Abstract

Higher education, which includes universities and some colleges, is a large, growing, dynamic and internationalised sector that is strongly connected to communities across the UK and around the world. In the last five years the world tertiary enrolment rate has risen from 33 to 40 per cent of the school leaver age cohort. Half of all young people in the UK now enter higher education. New knowledge in the form of published research is doubling every 12 years. Knowledge is increasingly important for economies and societies, especially in the form of fast changing technologies at work and in daily life, in cultural products like books and films, and in the development of students for work and living. Knowledge shapes and changes us. It adds to our understanding, brings us closer to others and expands what we can do.

The ESRC/OFSRE Centre for Global Higher Education (CGHE) conducts research on global, national and local aspects of higher education. CGHE is a partnership of six UK universities (Oxford, the UCL Institute of Education, Lancaster, Sheffield, Bath and Durham) and nine international universities on five continents. It brings together an active network of 30 university researchers. CGHE is the UK's first international centre in higher education research. Its work is published in books and academic papers, and in short briefs for policy makers and the public. Its research is often discussed in the media and on social media.

Research on higher education draws on several social science disciplines, especially economics, sociology and psychology. It ranges across teaching and learning, delivery technologies, data analytics, research and its evaluation, governance and management, social participation, graduate employment, the contribution of universities to regions, international students, development education and more. CGHE was established because it was recognised that (a) at the base of practical problems of teaching and learning, policy and management there are long term issues open to research and (b) deeper understanding of the changing global context of higher education and research ias essential to the sector in the UK.

CGHE's fundamental mission is to use research to find ways and means of making higher education institutions more effective, more efficient, more economically useful and more socially inclusive. CGHE is also an important source of information about trends in higher education, and examples of good practice.

In the Centre Transition phase of its work in 2020-2023, CGHE moves from a primary emphasis on new investigations and data gathering to (1) the completion of scientific outputs, (2) communicating the outcomes of its research to policy makers, higher education practitioners and the public, and (3) securing the maximum impact of the research in the form of improvements to higher education provision and additions to higher education policy.

Planned Impact

1. Who will benefit from this research?

The primary beneficiaries and users of research on higher education, aside from researchers themselves, are government departments, agencies and bodies charged with inquiry and review, primarily in the UK (though with some demand from the English-speaking world, Europe and East Asia); committees of the parliament; companies working on higher education, for example in international education; general media and sector-specialist media inside and outside the UK; national and international organisations in the field of higher education; and higher education institutions themselves, especially executive leaders and the professionals working with them.

In relation to government departments, agencies, bodies charged with inquiry/review, and the parliament, CGHE researchers have built extensive links by being 'on call' and providing data, analyses and briefings as requested.

CGHE has formally affiliated members of national education organisations through its structure of Associate Organisations. These include Universities UK, and also its International unit, Higher Education Policy Institute, Advance HE, University and College Union, WonkHE, Society for Research into Higher Education, National Centre for Universities and Business, National Union of Students, and UK Council of International Student Advisors. Most CGHE project teams include representatives from an Associate Organisation, who provide critical feedback, e.g. on data analysis and draft findings papers. They are invited to seminars, chair conference sessions and give conference speeches. Over half the CGHE Advisory Board is from Associate Organisations plus key stakeholders including Research England, the Office for Students and ESRC. In the Transition phase the relationships become still more important, e.g. shared public events for dissemination purposes.

In relation to media, the CGHE communications strategy (facilitated by a full-time communications officer) is to maximise both academic and public audiences for the research. CGHE has created 66 discrete publications. When publications are issued, they are accompanied by extensive media promotion. CGHE has produced 93 blogs from researchers and generated 173 news stories on the CGHE website. CGHE has a 128-strong distribution list of global higher education journalists who receive updates. CGHE's research and a researchers have appeared in 373 press stories across the world. The CGHE Twitter feed has posted 3,711 tweets and followers have passed the 4,300 mark.

In the Transition Centre phase, which emphasises dissemination, policy and impact, relations with policy makers/government, Associate Organisations and media will be even more important. The CGHE communications strategy will focus especially on the production of shorter briefing materials.

2. How will they benefit from this research?

Policy makers and regulators in government benefit by being better informed about higher education in general, and particular issues. CGHE's briefing role has been most significant in relation to economic and sociological research e.g. on graduate employment (especially), tuition loans systems and their parameters, part-time study, student loans. Those issues affect large numbers of people and are also at the forefront of public discussion. There is also ongoing demand for briefings on the global higher education environment, as in a recent CGHE presentation to the Scoping Committee of the Office for Students. Journalists also benefit from the same information.

CGHE's expert information on economic and social aspects of higher education, and on policy issues in relation to teaching and learning such as the Teaching Excellence Framework in the UK, is called upon frequently by committees of the parliament, policy reviews such as Augar 2019, the DfE and BEIS. CGHE's economic experts on tuition loans systems have advised governments in seven countries since 2015.

The Covid-19 pandemic has impacted the use and impact of the award as follows: (1) some data collection has been delayed, mostly that entailing site visits for field work; (2) it has not been possible to hold face to face events of dissemination purposes. Fortunately however the centre has made very effective use of webinar formats and online conferences and has achieved its maximum global visibility during the pandemic period. CGHE now runs a twice-weekly webinar on higher education issues, regularly drawing 40-200 people from across the world (sometimes more) depending on topic. The webinars have been a very effective platform for disseminating CGHE's research. marked by the consistently high quality of the presentations and the excellent quantity and quality of participant audience contributions in the 20-30 minute Q&A in each session. After two years - and despite the entry of many new players into the webinar space - CGHE has increased its participant audiences overall.

Description The CGHE Transition Centre has been in operation since November 2020. There are ten projects in the Transition phase, eight of which are ongoing from the first five-year phase of CGHE and two of which are new, commencing with the beginning of the Centre Transition phase. The Centre Transition phase opened more than seven months after the COVID-19 global pandemic began. Physical movement and meetings were then substantially inhibited, especially activity beyond the UK which is an important dimension of our work. Pandemic-related conditions affected the Centre Transition CGHE for the fist two years its life. While the effects have varied by place and over time, the pandemic especially affected face to face research organisation, access to data repositories, processes of data collection that involve site visits to organisations, face to face engagement with research stakeholders, and much of the planned impact-related dissemination and public events programme. Of these effects, three were especially significant. First, the closure of processes of data collection that involve site visits to organisations. Most of the projects include qualitative interviews or parallel processes, and it was necessary to shift those projects into online data collection, often triggering delays and the need for additional data collection, as the potentials of online access and collection are not identical to those of face to face access and collection. The shift to online pushed back original project schedules in each case. These factors especially affected the two projects new in the Centre Transition phase, CGHE projects 3 (The research function and mission in higher education) and 9 (Mapping the supra-national higher education space). Second, CGHE was unable to hold its face to face annual conferences in 2021 and 2022. The annual conference would normally have brought together researchers active in all projects, including those ESRC-designated researchers based in Japan, Hong King, China, United States and Ireland. This would have enabled intensive project meetings, including consultations with stakeholders. The lack of these meetings slowed the formation of combined analyses in project work, processes of discussion and criticism, and the exploration of cross-project synergies as project researchers bring together their findings. Third, the pandemic closed down in-place public events for almost the whole two-year period. This affected consultative processes with stakeholders planned as part of the research, and blocked impact-related events, mostly mean to happen in London. Processes of building impact across all of CGHE's work were retarded during the pandemic period - both by the shutdown of public events, especially affecting the eight ongoing projects that were gearing up to go public, and by pushing forward in the calendar the normal sequence of research-academic outputs-public dissemination in all ten projects. In December 2022 the ESRC granted CGHE a further six months for the award in order to enable researchers to complete their work and optimise impact. Despite the difficulties, during the pandemic CGHE proved its effectiveness in the public space. Its communications stepped up to meet the challenge of the times. It moved effectively into on-line mode and enhanced its presence on social media. All meetings of the research management committee and advisory board switched successfully into online mode and twice weekly global webinars were developed in place of face to face seminars, with webinars up loaded to YouTube. Attendances at webinars have varied from 30-300 depending on topic but have typically been 60-120 participants. CGHE also held two large scale online annual conferences and other electronic events and continues with online conferences and webinars post-pandemic. The Centre also continued its programme of Working Papers (number 87 was issued in March 2023) and policy briefs and blogs, in addition to a large number of academic books and journal articles. It is too early to assess full impact of the CGHE Transition Centre research. Numerous instances of engagement with policy and professional practitioners in higher education are listed in ResearchFish but assessment of impact needs another year. The 2023 ESRC award for impact on policy went to two CGHE-affiliated researchers, Lorraine Dearden and Bruce Chapman, for their work in advising the Columbian government on the design and implementation of an income contingent student loans scheme to underpin tuition. In relation to key CGHE projects such as those on graduate employment, the impact of student loan debt, and the public good functions of higher education and international education, CGHE's transition Centre projects are in continuity with those of the first five year Centre and CGHE's researchers have continued to provide extensive input to government, committees of the parliament, and public discussion. The Launching Ceremony for the 5-Year Plan for Higher Education in Lebanon, 2023-2027 was held on 23 January 2023. The next step will be implementation, beginning with a quality assurance review of the HE system.

PI Contribution Callender formed the collaboration with 2 academics one from the University of Vanderbilt and one now at Boston College as a direct result of giving a paper, at the University of Pennsylvania, about the findings of a study on student debt among prospective students. The US colleagues have used the same measures of debt aversion, developed by Callender in 2002, and used in the Callender and Mason 2015 study on debt in their US study of loan debt aversion among young people. We are currently in the process of writing a joint journal paper exploring attitudes towards debt and intentions to participate in HE among a broadly similar group of English and US young people in school - using the same measures of debt aversion. We have provided our US colleagues with our data from the English 2015 survey of potential HE students which they have merged their data from a similar US survey so that we can do this comparative US and English analysis. Thus we have created a unique English/US dataset. Callender is providing her expertise on student funding in England in the analysis and has written around a half of the the journal paper.
Collaborator Contribution The researchers at the University of Vanderbilt and Boston College are providing us access to their data arising from their survey of young people for this comparative work. In addition, they are undertaking all the analysis of the merged English/US dataset, including modelling at no cost to us. Furthermore they will provide expertise on the US system of student funding in the analysis and write up of the paper.

Impact The course attracted >47,000 enrolments to Dec 2020, from countries across the MENA region, many of them LICs. The Jordan Ministry of Education ran their own instance of the course for their teachers. Due to our collaboration with the Lebanese University over the last two years on a previous Edraak course, the academic staff have been learning about online learning and have understood its importance and value. The pandemic meant that many courses run by universities had to go online, and the University was well placed to do this. The course embeds the Learning Designer tool (ES/F042175/1) as a key element of the exercises in the course. The Lebanese University has been lobbying the Government to relax their refusal to recognise online degrees, and new legislation is now being considered by Parilament. These courses achieved capacity building impact in MENA and across the world, and conceptual impact by reframing the debates around the potential of online learning and MOOCs, especially at the Lebanese American University and Lebanese University, and our collaborating NGOs. We also changed the learning design orientation of Edraak (https://www.edraak.org) to incorporate social and collaborative learning into the platform now adopted across all their MOOCs, with >2m learners.

Title The Learning designer Browser section 'Blended and Online Learning Design': A library of learning designs, created for sharing by participants in a professional development MOOC for teachers in all sectors. 
Description Designers who make their designs public on the website always retain ownership of shared designs, but they are shared under the Creative Commons 4.0 (BY) license. For this course the participants are all teachers and educators in all sectors and subject areas, from countries across the world. The learning designs made available to all are developed by participants using the Learning Designer tool to design their own learning designs on the Designer screen. if the user chooses to make their design public, they can be collected within the category 'Submissions - Reviewed', all of which have been peer reviewed. As of March 2022 there are 72 such designs for this course, and a further 17 curated designs, i.e. reviewed by the Educators. If the user chooses to submit their design for review by the course Educators according to a stricter set of criteria, they can be included in the category 'Curated designs from the BOLD course'. As of 30 July 2021 there are 12 such designs for this course, with a further 6 awaiting approval.

It's a broad programme that includes a concern around the 'power asymmetries' and unequal relationships between universities in the Global South and Global North. A key project concerns the methods used to rank universities (and academic health departments) globally by organizations like Times Higher Education, and how the biases and methods reinforce colonial inequities. The objective of the expert group is to propose solutions to the problems identified in the briefing paper and produce a report/statement.

The network fosters research and educational collaboration among its members, with a special focus on major global challenges related to sustainable development.
I was asked to address the Academic Advisory Group (senior academic administrators from member universities-typically DVCs or vice presidents). The objective was to discuss the implications of the COVID-altered world on the historically deep international engagement of major universities in research and education. My contribution was asked to assess the current situation and opportunities for diverse multilateral partnerships of the kind represented by WUN.

Prof Alis Oancea and Dr Xin Xu presented findings from Project 3 'Research on Research: The Research Function and Mission of Higher Education.'
Postgraduate students and early career researchers developed their professional skills (methodology, research design, subject knowledge) through their questions and feedback on the CGHE projects. The discussion gave the CGHE researchers and audience members input for their future research activities (reflections on positionality, limitations of research design and future research areas).

Results and Impact Abstract for the event: Higher education is under pressure to be more transparent and accountability for its education and research. Almost everywhere a war of words has opened-up about credential relevance, career readiness and cost vs. price. We have traditionally relied on peer-review and self-reporting, but critics (and even some of our friends) are saying this is no longer adequate. This session will examine these issues through an interactive discussion, sparked by provocations. To what extent are students and the "public" distrustful of higher education or are the media and political officials actively encouraging such distrust? Can traditional forms of academic accountability, such as quality assurance and accreditation, continue to deliver public assurance of the quality of institutional performance or are new forms of external verification required? How do we balance different perspectives?

Results and Impact The Royal Society of Edinburgh (RSE) and Young Academy of Scotland (YAS) initiated a joint project on 'Tertiary Education Futures' (TEF). This stemed from a need to consider, holistically, the future of tertiary education in Scotland. The last five to ten years have seen a series of significant developments impacting on the tertiary education system, including: those relating to skills and enterprise; widening access and the learner journey; changes in the delivery landscape, particularly the establishment of regional colleges; new modes of delivery including graduate apprenticeships and online learning; and enhanced articulation pathways between colleges and universities. The Scottish Funding Council's review of the coherence and sustainability of HE and FE brought added focus and point of influence for the TEF project.

The objective is to stimulate wide-reaching debate about tertiary education, generating new insights and ideas to inform future policy and practice.

An expert group was established, and I was a member of the expert group. The final report was launched on 3 March 2022

Results and Impact This presentation to the CGHE seminar series entitled "Inward student mobility and higher education systems in France and the UK since the 1920s" presented my key findings from my historical statistical data associated to my CGHE project. The comparison of the historical trends, patterns and structures of funding, expansion and differentiation of HE systems to those of inward student mobility of France and the UK since the 1920s generated key questions about the contemporary context from the audience.
