Abstract

Summary
The Centre for Learning and Life Chances (LLAKES) conducts research into the role of lifelong learning in promoting economic competitiveness and social cohesion and in mediating the interactions between policies in the two domains.

The research uses interdisciplinary, mixed-method and comparative approaches to address key current and emerging policy debates and to enhance capacity in the use of research evidence in the development of joined-up policy at supra-national, national and regional/sectoral levels.

Capacity-building among younger researchers will be pursued through the attachment to the LLAKES Centre of doctoral students supervised by Centre academics and through the mentoring of post-doctoral fellows in the PATHWAYS programme.

The continuing LLAKES Centre will build on the impact of its existing research and develops this research is new ways which will deliver new impacts.Impact generation activities will be strategically targeted to focus on three primary areas:

1 Skills Acquisition, Skills Outcomes and Labour Markets;
2 Comparative Analysis of Youth Transitions and Intergenerational Inequalities;
3 Social Attitudes, Social Integration and Social Cohesion.

Our primary aims are to use a range of communications and dissemination activities to attract media interest and to influence public debate, and to engage directly with stakeholders and policy makers at different levels, and in a variety ways, to influence policy and practice.

Communications activities will include:

-maintaining and updating our external website;
-issuing regular blogs and press releases on new research findings;
-maintaining publications in our LLAKES Research Paper and Policy Briefing series;
-disseminating our research through conference presentations, keynotes and invited lectures;
-and hosting LLAKES public seminars and annual conferences with academics, policy-makers and media representatives.

Policy impact will be generated by:

-identifying and engaging with new stakeholders and policy-makers through our networks, and with assistance from our International Advisory Board and its stakeholder representatives;
-presenting our work to supra-national, national and social partner policy bodies, including at OECD, European Work Foundation, BEIS, DFE and the TUC;
- responding to government policy consultations and ESRC requests for briefings on research evidence related to current policy issues;
-influencing policy through membership of key commissions and working with influential think tanks.

Planned Impact

LLAKES generates media and policy impact from its research findings through targeting policy organisations at supranational, national, regional and sectoral levels as appropriate. Our impact strategy includes:
-undertaking high quality research relevant current and emerging issues of public importance;
-identifying key stakeholders from the outset of research projects - using our networks and the expertise of our International Advisory Board - and consulting with them on the direction and policy - relevance of our research;
-working withthink tanks in areas of mutual interest to develop and disseminate policy ideas;
-releasing research findings early and in formats appropriate for different audiences, for instance through blogs, media articles and freely downloadable LLAKES Research Papers and Policy Briefings;
-commissioning journalists to write press releases of newsworthy research findings;
-holding regular public seminars and organising events with stakeholders to discuss our findings.
We also seek to engage policy-makers directly by:
-presenting findings to relevant government departments, supranational policy organisations and social partner forums;
-responding to Government policy consultations;
-seeking membership of influential policy advisory bodies.
In the future LLAKES seeks to add to its impacts in three core areas.
1 Skills and Labour Markets. LLAKES will be conducting new research which builds on its previous work on skills formation amongst younger and older adults through a project on 'Training, Skills and Skills Utilisation in Singapore' which includes comparative analysis of the effects of upper secondary education and training on skills levels and distributions across OECD countries. We anticipate extensive engagement with Singaporean policy-makers since the work is funded by, and conducted in collaboration with, a government agency (Institute of Adult Learning). The comparative research will also feed into impact generation from previous research on skills and labour markets, through our involvement in policy-making bodies such as the Skills Commission, the Labour Party's Lifelong Learning Commission and the OECD, and through ongoing collaborations with the TUC and UNISON. We are invited to present our research on skills to the Department for the Economy, N.I. in May 2019 and this will provide an opportunity to influence government policy in Northern Ireland.
2 Comparative Analysis of Intergenerational Inequalities. We plan a number of activities which will extend the geographical scope of existing impact generation in this area. The comparative research will be the focus of a LLAKES conference in London in summer 2019, bringing together an international group of academic collaborators and stakeholders to discuss the policy implications of the research. LLAKES will continue to work with influential think tanks to generate new policy ideas for reducing intergenerational inequality, and to contextualise our existing policies on housing taxation and all-age graduate taxes as appropriate for different national contexts. We will also use the extensive networks of the PATHWAYS consortium.
3 Social Attitudes, Social Integration and Social Cohesion. The research on immigration and social cohesion will engage with policy-makers in relevant UK departments (Home Office and MHCLG), as well as with political parties and think tanks. We will also seek to internationalise our impacts through our project partners in Denmark and Sweden. We will engage with international bodies which have made use of our previous research, including the Council of Europe, the European Commission, the Swedish Prime Minster's Office, as well as the Equality and Human Rights Commission and will feed our research findings on values to the OECD through our representation on the Advisory Group for the OECD Global Competences Report. The research will be the focus of a conference with stakeholders in Year 3.

Description The LLAKES Legacy Grant was awarded for developing additional impact from previous LLAKES research and from new and related research. All new research in LLAKES, where it is relevant to the impact strands in the Legacy Grant and came after the start of the grant, has been attributed to this grant. This 'narrative impact' reports on the emerging impact from the three strands of impact work under the Legacy Grant. These are: 1 Skills Acquisition, Skills Outcomes and Labour Markets; 2 Comparative Analysis of Youth Transitions and Intergenerational Inequalities; 3 Social Attitudes, Social Integration and Social Cohesion. Our primary aims are to use a range of communications and dissemination activities to attract media interest and influence public debate, and to engage directly with stakeholders and policy makers at different levels, and in a variety ways, to influence policy and practice. We seek to generate policy impact by: a) identifying and engaging with new stakeholders and policy-makers through our networks, and with assistance from our International Advisory Board and its stakeholder representatives; b) presenting our work to supra-national, national and social partner policy bodies, including at OECD, European Work Foundation, BEIS, DFE and the TUC; c) responding to government policy consultations and ESRC requests for briefings on research evidence related to current policy issues; d) influencing policy through membership of key commissions and working with influential think tanks. A number of generic, cross-strand activities have been undertaken since the start of the Legacy Grant. The external website was redesigned in 2020 to improve the visual presentation of the site and to reflect the smaller current membership of the LLAKES Centre and the more focused activities undertaken to generate impact under the Legacy Grant. The research home page was now organised according to the new strands of work under the Legacy Grant, with previous research removed to an Archive section, and work is ongoing to include specific pages for our newly funded research projects. We have continued to issue research reports, press releases and blogs and to run regular LLAKES public seminars. The LLAKES Centre is also developing an Impact Case Study for submission to the REF 2021 which draws on our work on 'Skills Acquisition, Skills Outcomes and Job Quality.' We report below on Impact generation activity specific to particular strands. 1. Skills Acquisition, Skills Outcomes and Labour Markets Impact generation in this strand currently revolves around: a) the major project on 'Training, Skills and Skills Utilisation' funded by the Institute for Adult Learning (IAL) in Singapore; b) ongoing work on the organisation and funding of further education and adult learning in the UK; and c) a new line of work on reforming private schools following the publication in 2019 of the influential book entitled 'Engines of Privilege; Britain's Private School Problem' by Francis Green and David Kynaston. Work on the IAL project started in autumn 2019, and is well underway, although fieldwork in Singapore has had to be postponed due to the Coronavirus situation there. Policy-makers in the major stakeholder ministries and organisations (e.g. Ministry of Manpower, Ministry of Education; Skills Futures Singapore) have already been contacted and will be invited to the major stakeholder event where findings will be presented in May 2021. Impact generation from our work on adult skills in the UK is being pursued in a number of ways. Andy Green led a LLAKES response to the consultation of the HoC Education Committee Inquiry into Adult Skills and Lifelong Learning which is posted on the Committee website. We anticipate further engagement with this committee when it is reconstituted following the new parliament. New LLAKES research on policies for funding further and higher education (and reducing funding gaps between the sectors) has been recently published (Geoff Mason LLAKES Research Paper 66; Andy Green article in Academia) and this will be presented in an up-coming seminar at NIESR on March 27, 2020 to launch Garry Young's report on his modelling of alternative funding policies (including Green and Mason's proposal for an 'All-Age Graduate Tax'). Policy impact is also being generated by presentations LLAKES members have made to government bodies. Andy Green and Francis Green gave invited presentations on LLAKES research findings on lifelong learning and adult skills to Department for the Economy in Belfast (7.5.2019) and Francis Green made presentations to a BEIS symposium (October 14, 2019); to DFE (May 24, 2019), and to the Behavioural Insights Team (2019). At the international level Nic Pensiero made an invited presentation to a conference in February 2019 organised by the European Commission's Directorate General of Education and Culture. The event consisted of a conference and an expert group meeting which centred on effective policies to combat educational inequalities and how research results could be translated into recommendations from the European Commission to support Member States in their policy initiatives to combat educational inequalities. A number of LLAKES researchers have also made invited keynote presentations to high profile events organised by prestigious thinks tanks and research and professional organisations: Francis Green presented research on adult skills to seminars organised by the Gatsby Foundation, Policy Exchange, and CIPD and Karen Evans gave the opening keynote lecture as part of international conference of the Asia-Europe Lifelong Learning Hub in Innsbruck in November 2019. Andy Green will be giving keynote lectures on lifelong learning policy at Oslo University (April, 2020) and the University of Malta (May, 2020). LLAKES members are also on the boards and steering committees of a variety of policy-making bodies which provide opportunities for influencing policy development. In 1919 Alison Fuller served on the Labour Party's Lifelong Learning Commission and Andy Green served on Policy Connect Skills Commission. Karen Evans was invited for second term as a membership of the international advisory panel to Singapore Workforce Development Agency, advising on quality and standing of research awards in annual calls for proposals. Substantial impacts have also been generated through Francis Green's related work on reforming private schools. He has contributed on this issue: as an expert on the BBC's 'The Big Questions' debate (27.1.2019); as a presenter at the Board of Governors at Eton; and through a talk on 'Britain's Private School Problem and What To Do About It' at the David McLellan 'Lentils Seminar' in Canterbury (December 11, 2019). Francis also gave a talk entitled 'Options for Private School Reform' at the launch of two new movements for private school policy reform in Westminster. The launch entailed the founding by Francis Green and his colleagues of Private School Policy Reform, a newly formed company and website devoted to debate, research and news about these issues. 2 Comparative Analysis of Youth Transitions and Intergenerational Inequalities Work on impact generation in this strand has involved international collaborations, workshops, media contributions, LLAKES public seminars and contributions to international stakeholder conferences. LLAKES continues an international collaboration on research on youth opportunities and intergenerational inequalities with: National Chung Cheng University (Taiwan); Beijing Normal University (PRC); Sejong University (Korea) and King's College (London). LLAKES and King's College jointly organised a workshop in King's College on 24/25 June to share the results of national surveys conducted for LLAKES. Professor Chosun Ihm (formerly of Sejong University, Seoul) conducted survey of youth opportunities and attitudes in Korea for LLAKES and presented the results. Prof Sheng-Ju Chan (Chung Cheng University, Taiwan), presented results from parallel survey in Taiwan. Three public seminars have been hosted by LLAKES where national collaborators have talked about their recent research and publications on youth transitions and youth movements. Pauline Leonard and Rachel Wilde presented on their new book arising out of research in LLAKES Phase Two ('Getting In and Getting On In the Youth Labour Market: Governing Young People's Employability in Regional Context,' Bristol University Press, 2019); Becky Taylor, Antonina Tereshchenko and Anna Mazenod introduced their research for the Nuffield Foundation on 'Ability Grouping and Social Justice' (May 23,2017); and James Sloam gave a seminar based on his book 'Youthquake 2017: The Rise of Young Cosmopolitans in Britain' and more recent research (November 6, 2019) . Contributions have also been made on international platforms. Andy Green was a panellist on the France 24 The Debate programme broadcast concerning youth protests in France and internationally (November 26, 2020). He also made a panel presentation at a conference on 'Listening to Young People' organised by the OECD Centre for Opportunity and Equality (COPE) and The 89 Initiative at the LSE European Institute in London (February 278/8, 2020. This involved around 250 attendees through the two days including students, policy-makers and representatives from OECD, 89 Initiative, Fridays for Future, Resolution Foundation, Mediaurban City Design Consultancy, ETUC Youth Committee, European Youth Forum. Further impacts are expected from new research projects which have been awarded or are being planned. Nic Pensiero has won a Nuffield Foundation research grant for research on 'Educational Choices and Social Interactions. Reassessing Educational Strategies in a Divided Society' (total grant £85,000, December 2019 - July 2021). Andy Green is currently developing a large grant bid to the Nuffield Foundation Strategic Fund on 'Housing and the Generational Contract: Living Standards, Values and Relationships Between Generations.' This involves collaboration between UCL Institute of Education (Andy Green and colleagues); The Bartlett School of Planning (Nick Gallent), Royal Holloway University (James Sloam) and the National Institute of Economic and social Research (Garry Young). 3 Social Attitudes, Social Integration and Social Cohesion. Impact generation in Strand 3 has occurred through hosting public seminars, giving invited presentations at international events, and international consultancy activities. LLAKES hosted a seminar on December 12 2019 which launched a new book from LLAKES research by Bryony Hoskins and Germ Janmaat ('Education, Democracy and Inequality: Political Engagement, and Citizenship Education in Europe.' Palgrave, 2019). A further seminar on February 18, 2020 launched a book by Jonathan James and Germ Janmaat ('Civil Disorder, Domestic Terrorism and Education Policy: The Context in England and France,' Palgrave, 2019). A number of invited presentations were made at international events, including Germ Janmaat's keynote for the 8th International Conference on Education (IC-ED-2019), Tirana (June 2019) and his invited presentations on: 'Education, Democracy and Inequality: Political Engagement and Citizenship Education in Europe' at the Pontificia Universidad Católica de Chile in Santiago in March 2020; and 'Education, Democracy and Inequality: Political Engagement and Citizenship Education in Europe' for the NECE preparation workshop 'Confronting Inequalities: the Role of Citizenship Education' (June, 2019). Germ Janmaat will also be contributing his expertise through international consultancy activities: as a member of the Advisory Board of the Swedish Research Council funded project 'Social Science Education on Trust for an Active and Critical Citizenship' from September 2020; and as an external expert in the GM 4 Fellowship panel on Social, Political and Communication Sciences of the Research Foundation Flanders (FWO) for three years from 2020. Future impact generation opportunities for this strand are expected through Germ Janmaat's new Nuffield Foundation Grant for research, development and analysis (£116 6060) (from April 2020). Impact generation since last researchfish submission in March 2020 Some of our impact generation activities over the past year have been curtailed due to the serial lockdowns and limited administrative support. LLAKES public seminars were suspended for a period; fieldwork on some new projects was been delayed or suspended; and fewer opportunities have arisen for presenting at international events, although a number of keynotes have been delivered on-line. Nevertheless, LLAKES has remained active in contributing to expert committees and Government consultations and in generating impact through press-releases, media appearances and blogs posted on the IOE and LLAKES websites. With the end of the lockdowns now in sight, LLAKES is resuming its full programme of impact generating activities. LLAKES has been very active in submitting research grant applications during the past two years and has recently succeeded in winning three new research grants, respectively from OfS/Research England, ESRC, and the Nuffield Foundation, with a total value in excess of £1.2 m (see below). This presents major new opportunities for research which is likely to have a substantial impact nationally and internationally, building on the impact of previous LLAKES research. The new resources have made it possible to appoint a new full-time administrator with extensive experience in research administration and communications, and to launch a major new upgrading of our website. This will retain our extensive archived content from Phases 1 and 2 of LLAKES, and also add embedded new websites for each of our current research projects. LLAKES continues to develop major impacts from its past and current research. The extent of this impact has now been documented in a LLAKES Impact Case Study which has been selected for inclusion in the forthcoming UCL REF submission. We report below on some of the evidence of additional impacts since those reported on in our last Researchfish submission in March 2020. Collaborations and Partnerships Francis Green has continued to work with Eurofound as an expert advising on the design of the questionnaires for the European Working Conditions Survey, and as occasional expert contributor on other issues. He contributed to the drafting of the questionnaire for the 2020 survey which will now take place by phone, as opposed to face to face, due to the pandemic. Karen Evans and Andy Green have continued to collaborate with the ASEM Education and Research Hub for Lifelong Learning which involves over 100 researchers in Europe and Asia. They have contributed to the work of the Hub through conference presentations, keynotes and articles to the Hub Magazine. Karen Evans is the initiator and Editor-in Chief of the Springer Third International Handbook of Lifelong Learning, collaborating with co-editors Professor Wing-On Lee (Singapore), Dr Jorg Markowitsch (Austria) and Professor Miriam Zukas (UK). With 65 high quality chapters, the Handbook is designated a major reference work, scheduled for publication in 2023. Andy Green is co-editing the Springer International Handbooks of Education Development in Asia Pacific with Professors Wing On Lee, Phillip Brown and Lin Goodwin. With 150 chapters and several on-line volumes, this is also likely to become a major reference work on education research for the Asia Pacific region. Engagement. Andy Green served as a member of steering group for the Policy Connect Skills Commission which published a report on 'England's Skills Puzzle: Piecing together Further Education, Training and Employment' (Policy Connect, 2020). He posted a blog entitled 'What New in the Government White Paper on Skills?' on the IOE and LLAKES websites on 26.1.2021. He has also been invited to deliver the keynote on 'Future of the Nordic Model of Lifelong Learning' at an online conference on 'Nordic Modes of Bildung, Schooling, and Upbringing', organised by UiO: Nordic projects (April 22-23rd, 2021). Francis Green delivered a talk entitled 'Working Still Harder' to the CIPD Applied Research Conference in Dublin in January 2020. He also made a presentation to the Next Steps conference and was interviewed by Sam Sims about his work on employment prospects, job quality, and the intensification of work for a Real World Podcast on the UCL IoE website on 1st March 2021. Francis Green's project for the Institute for Adult Learning on 'Training, Skills and Skills Utilisation in Singapore' will report on its findings to a workshop for policy makers to be held on-line in May 2021. Germ Janmaat contributed a blog to the IOE and LLAKES websites on 4th June 2020 entitled 'Political engagement shouldn't be a question of class. A new project is examining the gap and what to do about it.' He was interviewed for German public ARD Radio on September 28th 2020 and made a presentation on 'Young People's Beliefs and Perceptions of Gender Inequality: Motivators or 'Breaks' on Active Citizenship' for the Politics of Inequality Cluster at the Department of Politics and Public Administration of the University of Konstanz on October 20th 2020. Jake Anders and Golo Henseke contributed a blog on the LLAKES website on February 4th 2021 entitled 'Housing wealth, not bursaries, explains much of private school participation for those without high incomes.' Ingrid Schoon contributed a blog to the IOE and LLAKES websites on May 20th 2020 on 'School-to-work transitions during coronavirus: Lessons from the 2008 Global Financial Crisis.' Awards and recognition Alison Fuller was appointed in 2020 as a member of the Strategic Advisory Board for the Faculty of Educational Sciences, University of Helsinki. Karen Evans was appointed in 2020 as a Council Member, University of Latvia Doctoral School of Lifelong Learning, advising on the development of the Latvia University Doctoral School. This development is part of the wider reform of Doctoral Education in Latvia. She was invited as keynote speaker on the topic of 'Supporting Graduate Transitions to Work' for an online conference hosted by the University of Debrecen (5th-7th November, 2020) and sponsored by the Hungarian Academy of Science. Germ Janmaat was appointed in 2020 as External Evaluator of research proposals for the European Commission, evaluating research proposals submitted under the Horizon 2020 Marie Sklodowska-Curie Actions Individual Fellowships programme. He was also appointed as External Evaluator of research proposals for the Narodowe Centrum Nauki, the Polish funding organisation for scientific research based in Krakow. He was invited to deliver a keynote for the CEPAL/COES workshop Regímenes y Políticas de Cohesión Social: Del Análisis a la Implementación. Santiago, Chile (27-08-2020). Further Funding Andy Green is PI for a new project on: Increasing and Evaluating Student Impact in Knowledge and Learning Exchange (ISIKLE). This action research project is funded by OfS and Research England from June 2020 to June 2022) (Total grant: £828,755).Golo Henseke is PI for a new project entitled: COVID-19 Youth Economic Activity and Health Monitor (YEAH). The research project is funded by the ESRC (November 2020 to May 2022).Germ Janmaat is PI for a new project entitled: 'Post-16 Educational Trajectories and Social Inequalities in Political Engagement.' The research project is funded by the Nuffield Foundation (April 2020 to September 2021) (grant: £116 606). Influence on Policy, Practice, Patients, and Public LLAKES research on education, training and work has been widely taken up in the media and by policy-makers, stakeholders and professional practitioners. Research and submissions to UK Government consultations by Fuller, Andy Green, Francis Green and Unwin are cited 158 times across 70 public policy documents, including House of Lords Select Committee on Social Mobility; the Augar review report; and two reports from the Government Office for Science. Fuller and Unwin's research on apprenticeships has led to a greater focus on apprenticeships at the 'expansive' end of the team's concept of the 'restrictive-expansive' continuum. The concept has been used by organisations supporting and delivering apprenticeships at home and abroad, including Citizens UK, the Sutton Trust, the Learning and Work Institute, the Australian National Centre for Vocational Education Research and by an estimated 120 Independent Training Organisations referencing the 'expansive apprenticeship' concept in their on-line vision statements. LLAKES research has also influenced the development of the policies for FE sector in the Government's (2021) White Paper on skills. Andy Green and Francis Green presented their findings on comparative UK skills deficits, based on their early analysis of the OECD's Survey of Adult Skills data, to policy-makers at DBIS on 25.2.2014. The Secretary of State for Education's strategic 2020 speech to the Social Market Foundation, trailing measures in the White Paper, cites Green and Green's research findings - on the relatively high rates of graduate under-employment and the lack of intergenerational improvement in the core skills of young adults in England - in support of his argument for a radical re-focusing of policy priorities towards enhancing high quality higher technical education in the FE sector. Most recently Francis Green's report (Schoolwork in Lockdown: New Evidence on the Epidemic of Educational Poverty, LLAKES Research Paper 67, 2020), revealing the limited home learning of pupils during the lockdown, received wide media coverage and prompted a question in the House of Lords on June 18th 2020 that directly cited the research. The Chair of the Education Select Committee cited the research in support of his recommendations for new learning catch-up policies in a speech in Parliament (2.7.2020) and in a subsequent article in The Times Online (3.7.2020). Updates since March 2021 The LLAKES Centre has continued to generate impact both from its past ESRC research projects and from its new projects funded by ESRC (YEAH), OfS/RE (ISIKLE) and Nuffield. Some research dissemination and knowledge exchange activities abroad had to be curtailed during periods of lockdown but we are now resuming our normal range of impact activities through blogs, LLAKES Research Papers, keynotes, invited presentations and various form of international collaboration. We have published five new LLAKES research papers since our last report and ten blogs on the LLAKES and UCL IOE websites. In addition we have held six on-line public seminars. One important milestone for impact generation over the last year was the launch last summer of the new LLAKES website on a newly designed Word Press platform. This includes suites of web pages for the projects in the three strands of LLAKES Phase Two (thus transferring all our archived content onto the new platform) and further suites of web pages for each of the seven new projects associated with LLAKES. The new website has an improved design and will be much more readily updatable than the previous one. It will serve us well for the future. Another important milestone was the inclusion of the LLAKES Impact Case Study in the IOE REF 2021 submission. The development of the Case Study, which focuses on the impact of LLAKES research on skills, was led by Andy Green in collaboration with LLAKES colleagues Alison Fuller, Francis Green, Lorna Unwin and Golo Henseke. We reported last year on the internal submission of the case study and are pleased to say that, following a rigorous selection process within UCL and IOE, the case study was included in the IOE submission to the REF 2021. Collaborations and partnerships LLAKES has continued to collaborate with a range of stakeholders and research partners both nationally and internationally. Karen Evans and Andy Green have continued to work with the ASEM Education and Research Hub for Lifelong Learning which involves over 100 researchers in Europe and Asia. Karen Evans' ongoing collaboration with co-editors Professor Wing-On Lee (Singapore), Dr Jorg Markowitsch (Austria) and Professor Miriam Zukas (UK) on the Springer Third International Handbook of Lifelong Learning, has now born fruit with the publication of that volume. Andy Green is co-editing the Springer International Handbook of Education Development in Asia Pacific with Professors Wing On Lee (Singapore), Phillip Brown (Cardiff) and Lin Goodwin (Hong Kong) and this large handbook will begin to roll out online over summer 2022. Germ Janmaat has been working with the Human Development and Capability Association and was invited to present at the inaugural meeting of the Employment group of the HCDA in 2021. More details here: https://www.llakes.ac.uk/research/education-and-covid/ There are currently seven awards for projects associated with the LLAKES Centre, including two from ESRC; one from OfS/Research England; two from Nuffield Foundation and one from the Norwegian Research Council. Engagement The major event hosted by LLAKES in 2021 brought together stakeholders in the UK and Singapore to discuss the policy implications of LLAKES research on 'Training, Skills and Skills Utilisation' which was funded by the Institute for Adult Learning (IAL), Singapore University of Social Science. The event was held on-line on 27 May 2021 and featured two presentations: 'The Graduate Labour Market in Singapore' and 'Changes in Skills Levels and Inequality during Upper Secondary Phase'. Speakers and Discussants included: Francis Green (UCL), Hao Phan, (UCL), Neil Kaye (UCL) from LLAKES, and external discussants: Gog Soon Joo (SkillsFuture Singapore), N. Varaprasad (Singapore Education Consulting Group) and Zongyi Deng (UCL). Around 70 people joined this event. In addition LLAKES hosted five on-line public seminars during the past year including contributions from LLAKES researchers and from distinguished outside speakers. Tarek Mostafa, a Policy Analyst from OECD Directorate for Education and Skills, made a presentation (28 April 2021) entitled 'Are Students Ready to Thrive in an Interconnected World?'; Hans Dietrich (IAB, Nuremberg) and Golo Henseke (UCL IOE) drew their research on the LLAKES' YEAH project to present on 'Young People's Economic Activity, Training and Wellbeing during the Covid Crisis' (14 Jul 2021); and Nicola Pensiero presented on his ESRC-funded project on 'Learning Inequalities in UK during the Covid-19 Pandemic' (24 Nov 2021). Other public seminars featured presentations from Jane Gingrich and Anja Giudici from University of Oxford, and Jean-Paul Lambert from University Saint-Louis, Brussels. LLAKES members have also been actively engaging with external stakeholders in events hosted by external bodies. Andy Green gave a keynote lecture on the 'Future of Nordic Model of Lifelong Learning' at an on-line conference on 'Nordic Modes of Bildung, Schooling, and Upbringing' organised by UiO: Nordic projects 'The Nordic Education Model' and 'Living the Nordic Model' (April 22-23rd, 2021). An extended paper based on this was published in the LLAKES Research Paper series. He has also been invited to contribute to an Erasmus Mundus Programme and to deliver a public lecture on his book on the 'Crisis for Young People' in University of Malta (March 21-23, 2022). Germ Janmaat gave a number of keynotes in 2021. One was entitled 'Education and the Global Challenge of Populist Nationalism - Asia-Europe Comparisons' and was delivered on-line to the 12th Biennial Conference of the Comparative Education Society of Asia Kathmandu (25-26 September 2021). Another, entitled 'Liberal, Republican, Conservative or Social Democratic Mindsets? Exploring the Existence of Citizenship Regimes in Civic Attitudes' was delivered on-line to the COES International Conference on 'Social Cohesion in Turbulent Times' hosted by the Pontifical Catholic University of Chile in Santiago on November 15-16 2021. He also gave an invited presentation with Isabel Kempner entitled 'Fostering Student Voice and Civic Competencies in Schools and Universities' to the webinar 'Student Voice and Civic Competences' organised by the National Institute for Higher Education of Belarus (14 May 2021). A further invited presentation was made with Avril Keating to a Bristol Ethnicity Centre Research Seminar at University of Bristol.Germ Janmaat has also made a number of media contributions in 2021. His contribution to The Conversation entitled 'Young children all find politics engaging but by 15 this has changed' was picked up by other media. He was interviewed subsequently by the news programme An La for the Scottish Gaelic TV station BBC Alba about his ideas published in the The Conversation. Francis Green's article entitled 'British Teachers' Declining Job Quality: Evidence from the Skills and Employment Survey' (Oxford Review of Education, 2021) attracted the attention of teachers' unions both in England and Northern Ireland. He engaged in a 90 minute discussion with union leaders and civil servants in Northern Ireland to discuss the significance of the research findings for teachers in general in Northern Ireland. He has also accepted an invitation to have a similar conversation with NEU leaders in England. He and Golo Henseke were responsible for the press release of the first findings of the ESRC YEAH project (located in LLAKES). This led to publicity in the Daily Mail (twice), TES and the Evening Standard and an Interview with Green on LBC Radio. Ingrid Schoon gave a paper on 'The Shape and Consequences of Teenage Career Concentration' to the OECD Conference on 'Disrupted Future' on 28 October 2021. The presentation challenged thinking about how best to prepare young people for a changing labour market, taking into account gender differences in aspirations and knowledge of young people and their parents about possible employment and training opportunities. Influence of policy and Practice During 2021/2022 Karen Evans made a number of presentations to Senior Officials Meetings and other members of Asia-European Education Organisations (including Asia-Europe Education and research Hub for Lifelong Learning.) Ingrid Schoon gave a presentation to the Skills Development Scotland's Board strategy day on 15 September 2021. The presentation via video recording provoked new insights and helped to stimulate new thinking and discussion. It also enabled the SDS Board and Directors to think more expansively and critically about the goals of our organisation. Ingrid also presented to the Rural NEET Youth Observatory on 27 Jan 2021. The presentation influenced the training of practitioners and researchers, stimulating thinking about how to support young people in avoiding NEET, taking into account rural variations and differences in competence development. Awards and Recognition The Impact Case Study 'on LLAKES Research: Making an Impact on UK and International Policy for Skills Acquisition, Outcomes and Job Quality' was selected by UCL Institute of Education for its 2021 REF submission. Andy Green's and Germ Janmaat's research was cited numerous times in the OECD PISA 2018 Global Competences Report (which we have not reported previously). Karen Evans was invited in 2021 for a third term as a member of the International Advisory Panel to the Singapore Workforce Development Agency, advising on the quality and standing of research awards in annual calls for proposals. The LLAKES Centre continues to prosper as a research centre in UCL's IOE supported by multiple sources of funding. Centre Legacy funding from ESRC supports our capacity to generate ongoing impacts from research conducted in Phase 11 of LLAKES. There is a continuing flow of publications from this research (which are reported under that award) and the impacts from these have been summarised here. New projects are also beginning to yield research findings, publications and impacts. We report on the findings from the ESRC projects under those awards and the emerging impacts of these findings above. Other projects (such as the ISIKLE project) are still collecting and analysing data and we expect to report on the findings, publications and impacts of these next year. Updates since March 2022 The LLAKES Centre has continued to generate impact both from its past ESRC research projects and from its new projects funded by ESRC (YEAH), OfS/RE (ISIKLE) and Nuffield. After some interruptions of our normal communications and impact activities during the pandemic we have now resumed our normal range of impact generating activity through blogs, LLAKES Research Papers, keynotes, invited presentations and various forms of international collaboration. We have published three new LLAKES research papers since our last report and four blogs on the LLAKES and UCL IOE websites. In addition, we have held five LLAKES public seminars and a conference in September 2022, which disseminated the findings from two of our funded projects. The output is commensurate with the smaller size of the current LLAKES centre and also reflects the inevitably gradual process of building up certain types of activity which declined during the pandemic. We are taking measures, for instance, to expand our in-person public seminar events in the coming year. The new website has an improved design and will be much more readily updatable than the previous one. It will serve us well for the future. Our Impact Case Study (ICS) based on LLAKES research on skills was included in the IOE REF 2021 submission, along with 15 other ICS submissions, all of which rated as 4* by the internal review. The REF did not report on the rating of individual ICS submissions. However, the overall rating of the UCL IOE REF submission suggests that our LLAKES ICS was likely to have been considered 4*. In the REF reporting 92.3% of our IOE impact submission was rated 4*, achieving outstanding impacts in terms of reach and significance, and 7.7% was rated 3*. The IOE Environment Statement received the highest possible rating (100% 4*), recognising the vitality and sustainability of our environment that produces research of world-leading quality and enables outstanding impact. LLAKES has clearly contributed significantly to this performance. Collaborations and partnerships LLAKES has been engaged in a number of collaborations and partnerships with colleagues in Europe and Asia which led to significant outcomes this year. Particularly notable have been our collaborations with partners in Asia, following on from our major research project with the Institute for Adult Learning in Singapore, which ended in 2021, and building on the long-standing work with other partners through the ASEM Lifelong Learning Hub. Karen Evans has continued to play a major role in the ASEM Education and Research Hub for Lifelong Learning (ASEM-LLL Hub), which is sponsored by the inter-governmental process of the Asia-Europe Meeting (ASEM) and involves 55 countries, including many in Asia. She has been active in the ASEM LLL Council of Research Network Co-ordinators and with network activity on the 'Resilience of Skills Ecosystems' (leading to the publication of a thematic issue of the Hungarian Educational Research Journal) and has led a research programme on workplace learning in the changing landscapes of work and learning, with a recent focus on institutionalisation of changes in policy and practice after the Covid pandemic. Karen has also been involved in an ongoing collaboration with co-editors Professor Wing-On Lee (Singapore), Dr Jorg Markowitsch (Austria) and Professor Miriam Zukas (UK) on the Springer Third International Handbook of Lifelong Learning, published last year. These initiatives - along the Andy Green's collaboration in Asia on the Springer International Handbook of Education Development in the Asia-Pacific (see under Honours) - represent a significant contribution to the development of an inter-disciplinary framework that has connected a range of disciplinary and expert perspectives on the role of lifelong learning in the changing dynamics of inequalities, opportunities and risks throughout the life course. Engagement LLAKES engaged with public debates on education and skills in multiple ways. Germ Janmaat has made use of a variety of platforms to contribute towards public debates about citizenship education and education and democratic engagement. He gave an interview for Teachers Talk Radio on 1 December 2022 about citizenship education and democratic outcomes and a further media interview (with Nicola Pensiero) for Leading Britain's Conversation (LBC) (3.12.2022) about gender inequalities in political interest. Both related to his research on the Nuffield-funded project on educational trajectories and social inequalities in political engagement. He also presented the main findings of this project for an audience of 50 citizenship education teachers at the Association for Citizenship Teaching (ACT) conference (5.6.2022). Germ also advised the NGO 'I have a Voice' on the construction of a political literacy index in an academic roundtable (23.2.2023) and organised a special seminar for trainee teachers of citizenship education focusing on how teachers can reduce social inequality in political engagement (13.6.2022). During 2022/3 LLAKES members have also engaged with a variety of audiences in the UK and internationally through delivering invited presentations to conferences and seminars, conducted both in-person and on-line. Andy Green gave a keynote presentation on 'Comparative Education in an Era of Retreating Globalisation' for the BAICE Thematic Forum on 'Multi-stakeholders perspectives on Teaching and Learning Comparative and International Education during the Global Emergencies and Uncertainties' (on-line 7.6.2022). He also made an Invited contribution to the Erasmus Mundus programme and gave a public lecture at University of Malta (21-23.3.2022). Francis Green gave an invited presentation to the Geary Institute in Dublin on research on the perceived impact of Covid on loss of acquisition of job skills among young people. Karen Evans gave a presentation on LLAKES research on lifelong learning and reshaping life chances at a UNESCO-organised panel at the 2023 Comparative and International Education Society (CIES) conference. Influence of policy and Practice The LLAKES Impact Case Study detailed the numerous ways in LLAKES centre work generates verifiable impacts on policy and practise. We continue to build on the work covered by the ICS through our activities funded by the ESRC Legacy grant. In 2022/3, for instance, Francis Green has been involved in various activities which have important potential impacts on policy and practise. He has been providing ongoing advice to the Labour Party about issues surrounding the charitable status of private schools. In 2022 this included a talk to 50 plus party members on 'the politics of private education reform movements, past and present'. He has also been consulting for and advising the National Education Union on matters concerning teachers' job quality. In 2022 this included a meeting with the leaders of the National Education Union to discuss teachers' working conditions and the question of how they had changed since before the pandemic. Francis has also been a member of the transatlantic expert panel for 'Future of Work' project, convened by the Brussels thinktank, Bruegel. This has involved regular meetings to discuss papers and issues surrounding the future of work in the age of the fourth industrial revolution. Awards and Recognition During his study leave from January 2023, Andy Green has been a Visiting Professor at the Graduate Institute of Education, National Chung Cheng University, Taiwan (February to April 2023). This has enabled his continuing research collaboration with partners in Taiwan, South Korea, Japan and Thailand, including in the development of a new research grant application. During his visit he has been invited to give the keynote at a conference on 'Lifelong Learning and Sustainable Development' at the Graduate Institute of Education, National Chung Cheng University (online on 25.6.2023), as well as to deliver two lectures on 'Comparative Perspectives on Lifelong Learning: Origins, Models and Post-Pandemic Futures' at DPU in Bangkok, (28.1.2023) and National Kaohsiung Normal University (27.3.2023). Prior to this visit, he was invited to give a keynote presentation to a conference at Seoul National University on 'Is there an East Asian Model of Lifelong Learning?' (11.11.2022). Andy has also been honoured by the publication in summer 2022 of a Japanese translation of his book: Education and State Formation: Europe, East Asia and the USA (by Tokyo University of Foreign Studies Press). The translation was conducted over more than a decade by a team led by Akito Okada, Andy's collaborator in Tokyo Foreign Languages University. Whilst in Taiwan, Andy has continued to collaborate with his co-editors on the publication of the Springer International Handbook of Education Development in Asia Pacific, Springer (Eds: Lee, W.-O., Brown, P., Goodwin, A. L. and Green A.). On-line publication of the individual chapters has been rolled out over the past nine months, and the full book (with over 140 chapters) will be fully published in the physical print version in 2023. The book, including contributions from authors across the world, will be an important resource for students of educational development in Asia. These activities, in conjunction those of Karen Evans through the ASEM network and her own Springer Handbook, have facilitated the deepening of LLAKES collaborations in East Asia on research on lifelong learning, providing more visibility for the work of Asian scholars in this area.

Title Skills and Employment Survey 2012: Follow-up Survey, 2014 
Description The Skills and Employment Survey 2012: Follow-up Survey, 2014 (SES2012_R) is a longitudinal follow-up survey from a re-interviewed sample of respondents to the SES2012(SN 7466). SES2012 objectives included the comparison of key aspects of workers' experiences of their jobs with past patterns and to provide insights into how the British workforce felt the direct aftermath of the Great Recession. From 2,497 respondents in SES2012 who agreed to be re-interviewed, 1,108 follow-up interviews were completed approximately two years after the baseline, in the period from January-August 2014. SES2012_R's purpose was to analyse change in key work-related items at the level of individuals since the baseline. The questionnaire follows up on job classification and skills, detailed nature of the job, ICT usage on the job, the organisation working for, the job since the baseline interview, training since the baseline, well-being at work, and basic time-variant demographic characteristics. Further information is available from the Skills and Employment Survey 2012 webpage and the Project 2.5 Good Jobs, Bad Jobs: A Longitudinal Analysis webpage. The Skills Survey is a series of surveys which aim to investigate the employed workforce in Great Britain. The series builds on two previous studies of the workforce, Social Change and Economic Life Initiative Surveys, 1986-1987 (see SN 2798) and Employment in Britain, 1992 (SN 5368). The first Skills Survey was conducted in 1997 (SN 3993) and represented a new approach to assessing the extent to which those at work in Britain had skills matching the requirements of their jobs. The 2001 survey (SN 4972) was aimed at assessing how much had changed between the two surveys. The third survey in 2006 (SN 6004) enhanced this time series data further but had the overarching aim of providing a resource for analysing skill and job requirements in the British economy in the middle part of the current decade. A fourth survey was conducted in 2012 (SNs 7466 and 7645) and aimed to again add to the time series data and, coinciding as it did with a period of economic recession, aimed to provide insight into whether the British workforce felt under additional pressure/demand from employers as a result of redundancies and cut backs. In addition, a series dataset, covering 1986, 1992, 1997, 2001, 2006 and 2012 is also available (SN 7647). A follow-up to the 2012 survey was conducted in 2014 (SN 8264), revisiting respondents who had agreed to be interviewed again. Although these surveys were not originally planned as part of a series and had different funding sources and objectives, continuity in questionnaire design has meant the surveys now provide a unique, national representative picture of change in British workplaces as reported by individual job holders.

Description The project to carry out the 2017 survey was funded by the Economic and Social Research Council (ESRC), Cardiff University and the Department for Education with funding from the Welsh Government to boost the sample in Wales (ES/P005292/1). The four specific objectives for SES2017, stemming from the overarching aim (to provide data on the skills and employment experiences of working life in Britain in 2017) were as follows:
    To chart the level and distribution of, and changes to, some of the key drivers of productivity such as work organisation, job-related well-being, the skills requirements of jobs, and the incidence, volume and quality of training and learning.To describe and analyse the level and distribution of key aspects of job quality in 2017 - such as employee involvement, work intensity, insecurity and well-being at work - and make comparisons with earlier data points in the series.To use the data to develop distinctive, original and substantive contributions to scholarship surrounding job quality and job skill, and the connections these aspects of work have with productivity and innovation.To make the data available and provide the necessary documentary material to allow further analyses by academic and policy-based researchers in the field of skills and job quality.

Users are advised to download this version, SN 8581, to see if it is suitable for their requirements before making an application for the Special Licence version. The Skills Survey is a series of nationally representative sample surveys of individuals in employment aged 20-60 years old (since 2006, the surveys have additionally sampled those aged 61-65). The surveys aim to investigate the employed workforce in Great Britain. Although they were not originally planned as part of a series and had different funding sources and objectives, continuity in questionnaire design has meant the surveys now provide a unique, national representative picture of change in British workplaces as reported by individual job holders. This allows analysts to examine how various aspects of job quality and skill levels have changed over 30 years.The first surveys in the series were carried out in 1986 and 1992. These surveys also form part of this integrated data series, and are known as the Social Change and Economic Life Initiative (SCELI) and Employment in Britain (EIB) studies respectively.The 1997 survey was the first to collect primarily data on skills using the job requirements approach. This focused on collecting data on objective indicators of job skill as reported by respondents. Description The Skills and Employment Surveys Series Dataset, 1986, 1992, 1997, 2001, 2006, 2012 and 2017 combines data from all seven surveys in the series, where common survey questions were asked. For each survey, weights are computed to take into account the differential probabilities of sample selection, the over-sampling of certain areas and some small response rate variations between groups (defined by sex, age and occupation). All surveys cover Great Britain except the Skills Survey, 2006 which covers the United Kingdom. The Skills Survey is a series of nationally representative sample surveys of individuals in employment aged 20-60 years old (since 2006, the surveys have additionally sampled those aged 61-65). The surveys aim to investigate the employed workforce in Great Britain. Although they were not originally planned as part of a series and had different funding sources and objectives, continuity in questionnaire design has meant the surveys now provide a unique, national representative picture of change in British workplaces as reported by individual job holders. This allows analysts to examine how various aspects of job quality and skill levels have changed over 30 years.The first surveys in the series were carried out in 1986 and 1992. These surveys also form part of this integrated data series, and are known as the Social Change and Economic Life Initiative (SCELI) and Employment in Britain (EIB) studies respectively.The 1997 survey was the first to collect primarily data on skills using the job requirements approach. This focused on collecting data on objective indicators of job skill as reported by respondents. The 2001 survey assessed how much had changed between the two surveys and a third survey in 2006 enhanced the time series data, while providing a resource for analysing skill and job requirements in the British economy at that time. The 2012 survey aimed to again add to the time series data and, coinciding as it did with a period of economic recession, to provide insight into whether workers in Britain felt under additional pressure/demand from employers as a result of redundancies and cut backs. In addition, a series dataset, covering 1986, 1992, 1997, 2001, 2006 and 2012 is also available . A follow-up to the 2012 survey was conducted in 2014, revisiting respondents who had agreed to be interviewed again. For both events, the audience comprised policy makers, especially staff from the European Commission's Directorate General for Education and Culture, EU Member states representatives involved in education policies and also some researchers.
