Abstract

Understanding Children's Lives and Outcomes, led by Morag Treanor and Fiona Mitchell, will provide new insights to help better understand and deliver the best possible outcomes for children, utilising existing datasets newly acquired by Scottish Government, in areas including education, health and wellbeing, and the provision of protection and care for children.
There is an extensive range of data about children in Scotland, but it is held across different organisations and is not currently linkable in a way that allows analysis and insights into outcomes and how they vary across society. In addition, our works aims not only to look at children as individuals or in isolation, but situate them within their household and familial context to create a richer understanding of the factors affecting children's lives and to help better address the needs and experiences of children.
Through the research projects, we seek to demonstrate the usefulness of these datasets in order to better understand children's lives and inform policy and practice, and in turn promote the future use and re-use of this data. We aim to learn more about particularly vulnerable cohorts, such as looked after children and, overall, to better understand children and young people's pathways and outcomes, building an evidence base which can help to improve their health, wellbeing and attainment.

The ambitions for people in Scotland are captured in the National Performance Framework, which has a core strand on Children and Young People, and strives for an environment where children grow up loved, safe and protected and can reach their full potential. Our research projects directly respond to the Scottish Attainment Challenge, Permanence and Care Excellence Programme and Independent Care Review 2020 in Scotland, to improve data and outcomes for children in these areas.

We will undertake two projects.
The first will look at educational exclusions and absences. We will examine the variation between schools and between local authorities in their policies and practices in relation to temporary exclusions and absence, and will establish what policies are most effective in reducing exclusions and absences and improving children's outcomes. We will also explore the role of family characteristics and circumstances household living arrangements. This will allow us to explore the extent to which it is policy and practice, and not the demographics of the catchment or the characteristics of the family that make the difference to absences, exclusions and outcomes.

The second project will examine growing up in kinship care. Our ambition is to increase our knowledge of the needs, circumstances and outcomes of children currently living in formal kinship care. We will look at the requirements that universal, and targeted services need to meet in the context of statutory duties focussed on promoting the wellbeing of all children. In the course of undertaking this research we will find out whether this new linked dataset could be used to create thematic reports that could form part of a more in depth annual statistical bulletin produced by government.
 
Title Comic - what is data research? 
Description The creative output is a comic. It was created in collaboration with children and young people, Children in Scotland, SCADR researchers and an Edinburgh College of Art artist. The comic followed on from our children's engagement pilot and is an accessible, engaging format to explain what data research is and how what we do takes into consideration children's rights, as laid out in the UNCRC.

Description Our report on the Impact of Covid-19 on Children's Care Journeys in Scotland: An Analysis of the Administrative Data on 'Looked After' Children found large reductions seen in the number of children and young people both entering and leaving care throughout this time, alongside a decrease in movement for children who remained in care.

In our Infants Born into Care (updated report) - The difference we found in our previous report where Scotland had higher rates of infants starting care than England has disappeared in the most recent data. In both countries now, around one child in every 107 enters care before their first birthday.
Exploitation Route These findings can help inform child protection agencies, social workers, local authorities and Government, as well as children's charities, to better understand children in care and the impact of policies or events such as the pandemic.

Description The Infants Born into Care Report, released in Autumn 2020 and updated in 2023, has raised understanding of very young children and the patterns of care in the first year of life. We have engaged directly with a range of children's practitioners and organisations including Child Protection Scotland, Scottish Government and local authorities to ensure these findings and their implications reach those in policy and practice, and the results have appeared in various media articles helping the public understanding of children-in-care statistics. Our children's engagement work is innovative and takes a children's rights approach. It has provided insights into how to engage children and young people with data. Through our partnership with Children in Scotland, this work and its report has provided learnings for other stakeholders and informed best practice. It has led to further ideas for engaging with children about data, a training session with our researchers building capacity in this area, and informed work across the ADR UK partnership.

Results and Impact This ADR UK online symposium in March 2024 brought together researchers, Government and third sector organisations to explore care experienced children's lives and how administrative data can be used to help inform policies and outcomes. It was a UK-wide event with perspectives from each nation. SCADR researchers, Joanna Soraghan and Robert Porter presented for ADR Scotland on kinship care research. The event enabled discussions about comparative research, how to inform policy in this area, the quality of children's data across the UK and developing a community in this area.

Results and Impact Prof Morag Treanor was the keynote speaker at the Growing Up in Ireland Conference in November 2023. Citing evidence from Scotland's national longitudinal study, Growing Up in Scotland, Professor Treanor discussed the longitudinal trajectories and interconnectedness of poverty, work intensity, child and parental mental health issues.

The Growing Up in Ireland (GUI) annual research conference took place on November 8th, 2023 in Dublin. The event was attended by over 200 delegates from a wide range of research, practice and policy backgrounds, all focused on the improvement of the lives and well-being of children in Ireland. The conference acts as an important forum for sharing new research based on the GUI datasets; there were 24 research presentations, along with addresses from Minister Roderic O'Gorman, Secretary General Kevin McCarthy (DCEDIY) and keynote speaker Professor Morag Treanor.

Results and Impact 30 October 2023: Professor Morag Treanor's research was featured in The Scottish Sun newspaper - 'Debt Demands Hard-up families hounded by council debt collectors for as little as £10 school meal debt'.

Research carried out at the end of last year showed that more than 55 per cent of low income households with kids have at least one deduction made to their Universal Credit by the Department of Work and Pensions before it even hits their bank account, while 27 per cent have multiple deductions made to cover the public debts. The study, carried out by Professor Morag Treanor, revealed that families are seeing their monthly income reduced on average by £80 to cover those missing payments.

This workshop was attended by a group of children and young people from across Scotland, and Robert & Morag presented some examples of how they have previously used and presented children's data. This was followed by a discussion which focused on how children and young people understand data, and how and where they would like to see it presented back to them.
