Abstract

There is great potential for understanding more about our society through better use of data that already exists and by linking different datasets together. Using existing data is not only efficient and cheaper than collecting new data, but it can also provide a powerful means to consider what action is needed to tackle a wide range of social issues, guiding the development, implementation and evaluation of government policies. This can be achieved in a way that ensures that the public have the maximum confidence that their data are being used appropriately and that the safeguards of these data meet the highest international standards.

The Administrative Data Research Centre (ARDC) in Northern Ireland (NI) comprises the two universities and NISRA, the local governmental statistics agency. Over the last five years, in collaboration with government bodies and the voluntary and community sectors, the widened access to administrative datasets in Northern Ireland, has enabled us to undertake a range of research projects that have informed government and public services. We have also greatly increased the number of researchers both in academia and government able to manage and analyse these large and complex datasets required to undertake this type of research.

While our primary objective for the ADRC over the next 30 months will be to maintain the confidence of the different publics in the use of administrative data for research, our renewed focus will be to build on our work in fostering commitment from Government in NI and throughout the UK to an increased access to and use of administrative data. This will help us maximise the potential of administrative data as a rich resource for evidence-based policy making and evaluation. Our emphasis in this short period will be the rapid delivery of targeted, high impact research-related activities essential to data custodians. To do so, we will extend the use of administrative data that is available and accessible. Importantly, we will continue to strengthen the impact of our research portfolio through more focused knowledge exchange activities. In collaboration with our NISRA partners, we will engage with data custodians ensuring that we take into account their priorities in the policy process cycle and that our research activities in this period are focussed on the timely delivery towards NI Government objectives.

We will also undertake a modest portfolio of world-class research projects at both NI and UK level that quickly demonstrates to respective data owners the utility and potential policy impact of using administrative data for research. Within NI, the ADRC and NISRA, will help develop Strategic Impact Programmes (SIP), prioritising the needs of the different Government departments and informing the NI Program for Government (PfG). Each of the SIPs will be accompanied by focused knowledge exchange packages co-designed and delivered by the data custodians.

A major objective for the ADRC will be to demonstrate to Whitehall Departments the potential utility of their administrative data. We will therefore continue to develop large multipurpose research datasets under the 'Growing Old' Themed Partnership and undertake a series of research programmes addressing the Areas of Research Interest (ARI) that set out the most important research questions facing the collaborating UK Government Departments. We will also contribute to the development and delivery of the wider pan-UK research agenda arising from the Strategic Hub.

Planned Impact

ESRC has identified in the Service Design Framework for Administrative Data Research over the 2018,-2021 period, that data owners and government organisations are the primary intended beneficiaries of the Centre. This is so that the benefits of widened access to administrative data are demonstrated in relation to the proximal priorities of data owners in order to foster productive data sharing relationships over the long term. Other beneficiaries will include the different publics and civil society at large and although secondary in nature we need to maintain our transparency about the activity and outputs to ensure that the ADRP continues to benefit from the social licence it operates under.

The ADRC concurs with the SDF with a focus on both local (NI-level) and UK-level (mainly Whitehall) data owners. However, the need to deliver impactful research within a relatively short timeframe necessitates building Programme for Government (PfG)-related Strategic Impact Programmes (SIPs) around data that are readily available so initial impact is likely to be greatest for these data owners. The ADRC will also be undertaking a body of research that will use ONS, DWP and HMRC data with the aim of contributing to the Areas of Research Interest of these organisations.

The ADRP requirements will require an intensification of our previous endeavours in NI over the last 5 years, which have already changed the attitudes and willingness of individual departments within Government to make their administrative data available for research. NI has had notable success in increasing access to such data and Departments here increasingly perceive the ADRC as a valuable potential resource for addressing their research and policy needs.

The ADRC, in collaboration with our National Statistical Agency (NISRA) and building on their extensive Government links, will help key policy and decision-makers within NI Government Departments formulate and prioritise a research agenda (SIP) that will inform the PfG. It is anticipated that much of this work will have been completed by the end of 2018. This process will be a partnership with data owners engaged and participating across the entire research journey from design to delivery. The aim is to validate Departmental buy-in by producing research outputs that quickly demonstrate the utility of using linked administrative data to generate new knowledge in PfG-related areas. This will be aided by increased opportunity for data owner and researcher interaction through the Administrative Data Forum, Data Workshops and User Group.

All of these activities will be underpinned by a series of targeted knowledge exchange activities led by the ADRC Policy Champion bringing researchers, policymakers and significant stakeholders together to enhance the potential for impact of the research. These will include project-specific events for relevant data owners and more general dissemination events targeted at senior cross-Departmental groups to showcase the benefits of administrative data research to a wider audience. We also plan to hold a series of topic specific symposia related to completed, ongoing and scheduled research work packages both in NI and England. The ADRC will also utilise existing institutional structures designed to maximise engagement with the machinery of Government. These include Knowledge Exchange Seminar Series (KESS), an innovation that brings academic findings directly to Assembly members; hosting and providing briefings to specific Assembly Committees and disseminating and promoting research to key policy makers through an All-Party Parliamentary Group.

ADRC will also strive for continued public participation in all aspects of the research processes and we will continue to engage with the publics, such as the Commissioners offices, and voluntary and community organisations, who have an enormous potential to influence decision makers within government.

Description The principle outcome has been the increased recognition amongst data custodians and policy maker of the utility of using linked administrative data to produce new knowledge which can be used to inform policy. This has been part of an ongoing development and maturation in thinking, but more recently there has been a sea-change in that some government departments are proactively coming to us for help in answering their policy-related answers.
Exploitation Route This will vary according to the specific sub-study within the Strategic Research Projects. In most cases the findings are just being produced and shared with the respective stakeholders of the Project Steering Committees, so it is a little too early to say what the definitive outcome will be at this stage.

Description Each of the five Strategic Impact Programmes will have one or two sub-project and each of these will have a Project Steering Committee, which in addition to the research team comprises, amongst others, a representatives of senior policy (and/or) data owner, appropriate voluntary sector and often representatives of the 'target' study group. This ensures a co-production model of research, a check and sounding board for findings and increases the potential for incorporation of findings into policy/strategy.

Title SOSCARE 
Description This is the UK's first longitudinal database of children known to social services in the UK. It contains data from Social Services records (SOSCARE records) from 1985-2015 linked to primary care registration data, mortality records, prescription medication data and hospital data. This data set was created in collaboration with the Administrative Data Research Centre - Northern Ireland.

Impact This is the first time these Social Services data have been used for research purposes. As such, data quality varies year on year. One outcome so far has been recommendations from our partners in the Department of Health to their employees to ensure accurate recording of Health and Care number going forward to improve data quality for future users. The data itself has been used to produce documents which will be used to inform policy on Looked After Children in Northern Ireland. In addition, the data are now being utilized by other researchers within the NI ADR network.

Description Seeing the Whole Picture: A Holistic Analysis of the Profile of Pupils with Special Educational Needs (SEN) in Northern Ireland.

Collaborator Contribution Partners in this project from the School of Education have developed the project in terms of theory, previous literature, identifying the pertinent research questions to be addressed and potential policy impact.
Impact This project has now been approved by the Administrative Data Research Network and we are currently still waiting on Department of Education Solicitors to give the go ahead for linkage of DE data with Census data. We have secured an ESRC grant from the SDAI stream and are currently working within the funding period. Given delays in access to DE data, we have proceeded with a NILS study ad also accessed area level education data from DE through FOI requests.

Description The Economic Burden Associated with Mental Ill Health Among Informal Caregivers in Northern Ireland

PI Contribution This partnership has developed an proposal for an ADRN project examining the economic burden of mental ill health among informal carers in Northern Ireland. I was responsible for developing the proposal in terms of data required and methodology, drafting the ADRN application documents and grant application documents. The team have applied unsuccessfully for funding through both the HSE awards on Ageing and the ESRC Nine Doctoral Fellowship. The prospect of progression with this study is positive, as the project has been recently shortlisted for a fully funded within UU- interviews are due to take place in March and if successful a candidate will begin study in Sept 2020.
Collaborator Contribution The study partners have contributed to the study design, literature review, ethics application documentation, funding application and PhD proposal development.
Impact This project is multidisciplinary, drawing on expertise from psychology, nursing and health economics. Outputs thus far include an ADRN application- this application was approved in April 2016. In addition, an ethics application was submitted to an d approved by Ulster University Research Ethics Committee and ORECNI. Both were approved, the later in April 2016. A PhD proposal based on this study was submitted for an open PhD competition within the university and project has been shortlisted. At least three candidates have applied with interviews to take place in March 2020.

Results and Impact The 3rd "Air-pollution and Health" steering group meeting was organised to bring together different stakeholders relevant to the research done by the Environmental Health research group of ADRCNI. A virtual event took place on the 8th March via Zoom. The purpose of the meeting was to share, discuss and get feedback on intermediate results of our analysis, recent developments related to the launch of our air-pollution dashboard, new opportunities and potential to acquire/link data, 'Clean Air Strategy for NI' consultation and dissemination, ongoing research and plans for future activities.

Results and Impact Talk on making better use of administrative data in mental health research given to visiting US medical students on the 20th July 2018 at Queen's University in Belfast. This talk presented information on my ongoing research using health and administrative data to explore mental health. This talk raised awareness of the growing burden of mental ill health across the world and in particular i Northern Ireland and sparked debate around the collection of medical data for research purposes and the differences in the systems in Northern Ireland and the USA.

Results and Impact Two research presentations of findings were given on Severe Mental Illness (SMI) by Rachel McCarter and Finola Ferry. R. McCarter gave a broad overview of findings based on analyses of SMI and its association with both life-limiting conditions and mortality. A brief discussion followed: R. Barr asked for clarification on the non-SMI group and whether these individuals had no identified mental illness. She also queried the inclusion of individuals with personality disorders in the SMI group. R McCarter and G Leavey explained that these were being analysed as a separate group. In terms of follow-up research, A Bunting indicated the potential link between certain prescriptions such as Clozapine in treating people with SMI and life limiting conditions. R Barr similarly suggested examining the correlation between use of opioid-based analgesics and suicide.

F. Ferry continued with a presentation entitled 'Mind the gap: an administrative data analysis of dental treatment outcomes and severe mental illness', based on a paper recently accepted for publication by the Journal of Mental Health. The paper examined disparities in dental service engagement and dental health between those with and without SMI.
G. Leavey began the follow-up discussion by asking committee members about who's responsibility it is to monitor dental care of people with SMI. A. Bunting referred to the New Client Management System and the possibility of including reminders in care plans. He suggested the potential benefits of organizing a psychoeducational workshop on SMI and general hygiene related issues. A. Thampi stressed the importance of preventative action. She referred to the annual physical health checks that are carried out by the Early Intervention Team, which include some basic questions relating to most recent dental visit. R. Barr suggested that Key Workers within Community Mental Health Teams have a key role to play in promoting preventative dental care. R. Barr also asked about geographical trends in dental service use and outcomes form our analysis. F. Ferry explained that given the restrictive nature of the data, we can conduct analysis in terms of urban-rural differences but can't undertake any further detailed analyses of the geographical spread.
Next steps:
G. Leavey asked the group about suggestions on next steps in terms of dissemination and further analysis. As well as a peer review paper, the research team can produce policy briefs, data insights documents and tailored presentations for key stakeholders.

Results and Impact We partnered with the coalition group Childcare for All to deliver a childcare policy conference in March 2019. Dr Corina Miller was the key note speaker with her research on factors affecting maternal employment. There were other talks and panel discussions around childcare and gender equality, policy responses, and other issues around caring. The conference was attended by third sector organisations working around women's issues and childcare, policymakers and practitioners, children's groups, and elected representatives. It was also co-sponsored by the Equality Commission, who has requested further data-focused briefings from ADRC NI on other related topics.

I presented preliminary findings from an ADR study on mental health across occupation types in NI and the role of family demands during one of the paralell sessions. A presentation of recommendations for informing and shaping Dementia services regionally in Northern Ireland.

My specific contribution was highlighting the data resources which could be accessed for research purposes via application to ADRC-NI; and a recommendation that future evaluations of current up take and prediction of future demand for dementia services and services users are based on available data.

A medical writer produced a summary of the research findings and their policy impact, incorporating the commentaries from the invited parties, and this was published on the National Institute for Health's website. In terms of outcomes, this engagement activity resulted in the identification of potential interventions to reduce the disparities in screening uptake for women with mental illness which may directly influence future screening policy and organisation. The input from key stakeholders also identified areas for further research.

Results and Impact The Minister for Education in NI set up an Expert Group to report on the reasons for underachievement in education by children in NI. We supplied written input to this panel both via a findings brief and a potential for further research brief. We also reached out to the panel members and had a dedicated meeting with one of the senior panel members for almost 2 hours. We presented the findings of a PhD thesis related to this area and ideas for future research and approaches to answering policy-related questions.

Results and Impact The third in ADRC NI's policy symposium series, this time delivered as a partnership event with the Scottish Centre for Administrative Data Research (SCADR) and ADR Wales. We brought together researchers from all three centres working on research under the theme of looked after children for a two hour online symposium and discussion of current and future work. ADRC NI's slot showcased work from Dr Aideen Maguire into the health and wellbeing of looked after children in Northern Ireland, which also featured a response from project Steering Committee member Trása Canavan, Policy and Research Officer for Barnardo's NI. Over 80 people attended the event and gave positive evaluations. A research network is in the process of being formed out of academics who were involved and feel they would benefit from future collaborative work.

Results and Impact This was an event in our policy symposium series looking at education data and education research. It featured an introduction from the NI Children's Commissioner Koulla Yiasouma and a keynote from Lorraine Dearden of UCL. It was attended by over 60 people including policymakers, educators, union representatives and third sector organisations and focused specifically on using education data for policymaking, with a special focus on research by Dr Erin Early into education inequality. There was a high level of debate and discussion with a stated desire for more data to be opened up for research in this important area.
