Abstract

The concept of 'development corridors' is increasingly used to support economic growth in Africa, driven by international as well as national interests. Development corridors have tremendous development potential yet they face significant challenges. These include uneven development impacts, traversing so-called "underutilised" lands that are generally already populated and managed, and vulnerability to climate change. Such challenges result in a lack of appropriate research capacity in the region. This proposal aims to addresses these challenges through engagement with decision makers and by developing relevant capacity within research institutions and researchers in eastern Africa, China and the UK. The research is targeted to generate decision-relevant evidence and feed it into key decision making processes in order to improve the sustainable development outcomes of investments in development corridors.

The proposal is focused on corridors in eastern Africa, particularly the Southern Agricultural Growth Corridor of Tanzania (SAGCOT) and the Lamu Port and Lamu-Southern Sudan-Ethiopia Transport Corridor (LAPSSET) in Kenya. The consortium is led by the United Nations Environment Programme-World Conservation Monitoring Centre (UNEP-WCMC), who would be contracted as 'WCMC', and comprises five universities (Cambridge, London School of Economics, Nairobi, Sokoine University of Agriculture and York) and three boundary agents (World-Wide Fund for Nature (Tanzania), African Conservation Centre (ACC) and the China National Centre for Climate Change Strategy and International Cooperation (NCSC) of the National Development and Reform Commission (NDRC). The work is structured around three outcomes and six Work Packages, fully integrating research and capacity development, and significant policy engagement and outreach.

Planned Impact

Together the members of our consortium members are extremely well linked into a number of different mechanisms and processes that will deliver direct impact through the generation of timely, decision relevant research in the short and medium term. We also envisage a longer term impact through a legacy of early-career researchers, senior research leaders, and institutions trained in three different regions who would be available to work with other countries and agencies on issues related to large scale development corridors and how best to plan and implement them in the developing country context, especially in Africa.
At the national scale WWF-Tanzania and ACC in Kenya are members of the SAGCOT and LAPSSET corridor management structures and hence have a direct voice in these bodies. This project will strengthen their roles in these agencies and allow their input to be informed by relevant, demand-driven research for the specific corridor areas. We see this engagement as a critical part of the impact pathway to influence the decisions made around the current set of development corridors. The likelihood of this happening is strengthened through the commitment by SAGCOT to using the project results.
In China, researchers have been called upon by central government to support the implementation of the country's 13th Five Year Plan, including the country's overseas development assistance and foreign investment such as the Belt and Road Initiative. The country is seeking institutional capital development to ensure that these funds are invested in a sustainable manner in order to realise its international commitments, including the Paris Agreement on Climate Change. NCSC houses many of the researchers who have been tasked with providing such support to central government. It sits within China's leading economic and development ministry, NDRC, and therefore has extensive convening power across a range of relevant government departments and research institutes. This influence, together with NCSC's experience of South-South Cooperation mechanisms, actively promoting knowledge sharing on climate resilient sustainable development, means that the capacity built will influence China's growing corridor investment in East Africa and other target countries of the Belt and Road Initiative.
At international scale, collectively, the UK-based partners will be able to work through their excellent networks within the UN system, within national governments in East Africa and China, and with both academic and civil society partners to present the project results so that they can inform the design of development corridors in other countries. For example, UNEP-WCMC will be able to disseminate the results to the East African Community via the UN Economic Commission for Africa and to the African Ministerial Conference on the Environment. UKAID supported work (through the Darwin Initiative) on mainstreaming biodiversity into national development plans, including through an African Leadership Group, will also contribute to upscaling project results to additional African countries.
UNEP-WCMC is also working to support countries in delivering on the SDGs, in particular recognising the environmental dimension to multiple SDG targets including those related to agriculture, water, growth, infrastructure, cities, and climate change. UNEP-WCMC and WWF are also working with the extractive, oil and gas, agriculture, and marine transport industries to integrate natural capital into their operations. These industries are often at the heart of growth corridor development. Both UNEP-WCMC and WWF will use this experience to build the capacity of researchers in Kenya, Tanzania and China to make the business case for the integration of natural capital into corridor design.

Development corridors that sustain and conserve nature, and are people-centred, would have the capacity to create optimal opportunities for, and reduce risks to, sustainable development and societal well-being: Development corridors have the potential to diversify and improve livelihoods by making trade, communications and services more efficient. However, they also pose a real risk of disadvantaging and excluding important stakeholders who might not have enough capacity to meaningfully participate in corridor planning and implementation processes and defend their interests. To minimise such risks and maximise potential benefits, corridors must be planned and implemented through an integrated approach using sound policies, plans and practices. Without balancing these different development and sustainability priorities, it will not be possible to coherently deliver on the Sustainable Development Goals.

Impact Population growth, climate change and environmental degradation are just some of the challenges facing communities around the world over the coming decades.  One group of people that are particularly under pressure due to their traditional free-ranging livelihoods are pastoral populations in Africa - such as the Fulani, the Maasai and the Samburu. To address these challenges, interdisciplinary research at the University of York has been investigating human-environment interactions in East Africa, to assess the sustainable use of the local environment and resources. Some of this ongoing research was highlighted as part of an exhibition in the JB Morrell Library which presents the complex concept of climate change in a way that makes it accessible for a non-specialist audience. Exhibition viewers experienced different ways of investigating socio-environmental transformations and different voices from Kenya and Tanzania, taking them closer to stories on the environmental changes and its social, political and historical contexts. To further explore the variety of research being undertaken, a talk and panel debate took place. This explored some of these challenges facing pastoralists, and discuss the value, and future development, of research from the project.

Description The work of the Development Corridors Partnership (DCP) has improved the rigour, relevance and quality of interdisciplinary development corridor research and built capacity to help decision-makers plan and implement corridors that are more sustainable, climate resilient, nature positive and inclusive. Of the six outcomes in the project's Theory of Change, DCP has achieved significant progress:

Enhanced capacity of researchers, institutions and networks within and among Kenya, Tanzania, China and the UK: DCP has hosted over 40 internal training workshops for members of the partnership, including an 11-session 'Translating Research to Impact' training programme in 2021.

Equitable partnerships created at national to global scales. Our surveys show the partnership recognises that the DCP has been equitable in its design and implementation. This has allowed DAC country researchers to flourish and deliver their own work in collaboration with those from northern countries. And DAC researchers have all got jobs where they can use their skills for many years to come. New partnerships amongst the same players are already happening and more will come.

Decision makers have improved awareness of the linkage between investment and sustainable development in the corridor context. This has been evidenced in both Kenya and Tanzania where key stakeholders (railways and roads authorities, and environment bodies) and Tanzania (agricultural development, water management authorities, and EIA / SEA bodies) have recognised the need to work together to deliver better outcomes for development corridors.

Decision makers also have improved awareness of incentives to incorporate climate change considerations into decision-making in the corridor context. This is particularly the case around climate changed induced flooding and potential impacts on infrastructure and agricultural investments.

Interdisciplinary research and research expertise reaching and influencing decision making processes. DCP has made major efforts to disseminate its broad research findings to different stakeholders in accessible formats. Recent dissemination events suggest there have been significant shifts in interest for this information and there are promised improvements in Kenya and Tanzania amongst corridor development authorities. There have also been significant lessons learned in China among key agencies and think tanks that advise government.

Changing discourse at national/ international partner/agency level. This has been seen throughout dissemination meetings held in Kenya, Tanzania and China with increased interest in DCP findings and products. As our synthetic products are launched (for example the DCP Resources Hub and E-learning course), we will use the DCP network to continue to influence discourse and decisions around corridor sustainability.
Exploitation Route DCP outcomes and research and capacity building initiatives provide routes to better decision-making for more sustainable development corridors. Bridging the gap between science-policy and action, these resources will enable policymakers, NGOs, governmental officials, researchers and all corridor practitioners to understand corridor case studies from Kenya and Tanzania. There are also various spin off projects already underway through post docs in Europe, NGOs in Africa, Think tanks in China, UNEP agencies via UNEP-WCMC, promotion of synthesis outputs to professional bodies and agencies (e.g. African Development Bank, EIA professional societies). We are also fundraising for continued work with the DCP partnership around sustainable corridors and infrastructure.

Description Beyond academic, capacity building and research achievements, DCP impacts are focused around improving planning, implementation and monitoring of development corridors in DAC countries, in order to inform corridors that are more sustainable, climate resilient, nature positive and inclusive. Now funding has ended, this is being achieved through the finalisation and dissemination of guidance materials to corridor actors, including corridor financiers, government agencies, capacity building initiatives, and civil society. We continue to maintain the DCP resources hub, and have continued to publish new DCP resources and case studies around (1) impact assessments, (2) protection of biodiversity and reduction of impacts, (3) climate change resilience and adaptation strategies, (4) water resource management and (5) avoiding, mitigating negative social impacts and local communities' rights. In 2022 and 2023, we have continued to enhance the accessibility and visibility of available tools and resources produced by the partnership. All resources, tools, online training resources, and synthesis materials will be maintained online by UNEP-WCMC for years into the future and will be further developed within the framework of the UNEP-WCMC 2022-2025 strategy. The capacity built within the DCP network is another key area of impact- among researchers and NGO staff at all levels. All DCP post docs and linked PhD and masters' students have jobs in relevant areas of work. Training resources and synthesis products - still being finalised by the core team at UNEP-WCMC with input from the consortium - will leave a legacy of resources for this network to draw on when planning future corridor developments. The DCP team does not plan to stop working on development corridor issues. We are actively developing a new funding proposal for DCP2.0 for the Global Environment Facility (GEF-8 impact project on infrastructure), together with UNEP, government agencies in developing countries, NGOs and regional development banks. We hope this project will take off later in 2023.

Impact Mobile-based data collection: The DCP Kenya team organised and facilitated a three-day training course on the use of mobile phones to collect different data types including household survey data and ecological monitoring data. Mobile data collection improves the efficiency, accuracy and consistency of data collection. The training focused mainly on the use of Open Data Kits (ODK) (a modular and simple to use a framework that supports structured questionnaire design, data collection, real-time data transfer, and database management). The team has successfully utilised the skills gained to develop and undertake a large-scale household survey in selected sites along the SGR and LAPSSET corridors. In addition, the team has expanded the training by delivering training to other research and project staff at ACC. We have also trained the local enumerators in the various sites we have visited for data collection (Isiolo, Suswa, Nairobi, Kibwezi, Voi and Mombasa) on the use of ODK.

Impact Social science research methods training was organised and facilitated by the DCP project (the University of Cambridge, UON and ACC). The training took three days in March 2019 and was attended by researchers (DCP RAs and PDRAs), research and project staff from the African Conservation Centre, students from the University of Nairobi and other stakeholders e.g. NEMA staff. The course covered both theoretical and practical concepts of social science research methods. The skills gained have been utilised in the research process in Kenya, notably the development and administration of the household survey along the SGR and LAPSSET corridors.

We apply this to development corridors and identify three qualitatively distinct imaginaries of SDG futures that exist among stakeholders across five development corridors in East Africa. Description KESHO is a scenario framework named from the Swahili word for "tomorrow" or "later". Scenario frameworks are used in planning future adaptation strategies; increasingly needed under a future characterised by changing demographic, environment and development pathways. Scenario tools offer the opportunity to consider multiple dimensions (e.g. socio-economic and environmental), to explore multiple alternatives and account for uncertainty around the future events and the impact of different future pathways. To address challenges of social-ecological systems in face of global to local pressures, we developed a participatory framework to model land use and land cover change (LULCC) scenarios at local, regional and national scales.

Title Development corridors in Africa 
Description The aim is to create a spatial and tabular database of development corridors in Africa (DCDB) and 170 records have been collected and included in the database to date. The DCDB will be composed of two linked datasets: a tabular dataset and a spatial dataset. The tabular dataset will include a series of quantitative and qualitative descriptors about development corridors. For those corridors for which there is spatial data, these data will be compiled into a spatial dataset. Both datasets will be linked through a numerical unique identifier per corridor. While the scope of this work is Africa only, other corridor datasets will also be collected and classified if encountered. It is expected that this database could form the basis of a global corridors database in the future.

Impact This has demonstrated the Spatio-temporal changes in land use and land cover and this contributes towards understanding the role of infrastructure development in the land use land cover changes in the watershed and its surrounding. The evidence portrayed by the land use and land cover data on the changes can be used to understand how LULC changes have influenced degradation so as to identify and adopt the most effective mitigation and adaptive measures to address it. These data will also be used to evaluate the impacts of LULC changes on water resources in the watershed and thus inform the decision-makers on the feasibility/viability/sustainability of the proposed dam.

Description Using hydrological inflow time-series (from other hydrological modelling), it models water allocation and reservoir operating rules to quantify how water is allocated and managed over time throughout the river basin. Impact Because of the interdependencies between water uses (environment, hydropower, irrigation, etc.) in the Rufiji, it is important to assess the impact of new developments (e.g. irrigation or hydropower) on existing uses, including the environment. This model has been developed for this purpose. The tool is developed by the GCRF Project Future Dams and the Rufiji River Basin module developed through the Future Climate for Africa project UMFULA and the DCP. Collaborator Contribution The Next Einstein Forum has a graduate school in Kigali they support scholarships of fifteen students in climate change, AI , and other areas , fellowships for women in climate change science - some of which I have been awarded, conduct one week science events across many countries on the continent every year, support training of women in STEM, run scientific exchanges, have selected ambassadors, among many other activities. They have a fellowship for 25 scientists across the continent . They offer an opportunity for us to engage a wider audience be on the conservation and environmental science sector. In particular they have strong relationships with the private sector which I believe is an asset to their work. They also have wide communications reach across the continent in every country and good relationships with high-level science and education ministries at national level. All of their work as intended for science to have relevance on the ground, and to promote more collaboration within the continent, supporting training and centres to maintain scientist with in the continent rather than moving abroad. They're trying to tackle these issues of international scientific attrition. All of this information and the scope of their research portfolio is available on their website https://nef.org/ . There are a number of diverse actors coming to these events is an excellent networking opportunity there are also training workshops , panel discussions, showcased events from the private sector, links to many of the major conservation and investment players across the continent,and a number of other activities.

Collaborator Contribution This PhD is likely to make a stong contribution to impact assessment of infrastructure projects on species movements in places where data is not available and/or poor quality. Results and Impact Presented in the 14th Kenya Meteorological Society International Conference on Meteorological Research, Applications and Services. The conference was held on 21 - 23 October 2020, Naivasha Kenya.
The paper not only informs the sustainable water management practices and policy formulations in Ewaso Nyiro North basin but also provides evidence for flash flood risk management in the basin. The study outcomes also inform the development corridor projects' planning and resource management in the basin. The developments are likely to attract population expansion and therefore increase water demands on the already water-scarce basin. The study outcomes will therefore inform appropriate decision making and adaptation options with regard to sustainable water resource management in the basin

Results and Impact The official launching of the project in Tanzania was undertaken at the Bahari Beach Hotel on the 27th November 2018. The morning session of the meeting comprised the official launching by Prof Yonika Ngaga and then a series of talks by invited key stakeholders and experts on different subjects. This included government agencies as well as relevant researchers and conservation organisations such as for example the National Development Cooperation (NDC) agency, Tanzania Port Authority (TPA), Tanzania Petroleum Development Corporation (TPDC), and SAGCOT corridor stakeholders. Overall it was clear from the talks that the concept of development corridors was well embedded in the thinking of multiple agencies and was providing a framework for significant action within Tanzania. This provided a great inspiration for the DCP team that their work was timely and relevant.

Results and Impact As the second event of the three impact events planned in China, the 2021 Seminar on China's Overseas Investment and Sustainable Infrastructure Development in Africa under the DCP focused on three topics in aspect of Policy and Financing development Guidance, Multistakeholder Impacts and Field-tested Experiences and Challenges in Africa. It aimed to put forward recommendations on China's overseas investment and the sustainable development of African infrastructure and contribute to discussions leading up to 2021 FOCAC and the related long-term strategy development process for FOCAC. A total of 28 experts from government departments, chambers of commerce, academia, businesses and NGO participated in the seminar, had an in-depth discussion on policy and financing guidance promoting sustainable infrastructure investment, the impacts of the chambers of commerce and other multi-stakeholders in China's overseas development investment promoting sustainable development in Africa, and experiences and challenges in the practice of China's overseas development investment promoting sustainable development in Africa. Contributed to the process of developing the Forum on FOCAC and its related long-term strategy in 2021, as well as to the upcoming CBD COP15 and UNFCCC COP26 in 2021.

Results and Impact The Connectivity Conservation Specialist Group joined with more than 20 partners to convene the Infrastructure and Nature Webinar Series during the months of October-December 2020. In preparation for the anticipated IUCN World Conservation Congress (WCC) in 2021, the series of six webinars worked to further engage the business, finance, and conservation communities in discussions about how to achieve more sustainable infrastructure development. Featured speakers of the series included leading private and public sector actors sharing experiences and exploring solutions for reducing risks and generating incentives for building nature into future infrastructure business models.
