asia will have to reconcile their often complex public policy goals in the digital age - meeting the access imperative while securing devices, networks, identities and livelihoods. To enable this, there is a need to create a forum convening policymakers and experts from the region to discuss and design policy goals and solutions for Central Asian economies.
Recognizing this Central Asia Forum, University of Cambridge, hosted a day-long launch event, a Digital Dialogue for Central Asia, in Astana, Kazakhstan with experts from government, industry and civil society to ideate and create norms for digital economies in Central Asia. Broadly, the Digital Dialogue adressed the following four themes - digital economy, cybersecurity, e-governance, e-education, smart cities, access and connectivity.
The forum will consisted of roundtables with 3-4 experts from each Central Asian country including Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Azerbaijan with more representation from Kazakhstan. On the eve of the forum, an inaugural dinner will be organized hosting government officials from these countries to develop the policy priorities for a connected digital future for Central Asia and set the agenda for the forum. The presentation 'Rethinking 'the International' in Complex International Relations' problematized the notions of 'the local', 'the global', and 'the international'. Instead of simplified and reductionist binary thinking, the presentation argued, we should rethink international engagement from the perspective of a relational universe where positionality in a dynamic entanglement of relations plays a more significant role.

Results and Impact On 16 June 2021, under the aegis of the GCRF COMPASS project, ADA University held its 3B conference with the official welcome from Dr Anar Valiyev (Dean of SPIA), EU Ambassador Kestutis Jankauskas, Dr Taleh Ziyadov (Director-General Port of Baku), Prof. Elena Korosteleva (COMPASS PI, Kent), and Dr Siddharth Saxena (COMPASS COI, Cambridge). The plenary session which examined the global connectivity agenda inclusive of opportunities and challenges. Prof. Peter Nolan (Cambridge) looked at the role of China in facilitating the east-west connectivity; while Lord Teverson considered the less optimistic future scenario in the aftermath of the G7 summit & NATO meeting positing China as a threat. Dr Ziaydov and Mr Bayramov (TRACECA secretary) underscored the need for a more pragmatic approach and Prof. Munira Shahidi advocated for cultural connectivity as a precursor for enhanced cooperation.

Results and Impact On 28 January 2021 the University of Kent held the first Work-in-Progress Seminar (WiPS) of the Spring term. Dr. Nodira Azimova from the Institute of History of the Academy of Sciences, Republic of Uzbekistan delivered a talk 'Functions of the Uzbek community (mahalla) after independence'. Nodira argued that mahalla as a community is a self-regulating living organism with a range of functions, which is much broader than the functions of a mahalla committee, although they may coincide to a degree. Analysis of micro-practices allows us to trace socio-cultural life of mahalla from a quantitative and qualitative perspectives through the understanding of the interaction of the community and its administration.

Results and Impact A total of 25 Early Career Researchers participated, with 14 researchers from the COMPASS project consortium. Participants presented their diverse research on the themes of resilience and governance, and received in-depth feedback from their peers and senior colleagues. They also attended four skills training sessions on networking, publishing, and fieldwork funding, organised by the University of Kent. The Training School further provided opportunities for socialising and networking, including a visit to the UK Parliament in London and the international signature conference on Governance and Resilience, on the margins of which the TS was organised. Most researchers found the panel training sessions especially useful as they provided an opportunity to present their work and receive constructive feedback. The networking and social dimensions were also much appreciated resulting in lasting contacts between participants.

Results and Impact The workshop took place in Baku from 19th to 23rd of November 2018 and was organised by ADA University in collaboration with BSU, TNU and UWED. TIt was aimed at developing basic competencies of project design and writing including problem identification, target groups analysis, understanding Logical Framework Matrix approach, applying ICT skills for project planning and budgeting, text writing and grant application management.

Results and Impact This was the first landmark event of the Tajik National University (TNU) as part of the COMPASS project - a two-day international conference with a focus on Tajikistan and the role of cultural diplomacy in the regional revival. With reference to the Tajik National Development Strategy 2030, discussions addressed the issues of local vulnerabilities, including environment and trade/economic concerns, resilience-building and the role of cultural heritage for sustainable development. Apart from the TNU staff, NGO and government representatives, participants also included international scholars from the COMPASS partner universities. The conference also hosted a keynote speech on the EU New Strategy to Central Asia from the EU Special Envoy, Ambassador Burian, and HE Marilyn Josefson, Head of EU Delegation to Tajikistan; intervention by Peter Fernandes Cardy, Head of regional DFID, and a plenary session with HM Ambassador Matthew Lawson and Lord Sheikh (UK)

Results and Impact The festival's theme is Future Human: Future Communities. As such, the aim of this is to explore what we mean by community, whether real or virtual, geographical or philosophical, religious or social, and how communities will evolve in the future. The goal of this panel was to provide a macro-level survey of the ever-changing geopolitical context in which these aspects of community exist and interrelate. It will explored the ways in which national communities and the global community are shaping and challenging each other, with a view to understanding how traditional forms of intervention, rule of law, and intergovernmental organisations will be impacted by current trends in international affairs.

Speaker Bios

Mirko Hempel is Director of the Moscow Office of the Friedrich Ebert-Stiftung, a German think tank which ranks among the leading global policy advisory institutions with its head office in Berlin/Germany. He has been working as policy advisor and analyst for more than 26 years in various parts of the world (Africa, Latin America, Asia, South Eastern Europe, Central and Eastern Europe).

Roula Khalaf is the Deputy Editor of the Financial Times. In this role she provides strategic direction for the FT's editorial coverage and its large global network of foreign correspondents. An award-winning journalist, she also writes a weekly column on international affairs. Prior to this role, she served as the FT's foreign editor and assistant editor, responsible for overseeing the FT's editorial coverage of Europe, the Middle East and Africa and the management of the FT's international network. Her series on Qatar won the Foreign Press Association's Feature story of the year in 2013. She was named foreign commentator of the year at the Editorial Intelligence Comment Awards in 2016. She is a Governor of Ditchley.

Jami Miscik is CEO of Kissinger Associates Inc. She serves on the board of Morgan Stanley, In Q-Tel, the Council on Foreign Relations and the American Ditchley Foundation. From 2009 to 2017, she served on the President's Intelligence Advisory Board and was co-chair from 2014-2017.

Paul Robinson holds an MA in Russian and Eastern European Studies from the University of Toronto and a D.Phil. in Modern History from the University of Oxford. Prior to his graduate studies, he served as a regular officer in the British Army Intelligence Corps from 1989 to 1994, and as a reserve officer in the Canadian Forces from 1994 to 1996. Having published six books, he has also written widely for the international press on political issues.

Siddharth Shanker Saxena is Chairperson of the Cambridge Central Asia Programme. He trained as an anthropologist, historian and a physicist and holds PhD. degrees both in Experimental Physics and Social Anthropology. His research interests are in the areas of religion and identity, knowledge systems, social and political development and institutional history in Central Asia and the Middle East. His work focus is, on the one side, in creation of scientific and industrial technology platforms, while on the other in studying social and economic development in Bukhara, Ferghana Valley, Almaty, Kashgar and areas of Afghanistan and Azerbaijan.

Results and Impact COMPASS also supported the Minsk Dialogue policy forum through a reception and participation of partner team members in a number of panel and break-out sessions as well as a keynote address by Baronnes Suttie, member of the House of Lords and the COMPASS Advisory Board. One of the core activities of the project is to maximise policy impact at regional and international levels and the forum attracted over 600 experts and policy-makers from 50 different countries. The Minsk Dialogue was opened by Minister of Foreign Affairs, Vladimir Makei, and was attended by President Lukashenko, and major Ministers, and EU policy-makers. The project's PI, Professor Korosteleva, was interviewed for a Prime Time National TV channel, of which an excerpt is available here.

Results and Impact Professor Korosteleva was invited to participate in the 12th Core Group Meeting of the Munich Security Conference (MSC, Munich 31-10 to 01-11-2018). Limited to an exclusive group of no more than 70 participants, the MSC Core Group Meeting in Minsk offered a neutral platform to discuss rising tensions between East and West, to establish dialogue and communication at the highest political levels. Organised in partnership with the Government of Belarus, the meeting focused on the issues of transnational security threats, arms control and confidence building, Minsk Process, regional conflicts and capacity-building measures in the wider Eurasian region. All discussions were held under the Chatham House Rule, to allow for open exchange of opinion bringing to the same table parties with potentially opposing views to establish common ground. Participants included several heads of state and government.

The Training School offered an opportunity for further skills development on research methodology and exchange of ideas for Doctoral and Postdoctoral students, and early career researchers. Under the aegis of the Oxford Belarus Observatory (OBO) OSGA, and the Office of Sviatlana Tsikhanouskaya (OST), with the support of the GCRF COMPASS project, the first online workshop this term took place on 20 January 2022, focusing on the implications of the protests and the deployment of CSTO forces in Kazakhstan, for Belarus and the wider region. The speakers included Dr Diana Kudaibergenova, Lecturer in Sociology, University of Cambridge; Valery Kavaleuski, Head of the OST Cabinet in charge of Foreign Affairs; Prof. Tatiana Romanova, St Petersburg State University & HSE, Russia; and Prof. alexander Cooley, Director of the Harriman Institute, Columbia University N.Y.; moderated by Prof. Chris Gerry, Head of OSGA and PI for OBO, University of Oxford. The focus of discussion was on drawing parallels between the nature of protests in Belarus (2020-21) and Kazakhstan (2022) highlighting their self-organisation and self-reliance; and on the implications of deploying CSTO forces for Belarus especially, which territory now stations its forces for training exercise.

The forum discussed the implications of the COVID-19 pandemic for the security of wider Europe, and possible measures to mitigate them. Professor Korosteleva outlined five specific concerns that may have an impact on the current status quo, including 1) the return of the state; 2) the prospect of economic recession; 3) the return of borders and breakdown of European solidarity; 4) double-edge globalisation effect on developing countries in the region; and 5) the alleged 'death of resilience' requiring more central control.

Results and Impact I gave a talk in the GRN Workshop on Eurasian Science and Diplomacy. I participated in the panel Economic Imaginaries - Eurasia through the Ages and chaired the panel Historiography of Science, Development, and Cold War Division on 26 July, 2019 in the Rosa Luxemberg Foudation. The workshop was attended by 25 people including academics, students and researchers. The Global Research Network Project Team is funded by the National Research Foundation of South Korea. It consists of researchers from Plekhanov University of Economics (Russia), Cambridge Central Asia Forum, Jesus College, University of Cambridge (UK), Eurasian Research Institute (Kazakhstan), Korean Research Institute of Science, Technology and Civilization, Chonbuk National University (South Korea), and Asia-Pacific Research Center, Hanyang University (South Korea). The GRN Team is doing research on science and diplomatic interactions in Eurasia. Specifically, we are interested in finding out conditions for cooperation and collaboration of ideas, knowledge and industry in Eurasia. For this workshop, we will bring together scientists, economists, and historians to investigate the importance of knowledge networks that engineered exchanges in Eurasia historically, through the Soviet Union to the post-Soviet period, with a view to utilizing the study of these exchanges in understanding the future of Eurasia.

Results and Impact On 15 June 2021, the policy workshop 'Zangazur Corridor', organised by ADA University, under the aegis of the COMPASS project, brought together scholars from Azerbaijan, Armenia, Russia, Turkey and Uzbekistan. It focused on discussing opportunities and challenges of transport connectivity between Azerbaijan and Armenia (via Zangazur), and normalisation of relations between the two neighbours. The speakers included Fariz Ismailzade (Vice-Rector, ADA University); Kevork Oskanian (Honorary Research Fellow, University of Birmingham); Ayca Ergun (Assistant Professor, Middle East Technical University), Stanislav Pritchin (Senior Research Fellow, IMEMO RAS), and Ulugbeck Khasanov (Professor, UWED). The speakers underscored the importance of mitigating ontological insecurity in the region, by way of bringing in commercial connectivity projects, paying heed to cultural sensitivity of historical animosities and looking constructively into the future and the common good for all parties concerned.

Results and Impact In March 2019 I participated as an invited speaker at the Central Asian Gender Equality Festival Femagora in Almaty. The festival attracted a number of speakers from different socio-cultural, political, media and economic spheres from across the region, policy-makers, opinion leaders, politicians and engaged public were present in the audience as well. As part of my two invited talks I dealt with the Female Academics Engagement and further enhancement of women's equal positions and opportunities in local academic fields. I presented results of an ongoing public engagement project where I surveyed more than 60 local Central Asian female academics who shared their views about obstacles and challenges of dealing with academic research on the ground and sharing it with the public. The results of this survey will be published in a planned engaging platform for the public and on CESS blog to raise awareness about further local female scholars engagement in academic debates and processes regionally and globally.

Results and Impact On 5 February 2021, the University of Cambridge organised a discussion with Dr Akram Umarov, the COMPASS UWED team member. Dr Umarov argued that the election of the new president in Uzbekistan in 2016 triggered the intensification of Uzbekistan's foreign policy. Analyzing the recent trends, he put forward the argument of the formation of a new independent regional security complex in Central Asia and discussed the vital role of Afghanistan in regional security.

Dr Ziyadov is Director-General of Baku International Sea Trade Port in Azerbaijan. He spoke about the history of the Silk Roads connecting Azerbaijan with ancient Eurasia, and the current challenges and opportunities presented to the country aiming to become a global hub (and a free zone) for the wider Eurasia connectivity in the future.

Results and Impact Professor Korosteleva was invited to give a public lecture (online) at the Centre for War Studies SDU on 17 November 2021, addressing the current challenges for European governance in the context of the Belarus-EU border crisis. It was convened by Professor Trine Flockhart, and attended by the students and staff of the SDU, as well as the guest researchers of the Centre. On 18 November Professor Korosteleva also participated, in person, in a research workshop, organised by DIAS, sharing her experience of being PI to large grants, and discussing new opportunities for collaboration.

The ambassador spoke about the priorities of Tajikistan's development, the impact of Covid-19 on the country, British-Tajik relations in the aftermath of Brexit and the importance of urgently addressing global challenges. Results and Impact he conference was timed to coincide with the 100th anniversary of the adoption of the Soviet Belarus Government Decree of February 25, 1919 to open a University in Minsk. An international forum started the anniversary program of celebrating the 100th anniversary of the BSU in 2021. The opening speech was delivered by BSU Rector Professor Andrei Karol. Plenary sessions included reports made by leading BSU academics (professors O.Yanovski, G. Vasilevich, V. Shadurski) and Professor Igor Marzalyuk, Chair of the Standing Commission on Education, Culture and Science of the House of Representatives of the National Assembly of the Republic of Belarus. During breakout sessions participants discussed the university's achievements in research, educational and cultural fields, addressed issues of role and place of the university in the global academic community, as well as development strategies.

Results and Impact On 18 November 2021 a third GCRF COMPASS-Oxford Belarus Observatory (OBO) webinar took place online, convened by Professor Christopher Gerry (OSGA) and Professor Elena Korosteleva. It was titled 'Stolen decades: the unfulfilled expectations of the Belarusian economic miracle' and delivered byProfessor Julia Korosteleva (UCL SSEES) and Ales Alakhnovich (economic advisor to Svetlana Tikhanovskaya). They examined thirty years of Belarus's economy arguing that the so called 'Belarusian miracle' had finally exhausted itself, revealing Belarus' deep and unhealthy dependency on Russia, and a desperate need for reform required for a failing economic state. The paper is part of the forthcoming book 'Changing Belarus in the 21 century' commissioned by Routledge.

Results and Impact Within the framework of the H2020 UPTAKE Project and GCRF COMPASS project we conducted the fourth UPTAKE PhD Training School, involving GCRF COMPASS Early Career Researchers and External Participants (21 in total). The event was held from 26 August to 1 September, at the Institute for Russian and Eurasian Studies, Uppsala University, Sweden. Its main objective, as on previous occasions, was to offer an opportunity for research development, training and exchange of ideas for PhD and postdoctoral students working in the field of Russian, East European and Eurasian Studies.

Results and Impact On 27 April 2021, Professor Elena Korosteleva and Dr Irina Petrova participated in a webinar 'Central Asia at 30: the long road to reform' organised by Chatham House. The webinar explored the state of play in Central Asia, thirty years after the collapse of the Soviet Union. Participants included Aziza Umarova, CEO SmartGov Consulting; Julian Bowden, Oxford Institute for Energy Studies and Kassymkhan Kapparov, Founder Ekomist.kz, moderated by Kate Mallinson, Russia and Eurasia Programme, Chatham House. All speakers noted a gradual rise of the region, especially economically and in global connectivity. However, the challenges ahead include countries' dependency on their undiversified supply sector, which could lead to a deficit in the future, consequences of COVID-19 and rising presence of China in the region, which could become a proxy of the latter.

The workshop was attended by over 25 people from Kazakhstan, Russia, Korea and Cambridge. I spoke on the panel on Science and Knowledge in Central Asia and Eurasia and discussed the ways in which Eurasian science has interacted and developed over centuries. The talk provided the basis for being able to talk about the ways in which science and development in Eurasia can be envisioned in the future especially with regards to Korean policy making.
