Abstract
Public health decision makers and the public are exposed to a wide range of research evidence, that can often conflict or be uncertain. The way this evidence is presented, in scientific journals, political debates and in the news, influences how people understand, use, and act on it. We shall explore how information about health is communicated, and what people know and think about issues and policies, to better understand how we can communicate research findings into policy debates.
There has also been much debate in recent years about how research evidence can be made more useful and relevant to decision makers. We shall investigate ways in which we can improve the reliability and usefulness of studies that bring together large quantities of complex evidence.
Decision makers can also face difficulties with the quality of evidence available to them. Even large-scale evaluations of public health interventions are often inconclusive or hard to apply to real-life decisions. The elements of a more ‘fit for purpose’ approach to evaluation are well known, but rarely combined into a coherent package. These include stakeholder involvement, careful priority setting, research designs that can withstand external shocks, best use of routinely collected data, and the reporting of findings in ways that policy-makers and practitioners can readily apply to their own decisions. We will combine these elements into robust approaches to evaluating public health policies and programmes

Technical Summary
Aims and objectives
We seek to understand how new policies and interventions are publicly debated and influenced; how research evidence is best synthesised and presented for use in the policy making process; and what approaches work best for generating high quality, relevant, timely evidence. Our aims are to better understand and influence emerging social and public health debates, to improve the way research evidence is reported, synthesised and then used in the policy-making process, and to apply robust approaches to evaluating policy interventions.
We address these questions through three overlapping workstreams focused on: understanding emerging health debates; understanding policy and using evidence; and evaluating health and social policies. Our aim in the next five years is to combine high quality, translational public health science with an in-depth understanding of the political context of the policy process. In the longer term, our vision is to become a leader in the field of improving the timely translation of scientific knowledge into policies and interventions to improve population health and reduce inequalities.
Research plan and methodology

| Description | A small team from Glasgow University, Danny Wight, Cindy Gray, Andy Baxter and Jo Halliday, delivered a nine day workshop in Moshi, Tanzania, to strengthen East African capacity to develop and evaluate complex interventions. The workshop presented, reviewed and adapted the GU Master's module 'Improving Health and Society' and trained the ten experienced researchers from Malawi, Tanzania, Uganda and Kenya to further deliver it in their own contexts. The module trains researchers and intervention developers in the Six Steps for Quality Intervention Development (6SQuID) model, an evidence-based approach to the process of developing programmes to improve health and society, and the key principles of evaluation. Participants of the workshop are planning to build this into courses for postgraduate students, research staff, and government and NGO researchers and programmers to promote better development, evaluation and scale-up of effective projects and policies. Additionally, this first trial of the workshop will result in reproducible materials to run similar training sessions for other academics to further develop courses in new international contexts. |

| PI Contribution | This collaboration arose due to a shared interest in the media debate surrounding the development of the sugar-sweetened beverage tax policy as part of the UK Government's strategy to deal with the escalating problem of obesity and associated non-communicable diseases. The SPHSU team initiated the concept for the study, led the development of the protocol and methodology, data collection and analysis, visualisation, interpretation and write up of the results. |
| Collaborator Contribution | The University of Liverpool team provided intellectual input to the development of the methodology based on their previous experience of conducting a media content analysis on this subject at an earlier time point. They also provided additional resources for the data analysis phase. Simon Capewell provided particularly insight to the policy debate based on his extensive experience as a professor of Public Health. |

Paper 2: How proponents and opponents of the Soft Drinks Industry Levy used the news media to influence the policy debate: a critical discourse analysis. The Built Environment Forum (BEF) and the Scottish Policy Research Exchange (SPRE) requested use of the blog on their websites also. The BEF informed us that the blog would feature on their website and in their news bulletin, which goes out to over 600 people working across the built environment sector in Scotland, and that they would promote it via Twitter and LinkedIN. SPRE provides a curated blog of research-based content of interest to the policy community, so allowed publication on their website allowed our blog to reach a wider audience. |

| Results and Impact | Event title: Changing price, preventing cancer in the UK and US: optimisation of message framing Dissemination event for a project part funded by CRUK, examining the impact of optimising message framing to advance cancer prevention pricing interventions in the UK and US. The project was conducted in collaboration with the MVLS Dental School and other universities in the UK (University College London) and USA (Florida International University, University of North Carolina - Gillings School of Global Public Health and East Carolina University), all of whom were represented at the event which was held in London on 14th November 2019. The event was introduced by policy representatives from CRUK and the keynote was given by Professor Shona Hilton. Almost 30 people attended representing organisations with an interest in public health policy, including NGOs, policy makers, advocates and academics. The event included an interactive discussion with audience members calling on their own experiences of framing cancer prevention pricing interventions. Key outputs included influencing policy makers and advocates thinking on the framing pricing interventions and learning from their experiences. The Scottish Government Head of Public Health Policy Team, Health Protection Division, has requested that we organise a follow up event with her team. |

Panel members were: Clint Witchalls (Health Editor of The Conversation) Helen Puttick (Health Editor of The Times), Kevin McKenna (former Deputy Editor of the Herald and Executive Editor of the Daily Mail in Scotland), Dr Shona Hilton (Deputy Director of the MRC/CSO Social and Public Health Sciences Unit) and Professor Linda Bauld (Professor of Health Policy University of Stirling and Chair of Behavioural Research for Cancer Prevention, Cancer Research UK). The discussion was moderated by Pennie Taylor, a freelance journalist and broadcaster who specialises in health matters. We had interest from 108 people, 93 confirmed and 48 people attended (38% general public and 20% health professionals) as well as the panel member and an additional 7 members of unit staff who were involved in organising and running the event. At the end of the debate 67% of people answered yes to the question "Will this debate change the way you interpret the next health story you read? The question "Health in the news: Fact or fiction?" was asked before and after the event with the following results: Before After Fact: 7% 21% Fiction: 53% 7% Unsure: 40% 72% The event also generated significant positive attention on twitter #HealthInHeadlines There was a specific project code allocated by the MRC for the additional £5k of their funding for this event. | Results and Impact | A workshop was held at the Glasgow Centre for Population Health to feedback the results of the M74: Traffic and Health Study to policy makers and other key stakeholders. The purpose of the event was to embed the learning into key organisations, but also to hold a series of discussions about next steps for research, policy and practice in the field of transport planning and active travel. The event was attended by government planning representatives, third sector representatives, local activists, researchers and other key stakeholders, some of whom had taken part in the research as participants. |

I gave a talk on natural experiments for an audience of approximately 40 people at the Admiral Bar, Glasgow, on 25 March 2019. My purpose was to introduce a wider audience to the concept of natural experiments and how they can be used to understand the health effects of policy changes. The talk was 10 minutes followed by 20 minutes of lively questions about public health policy. | Results and Impact | Co-developed and co-facilitated a session on Health Inequalities at St Denis' Primary School in Dennistoun as part of a collaborative project between the Institute for Health and Wellbeing and Glasgow City Council called "Determined to Animate" which resulted in pupils producing a short film animation on the topic of health inequalities. The films were judged by a range of experts in animation and public health, and St Denis' were awarded the first prize. |
