Abstract

The Economic Impacts of Brexit on the UK, its Sectors, its Cities and its Regions

What are the economic impacts of Brexit on the UK's sectors, regions and cities?

The findings from our recent research suggest that the UK's cities and regions which voted for Brexit are also the most economically dependent on EU markets for their prosperity and viability. This is a result of their differing sectoral and trade composition. Different impacts are likely for different sectors, and also different impacts are likely between sectors, and these relationships also differ across the country's regions. Some sectors, some regions and some cities will be more sensitive and susceptible to any changes in UK-EU trade relations which may arise from Brexit than others and their long-run competiveness positions will be less robust and more vulnerable than others. This suggests that these sectoral and regional differences need to be very carefully taken into account in the context of the national UK-EU negotiations in order for the post-Brexit agreements to be politically, socially as well as economically sustainable across the country.

This project aims to examine in detail the likely impacts of Brexit on the UK's sectors, regions and cities by using the most detailed regional-national-international trade and competition datasets currently available anywhere in the world (and the people who built these data). These two datasets, are the 2016 WIOD World Input-Output Database and the 2016 UK Interregional Trade Datasets developed respectively by the University of Groningen and by the PBL Netherlands Environmental Assessment Agency. WIOD covers 43 countries, 56 sectors and 15 years of trade-GDP-demand relationships, while the EU Interregional Tables covers 59 sectors and 240 EU regions. The quantitative research will allow us to understand the role in shaping UK regional trade behaviour which is played by global value-chains, whereby goods and services crisscross borders multiple times before being finally consumed by household and firms. The UK is heavily integrated with the rest of the EU via such global value-chains and reshaping the future post-Brexit UK trade arrangements with the EU will also involve reconfiguring these global value-chains. Our data allows us to examine the impacts of different trade scenarios and to map out the sensitivity of UK sectors and regions to different post-Brexit scenarios. Brexit will also reshape the national and international competiveness rankings of the UK regions and again our data allows us to examine the likely long run changes which will arise.

At the same time, these changes will also all have profound implications for the design and governance of UK city and regional development policy logic and settings. However, the withdrawal of EU Cohesion Funds, alongside changing UK-EU trade relationships means that both the economic and the public policy environment facing local regions will shift significantly. The ongoing UK devolution agenda at the level of both the three devolved national administrations as well as the English city-regions will be heavily affected by the changing external environment and our project will identify the governance, policy and institutional options which key stakeholders perceive to offer the greatest possibilities for adjusting to the new realities. Our quantitative research will therefore also be undertaken in parallel with qualitative research based on key stakeholder engagement sessions. Participatory workshops with city, regional and national stakeholders will be organised in order to develop alternative post-Brexit scenarios for empirical analysis as perceived by the city and regional as well as national institutions. The mix of quantitative and qualitative approaches will allow us to identity the impacts of Brexit at the crucial meso-levels of the individual sectors, the individual cities and the individual regions.

Planned Impact

The pathways to impact of this project are built into the very logic of the project, which is designed as a co-learning project between the analytical team and stakeholders operating at the levels of UK cities and regions, as well as in central government. Our project is based heavily on interaction and engagement with key stakeholders, mixing qualitative arguments and insights with quantitative analyses. The beneficiaries of this project will be central government policy makers and trade negotiators, city-regional authorities and policy-makers, members of the devolved administrations, and advocacy organisations representing different UK industries and regions.

The project is designed to elicit the Brexit and post-Brexit ideas, views, concerns and opportunities of local actors as perceived from the vantage point of regional and city stakeholders. The workshops will be organised in conjunction with our institutional partners to ensure that the perspectives and views from the regions are embedded in both our national-sectoral and regional-sectoral analyses rights from the start of the project. The different ideas arising from the experience and priorities of the city and regional stakeholders will then be tested empirically. We will feedback the results of our analyses to the project participants to get their interpretations of our empirical findings, and then wherever possible the models will be re-run and re-estimated on the basis of their feedback.

The data at our disposal, which is the best currently available anywhere in the word, is not currently available to UK regional or city authorities, and even UK central government authorities at present do not have the detailed knowledge or experience skills to use the data. However, the participatory workshop participants, most of whom will be outside of the academic world, as well as the central and local government authorities, will be the key end users of both our interim and final project outputs. Our work therefore provides immediate benefits to different tiers of government and to institutional stakeholders across the UK governance system, as well as to private sector and civil society organisations involved in our workshops.

The impacts of the project will be generated via three major forms. Firstly, our data-based scenario-sensitivity trade-GDP analysis along with our trade-specialisation-competitiveness analysis will allow government central government analysts and trade-negotiators to understand the likely range of the expected GDP and local wage-income outcomes of their various proposals and choices across different UK sectors, regions and cities, as well as the longer term impacts on competiveness on different UK regions.

Secondly, we will be able to translate the complex empirical and analytical insights into diagrammatic and tabular formats which are amenable to policy makers and negotiators as well as to the wider public, without in any way compromising the quality of the analysis. This will help with discussions and scenario-building exercises, and also with the wider dissemination of the project findings to broader non-academic audiences.

Thirdly, the exchange of stakeholder ideas, insights and concerns, and the associated empirical analyses which are generated by the discussions in our participatory workshops, will facilitate a wider 'learning journey' whereby different industry and regional stakeholders will come to a greater understanding of the likely effects of Brexit on their communities and also their potential opportunities for traversing the likely changes to be engendered by Brexit.

By combining the best quantitative sources of evidence and analysis with the best qualitative sources of ideas, evidence and insights, we will be able to provide the most robust, detailed and extensive analysis of the likely impacts of Brexit on the UK's sectors, regions and cities.

Description Our research studies the degree to which EU regions and countries are exposed to negative trade-related consequences of Brexit, via an analysis of the nature and scale of their trade relationships. We quantify the shares of regional and national GDP and labor income (in the EU and in the UK) that are at risk due to Brexit. Our results show: • 2.64% of EU GDP is at risk because of Brexit negative trade related consequences. • In the UK, the Brexit trade related consequences account for 12.2% of its GDP. • Adverse effects are likely to be more severe in the regions which have the least ability to respond to adverse shocks including: many of the UK's economically weaker regions, with lower levels of diversity, skills and connectivity, including regions that voted to leave the EU such as the UK's non-core regions in the Midlands and in the North of England. • London and northern Scottish regions have exposure levels which are much lower, although they are still higher than for regions outside the UK. • These profound differences in regional resilience, allied with a likely pattern of Brexit-related shocks which will more adversely impact on the weaker regions, implies that the post-Brexit UK economy will be one of even greater interregional imbalances. In our sectoral analysis an industry's exposure to Brexit is defined as its value added - embodied in a product or service - that crosses a UK-EU border at least once. Exposure levels indicate how much the industry has to restructure its supply chains (by re-shoring stages of production and exploiting non-EU markets, for example) in order to mitigate the value added and employment losses due to reduced post-Brexit trade with the EU. The results from our analysis of 54 UK sectors show that in 15 out of 54 industries: • More than 20% (and up to 36%) of economic activity is at risk from Brexit, in industries such as fisheries, chemicals and motor vehicle manufacturing. • The industries which face the severest risks and which are likely to be the hardest hit by a 'no deal' Brexit are services industries, including professional, scientific, administrative and technical services. • Other high-risk exposure industries include the wholesale trades, legal and accounting services, retail trade, warehousing, land transport services, computer programming, and activities auxiliary to financial services. Importantly, these are all industries which are dissipated across the wider economy and have very little structured lobbying power or media profiles. In our work on the Interregional Inequalities and UK Sub-National Governance Responses to Brexit, based on a comprehensive review of initiatives that UK sub-national governance bodies have initiated in preparation for Brexit, we discuss the various potential impacts of Brexit on UK regions and outline the sub-national governance challenges raised by them. The evidence show: • The UK sub-national institutional system is largely unprepared for the post-Brexit realities. • The vast majority of evidence suggests that Brexit is likely to make the UK's interregional inequalities worse than they already are, with many Leave-voting regions being especially vulnerable. • Although recently there have been some very tentative steps towards a more place-based governance system, the UK's highly centralised and top-down governance system would seem to be uniquely ill-equipped to deal with these eventualities. • Moreover, these inabilities are currently exacerbated by Brexit which is leading to both further governance centralisation and also the stalling of many policy arenas, including regional economic development. • The many observed Brexit-related initiatives and activities are largely ad hoc and uncoordinated between localities, reflecting the widespread policy paralysis evident in the UK institutional system.
Exploitation Route The results of the project have been presented at the European Parliament, European Committee of the Regions, UK Parliament, UK Treasury, UK Foreign Commonwealth Office, UK Department of Business Energy and Industrial Strategy, among many academic forums and conferences. The results of the project have appeared in UK national media including the BBC TV and Radio, Channel 4 TV, The Guardian, The Financial Times, The Times, Huffington Post, Evening Standard, The Washington Post, Metro; The New Statesman, as well as in the international press: Le Monde, The Wall Street Journal, Frankfurter Algemeine Zeitung, La Vanguardia, Il Post, Swiss Public Radio.

The results also has been taken over/used by regional stakeholders such as the West Midlands Combined Authority to support requests for funding to the UK National Government a REF impact case has been written with evidence that supports this impact. Including letters from Andy Street (Mayor of West Midlands) and other members of his cabinet.

Our analysis shows that the economic impact of Brexit will affect differently different part of the UK and some MPs from the most affected geographical areas are using our results to be able to provide some impact. Description This site is developed by PBL Netherlands Environmental Assessment Agency. It introduces a policy concept in which three types of regional economic policies (industry-, innovation- and competitiveness policies) are combined in order to enable the development of a comprehensive regional economic development strategy. This concept is the starting point to develop a regional economic policy strategy of any European region. The website does not present such a ready-made regional development strategy but combines tailored-made regional economic information into an integral view on the state of the regional economy which should be the starting point of the development of any such regional development strategy.

PI Contribution Professor Raquel Ortega-Argiles from University of Birmingham is now part of the new established Birmingham Post-Brexit Commission. The Commission is an advisory board to the Birmingham City Council to support the transition of the city after Brexit. The Commission is constituted by six academics from University of Birmingham, Aston University and Birmingham City Council. The first meeting of the Commission was January 15 of 2018.
Collaborator Contribution Birmingham City Council does not offer any monetary compensation or in kind compensation to the member of this Commission. It is only set to support the City Council in their strategy into a new post-Brexit era.
Impact The Commission has been established very recently January 2018. It is constituted by 5 academics from University of Birmingham, Aston University and Birmingham City Council. At the levels of Pro-Vice chancellors and full professors.

PI Contribution IPPR North joint CityREDI to organise a regional stakeholder workshop in Leeds as part of the regional stakeholder workshops of the project (Birmingham, Edinburgh, London, Brussels). The Brexit North Summit was organised at Leeds city hall on 21st May 2018. CityREDI was responsible to put together the programme, organise catering and refreshment, disseminate the event, organise the video and recordings as well as interviews with the main speakers.
Collaborator Contribution IPPR North duties consisted in to find a venue in one of the Northern cities to celebrate the workshop - the city hall of Leeds. Find some speakers - the major of Liverpool. Disseminate the event in the Northern cities and co-host the event with City REDI.
Impact The summit brought together 80-100 representatives including political and business leaders, academics and civil society organisations to discuss the likely impact of Brexit in the North of England and to agree the urgent actions that need to be taken in the crucial months ahead. The outcomes of this collaboration are a series of blogs, video of interviews recorded in the event and an academic publication (still being written).

Collaborator Contribution The Managing Partners Forum is a forum that brings together professional firm leaders to share ideas on strategic leadership and management excellence with each other and peers at clients, while providing an independent voice and direct access to policymakers. The Managing Partners Forum has provided me with members to present in our regional stakeholder workshops from Richard Chaplin (director) to representatives of the sector such as members from Consultancy companies or Business organisations (e.g. CBI).
Impact Richard Chaplin, CBI representatives and other members of the Advisory Board of the Managing Partners Forum were panelists in our regional stakeholder workshop devoted to the impact of Brexit in services industries in London (May 2018).

Collaborator Contribution UKICE generate a series of surveys that are circulated among the members of the BPP to collate information on the trends of the Brexit process. Their results are presented as newsletters in the website of the UKICE.
Impact The BPP is a cross-disciplinary group created to provide ongoing analysis of where we have got to in the Brexit process. The BPP generates evidence that it is used to provide results on where the Brexit process is going. The BPP results generate media attention.

Prof Bart Los, Wen Chen, Prof. Raquel Ortega Argiles, Prof. Philip McCann reflect on their results on the sectoral assessment of the Brexit impact. The link leads to City-REDI policy briefing) for the 'jobs at risk' index suggest that in the UK as a whole, more than 2.5 million jobs are exposed to the trade effects of Brexit. Annually, almost £140 billion pounds of UK economic activity is directly at risk because of Brexit. Many important manufacturing and primary sectors are highly exposed to Brexit, but so are many services. These services are not only exported directly to EU countries but also sell intensively within domestic supply chains to UK manufacturing exporting to the EU. For 15 sectors, more than 20% of jobs and value added are at risk.

Results and Impact Analyses of the impact of various types of Brexit at the national level hide a lot of regional economic heterogeneity. This column deploys a new interregional dataset to quantify the shares of regional labour income that are exposed to the implications of Brexit for trade, taking into account the indirect effects of supply chain relations. The results show that much more is at stake for UK regions than for the rest of the EU, with the exception of Ireland.

Results and Impact With the Conservative Party Conference once again taking place in Birmingham, City-REDI held a fringe event on 'overcoming the challenges of Brexit at local level' on the 2nd of October. The discussions were around what the impact of leaving the EU will be on public policy, city regions, housing and jobs. On the panel we had:

Professor Simon Collinson, Deputy Pro-Vice-Chancellor for Regional Economic Engagement at the University of Birmingham and Director of City-REDI
Andrew Carter from the Centre for Cities spoke about how the UK's urban areas are heavily exposed to EU trade, with half of exports going to the bloc versus only around 15% to the USA. Furthermore, he talked about how highly centralised policymaking power is in Westminster, which is something Jeremy Lefroy seconded, commenting that the UK is 'unbelievably centralised' and that this needs to be overcome. Professor Menon called the Brexit vote a 'wake-up call' for the regional problems that have existed for a long time in the UK, but the work needed for Brexit is taking place in a very divided country and is consuming all of the government's time and attention. He added that 'however we do Brexit, our economy will be smaller than it would have been had we stayed in'.

Professor Ortega-Argilés discussed her work on the impact of Brexit upon the UK's regions and sectors. She stated that the regional policy debate around Brexit has been under played and that more than 20% of economic activity in the UK is at risk. There is no national response to regional effects which is why the work being done by City-REDI to map out the implications of Brexit on the sectors and supply chains of the British economy is so important.

Results and Impact Sectors such as professional, technical, or scientific occupations, legal services, computer programming, and architecture, are far more exposed to Brexit in both relative and absolute terms than the types of sectors which are typically discussed in the media, such as the financial markets. In fact, the financial services industry is less exposed to Brexit-related-trade shocks because it caters to many British clients elsewhere in the UK and a substantial part of its exports have non-EU countries as their destination. Additionally, the London economy is very large, thus produces a large part of its output for local use; it is the part of the UK economy which is the least dependent on the EU for its prosperity. Consequently, in comparison to other regions across the UK, London is less sensitive and susceptible to changes in UK-EU trade relations which may arise from Brexit. Nevertheless, adverse effects are likely to be more severe in the regions which have the least ability to respond to adverse shocks. Therefore, it is crucial that political and business leaders are well informed to be able to successfully adjust and adapt their economies.

Our London Brexit Workshop aimed to bring together political and business leaders, together with academics and civil society organisations to discuss the likely impact of Brexit on London economy and to agree on the urgent actions that need to be taken in the crucial months ahead.

Raquel Ortega-Argiles, University of Birmingham - The Continental Divide? Economic Exposure to Brexit in Regions and Countries on Both Sides of the Channel

In this paper we employ the EU interregional extensions to the World Input-Output Database WIOD in order to assess the Brexit trade-related risks exposure of EU regions and member states. We develop an index of Brexit trade-related risks which reflects all of the complex global value chain patterns evident in UK-EU trade. Our findings demonstrate that UK regions are far more exposed than regions in other countries. Only the Republic of Ireland faces exposure levels similar to UK regions while the next most affected regions are in Germany, The Netherlands, Belgium and France, in descending order. There is a significant imbalance in Brexit trade-related risks between the UK and the rest of Europe, and this imbalance may influence the outcomes of the negotiations between the UK and the EU.

Results and Impact How Brexit will hit different UK regions and industries, The very areas of the UK which voted Leave in June 2016 are likely to be the ones hardest hit by Brexit. Our research on the likely economic consequences of leaving the European Union on different regions and industries is consistent with the recently leaked government analysis which suggests that London will be one of the areas least hit in the event of a no-deal Brexit. The north-east of England, meanwhile, will be one of the worst affected. Diffusion of our research in a non-academic media outlet to reach general public. Results and Impact This workshop aims to bring together political and business leaders, together with academics and civil society organisations to discuss the likely impact of Brexit on European regions. During the workshop we will share findings from our ESRC funded Brexit project[1] on the likely impacts of Brexit on the Europe's sectors, regions, and cities. Our analysis draws upon the most detailed regional-national-international trade and competition datasets currently available anywhere in the world, allowing us to examine the impacts of different post-Brexit trade scenarios on European regions. Our results identify a very noticeable patterns to the levels of exposure across Europe with north-western European regions typically being the most exposed to Brexit, while regions in southern and eastern Europe are barely affected at all by Brexit, at least in terms of the trade linkages. The workshop will also provide a platform for city, regional and national stakeholders to share their own regional-specific research findings and collaborate with us on developing alternative post-Brexit scenarios, considering both what city-regional authorities want and also what policy responses are likely to be most effective.

Results and Impact City-REDI Institute has put together a website to disseminate all the outputs that the ESRC project is currently having. As a part of our ESRC funded project "The Economic Impacts of Brexit on the UK, its Regions, its Cities and its Sectors", we ran a series of regional participatory workshops in an attempt to disseminate the outputs of the project as well as to connect with broader public policy arenas at the national and regional level. Our final workshop on 'The Economic Impacts of Brexit in Europe' was held in Brussels at the European Committee of the Regions on 22nd February. The main goal of the workshop was to bring together political and business leaders, together with academics and civil society organisations to discuss the likely impact of Brexit on European regions. This blog is a recap of our workshop in Brussels where we presented insights and findings that came out of the project.

Our ESRC- Brexit priority grant: "What are the economic impacts of Brexit on the UK, its sectors, its cities and its regions" under the UK in a Changing Europe initiative aims to examine in detail the likely impacts of Brexit on the UK's sectors, regions and cities by using the most detailed regional-national-international trade and competition datasets currently available anywhere in the world. The quantitative research will allow us to understand the role in shaping UK regional trade behaviour which is played by global value-chains, whereby goods and services crisscross borders multiple times before being finally consumed by household and firms. Our data allows us to examine the impacts of different trade scenarios and to map out the sensitivity of UK sectors and regions to different post-Brexit scenarios.
