Assessing health, livelihoods, ecosystem services and poverty alleviation in populous deltas

Abstract
Delta regions are probably the most vulnerable type of coastal environment and their ecosystem services face multiple stresses in the coming decades. These stresses include, amongst others, local drivers due to land subsidence, population growth and urbanisation within the deltas, regional drivers due to changes in catchment management (e.g. upstream land use and dam construction), and global climate change impacts such as sea-level rise.The ecosystem services of river deltas support high population densities, estimated at over 500 million people globally, with particular concentrations in Southern and Eastern Asia and Africa. A large proportion of these people experience extremes of poverty and are severely exposed to vulnerability from environmental and ecological stress and degradation. In areas close to or below the poverty boundary, both subsistence and cash elements of the economy tend to rely disproportionately heavily on ecosystem services which underpin livelihoods.Understanding how to sustainably manage the ecosystem services in delta regions and thus improve health and reduce poverty and vulnerability requires consideration of all these stresses and their complex interaction. This proposal aims to develop methods to understand and characterise the key drivers of change in ecosystem services that affect the environment and economic status in the world's populous deltas. This will be done through analysis of the evolving role of ecosystem services, exploring the implications of changes for the livelihoods of delta residents, and developing management and policy options that will be beneficial now and in the future in the face of the large uncertainties of the next few decades and beyond.The extensive coastal fringe of the Ganges-Brahmaputra-Meghna Delta within Bangladesh has been selected as the pilot study area for this work. This is because Bangladesh is almost entirely located on one of the world's largest and most dynamic deltas. It is characterised by densely populated coastal lowlands with significant poverty, supported to a large extent by natural ecosystems such as the Sunderbahns (the largest mangrove forest in the world). It is under severe development pressure due to many growing cities, eg Khulna and the capital, Dhaka.At present the importance of ecosystems services to poverty and livelihoods is poorly understood. This is due to due to the complexity of interactions between physical drivers, environmental pressures and the human responses to stresses and the resultant impacts on ecosystems. Government policy rarely takes up the ecosystems services perspective and as a result an holistic overview of their value is often overlooked.This project aims to address this gap by providing policy makers with the knowledge and tools to enable them to evaluate the effects of policy decisions on people's livelihoods. This will be done by creating a holistic approach to formally evaluating ecosystems services and poverty in the context of changes such as subsidence and sea level rise, land degradation and population pressure in delta regions. This will be tested and applied in coastal Bangladesh and tested conceptually in other populous deltas.
Planned Impact
The research will benefit a number of stakeholders, both within the timeframe and location of the project, and thereafter and elsewhere as explained below.Rural communities in the study will gain within the timeframe of the study and beyond though developing knowledge about the way the local environment and their interactions with it function. More simply, through a process of stakeholder engagement which will include representation of community they will be given information about which ecological services are currently sustainable and which are not in a spatio-temporal context. Within a series of smaller workshops in the conceptual development of WP2 and through the main 6 monthly workshops community representation will take part in discussions about how their traditional management techniques can be complemented by the new knowledge in order that the local landscape can be managed in a more sustainable way. Through these discussions we can take onboard the community's indigenous methods, diverse utilisation of the ecosystems matrix and the new knowledge on ecological services to produce alternative 'negotiated' futures. Local rural agricultural and socio-economic development agencies will benefit from knowledge that will aid strategic decision-making for agriculture, service provision from a range of ecologies and the alleviation of poverty. Hypothetically, and supported by the consortiums investigations in-country, we may show that it is the dynamic range of access to a variety of services from a number of ecologies in a temporally distributed context that is highly significant and that inclusion of local indigenous knowledge is fundamental to sustainable decision making processes. As with the accepted wisdom of livelihood diversification so it may be with access and utilisation of ecological services, with adaptation and thus resilience being underpinned by the ecological matrix. Ecological and socio-environmental modelling outputs and associated scenarios will feed into the strategies and policy formulation options at a local level through broad governance wide distribution of findings from the project providing a context for adaptation and impact assessment. The impacts of the research will also provide a unifying context for the interaction of local development agencies and decision making bodies to interact with the strategic organisations in a more regional context. Regional/National agencies: At the national level in Bangladesh, Ministries like Environment will benefit from the insight provided this study of present and future conditions in Bangladesh. They will learn about the social and biophysical boundary conditions that affect coastal Bangladesh and how these have changed and will continue to change. The study will develop methods and results that can support long-term analysis and policy development. It is important to understand that the project is not merely concerned with identifying future trends and potential problems, but will explicitly evaluate the policy choices that are available. For example, the surveys will allow us to understand the current role of ecosystem services in alleviating poverty, while the modelling will allow us to understand possible trends in those services and their effects on local poverty and health. We will ensure that national Bangladeshi stakeholders have ample opportunity to take advantage of the research with contact at all of the six-monthly Workshops to which they will all be invited. We will also reach regional/national agencies in China via holding two (out of 9) Workshops in Kolkata and Shanghai, respectively, where regional and national representatives will be invited. The funds for travel to Asian Workshops for these meetings by the PI/co-Is, and the time spent by the PI (??% time), ?? co-Is (??-??% time) and PDRFs (??% time) amounts to £??, equivalent to ??% of the total budget.

Description | The grant has developed a unique integrated framework describing ecosystem services and poverty/livelihoods in coastal Bangladesh and the ability of policy to shape that relationship. It addresses the problem that the delta is affected by multiple drivers operating at multiple scales. It integrates a large number of components representing a range of disciplines. Stakeholder engagement runs through the whole project and includes issue identification, national scenario development, discussion of the results and the formulation and testing of different policy options. A series of biophysical components were developed including climate change scenarios, the Ganges-Brahmaputra rivers, the Bay of Bengal and flooding and salinity within the delta itself. These in turn are coupled with models of agriculture, fisheries, etc. to determine the provisioning ecosystem services. To understand the people and their livelihoods, both qualitative and quantitative surveys were conducted in the study area, combined with demographic and related methods. In particular, a statistical analysis between wealth indicators from the census and the environment identified the areas with the greatest poverty, and was able to associate this with different drivers, namely salinity, waterlogging and access, respectively. There was also a detailed household socio-economic survey of more than 1400 households, conducted in three seasons for the same households. This quantified how ecosystems services and livelihoods were linked and how this changed with season. Integrating all these aspects is challenging and was conducted within the Delta Dynamic Integrated Emulator Model (?DIEM) which is also designed to support national policy analysis. ?DIEM comprises an integrated model which directly links exogenous and endogenous drivers of change to the resulting ecosystem services and (uniquely) to population livelihoods at the Union scale (roughly 25 sq. km. and more than 600 Unions in our study area). The model domain currently contains 14 million people. ?DIEM comprises a coupled database and set of linked models and model emulators, as appropriate, which describes the earlier analysis. Hence the effects of exogenous and endogenous drivers on ecosystem services are considered at the regional scale. The livelihoods module within ?DIEM uses the earlier statistical analysis and also the results from the household survey. This model allows for the first time to examine a range of interacting drivers on ecosystem services and people's livelihoods and how national policy can shape these outcomes into the future. ?DIEM shows that salinity variation and changes are a major concern over the next few decades and salinity can be adversely affected by a range of decisions. In the longer term climate change and sea-level rise become of more concern, but as wet season river flows increase there are potentially counterbalancing factors. The ?DIEM model allows the analysis of physical and poverty alleviation/well-being outcomes of a fairly large number of structural and policy interventions along different development trajectories. The ?DIEM model is unique and innovative in consideration of its capacity to link bio-physical, socio-economic and governance processes. The ?DIEM model analyses the impacts of a number of hazards including fluvial and tidal inundation, storm surge flooding, changes in water salinity (which limits irrigation and impacts health) and soil salinity, on water availability for agriculture and aquaculture, and in turn on poverty, health and livelihood. ?DIEM has been used to test several potential interventions, to inform the Bangladesh Delta Plan with direct support from ESPA (additional Impact Funds) and has the strong support of the General Economic Division of the Bangladesh Government. |
Exploitation Route | Building on the text above explaining how the findings have already been used to date, the ESPA Deltas Project and ?DIEM approach has a large potential for application in Bangladesh, especially as part of the Bangladesh Delta Plan 2100. Active engagement with the Government of Bangladesh and the Bangladesh Delta Plan continues. We are written a book on the project called "Ecosystem Services for Well-being in Deltas: Integrated Assessment for Policy Analysis" published as open access by Palgrave in 2018. The book comprises more than 30 chapters and provides a comprehensive legacy of the project. The ESPA Delta approach could be applied in other deltas and versions of ?DIEM could be developed for these systems as appropriate. The method was always designed to be generic and transferable. The overall philosophy of the ESPA deltas approach could be applied to other environmental contexts than deltas and might be developed in any socio-environmental setting with multiple drivers, such as coastal zones worldwide or river catchments. |

Description | The ESPA Deltas project and the Delta Dynamic Integrated Emulator Model (?DIEM) have been designed to be policy relevant from their beginning. We held five workshops throughout the project which progressively built a community of national users, as well as interest from multiple donors. The workshops identified the key issues, developed endogenous scenarios of Bangladesh and examined the results. From the beginning of the project, we included co-production and the concept of an "iterative learning loop" with stakeholders, especially those operating at the national level in Bangladesh. As part of this stakeholder process we became increasingly engaged with the General Economic Division (GED), Planning Commission, Government of Bangladesh as the principal user of the ESPA delta outputs. GED have a strategic role in government as they review all national investment and report directly to the Prime Minster. At the same time as our work developed, the national Bangladesh Delta Plan 2100 (BDP2100) was initiated to develop a strategic plan on the development Bangladesh over the next few decades to 2100. GED are the leaders of this process with support from the Dutch Government. As a result of these links we received additional impact funding from ESPA to appraise a small set of projects proposed by the Delta Plan through 2017 to 2018. (ESPA project ROF-2017-18-01). This demonstrated that the approach is effective and further developments are planned. Currently we are discussing how ?DIEM which be used to further support the Delta Plan. This has led to the suggestion by GED that ?DIEM might be expanded to cover more of the country, and possibly a national ?DIEM might be developed. As a project legacy a book has been produced on the ESPA Delta Project published by Palgrave in 2018. Subsequently, a further book on the results of the impact project was prepared and published in Bangladesh by BUET, University of Southampton and the Government of Bangladesh: Rahman et al (eds.) 2019 "Integrated Assessment for the Bangladesh Delta Plan 2100: Analysis of selected interventions". |

Title | CropDSS 2.0 - An agriculture model for decision making |
Description | The Cropwat agriculture model was originally developed for FAO in 1990s and further developed in 2000s. It is widely used research tool in the agriculture sector due to its simplicity and, yet, its good predictability. The model considers the effect of water availability on the crop development. Within the ESPA Deltas project, the aim is to provide holistic tools for decision making for crop production. The Cropwat approach was used as the basis of evaluating water stress on crop production. The model was extended, because water availability is not the only factor affecting crop development. The CropDSS model was created that builds on Cropwat, but also includes the effects of air temperature, soil salinity and atmospheric fertilisation on agricultural productivity . Preparations for the inclusion of fertiliser use and farm machinery are on the way. The algorithms are implemented in MATLAB to be able to dynamically link the CropDSS model to modelling tools of other research fields. |

Description | The model is being developed in a genuine participatory approach that includes five main groups of participants. At the very beginning, a broad set of stakeholders (more than 50 agencies) provided the narratives of three plausible future scenarios (termed Business as Usual, More Sustainable and Less Sustainable) that would like to explore. A comprehensive seasonal survey of more than 1500 households provide the ground knowledge about interdependencies between different archetypes of households and ecosystem services. An ESPA Deltas team of more than 100 specialist and students provided detailed assessment of future trends and changes of the natural and socio-economic systems. The quantitative sectorial assessment provided by the ESPA Deltas team has been then integrated into the ?DIEM that allows users to explore a broad range of interventions under the three different scenarios. |

Results and Impact | We had a series of workshops with the Planning Commission of the Government of Bangladesh to apply the ESPA Delta results and especially the Delta Dynamic Integrated Emulator Model to assess three proposed interventions within the Bangladesh Delta Plan 2100 as a pilot project. The workshops were attended by University of Southampton, the Institute of Water and Flood Management, Bangladesh University of Engineering and Technology, and the Planning Commission. There were three workshops in Southampton (May 2017), Dhaka (November 2017) and Dhaka (February 2018). The last workshop involved participants from other Bangladesh organisations like the Institute for Water Management, the BWBD, CEGIS and WARPO. |

Results and Impact | The ESPA Deltas project prepared a dual language (English and Bengali) newsletter which was used to inform Bangladeshi stakeholders on the project. The newsletter was distributed to all partners in the Consortium with several hundred sent to Bangladesh for use during stakeholder workshops. The newsletter sparked discussion and interest from stakeholders on the outputs of the project. The newsletter was disseminated to academic colleagues as well as stakeholders in the Planning Commission of the Bangladesh Government and increased queries about the project. |
