Abstract

As a small country with relatively young devolved institutions, Wales needs greater policy capacity. The Wales Centre for Public Policy will help to provide this. It will host the Public Policy Institute for Wales (PPIW) and a new What Works Centre for Wales (WWW) that will work in tandem to make social science evidence available and useful to Welsh Ministers and public services.

The Centre will mobilise evidence about what works in addressing a wide range of economic and social challenges. It will focus on issues such as the economy and work; education; health and social care; and communities, housing and the environment, which are highly relevant to the delivery of the Welsh Programme for Government, vital to the future prosperity of local communities in Wales, and address the ESRC's current priorities.

The Centre's work will be demand led. It will take a developmental approach that responds directly to the evidence needs of Ministers and public services. It will co-produce its work programmes and disseminate the results through iterative and interactive processes of engagement with Ministers, Special Advisers, officials, public service leaders and other stakeholders.

The PPIW will design and conduct a programme of work that provides Ministers with the best available evidence and advice to help to achieve their priorities. It will: (1) Support the First Minister and Cabinet Office to identify strategic cross-cutting issues; (2) Work with Ministers, Special Advisers, and officials to identify their evidence needs; (3) Provide advice on how to meet these needs; and (4) Develop and mobilise an extensive network of policy experts to produce and present short-turnaround reports and briefings.

WWW will work with public services and Public Service Boards to improve outcomes for local communities. It will support them to marshal, mobilise and generate research evidence that will help inform local strategies, policies and programmes. WWW's research will be relevant to, but independent of, government, and it will contribute to academic debates and networks - in Wales and beyond. It will: (1) Work with public services, service users and communities to determine what works, and what does not work, in promoting economic, social and environmental well-being; (2) Build up the capacity of public services to access and use evidence; (3) Generate and mobilise social science research to address contemporary societal challenges; and (4) Enable Wales to contribute to the UK wide What Works Network.

Drawing directly on its policy work for the Welsh Government and public services, the Centre will contribute new insights on three cross-cutting research themes: (1) What works in public service reform; (2) What works in policy making and implementation; and (3) What works in evidence use. All three of these issues are high on research agendas in a range of core disciplines including public policy, social policy, public administration and political science, and the Centre's work will, therefore, help to shape future research in these fields. Its research on public service reform will analyse approaches to prevention; service integration; innovation; and user and citizen engagement. Its research on policy making and implementation will focus on whether, and if so how, meso-level governments can mitigate the impact of reductions in public spending through the use of other 'policy resources'. Its research on evidence use will identify mechanisms that work best in enabling evidence generated by researchers to inform policy and practice.

The Centre's policy and research work will be relevant to policy makers, practitioners and researchers in other parts of the UK and internationally, and we will collaborate with professional and academic networks to facilitate comparative analysis and cross-jurisdictional learning.

Planned Impact

The Centre's core rationale will be to promote and facilitate effective knowledge exchange between government/public services and academics/other policy experts. By growing and improving the evidence base about what works in tackling a wide range of contemporary economic and social challenges, the Centre will have direct benefits for:
1. Welsh Government Ministers, Special Advisers, officials and Members of the National Assembly for Wales.
2. Local politicians, managers and professionals working in Welsh health boards, local authorities and other Public Service Board partners.
3. Other public sector, third sector, and private organisations charged with designing and delivering effective and efficient services in Wales.
4. Professional associations and bodies engaged in policy making and delivery, including the Society of Local Authority Chief Executives and the various professional networks involved in Public Services Boards.
5. Members of the public and local communities with an interest in, and benefit, from public service outcomes.

The Centre's work will have conceptual, instrumental and capacity building benefits for these groups.

Conceptual benefits - will be produced by enhancing understanding of what works in: stimulating economic growth; improving health outcomes; meeting increasing demand for, and costs of, social care; increasing educational attainment; providing affordable housing; and protecting the environment. It will also contribute new knowledge about the implications of Brexit; the impacts of devolving tax and borrowing powers; strategies for public service reform; approaches to policy making and implementation at the meso-level; and ways of enhancing evidence use.

Instrumental benefits - the Centre's work will directly inform, and hopefully help to improve, Ministerial decisions and local strategies. This will have potential to produce better outcomes for public service users and communities in Wales. It may also enable policy makers to identify programmes that are not effective and can be stopped.

Capacity building - the Centre will work with the Welsh Government and public services to increase their capacity to generate, transmit and use evidence. In this way, it will aim to embed 'what works' principles in policy processes - at national and local level. It will also seek to co-ordinate existing training in research methods and trials. And it will work with researchers, particularly those in the early stages of their careers, to assist them to engage with policy makers and public services in ways which apply their social science research and expertise to societal challenges.

In addition the Centre will produce evidence that may be useful to policy makers, practitioners and professional networks in other parts of the UK, and its work will be of interest to scholars working in a range of disciplines including public policy, social policy, public administration and political science.
 
Description The Wales Centre for Public Policy provides policy makers with robust independent evidence that improves policy decisions and public services. We work on a wide range of topics (spanning the full spectrum of policy areas that have been devolved to the Welsh Parliament) and provide evidence in accessible formats including reports, policy briefings, commentaries, podcasts and in-person briefings. By collaborating with leading researchers from across the UK and internationally, we can respond rapidly and in an agile way to urgent requests for evidence on key economic, societal and environmental challenges such as Brexit and the Coivd-19 pandemic.
Exploitation Route The evidence that we produce is being used by Welsh Government Ministers and senior officials, public service leaders, third sector, the media, and a wide range of researchers. All of these are likely to take forward the outcomes of our work into the future - see impact narrative for examples of selection of ways which the research has been put to use by policy makers and public service leaders.

Description As of March 2023, the Wales Centre for Public Policy (WCPP) has produced 194 publications and more than 180 engagement events including written and oral policy briefings for Ministers and senior officials. Our work for both the Welsh Government and public services has had a direct and tangible impact across a wide range of current societal challenges. In the last 12 months much of our work has focused on key government and ESRC priorities including: • Decarbonisation; • Recovery from the Covid-19 pandemic; • Tackling poverty and the cost of living crisis; • Adapting to Brexit; and • Promoting connected communities. In addition in previous years of the award, we produced in-depth evidence and actionable recommendations for senior policy makers on a wide range of other issues spanning all areas of devolved responsibility in Wales including: the economy and skills; health; housing and homelessness; education; equalities; sustainability; land use and fisheries policy; and social care for both children and adults. Our innovative, demand-led model of evidence generation and mobilisation provides policy makers in Welsh Government and public services with the means to make evidence-based policy decisions in a timely fashion. We work closely with policy makers to identify their evidence needs and then respond directly to these. Over the award period to date, we have held around 800 meetings with Ministers, special advisors, and Welsh Government officials and more than 400 meetings with public service leaders. We analyse existing research and identify leading experts with whom we collaborate to provide evidence. In this way we play a vital convening role which enables Ministers and public service leaders to access high quality independent evidence and expertise. To date, the Centre has worked with more than 1,500 experts to enable them to apply their research to key challenges facing policy makers in Wales. This collaborative approach enables us to respond in a timely way to policy makers' evidence needs which means that our work feeds directly into policy making processes. We play a key role in the UK's What Works Network, providing Wales with a strong voice and supporting other Centres to work with devolved administrations. Principal Investigator, Professor Stephen Martin, has been a member of the What Works Council since 2015. He also served as a member of the commissioning panels for two other Centres: What Works Scotland (in 2013, also acting as a member of their Advisory Group from 2015-2018) and the What Works Centre for Evidence Implementation in Adult Social Care (in 2020). In addition, we convened a joint event with Queen's University Belfast and the Campbell Collaboration (a social science research network) to explore the establishment of a What Works Centre for Northern Ireland and other members of staff at the WCPP are members of the Advisory Groups of two further What Works Centres. The Centre has also taken an active role in the What Works Impact Group which consists of the Impact leads of each What Works Centre, by sharing our approach to measuring impact. The Centre is a core and active member of the Universities Policy Engagement Network and one of our team was recently elected as a Vice-Chair of the network. In the last year the WCPP became core members of the International Public Policy Observatory phase 2 project funded by the ESRC and founder members of and contributors to the PolicyWise initiative led by the Open University. It has led two projects funded by the ESRC's What Works Strategic Fund. The first significantly increased the Network's impact across the UK through a series of summits that enabled other What Works Centres to engage with policy makers in devolved administrations. We facilitated five summits attracting a total of 300 attendees in 2018-19 in Cardiff, Edinburgh and Belfast and a roundtable in London with What Works Centres, the ESRC's Chief Executive, National What Works Adviser, Cabinet Office officials, and representatives from devolved administrations and local government. 82% of participants rated the summits as 'extremely useful' or 'very useful' and 86% said that they planned to use what they had learnt at the summit to inform their practice. Based on the learning from the events, we published a series of recommendations to increase the impact of What Works Centres across the UK. Our second strategic fund project has analysed the applicability of insights from Implementation Science to the ways in which What Works Centres operate. A final report including key recommendations was presented to the What Works Council in April 2022. In the last 12 months (2022-2023) we have also secured new funding for a What Works Innovation Fellowship and a new research project to study the ways in which What Works Centres create and capture impact. Our work for Ministers has directly informed a wide range of Welsh Government policy decisions, delivering impacts which would not have occurred without the unique model of knowledge brokering we have developed. The former First Minister stated that "we are using this (Wales Centre for Public Policy) advice to inform our decisions, to focus our interventions, to target our policies" and described the Centre as having "established itself as an important part of the policy 'landscape' here in Wales". The current First Minister has echoed this saying: "The work of the Wales Centre for Public Policy greatly strengthens our policy-making in Wales. It gives us high-quality independent evidence to challenge current assumptions and improve our decisions". We also have numerous testimonials of impact from other Ministers as well as senior officials who we have worked with. Some examples of the Centre's economic and societal impact include: • Recovery from the Covid-19 pandemic - The WCCP played what the Head of the Welsh Government's Cabinet Office describes as "an integral role" in the development of its response to the Covid-19 pandemic by "providing relevant and timely evidence to identify challenges and priorities as it focuses on recovery from Covid-19". In April-May 2020, the Counsel General and Minister for European Transition asked the WCPP to write briefing papers for participants in expert roundtables (including Gordon Brown and a range of international experts) that he established to advise the Welsh Government on recovery from the pandemic. WCPP staff attended roundtables, wrote reports on each session, and published an overarching report. In July-August 2020, the Minister asked the WCPP to synthesise the research evidence on Covid-19 to guide the work of an External Advisory Group which met six times to identify strategies for recovery. We attended the meetings and produced a report on the experts' recommendations. The Centre was also commissioned to analyse responses to the Welsh Government's public consultation on recovery. Its reports were discussed by the Cabinet in September 2020 and cited in the Welsh Government's policy on 'COVID-19 reconstruction: challenges and priorities', published in October 2020. Senior officials report that the WCPP's work "informed the Welsh Government's approach to recovery and will shape its priorities for the remainder of the Senedd term". • The impact of Brexit - The Centre's work on immigration policy and the labour market helped Wales to prepare for Brexit. The Welsh Government and NHS Confederation asked us for evidence to inform their responses, so we worked with experts at King's College London to analyse the impacts of a range of possible post-Brexit immigration policies on the Welsh economy and labour market. Our 2020 report on the implications of the European transition for key Welsh economic sectors reflected how new trade barriers and an anticipated reduction in structural funding would affect key sectors of the Welsh economy. Our evidence and recommendations had a significant impact on the Welsh Government's thinking and informed its approach to post-Brexit planning, including its negotiations with the UK Government. • Race Equality - In 2020, we undertook a series of seven evidence reviews of approaches to tackling race and ethnic inequality in key policy areas including health, education, criminal justice, and housing. These have directly informed the Welsh Government's Anti-racist Wales Action Plan published in June 2022. The Minister who is responsible for the Plan reported: "All seven of the reports provided by the Wales Centre for Public Policy have been crucial to the development of the Anti-racist Wales Action Plan. Policy leads across the Welsh Government have used them to inform the initial development of each chapter of the Plan and the work of the Centre has provided the foundation for the co-construction discussions which have taken place at the development deep dive and roundtable sessions". • Innovation - Analysis of the Government's 'Invest to Save' programme led to practical improvements in the way it is administered. As a result of our recommendations, £6.5m of interest-free repayable grants have been awarded to fifteen innovative projects that will improve public service delivery. • Homelessness - Two reports on the causes and prevention of youth homelessness had a direct and significant impact on Welsh Government policy. The Minister for Housing and Regeneration explained: "The WCPP report tells me that there is a clear need to promote and encourage new and innovative options to both house and support young people. I am therefore pleased to announce £4.8m of funding to establish a brand-new innovation fund to develop suitable housing and support options for young people". Four years after the publication of the reports, the Welsh Government highlighted that the Centre's work: "led the Welsh Government to work on strengthening these existing tools and service models to include additional indicators in order to provide a stronger homelessness prevention focus". The introduction of a Youth Engagement and Progression Framework means that "early identification processes are ongoing, rather than an annual 'snapshot' of what is happening in young people's lives, this enables services to intervene as soon as possible, before a crisis point is reached". • Migration - A report showing that there would be a fall of 1%-1.5% in GDP in Wales over ten years as a result of the UK immigration White Paper informed the Welsh Government's negotiations with the UK government. The research was cited in and published as an annex to a White Paper 'Securing Wales' Future: Transition from the EU to a new relationship with Europe'. • Recycling - The design and implementation of a waste recycling trial in South-East Wales was directly informed by our report which recommended ways to increase recycling rates including the distribution of an information pack to people who have just moved home. Reflecting on this work, the First Minister of Wales said "In 2018 the Wales Centre for Public Policy did some work for us on the next steps in recycling here in Wales. As a result, we are still the third best recycling nation on the face of the globe and part of that is the help that we've had from the Centre". • Decarbonisation - Our work on a just transition was notable in its influence on Welsh Government's thinking on achieving an equable pathway to decarbonisation. A senior official commented that the Welsh Government's "approach to testing the use of existing governance provided by the Well-being for Future Generations Act for just transition was influenced by WCPP's previous work in this area (2019-2021)". In addition, the Welsh Government requested the Centre to support a planned call for evidence (December 2022) by developing an evidence synthesis on international approaches to a just transition. • Net Zero - Our research and recommendations on net zero skills informed the Welsh Government's Stronger, Fairer, Greener Wales: Net Zero Skill Action Plan (published in February 2023), which provides practical steps towards understanding where and how skills needs will change over time and indicates how the Welsh Government will support this transition. Building on our previous research, we were asked to undertake a rapid evidence review on future skills needs for the emissions sectors presented in Net Zero Wales. This drew on existing evidence and semi-structured interviews with sector representatives. Our recommendations directly informed the action plan. · Poverty and social exclusion - The Centre published a suite of eighteen reports to inform the Welsh Government's approach to tackling poverty and social exclusion. These covered quantitative, qualitative and lived experience evidence on the nature and scale of poverty and social exclusion in Wales, and two international reviews about 'what works' to tackle poverty from a strategic and policy/programme perspective. We presented this work at several Cost of Living summits, including one organised by the Minister for Social Justice attended by over 100 people. This work has already shaped the Welsh Government's approach to engaging external audiences as part of the development of their refreshed Child Poverty Strategy, and is helping to shape the forthcoming strategy itself. We have also achieved similarly important impacts on Welsh public services particularly through our work to inform statutory Wellbeing Assessments prepared by Public Service Boards (PSBs) and our programmes on improving outcomes for children looked after by local authorities and ways to reduce loneliness and social isolation. PSBs are required by the Well-being of Future Generations (Wales) Act 2015 to produce well-being assessments which capture the state of well-being in local authority areas, in terms of economic, social, environmental and cultural well-being; and lead to objectives to improve well-being. The Centre was asked to assist PSBs by providing a series of workshops and briefings covering core trends and topics to support the well-being assessment process. The three briefings covered equalities, cultural well-being: and the impact of Covid-19 and Brexit on well-being. Feedback on the briefings and workshops have been positive. For example, one local authority senior officer suggested that: "The poverty session that was delivered on June 30th 2022 was truly excellent and remains in the fore of my mind, particularly as our PSB is now prioritising poverty as its area of focus for their new Well-being Plan. The presentation that you shared with us has in no small way formed the basis of our Well-being Plan as a consequence". Our work on children looked after includes: an in-depth analysis of the factors that are driving increases in the numbers of children in care and disparities between local authority areas; a review of international approaches to managing placement provision; an assessment of children and young peoples' experiences of care; a survey of the values and practices of children's social workers; and an evidence review on multi-agency working. This work has highlighted the urgency of improving the management of placements and produced practical recommendations to improve outcomes for children and young people. The research has been used in various ways. For example, the Justice Commission used our findings in its analysis of the family courts, and our work also informed the decisions of the Ministerial Advisory Group on Improving Outcomes for Looked After Children and the framework that was developed for effective escalation/de-escalation. The research has been cited by academics (e.g. Bezecky and Wilkins, 2022), politicians from across the political spectrum, including the First Minister in plenary (22 June 2022), and the national media. Most recently, two of our projects have been cited by the Welsh Parliament in informing the Senedd's Children Young People and Education Committee inquiry into the Welsh Government's progress in delivering radical reform for care experienced children (Welsh Parliament, 2023). Our research on reducing loneliness and social isolation has significantly improved understanding of who is lonely in Wales, the risk factors, and effective approaches to reducing it through community initiatives and the use of technology to enable and support social connection. We have received very positive feedback from the Welsh Government and public services about the impact which this work has had in informing their strategies and activities. Our work contributed directly to the design and delivery of the Welsh Government's Loneliness and Social Isolation Fund. It also informed the work of the Third Sector Partnership Council's Covid recovery sub-group, and the Wales Council for Voluntary Action has used our findings extensively in its responses to Welsh and UK governments and in presentations on the future of volunteering to four nation and international conferences. In July 2021 we held a major two-day conference on tackling loneliness in Wales, attended by approximately 100 participants representing national and local government, public, voluntary and community sector organisations. . 100% of surveyed respondents said they found the event relevant and useful and would use what they learnt in the future. This conference helped shape the next phase of our research on social disparities in the experience of loneliness, the benefits and challenges of blended approaches to community service delivery, and the role of relationships and collaboration in supporting community action to improve wellbeing. We have presented our work on social disparities in the experience of loneliness and the implications of the cost-of-living crisis to the Northern Ireland All Party Group on Loneliness and been asked to present our research on blended approaches to community service delivery to the Health and Social Care Regional Integration Fund (RIF) Community of Practice on Community-based Care. A full day conference in January 2023 which we convened to disseminate and discuss ours and others' work on Decarbonising Wales attracted almost 300 researchers and policy makers. We shared findings from our research, heard policy perspectives from senior Welsh Government officials, and discussed strategies for decarbonisation. The Centre's work is also having a significant impact on academic theory. We have published more than 30 peer-reviewed journal papers on topics such as the implementation of the Well-being of Future Generations (Wales) Act, how local government has responded to austerity, the role of Knowledge Brokering Organisations, the expansion of policy engagement initiatives across UK universities, the use of different policy tools in a context of multi-level governance, and on policy issues such as addressing homelessness. We have produced a series a blogs on these papers to widen the reach of our work and in 2023 were invited to talk about our work on knowledge brokers on the Science for Policy (SAPEA) podcast. Our unique demand-led approach to creating research impact has attracted national international interest and recognition. The WCPP was awarded Cardiff University's Innovation and Impact prize in 2018. It was a finalist in the ESRC's Celebrating Impact Prize in 2019 for its Outstanding Public Policy Impact. Our work has been featured the OCED as an exemplar in its 2017 report on evidence-informed policy and as a case study in the Academy of Social Sciences' 2022 publication 'The Place to Be: How social sciences are helping to improve places in the UK' and a chapter in 'What Works Centres: Lessons and insights from an evidence movement', published by Policy Press in 2023.

The results of the research will contribute to theory and provide practical lessons for policymakers and evidence producers which will enable them to respond to other major disruptive events such as the on-going climate change emergency. Our research will address three key questions: • What factors have influenced the generation/use of evidence in relation to the Covid-19 pandemic? • What are the most effective practices for generating, mobilising and using evidence to respond to systemic risks like the Covid-19 pandemic? • How can we structure collaborative risk governance processes and evidence use to respond to future crises? We will answer these questions using a multi-method approach which combines primary and secondary analysis of documentary evidence and quantitative and qualitative data. The national teams will develop an agreed framework and shared research instruments including a topic guide for interviews with key stakeholders and a System Dynamics approach to model responses to risk. Our team brings together leading experts with close contacts with policymakers and successful track records of applied policy research. Results and Impact The Welsh Government is proposing to introduce a default speed limit of 20mph on all residential roads in Wales.

WCPP has completed a Welsh Government commissioned research study exploring these issues: 20's the limit: how to get driver compliance. A Welsh Government Task & Finish subgroup has commissioned a separate study to focus on the communications side of implementing a 20mph limit (i.e., how to build public support for 20mph).

The roundtable brings together individuals working in or for policing and community safety, behavioural insights and local government, together with academics and researchers.

To roundtable provided an opportunity to share knowledge and experience, discuss the current evidence base, understand what needs to happen to successfully implement a default speed limit of 20mph, and to consider where there might be gaps in knowledge. Participants were provided with the report in advance and given the opportunity to provide feedback to be incorporated into the final draft.

The session first focussed on WCPP's research study, and how the report findings tie in with attendees' own experience and knowledge, exploring different approaches to behaviour change. Based on these initial discussions, the session then focussed on enforcement, how the research findings should be applied in practice, and next steps for taking forward a default speed limit of 20mph on all residential roads in Wales.

Results and Impact Presentation on WCPP study, which provides new empirical data from the perspective of senior officers and politicians in Welsh local government - investigating three main research questions:

• What strategies have councils in Wales used to respond to austerity?
• What has been the impact of austerity on local government in Wales?
• What could local government and the Welsh government do to improve how they respond to reduced finances?

The aim of delivering this paper was to showcase WCPP's work to an international audience, and to receive critical feedback from academics in public administration to inform an academic journal paper we will be writing on this project. Results and Impact This workshop brought together international experts on behaviour change with some core programme partners. The aims of the workshop were (i) to generate informed, creative ideas for behavioural change interventions to improve household recycling, and (ii) to help prioritise which combination of interventions might together contribute to the 2020 target in the first instance.

The workshop and the write-up report of the workshop have directly influenced the design and implementation of a pilot in South East Wales. This pilot scheme involved distributing an information pack to people who have just moved home - a key moment of change covered in the workshop.

In addition, the workshop and report have informed the evidence of the potential impact of a behaviour change programme and campaign. It encouraged policy officials to better understand how conceptual frameworks, such
as the COM-B Model, can be used to help design and deliver future behaviour change programmes.

Evidence-Based Policy-Making (EBPM), its successor Evidence-Informed Policy-Making (EIPM), and Knowledge Transfer (KT) are major concerns for academics and policy-makers. Although we have witnessed over the last few years a push back against the role of experts in policy-making - e.g. the United States under Trump and UK Member of Parliament Michael Gove's statement that people had 'had enough of experts' - policy-makers across the world are 'thirsty' for more evidence, knowledge and research to inform or be mobilised to support their policies. Considerable amounts of resources - financial and others - are being dedicated to improving the role and use of evidence and knowledge in policy-making and practice, from international, to national and sub-national levels. New evidence intermediaries such as UK What Works Centres, the Canadian Institute for Knowledge Mobilisation, the Australian Sax Institute and US California Policy Lab have emerged, playing different functions than traditional think tanks, brokering evidence into policy (McGann and Shull, 2018; Rich, 2004; Stone, 1996). This push for the increased use of evidence in policy-making raises important questions for researchers about the politics of evidence and knowledge use, methodological matters and whether these ideas are beneficial for policy-making and society

Aims of the workshop: Questions of how knowledge, evidence or research are transferred, translated and exchanged into policy or how they are mobilised into policy are crucial and are the subject of numerous projects and publications in government and academia (Cabinet Office, 2018; White, 2018). The general belief is that more use of evidence will deliver better policy, but this goal remains elusive. With regards to research, the enthusiasm for EBPM and EIPM has meant a plethora of studies seeking to outline and distil 'what works', with scholarship often falling into 'how to' guides and tips for successful EIPM and KT. Despite numerous EIPM studies, there is still too little research into the most crucial question: What role(s) do evidence, knowledge, research and other types of expertise play in policy-making and how can we make sense of these? This question raises several interlinked issues: • What counts as evidence, knowledge and expertise, and how does this vary across time and space? • What are the structures and practices for evidence use across different countries and organisations? • Who are the key actors in EIPM, and which strategies do they deploy in the policy-making process in relation to evidence, knowledge and expertise? • Which political, societal, organizational and intellectual factors determine the use of evidence in policy? • What are the consequences of the politics of evidence use for democracy, good governance and the distribution of costs and benefits in society? The aim of the proposed workshop is therefore to offer an opportunity to discuss research that systematically and critically investigates the politics and practices of EIPM.

The Coronavirus pandemic has inevitably had an effect on many people's mental wellbeing to varying degrees.
From key health and social care workers on the frontline treating COVID hands on, to those shielding, living alone, or those volunteering in the community - everyone has been impacted by the virus.
During this online event we will hear how public services have adapted the services they provide during the pandemic as well as their successes and challenges. In particular we'll be focusing on:
• Community based services working together to provide mental health support
• Supporting staff health and wellbeing
• How technology can be harnessed to overcome loneliness and social isolation
• What it's like to lead organisations through a pandemic
• Different approaches to providing mental health support
As well as this we will also hear from Platfform, who will share key messages from their 'Lessons from Lockdown' and provide a picture of mental health and wellbeing in Wales.

Loneliness and social isolation are key challenges to wellbeing. As improving wellbeing continues to be a priority for Welsh policy and public services, tackling loneliness and social isolation will continue to be on the agenda at both the national and local level. The ongoing Coronavirus (COVID-19) pandemic and current UK lockdown means that issues of loneliness and social isolation are more pressing and likely to become more widespread than ever before in the coming months. In this workshop Laura and Hannah will share the findings of their recent work in this area.

Results and Impact Knowledge mobilisation is about connecting the work of researchers to decision makers to help inform public policy and professional practice. It's more than just disseminating research in a one-way flow of information. It's about engagement, end-user involvement and a focus on impact.

This event brought together experts in knowledge mobilisation to discuss what they've learnt, and examples of best practice. Our keynote address was delivered by Professor Jonathan Sharples on his work on knowledge mobilisation at the Education Endowment Foundation. He discuss what the EEF has learnt to date about how to mobilise evidence at scale, including how to embed evidence use in the wider education system and the role of practitioners in bringing evidence to life. He outlined the EEF's recent work on implementation, which draws on a recent guidance report, Putting Evidence to Work - A School's Guide to Implementation. This event led to a joint research project with Prof Sharples on implementation funded by the ESRC's What Works Strategic Fund.

Results and Impact Team at DECIPHer presented on their experience of delivering Cardiff-led PHIRst projects. The National Institute for Health Research (NIHR) Public Health Research (PHR) Programme has appointed six fully-funded academic teams ready to work in partnership with local authorities. The aim of these partnerships is to co-design and undertake robust research on prioritised initiatives. A total of 32 initiatives are currently being evaluated across the United Kingdom (UK), and there is currently
a call for further expressions of interest from local authorities. One academic team, PHIRST Insight involves colleagues across Cardiff University, the University of Bristol and Public Involvement collaborators.
During this seminar, the team highlighted PHIRST Insight's approach to co-designing evaluation plans, shared an overview of projects currently underway and highlighted key learnings to date. This seminar focused on two Cardiff-led PHIRST projects; i) an evaluation of a Mindset Teams intervention delivered in primary schools throughout Scotland and ii) an evaluation of the impact of and strategic roll out of the Patient Association Nutrition Checklist.

Results and Impact Hannah Durrant and IEmma Taylor-Collins worked with Fiona Liddell at WCVA to prepare and deliver a paper for this conference. Abstract: As in the rest of the UK, volunteers and the third sector in Wales have responded nimbly and innovatively to the pandemic. This paper will set out the context to this response in Wales. Drawing on data on volunteering as well as experiences of the third sector in engaging volunteers, it will focus on the opportunities as well as the challenges of engaging volunteers during the pandemic. It will then seek to outline what we might learn from this response and how benefits could be sustained for the future. In doing so, it sets out a research agenda for volunteering in Wales in the recovery period and beyond.

Results and Impact This was a joint event between the WCPP and End Youth Homelessness Cymru. It commenced with a Ministerial Statement from Julie James AM (Minister for Housing and Local Government).
There were presentations and discussions on youth homelessness from organisations in Wales - including Llamau, Cymorth Cymru, Local Authorities, Welsh Government, Welsh Health Association - as well as experts by experience. Colleagues from Canada (A Way Home; Working together to End Youth Homelessness and Finland (The Finnish Youth Housing Association), provided an international perspective on the issue and how the risk of youth homelessness is assessed abroad.

This was an opportunity to reflect on how work undertaken and insights into the workings in other countries might influence current practice and inform future direction on how we identify risk of youth homelessness and intervene.

Results and Impact Session 4: Assessing the efficiency and legitimacy of collaborations - what we know and what comes next

Abstract: Collaboration continues to be a popular way of designing policies and delivering public services. By working together, organisations aim to maximise public value and capture economies of scale, but there is a lack of evidence about the impact of collaborations on efficiency and legitimacy. Through survey studies and comparative-case studies, Cardiff and Roskilde Universities have examined the efficiency and legitimacy of collaborative service delivery. Together with Potsdam University, a Collaboration Monitor has been designed providing insights on the effects of collaborations on efficiency and legitimacy. In this session, the presenters discussed the main TROPICO research findings on this topic. This was followed by a group discussion on the aim and results of the Collaboration Monitor. The session concluded with a discussion around the future of assessing collaborations.

Delivered a presentation of the main results ('the what') of the TROPICO research project on the state of the art of assessing collaborations with regard to efficiency and legitimacy. This was followed by a question and discussion session.

Results and Impact Welsh public procurement policy has come under significant critical scrutiny over the last year, with the Wales Audit Office highlighting strategic and practical shortcomings and the National Assembly's Public Accounts Committee finding mixed results for the effectiveness of procurement policy.

The First Minister has emphasised the importance of smarter and more ethical procurement to support the Well-being policy goals, of raising the status of procurement and of harnessing its power to support regionally-based SMEs and the foundational economy.

The Wales Centre for Public Policy has been exploring the case for a more strategic approach to public procurement, with a series of events and publications over the last eighteen months.

We believe that there is value in bringing public procurement professionals together to discuss practical approaches to addressing the barriers they face. The aim will be to offer a 'safe space' with some commentary from experts and a facilitated open and honest round-table discussion of practical challenges and what would need to be done to address them.

Results and Impact The WCPP remote participatory workshop was held to explore how the Welsh education system can best respond to some of the key challenges posed by Coronavirus pandemic.

Evidence suggests that the Coronavirus pandemic and associated school closures have increased the educational attainment gap. The Wales Centre for Public Policy (WCPP) and partners worked with the Welsh Government to ensure that its efforts to support the education system to respond to the challenges posed by the Coronavirus pandemic are informed by the best available evidence and expertise.

This first phase of this work involved producing three policy briefings related to:
• Blended teaching and learning (including asynchronous provision);
• Catch up interventions; and
• Professional learning and development.

For the second phase of this research, the WCPP convened a series of participatory workshops with school leaders and a range of middle tier leaders e.g. regional consortia and local authority education leads. The purpose of the workshops was to:
• share the findings of the policy briefings;
• elicit practice-based insights, experiences and examples that can bring the evidence 'to life';
• develop insights on implementation; and
• explore how our recommendations could be tailored for particular audiences and might interact with current and planned policy and practice.

The workshops served as a midway point in the project, and enabled the WCPP to create a follow-up output drawing on the practice-based insights from the workshop, along with the findings outlined in the policy briefings. This particular workshop was a pilot - the format will be revised based on participant feedback before organising subsequent sessions.

Results and Impact The WCPP facilitated a virtual roundtable - Local Institutions, Productivity, Sustainability and Inclusivity Trade-offs (LIPSIT): Lessons from the research. The team presented findings from a two year, ESRC funded research project on regional institutional arrangements for managing trade-offs associated with increasing productivity, conducted in England and Wales.

It brought together findings from the project with reflections from prominent academics working on the South East Wales region. Following the presentation of the findings, discussion and Q&A sessions were facilitated by Professor Gill Bristow, with contributions from Professor Kevin Morgan and Professor Rob Huggins. The discussion allowed for an exploration of key issues emerging from the work and the implications for the economy and institutions in Wales.

The WCPP has been supporting the Welsh Government's development of this action plan through the development of an evidence review into 'what works' to tackle racial inequalities. To progress the research project, Closing the delivery gap in public policy: lessons from implementation science, the WCPP project team circulated a note summarising what the project team knows about the problem of policy implementation and what could be learnt from Implementation Science to help ensure better delivery.

The roundtable / workshop was designed to explore with whether participants think IS frameworks would be of any use in the policy areas and organisations that they are involved in. And to explore the following questions:

• What strategies do you currently use to address the policy delivery gap?
• Could the approach of attending to the three key themes - the 'thing', context and people provide an additional set of tools?
• Would a set of key questions around these themes, applicable to different types and stages of policy development, be helpful?
• What else might help?

The Counsel General and Minister for European Transition chaired an expert group on the 30th June, convened to consider two propositions from the twelve agreed by the Cabinet. The first covered human capital, skills and employability, and the second the practical support provided to further education. The Minister broke the discussion into three areas - the emphasis on human capital; the nature of business support; the distinction between FE and HE support.
The structure of the roundtable was heavily informed by the WCPP's briefing paper for the discussion, and subsequent discussions across the Welsh Government will be informed by the summary of the discussion prepared by the WCPP after the event, which brought together the challenges and opportunities for human capital, skills and employment in Wales.

Results and Impact The Wales Centre for Public Policy worked with Kaleidoscope Health and Care to understand the key areas of development and major challenges facing the health and care sector in Wales today.

With the Welsh government at the beginning of a new term, and the health and care system facing significant challenges (and opportunities) as we emerge from the COVID crisis, the Centre is keen to explore how it can best contribute to the development and implementation of health and care policy at this critical time.

To help shape this, the Centre held a cross-Wales health and care workshop on 23rd September (1000-1200) to explore the most important issues for health and care.

Stakeholders were invited to share their views on the relative priority of key policy issues and where the greatest need and opportunity is for the Centre to make a meaningful contribution.

It was noted that this is the beginning of a process of co-production of useful evidence which we would hope to continue working with key stakeholders in the sector.

The interactive workshop was designed to consider:

• Existing conversations on the future of health and care in Wales to which the Centre might usefully contribute - such as embedding learning from the innovations that took place during Covid, and the post-Covid recovery of the health and care system given challenges such as a backlog of elective care and the pressures faced by the workforce.
• New areas of policy that the Centre could help to inform - such as the role of healthcare providers as Anchor institutions.
• Important policy issues that have become dormant or 'hit a wall' - such as how to effectively engage the public in the transformation agenda.

Results and Impact There are over 650,000 over-65s in Wales, representing 21% of the Welsh population. Making Wales a good place to grow old is a priority for government, public services and communities. The Older People's Commissioner's programme 'Ageing well in Wales' and the Welsh Government's Strategy for Older People in Wales (2013-2023) 'Living longer, ageing well' show that there is appetite for improving the lives of older people in Wales now and in future.

Hosted by the Wales Centre for Public Policy and SPARK, Dr Anna Dixon, Chief Executive at the Centre for Ageing Better looked at what changes are needed in policy and practice to create a society where everyone enjoys later life. She talked about the evidence and insights from Ageing Better's work in areas including employment, health, housing and communities as well as wider work on ageism.

She discussed Ageing Better's role as a What Works Centre and how they use evidence to bring about change, as well as supporting innovation and implementation.

Anna's talk was followed by a panel discussion involving Heléna Herklots, Older People's Commissioner for Wales, and Dr Martin Hyde, Associate Professor of Gerontology at the Centre for Innovative Ageing, Swansea University, and Q&A with an opportunity to explore the relevance of Ageing Better's work to priorities in Wales.

Results and Impact This invitation-only roundtable marked the culmination of an ESRC Strategic Fund project involving the Wales Centre for Public Policy, Queen's University Belfast, What Works Scotland, and the Alliance for Useful Evidence. As part of this project, the WCPP delivered a series of summits in devolved nations featuring What Works Centres' evidence on various policy issues, from youth mental health to local economic performance. In the morning, the event introduced the What Works Network to policy makers and practitioners, outlined the recent work the Wales Centre for Public Policy has commissioned on youth homelessness and provided presentations from What Works Wellbeing and the Centre for Homelessness Impact on evidence use.

The event will featured contributions from:

Results and Impact gofod3 is the biggest voluntary sector event of its kind in Wales. gofod3 was first established in spring 2017 as an annual, one-day event in Cardiff. The event in 2020 was cancelled because of the Covid-19 pandemic. The WCPP supported the development of an online event in 2021 - providing a unique space to reflect, learn and plan for the future. There were over 60 FREE events on offer, including an exciting and busy schedule of speakers, masterclasses, panel debates and workshops.

This session drew on learning from our recent project on volunteering and wellbeing in Wales, where we analysed 50 case studies of volunteering during the pandemic. We shared advice on what makes a good case study and how best to interpret learning from multiple case studies. There was also an opportunity for participants to share their experiences and seek advice.
