Abstract
Smart Shrinkage Solutions - Fostering Resilient Cities in Inner Peripheries of Europe is a project that offers the best practice and most feasible solutions to the problem of urban shrinkage - a continuous population decline affecting more than 1,500 cities all over Europe. By learning from the experience of the cities that once were on the edge of an abyss but have bounced back to life, by sharing the key ingredients of their success across Europe and beyond, this project enables as many shrinking cities as possible to adapt, transform, and thrive in the face of continuously and often dramatically changing circumstances.
Planned Impact
i) Residents and communities: empowering residents and stakeholders to co-produce solutions
A core outcome is policies designed to increase economic and fiscal resilience, liveability and compact connected city outcomes - an inventory of potentially effective policy instruments for the creation of attractive and sustainable urban environments and the maintenance of vibrant local communities will be developed: The views of residents and communities will be sought through the local stakeholders' workshops in the seven 3S RECIPE cities; Webinars will include local residents and community representatives to capture the views of policy interventions designed to tackle shrinkage; A record of the webinars will be publish and podcasts made available on our dedicated webpage; Ongoing engagement and evaluation of 3S RECIPE solutions will be provided by (micro)blogging and online social media presence; Our partners have extensive experience of using art based approaches to community engagement a transportable exhibition space will be developed to engage communities with alternative interventions to tackle shrinkage innovatively; As part of our accredited postgraduate programmes in sustainable urban development, we will invite community representatives to share their experience of policies on shrinkage with other communities in the region.
ii) Practice and professionals: sharing ideas across the policy community
A core aim of 3S RECIPE is to calibrate policy solutions for different urban futures and trajectories, as delivering economically resilient, liveable and compact cities is highly dependent on context: We will use our policy networks at regional and national levels to host policy planning seminars with a focus on policy responses to shrinkage with the aim of developing outputs to be incorporated into guidance and continuing professional development to support planners, regeneration professionals and practitioners in addressing resilient solutions for shrinkage; Publication of at least two articles in the professional press (e.g, New Start, Planning Resource, The Planner) on resilience and planning for growth in the context of shrinkage; Work with urban regeneration companies, local enterprise partnerships, and regional development agencies in developing an understanding of resilience strategies by commissioning joint seminars hosted by the 3S RECIPE research organisations; Where relevant we will embed innovative solutions emerging from the project within the Knowledge Innovation Community issues of adaptability and resilience of cities through the Regional Knowledge Innovation Community and other pan-European and international platforms; Working with our international partners we will seek opportunities to promote a joint seminar on public policy implications of our foresight approach and policy innovation across the 3SRECIPE cities for resilience in China, Japan and elsewhere.
iii) Students and Researchers: teaching and training the place leaders of the future
As leading schools of geography, planning, and civil engineering, we have a responsibility for training and educating the future place makers and governance leaders: the mechanisms to engage residents and policymakers will be open to our postgraduate research and taught course student communities; theoretical and policy lessons will be utilised to inform postgraduate and undergraduate taught modules; students from our highly successful and accredited Masters programmes will go on to planning practice and our overseas students go on to senior positions in government and planning practice. Moreover, we will utilise our inventory of successful participatory planning mechanisms for generating urban resilience solutions in developing an inter-disciplinary focus on green infrastructure and Biophilic Cities. This will draw on the wider student community across Arts and Humanities, Natural, Applied, Interdisciplinary, and Social Sciences.

| Description | SUMMARY: Urban shrinkage - urban population loss with its many ramifications - re-emerged as a societal problem in the latter half of the 20th century. Gradually, the issue of continuous population decline has become the new normal across Europe. A large number of urban areas - well over 1,500 municipalities across Europe alone - have found themselves amongst the cities losing population. Though the appearance of shrinkage is fairly universal - empty city-centre shops, falling property values, reduced town-centre vibrancy - causes for urban shrinkage can vary. They might include the removal of business and jobs from the city core to cheaper land on the periphery, out-migration and disinvestment of capital, an ageing population, a dwindling tax-base and reduction in social and infrastructure services, perception of better opportunities elsewhere - or a combination of all of these. This project has tapped into the rich experience of the cities that once were on the edge of an abyss but have bounced back to life and identified the key ingredients of their success. Significant new knowledge has been generated about what works in a shrinking city context and how the underlying forces of urban shrinkage can be reversed in order to convert these cities into sustainable, liveable, and economically resilient urban environments. The project has also developed a new Urban Futures methodological application to stress-test and future-proof a public-sector intervention or a private-sector solution to an urban problem. This way, the project helps shrinking cities to adapt, transform, and thrive in the face of continuously and often dramatically changing circumstances. KEY MESSAGES: The first key message to emanate from this research is that local stakeholders must be empowered to be bolder, more experimental, and take risks. Cities need to adopt a more experimental approach, taking risks, and collaborating with the creative sector at the grass-roots level. If humble, academics can play a mediating role between the local authority and the 'creatives'. Moreover, this project also demonstrates that every successful recipe needs a local ingredient. You need to find something within your legacy that you can reuse, recycle, rework. Your city's historical legacy, the local assets - 'local-ness' in general - should be central to any urban regeneration strategy. Finally, the cities faced with a major structural challenge are already actively seeking and finding capacities to help themselves and are open to input in doing so. At the same time, shrinking cities should not try to ape narratives and policies of global capital cities, but rather apply policies rooted in local stories and prerequisites. POLICY IMPLICATIONS: 1). A successful city depends on a resilient urban economy and a healthy state of its municipal finance: 3S RECIPE has collected an inventory of successful and effective policy instruments for economic and fiscal resilience-building, validating these against seven different urban, regional, and national contexts across Europe. 2). A successful city has to become compact and connected: 3S RECIPE has catalogued viable, successful, and effective public interventions for building compact and connected urban environments and validated these against seven different social contexts. 3). A successful city has to remain attractive and liveable: 3S RECIPE has taken an inventory of successful and effective policy instruments for the creation of an attractive urban environment and the maintenance of vibrant local communities. 4). Building on the state-of-the-art theorisation of urban shrinkage, and applying the Urban Futures methodology, this project has also tried and tested the soundness and feasibility of these tools in the context of different urban futures scenarios of Le Havre (France), Maastricht (Netherlands), Lodz (Poland), Porto (Portugal), Timisoara (Romania), Zonguldak (Turkey), and Stoke-on-Trent (United Kingdom). 3S RECIPE is to help thousands of shrinking cities worldwide to tackle the key socio-economic causes of urban shrinkage, to future-proof their sustainability actions in urban regeneration, and to enhance the role of long-term strategic planning. |
| Exploitation Route | Understanding and handling depopulation: An Urban Futures methodology 3S RECIPE has operated in a total of seven different cities and seven different countries. It has identified and examined policy prescriptions for smart shrinkage solutions implemented over the past twenty years and has focused on three major 'slow burn' factors for urban shrinkage: deindustrialisation, suburbanisation, and negative natural population change. In each city, local stakeholders, including the local authority, businesses, charities, urban practitioners, and citizens have identified alternative policy options for regenerating the local economy, containing urban sprawl, and making vital liveability improvements to attract potential newcomers and retain talented university graduates. The Urban Futures Methodology (UFM), previously developed as a civil engineering foresight tool, was repurposed for the project's aims. To decide on each of the seven cities' best smart shrinkage solutions, the method has gone through several consecutive steps: firstly, stakeholder workshops were held to identify the most popular bottom-up solution from the city's own perspective; then the chosen solution was exposed to resilience stress tests (testing future extreme scenarios), before being put back together again. The end result has produced a policy consensus that is more future proof. For example, using this method, 3S RECIPE has learnt that investing in specialised higher education is in the long-run a much better way to orchestrate a turnaround in the fortunes of a shrinking city, as opposed to investing in large commercial and retail real estate projects, which might not withstand or deliver value during a severe economic downturn. Local authorities, mayors, city councillors, business leaders, town planners, civil society organisations, urban practitioners, activists, academic scholars, and students of urban growth and decline in each and every shrinking city across the globe will find inspiration from the project's 7 unusual success stories of urban resilience and civic courage. | Impact | Under the auspices of 3S RECIPE (work package 1 Urban Futures), a special 'Urban Futures' methodology workshop was run for 2 senior municipal housing officers (The city of Stoke-on-Trent Council) to stress-test and future-proof the city's flagship "£1 House" programme. | Description | The 3S RECIPE data collection provides the research and policy audience with clear, tried, and tested city examples of how to 1) tackle the key socio-economic causes of urban shrinkage, 2) future-proof sustainability actions in urban redevelopment and regeneration, and 3) enhance the role of long-term strategic planning. The core data collection is comprised of 22 original research outputs in the form of policy briefs, revealing a series of smart shrinkage solutions implemented during the period 2000-2020 in 7 cities across Europe, including Le Havre (France), Maastricht (Netherlands), Lódz (Poland), Porto (Portugal), Stoke-on-Trent (UK), Timi?oara (Romania), and Zonguldak (Turkey). Research findings are presented in the form of textual narrative with maps, photographs, figures, charts, and tables in PDF format. | Results and Impact | Urban communities around the world face increased stress from natural disasters linked to climate change, and other urban pressures. They need to grow rapidly stronger in order to cope, adapt and flourish. Strong social networks and social cohesion can be more important for a community's resilience than the actual physical structures of a city. But how can urban planning and design support these critical collective social strengths? An international audience of around 50 people attended the book launch of 'Social Sustainability, Climate Resilience and Community-Based Urban Development: What About the People?' by Cathy Baldwin, Robin King (Routledge, June 2018) at The Institute for Science, Innovation and Society, University of Oxford, UK, to debate the issue of resilience and its social ramifications. |

| Results and Impact | Launch of the JPI Urban Europe SRIA 2.0 foregrounding dilemmas: From Urban Resilience to Robustness, JPI Urban Europe Policy Conference Urban Transitioning, The European Committee of the Regions, Brussels, Belgium. The fourth JPI Urban Europe policy conference launched the updated Strategic Research and Innovation Agenda (SRIA 2.0) and provided an arena for discussions and exchange on urban transitions. The SRIA 2.0, with priorities for 2020-2026, has been refurbished with a view to issues and concerns in the wake of international policies such as UN Agenda 2030 SDG 11, UN-Habitat New Urban Agenda and Urban Agenda for the EU. In this light and to enhance urban transformation capacities and expertise, JPI Urban Europe has identified a need to foreground dilemmas in four transition areas and the wicked issues emerging in their pathways. In conjunction with the conference, other events such as a walkshop in Brussels and meetings within the Making Cities Work call, the Urban Europe Research Alliance and the SET-Plan PED Programme were arranged. Hundreds of urban practitioners, policymakers, researchers, European institutions and organisations explored the dilemma-driven approach and defined first steps towards implementation of the SRIA 2.0. City leaders described how experimentation, socio-technical innovation and stakeholder involvement could play an important role in local urban transition strategies. Networking activities included all actors interested in sustainable urban development, such as policy-makers, mayors, city administration, urban practitioners, urban experts and researchers, representatives from the EU Member States, Brussels-based urban networks and European institutions dealing with urban matters. |

According to the world-leading business newspaper, its "The How to Lead" interviews illuminate the personalities of high-profile leaders by focusing on the issues they have faced - from turning round a troubled organisation, to changing corporate culture or tackling an unexpected crisis. As one of The FT's "leading business writers" I described the successes and setbacks encountered by shrinking and resurgent cities, highlighting the mistakes leaders made and the wider practical lessons they learnt along the way. |

For the third episode of the JPI Urban Europe-sponsored webinars, the panellists discussed how to transition into more liveable and sustainable cities in the context of current and future crises. The panel dissussants included: - Vanesa Castán Broto, a professorial fellow at the Urban Institute at the University of Sheffield. Her research has been funded by the British Academy, Leverhulme Trust, ESRC, EPSRC and the Institution of Civil Engineers. She has been awarded for her work against climate change with a focus on the urban poor. - Andrew Karvonen, Associate Professor and Director of Doctoral Studies in the Division of Urban and Regional Studies at KTH Royal Institute of Technology. Karvonen has conducted research on the politics and practice of sustainable urban development with a particular focus on the cultural and social dimensions of urban technologies. - Vlad Mykhnenko, Associate Professor of Sustainable Urban Development and a Fellow of St. Peter's College at the University of Oxford. Currently researching urban regional economies, sustainable development, and regional growth. |
