The PROPEL Hub - Productivity Outcomes of workplace Practice, Engagement and Learning

Abstract

Boosting productivity is the greatest economic challenge facing the UK. There is now a strong consensus on the potential for synergy between (1) agile and high performing businesses/organisations; (2) high quality, inclusive and engaging work and (3) effective, efficient and prosperous societies. The key domain in which to drive engagement and productivity is the workplace - where managers and employees create economic value. The ESRC has correctly prioritised research on management practice and employee engagement (MP-EE) within this context. This proposal, to establish the PROPEL Hub (Productivity Outcomes of workplace Practice, Engagement and Learning), seeks to bring together all recently funded ESRC MP-EE projects through a process of co-production and co-creation, connect with other major ESRC investments and engage with world class scholarship on engagement and productivity, to maximise the synergies and impacts of ESRC-funded work in this space. The PROPEL Hub's Primary Investigator will be based at the University of Strathclyde, but all other ESRC MP-EE teams are active partners in this proposal. The approach agreed among and beyond MP-EE teams therefore represents excellent value for money for ESRC - combining limited resources to deliver additional value from existing investments, rather than imposing from the top-down an external hub co-ordinator unconnected to our projects. Our proposal is further strengthened by collaboration with Cardiff and Ulster Universities (so that the PROPEL Hub will impact, and learn from, practice in all nations of the UK) and by an active role for a major national workplace partner, the CIPD. The PROPEL Hub has five distinguishing features:

1. The Hub will be co-created by the five ESRC MP-EE projects and key partners.
2. The model adopted will be a spoke and hub model (as opposed to being a hub and spoke model), locating the research projects at the core of insight, engagement and impact.
3. The Hub will contain a major national partner (CIPD) with links to management, employees and workplaces across the UK.
4. The Hub will deliver genuinely UK-wide engagement and impact through the five ESRC project teams spanning Glasgow to London, along with two additional academic partners from Cardiff/Wales and Ulster/Northern Ireland).
5. The Hub is led by a team with extensive experience of, and expertise in, working in an impactful manner with employers, employees, entrepreneurs and policy stakeholders.

Resources are sought to support the work of co-investigators at ESRC MP-EE institutions, Hub management support and knowledge exchange (KE) staff to help to maximise opportunities for collaboration and impact. The PROPEL Hub will drive new activity to bring together ESRC MP-EE teams to share learning, add value and facilitate opportunities for them to engage with other relevant groups and organisations, most crucially policy and business communities. Specific activities will include: MP-EE Masterclasses, bringing together ESRC MP-EE teams, international research leaders, and targeting an audience of business and policy leaders; MP-EE International Research Seminars, focusing on making connections between, or 'learning from difference' across the conceptual, methodological and empirical work of the ESRC MP-EE projects, and again engaging with other world leading researchers; Knowledge into Practice events and Engagement Hacks, where PROPEL Hub KE staff will engage directly with businesses and key stakeholders to share practical insights and solutions around engagement and productivity; and extensive online KE activity to extend the reach of our collaboration and establish a peer learning network. Formative, process and summative evaluation activities will capture the impact of the PROPEL Hub's engagement with academic, business and policy communities, and report on inter-disciplinary and/or international research collaborations or shared learning emanating from our activities.

Planned Impact

Each MP-EE project will link their beneficiaries and target audiences into the integrated PROPEL Hub, growing exponentially the opportunities for networking and collaborative learning that will impact business practice:
1 the Strathclyde-led MP-EE is rooted in action-focused engagement with policymakers and representatives of public agencies (the Scottish Government, Skills Development Scotland, and Scotland's main enterprise agencies, Highland and Islands Enterprise and Scottish Enterprise), employers' bodies (CBI and FSB) and a trade major trade union confederation (STUC);
2 the Aston University-led MP-EE features extensive impact activities with business stakeholders including BCC, FSB and MakeUK, as well as regional policy stakeholders;
3 the University of Sheffield-led MP-EE partners with ACAS and will engage with business representative bodies on workplace conflict;
4 the NIESR-led MP-EE (including partners at NUBS leading that project's contribution to this proposal) is working closely with ONS, the Department for Business, Energy and Industrial Strategy, the Bank of England, CBI, Be the Business and CMI;
5 the UEA-led MP-EE is based on collaboration with employers and their representative bodies, the NHS and occupational health stakeholders.

Further information is available in the MP-EE projects' Pathways to Impact statements, but the key message is that our Hub will connect these existing beneficiary networks, rather than seeking to impose additional demands from outside. The inclusion of partners from Wales and Northern Ireland with access to strong business and policy networks means that we will be able to extend and contextualise lessons to all nations of the UK and the unique policy environments that exist there. Our partners at CIPD will ensure that lessons from the MP-EE projects and PROPEL Hub are disseminated to the fullest extent across the HR profession. Our proposal represents an effective and efficient approach to growing and connecting beneficiary networks and provides outstanding value for money. The cross-fertilisation of ideas and actions will further strengthen and expand networks with business and policy stakeholders established by MP-EE projects.

KE staff in each institution will extend the impact of lessons from the research by engaging directly with businesses and other relevant stakeholders through 'Knowledge Into Practice' days and 'Engagement Hacks' - the emphasis here is on identifying practical lessons from across all projects (made easier given that the PROPEL Hub will be co-created by those five projects) and engaging with the business community to test solutions in context. The outcome of such engagements - and the practical impacts that they have on business practice and performance - will be fed back in our peer review reporting and the practical 'learning from difference' insights.

Most importantly, by co-creating a Hub based on collaboration across the five MP-EE teams, we will create a unique opportunity to develop knowledge-sharing across our groups of business beneficiaries. Our proposal details an extensive programme of activities where MP-EE teams will share findings and identify both shared and distinctive themes emerging from their research: together; in collaboration with leading international scholars who will engage with the teams and their beneficiary audiences, and with each other's networks of business and policy stakeholders. These learning and networking events, and the online materials co-created to support the work of the PROPEL Hub, will mean that business and policy stakeholders connected to each MP-EE project will be able to extend their networks and learning by connecting with the practical insights being identified by the other four projects and the shared lessons generated by the PROPEL Hub. This will deliver significant impact in terms of learning among business stakeholders around a range of approaches to employee engagement.
 
Description ESRC PrOPEL Hub has substantially over-delivered against our objectives. In the wake of Covid-19, we have refocused our activity online, significantly improving the reach of our work. Accordingly, the planned 36 items of web content expanded to become more than 180 items of content accessed by more than 18,000 users. We have used online platforms (and increasingly in-person events) to build a suite of impactful engagement activities that have engaged business, workplace and policy stakeholders. Our initial objective or running a modest number of masterclasses, seminars and 'hacks' morphed into a substantial body of hacks, hackathons, webinars and seminars, Knowledge Into Practice events and (as mentioned above) online toolkits and resources. We have engaged directly with more than 1,400 employers, people managers and workplace stakeholders through our online and in-person webinars, masterclass and 'Knowledge Into Practice' events. We have engaged with more than 1,000 managers and employees through problem-solving 'hacks' and 'hackathons'. ESRC PrOPEL Hub has therefore achieved its objective of working in partnership to catalyse change, with many business and workplace stakeholders confirming new learning and thinking in response to our engagement and impact activities. Our national conference in 2022, attended by 79 stakeholders, included presentations from many employers and stakeholders who had directly engaged with our research and KE activities. ESRC PrOPEL Hub network members have also learned from each others, sharing insights from a wide range of approaches to impact and both qualitative and quantitative research methods.
Our objective of growing the capacity of the KE community involved in knowledge exchange on workplace practice has also been achieved. We have supported the emergence of a network of KE Associates - early career researchers who have developed substantial experience of turning knowledge into practice and who have played a key role in our engagement with workplace stakeholders. A series of buddying and mentoring activities, KE Associate training and development days, experience-sharing platforms and critical reflection tools were developed to assist our KE Associates to learn collaboratively. We have co-produced strong synergies and collaborative relationships across the ESRC PrOPEL Hub institutions, presenting research together (and learning from each other) at numerous KE events run by the Hub and our colleagues at The CIPD (e.g. there have been dedicated ESRC PrOPEL Hub sessions involving multiple PrOPEL Hub team members at the 2022 and 2023 CIPD Applied Research Conferences). We have therefore made good on our promise to link and build synergies across different ESRC MPEE investments and inter-disciplinary researchers from elsewhere who share our interest in informing workplace practice. We have collaborated on the development of KE tools and events. We have worked The CIPD (the chartered people managers association with more than 160,000 members) to build a 'Sustainable Practice Action Research Community' (SPARC) bringing together managers, business stakeholders and workplace researchers in a collaborative learning community. We have co-produced collaborative relationships with other key stakeholders such as ACAS, CMI, Healthcare People Management Association and Faculty of Medical Leadership and Management. We have also made good on our objective to link with other ESRC investments, exchanging learning with colleagues at the Productivity Institute and co-creating events with the Good Employment Learning Lab. In summary, ESRC PrOPEL Hub partners have collaborated to achieve the objectives set for the project and substantial additional impact.
Exploitation Route Our extensive online presence will be maintained as a repository containing cutting-edge research tools and resources and impactful materials that can inform workplace practice. The collaboration between ESRC PrOPEL Hub and The CIPD has influenced a fundamental shift in how The CIPD engages with both KE as an agenda and the academic research community. Some of our engagement practices such as Knowledge Into Practice formats and the establishment of a 'Sustainable Practice Action Research Community' (SPARC) for evidence-based HRM have been taken up and adopted by The CIPD as an element of their mainstream activities. The CIPD has also partnered with other ESRC investments specifically because of their positive experience as an ESRC PrOPEL Hub partner. The shared inter-disciplinary learning across our network will inform the future practice of the academics and stakeholders involved, who might not otherwise have been able to tap these cross-disciplinary insights. Many of the toollkits and research instruments developed as part of our work will continue to be used by ESRC PrOPEL Hub academics and will continue to inform the practice of those stakeholder with whom we have engaged.

Description Despite a delayed start to the PrOPEL Hub and its feeder MP-EE projects due to Covid-19, the project significantly over-achieved against its objectives. We refocused our activity online and prioritised building our digital presence to disseminate content and run events. This shift online allowed us to broaden our audience reach, increased flexibility in delivery of events and opened up access to international academics and speakers. In the final year of the project we were able to complement our extensive online presence with multiple in-depth, in-person activities such as 'hacks', 'hackathons', 'Knowledge Into Practice' seminars, and (in collaboration with The CIPD) the establishment of a new 'Sustainable Practice Action Research Community' (SPARC) bringing together managers, business stakeholders and workplace researchers in a collaborative learning community. We have engaged directly with more than 1,400 employers, people managers and workplace stakeholders through our online and in-person webinars, masterclass and 'Knowledge Into Practice' events. We have engaged with more than 1,000 managers and employees through problem-solving 'hacks' and 'hackathons'. Feedback from workplace stakeholders who we have engaged with frequently suggests that they have gained new evidence-based insights and often consider using our evidence to inform workplace practice. There are numerous of case studies of ESRC PrOPEL Hub 'products' (e.g. the UEA team's workplace wellbeing toolkit; job crafting hacks developed by the Strathclyde team; support and insight for microenterprises provided by the Aston team; benchmarking analysis on technology adoption provided by the Nottingham team; and others) where we identify direct impacts on management decision-making and workplace practice. We have established an important new modus operandi with our partners at The CIPD (the professional association for people management with 160,000 members), disseminating ESRC PrOPEL Hub insights through many CIPD-sponsored events, co-organising Knowledge Into Practice events and creating a new 'Sustainable Practice Action Research Community' (SPARC), which will act as a sustainable network for promoting evidence-based HRM and sharing effective workplace practice. The CIPD's engagement with ESRC PrOPEL Hub has fundamentally re-shaped how the former organisation engages with the research and KE community and has informed multiple additional collaborations between the CIPD and the business research community. We have also fostered close and impactful relationships with other key stakeholders in management and workplace practice, including ACAS, the FSB, the Chartered Management Institute and the Healthcare People Management Association, among others, expanding the reach of our insights, and generating shared learning across the research, KE and business stakeholder communities. Our extensive investment in web resources has facilitated the delivery of impactful engagements with business, policy and workplace stakeholders. Our website continues to host more than 180 items of web content and has been accessed by more than 18,000 users. We have established and supported a network of KE Associates - early career researchers who we have supported to develop skills that will enable them to develop impact-oriented careers. We have delivered a substantial programme of shared learning activities across ESRC PrOPEL Hub partners informing inter-disciplinary learning and potential future collaborations among partner institutions.

The 200+ pieces of content developed explore the impact of management practice and employee engagement on productivity across 5 broad themes; managing people, employee engagement, boosting innovation, encouraging diversity and improving wellbeing. We have also used this as a means of delivering knowledge into practice style interventions such as the UEA/ Strathclyde Embedding Resilience Mini Series, which included a range of mini-concept videos exploring resilience.

Results and Impact In December 2021, we held the first of a series of activities designed to advance the agenda on support for effective workplace practices in microenterprises. At the half day workshop, The Silent Majority: A Deep Dive on People Management Support for Microbusinesses, we were joined by representatives from across policy, business and academia to kick off a conversation and ask the question - how can we design more inclusive and effective support structures for micro businesses to improve employee engagement and management practice? The webinar was led by PrOPEL Hub member Prof Monder Ram (Aston), supported by ESRC PrOPEL Hub colleagues Prof Patricia Findlay (Strathclyde) and Prof Graeme Roy (Glasgow). A number of presenters from the academic and business communities also spoke and there was extensive discussion of the need for targeted support for small businesses.

• The contribution of microbusinesses in helping us to level up and recover post-pandemic.

Results and Impact Our research showcase seminar series has shared learnings from our partner's work with MP-EE and other ESRC productivity investments. These sessions have engaged a largely academic audience of approx 200 (primarily researchers on ESRC MPEE projects and their research partners) and generated significant follow up interest in our research.
