Resilient People need Resilient Ecosystems in Smart Cities (RESPiRES)

Abstract

Smart and sustainable cities require functional and resilient ecosystems to support the health and well-being of their human population. However, this can only be achieved by understanding how people interact with and perceive these ecosystems. blue-spaces, such as wetlands, ponds, lakes and rivers, play a key role in the urban ecosystem and for human health in cities. Understanding the factors that favour healthy ecosystems will facilitate the design of governance systems that improve the provision of highly beneficial services for people. Therefore, we propose to directly address the call topic 'resilience and environmental sustainability' through multi-stakeholder engagement and social-ecological systems investigation in different economic contexts (emerging vs. established economy). By eliciting place-based values and applying a standardised analytical framework in both Mexico City and Bristol, we will co-construct a suite of indicators for each city that facilitate purposeful monitoring of social-ecological resilience by local communities, and propose the best technologies available to the Smart City in order to do this. Through RESPiRES we will entrain a network of stakeholders and foster relationships for a sustained impact beyond project completion.

The proposed research also supports the topics 'politics of the smart city and urban economies' and 'digital social innovation' by assessing present-day public access to urban blue-spaces by different sections of the urban populace (considering wealth, education, health, age and gender and their intersectionality) as well as access to technology. This applied interdisciplinary research will result in evidence-based recommendations for environmental monitoring in Smart Cities and influence both short- and long-term policies for urban resilience.

Planned Impact

RESPiRES is aiming to create positive impacts at local, national and international scales through knowledge exchange with relevant stakeholders. The three key developmental outputs from the project are (1) A better understanding of the drivers of ecosystem resilience in urban blue-spaces (2) A better understanding of how people perceive, value and interact with urban blue-spaces and their associated habitats and (3) A better knowledge of the capacity and willingness of local communities to engage with technologies of the Smart City in order to monitor social-ecological resilience. Potential wider outcomes from the project are (1) Increased awareness and understanding of social-ecological linkages for sustainable and Smart Cities, better connecting people with nature and encouraging participatory governance, and allowing the development of Smart City policies that are more holistic and appropriate for society and the environment (2) Increased awareness of the potential of citizen participation for blue-space monitoring in Smart Cities giving local organisations and government guidance to provide more targeted support to community based monitoring initiatives (3) Evidence-based recommendations for building resilience in Smart Cities resulting in ecosystems and communities that are better able to cope, adapt to, and recover from disturbance and change.

Outputs from RESPiRES will be translated into outcomes through engagement with stakeholders (members of the public, community groups, non-governmental organisations and local governments) both throughout the research and once the research is complete. Stakeholders will be engaged at the beginning of the research (particularly in WP1b) as a part of the co-construction process, which will facilitate the co-production of knowledge. This will identify how stakeholders value blue-spaces (positively and negatively) and potential indicators that could be monitored to assess social-ecological resilience. In addition, potential end-users of the information will form the RESPiRES Steering Group who will be consulted biannually and contribute additional expertise and professional networks to the project. At the end of the research, recommended measures to boost and monitor social-ecological resilience will be summarised in policy briefs designed for regional and national policy planners to be handed out during WP3 dissemination activities and circulated through social media and professional networks. Non-technical summaries published as part of each work package summary report will be openly and freely available, in addition to detailed information through a project website to be hosted by BSU. The website will take the form of an e-zine to offer bulletins to interested parties regarding project updates, workshop outcomes and feedback to engaged citizens. For end-users without access or use of digital outputs, arts-led communication will be developed. Findings of the markets analyses carried out during WP2a will benefit commercial enterprises by providing in depth data on the current and future end-user requirements for smart technologies. Further beneficiaries of RESPiRES outputs will be regional Health and Wellbeing Boards (e.g. Bristol Health and Wellbeing board) who will receive specific information regarding public perceptions of blue-spaces, but also access issues or other factors that could have a negative effect on human wellbeing.

Finally, international dissemination through conference presentations and peer-reviewed open access publications will contribute to advance research on resilience in the context of Smart Cities and socio-ecological systems and will have indirect influence upon Smart City policy, and more generally on urban environmental management within regions outside of Mexico and the UK and the immediate cities of Bristol and Mexico City.

Description A study has been completed (currently in final stages of review) that reviewed the equality of access to surface waters across Mexico City and Bristol, and the quality of those waters. The review identified how in Bristol, closer proximity to still waters was indicative of lower deprivation, and there was some evidence of those that were accessble, being of poorer quality. In Mexico, higher deprivation was associated with rural streams and rivers. As part of the field data collection process, a rapid assessment tool was developed using Survey123 ESRI software that enables the rapid collection of observable data regarding the health of aquatic ecosystems.

A systematic review was carried out into how people have researched public perceptions of blue spaces, and the values that people attach to them. Few studies have been published, and only one used a participatory method such as used in RESPiRES. The combination of a participatory video, and participatory GIS process identified a wide variety of values held by society of blue spaces and represents a novel research methods. The values identified were found to conflict and make management priorties challenging.

A database has been generated (to be published), that has resulted from a review of published studies that have utilised citizen science i.e. the ivnolvement of members of the public, in freshwater science. In total, over 9000 search returns were considered for the review, in addition to more than 100 active citizen science projects identified through Google searches, stakeholder knowledge, and social media searches. This will enable any orgnaisation or community group wishing to embark upon a monitoring campaign to identify the most appropriate and established methods for doing so.

A novel analytical process has been followed, that considers both social and ecological dimensions in the same geographies, that can be further refined and tested for understanding social-ecological values in cities. To this end, a set of social and ecological indicators have been developed from the empirical research that are intended to be important factors for assessing the performance of blue spaces for people, and for nature.

As a result of the RESPiRES project, two Newton Fund, Royal Society, International Fellowships are in application to expand the RESPiRES research. In addition, new networks have been formed between students, volunteers, professionals, researchers and community groups in both the UK (Bristol) and Mexico (Mexico City). An 'Ideathon' was held between the 29th January and the 12th February. A total of 22 teams (72 people) entered the competition to come up with innovative ideas for blue space monitoring. The result was 11 proposals, that were presented and judged during a final event. During the research approximately 17 students supported the project and gained valuable first hand research experience. This included thesis research for one MSs, and three BSc degrees.
Exploitation Route The outcomes will help inform the management of ecosystems within cities. More so, the methods employed are novel and can be used as a basis for future research.

Title The Blue Spaces and You! Online GIS survey 
Description This study forms part of RESPiRES, a research project looking at the health and resilience of urban blue spaces. Through this research, we are trying to understand the value of blue spaces for wildlife and for people, with the aim of developing a way of monitoring the health of these spaces in the future. Blue spaces are areas with waterbodies such as ponds, lakes, streams and rivers. In this questionnaire we would like you to think of up to three blue spaces near where you live and answer a few questions about them. The questionnaire is split into sections so you can identify and answer questions about one place at a time. You don't need to just think about the spaces you feel positively about; negative aspects are equally interesting to us.

Results and Impact As part of FUTURES2020 & 2021 EU funded festival,Stellaria Media facilitated a series of programmes, co-created by members community radio stations with researchers from the University of Exeter, Bristol, Bath, Bath Spa & University of Plymouth in partnership with Agile Rabbit.

Community Radio is a space for people to make radio in their own way, talk about meaningful issues in their lives and connect with others. Members of each station identified topics that are important to them and have been paired up with exciting university researchers working in relevant areas. Through a participatory community media methodology, we worked with a variety of approaches for us to listen, respond and create together.

Results and Impact FUTURES2020 was one of just two UK based projects that were part of the European Researchers' Night 2020, amongst 51 projects across 30 European countries. Each year, the events showcase the diversity of European research and its impact on citizens' daily lives, as well as stimulating interest in research careers - particularly among young people. In 2019, it attracted 1.6 million visitors across 400 cities in Europe and beyond. The FUTURES2020 Festival of Discovery took research directly to the people in their homes with digital activities, science shows, games, quizzes, competitions, and exhibitions, with opportunities for people of all ages to explore the past and discuss the research that is shaping our future with researchers.
RESPiRES presented at the 'Curiosity Carousel', which was a virtual conference, allowing members of the public to move between stations and meet researchers in short, 10 minutes moments. In this specific event, there were 36 attendees.

Results and Impact Recently, the idea of smart cities has become a highly fashionable and well-used term. However, as it has been heavily promoted by business and entrepreneurs such that there is a danger that the smart city movement has become detached from what it means to develop sustainably. RESPiRES (Resilient People, Resilient Ecosystems in Smart Cities), is a new project led by Bath Spa University in collaboration with other UK and Mexican institutions that seeks to understand the factors that contribute to social-ecological
resilience in smart cities. With a focus on blue spaces, RESPiRES is a parallel study which will be carried out in contrasting socioeconomic circumstances in Mexico City and the Bristol. Funded by the ESRC Newton Fund, over the next 2 years we will carry out a series of investigations of functional integrity using multiple taxa (phytoplankton, invertebrates and plants) alongside social valuations of blue spaces, before establishing a suite of indicators that reflect social and ecological thinking; indicators which could be
adopted by local governance or community based monitoring initiatives. This presentation will introduce the project and outline how this is hoped to be achieved.

Results and Impact The project RESPiRES set two challenges:
i) develop ways to monitor blue-space resilience using a combination of RESPiRES social and ecological indicators and
ii) design innovative solutions for the future of healthy resilient blue-spaces in cities.

Through RESPiRES ideathon, teams were provided with information regarding emerging tools for smart environmental monitoring, community-based monitoring, and social and ecological indicators in urban blue-spaces developed as part of the RESPiRES project.

In total, twenty teams from Mexico and the United Kingdom participated, eleven of which progressed to the final on February 12th. In the final, the teams presented their ideas and their assessment considered whether it provided potential innovative solutions for one of the challenges, it was in line with RESPiRES research project objectives, and it was possible to scale up/use in different global contexts
