Abstract

"Leave no one behind" has been a key objective of the recently agreed UN 2030 Sustainable Development Goals (SDGs). As the poor, in particular the youth and women, are often being marginalised and excluded from market participation due to unequal access to education, resources and information, empowering and including these segments into the main stream market and income creation activities turns out to be an important imperative to achieve SDGs and build an inclusive society. This is important as developing countries are witnessing an upsurge of young people in rather inadequate labour market. While emerging digital technologies can become both an equaliser and a disruptive factor in labour markets, they can empower both women and youth. The decreasing cost of digital technology should thus foster and support new exchange mechanisms that will generate new models of value creation (Amit and Zott, 2012) and will lead business organisations towards network based systems (Dafe & Lewin, 1993; Dunbar & Starbuck, 2006). Many new digital technology-based business models have already been developed. These developments not only create new drivers for economic growth, but also lead to upgrading of capabilities of small business owners. Such increased capabilities will in turn enhance the welfare of the poor (Sen, 1999).
However, there are a number of gaps to fill in order for this potential to fully materialise. (1) Most of the research focuses on the evaluation of the impact of technology on development. Little is known about the business models that are needed to transform the benefits of technology into jobs, income and a driver for growth for the poor (Seelos & Mair, 2007). (2) The existing studies mostly focus on e-trading businesses that sell products or services online, and normally require considerable initial capital investment to start the business. What type of new business model can help the poor to benefit from digital technology? This is an under-explored area for inclusive development. (3) Some research is available on how to use business models for digital innovations to support growth of new businesses and employment. How is it possible to design a business model to empower the poor who have no initial capital to benefit from technological progress is missing. What underlying institutional, regulatory and capability conditions are needed to ensure the success of such digital technology-based new business model? What role can the state and Multinational Enterprises (MNEs) play in this process? These questions will fill the significant gap and provide important policy and managerial implications.
Drawing on inter-disciplinary research from technology, development studies and responsible business studies, this project aims to fill in the gap in the literature with an Inclusive Digital Model (IDMODEL) that will particularly include deprived youth and women. In particular, it will:
1) Develop, test and finalise a digital technology-based new business model which enables poor people to start a business based on their skills and experiences, while requiring minimum capital investment.
2) Evaluate the impact of this DT-based business model on jobs, income creation and capabilities building.
3) Analyse the underlying regulatory and capability conditions that are needed to ensure its success and scale up, and the possibility to replicate in other developing countries.
4) Examine how the state, MNEs and civil society can collaborate for inclusive development.
The project will be supported by a multi-disciplinary team of researchers from the universities of Oxford and Birmingham, and collaborators in Bangladesh and China from both the private and public sectors.
It will contribute to the literature by filling current gaps on technology, business model and inclusive development and its impact as well as producing novel datasets and robust empirical evidence to elaborate relevant policies for development.

Planned Impact

IDMODEL places communication, policy engagement and exploitation of its research methodologies and findings at the heart of its activities. In addition to the project's overall dissemination and uptake approach, each work package will have a clearly defined impact strategy with specific and targeted engagement with a range of partners and stakeholders.

1. Communications, Engagement and Collaboration
The development of the IDMODEL proposal has come about through extensive consultation and co-production with a range of academic, policy and corporate partners in the UK, Bangladesh, China, other developing countries such as Africa, and in key international agencies. These include its named international partners and advisors of the project; national policy makers, NGOs, key United Nations agencies, and major internet MNEs. The Ministry of Foreign Affairs and the Minister of ICT of Bangladesh are consulted and are supportive to the project. By maintaining our co-production and engaged interaction with these various partners and stakeholders we will ensure that our research is better rooted to local needs, and thus better able to provide useful knowledge. The PI and Co-I are frequent advisers to UN agencies and the PI serves in the Governing Council of the UN Technology Bank and the 10-Member Group to the UN Technology Facilitation Mechanism. These close links with UN agencies, Bangladesh government are also effective avenues for communicating the findings and policy uptakes.
The project will maintain a bespoke website and social media, disseminating its research outputs and activities. The PI and Co-I are already active discussants on major media disseminating research findings.
The project will hold Round-table Discussions at an early stage of IDMODEL to have a close 'reality check' to ensure that the research fits the local context and focuses on most urgent problems. We will co-organise stakeholder meetings with key UN agencies, targeting ministers and business leaders for dissemination and engagement. In Bangladesh, we will organise a workshop involving all stakeholders to participate. Training workshops will be organised there. The collaboration with scholars and research institutes in Bangladesh and China will also significantly enhance our local policy dimensions and business linkages.

Impact Pathways by Work Programmes:
WP 1 will engage with policy makers, regulators, business leaders and the grassroots communities in Bangladesh and China improve the digital business ecosystem, and influence the shaping of an agenda on inclusive digital economy.
WP2 will engage with MNEs, NGOs, grassroots communities and the government to promote the diffusion and adoption of IDMODEL in the wider society; engage with MNEs and policy makers to improve local digital infrastructure; and engage with policy makers to enhance the developmental impact of IDMODEL.
WP 3 will engage with MNCs and local government and NGOs to promote collaborations between the three actors for inclusive development, and influence the shaping of corporate strategies that promoting SDGs and strengthen public policies that encourages such a change and collaborations among these actors.

Exploitation and application
Senior officials of ITU and UNDESA serve as policy advisors to the project, which will strengthen the policy impact and research uptake. Findings from the survey and other research will be feedback to participating communities, digital micro firms, platform provider and MNEs, and policy makers in NGOs and government, and help them to identify strengths and gaps, and learn from best practice. The project will engage graduate students at the Universities of Oxford and Birmingham. Masters and doctoral students at these institutions will be able to draw on this database for their thesis research. The project will also develop new models and interdisciplinary approaches on IDMODEL.

Description In Bangladesh, the IDMODEL project in collaboration with its partner, SBK foundation, developed a digital technology-based business model and an App, 'Haate Haat' (Hand To Hand), for value creation among the marginalised communities. There are some key findings from the research.

The short video platform technology based inclusive digital model (IDMODEL) that we developed has the potential to deliver the following transformative benefits:
1. The IDMODEL is characterised by inclusiveness on both sides of the platform: the grassroots video content producers and users; as well as the growth of the grassroots entrepreneurs and the platform.
2. The IDMODEL contributes to economic growth of the country, and value creation and opportunity creation for the marginalised communities. The video producers will enjoy increased income, capabilities development, enhanced social capital, greater access to information and opportunities, and empowerment. The grassroots users will benefit from confidence boost, knowledge and information, and capabilities enhancement.
3. Poverty can be alleviated in marginalised communities by reducing information inequality and value creation for all.
4. Some people in marginalised parts of society can complete the dual transformation of identity and role: from small food growers to Internet entrepreneurs.

To achieve these impacts, the presence of enabling factors are important. There is a role for policies to improve the digital infrastructure, enhance digital skills of the grassroots, and develop relevant regulations to protect users and build up trust. The recommendations contained within the three policy briefs produced during the project, are already being utilised by SBK and others when engaging with national policy makers and influencers who can facilitate the introduction of the improved IT infrastructure, and provide access to mobile phones that are affordable for these remote communities, many of which are on low incomes. One of the recommendations is already being adopted by policy makers in Bangladesh.

The value of this project became increasingly apparent during the global pandemic caused by Coid19, when remote working became the 'new norm' and people had to adapt to new methods of working. The roll-out of the content-based digital 'Haate Haat' (Hand To Hand) APP in Bangladesh greatly helped people to do this and has already had a significant positive impact, especially amongst people living in marginalised communities. The research trials undertaken during the project showed a notable difference between the trial group that used the APP, and a comparable group that did not. Households that undertook the training and used the APP, suffered less from a decrease in income (28.9% less) when compared to the other group, 3 % less unemployment, and 20% more access to market and health information.

The Hand To Hand App has already been introduced to 11,600 people in Bangladesh through local events and training, and will be further promoted with an emphasis on reaching women in marginalised communities, and younger people, as they have been seen to particularly benefit from its use. The aim is for it to become a well-known and trusted 'go-to' tool that is routinely used by people when networking and developing new enterprises within, and opportunities for, their communities.

The four conferences organised by the project to disseminate our findings and for policy engagement have been covered by 727+ medias globally in multiple languages and had more than 2,065,000 viewers and readers.
Exploitation Route This innovation will make a major impact in Bangladesh, and could potentially benefit marginalised communities in other developing countries. It could be replicated in other countries in South Asia, South East Asia, Africa, Middle East and Latin America, with some local adaptations of the APP language and content, and local mobile payment links.

Description Information poverty is manifested in many ways; on the one hand, poor people cannot access and obtain high-quality information on production, consumption, and life style enhancing information while on the other hand, they are unable to actively produce and transmit information. The findings from the IDMODEL project have been used in the following ways: • Policy engagement with relevant government departments and international organisations throughout the project process and since its completion. • Our project partner SBK Foundation mobilised 64 Technology (Tech) Hubs in 64 districts in Bangladesh to assist the APP roll out and training programme. They also provided a series of training sessions to help users identify and capture opportunities. Women with children and elderly family members, were particularly encouraged. • For the development of the App and the training programmes, Professors Fu and Ghauri contributed their knowledge making sure these can work well for marginalised communities. SBK foundation planned and executed the training programmes. These collaborative efforts contributed towards the effective impact on the society, particularly youth and women. • To examine the impact of this platform, we conducted two waves of survey, one before and one after the Haate Haat promotional and training programmes. This involves in total 2430 households, 8950 individuals. We found that 38.1% of individuals in our sample adopted Haate Haat after the training programme and 60% of them reported more than 10 hours of monthly usage and an improvement in their skills levels, confidence, an expansion in their social networks and income generation. • Our programme helped residents to cope with the hardships arising from the pandemic. Haate Haat users understood the importance of using mobile APPs to access information such as COVID-19 related health advice, market information, and government guidance. Importantly, Haate Haat users reported that they created an additional weekly income of 1000 to 5000 Bangladeshi Taka (BDT), (about 12-60 US$) by using this APP during the pandemic situation. • We organised 4 conferences at different stages and in different countries, received more than 700 media coverage and more than 2 million views/readers. The final conference was attended by more than 43,000 people online in UK, Bangladesh and China. During our visit to Bangladesh, we had several meetings with Ministers and local NGOs, for example Ministers of Foreign Affairs, Railways, Commerce and Public Administration, and Bangladesh Investment Development Authority, Bangladesh Economic Zones Authority, but also SBK Foundation, BRAC, and PKSF, for the knowledge exchange and for seeking their support for the project. To share the lessons learned from the project, we had 4 different conferences - two of which were in the UK. The first UK event was held during the first year of the project and several prospective partners (academics, policy makers and NGOs) from China and Bangladesh were invited as keynote speakers or panellists. The second UK event was a high-level conference that was held on 25th February 2022 to share the lessons learned. In addition to the Nobel Laureate Professor Mohammad Yunus, several policy makers, including representatives from United Nations, UNCTAD and Commonwealth secretariat participated and spoke. Some other academics from China, Italy and Sweden, who are working on similar projects, were also invited. In December 2021 a conference was organised in Bangladesh where high-level policy makers participated and spoke in addition to NGOs representing marginalised communities. Speakers included Dr. Shirin Sharmin Chaudhury, the Speaker of the House of the Bangladesh Parliament, Zunaid Ahmed Palak MP, the Minister of State for Information and Communication (ICT); Dr. Dipu Moni MP the Minister for Education; Courtenay Rattray the Under-Secretary-General of the United Nations (UN); and Anir Chowdhury, Policy Advisor, Aspire to Innovate, ICT/UNDP. Also the President of the Metropolitan Chamber of Commerce & Industries; Managing Director of Bank Asia; former General Manager of the Payments Division of the Bangladesh Bank; Managing Director of the Aamra Network; and CEO of Bkash. Impact since Feb 2022 has included the following: 1. A social enterprise spinout company 'Hand2Hand' is being established that is based on the research outputs and IP from the IDMODEL project. 2. An additional partner, Hishabplus Ltd has been working on impact (in addition to the SBK Foundation). 3. The PI was invited to share the research findings and policy recommendations at several high level UN events, including the United Nations General Assembly informal dialogue, the UN Council for Science and Technology for Development 25th session themed on digital technology and development. The Co-PI has been invited to several conferences such as, Academy of International Business (AIB) and European International Business Academy (EIBA) as keynote speaker and panellist. The project partners have been developing the impact of the project with funding from the ESRC-IAA scheme. The mobile phone-based APP, Haate Haat (Hand-to-hand) that is available free for download at the Google Shop, has recently been updated to include additional video content and features. These will benefit even more users e.g. by providing access to doctors and local blood donors. Training and awareness of the 'Hand to Hand' App has continued to be rolled out through the 64 Technology hubs and other routes. The project resulted in a series of policy recommendations, and one of these is already being adopted by the government in Bangladesh. The others will be discussed during February and March 2023 through a series of remote 1 hour meetings with policy makers and senior executives from the digital technology sector in Bangladesh. The project findings and the 'Haate Haat' app will benefit many people in Bangladesh, and the project could be replicated to make a similar significant, positive, impact on marginalised communities in other developing countries.

Results and Impact The Inclusive Digital Model (IDMODEL) project team, led by Prof Xiaolan Fu (PI), paid a working visit to Dhaka, Bangladesh, from 27th January - 2nd February 2020. The main purpose of the visit was to meet stakeholders and also to engage directly with the survey team and some households on the IDMODEL project. The team held high-level meetings with several Ministries (Foreign Affairs, Railways, Commerce and Public Administration) and agencies (Bangladesh Investment Development Authority [BIDA], Bangladesh Economic Zones Authority [BEZA]), but also foundations (SBK Foundation, BRAC, and Palli Karma-Sahayak Foundation [PKSF]) on possible ways to further engage. The team also met with the project's lead local partner, Sher-e-Bangla Agricultural University (SAU), who were responsible for the baseline survey in three cities of Bangladesh, namely Dhaka, Bogura and Barishal.

Results and Impact The project received good media coverage. For example, after the interim conference in January 2021 (that was themed on digital innovation and inclusive development), Tencent MPR published an event press release that highlighted the views of Edward Cheng, Vice President of Tencent. This was picked up by global media including CNN, the Financial Times, The Wall Street Journal, Barron's and Yahoo Finance. It was also reported in Chinese media including People's Daily, Xinhua News Agency and China Daily.
Subsequent information about the project, or digital innovation and inclusive development more generally, was published in Bloomberg, AP News, Markets Insider and Asia One. As at 4th February 2021, English press releases were picked up by 184 foreign media outlets covering audiences in America, Europe and Southeast Asia, and 334 pieces of Chinese reports were also monitored.
In addition, the concluding IDMODEL project conference on 28th Feb 2022 that featured the Nobel Laureate Professor Muhammad Yunus, attracted an online audience of more than 43 thousand people worldwide.

Description One-to-one interviews with people in Bangladesh about women's use of digital technology in Bangladesh

Results and Impact The objectives of the interviews were to understand examples of a woman's circumstances that led her to using digital technologies. The aim was to compare if/how this correlates with empowering characteristics as proposed by ICT for empowerment literature, and what it means for empowering women to use Digital Technologies going forward. A total of 31 interviews were conducted virtually, including via questionnaires, WhatsApp calls and messaging, and Zoom calls. 2 of the 31 interviews were with the same participant (therefore, 30 interviewees total). Interviews took place between August 24th 2022, and November 1st 2022. The interview pool was diverse in age, background, location, and origin. 9 men and 21 women were interviewed. Ages ranged from early 20s to late 60s. All had access to networks. About 3 women lived in sub-urban areas. 4 interviews were with young people (3 women, 1 man), 2 of whom were female students. These 4 interviews were personal interviews. The other 26 interviewees could be considered a mixture of both expert and personal interviews. For example, female ICT teachers provided personal and professional insights. Key Findings: Firstly, that support from women's families is an enabler or barrier to her extent of DT use. Secondly, patriarchal structures can hinder women's digital technology access, use, and her ability to benefit from DT use. Thirdly, women are self-motivated to access, understand, and benefit from digital technologies; environments in which they can use technologies safely, without societal consequence, and retain the benefits of DT use are necessary.

Results and Impact Professor Xiaolan Fu, was approached by the United Nations Development Programme to develop a series of case studies about innovation in big data and mobile credit. One of those case studies funded by the UNDP involves Sesame Credit, part of China's Alibaba group, which has developed algorithms to develop digital credit scores for customers. These scores have enabled customers from China's poorest backgrounds, plus graduates or workers starting their careers with limited access to cash deposits, to access a wide range of goods and services through a digital trust-based deposit-exemption scheme, from homes to rent to cycle hire and even clothes and electrical goods.
