Ageing Well in Urban Environments: Developing Age Friendly Cities and Communities

Abstract

Population ageing and increasing urbanisation are two dominant societal trends of the 21st Century. By 2030 two-thirds of the global population will be living in cities and at least a quarter of those urban populations will be aged over 60. Developing urban environments that support and promote healthy living for older people has become a key driver of urban policy and interventions at a local and national level, resulting in planning design concepts and guidelines to support an ageing population. However, current urban planning and development models have overlooked how environments can support a sense of place, articulated through supports for active living, social participation and making a positive contribution to the community. Ageing successfully at home and in the community requires people are able to access 'assets and resources' to support healthy ageing, e.g. transport, adequate housing, healthcare services, and leisure opportunities alongside social networks and opportunities for lifelong learning.

Responding to these challenges, this research intends to answer the following research questions: How do older adults experience ageing and sense of place across different urban, social and cultural contexts? In what ways can urban environments support the rights of older people to age in place? What would age-friendly cities and communities look like if they are to support the sense of place needs of older adults living across different urban and cultural contexts? In answering these questions, this research builds upon an existing ESRC Urban Transformations grant (ES/N013220/1) being undertaken exploring how sense of place is experienced by older adults living in 18 neighbourhoods (of varying densities and income levels) across six case study cities in the UK (Edinburgh, Manchester and Glasgow) and Brazil (Pelotas, Porto Alegre, and Brasilia). The aim of the proposed research is to expand transnational understandings of ageing in urban environments to three case study cities in India (Delhi, Calcutta, Hyderabad). This will offer a unique insight into how older adults experience ageing and place across diverse and transformative urban environments in India, providing opportunities for knowledge exchange, allowing for comparative analysis within and across case study cities in India, UK and Brazil, and identifying clear routes to policy and practice.

We will use a range of methods to achieve the project aims including sense of place surveys and semi-structured interviews alongside experiential methods including 'go along' walks, photo diaries and community mapping exercises to capture the place-based needs of older adults. A community-based participatory approach will be adopted to the research, bringing together all stakeholders in a process of collaborative dialogue and co-design to challenge the hierarchical power relationships that exist when planning 'for' and not 'with' older people. The results will be used to co-create place-making tools and resources which are essential for designing age friendly environments for older adults in India that work across different cultural, social and welfare contexts. Findings will be disseminated to community, policymaker, practitioner and academic audiences through ongoing and end of project knowledge translation activities. Opportunities are built into the project design to allow for researchers from India, UK and Brasil to come together to exchange findings, share methodological insights and shape the research process.

Planned Impact

The role of urban environments in supporting a high quality of life in old age is central to current policy and practice debates. However, the existing evidence base is weak in terms of how ageing and place is experienced across rapidly expanding urban contexts undermining the success of age-friendly initiatives. This study will generate the first comprehensive and independent evidence base on how older adults experience ageing across nine cities and 27 neighbourhoods in India, UK and Brazil and the type of responses that are required at a city and community level. Outputs will become primary reference points for a broad range of stakeholders, informing the development of policy and practice in the areas of age friendly communities and healthy cities, thereby enhancing the effectiveness of interventions to support older adults. The emergent research will be of great value to local authorities who have responsibility for implementing age-friendly policy and practice, national networks of age-friendly cities and communities (e.g. Global Network of Age-friendly Cities), nongovernmental organisations, charities and community groups. It is also likely to be of great interest to policymakers and practitioners internationally where the ageing population is a global challenge that both developed and developing countries need to respond to. The project will create the necessary tools and resources in terms of design guidelines and recommendations for use and application by practitioners who require well-designed and evidenced interventions. Outputs will become primary reference points for an array of stakeholders, and will benefit policy makers and practitioners working across a spectrum of fields (ageing and older adults, the built environment, urban regeneration, architecture and urban design, community planning and development) at national and local levels in India, UK and Brazil.

The long-term aim is to influence regional and national policy on ageing through an age friendly cities and communities agenda that addresses healthy and active aging in India, UK, Brazil and internationally. The project will develop the skills and capacity among project partners, older adults and community organisations in India, UK and Brazil to lay the foundation for positive change including: shared knowledge and expertise, partnership working and collaborative tools and resources. First, the project will embed the necessary partnership working at a city level (within the respective case study sites) between older adults, policy makers and practitioners to ensure positive future outcomes. The project will contribute to changed attitudes among the partners involved ensuring that future practices (in terms of place design, management, and sustainability) in their respective local and national contexts are shaped around the place-based needs of older adults. Second, the project will bring about changed attitudes and working practices among the academic and non-academic partners involved. This will have positive impact in terms of creating the dialogue and platform for more sympathetic, user-led forms of urban planning and design to emerge. The collaborative nature of the research activities will challenge existing 'ways of doing' encouraging urban practitioners to look towards more collaborative forms of planning. The close involvement of partners in local and regional government will ensure the project has impact on the development of policy and practice moving forward, for example through sharing the research evidence, participatory approaches and resources developed as a result of the project. More broadly, the tools and resources developed will work towards creating places and communities that will have a positive impact on the health and well-being of older adults. Older adults will benefit long-term from the development of urban environments that support people to age actively and independently within their communities.

Description We have generated the largest international qualitative dataset in age-friendly cities and communities. We have produced new qualitative tools and instruments applicable to ageing in the Global South. This has included cross-national reflective workshops. This had led to new understandings of the experiences of older adults across different urban, social and cultural contexts - the latter is of significance importance in the developing world - and resources and guidelines for how we build AFCCs globally. Development of collaborations in India have included work with HelpAge India and other partners to develop pathways to impact. Ongoing dissemination and impact has been had through conferences and academic papers.
Exploitation Route The findings offer potential for cross-transfer to other cities and countries in the Global South and offer lessons for the design of age-friendly cities in developing countries. The outcomes will now be taken forward by policymakers and practitioners in the case study communities, cities and national context in India. We will be using the data to generate a number of academic outputs and journal papers are ongoing. External seminars have been undertaken to communicate the findings as have other verbal and written forms of communication with out user groups.

Description The findings have generated impact within India at an individual level (building skills and working alongside older adults as co-researchers), at a community level (findings being used by service providers and community organisations) and a national level (collaboration with HelpAge India to ensure findings impact on social outcomes for older adults). The work has led to improved attitudes and practices amongst service providers and older adults organisations leading to changed attitudes and improved practice. The findings have been disseminated across different levels including community, policymaker and practitioner audiences. A final set of recommendations were produced outlining design guidance for development of age-friendly cities and communities in India. Academic impact has been achieved through publishing papers, conference symposia and online seminars. Both academic and non-academic impact will continue beyond the project.

Abstract: Ageing populations have generated new challenges in how to best design urban environments that support and promote everyday social engagement and healthy urban living for older people. In 2007 the World Health Organization published Age-friendly Cities: A Guide, which led to the development of interventions and policies at the city and community level aimed at supporting active ageing. Whilst existing urban interventions have addressed the physical and tangible aspects of the urban environment, the relational aspects of place (i. e. social engagement, place identity and attachment) have not been well articulated. This poster presents research being undertaken across two ESRC-funded projects bringing together research from Brazil, India and the UK to explore how older adults experience ageing across different urban, social and cultural contexts. The research reports on findings from qualitative data including semi-structured interviews, photo diaries and workshops already conducted in the UK and Brazil drawing upon themes of place belonging, social connectedness and respect. The poster concludes with an opportunity for examining the above themes in the context of India thus enabling cross-cultural experiential understandings of ageing-in-the-right-place which take into account transformations in both, person and place. This is important for developing age-friendly urban spaces that respond to different cultural,, social and political frameworks.

Results and Impact - It was a success the Exhibition in the city Pelotas / Rio Grande do Sul / Brazil that took place between the 20th and 24th in the Reference Center of Social Assistance located in the Navegantes Neighborhood. It focused on Year 3 of the "PlaceAge" survey that targeted Policy Recommendations.
- Between May 27th and 31st, in Year 3 of the PlaceAge Survey, the exhibition took place at the Fragata airro in the city of Pelotas/ RS/ Brazil. The banners were displayed at the outpatient clinic of the Faculty of Medicine of the Federal University of Pelotas. The project sought to understand what are the new challenges in creating better urban environments that support and promote daily social involvement and healthy urban life for the elderly. The public consultation exhibition aims to contribute to future public policy projects that are more participatory and inclusive.
- From June 3rd to 7th, next to Colonel Pedro Osório Square, in the city of Pelotas / RS / Brazil, the exhibition of the "PlaceAge" Research Project in Bairro Centro was finalized. Parallel to the exhibition, the first open-air ball for the elderly took place, attended by elderly people from various groups in the city.

Results and Impact On June 22, Saturday, from 2:00 pm to 4:00 pm The PlaceAge Group from Brazil, released the IAPS Survey and Symposium 2019 at the 27th Fenadoce, at the Federal University of Pelotas booth. The National Candy Fair (FENADOCE), is an annual event held to promote the candy culture of the city of Pelotas, Rio Grande do Sul, Brazil. It tells the story of the sweets that come from integrating dozens of ethnic groups and blending Western and Eastern Worldviews across Brazil and abroad. Also at the Fenadoce event, Professor Celina Britto and ESRC researchers Lorena Maia and Sirlene Sopeña, from the research group PlaceAge de Pelotas, gave an interview to Rádio Federal FM. At the time, they reported the entire trajectory of the research, which began in 2016 and also released the IAPS 2019 Symposium, which will take place in the city of Pelotas in November.

Heriot-Watt University is leading a venture with city-level exhibitions underway in Edinburgh, Glasgow and Manchester as part of a project aimed at designing age-friendly cities and communities.
These exhibitions are launching a series of policy and practice guidelines and recommendations aimed at developing age-friendly urban environments, which support independence and mobility whilst addressing social isolation and exclusion.
They represent the final phase of the project PLACE-AGE: Towards Age-Friendly Cities and Communities (2016-19) which has undertaken research with over 300 older adults to explore experiences of ageing across different neighbourhoods identifying barriers and opportunities to living in the community.
The research was conducted in three cities and nine neighbourhoods in the UK: Manchester (Baguley, Rusholme and Didsbury); Edinburgh (Craigmillar, Leith and Morningside) and Glasgow (Partick, Govanhill and Easterhouse).
The work was funded by the Economic and Social Research Council (ESRC) bringing together academics across five academic institutions in the UK - Heriot-Watt University, University of Edinburgh, University of Dundee, Keele University and Manchester Metropolitan University.
In Edinburgh, the findings were showcased and recommendations were launched at the City of Edinburgh Council headquarters at Waverley Court on Monday, September 30.
Dr Ryan Woolrych, the project lead from The Urban Institute at Heriot-Watt and who opened the event said: "I am delighted to have officially opened this event. The exhibition contains input from local residents of their experiences of living across different urban contexts in the UK.
"We have gathered and analysed this data at the neighbourhood level and produced a set of national-level recommendations to guide policy and practice with regards to ageing in the UK."
Age-friendly communities are those that have policies, services and structures that enable older people to age actively - that is, live in good security, enjoy good health and continue to participate fully in society.
The next steps for the project will include working with key decision-makers to ensure the project findings are used to shape policy and practice on the delivery of age-friendly urban environments and Edinburgh's new City Plan 2030.
Cllr Neil Gardiner, Convener of the Planning Committee, the City of Edinburgh Council, said: "We welcome this research that recognises the demographic changes taking place and what needs to be done to guarantee older people a good quality of life. The findings are timely as we are about to embark on our new City Plan 2030. This gives us the opportunity to reflect the research recommendations in our policies for the built environment to ensure developers are creating sustainable and age-friendly neighbourhoods."

Professor Adriana Portella, Research Professors Sinval Xavier, Celina Britto Correio and Nirce Medvedovski; and project manager Sirlene Sopeña attended the Conference. In addition to presenting the results of the work, the conference offered networking opportunities for researchers. The group also launched the international seminar " Ageing in place in a world of inequalities: How to Design Healthy Cities for All | IAPS Symposium 2019", which will take place in Pelotas in November.
Also during the EDRA50 conference in Brooklyn on Friday, May 24, lead researcher Adriana Portella and Brazil's PlaceAge research researchers attended the IAPS Annual General Meeting. An update on the activities of the IAPS Board of Directors has been held at the meeting since the 2018 IAPS conference in Rome, Italy, and a discussion forum.

Results and Impact A new two-year project which aims to shape future policy on healthy ageing in the UK and India has been given the seal of approval from the Deputy First Minister. The news comes as academics from universities across Scotland, including Heriot-Watt University, accompany John Swinney on a mission trip to India this week. The new Economic and Social Research Council (ESRC) project aims to look at how society can best respond to the health and wellbeing needs of older people when local governments are designing city centres and towns in the UK and India. Working with partners, academics from Heriot-Watt recently visited Delhi, Calcutta and Hyderabad to find out more about how older adults experience ageing across different urban environments. By 2020 two-thirds of the people across the world will be living in cities and at least a quarter of those urban populations will be over 60.Now the new study aims to address how society responds to a growing aging population and how town and city planners can create places which support healthy and active ageing for older people. Deputy First Minister John Swinney said: "The quality of the places we live and work can have a profound impact on our health and wellbeing. "Changing patterns of development and our focus on inclusive growth mean we need to understand and plan for the needs of people of all ages over the long term. "We welcome work to explore this further from an international perspective and look forward to learning more as the project progresses so that it can help inform future planning policies."
Dr Ryan Woolrych, Associate Professor said: "This announcement is particularly apt because of the Deputy First Minister's trip to India at the moment, and the fact that delegation will be discussing and looking at health during the trip.
"There is no doubt that an ageing population is a global challenge requiring innovative solutions at a city level. One which is also a huge opportunity both in Scotland and the developing world and we want to drive new collaborative approaches to ageing well.
"That's why we're really keen to look at ways in which we can support an ageing population by contributing our expertise now and working at a local and national level with the aim of shaping policy.
"Having already visited India, a few weeks ago, we will now take our findings and explore ways to create communities that will have a positive impact on the health and wellbeing of older adults."
Dr Woolrych is leading a top team of academics on the project including Dr Jamuna Duvvuru and Dr Srikanth Reddy at the Centre for Research on Ageing at Sri Venkateswara University, alongside collaborators at HelpAge India, the Calcutta Metropolitan Institute of Gerontology (CMIG) and the National Institute of Family Welfare.
Four universities from the UK are also involved including Heriot-Watt University, the University of Dundee, Manchester Metropolitan University, and the University of Keele.
The Deputy First Minister's trip to India between 23-29 November will seek to promote trade and investment between Scotland and India in the priority areas of technology and life science.
The programme has been organised in partnership with Scottish Development International, Universities Scotland, the British Council and VisitScotland.
