PATH-AI: Mapping an Intercultural Path to Privacy, Agency, and Trust in Human-AI Ecosystems

Abstract

PATH-AI is a UK-Japan collaboration that will develop and pilot a methodology for inter-cultural co-design of a culture- and human-centric framework for a more ethical and equitable human-AI ecosystem.

The project will rely on an experienced multidisciplinary international team of researchers to build the first of its kind intercultural co-designed framework of this sort.

Firstly, a comprehensive literature review and interview-based research on the normative (cultural, social, ethnographic) and institutional (legal, economic, political) dimensions of privacy, agency, and transparency (PAT) will clarify the UK- and Japan-specific views on these values. Specifically, the meaning, roles, and interrelationships between PAT within human-AI interactions will be considered, paying special attention to the fundamental role that PAT values have in furnishing other norms, politices, and laws that guide human-AI interaction.

Secondly, by juxtaposing the Anglo-European and Japanese traditions, the researchers will draw a comprehensive view of PAT in human-AI ecosystems, expanding or delimiting these concepts. Challenging the limits of current AI ethics discussions, we will extend AI ethics to a wider landscape of cultures, values, and societies and explore how these have funded the nature and dynamics of the human-AI ecosystems within the UK and Japan.

Thirdly, the researchers will build an intercultural bridge for communication between British and Japanese citizens through the commissioning and international exhibitions of British and Japanese art, inspired by our comparative analysis of PAT in innovation ecosystems. By exchanging art pieces between the two countries, viewers will be confronted with different views of AI and their reactions and views will be studied. This will conclude Phase One of the project.

In Phase Two, extensive stakeholder engagement within working groups will be initiated. Working groups will collaborate to co-design a unique culture-informed international governance framework for AI ethics that is based on the enriched UK and Japanese traditions of PAT vis-à-vis AI. Through this work, we will also identify policy shortcomings and make recommendations. This framework and policy recommendations will be launched at an international conference, setting the start for future UK-Japan AI ethics and governance dialogues.

Our work will benefit key stakeholders. The research carried out through this project will advance knowledge in the cultural, anthropopological fields by deepening understanding of and comparison between Anglo-European and Japanese representations and traditions regarding PAT, both between humans and between humans and inanimate objects. Our work will also bring key insights to political philosophy, law, and economics by reflecting how political, legal, and economic institutional structures adapt to different sociocultural views of PAT in practice. This will chart the path towards intercultural ethical studies, but also will highlight key lessons for future institution- and capacity-building that is to be based on and adapted to local norms and beliefs.

PATH-AI will also build communication channels between policy-makers, civil society, research institutions, industry actors, and citizens within and between the UK and Japan. Through continuous and multisided stakeholder involvement in the research process, we will both enhance the quality of our research, but we will also build stakeholder connections that will survive beyond the project. Moreover, by clarifying the different, yet completentary British and Japanese cultures, we will build multual understanding and enrichment between the two nations at the level of both citizens and policy-makers. Ultimately, this will not only benefit intercultural dialogues, but will also facilitate future policy-making and regulation that will encourage ethical innovation and economic activity between the countries as well.

Planned Impact

The research team has extensive interdisciplinary research experience that they will utilise to ensure the research project maximises its impact on multiple levels. A key advantage that our research team will rely on is our extensive experience providing consultation and advice to public authorities both in the UK and Japan. Among those whom we have contacts with are the Japanese Ministry of Internal Affairs and Communications, the UK Department for Culture, Media and Sport, the Centre for Data Ethics and Innovation, and the Office for AI in the UK.

Policy-makers and civil society as beneficiaries
Cross-national and intercultural investigation into the key identified themes - agency, trust and privacy - is imperative in order to encourage progress towards a wider and more inclusive dialogue on AI governance, ethics, and regulation. Our project will lay the foundations for intercultural dialogue on AI governance by:
- Facilitating mutual understanding on the basis of cleare and accessible information about UK and Japanese culture
- Encouraging the formation of bonds between stakeholders through increased stakeholder engagement and working group co-design of an AI framework
- Highlighting and enriching knowledge on the policy and legal tools that are informed and influenced by privacy, agency, and trust and how these have economic, technical, and social reflections

Citizens as beneficiaries
Citizens will also benefit from our research. Individuals within the UK and Japan will be involved in the project through interviews, receiving the opportunity to be heard and directly contribute to an international effort for AI governance. In addition, citizens will be enriched through the PATH-AI experience by being presented with challenging new (and foreign to them) ideas about what human-AI interactions look like and how agency, privacy, and trust fit within that framework. This will be done by employing innovative interactive research and engagement strategies. This will also increase the awareness and capability of citizens to engage in AI ethics conversations in their private and public lives. Finally, citizens will benefit from the governance dialogues that PATH-AI can launch by having better regulation, policy, and AI-driven services and tools produced and representing their interests.

Artists as beneficiaries
This research will also benefit artists, those who enhance and engage with dialogues and raise awareness about AI in the society through the unique subjective emotional prisms that shape their creativity. Artists will be introduced to a new side of human-AI interaction that would enrich their artistic capacity and worldview by placing the modern technological revolution in the historical context of UK and Japanese cultural traditions, with their philosophical, social, and ethnographic complexities. Beyond this, artists will benefit from the opportunity to contribute directly to the intercultural dialogue between the UK and Japan through their art, adding their individual energy to the debate and enjoying the opportunity to exhibit their art internationally.

Economic actors as beneficiaries
Economic actors will benefit from the PATH-AI project by receiving greater clarity about the culturally-motivated particularities about consumer behavior, desire and demands in both the UK and Japan. By being more aware about what is socially acceptable and desirable in both countries, economic actors will better be able to guide and direct their investments towards innovation. In addition, thanks to the intercultural governance dialogue launched with PATH-AI, the international achievement of clarity with regard to AI regulation, standardization, certification, and even international trade will be facilitated and enhanced, leading to increased economic opportunities at closer timespans for such innovators, manufacturers, and entrepreneurs.

Description In response to the COVID-19 outbreak, we shifted our initial empirical focus to a comparative analysis of the role of AI and data-driven technology in the public health responses to the pandemic in the UK and Japan. This has provided us an especially enlightening lens through which to view the issues of privacy, agency, and trust upon which the PATH-AI project has been based. In its early stages, our PATH-AI research focused on interrogating what sociocultural characteristics can tell us about the resilience or vulnerability of Japan and the UK in the face of the challenges presented by COVID-19. Such characteristics include levels of trust in government, interpersonal trust, and social capital - the bonding and bridging relationships between people that enable a society to function effectively - as well as practical orientations to reciprocity, social duty, and civic engagement. Our preliminary observations indicated that differing levels of interpersonal trust and trust in government have led to very different public health outcomes in the UK and Japan. Levels of social capital, trust and solidarity have had significant implications for the efficacy of different policy responses to the pandemic, as well as for the level of compliance with the current mass vaccination mobilisation and other public health measures. Likewise a lack of trust and a self-protective prioritisation of privacy led, in a significant sense, to the adoption of digital contact tracing technologies that have ended up somewhat misaligned with public health priorities in both countries. Constructively, we found that, above all, it is vital to start thinking now about how to rebuild and support forms of both interpersonal civic trust and trust in government as a public health priority in the British context. Part of this is about rebuilding the credibility of government and the trustworthiness of its policies through greater transparency in communication.

In the next stage of the project, in collaboration with our Japanese partners, we completed 95 semi-structured interviews and surveys with a mixture of experts in AI and data-driven healthcare as well as members of the public in both the UK and Japan. This yielded a large quantity of rich data about how people in both countries viewed privacy, agency, and trust in relation to three different case studies of data-driven healthcare technology: digital contact tracing apps, symptom checking tools, and care robots. We published our initial findings in our PATH-AI interim report in December 2021, which was subsequently translated into Japanese and published by our research partners at RIKEN, and these are summarised briefly below.

We found both similarities and differences that challenged existing thinking and academic literature on these three key concepts and their relationship to how the self is differently understood in the UK and Japanese contexts. In the UK, the liberal tradition of the autonomous and self-possessing individual has tended to predominate, with greater emphasis on individual rights and freedom to pursue one's personal self-interest. In Japan, these values have tended to be understood in a more relational, less absolute way, taking greater account of interdependent social relations and contextual identities. But we also found that social, political and technological changes over the past 30 years have brought views in Japan closer to the UK in the sense of greater concern about personal privacy, rights, and individual agency.

Across both the UK and Japan, we also found a shared sense of growing asymmetries - of data, informed choice, resources, capabilities, and ultimately power - between users, governments, and companies. These asymmetries were fuelled by black-box digital tools, apps, and algorithmic systems, often developed and deployed in a top-down, paternalistic manner by tech companies and governments alike. This left many respondents feeling confused about what data was being collected about them and how it was being used, feeding feelings of disempowerment and distrust, with little participatory parity or agency. Respondents in both the UK and Japan were concerned that citizens, government, and regulatory and legal systems were simply not able to keep up with the rapidly increasing complexity of technological developments. Experts and members of the public in both countries called for greater public education and far clearer communication about these increasingly complex technologies. They also called for more public consultations and meaningful participation in governance and regulation. Several experts argued for the need to embrace a collective and more horizontal approach that struck a new reconciliation between individual rights and public benefits.

We next commissioned three artists to produce works inspired by this research. In December 2021, in collaboration with Somerset House Studios and the University of the Arts London's Creative Computing Institute, we launched our call for artists to propose artworks engaging with our findings. We received over 200 entries from across the world, which represented a phenomenally successful call. Our partner, Somerset House Studios, described it as the most globally diverse response they had ever received. We selected three artists to be commissioned, and they produced creative original works inspired by our findings that were exhibited by Somerset House (https://channel.somersethouse.org.uk/artworks/path-ai-privacy-agency-and-trust?_ga=2.11485431.2106536056.1680275802-247317524.1680275802).

In the final stage of the project, instead of developing our own AI ethics and governance framework, we decided to engage with UNESCO's Recommendation on the Ethics of Artificial Intelligence, as this is the most widely agreed normative instrument in its domain, having been adopted by all 193 UNESCO Member States in November 2021. We held three sets of workshops between August and September 2022 with civil society organisations and academics from 25 countries across six continents working on digital rights and the ethics of AI in order to evaluate a stakeholder engagement process, ethical impact assessment, and readiness assessment methodology, to support UNESCO's ongoing work. Short reports were produced based on each of the three workshops, and these were shared with UNESCO. Our findings emphasised the key role that civil society could play in assessment of countries' readiness to implement the Recommendation, as well as in the ethical impact assessment of AI systems, as part of the global implementation of the UNESCO Recommendation. We subsequently arranged a 6-month secondment for one PATH-AI team member to UNESCO which provided the opportunity to directly apply our workshop findings to the ongoing implementation of the Recommendation. A final conference is planned between UK and Japanese partners in June 2023, and a final report on the PATH-AI project will be published by the UK team in the same month.
Exploitation Route We have aimed to facilitate comparative reflection on the relationship of privacy, agency, and trust in the intercultural context. Our initial research provides a good starting point for doing this in the Japanese and British cases, especially as these relate to the novel set of societal challenges that the pandemic has raised. Part of our research is being taken up at venues such as an upcoming workshop on tools of governance in Japan at the Japan Zentrum of the Ludwig-Maximilians-Universität, which references our work on Japan's response to the pandemic. The findings of our workshops with international civil society organisations in relation to their engagement with AI ethical governance is also being taken up by UNESCO in its implementation of the Recommendation on the Ethics of AI, with one of our partners, GobLab in Chile, agreeing to pilot and evaluate UNESCO's Ethical Impact Assessment tool.

In the final phase of PATH-AI, we have built an international consortium of collaborators to participate in PATH-AI workshops, and we aim for this consortium to continue to convene beyond the end of the PATH-AI project, to provide a lasting legacy that can build on the foundations of this project while being taken forward by a broad range of civil society groups around the world. Moreover, we are also currently exploring the possibility of continuing our collaboration with Somerset House Studios in relation to AI and art beyond the end of the PATH-AI project.

In addition, an article that implicitly drew on aspects of research relating to privacy from the PATH-AI project, as well as on previous non-PATH-AI research, was published in "The Conversation" in May 2021. The article was viewed 24,000 times and was the subject of hundreds of social media posts, indicating substantial non-academic impact. A further article published in "MIT Technology Review" in January 2023 also led to widespread engagement from a diversity of audiences. Part of our research is being taken up at venues such as an upcoming workshop on tools of governance in Japan at the Japan Zentrum of the Ludwig-Maximilians-Universität, which references our work on Japan's response to the pandemic. PI Contribution The PATH-AI research team is collaborating with Somerset House Studios arts organization and the University of the Arts London's Creative Computing Institute to commission three artists to undertake a 6-month virtual residency, during which each artist will create an artwork engaging with the themes of the PATH-AI project. The completed artworks will then be exhibited by Somerset House Studios via their website. The PATH-AI team provided the budget to commission the artworks (as per our project plan), set the brief for the artists, convened the partnership with our collaborators, and we will also provide guidance and support to the artists as they create their artworks.
Collaborator Contribution Somerset House Studios (SHS) have assisted by co-developing and promoting the call for art applications, and in the process of shortlisting and interviewing prospective artists. During the residency, they will provide curatorial and artist development support, as well as a dedicated mentor for each artist. They will also display an artist profile on their website, promote the residency through social media channels, and exhibit the completed artworks via their website. They roughly estimate the GBP value of this contribution as follows: Producing / Advising on commissioned works - £5,000 Project management of call and residencies - £3,000 Marketing and press value (for opportunity and presentation of works) - £5,000 Value of SHS residency support and development programmes - £2,000 Total - £15,000 The University of the Arts London's Creative Computing Institute are also assisting in the process of selecting and interviewing prospective artists. During the residency, will provide access to online technical and advisory support (e.g., natural language processing, image generation and processing, sound, games design, interaction etc.
Impact The outcomes will include the exhibition of the completed artworks and related events including panel discussions, in late 2022.

Results and Impact The Alan Turing Institute invites you to attend a webinar to discuss the findings from an independent Public Dialogue on Location Data Ethics with a panel of leading data experts. The report was commissioned by the Geospatial Commission, an expert committee in the Cabinet Office, with support from the UKRI's Sciencewise programme, and was delivered by public dialogue and data specialists Traverse and The Ada Lovelace Institute. This event will cover the launch of the independent public dialogue report and will provide a chance for speakers to reflect on some of the key findings and explore further opportunities and challenges for location data ethics. At the end of the event, there will be an opportunity to network. The public dialogue consulted 85 members of the public over four workshops and the report identifies their aspirations and concerns in relation to location data, as well as suggesting how to mitigate ethical risks and grow public trust. The report includes findings on the public's awareness of location data and its benefits, which was initially low; data security and their feelings of insecurity; accountability and governance of users of data; and consent, with participants generally comfortable with personal data being used in an aggregated form.

Results and Impact For the past two years, UNICEF and the Government of Finland have partnered to better understand how artificial intelligence (AI) systems can protect, provide for and empower children. On 30 November and 1 December 2021, we jointly hosted a virtual Global Forum on AI for Children, which gathered experts, policymakers, practitioners, researchers, children and young people to share their knowledge, expertise and experience on the use of AI systems by and for children. At the event we launched Version 2.0 of the Policy Guidance on AI for Children, and the organizations that have piloted the guidance shared their experiences and lessons learned.

Results and Impact At the UNESCO General Conference in Paris today (Thursday 25th November), Dr David Leslie, Ethics Theme Lead at The Alan Turing Institute, gave a presentation at the launch of the Recommendation on the Ethics of Artificial Intelligence. The event was opened by Audrey Azouley, Director-General of UNESCO, who said the Recommendation is "unprecedented in its substance, its scope and its degree of precision". The Recommendation will be adopted by the 193 Member States of the Organization, and for the first time provides a global normative framework on the ethics of artificial intelligence. Dr Leslie, from the Institute's public policy programme, said the publication of the guidance by UNESCO "marks another remarkable achievement in its distinguished history. "It puts forward values and principles-such as human dignity, social and economic justice, environmental flourishing, and the interconnectedness of all living creatures with each other and the biosphere-that provide a compass for a global AI innovation ecosystem in dire need of directions for principled navigation." It also sets out a series of policy recommendations that provide an operational framework for stakeholders across public, private and third sectors to put these values and principles into practice. Why is this Recommendation important? Artificial intelligence holds enormous promise to better society. Innovations in AI are already dramatically improving the provision of essential goods and services from healthcare and transport to education and food supply. As AI technologies improve, there is hope that AI can one day help humanity solve some of its most difficult scientific problems and confront some of its most urgent challenges. Artificial intelligence's tremendous potential for good is matched by its potential to cause harm. The penetration of AI systems into all areas of our lives gives rise to legitimate worries. These range from loss of agency and social connection, entrenched bias and discrimination, biospheric harm, and widening digital divides to concerns related to harmful outcomes as well as data integrity, privacy and security. The pervasiveness of AI technologies also triggers mounting questions concerning their governance, assurance, and oversight. In recognition of the transformative power of AI - for good and bad - and as part of its mandate, UNESCO has initiated a global dialogue to establish a normative framework on the ethics of artificial intelligence. After two years of consultations, involving the Institute's Programme Director for Artificial Intelligence, Dr Adrian Weller, as the UK representative, UNESCO's 193 Member States are adopting the first ever global Recommendation on the Ethics of Artificial Intelligence. We are delighted that the Institute has played such an important role in this work and in this historic event.
