Abstract
Skills and management practices are important determinants of firm productivity, but the UK has persistent problems in both areas. Recent developments create new challenges. New immigration arrangements following Brexit are likely to make it harder for the UK to access international talent in order to fill skill gaps. In addition, there is a risk that multinationals will find the UK a less attractive destination for investment post Brexit - aside from the direct impact this would have on UK jobs and investment, this is of concern since it has been shown that there are positive spillover effects (both in terms of superior management practices and higher productivity in general) from multinationals to their surrounding firms. Technological change and new working arrangements (such as the rise in self-employment and the "gig economy") are likely to reduce the incentives for firms to train, and policy makers must consider how to ensure that workers are appropriately trained and able to adapt to changes in the labour market.
Under this fellowship, I will investigate in more detail the relationship between different types of skills and firm performance, including management practices, and how the skill needs of British businesses can be met in the future. In particular, I will focus on the following projects:
A. Skills, Organisational Practices and Productivity
1. Human capital, skills and productivity: Firm level analysis will explore the value of different types of skills to business, building datasets and searching for causal research design, and I will also work on a project synthesising what we know about the role of higher education in industrial strategy with respect to improving outcomes for individuals and firms.
2. Business support policies to improve skills and management practices: I would seek to work together with the What Works Centre for Local Economic Growth and willing business partners to find an opportunity to design and evaluate a randomised control trial which would test differing levels of training or other business support interventions.
3. Skills to support new labour market structures and methods of delivery: Based on business or individual survey data, it is possible to ascertain which types of skills will be important to building human capital and labour market adaptability in these contexts. During the fellowship I would like to scope the possibility of a new survey amongst businesses to shed more light on these issues.
B. Understanding the UK Economy
1. Mapping UK Economic Performance: Following on from my previous work on the LSE Growth Commission, I plan to continue work to analyse and understand the differences in economic performance across geography and industrial sectors.
2. Clean Growth and Innovation: I plan to work with CEP and Grantham Institute for Climate Change colleagues on a project that will examine how the low-carbon transition required to fulfil national and international climate change commitments can support and enhance growth opportunities in the UK.

Planned Impact
The research findings and outputs from this work programme will be used to inform and support the Industrial Strategy through active dialogue and dissemination with policymakers, media, businesses and other stakeholders. While the longer term outputs from the academic work will be peer reviewed journal publications, in the shorter term, I will produce working papers or policy reports as set out above.
In recent years I have had extensive contact with policymakers working on productivity and industrial strategy, through invited seminars, events, roundtables and meetings. During this fellowship, I will build on my established links with BEIS, HM Treasury, Cabinet Office and other relevant stakeholders hosting events/seminars or meetings as appropriate. I am keen to collaborate with willing business partners, or businesses and organisations working in this space - such as education providers, education technology firms or consultancy firms more generally.
In order to aid dissemination to relevant stakeholders and the wider public, I will work with the impact team at the LSE Centre for Economic Performance to put together short-term multimedia outputs (blogs, videos) and articles for the in-house magazine, Centrepiece or other publications. I have been interviewed in the broadcast and print media on the topic of productivity and industrial strategy numerous times and I will continue to be responsive to relevant media requests. Together with the other ESRC Innovation Fellow, I plan to help build the new CEP industrial strategy website, with links to relevant work and blogs.

The UK Economy: Policies for Investment and Productivity Growth
| Description | This is an update of research progress to date on this fellowship, organised according to the research areas set out in the initial proposal. Where projects have evolved due to new opportunities, these are described in the relevant section. A. Skills, Organisational Practices and Productivity 1. Human capital, skills and productivity Firm level analysis: During the fellowship I continued work on one of my PhD chapters "Skill biased management: evidence from manufacturing firms" and this has been published in the Economic Journal. This paper provides evidence that modern management practices and workforce skills are complements. Following this I was invited to write a chapter in a special issue of Oxford Review of Economic Policy on management practices, bringing together the wider literature on these topics, and this has been published. I have also continued working on my UK-based paper, presenting it at conferences and seminars, and analysing new data on university-business interaction. This work has found that university growth is related to growth in high tech start-ups, and that these effects are higher for more research-intensive universities. I am working on a new version of this which I will publish as a working paper upon submission to a journal. Work on the microdata was delayed during Covid but I am resuming this now. Together with colleagues on the ESRC "Future Tech" project, we are building firm level datasets on innovation in emerging sectors, that will also include a number of human capital related variables. With colleagues at CVER, we have also explored trends in work-related training and how these differ for different segments of the labour force, including age group, education level, sector and region using data from the UK Labour Force Survey, the Individualised Learner Record (on apprenticeships) and the Employers Skills Survey. The LFS analysis shows that the largest decline in on the job training has been for better educated workers, while those with the lowest education have consistently received the least training. In addition, the general decline is not explained by changes in sectoral employment composition. In addition, all data sources suggest that have been declines at the intensive margin too (i.e. quantity of training for those receiving training). We review the literature on potential explanations for these trends and finally, we conclude with policy recommendations in light of the pandemic and transition to net-zero. Literature review and synthesis on higher education and its role in industrial strategy: I led on the preparation of a paper in the CEP "Industrial Strategy" series on this topic, together, coordinating inputs from coauthors. I have written a Handbook Chapter on "Human Capital and Growth" (Routledge Economics of Education), this was published in 2021. 2. Business support policies to improve skills and management practices In my initial proposal, I set out plans to explore opportunities to collaborate with businesses to design and evaluate a randomised control trial into interventions can improve productivity enhancing management practices. The opportunity that came up related to the adoption of AI technologies, in a project collaborating with the GLA, CognitionX and Capital Enterprise, and funded by the BEIS Business Basics Programme. We have conducted the trial and faced a number of difficulties in recruitment and participation, we delivered our report for BEIS and wrote a blog for NESTA/IGL setting out our learnings. 3. Skills to support new labour market structures This workstream took on a slightly different form - initially I set out plants to develop surveys on firms with a focus on skills, instead, 2 projects were relevant here: (1) "Do Management Practices Matter in Further Education?" World Management Survey of FE colleges. We designed and conducted the "World Management Survey" in England's Further Education sector, and found that management practices in colleges seem to matter for the educational outcomes of learners, even after controlling for prior achievement in value-add regressions. This work was funded by the CVER grant and DfE, and was developed with collaboration with the Association of Colleges. We presented our work at the Empirical Management Conference, CVER webinar and Association of Colleges Webinar and other conferences. We have published a discussion paper and submitted this to the Economic Journal. (2) "Supporting the Business Response to Covid-19: Survey on Technology Adoption" CEP-CBI survey (new grant, with my work uncosted as on fellowship)- to explore the patterns of tech adoption in response to the Covid-19 crisis, and the influence of various factors, including skills, on this. We published our first report, which found that Covid initially accelerated technology adoption in firms, and I wrote a broader piece for the Economics Observatory with John Van Reenen on this topic. I also organised and presented at a workshop on these topics with key stakeholders across academia, policy and industry which brought out key topics to explore going forwards. We conducted our second survey in July 2021, and published our second report in November 2021. Our initial paper was referenced in the Government's "Plan for Growth" which accompanied Budget 2021. B. Understanding the UK economy 1. Mapping UK Economic Performance A major piece of work here will be via the "Future Technology" project, where we are using a number of novel data sources to map and understand where innovation and diffusion of emerging technologies are occurring in the UK. We have presented work in progress and are writing up key findings for submission to journals. 2. Clean growth I have delivered a series of CEP-GRI reports on sustainable growth and recovery during the fellowship, such reports set out the economic opportunities associated with net-zero-aligned investments in both the short and long run, using patents and other analyses. I also co-organised an international symposium on innovation and climate change which we hosted at the LSE in July 2019; and led on content in the organisation of the RES policy webinar on a sustainable recovery May 2020. Together with Nicholas Stern, I coauthored a paper published in Research Policy bringing this work together in the context of the theoretical and empirical literature on innovation, growth and the transition to net zero emissions. I am taking forwards a programme of research on Net Zero, and have produced more reports with GRI colleagues, and have academic work in progress on sustainable innovation. |
| Exploitation Route | I have discussed key findings from my work, and wider work with a number of key stakeholders in academia, policy and industry. I have been developing new collaborations and ideas for research with colleagues at the CEP/LSE and elsewhere and with non academics. Data or code generated during this fellowship will be accessible to other researchers. A number of the streams of research have inspired PhD students and Research Assistants to continue to work on related topics. I am taking related work on human capital, innovation and sustainable growth forwards as Deputy Director of the LSE's POID (Programme on Innovation and Diffusion), and as Senior Policy Fellow at the Centre for Economic Performance; and as a member of the Steering Group of the Nuffield Funded Economy 2030 Inquiry (joint work with Resolution Foundation) where I am leading our work on firms and net zero. |

| Description | During this fellowship I have contributed to policy debate and developments in a number of spheres. I have had multiple interactions with civil servants, politicians, industry and other stakeholders engaged in productivity, industrial or innovation policy, net-zero, regional disparities, management practices and leadership (including in the public sector) and education and skills. I have given evidence at HMT and BEIS select committee inquiries and responded to government consultations, and engaged with international institutions including the OECD and World Bank. I have had numerous interactions with politicians, presenting findings and policy implications stemming from my work at a number of events including party conferences, House of Commons events, webinars and meetings on topics related to regional economic policy, growth, innovation and skills. Based on my work on the economic impact of universities and the diffusion of innovation I have been invited to join a number of groups and networks. I was a member of the BEIS Place Advisory Group which advises and supports Ministers on the development of the R&D place strategy (which became part of the Levelling Up White Paper). This year I was invited to become a member of the RDI Organisational Landscape Review Sounding Board. I am also a member of the BEIS peer review panel (regularly conducting peer reviews), the Royal Society Research System Community of Interest, the ESRC Innovation Caucus (and presented at an Innovate UK workshop organised by them recently). Internationally, I was a keynote speaker at a conference on the economic impact of universities at Ca'Foscari University of Venice in 2019 which involved international academics and policymakers engaged in business-university collaboration, and I spoke at an event on the same topic organised by the University of Wisconsin Madison. I was in a panel discussion at an OECD event on university - business collaboration in London in 2019, and on working practices in 2021 (Global Forum on Productivity). Based on my work on management practices, I was invited to be on the expert advisory panel of the Cabinet Office National leadership centre. I was commissioned to write a think piece on the topic drawing on the body of research (including my own) on management practices/leadership and outcomes in the public sector, which will be used to inform their thinking on this area and potentially the design of future programmes of research. We presented our world management survey of FE colleges to sector stakeholders at a webinar hosted by the Association of Colleges. The CEP-Grantham Research Institute (GRI) work on sustainable growth has involved a lot of interaction with civil servants across relevant departments, and in particular with the Net Zero Review team (HMT) via meetings and submission via consultation. We received feedback from the BEIS Select Committee that our passenger vehicles report was referred to in the Committee Chair's speech at an event, and it was referenced in a Climate Change Committee publication (2020). Following other recent work on this stream, including my Research Policy article with Nicholas Stern, I have been asked to present at a number of events on Net Zero, including giving evidence at a Norwegian government select committee. On technology adoption, work with the GLA on the AI for SMEs project and also on the Innovation Diffusion in London consultancy project, have input into Local Industrial Strategy/business support policies. The findings from our "BEIS Business Basics Programme" project will help inform government about barriers to technology adoption in "hard to reach" sectors (small retail and hospitality SMEs). The findings from the CEP-CBI survey of business technology adoption have been discussed with a number of key stakeholders via meetings and our CEP-POID workshop, and were referenced in the Government's "Plan for Growth" which accompanied Budget 2021. Most recently, I was invited to present this work to the Shadow chancellor's special advisors, and was invited to discuss findings from work on technology adoption in a BEIS select committee oral evidence session on the government's "Help to Grow" programme. |

I have partnered with these organisations to design, deliver and evaluate a randomised control trial (RCT) to understand how to encourage the adoption of AI technologies in SMEs in low productivity sectors (Retail and Hospitality), testing the relative effectiveness of 2 interventions: A light touch event where vendors and SMES get to meet and discuss potential technologies (stream 1) and a caseworker and voucher (stream 2), versus a control group who get only a basic information pack on AI technologies (which all participating firms will receive). In my initial fellowship application (Project 2) I indicated that I was interested in working on a RCT on how to improve management practices in UK firms. In my discussions with key stakeholders trying to set up a collaboration of that type, I came across the opportunity to work with these partners on a Business Basics Programme bid, which we won in October 2018. Our work has now begun, and the funds that have been channelled to the LSE are being used to pay for research assistants to help me in the work (since I am fully funded by the fellowship). I am leading in the academic design and evaluation of the RCT. |

Based on previous experience undertaking competition/application-based programmes, we should easily expect to receive sufficient applications. If we do not, then we will encourage applications by further direct outreach into the SME community in London. The GLA will also administer the voucher to qualifying firms in stream 2. CognitionX: Delivery of Stream 1 (events). CX regularly runs events which bring together buyers and AI vendors. CognitionX's experience of corporate adoption of AI over the past 2 years demonstrates intense interest in events showcasing customer case studies and vendor presentations. CX are also producing the basic information pack that all firms in the experiment will receive. Capital Enterprise: Capital Enterprise will deploy an Applied AI Case Worker on this project whose job will be to work exclusively with randomly assigned SMEs in order to advise and support these SMEs to choose the appropriate AI supplier and then to support the deployment of the technology within their firms. The case worker will act as an independent technical adviser as well as helping the SME to firstly calculate the potential productivity gain and establish the economic business case (including investment payback period) derived from the deployment of the AI technology in their business, and then to assist them with any technical related questions. |

I have partnered with these organisations to design, deliver and evaluate a randomised control trial (RCT) to understand how to encourage the adoption of AI technologies in SMEs in low productivity sectors (Retail and Hospitality), testing the relative effectiveness of 2 interventions: A light touch event where vendors and SMES get to meet and discuss potential technologies (stream 1) and a caseworker and voucher (stream 2), versus a control group who get only a basic information pack on AI technologies (which all participating firms will receive). In my initial fellowship application (Project 2) I indicated that I was interested in working on a RCT on how to improve management practices in UK firms. In my discussions with key stakeholders trying to set up a collaboration of that type, I came across the opportunity to work with these partners on a Business Basics Programme bid, which we won in October 2018. Our work has now begun, and the funds that have been channelled to the LSE are being used to pay for research assistants to help me in the work (since I am fully funded by the fellowship). I am leading in the academic design and evaluation of the RCT. |
| Collaborator Contribution | GLA: Outreach to SMEs. The communications and outreach will be led and coordinated by the Greater London Authority, who will make use of the London Growth Hub, policy and business networks, and press and social media to ensure we get a high number of SME applicants. Based on previous experience undertaking competition/application-based programmes, we should easily expect to receive sufficient applications. If we do not, then we will encourage applications by further direct outreach into the SME community in London. The GLA will also administer the voucher to qualifying firms in stream 2. CognitionX: Delivery of Stream 1 (events). CX regularly runs events which bring together buyers and AI vendors. CognitionX's experience of corporate adoption of AI over the past 2 years demonstrates intense interest in events showcasing customer case studies and vendor presentations. CX are also producing the basic information pack that all firms in the experiment will receive. Capital Enterprise: Capital Enterprise will deploy an Applied AI Case Worker on this project whose job will be to work exclusively with randomly assigned SMEs in order to advise and support these SMEs to choose the appropriate AI supplier and then to support the deployment of the technology within their firms. The case worker will act as an independent technical adviser as well as helping the SME to firstly calculate the potential productivity gain and establish the economic business case (including investment payback period) derived from the deployment of the AI technology in their business, and then to assist them with any technical related questions. |

| Results and Impact | This was an invitation-only event bringing together stakeholders from policy, industry and academia with shared interests in these topics. John Van Reenen set out the importance of the adoption of new technology and management practices for improving the productivity and resilience of UK firms; Anna Valero presented key findings from the new CEP-CBI survey on business technology adoption in response to Covid-19; and Tera Allas presented the results from the recent Be the Business & McKinsey report: The UK's Technology Moment. These short presentations were followed by a roundtable discussion chaired by Rain Newton-Smith which will be focused on what we know about the barriers to technology adoption, and how policy can address these - noting also the impact on workers - and the extent to which Covid-19 has changed things. Henry Overman provided some closing remarks. |

The aim of this event was to create a community working on real time research to inform required urgent policy response to the climate crisis.Also in attendance was a BEIS official working on clean growth. Since then we have continued to build the network and have been organising an event in China in 2020 (though whether this will happen given Coronavirus is unclear). |
