Illegible/invisibilised protracted rural displacements: slavery and forced internal migration in Mali

Abstract

Descent-based slavery and its legacies continue to prevail in most communities of the west and south of Mali today. Because of the lack of protecting legal framework, populations victims of slavery-related violence often have little choice but to escape to more 'hospitable' areas, having been systematically barred from land access in their home village by the local elite. Those populations with ascribed slave status are the poorest and the most vulnerable populations in the Sahel. In many cases though, those displaced, mostly agricultural populations continue to live in precarious conditions because of continuing marginalization and stigmatization in new host communities, with risks of new forms of servitude strongly overlapping with the legacies of historical slavery. Slavery-related displacements in West Africa have been largely overlooked in the development and humanitarian practice and reporting. This is certainly a major omission in view of the Sustainable Development Goals
Our project looks at the most invisibilised historical and contemporary slavery-related internal displacements, those taking place within the rural areas in the Kayes region and which concern in their vast majority women and children because men of those communities are migrants elsewhere in cities and abroad. In such crisis situation as the one prevailing today in Mali, working with populations who are considered of 'slave descent' is thus an urgent equitable development issue.
Our research programme aims not only to analyse and map the long history of slavery-related protracted displacements in the Kayes region, but more importantly we propose concrete measures to redress this unacknowledged long-term crisis situation by sensitising the local and national government in Mali at every level to anticipate and efficiently manage those 'fugitive' displacements of people with ascribed slave status.
Our project team brings together a unique combination of expertise and methods in African history, comparative literature, law, social anthropology and political sciences, which are less common in development approaches. It aims at constructing a synergistic approach with transformative and catalyst effect by exploring both affordable and upscalable solutions for sustainable livelihoods and proposing directly actionable recommendations for the surveyed communities (and beyond). The transformative aspect of this research relies on bridging the gaps between practitioners and scholars in and with the surveyed communities through a website, policy papers, documentary films, teaching material, trainings, research dissemination and advocacy at appropriate policy-making levels, facilitated by two Malian partner NGOs, Donkosira and TEMEDT.

Planned Impact

The project will promote the economic development and welfare of forcedly displaced populations with ascribed slave status in the Kayes region (Mali) by taking positive action to expose their situation which has remained until recently mostly unintelligible and invisible for development and humanitarian practitioners. It will do so through a website, policy papers, documentary films, teaching material, trainings, research dissemination and advocacy at appropriate policy-making levels. In partnership with the Malian organisations Donkosira and TEMEDT, the project will work on legal and civil rights awareness and support for those communities, but will also explore affordable and upscalable solutions for sustainable livelihoods. It will allow girls and women in particular to escape further risks of exploitation by re-appropriating their role as valuable economic agents and contributors to the development of their own community. Those legal and practical resources will be useful for NGOs and policymakers to plan community-centred and locally informed interventions which place equitable development at their centre. The project's impact which encompass both legal and development-focused solutions, will be facilitated by the partnership with the Malian NGO Donkosira and TEMEDT. By providing more information, awareness and 'visibillity' of the issues at stake to key stakeholders including local and national governments, national and international NGOs and agencies, the project will help to make development and humanitarian interventions in the Kayes region relating to land access and protracted rural displacement more effective by targeting directly the involved communities, which are often bypassed by local elites. This in turn, will have a much more long-lasting impact on the concerned communities.
The consortium will organise workshops informed by field research, focus groups and case studies to promote prevention, awareness and step change in the management of 'slavery crisis' and related forced displacements; training workshops and advocacy with local and national authorities and key stakeholders; paralegal training on historical and contemporary slavery and law clinic activities; engagement with schools and cultural institutions to raise awareness and change attitudes; crowdfunding campaigns for securing land access for displaced communities with ascribed slave status; recommendations for scale-up and replicability - with limitations - in both similar contexts and at a larger scale.

Description The main findings of the research were the extent of descent-based slavery in the present-day, its antecedents, and the antecedents of effective anti-slavery activism. These data and results were collected through two quantitative surveys and a series of qualitative interviews, that highlighted that gathered personal testimony of past and present slavery and anti-slavery activism and local solutions to tackle the issue historically and in contemporary settings. On a more analytical side, these findings highlighted the circumstances under which forced migration have occurred until now because of descent-based slavery and how the lasting silence surrounding these issues are part of the strategies deployed by the hegemonic ruling class to prevent any long-term societal change in this matter. These findings further allow to understand the (dis)continuities between historical resistance against slavery and contemporary anti-slavery activism and also provided a tool with which to engage authorities in community, and judicial and administrative settings
Exploitation Route Our project is a research-action program, working concomitantly for increasing knowledge and pursuing social change. For example, an ambitious quantitative survey was conducted in host communities where victims of descent-based slavery took refuge. The data collected can be used to support the claim that descent-based slavery and related forced migration are still very topical issues in Mali that should be taken seriously as they pose severe impediments to sustainable development which were detailed in the survey. In tandem with research and with the support of our research findings, further trainings and awareness-rising activities can be organised to foster social change by deepening knowledge and understanding of the phenomenon to diverse segments of society in West Africa and beyond (youth, schools, local and national government, antislavery activists, civil society and the general public). This kind of activities and future similar activities can be used to make and keep contact with contemporary international actors in the fight against slavery, which in return feeds the research.

Description People who have been marginalised as a result of their ascribed status as descendants of formerly enslaved populations have needed a broad coalition of support from powerful majoritarian communities, and coordinated civil society and action. Crucially the project activities - a comic book and animation produced by people of descent based slavery, and their direct testimony disseminated via documentary film and the subsequent coverage of these activities in the international and national press have generated public debate in Mali. This public debate has occurred in rural areas where marginalised communities live, often side by side with educators and employers who practice discrimination, as well as in towns and cities where forced migration, violence and conflict are prevalent but less visible. This has helped to shift attitudes by ending the silence and addressing the taboo surrounding it and generated broad support to tackle ongoing discrimination and violence. Consequently, a change of attitude of the local and national administrative and judicial authorities regarding the phenomenon has been observed. The victims of descent-based slavery, now find their legal claims are treated as legitimate when they attempt to obtain reparation for the breach of their rights,. Anti-slavery activists in Mali have more freedom to associate and demonstrate without fear of violent reprisals. Key among these is the NGO Donkosira, which has been involved in research and dissemination activities. They are increasingly considered as legitimate partners by the Malian government to tackle the phenomenon. Administrative and judicial authorities have gained a broader comprehension of an underlying phenomenon and new perspectives regarding legal tools to remedy the issue. The Malian government, and the Ministry of Justice and Human Rights in particular, are now fully aware of the importance of fighting against descent-based slavery as a result of our research project

Results and Impact In July and August 2021, the SlaFMig advocacy workshop against descent-based slavery was held in Kayes, Mali.
It brought together various important actors in the fight against descent-based slavery, such as the president of the civil society of Kayes, the representative of the traditional chieftaincy of Khasso, and the prosecutor of the Court of Appeal of Kayes.
The debates and discussions between the participants and the speakers were constructive and lively. Mamadou Coulibaly, president of the civil society of Kayes, reaffirmed the reality of slavery in the Kayes region and emphasised the role of civil society in resolving conflicts related to descent-based slavery in the Kayes region. He also asserted that the action of the Malian state has been insufficient in the management of unilateral claims to land ownership by people who consider themselves "noble". The prosecutor affirmed his commitment to justice, but emphasised that given the impartiality of the judicial institution, the path to change lay with the Kayesians.

Results and Impact The SlaFMig project team based in Copenhagen hosted an online conference in partnership with the Centre for Advanced Migration Studies (AMIS), to hear and showcase the experience and the voice of Salif Kamara, vice-president of the Rassemblement Malien pour la Fraternité et le Progrès (RMFP) - an anti-descent-based-slavery organization active in France and Mali, at the national, regional and local level. The conference, called "Contemporary Slavery, Forced Migration and Diasporic Activism in West Africa", centered around the transnational involvement of the Malian diaspora in the fight against descent-based slavery as part of the "Gambana" movement (meaning equality in rights and dignity in Soninké).
Mr. Salif Kamara answered questions from the organizers and from the audience and shared valuable insights on the origins of Gambana.
The event was bilingual, and joined by both French and English speakers from West Africa, Europe, and North America.

Results and Impact In December, the workshop "Mobility, Mobilisation and Displacement in 'post-slavery' West-Africa" took place in Bamako, Mali. Organised by Lotte Pelckmans (SlaFMig / University of Copenhagen) and Paolo Gaibazzi (University of Bayreuth) through the research center Point Sud, different actors came together to exchange and discuss the topics of mobility, descent-based slavery and its repercussions in different countries and contexts. More specifically, but not exclusively, the workshop focused on the Ganbana movement and its mobilizations in different west African countries over the past 5 years. The presentations opened up exchanges on different research/activist experiences.

Results and Impact Following the creative work made in Bamako, the Djonya Kêlè Ja Toulon project organised an online Game Jam on the February 24th - 28th hosted by Jiwe Studios. During four days, on Jiwe's Discord server, the developers teams worked to convert the concepts imagined in Mali in videogames to raise awareness on the issue of descent-based slavery and give people the tools and inspiration to fight it through games. Ultimately, 7 teams were able to submit their prototypes. After the jury deliberation, the top three prototypes were selected and rewarded with 500USD for the 1st Place, 300 USD for the 2d place and 200 USD for the 3rd. These games are now available on Jiwe's platform.

Results and Impact As a follow-up to the Bamako and Kayes workshops in 2021, an advocacy training workshop was held from June 4-7, 2022 in Gennevilliers with anti-slavery activists from the associations Gambana RMFP Mali and Ganbanaxuun Fedde ARMEPES Mauritania from the diaspora in France. The objective of the workshop was to strengthen the capacities of the members of these movements in advocacy and communication. The activists were accompanied by the Donkosira association, SlaFMig researchers Dr. Marie Rodet and Dr. Lotte Pelckmans, and by the trainer Illia Djadi, an advocacy expert.

Results and Impact The international conference 'Knowledge and Decompartmentalization' about 'Slavery in Africa' was held at the University of Yaoundé (Cameroon) from April 19 to 21, 2022. Mamadou Sène Cissé and Mariam Coulibaly, secretary general and treasurer of the Donkosira association, were able to participate. The conference was organised into panels, which each joined according to the program. Panel 11 dealt with the teaching and history of slavery: Mamadou Sène Cissé and Mariam Coulibaly (Donkosira) made a presentation on the history of descent-based slavery in Mali.

Results and Impact We presented the preliminary results of our survey of displaced populations escaping slavery in the Western Mali with the regional authorities and stakeholders in Kita. Results and Impact The training workshop for 28 paralegals from the regions of Kayes, Nioro and Kita, was concluded in the last week of November 2020 in Bamako. It aimed at preparing the selected paralegals to carry out awareness raising activities against slavery, for citizenship and human rights.
This 10-day workshop offered a comprehensive training covering the history of slavery and its contemporary avatars, legal definition, international and national legal instruments on the protection of human rights, as well as recent jurisprudence. These sessions also focused on women's rights and gender-based violence in the context of descent-based slavery.

Results and Impact For one week, the participants followed various modules to strengthen their socio-historical knowledge and their familiarity with international and regional legal instruments for the promotion and protection of human rights and the fight against descent-based slavery. The presentations were always followed by a question-and-answer session, which not only allowed for a more in-depth discussion of the subject, but also for a frank debate on the findings and proposed recommendations.
In view of the answers given by the participants to the satisfaction questionnaire distributed at the end of the workshop, the training was overall a success. They unanimously stated that "the topics and discussions enriched [their] understanding of the subject", and emphasised in both the questionnaire and the comments the quality of the presentations given and the quality of the participants' interventions in the discussions.

Results and Impact In August 2021, Marie Rodet and Marie-Christine Deleigne visited the village of Mambiri, where a socio-economic survey of the situation of the displaced people and the people hosting them is currently being conducted. The visit helped to strengthen collaboration between village authorities, representatives of the displaced, and (part of) the research team through fruitful exchange. Marie Rodet and Marie-Christine Deleigne took the opportunity to present some preliminary results of the survey and to conduct interviews, notably on the history of the village and its relationship with Kaarta, as well as on the choice of Mambiri as a place of resettlement for displaced persons fleeing slavery. Furthermore, the meeting provided an opportunity to prepare for the continuation of the survey and to discuss the potential contributions of the SlaFMig project research to the village.

Results and Impact On December 1st 2020, Lotte Pelckmans, CO-investigator in the SLAFMIG project, organized, together with anthropologist Paolo Gaibazzi, a full day workshop on the anti-slavery movement Gambana. It was a mixed format with both onlline zoom participation, but also some offline participation from presenters physically in Bamako.
The workshop brought together mainly journalists, experts, bloggers, activists and members of civil society from west Africa concerned with developments related to Gambana. The aim was to provide an overview of the origins, objectives and activities of the movement in the historical, socio-cultural and diasporic context of the regional post-slavery era. We also documented the initiatives and interventions that have emerged in response to the conflicts and their consequences triggered by the (anti-)slavery mobilisation.

Results and Impact In March 2021, the prefecture of Kita hosted a workshop to report on the initial results of the survey conducted among displaced persons in Mambiri and to launch the activities of the paralegals for our SlaFMig research project.
The workshop brought together the project director, Dr Marie Rodet (SOAS, London), Prof Bakary Camara (University of Public Law, Bamako) and representatives of local NGOs Temedt and Donkosira before an audience of village chiefs, paralegals and civil society representatives.
The prefecture of Kita reaffirmed its commitment to supporting the fight against slavery and to receiving displaced persons; representatives of the village of Mambiri, village chiefs in the Kita cercle, local youth, the Coordination of Women's Associations and NGOs of Mali, and the High Islamic Council also welcomed the initiative and pledged their support. The presentation resulted in several recommendations for continuing the fight against descent-based slavery, including the need for institutional and legal reforms, and for programmes for the socio-economic empowerment of victims of slavery, particularly through access to land ownership, to training and to economic activities.

Results and Impact In September, a workshop to discuss advancements on the Special Issue "E-Motive histories of female displacements" took place in Gilleleje, Denmark.
The workshop started with all participants presenting their draft papers and receiving peer feedback, which often developed into fruitful discussions about writing styles, the use of terminology and specific context related aspects.
A debate took place on terminology, positionality and methodology. The discussions helped to advance the ideas of all contributors and clarified common guidelines.
