Abstract

The process of leaving the EU presents the biggest set of decisions faced by the UK polity for decades. Given its prominence and importance, decision-making must satisfy two conditions. First, it should respect and respond to public opinion: both democratic principle and the need for public legitimacy demand this. Second, the process should be carefully considered: the options and their implications for all parts of society should be clearly understood and priorities carefully weighed.

The proposed project is designed to advance these goals - and thereby to make a major and distinctive contribution to the Brexit process - by creating a Citizens' Assembly on Brexit. We will link the Assembly to ongoing work around Brexit in government and parliament and publicize its work and recommendations to the public at large. In so doing, the project will advance understanding of how democratic practice might best be furthered in general.

There are dangers that the conditions for effective decision-making on Brexit might not be met. Voters have been asked whether they want Brexit, but not what form they want it to take. Parliament - the usual location for public scrutiny - feels hamstrung because it is known to contain a pro-Remain majority and so risks public anger. Many 'Remainers', still hoping Brexit can be stopped, are reluctant to engage constructively with the question of the form it should take. Some 'Leavers', worried that extended negotiations might create a risk of reversal, insist that matters are simpler than they are. Public debates are often polarized and distorted.

The ideal response to these problems would be to create a deliberative process encompassing the whole electorate. But this is impossible, both financially and practicably. The closest approximation is a citizens' assembly: a body of citizens who are selected randomly (but with stratification) from the general population to represent the diversity of society and who meet over a period of time to learn about the issues, hear a wide range of perspectives on them, deliberate in depth, and reach conclusions. The project team combines expertise from academia and civil society, including members of the ESRC-funded Democracy Matters project, which ran two pilot citizens' assemblies in 2015 and went on to win the Political Studies Association's 2016 Democratic Innovation Award. We seek to build upon the expertise developed and lessons learnt by that project and the follow-on Better Referendum initiative, also ESRC-funded, to deliver a Citizens' Assembly on Brexit.

We expect the Assembly to have 45 members who will be broadly representative of the UK population. Stratification will be used to provide the greatest possible representativeness in terms of criteria such as gender, age, place of residence, social class, and attitudes to Brexit. The Assembly will meet over two weekends. Members will learn about the options for Brexit, discuss their own perspectives, hear from a wide range of experts and campaigners, deliberate on what they have heard, and draw up recommendations. They will also be able to engage online between the weekends. The Assembly will deliver a report that will be widely circulated among policy-makers and commentators, launched at a high-profile event, and promoted through traditional and social media.

The project will pursue two objectives. The first is to use the well-tested citizens' assembly model to deliver what is needed by Brexit negotiators, parliamentarians, and all engaged in the Brexit debate: a deep insight into informed public opinion on the form that Brexit should take. The second is to use this opportunity to examine two unanswered questions regarding citizens' assemblies: whether and how they can be used successfully in the context of existing intense and polarized debate; and whether and how a diverse and representative membership can be secured. The project is carefully designed to advance these objectives to the full.

Planned Impact

This project is designed to make a major, distinctive, and positive contribution to the Brexit process by providing a mechanism through which decision-making can be well informed and grounded in public expectations and, thereby, by promoting the public legitimacy of the outcome. Impact is thus woven into the heart of the project design.

The project will make twofold contributions: on the Brexit process, and on democratic practice.

The intended beneficiaries of the insights regarding public judgements on Brexit are:
- government: the ministers and officials who will negotiate on the terms of Brexit;
- parliament: the House of Commons Committee on Exiting the European Union, the House of Lords European Union Committee, as well as MPs and peers in general;
- devolved administrations and assemblies, which are seeking to shape the Brexit process and outcomes;
- journalists, commentators, businesses, and civil society organizations, for whom an understanding of the many layers of public opinion is invaluable;
- the general public, who continue to show great interest in Brexit and whose lives will be deeply affected by the form it takes.

These groups will benefit from the research because it will illuminate the perceptions, preferences, and overall judgements of a broadly representative sample of the general public who have been able to examine in depth the question of what form Brexit should take. If the Brexit process is to be grounded both in public opinion and in careful and informed consideration, such knowledge is essential. The Citizens' Assembly on Brexit will become an important reference point in public debates: participants in these debates will recognize it has much to say that is valuable and important. We expect that the Assembly will frequently be invoked as a source of insight in parliament and in the media.

The intended beneficiaries of the project's insights regarding democratic practice are:
- policy-makers in the UK government and parliament, devolved administrations and assemblies, and local government, who can learn about possibilities for using deliberative mechanisms in policy-making;
- campaigners for democratic reform;
- ultimately, the general public, whose lives are affected by the quality of the democratic process.

The Minister for the Constitution, Chris Skidmore, has said that it is a government priority to promote engagement in politics among those who are currently 'furthest from politics'. There is also a widespread concern about the current quality of democratic discourse and a desire to find ways of strengthening it. This project will provide fresh insight regarding the feasibility and effectiveness of one prominent new means of doing this: the use of deliberative bodies such as citizens' assemblies. Ultimately, the public at large will benefit if this research can further understandings of how democratic processes can be deepened and their own considered voices can be heard.

The means through which we will connect with these intended beneficiaries are set out fully in the Pathways to Impact document. We will draw on the resources of the UCL Constitution Unit, UCL Press Office, and the Electoral Reform Society, collectively bringing very extensive contacts in government, parliament, devolved/local government, and the media. We are already engaging with the UK parliamentary authorities (including the Commons Speaker and chairs of relevant select committees) and exploring various ways in which the Assembly might engage with parliament. If this bid is successful, we will likewise activate our contacts across government and in the devolved administrations. We will also seek to engage a media partner, preferably the BBC, to provide a high-profile platform for the Assembly's work.

We fully expect these contacts to yield valuable collaborations. In addition, we will engage with the full range of beneficiaries through the mechanisms set out in the Pathways to Impact document.

Description The key findings are: (1) Deliberation can work well even in a polarized setting when it is well structured and supported. Citizens' assemblies constitute a viable option for developing democratic practice in the UK and should be pursued further. (2) Willingness to participate in deliberative activities varies with attitudes even after demographic factors are controlled for, and this should be taken into account in designing how members are recruited to future deliberative exercises. (3) Deliberative activities are most effective when designed and delivered in close collaboration with deliberation professionals. This should guide the design of future citizens' assemblies. (4) When members of the public are given an opportunity to deliberate in depth on Brexit, they can develop sophisticated views, as set out in the Assembly's report. (5) Specifically, members of the Citizens' Assembly on Brexit wanted the UK to gain the advantages of leaving the EU by diverging to some degree from EU rules; but they nevertheless favoured a soft over a hard Brexit; and they favoured continued free movement of labour, combined with greater measures to ensure that the UK maximised the advantages of immigration while minimising disadvantages.
Exploitation Route Following the Citizens' Assembly on Brexit, the members of the project team engaged actively with politicians, officials, journalists, and democracy campaigners in London, Edinburgh, Cardiff, and Belfast. They did so with two purposes in mind, mirroring the project's two original overarching objectives: first, to advance awareness of what the Assembly demonstrated about public attitudes regarding the form that Brexit should take; and, second, to promote understanding of what citizens' assemblies are, what they can (and cannot) be used for, and how they are best designed. We are continuing to engage in these activities.

With regard to the first, we presented the findings on Brexit to two parliamentary committees and at special events in Westminster and Edinburgh, engaging with MPs, peers, MSPs, officials, and journalists. We have also had private meetings with a broad range of parliamentarians. Now that Brexit has happened, and given that the findings on attitudes to Brexit are over two years old, we expect ongoing work in this strand to be relatively limited.

By contrast, engagement work regarding the second is ongoing and has intensified considerably since early 2019. Partly in consequence of the Citizens' Assembly of Brexit and our activities in disseminating its work, the topic of citizens' assemblies has risen significantly up the UK political agenda. We have been able to draw on Citizens' Assembly on Brexit project to inform these debates - through blogposts aimed at specialist audiences, through mainstream media appearances, through meetings with key individuals, and through advisory board memberships.

We will continue to respond positively to requests for discussions of what can be learnt from the Assembly by others who are interested in running or supporting deliberative exercises. We will continue to engage with such exercises and with those who wish to promote them. We have now also secured ESRC funding for a further project including a citizens' assembly, which will give us fresh evidence in continuing to develop these links.

Description The research has had two forms of impact. First, it had some impact on debates about the form that Brexit should take. The findings were presented to two UK parliamentary select committees (the House of Commons Home Affairs Committee and, in private session, the House of Lords EU Committee). It was cited in the former committee's report on future UK immigration policy. It has been mentioned in both chambers at Westminster and our many contacts with MPs, peers, and others suggest that many are aware of the findings and have found them useful. Second, it has influenced debates about how we can do democratic politics better. The fact that the Citizens' Assembly on Brexit demonstrated the feasibility and effectiveness of the citizens' assembly model in the UK was vital in the decision of two House of Commons committees to run a Citizens' Assembly on Social Care in the spring of 2018, which later led on to the Climate Assembly UK, established by six House of Commons committees. It was vital also in the processes leading to the creation of the Citizens' Assembly of Scotland and several other assemblies. Beyond this impact on decisions to establish citizens' assemblies, it has influenced the design of these assemblies. The Citizens' Assembly on Brexit established a core team of expertise in citizens' assemblies in the UK that is now leading the implementation of the emerging wave of official citizens' assemblies. Two assemblies have been commissioned by the UK parliament, two by the Scottish government, and one by the Senedd; the UK government has also sponsored a programme of local assemblies. All of these have been delivered in whole or in part by members of the Citizens' Assembly on Brexit project team (specifically, Dr Alan Renwick, Professor Graham Smith, Involve (our delivery partners), and the Electoral Reform Society (our engagement partners)). All have drawn directly on the lessons learnt through the Citizens' Assembly on Brexit: notably, all have employed attitudinal stratification in member recruitment and all have placed greater weight on professional facilitation than have early citizens' assemblies in other countries. The Citizens' Assembly on Brexit has thus forged a specifically British model of citizens' assembly practice. The CAB team were also closely involved in 2019 in a range of discussions with parliamentarians regarding the possibility of a (further) citizens' assembly on Brexit designed to break the then apparent Brexit impasse, and the insights gained from the CAB regarding how long it takes to establish a citizens' assembly, how much time an assembly needs to conduct its business, how an assembly can cope with discussing an issue on which views are highly polarized, and how such an assembly is best designed were important in easing pressure for the establishment of an assembly that might have been rushed and insufficiently resourced. In short, therefore, the Citizens' Assembly on Brexit is playing an important ongoing role in shaping a wave of interest in citizens' assemblies. It has given politicians confidence that citizens' assemblies are feasible in the UK. It has been very influential in the design of several assemblies. And it is helping to inject some realism as to what citizens' assemblies can and cannot expect to achieve. For all these reasons, the project has formed a major part of impact case studies submitted to REF2021 by both UCL and the University of Westminster.

Impact The Citizens' Assembly of Scotland is the first citizens' assembly established by a government in the UK. It is trialling an innovative approach to democratic discussion and decision-making and developing a vision for Scotland's future. It remains ongoing at the time of writing, making long-term impacts uncertain. It has, however, garnered substantial media attention and has greatly raised awareness of the citizens' assembly model in Scotland among politicians and commentators. The Citizens' Assembly on Brexit project influenced the Citizens' Assembly of Scotland in two ways. First, it strongly influenced the creation of the Assembly: outreach events about the Citizens' Assembly on Brexit in Edinburgh, including with the minister responsible for the Citizens' Assembly of Scotland, raised interest in this model and awareness of its potential. Further outreach events by Citizens' Assembly on Brexit project partner the Electoral Reform Society further consolidated this. It is possible that the Citizens' Assembly of Scotland would not have taken place without this. Second, Dr Alan Renwick has brought has expertise to bear. He met the responsible minister and senior officials in the initial stages of planning the Citizens' Assembly of Scotland and subsequently joined the Assembly's Stewarding Group (i.e., its advisory body). He advised on all aspects of assembly design, from member recruitment, through design of deliberative sessions, to strategies for securing long-term impact.

Impact The Citizens' Assembly on Social Care was convened by two House of Commons select committees and was the first official citizens' assembly in the UK. It developed proposals for the funding of adult social care, which strongly shaped subsequent reports by the two select committees on this subject. At the time of writing, a substantive government response to this report remained pending. The Citizens' Assembly on Brexit influenced the Citizens' Assembly on Social Care in two main ways. First, it is unlikely that the latter would have taken place without the former. The organisation Involve, who were our delivery partners for the Citizens' Assembly on Brexit, tell us that the experience of that assembly was crucial in enabling MPs and parliamentary officials to understand what holding a citizens' assembly would involve and what benefits it might bring. Second, the lessons learned through the Citizens' Assembly on Brexit were crucial in shaping the design of the later assembly - especially in regard to member recruitment strategies, methods of deliberation facilitation, and methods of engagement with experts. These impacts were achieved partly through Dr Alan Renwick's advisory work with the Citizens' Assembly on Social Care and partly directly through the fact that Involve delivered both assemblies and transferred lessons from the first to the second case.

Impact The Climate Assembly UK is a citizens' assembly established in 2019 by six select committees of the UK House of Commons. It is ongoing at the time of writing, and long-term impacts are therefore uncertain. It has, however, been covered in all major news outlets, raising awareness of this mode of democratic discussion and decision-making and raising the profile of the practical policy measures that might allow the climate crisis to be addressed. The Citizens' Assembly on Brexit has had two main forms of influence on the Climate Assembly. First, the latter assembly may not have been created without the former. As noted in the separate entry relating to the Citizens' Assembly on Social Care, we have been told that the example of the Citizens' Assembly on Brexit was vital in giving MPs and parliamentary officials the information they needed to establish the social care assembly. In turn, the success of the Citizens' Assembly on Social Care was important in the decision of six parliamentary committees to launch the larger, longer, and more ambitious Climate Assembly UK. Second, the design of the Climate Assembly was strongly influenced by the findings from the Citizens' Assembly on Brexit. Indeed. the Brexit assembly has forged a distinctive UK model of citizens' assemblies characterised by: leadership by professional facilitators rather than generalist chairs; a focus on professionalism in table facilitation; and a recruitment strategy for members that includes stratification on attitudinal as well as socio-demographic characteristics. All of these are based on research findings from the Citizens' Assembly on Brexit. These impacts have been achieved in part through Dr Alan Renwick's membership of the Advisory Panel of the Climate Assembly UK and in part because Involve, the delivery partner for the Citizens' Assembly on Brexit, are also leading delivery of the Climate Assembly.

In the context of an explosion in the use of citizens' assemblies since late 2018, he has taken on several important advisory roles: as a member of the advisory panels for the UK parliament's Climate Assembly UK, the UK government's Innovation in Democracy programme, the Scottish government's Citizens' Assembly of Scotland, and the Oxford Citizens' Assembly, and as an advisor to the National Food Strategy's citizens' assembly project. Dr Renwick's work has been important in shaping all of these initiatives. He has also made media appearances to explain these initiatives to wider audiences.
