School, territory and post-conflict: grounding a local peace culture in Tolima, Colombia

Abstract

This project seeks to contribute to peacebuilding in South Tolima, by working with school, teachers and community leaders from four municipalities (Ataco, Chaparral, Planadas and Rioblanco) in the design and development of a pedagogical strategy for the construction of a local culture of peace that can be developed through schools. Using action-research, the project seeks to make visible the experiences that children, teenagers, teachers, parents and community leaders have had with the armed conflict and, from there, to generate with them proposals for peacebuilding in schools.
This pedagogical strategy will be designed and developed jointly with the local actor University of Ibague through the Peace and Region Programme and Eureka Educativa, working with teachers and leaders in two central themes: a) school life and armed conflict and, b) territory, natural resources and post-conflict.
The project makes two innovative contributions. First, it uses a collaborative research approach between scholars and community members, developed by the actors themselves (children, teenagers, teachers, parents and leaders) as a fundamental element to bottom-up peacebuilding efforts. This perspective implies a change in the traditional way in which research projects are structured, by transforming the role of both professional researchers and local participants in the research process. The coordinating team will have, fundamentally, a role in training, mediating and accompanying teachers, students and leaders, while the latter will actively participate in research and develop proposals that are rooted in a local perspective of conflict transformation. Second, the research will use media, arts and literature as a way of eliciting dialogue among collaborators and local actors during and after the research process. This way of carrying out research and applying the results to the interests of the education sector and the community ultimately seeks to achieve a social appropriation of the knowledge produced in the project so that it can have a long-lasting effect on the construction of a local peace culture in Tolima.
The project is organized into four components: a) research, b) capacity-building for teachers, students and community leaders, c) appropriation and dialogue of knowledge between the educational community, community organizations and regional institutions, and d) the production of physical and virtual outputs.

Planned Impact

The direct beneficiaries of this project are school members (teachers and students) and community organizations from the four project site municipalities. One key feature of this project is the methodology that will be developed for the definition of a local, bottom-up peacebuilding strategy (as opposed to externally imposed, top-down peacebuilding approaches) in conjunction with school and community members. This way of carrying out research and applying the results to the interests of the education sector and the community, is aimed at achieving a social appropriation of the knowledge produced in the project so that it can have a long-lasting effect on the construction of a local peace culture in Tolima. Thus, the school teachers, community leaders and students will benefit in various ways: a) making their knowledge on the history of the conflict visible, b) receiving training on peacebuilding approaches and research, writing and video-making skills, c) being protagonists in the development of a pedagogical strategy for local peacebuilding, d) networking amongst themselves and with academic and public sector actors, e)participating as co-authors in most of the project outputs, and e) in the medium to long term, experiencing an improvement in their well-being as the effects of the educational strategy start to have positive impacts in the reduction of conflicts in the area.

Regional universities (staff and students) and the public sector in Tolima will also benefit from the project. In particular we will be working with the local actor University of Ibague through the Peace and Region Programme. Research activities will help to strengthen the inter-institutional relations and networks that the university has with schools, local organizations and the public sector involved in local and territorial development. Students from the last year of their undergraduate and post-graduate studies at the University of Ibague also will develop new skills in peacebuilding by forming part of the project through internships.

In the medium to long term, we can expect that other municipalities of Colombia and the public sector at a national level, will also benefit from the project results by learning about the potentials of building a local peace culture through the schooling system, which they could adapt and develop in their own regions.

Title Peace building prototypes 
Description As part of the final stages of the project, we organised a workshop to help community leaders and school teachers design peacebuilding prototypes that can guide their joint work over a theme or initiave in the comming years. Six community prototypes where designed using a Design-Thinking methodology: 1) using videos and a community cinema to make visible to transformative role of women in peacebuilding, 2) revitalising cultural identity and connection to the territory through a variety of environmental education activities, 3) campaining agaist violence to children and adolescents, 4) revaluing the local coffee economy through outdoor education, 5) revitalising culture through incentivising ludic activities and 6) revaluing the role of grandmothers as weavers of local knowledge.

Impact This output will have an immense impact making visible the work of the network and in strengthening the dignity and self-esteem of the members of the network. 
 
Description - We have found that school teachers have a very deep and detailed memory of the way the armed conflict affected and transformed the life in schools in South Tolima, which is largely ignored by community organizations. School teachers, on their side also ignore the hard work that community leaders have beein carrying out in favour of peacebuilding in the region.
- One of the most concering effects of the armed conflict in the life in schools in through a widely spread violence and sexual abuse to women, children and adolescents, still present today.
-We have found that there are four key areas in which communities are engaged or interested in strengthening local peacebuilding in South Tolima on a day to day basis: women empowerment, environmental peace building, cultural revitalization/ territorial reapropiation and rural developoment through the coffee economy. Strengthening these four areas is key for a sustainable peace in South Tolima.
- We found taht the diversity of options to build peace are dependent on the possibility to strengthen the different types of power that operate locally, regionally, nationally and internationally. Our community co-investigators identified the different strategies they have been using to deal with the different forms of hegemonic present in the territory, and they showed the important roles that these local strategies have played and continue to play in building peace.
-We have been able to help school teachers and community organizations design joint peace-building projects that they can develop together in each of the municipalities in the future to support their respective areas of interest and thus contribute building sustainable peace in the region.
Exploitation Route The projects provides huge insights into methodological pathways for co-researching and co-designing with community organization and school teachers local peacebuilding strategies which may be will be replicable in other contexts. Many very innovative methods have been used to research the memory of the armed conflict, local peace building initiatives and views of the future, including participatory cartography, body mapping, participatory videos, historical re-construccion, participatory power analysis, theatre and prototype designs through design-thinking. The proposals and pathways for local peace-building can also be relevant in other regions of the country and the world.

Description The project has already started producing an important impact in terms of strengthening colaboration among our local co-researchers (schools and community organizations) and networking. The participatory methodology we have used and the varied processes of engagement we been instrumental in achieving this. Aditionally to this, the project has helped to overcome power and knowledge assymetries between schools teachers and community leaders, facilitate a dialogue of knowledge between them, strengthen the self-esteem of community leaders, and it also had a very important contribution in terms of healing for both groups, as the research process has proved to be a "safe space" to share the traumatic experiences of the armed conflict but also to mutually recognise the agency and resilence they have had to cope and build peace in the middle of violence. The research results have been used by community organizations and school to produce outputs that help make visible their local peace-building strategies. School teachers have started making changes in the teaching program in schools with regards to the culture of peace building. Teachers and community leaders have started articulating a new discourse of peacebuilding that provides a counternarrative of peace to the dominant top-down discuourse that exists in Colombia. A total of 43 research engagement events were carried out, including project planning, follow-up and evaluation workshops, participatory-research, reflective-thinking, design-thinking, creative-writing and power-analysis workshops, museographic exhibitions, and participatory video-making training sessions. Additionally, a fundamental aspect of the project was its commitment to the co-production of non-academic outputs that would be locally relevant and thus ensure the social appropriation of co-produced knowledge. Hence, research engagement activities were strategically designed to facilitate the production of 17 community led, creative writing and art-based outputs. These included seven peacebuilding prototypes developed between schoolteachers and community organizations, four community co-authored books and three participatory videos about local visions of peace, a traditional women's dress peacebuilding prototype and an interactive online tool about the meanings of peace and the Tolima Territory to the Tolima folk. These products can be found in the project's website (www.pluriversodepazentolima.net). The project was equally committed to facilitating community engagement in the dissemination of the project's outputs. In addition to the project's webpage, two webinar series were organised in 2021 to give visibility to the local peacebuilding initiatives. By connecting our local co-partners with other actors, the webinars helped to build bridges with other community organizations (such as the important linked generated with "Hands Across the Divide", a women's organizations of Cyprus). Furthermore, three of the community organizations will present their participatory videos in the second edition of the Communities & Communication - International Interdisciplinary Conference and Art/Film Festival to be held in May 2022. So far, the project has produced outstanding impacts helping to re-signify peacebuilding in Tolima as a bottom-up process, to develop a sense of reconnection to the territory among the participants and to strengthen their ongoing peacebuilding initiatives. This is reflected in the social appropriation of the project and its outputs. For instance, after the projected ended, some community organizations like the Association of Women entrepreneurs of Herrera, Tolima (Asomeht), set up a support group in two new locations to help women fight against domestic violence, where they have been using the project outputs. They have also been invited by the Tolima Regional Government to showcase their project outputs in regional fairs. Our academic co-partners in Colombia have also been making extensive use of the outputs (videos, books, webpage) with a wide range of social actors from South Tolima in capacity building workshops and teaching. Aditional to all this, in the last two years we have managed to raise a further £100.000 pounds for impact accelation, which we have used to continue supporting some of the initiatives of the local organizations we worked with in the project, which culminated in two additional community authored publications about local peace building, and in January 2023 we were able to carry out a dissemination and engament event i Tolima that had been canceled due to COVID, which has allowed us to make the results of the project known locally and in other regions of Colombia. As a result, organizations from other parts of Colombia, including academic institutions from Bogota, have expressed interest to replicate the project and the methology used, in other parts of Colombia. In recognition of the engagement componente of this project and its outcomes, the project won the 2022 UEA Engagegement Award for Achievement.

Results and Impact On February 2022 we presented a Paper in Second International Conference on Environmental Peacebuilding (Online) convened in partnership with the United Nations Environment Programme (UNEP), the Geneva Peacebuilding Platform, the Geneva Water Hub, the Geneva Environment Network, and the PeaceNexus Foundation. The presenters were Cristina Sala Valdés, Santiago Andrés Padilla Quintero and Maria del Pilar Salamanca Santos with a paper titles "Environmental Peace in Southern Tolima: resistances, transformations and new conflictivities" . The audience were aproximately 30 people from different parts of the world, with about half from Colombia. The paper gave rise to important discussion about the need to reframe the concept of environmental peacebuilding to give more space to locally defined ways of understandinf and doing peacebuilding.

Results and Impact This was an event designed to support knowledge appropriation and dialogue exchange processes of the STPC project to maximize its impact and results. This was done done through the dissemination of the pedagogical outputs produced in the project in the form of peacebuilding toolkits, and two engagement events: a) a reflective knowledge exchange between teachers and community leaders that participated in the research process, and b) a dialogue and engagement event between school teachers, community leaders, and Colombian regional and national peacebuilding policy makers, academics and NGOs. Results and Impact 120 research collaborators took part in a three day workshop to share preliminary research results. The workshop was called " Narrating the World" and was held at the University of Ibagué on July 18 and 19, 2019. It was attended by teachers, members of community organizations of the municipalities of Rioblanco, Chaparral, Planadas and Ataco, and the coordinating team of the "School, territory and post-conflict" project. It was composed of two spaces. One of them was the exhibition "Our Territory" consisting of three rooms - body cartographies, social cartographies and audiovisual room - led by teachers The other space was composed of three reflective classrooms a) Feeling and thinking the territory, b0 Education for integrative peace and c) New citizenships, led by community organizations. During the first day the two groups worked in each of their spaces analysing the project results and on the second day an exchange between the two groups took place to open a space for a dialogue of knowledge. The workshop helped increase communication, empathy and awareness about the experiences that the two research groups have lived during the armed conflict. There was great interest to continue working together in the project

The dialogue sparked great interest in the School, Territory and Post-Conflict Project and commitments where made to engage in further dialogue as the project develops. Results and Impact Iokiñe Rodríguez was a keynote speaker within the "International Congress on Regional Development" organised by University of Ibague, University of Tolima, Sena, Centro de Estudios Regionales and Consejo Territorial de Planeación Tolima. The congress was held online. She talked around 90 minutes on "The resignification of identity in the construction of territorial peace". The presentation generated many questions and further discussions.

Results and Impact This was a three day workshop with 100 participants including schools teachers from 8 schools and community leaders from 16 organizations, all based in four municipalities where the project is based (Ataco, Chaparral, Rio Blanco and Planadas). The participants where all invited to form part of the project as co-researchers and came to the workshop to learn in greater detail about its objectives, methodology and proposed work plan. The workshop sparked great interest in the project, to the point that all participants committed to taking part of the study.

Results and Impact Between October 14 and 19, 2019, the coordinating research team of the University of Ibagué, the University of East Anglia (UEA) and Eureka Educativa met in Ibagué to discuss the conceptual, epistemological and methodological framework that is accompanying the process of research with the Educational Institutions and the research process with the Community Organizations. And they did it around a learning workshop of Participatory Video (VP). Facilitated by Mauricio Cardona, videographer and professional photographer, and Iokiñe Rodríguez, principal investigator of UEA, the workshop was divided into different moments of discussion and learning.

Results and Impact Three panel members, Ian Calliou, Cristina Sala and Pallawi Sinha shared with an audience of almost 200 people their experiences developing decolonial research in different geographical contexts. Ian shared some of his journey as an indigenous researcher carrying out his PhD research in Canada on Indigenous reconciliation policies. Cristina discussed some of her insights of using participatory methodology in conflict transformation with local communities in Latin America and Pallawi shared her experiences from working with Indigenous peoples and children in India. The session took a panel format. It was organised by UNESCO chair in Adult Literacy and Leraning for Social Transformation, University of East Anglia.
