Technology Enhanced Stakeholder Collaboration for Supporting Risk-Sensitive Urban Development [TRANSCEND]

Abstract

During the last decade, many initiatives have been undertaken to make progress in disaster risk reduction (DRR) and response. However the progress in disaster risk reduction has been limited by the failure to acknowledge and address the development processes as the root causes of disasters. Previous initiatives have concentrated on reducing existing risks, rather than on how risks are generated and accumulated in the first place through development projects that are taking place as a part of the reconstruction phase after a disaster or in response to the demand of urban sprawl. Furthermore, work on resilience has attracted criticism for its failure to involve vulnerable communities and address the issue of equity and power. As a result, the Sustainable Development Goals which call for "reduced inequalities", "inclusive, safe, resilient and sustainable cities" and "partnerships for goals" and the Sendai Priority 4 that calls for build-back better in recovery, rehabilitation and reconstruction, are hard to achieve due to a lack of research knowledge, current practices and policies.

One of the explanations for increasing risks is that the development and disaster risk reduction decision-making processes occur in silos, conducted by different agencies, institutions and other actors with differing priorities, perspectives and time horizons. Therefore, there is an urgent need to transform current development practices that increase or create risks, as well as unfairly distributing risks to vulnerable communities, to a new form of development practice that is equitable and resilient. This project consortium believe such a transformation can be achieved by enabling cross-organisational collaboration, openness, adaptability, learning, impartiality, power sharing and public participation.

The project aims to investigate processes, governance structures, policies and technology that can enable a transition towards a more risk-sensitive and transformative urban development approach. More specifically, the project aims to investigate the nature of a sociotechnical system, enabled by a collaborative foresight and consensus building virtual workspace, which can promote collaborative governance approach across relevant organisations and support the transparent and democratic involvement of all the relevant stakeholders (including experts from local authorities, disaster management authorities, developers, poor and vulnerable communities, and humanitarian organisations) to analyse, forecast, visualize and debate disaster-risk trade-offs and to choose development plans that ensure sustainability and equitable resilience, giving considerations to climate change adaptation.

The key research questions that the project is aiming to address are: What type of formal and informal collaborative partnerships need to be established to alleviate long-standing tensions between development and DRR and progress towards more risk-sensitive and transformative urban development? What changes are required within the current urban planning process to facilitate risk-sensitive urban development, giving consideration to natural disasters and their impact on the environment, economy and vulnerable communities? What are the type of narratives that need to be developed, presented and discussed to establish a comprehensive understanding of the impact of the proposed developments on the community, economy and environment ? What are the vulnerabilities that need to be considered within the local context? How can we make participatory planning more accessible to a range of communities?

Three countries (Pakistan, Sri Lanka, Malaysia) from the Asia-Pacific region have been selected for this research since the Asia-Pacific region continues to be the world's most disaster prone region. These countries are frequently affected by a multitude of natural hazards including floods, landslides, cyclones and droughts.

Planned Impact

Communities (especially vulnerable communities) who are currently excluded from the decision-making process of urban development project planning will benefit since they will be able to engage in an informed and meaningful discussion with the decision-makers to influence development projects which will enhance their quality of life and resilience to future disasters. They will be able to gain an understanding as to how development projects can either escalate or reduce their vulnerability and influence the design, planning and delivery of housing and local infrastructure.

Disaster Management Agencies who are responsible for disaster mitigation, prevention, preparedness and response will benefit since they will be in a position to work closely with the local authorities and private organisations which are responsible for development projects in housing, transport, utilities, etc. They will be able to bring the risk view (vulnerability, hazard, exposure) into the participatory planning processes to make sure the new development projects have a positive impact on the overall resilience in the local area. The learning that they will gain through the Living Lab research will improve their leadership skills and capacity in disaster mitigation and prevention.

Local authorities who are responsible for creating a safer, healthier and prosperous environment for the local community will benefit because the sociotechnical system created by this project will help them to establish a collaborative culture among the local stakeholders in working together to achieve their sustainable goals. Furthermore, they will be able to develop a coherent strategy for development projects funded by various sources such as the national government, humanitarian organisations or private investors, after a disaster, to build-back better. The TRANSCEND environment will allow them to identify any project which has a tendency to increase local vulnerability and to position their urban growth in a positive trajectory. They will be able to develop strong local capacity in delivering inclusive sustainable development through community-led projects while increasing local accountability.

The national governments (particularly within Pakistan, Sri Lanka and Malaysia) will benefit as the TRANSCEND project aims to help them to understand how best to create a joined-up approach to creating sustainable and resilient environments involving government organisations operating under different ministries. The approaches that will be validated and proven to be successful for implementing adaptive governance can be deployed across the country. Furthermore, they will be able to identify and implement policies that will promote adaptive governance for creating risk-sensitive and equitable urban development.

Technology companies will learn how to transform their technology solutions to support local governments to implement participatory planning involving a range of stakeholders including communities. They will gain a greater understanding of how best to refine their big data platforms, data governance procedures, web-based solutions, and visualisation applications to create products to enhance e-governance practices.

Insurance providers will be able to fine tune some of their offerings and formulate and elevate some of their existing models for achieving resilience and equitable and sustainable goals whilst pursuing their commercial aspirations in risk management.

Academic and scientific communities will benefit from the new knowledge created in areas such as risk-sensitive urban development, system dynamics for modelling community resilience, disaster risk reduction, community engagement, participatory approaches to risk governance, and collaborative workspaces for exploring complex urban problems etc.

Description One of our key studies identified forty-six issues and challenges under seven key themes (trade-offs, governance,
fragmentation and silos, capacity, design and development processes, data sharing practices, and funding) that need addressing in order to facilitate the desirable transition towards a collaborative risk-sensitive urban development approach. Work is now underway to produce methods and tools for addressing some of these key challenges.

The project has resulted in developing a digital platform that allows stakeholders to come together to understand current local risks, emerging risks due to climate change, and development-induced risks and engage in a discussion for assessing various development options which can ensure equity and resilience.

Furthermore, our work on community engagement research has found 48 barriers and challenges regarding the current context, available infrastructure for community engagement, and current decision-making processes. Of all, the lack of communities' knowledge and awareness, absence of meaningful community engagement, and ill-defined aims and purpose of community engagement were identified as the topmost constraints. These barriers have been published in a journal as well as summarised in a booklet for the practitioners with suggestions for overcoming them. Our current work is now validating innovative digital solutions that can be used for overcoming some of these barriers through improved communication between the community and the decision-makers.

Although there has been some delay in terms of validating our solutions, the project is progressing well towards fulfilling its set objectives.

We aim to sustain the progress of our work through the established Living labs in Malaysia and Sri Lanka. Furthermore, the team is now in discussion with the University of Salford to establish a social enterprise company to further develop and implement our solutions within our partner countries and in other ODA countries.
Exploitation Route The TRAANSCEND project is developing a set of socio-technical systems to support risk-sensitive urban development, climate change adaptation, community engagement towards equitable resilience and collaborative governance. These systems can be used by government organisations to develop more resilient cities against climate change. Similarly, local governments and NGOs can use the methods and tools developed by TRANSCEND to introduce a participatory approach to development projects that consider the community as a key stakeholder to produce equitable outcomes. Furthermore, organisations such as disaster management centres and climate change secretariat who understand the need for an multi-agency approach for implementing sustainable environments against climate change will be able to use the methods developed by TRANSCEND to promote greater collaboration among the key stakeholders.

Description The workshops organised by the TRANSCEND project have managed to raise awareness of the climate change challenges, equitable resilience and risk-sensitive urban development among the key stakeholders in Sri Lanka, Pakistan and Malaysia. As a result, they have made a strong commitment to join the project and signed up for the establishment of the Living Labs in Sarawak, Selangor States in Malaysia and in the Kalutara District in Sri Lanka. Through the established Living Labs, the research team has now managed to bring organisations involved in urban development, disaster management, climate change and community engagement etc to trial digitally enhanced decision-making processes and community engagement activities in building resilient communities. The Living Lab approach has been a success and the organisations have now realised its value for building partnerships for tackling climate resilience. The Living Lab approach has been recognised by the World Bank team operating in Sri Lanka as an invaluable instrument to break the silo-based thinking and working practices and to bring a collaborative approach to building climate resilience. Due to the ongoing Living Lab activities and the Pilot projects conducted within the Living Labs, the team has managed to demonstrate the value of the MOBILISE digital platform for building a collaborative approach to climate resilience. The platform is now being trialled in Sri Lanka, Pakistan and Malaysia. Furthermore, three demonstrator projects have been implemented in the UK (separately funded by the Department of Levelling Up, Housing and Communities) to show its use for multi-agency collaboration, community engagement and training exercises. Work is underway to train staff from several government agencies in Vietnam to use the MOBILISE platform for their DRR work. The key journal papers developed through the project have established a thorough understanding of the current barriers to implementing adaptive governance, risk-sensitive urban development processes and community engagement and enablers that can overcome these barriers. This knowledge is critical in transforming the current silo-based approach to a more inclusive and participatory approach to building climate resilience. We are now in discussions with other funding sources such as the World Bank to scale up our solutions across Sri Lanka and possibly across Asia.

Description The TRANSCEND project has deployed the Living Lab as a research methodology for bringing government agencies and academic partners together to transform the current silo-based working culture to a new form of multi-agency collaboration to tackle climate resilience. Through the Living Lab, team has been influencing changes to risk-sensitive urban design, disaster risk reduction and climate resilience. PI Contribution MOBILISE UK researchers have conducted several workshops on disaster resilience and disaster risk reduction to transfer the outcome of the project to the PDMA staff. Furthermore, the team handed over MOBILISE Digital platform (hardware and software) to the Provincial Emergency Operations Centre (PEOC) at the PDMA HQ in Peshawar. This was followed by several training workshops for the technical staff of the POEC to deploy the MOBILISE platform in Peshawar. In addition, the MOBILISE Pakistan team has worked closely with the PDMA team to develop a mobile phone app that can help in risk communication and disaster response.
Collaborator Contribution PDMA staff are working closely with MOBILISE Pakistan team by allocating time for meetings and activities, and also providing feedback on the Digital Platform and the mobilise risk communication app. Furthermore, PDAM staff has been instrumental in helping the MOBILISE and the TRANSCEND team to collect primary data on various resilience dimensions such as Physical, Social, and Economic resilience. This primary data is being used for generating research papers by the MOBILISE and the TRANSCEND team.

PI Contribution MOBILISE & TRANSCEND Malaysian team has agreed to take the Sarawak State as the Premier site for the MOBILISE project and the TRANSCEND project so that they can benefit from the outcome of the projects. A touch table that can access the MOBILISE and TRANSCEND platform has been awarded to the Sarawak State. The team has conducted over 20 workshops to engage various stakeholders in the Sarawak State to demonstrate the potential of the MOBILISE & TRANSCEND research outputs in establishing an evidence-based environment for creating a resilient Sarawak. The team is now working with the public and private partners to establish a Living Lab to act as an innovation space for the stakeholders to work together in creating resilient environment for their citizens.
Collaborator Contribution Due to this formal agreement, the government of Sarawak allowed the team to get commitment from their key stakeholders in Sarawak to support the MOBILISE and the TRANSCEND project. As a result, the UTHM team has been working closely with the following organisations to capture user requirements and to set up a living lab in Sarawak to bring innovation to their DRR activities: T Padawan Municipal Council; Fire and Rescue Department, Sarawak; Sarawak Social Welfare Department (JKM); Telekom Malaysia (Sarawak Branch); Natural Resources and Environment Board Sarawak; Sarawak Digital Economic Cooperation; Sarawak Multimedia Authority. These organisations provided the appropriate geospatial data, social vulnerability information and flood simulation for assessing the local risks using the MOBILISE platform.

PI Contribution Designed and developed a multi-agency collaboration platform that can be used by NBRO to support their disaster preparedness and response activities in landslides. This platform was installed on a multi-touch table and was donated to NBRO to strengthen their digital capabilities in strengthening DRR and response activities in landslides. Engaged with NBRO to strengthen their long-term research initiatives. Organised and delivered a national symposium on "Equitable Resilience" in 2019. Currently working closely with NBRO on several projects to pilot and implement the MOBILISE platforms and the methods developed in TRANSCEND to build local community resilience and climate resilience in Sri Lanka. This collaboration led to winning two proposals to the World Bank and to the International Water Management Institute to pilot the MOBILISE platform in the Kalutara district and Southern Province in Sri Lanka, respectively. A Phd Studentship was offered to NBRO to strengthen their research on DRR activities. As a result of that, the University of Salford team worked with the NBRO team to establish a Living Lab in Kalutara District to bring innovation to community engagement and risk-sensitive urban development. This Living Lab was established in collaboration with the Kalutara District Secretariat and the local partners. This Living Lab has been recognised by the World Bank team in Sri Lanka as a good model for bringing digital innovation and transformation to DRR and climate resilience activities in countries such as Sri Lanka. In addition, the team delivered a research seminar on the 21st January 2022 to the NBRO team to strengthen their research capacity. A regular monthly seminar series is now being delivered to the NBRO staff. The researchers from NBRO and the THINKlab (University of Salford) is now meeting every Friday to progress with collaborative research and living lab activities. In 2019, the team worked together to organise and deliver the 10th NBRO's symposium to disseminate the outcome of their research partnership. Since then, the team worked in partnership with NBRO to organise and deliver their annual partnership in 2021, 2022 and 2023.

PI Contribution Malaysian (UTHM) Co-I and team planned, gained permission and executed the existence of the Resilience4wrd Lab at the Universiti Tun Hussein Onn. The MOBILISE UK contributed a touchscreen table with the MOBILISE digital platform to enhance stakeholder interaction in the Resilience4wd lab. The MOBILISE & TRANSCEND PI provided leadership, support and guidance to the Malaysia team in establishing the structure of the lab.
Collaborator Contribution The resilience4wrd lab will be a hub and also a reference centre for work involving disaster management and the Industry 4.0 Revolution (IR4.0). This lab is a technology-driven space for workshops and trainings related to the MOBILISE and TRANSCEND projects' research activities involving academicians and practitioners. This lab consists of a meeting area, a separate area for the Advanced MOBILISE Visualisation Platform, a gallery area and a working space for software engineers to conduct MOBILISE and TRANSCEND Malaysia research work. The space and funding for the resilience4wrd lab was provided by Universiti Tun Hussein Onn.

Description TRANSCEND project team has developed the first prototype of a mobile app that allows communities to report risks to the decision-makers in their DRR activities as well as future development activities. This mobile app is being introduced to communities through the community engagement activities conducted by the National Building Research Organisations.

Title Drone based environment for risk mitigation through collaborative design 
Description A VR platform has been designed by the TRANSCEND team, in collaboration with the National Building Research Organisation (NBRO) in Sri Lanka, to support their landslide risk mitigation plans. The visual environment, constructed using drone data, allows NBRO to work with stakeholders involving communities, local councils, divisional secretaries to discuss development and mitigation plans that can reduce landslide risks to the community in the future.

Title MOBILISE 3.0 : Digital Toolkit for building Community Resilience 
Description During the last year, the features within the MOBILISE platform have been enhanced allowing agencies to share data to establish a local risk information space, visualise risks and explore the impact of different hazard scenarios on the community and infrastructure. This platform has been designed as a multi-service architecture and delivered to users using the "Software as a Service" model. At present, MOBILISE is being used by partners in Sri Lanka, Malaysia and Pakistan. It is also being piloted in Vietanam and in Manchester as a part of the exploitation strategy. The World Bank is now in discussion with the team to scale it up within Sri Lanka and possibly across Asia in the future.

Impact * MOBILISE platform has demonstrated the characteristics of a digital platform which can support multi-agency collaboration to support disaster risk reduction, impact-based early warning and understanding of the impact of climate change. This has inspired many organisations in Sri Lanka, Malaysia, Pakistan, Vietnam and the UK, and discussions are now underway with these partners to scale up the implementation of MOBILISE in the aforementioned countries. 
 
Title MOBILISE 3.0 : Digital Toolkit for building Community Resilience 
Description The MOBILISE 3.0, built on a micro-service architecture, offers a set of cloud-based digital services for local and national government agencies to collaborate in building local community resilience. At the heart of the MOBILISE 3.0 is a cloud-based risk information space, referred to as MOBILISE: Data Engine. It allows local councils or local disaster management committees to capture and maintain their local intelligence on exposure, vulnerability and potential hazards. In addition, the MOBILISE: Data Engine offers important data management functionality such as data cleansing, styling of data layers to enhance visual appearance, attaching of metadata such as origin of the data layers, year of data collection, star rating based on its quality, security level etc. The risk information within the MOBILISE: Data Engine is used by a range of other digital services available within the MOBILISE platform to perform activities such as evidence-based decision making, multi-agency collaboration, risk-sensitive urban design, community engagement, real-time environmental data monitoring, early warning system and scenario planning against climate change, through an easy to use visual interface. Thanks to the innovative and scalable nature of the micro-service architecture, all the digital services are offered to the users using the "Software as a Service" (SaaS) model.

In that meeting all the members were given login details for the platform so they could navigate the system and test its functionalities and features. Results and Impact The launch ceremony of the TRANSCEND Project was held at Mount Lavinia Hotel, Sri Lanka to invited interested organisations. The PI presented the aim of this project to all those attending. There were two presentation sessions. One was on climate adaptation and urban development policy which was presented by Dr. Athula Seneratne. H.M.U Chularatne from the Sevanatha Agency presented on community participation in the process of developing urban development policy. These were followed by panel sessions discussing risk sensitive urban development as well as discussing the objectives of TRANSCEND project.

Results and Impact The TRANSCEND Malaysia team at Universiti Teknologi Malaysia (UTM) organized a workshop for Industry and Business organizations on using the Living Lab for risk-sensitive urban design and how the private sector can benefit from this approach in the long and short run.
- Focus Group Discussions (FGDs) were held with the participants where they were asked about their planning needs and how their organizations can help local and national level disaster management agencies cope and respond to disasters. These activities were held to test the Living Lab and how it can be used to engage with stakeholders from the private sector.

Results and Impact As a necessary requirement for the finalization of the App, the MOBILISE Pakistan team conducted a meeting with the Khyber Pakhtunkhwa Information Technology Board (KPITB) along with the Technical team of the Provincial Disaster Management Authority. The KPITB is the agency that provides the final approval for the deployment of IT tools in the public sector.

The basic aim of the meeting was to present the App to the IT board officials, and also to secure approval as a mandatory requirement. The IT board officials appreciated the MOBILISE team for their dedicated job in the finalization of Pakistan first-ever Disaster Risk Communication and granted approval for final deployment.

Results and Impact Partner members from Universiti Teknologi Malaysia visited personnel/organisations involved in disaster management approaches in Greater Manchester, namely the Flood Risk & Drainage Manager, Salford City Council (who gave presentation on Salford flood in 2015, & lead a visit to the control room and to Castle Irwell Flood Basin) and Bury Fire and Rescue Service Training and Safety Centre. Additionally, the group had a presentation by/discussion with the Chief Resilience Officer of Greater Manchester. Another visit was to West Gorton Park, a newly created community park that has been created as part of the GrowGreen initiative, the aim of which is to develop an evidence base of cost-effective and replicable nature-based solutions which can help cities better adapt to climate change, including surface-water and fluvial flooding, and heat stress.

Recommendation of critical slopes identified from slopes classified as high risks which require more focused attention by the local authority (MPAJ). The Team shared J13- Geospatial maps for landslide risk in Bukit Antarabangsa focussing on physical infrastructure and the local community.

Results and Impact TRANSCEND research team conducted a field visit for data collection at the Rathmale area in Sri Lanka followed by a landslide risk awareness session which was conducted by the National Building Research Organization, Sri Lanka. Two Focus Group Discussions were conducted to understand the communities' views on their level of perceived risk, participatory actions towards development activities including landslide mitigation.

Results and Impact The TRANSCEND Malaysia team at Universiti Teknologi Malaysia (UTM) organized a consultation meeting with key stakeholders from Community Based Organizations working with marginal communities. The team engaged with the organizations working with the special needs community as they are one of the most vulnerable groups in disasters and often get left out of the consultation. The discussions resulted in recommendations for more participation of marginal groups in humanitarian and development programs, and in disaster response planning, recovery, preparedness and resilience development efforts. The meeting resulted in the formulation of the 'resilience living lab' master plan strategy in creating a repository of knowledge on resilience and DRRM through field experience and lifetime learning of communities.

Results and Impact This webinar showcases four climate adaptation-focused initiatives in Malaysia, which are UK-Malaysia collaborations under the Newton Fund and the Global Challenges Research Fund. The webinar is one of a series of public engagement activities under the Newton-Ungku Omar Fund to disseminate research outcomes and impact with government representatives, industry players, academia, and the general public.

It is also part of the British High Commission's campaign to highlight key UK-Malaysia science partnerships in support of COP26. The webinar is structured as a combination of project presentations, and a panel discussion to explore the value of international scientific collaboration in climate adaptation and resilience.

The four projects are:

1. The Weather and Climate Science for Service Partnership (WCSSP) is a collaborative initiative between the UK Met Office and global counterparts, including in NADMA, Met Malaysia, JPS, and NAHRIM in Malaysia. Launched in 2016, WCSSP aims to develop and improve global and regional forecasting systems and advance the understanding of high-impact weather such as heavy rainfall events and tropical cyclones in Southeast Asia.

2. The Multi-Hazard Platform (MHP) was developed by the University of Cambridge and the Southeast Asia Disaster Prevention Research Institute (SEADPRI-UKM) to provide forecasting at the local level of climate extremes and physical hazards in Kuala Lumpur. The system provides hi-res 3-day forecasts for rainfall, temperature and air pollution and combines this data with information on areas susceptible to landslides, flash-floods and sinkholes to create a hazard map to inform emergency response.

3. Led by the University of Salford in partnership with University Tun Hussein Onn Malaysia, MOBILISE is a collaborative multi-agency digital platform for building resilient communities in Sarawak, offering intelligence to a range of agencies to work together to reduce the impact of natural disasters. It helps agencies establish a common understanding of vulnerabilities, exploring "what-if" scenarios, the impact of various hazards on infrastructure, the community and the economy in different local contexts, and improving resilience capacities through various mitigation measures.

4. Building on existing partnerships from the MOBILISE projects, TRANSCEND investigates processes, governance structures, policies and technology that can enable a transition towards a more risk-sensitive and transformative urban development approach. It uses a multi-stakeholder approach to analyse, forecast, visualize and debate disaster risk trade-offs and choose development plans that ensure sustainability and equitable resilience, giving consideration to climate change adaptation.

Results and Impact TRANSCEND Pakistan team arranged a seminar and art contest to engage different stakeholder groups from the general public on Earth Day. The art contest sought to engage students from diverse backgrounds, especially local female artists, who participated in creating art pieces to raise awareness of environmental issues faced by the public in Pakistan. The webinar focused mainly on giving voice to the impact of climate change on communities in Pakistan, especially highlighting some of the work done by women activists in this regard.

Results and Impact TRANSCEND Pakistan team collaborated with the Ministry of Planning, Development, and Special Initiatives to organize Turnaround Pakistan Conference 2022 to brainstorm ways to uplift the country's economy. The Conference brought together experts and policymakers from diverse backgrounds to work together on long-term plans to improve economic resilience for more equitable and sustainable development policies in Pakistan. Organizing the conference with the Ministry of Planning, Development, and Special Initiatives meant working closely with colleagues in the public and private sectors leading to requests for further information and participation in future TRANSCEND activities.

The Focus of the Report Launch Seminar:

The analysis of Pakistan's climate change-related disaster policies and experiences reflects the existence of short-term approaches to response and relief efforts. These policies have a relatively-less strategic focus on prevention, preparedness, and capacity building and a lack of formal practical implementation based on these global frameworks.

In this regards International Rescue Committee (IRC) has conducted a study on climate change more specifically around Local Adaptation and Plan of Action (LAPA) in four districts, two each from Balochistan and Sindh having different climatic zones. The study has identified major climate-related challenges and has proposed solutions around Local Adaptation and Plan of Action (LAPA) in four districts.

The Sustainable Development Policy institute (SDPI) is organizing the study launch ceremony to share the study findings conducted by the IRC with broader stakeholders. The event will focus on the importance of local adaptation plans against the devastating effects of climate change.

Several stakeholders from non-governmental organizations, the private sector, city administration, urban development and environmental protection participated in the seminar to raise awareness about SDG 7 and its possible impact on urban planning in Pakistan. At the end of the workshop, a Road Map was developed with recommendations for implementing steps to achieve SDG 7 targets for the government. The Road Map was presented during the workshop to the Minister of Energy, Engineer Dastagir Khan, who also participated in the workshop.

The Honourable Minister for Planning and Development, the Ambassador of China (to Pakistan), and the Chairman of the Board of Investments, along with other dignitaries, attended the event to discuss how Green Development practices can be used to ensure the environmental impact of economic development is considered in the implementation of the CPEC project. The meeting resulted in an awareness of the ecological challenges faced by the project implementers and how academics and experts can help promote green development initiatives by sharing their research and findings through events such as this.

Results and Impact TRANSCEND team arranged a hybrid webinar/panel discussion on the launch of the Report on Micro, Small and Medium Enterprises, inviting public, private, and humanitarian sector members to discuss resilience issues faced by business communities in, during and after disasters in Pakistan. The report highlighted some of the disproportionate impact of climate change-related disasters on small enterprises (especially those led by marginal groups and women). The panel discussion resulted in a dialogue between international experts, national government representatives and other stakeholders resulting in requests for more information.

Results and Impact SDPI's Silver Jubilee SDC was jointly held with the Sixth South and South-West Asia (SSWA) Forum on the Sustainable Development Goals (SDGs) in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific, through its Subregional Office for South and South-West Asia in New Delhi, and the Government of Pakistan. Organized annually, the SSWA Forum on SDGs facilitates dialogue and deliberations among government officials; civil society; think-tanks, academia and subject experts; the private sector; UN and other development partners; and other stakeholders. TRANSCEND also sponsored two panels in the illustrious 4-day Flagship event. Over the four-day event, almost 5,000 people attended the conference.

SDC 2022 Overarching Theme
The theme of 25th SDC is Sustainable Development in Unusual Times: Building Forward Better. After the COVID-19 Pandemic, it was expected that the world will be in a state of 'New Normal', however, a plethora of crises has become a hallmark of that new normal. These crises can be best described as 'triple C crises', i.e.,

· Conflict (within and across borders)

· Climate Change; and, the

· Consequences of COVID-19.

The cumulative effect of these crises has led to multi-decade high inflation, recession, and food and fuel predicaments. Although the world escaped a recession during the Pandemic, economic slowdown left scarring effects on low- and middle-income countries.

Post-Pandemic, Russia's invasion of Ukraine, political turmoil in many developing countries and tension between the United States and China have also reshaped the world order. Furthermore, climate breakdown has exacerbated the socioeconomic crises in the form of extreme meteorological events which are ultimately becoming disasters. While the Pandemic is phasing out, the world is now passing through 'Unusual Times' with issues that are no longer a future problem, rather they are happening now and demand immediate action. As the international community struggles to achieve the UN Sustainable Development Goals (SDGs) as per Agenda 2030, it is important to address these challenges and work out solutions through collective wisdom to 'Build Forward Better.'

The multidimensional, multifaceted issues mentioned under the overarching SDC 2022 theme will be discussed in the following streams during the Silver Jubilee:

SDC 2022 Thematic Streams
Stream 1: Economic Meltdown

The hopes of post-COVID-19 economic recovery have been shattered by the Russia-Ukraine War which is plunging the world into a recession. Due to faster than expected recovery from COVID-19, global commodity prices were already increasing because of high demand. However, the war magnified energy and food prices, thus, leading the world into inflation.

South Asian countries have directly faced the tidal effects of this conflict because the countries were still recovering from the Pandemic when they were pushed towards record levels of inflation. During COVID-19, many South Asian countries including Pakistan, introduced social protection reforms to support people during the lockdowns and help them recover from the economic crises. However, due to the shockwave of the Russia-Ukraine War, the region is experiencing slower growth and high inflation. The SDC 2022 aims to bring together experts, academics, and development partners from South Asia and beyond to discuss these issues and propose practical and viable solutions.

This stream is especially important because it will also recap the major achievements and lessons learnt in Pakistan and India that are celebrating 75 years of independence. Likewise, it is important to recap the journey of development of the People's Republic of China which is playing a crucial role in reshaping the regional economy through the Belt and Road Initiative (BRI) and will be celebrating 73 years. Therefore, the SDC will provide an opportunity to reflect upon what worked, what did not work, and what may work in the context of surviving the economic meltdown.

Stream 2: Achieving SDGs amidst Unusual Times
The interlinkages and integrated nature of the Sustainable Development Goals (SDGs) are of crucial importance in ensuring ecological well-being and socioeconomic development in the world. Environmental deterioration eventually affects economic growth and thus, amplifies socio-political crises. On the other hand, climate change has placed compounded stress on the environment, economy and societies and has increased extreme weather events like heat waves, droughts, water scarcity, food, and energy insecurity. Hence, it is vital to accelerate progress towards the SDGs. Keeping this in view, the 25th SDC will highlight the need for global solidarity for taking action to mitigate climate change and shared struggle for achieving the SDGs.

Sustainable development requires collaborative partnerships because nations cannot achieve the SDGs by working in silos. SDPI's 25th SDC will provide a platform to re-assess and discuss the gaps in policy, research and development and how global communities can act together in these testing times to improve the status of SDGs for achieving Agenda 2030.

SDPI, through the SDCs, has been advocating for Sustainable Development for the last 25 years. This year, the SDC will also be celebrating its Silver Jubilee in collaboration with UNESCAP which is an important arm of the United Nations and providing support to the region for achieving the SDGs. The Conference will reflect upon the previous conferences and how SDPI has emerged as a strong advocate for the Global Goals Agenda 2030.

Stream 3: Striving for a Common Future in a Polarised World

The world has become polarised following the war between Russia and Ukraine. But, there are also conflicts not just across borders but also within borders. The socioeconomic and climatic instabilities in Afghanistan, Sri Lanka, Pakistan, and other countries in the region are due to lack of regional cooperation. Amid this situation, multilateral development lenders have warned of a long recession. Our common future is under threat. However, the multipolar world has negatively affected the efficiency and effectiveness of global governance.

In this SDC, SDPI would invite experts to explore options for adopting a minimalistic agenda through collaboration and partnerships for achieving Sustainable Development. Speakers will be invited to discuss issues related to global governance, including conflict, peace, and security, and will also specifically highlight and compare how countries are coping with the recession and how they are aiming to rebound. During COVID-19, social protection policies were introduced to address poverty and other socioeconomic crises. Social Protection will, therefore, be an important part of the debate during the 25th SDC.

Within the above-mentioned three streams, the Conference will have dedicated sessions on cross-cutting issues like Gender, Education, Trade, Energy, Food Security, Sustainable Cities and Partnership Strategies for achieving the SDGs. Furthermore, experts will be invited to exchange views on new global avenues of partnerships and collaborations for improving socioeconomic growth. The Conference will have many overlapping sessions on other sub-themes which affect South Asia and other regions of the world.

Results and Impact Transcend Team Visited the Pakistan Meteorological Department Head Office in Islamabad for an initial exploratory visit. The team was well received and shown around the facility and apprised of the many forecasting and early warning systems. The Met Office was briefed about the Mobilise Platform. The department was open to sharing data with the Platform pending approval from other federal-level stakeholders. Plans for future activities were made.

Results and Impact The TRANSCEND UK team co-organized with the UK System Dynamics Society the TRANSCEND Methods Seminar. The Seminar was attended by a diverse group of students and professionals from Malaysia, Pakistan, Sri Lanka and the UK. The webinar focused on:

• Using System Dynamics/Systems Thinking (SD/ST) as a research framework for complex problems

• Familiarising yourself with the stages of the modelling process

• Data collection techniques for SD/ST

• Analysis of data and how qualitative and quantitative data are used in SD/ST.

Dr. Gimhan Godawatte, Assistant Professor in Quantity Surveying at Heriot-Watt University, Edinburgh, shared his experience on using Systems Thinking and System Dynamics in post graduate research. The presentation was followed by a Q&A session where participants asked questions about using the approach in their research.

The goal of the research examines what is known about science for urban policy according to scientific literature. Science for urban policy is the use of scientific evidence and approaches by city/municipal administrations to guide policy-making and decision-making. Large and medium-sized cities and cities with populations larger than 30,000 people were included.

Results and Impact The TRANSCEND UK team organized the TRANSCEND Seminar: The ground reality of "success" in resettlement projects - the role of community engagement.

Married with concepts such as "build back better", at least on paper, planned resettlements can be a blessing for some communities. Less risk exposure, enhanced level of resilience, better living conditions are some of the benefits that resettled communities are often promised, and also best of the times, the policymakers do genuinely attempt to deliver these when planning resettlements. However, is this a true reflection of the ground reality of the "success" of resettled communities?

Many studies on the subject suggest that the "success" of these resettlements, at least from the perspective of the affected communities, is often less than satisfactory. This is often attributed to the complex issue of managing community expectations, and one of the toolsets which have been used traditionally to overcome this issue is the process of "community engagement". However, are we using this toolset appropriately? Is it delivering the expected results? These are some of the questions often get asked in resettlement projects post evaluations. Within this context, in this session, we explore the ground reality of "resettlement success" using two cases and discuss the role of "community engagement" from the perspectives of the communities and the policymakers.

Results and Impact TRANSCEND researcher made a presentation of her research titled "Factors influencing acceptance or rejection regarding being the host community for post-disaster resettlements in developing countries" in the TRANSCEND Seminar: The Ground Reality of "Success" in Resettlement Projects held on 20/01/2022.

The presentation was based on a research outcome resulting in a publication on identifying latent factors that are influencing host communities' acceptance or rejection to be the host for displaced communities for disaster-induced resettlement in Sri Lanka. A Q&A session and a discussion round was conducted after the presentations to discuss the applicability of the research outcomes into different contexts.

International participants requested further training in their institutions which resulted in one training in Malaysia and another in Sri Lanka being delivered.

During the workshop, the TRANSCEND Living Lab and the MOBILISE digital platform were introduced. The RRI staff mentioned the need for remote sensing-based tools which is a key requirement for analysing problematic areas in rubber estates for their efficient management.

However, it also included presentations by (and discussions with) externals Mr Kishan Sugathapala of Sri Lanka's National Building Research Organisation who discussed 'Resettlement and Capacity Building', Dr. Hans Schaffers from Adventure Research Netherlands who introduced 'Living Labs as a Methodology', and Prof. Marie-Christine Therrien from Montreal's École Nationale d'Administration Publique and Cité-ID LivingLab who contextualized 'Adaptive Governance.' Much discussions ensued between all parties on the pathways/approaches ahead for the TRANSCEND project & on the support/advice offered by the external parties.

Results and Impact Visit to CREAM by Prof Terrence Fernando (PI), Co-I Dr Noralfishah Sulaiman and researcher Farhan Roslan. The discussion was on the possibilities of using the MOBILISE digital platform to support CREAM's vulnerability index. Further discussion centred on the TRANSCEND project and the Living Lab case studies being undertaken. CREAM was interested in the platform and to digitise their vulnerability index, thus were interested in future collaboration.

Results and Impact Professor Terrence Fernando, Principal Investigator, and Farhan Roslan, Researcher had meeting with geologists at the Department of Minerals and Geoscience (JMG), Malaysia. Discussions were on the current work on disaster risk reduction and climate change adaptation (CCA) (DRR). The Department stated that it is critical to investigate multi-stakeholder collaboration and the use of technology in making cities resilient, so were interested in the MOBILISE platform and the TRANSCEND activities and asked to know more. JMG intends to participate in the TRANSCEND project as it goes forward.. They are keen to share their ideas in the future with us.

Results and Impact Lead principal investigator Prof Terrence Fernando, project partner Dr Nora Sulaiman (University Tun Hussein Onn Malaysia) and project researcher Farhan Roslan visited PLANMalaysia for discussions. MOBILISE and TRANSCEND presentations were given to the PLANMalaysia team. Additionally, there were discussions on how to make cities more resilient through digitalization. The discussion focused on how a digital platform might assist city planners in making decisions. PLANMalaysia is interested in the MOBILISE platform and its potential to assist in city resilience. There was a suggestion on establishing a formal collaboration to investigate the use of digital platforms for decision-making in making cities more resilient to future risk.

The discussion focused on climate change action and the use of technology in monitoring climate conditions in Malaysia. The MET department talked on further research into climate modelling and how to develop effective adaption strategies in the future. Interest was expressed in both projects.

Results and Impact TRANSCEND Co-Is Professor Terrence Fernando, Professor Bingu Ingirige and Dr Kaushal Keraminiyage together with TRANSCEND team member, Dayan Munasinghe of the National Building Research Organisation organised a workshop for dissemination of the outcome of the Kalutara Living Lab to all the relevant government agencies (Irrigation Department, Disaster Management Agency, NBRO, International Water Management Institute, Kalutara District secretariat, Department of Meteorology). During this workshop, the TRANSCEND team presented how they are making progress in terms of strengthening multi-agency collaboration and community engagement within the Kalutara Living Lab to promote risk-sensitive urbane development. The technology solutions developed as part of the Living Lab activities were presented and feedback was collected for further enhancement.

1. To introduce TRANSCEND as the innovative technological solution for all phases of disaster management, including integration with development planning, evacuation, post-disaster management as well as "built-back-better.

This was a workshop primarily with several government agencies to collect data. Audience were able to recognise data silos and to actively identify the data gaps as well as gaps in coordination between agencies
