ClearfLo: Clean Air for London

Lead Research Organisation: King's College London
Department Name: Geography

Abstract

Poor air quality, particularly in urban areas, has a demonstrable effect on human health, but the processes responsible for producing the main pollutants, namely particulate matter, ozone, nitrogen dioxide and heat are not well understood and are poorly predicted. The ambition of ClearfLo is to provide integrated measurements of the meteorology, composition and particulate loading of London's urban atmosphere, made at street level and at elevated sites, complemented by modelling, to improve predictive capability for air quality. This ambition will be addressed by establishing new measurement capabilities in London, which will be used for long-term measurements and intensive observation periods, and by analysis and modelling of the measurements to establish key processes.

Description 1) Importance of building scale vents to local scale - heat, water and carbon dioxide exchanges
2) The nature of the stability (mixing) of the atmosphere in central London
3) The impact of human activities on carbon dioxide exchanges
4) The effect of spatial scale on anthropogenic heat and carbon dioxide fluxes and the size of variability (from building to city scales)
5) The nature of tree cover in London (3-d characteristics) and that the tallest trees in London are in the centre of London
6) The influence of sea breezes on boundary layer development and aerosol movement
7) A small increase in vegetation cover has a bigger influence on evaporation rates at low fractions of vegetation cover than when there is a large amount of vegetation present.
8) The implications of atmospheric stability on the use of scintillometry in urban areas. There are times when there is insufficient mixing for the instruments to provide turbulent heat fluxes.
8) The manufacturers of scintillometers still need to undertake considerable development of these instruments but are reasonably responsive to being informed of issues.
9) Ceilometers can provide detailed insights into differences in processes across the central city to track individual events (e.g. sea breeze type events). However, there is need for a lot more analysis to tease out these signals.
10) Getting permission to locate instruments can be very time consuming and often is not successful. Others can be extremely helpful. There are particular challenges with pirate radio operators in London some whom get access behind locked doors with loss of equipment.
Exploitation Route 1) Evaluating models - boundary layer growth, land surface exchanges

2) Assessment of emissions inventories (e.g. carbon exchanges)

3) Precursor condition for urban flooding (e.g. soil moisture status)

4) Assessing areas of vulnerability to heat stress or cold

5) Impact of vegetation on atmospheric and hydrological conditions

6) Development of climate service for urban areas

7) Assessment of climate services in urban areas

8) Improving understanding of dispersion from street to neighbourhood scale

Title Spectral Library of Impervious Urban Materials
Description The radiative response of impervious urban materials is a highly influential surface property, due to its impacts on the radiation balance of incoming and outgoing long- and short-wave fluxes. Information about the material composition can be determined with data resolved to the wavelength level. Spectral reflectance in the visible- to short-wave infrared (VIS-SWIR) region is widely used in remote sensing-based land cover classification and spectral long-wave infrared (LWIR) emissivity is required for the observation of surface temperatures. The Spectral Library of impervious Urban Materials (SLUM) available from the London Urban Micromet data Archive (LUMA) includes LWIR emissivity spectra of 74 samples of impervious surfaces derived using measurements made by a portable Fourier Transform InfraRed (FTIR) spectrometer and matching short-wave reflectance spectra observed for each urban sample. The documentation (pdf) contains photos, meta information for all 74 samples and plots of the short-wave reflactance (300-2500 nm) and long-wave (8-14 um) emissivity spectra. Data are provided in csv format for short-wave reflectance (LUMA_SLUM_SW.csv) and long-wave emissivity (LUMA_SLUM_LW.csv). Further details (including integrated broadband values of emissivity and albedo), methods and data analysis are presented in Kotthaus, S, TEL Smith, MJ Wooster, and CSB Grimmond 2014: Derivation of an urban materials spectral library through emittance and reflectance spectroscopy, ISPRS Journal of Photogrammetry and Remote Sensing, 94, 194-212. doi:10.1016/j.isprsjprs.2014.05.005 Please cite both this site and the paper above if you use this data

Results and Impact There were people from the Japan Meteorological Agency and Department of Geoscience, National Defense Academy of Japan in addition to people from the University.

Afterwards we had a discussion about the role of JMA measurements for research purposes (what data would be useful, how should measurements be undertaken...?) Sugawara from National Defense Agency wants to try running IMAS at one of their sites. I got to know him in that presentation so I could then later go and visit their EC site with Helen where they also talked about new Scint setup that is planned in Tokyo. So presentation helped to establish new connections between researchers and knowledge exchange between institutions. I also learned that Sugawara did not measure high QE over a river in Tokyo because water temperatures were too low -- he explained his Japanese paper to me after he saw my presentation about river impact at KCL. so also implications for interpretation of urban design and role of rivers in cities.
