Abstract

Brexit is an unprecedented development with implications in almost every domain of UK higher education (HE) and a range of possible forms and consequences for individual UK HEIs, with marked potential for differential effects (e.g. in research capability, international students, staffing, mission, income) across the variation of HEI types. Though Brexit has many possible forms, in any form it is likely to disrupt existing projects, networks and activities, and could imply sharp reductions in staff, students and/or income, in some or all HEIs. It also calls for new and innovative lines of institutional and discipline-based development on and off shore.In an uncertain and fast changing setting characterised by multiple possibilities and sudden shocks, HEIs will be required to monitor, respond, adjust, strategize, reorient and initiate with unprecedented speed and effectiveness; to build new relations and activity portfolios in Europe and beyond; and to grapple with new challenges to human resource management, risk management, financial sustainability, mission, governance and local implementation systems.

This research investigates the policy implications, implementation and consequences of Brexit for UK HE, in two priority areas identified by the Economic and Social Research Council: implications of Brexit for migration, and impacts in the economy and future trade arrangements. UK higher education institutions (HEIs) are extensively engaged in Europe and in this sector EU relations have been unambiguously positive and productive. While there is a range of possible Brexit scenarios, UK HE is closely affected by the Brexit-related policy settings for staff mobility, retention and recruitment ('migration'); for international student policy and regulation, with consequences for tuition revenues and balance sheets ('trade'); and by the effects of Brexit in research relations between UK and European HEIs. Research papers co-authored with colleagues in Europe outweigh total papers co-authored with US and other English-speaking countries, more than 20 per cent of UK R&D funding is from international sources with much from collaborative European research schemes. The role of UK universities in Europe is central to their outstanding global research performance: UK accounts for 3.2 per cent of global R&D spending, 9.5 per cent of scientific papers downloaded, 11.6 per cent of citations, and 15.9 per cent of the most highly-cited papers. EU frameworks enable many UK researchers to lead, while sharing the best ideas and people from other EU member countries. The research capacity and reputation of UK HEIs also underpins the nation's role as the world's second largest exporter of international education after the US. The government has stated that it hopes to raise education exports by almost 50 per cent to £30 billion pa in 2020.

The main data collection will consist of qualitative case studies in 12 UK HEIs, with participating institutions selected from all four nations and illustrating the diversity of the sector. There will be a least 120 semi-structured interviews, with senior academic leaders of HEIs, chief financial officers, heads of human resources, executive deans in three disciplines (health, technology, social science), up to three research professors per HEI from these disciplines, and heads of student unions. The project will also conduct policy-oriented seminars which will have both data gathering and dissemination/public discussion purposes. The practical outcomes of the research are (a) through research, public events and briefings, to draw to the attention of policy makers and public the implications of different Brexit scenarios in higher education, (b) within HE, to investigate and make recommendations on the capacity of UK HEIs to respond effectively to the challenges triggered by Brexit under the different possible Brexit scenarios, in the context also of other policy developments (Office for Students, TEF).

Planned Impact

Who will benefit from this research? The research investigates the policy implications, implementation and consequences of Brexit for UK higher education institutions (HEIs). UK HEIs are extensively engaged in Europe, and this is foundational to their leading world role in research, and partly through their research reputation, international education exports. HEIs will be closely affected by Brexit-related policy settings for staff mobility, retention and recruitment; for international student policy and regulation, with effects in tuition revenues and balance sheets; and by the effects of Brexit in research relations between UK HEIs and European universities. While there are many possible forms of Brexit in HE, regardless it is likely to disrupt existing projects, networks and activities; could imply sharp reductions in staff, students and/or income, in some or all HEIs; and will trigger new networks, strategies and initiatives. Brexit also has differential implications and impacts according to the status, resources, activity profiles and European engagement of HEIs. The beneficiaries will be (a) policy makers and system regulators in relation to HE; (b) national organisations and public and semi-public agencies interested in HE policy, such as Universities UK, GuildHE, National Union of Students, the HE Academy, the Society for Research into HE, the National Centre for Universities and Business, etc.; (c) HEI leaders, research leaders and governing bodies across the HE sector, including HEIs in all four nations and private as well as public providers; (d) the media and the public.

How will they benefit from this research? The project will provide early policy-related insight into issues and problems of UK HE in the face of large-scale changes to national and educational relations with Europe. It also makes a longer contribution to knowledge in the sociology of HE, generating insight into the dynamics and management of large complex public organisations, HEIs, at a time of exceptional volatility, potential transformation and unusual scope for agency and contingency. For (a) policy makers it provides crucial intelligence in relation to the implications and consequences in HE of the various Brexit scenarios, pointing to domains where action is needed to safeguard national interests; for (b) national organisations and public agencies in the HE field it provides material for evidenced-based policy discourse across the Brexit-affected areas; for (c) HEIs and their leaders it provides not only relevant evidence-based materials but shared insights in relation to Brexit-induced functions of policy monitoring, strategy, risk management, financial management, innovation and rapid and effective policy implementation. The research aims to contribute to the portfolio of Brexit-related options available to HEIs.

What will be done to ensure that they have the opportunity to benefit from this activity? Academic outcomes will be journal papers and a monograph, but public engagement, policy advice and user impact will not be 'after the research', they will be continuous during the project and will guide its evolution and use in a fast-changing policy setting. The project will be advised by an 8-person committee of stakeholders and research users, maintain an active website and social media, and conduct two one-day national seminars focused on primary aspects of UK HE and Brexit. There will be regular 2-page Policy Briefs for policy makers and/or HEI executive leaders, providing (1) background on HE and Brexit, (2) summaries from the project research as they emerge. Late in the project there will be a stakeholders meeting to discuss dissemination. Full project papers will be circulated first in working paper format to facilitate discussion. Public communications will be managed cooperatively with the UK in a Changing Europe initiative. There is potential for joint events and jointly published research papers, and combined media work.

Description The first analysis of data has been completed, using NVivo12. This analysis is focused on the emotions associated with the responses of the 127 interviewees in 12 higher education institutions. These emotions were overwhelmingly negative (79 per cent), including fears for the future, expressed by all 127 persons, and senses of loss, confusion, uncertainty, helplessness and lack of agency. Neutral emotions (5 per cent) and positive emotions (16 per cent) were mostly resilience, determination to 'see it through', trust in the interviewees' universities and hopes that unknown new possibilities would emerge.

The largest single category, 40 per cent of all expressed emotions, was comprised by fears and worries about the anticipated consequences of Brexit. In relation to the negative emotions, interviewees were anxious about people mobility problems; the future attractiveness and reputation of UK higher education and research; the possibility that UK higher education would become less diverse, more 'insular' and 'isolated' and less collaborative than before; the outcomes of not being in the European research area; the potential for the UK to become distanced from European historical connections, culture, civilisation and intellectual heritage. 22 per cent of all responses, expressed by more than four interviewees in every five, embodied loss of personal agency after the referendum. These expressed feelings included uncertainty, confusion, paralysis, helplessness and fatalism. Participants associated uncertainty with the lack of reliable information, the lack of clear direction, and the lack of trust in university leadership or the government. A further 16 per cent of emotions referred to displacement: a sense of loss, regret, sadness, distrust, disappointment, disillusionment, ironic detachment or unpleasant shock.

Academic leaders and academics were more likely than were other interviewees to express emotions, and express negative and neutral emotions. Governing body members were the most likely to be positive. Participants from the two Scottish universities tended to express more emotions in all categories; Northern Ireland interviewees the least. Participants from the post-1992 universities (Coventry, Sheffield Hallam, South Wales) expressed more emotions, and were more likely than others to be positive; while on average the participants from the five non Russell Group pre-1992 universities (Aberdeen, Keele, SOAS, St Andrews, Ulster) expressed more negative and neutral emotions than did other interviewees.

These findings will be published as a chapter by the research teams in the forthcoming book 'Changing Higher Education for a Changing World' (ed. C. Callender, W. Locke and S. Marginson), published by Bloomsbury in August 2020. An earlier version of these findings was presented at the Universities UK International Higher Education Form in February 2019.

Further data analysis has been interrupted by loss of Research Associate staff support but this will resume in March 2020 and will be addressed to aspects of the research such as `Brexit and the financial sustainability of institutions, Brexit and research in the UK, and institutional management and strategy in relation to Brexit.
Exploitation Route The 127 project interviews from 12 UK higher education institutions have been anonymised and deposited. They provide much insight into UK universities at a crucial moment of time, the period mid 2017 and mid 2018 when the likely effects of Brexit were being digested, leading to new management and financial strategies.

Description The project on 'Brexit, trade, migration and higher education' has completed its research case studies in 12 UK universities, including all four nations, all data have been entered into NVivo, and anonymised interviews have been deposited as required by UKRI. About half the data analysis has taken place, and the first academic output (a book chapter) has been published. A significant number of articles and a monograph are still to be completed. The funded project was short (24 months) but very active. It was designed to generate continuous engagement and impact during the life of the research as well as at the conclusion. Continuing impact was managed in four ways. First, through full participation in the continuing activities and publications of the UK in a Changing Europe 'family' of activity in relation to Brexit, such as the regular newsletters, occasional consultations and discussions, and events such as the UKICE display in Westminster of all Brexit-related projects at Westminster in October 2017. Second, through the project's consultative structure - particularly its Advisory Committee, which includes research users and stakeholders including Universities UK, HEFCE, Times Higher Education, the Alliance, and the Society for Research into Higher Education. the relationships with individual members of the Advisory Committee have led to specific impact-related activities, such as conference papers on the preliminary project findings at UUK's Higher Education Forums in 2018 and 2019. Third, through the public activities of the project, including ongoing media commentary on Brexit-related issues, five CGHE Policy Briefings designed to connect with policy makers and media, presentations at conferences of the Higher Education Strategic Planners Association (Glasgow, February) and Universities UK (March 2018), and discussion in CGHE public forums. Fourth, through two specific briefings on the early research findings at the Department of Education, for its officers, in early 2018. The researchers have been engaged in continued discussions of the implications of Brexit for UK research and higher educaiton, including preparation of a journal paper for 'Contemporary Social Science' (to be reported in 2024 ResearchFish), media interviews and public webinars and conference presentations in February 2023.

Impact The Higher Education Commission Inquiry into the export market was co-chaired by Professor Simon Marginson who heads the ESRC/OFSRE Centre for Global Higher Education. The work of the Higher Education Commission Inquiry was extensively publicised and attracted the attention of MPs from all major parties. It was broadly endorsed across the higher education sector. Its policy reasoning was largely consistent with that of the Government's own Migration Advisory Committee though the two sets of recommendations partly diverged. It is likely that future policies will move closer to the report of the Higher Education Commission Inquiry though this has not happened yet.

Impact The Higher Education Commission is based at the Palace of Westminster and includes members from both Houses of Parliament, and education leaders. It is chaired by Lord Norton of Louth. The specific Inquiry into UK Education Exports co-chaired by Lord norton and Simon Marginson. it is inquiring into three related questions: 1. What are the obstacles to growing HE exports? 2. What can be done to improve the value of exports post-Brexit? 3. How can UK advance the other benefits of international education exports? It includes consideration of the effects of Brexit in relation to international education. The Inquiry involves six evidence-giving sessions, a call for public submissions, and preparation of a report. The report will be completed in June/July 2018. To this point the Inquiry has gathered significant evidence through five of its scheduled evidence-giving sessions. This evidence is already being discussed in government circles and a meeting will rake place involving the Minister for Higher Education, Lord Norton and Simon Marginson. The next Research Fish submission will contain fuller details of impact on policy - at this stage the Inquiry is only halfway through.

As Brexit moves closer the uncertainty continues and the stakes for the higher education sector are mounting. Research funding, EU student tuition fees, European staff, initiatives beyond Europe - Brexit places tremendous pressure on university leaders, strategy planners and chief financial officers who must call the most likely scenarios and be ready with plans B and C. And the implications vary according to university mission, degree of exposure to Europe, and location in the UK. Drawing partly on ESRC-funded research currently being carried out at the Centre for Global Higher Education, this session explored not just the consequences of Brexit but university capacity, responses and initiatives under conditions that are both fast changing and utterly unprecedented.

The article received 73 comments, sparking a very vivid conversation. A Danish think tank, EUROPA think tank, requested a 45-60min phone interview following the publication of the article, as part of their work drafting a commissioned report for the Danish Ministry of Higher Education and Science on the potential consequences of various Brexit-scenarios on Danish research and education.

Results and Impact Think Tank EUROPA is conducting research work to complete drafting a commissioned report for the Danish Ministry of Higher Education and Science on the potential consequences of various Brexit-scenarios on Danish research and education. Following my Guardian online article entitled "Will the UK get a Brexit deal on research? That's the €160bn question" (05 December 2017) the Director of the think tank (Bjarke Moller) and his team invited me to talk to them about the possible impact of Brexit on British higher education via video-conference. The discussion lasted nearly an hour and provided them with original insights into what UK universities are currently doing to remain connected to their EU peers, in particular through establishing their own small informal networks of cooperation.

Results and Impact On the invitation of the Higher Education Strategic Planners Association, Simon Marginson presented the current ESRC-supported research project on'Brexit, trade, migration and higher education' to officers of higher education institutions working in planning and strategy, and data management and processing. This included early findings from the first three of the 12 studies. There was considerable discussion, over 40 minutes, after the presentation. The event had a training function but also feeds into changing institutional understanding of the difficult Brexit-related environment, with the possibility of more focused strategy and actions developing.

The team of Simon Marginson, Vassiliki Papatsiba, William Locke and RA Ludovic Highman conducted case studies in 12 contrasting UK universities from the four nations. The data set of 127 semi-structured interviews has been coded and analysed by Ludovic Highman and Xin Xu. The seminar discussed findings on the emotions expressed by interviewees, identity and belonging in relation to Europe, present and future engagement in Europe, and the effects of Brexit in different research disciplines

The event organized took place at Attlee Suite, Portcullis House, Westminster. It was attended by Members of Parliament and their research assistants, as well as other academics. By explaining the main objectives of the project to MPs and other policy-makers, we were able to highlight the key issues that Brexit will present for UK universities. Professor Simon Marginson then presented the research project in a breakout seminar.

Results and Impact Vassiliki Papatsiba presented the current ESRC-supported research project on 'Brexit, trade, migration and higher education' to postgraduate students on the Educational Doctorate programme of the School of Education at Sheffield. This included early findings from the first three of the 12 studies. There was vivid discussion, over 20 minutes, after the presentation which fed into changing understanding of the difficult Brexit-related Higher Education environment. Many students expressed their intention to liaise with their MPs about the value of a second referendum.

Results and Impact The UK in a Changing Europe-Scottish Government workshop was focused on "The implications of Brexit for devolved policy and governance". This event was hosted by the University of Edinburgh, at the Centre on Constitutional Change. As part of the Group 3 (Health & Higher Education) workshop, I focused on answering the following question: What are the policy implications and consequences of Brexit to the HEI sector, and how does Scotland differ from the rest of the UK? Participants included the Head of Higher Education And Science of the Scottish government (Roddy Macdonald).
