MaRIUS: Managing the Risks, Impacts and Uncertainties of droughts and water Scarcity

Abstract

Impacts of water scarcity on the environment, society and the economy are complex. They are profoundly shaped by human choices and trade-offs between competing claims to water. Current practices for management of droughts in the UK have largely evolved from experience. Each drought tests institutions and society in distinctive ways. Yet it is questionable whether this empirical and heuristic approach is fit for purpose in the future, because the past is an incomplete guide to future conditions.

The MaRIUS project will introduce and explore a risk-based approach to the management of droughts and water scarcity, drawing upon global experiences and insights from other hazards to society and the environment. MaRIUS will demonstrate, in the context of real case studies and future scenarios, how risk metrics can be used to inform management decisions and societal preparedness. Enquiry will take place at a range of different scales, from households and farms to river basins and national scales. Fine-scale granular analysis is essential for understanding drought impacts. Aggregation to broader scales provides evidence to inform critical decisions in water companies, national governments and agencies. Analysis on a range of timescales will demonstrate the interactions between long-term planning and short-term decision making, and the difference this makes to impacts and risks.

Underpinning the risk-based approach to management of water scarcity, the MaRIUS project will develop an integrated suite of models of drought processes and impacts of water scarcity. A new 'event set' of past and possible future hydroclimatic drought conditions will enable extensive testing of drought scenarios. The representation of drought processes in hydrological models at catchment and national scales will be enhanced, enabling improved analysis of drought frequency, duration and severity. Models for assessment of the risks of harmful water quality, in rivers and reservoirs, will be developed. The representation of drought impacts in models of species abundance and biodiversity in rivers and wetland ecosystems, such as fens, lowland and upland bogs, will be enhanced. A model of agricultural practices and output will be used to analyse drought impacts on agriculture and investigate the benefits of preparatory steps that may be taken by farmers. The potential economic losses due to water scarcity will be analysed through a combination of 'bottom-up' study of households and businesses, and consideration of supply chain dependence on drought-sensitive industries.

The environmental, economic and social dimensions of water scarcity will be synthesised into a computer visualisation tool (an 'impacts dashboard'). This will enable exploratory analysis of feedbacks between impacts. For example, agricultural land use changes, driven in part by drought frequency, will, in turn, influence water quality and ecosystems. The interdisciplinary analysis will enable comparison of likely outcomes arising from applying both pre-existing drought management arrangements (e.g. restrictions on water use, abstraction limits) and enhanced/innovative management strategies (e.g. use of outlook forecasts, dynamic tariffs).
Social science and stakeholder engagement are deeply embedded in the MaRIUS project, which will be framed by a critical analysis of how impacts of droughts and water scarcity are currently understood and managed by key stakeholders, and how this is shaped by institutions, regulation and markets. First-hand experience and 'collective memory' of communities affected now, and historically, by water scarcity will provide new understandings of the social and cultural dimensions of droughts. On-going engagement between the project social scientists, natural scientists and stakeholders will help to ensure that the outputs from the MaRIUS project, including the 'impacts dashboard', are matched to their needs and to the evolving policy context.

Planned Impact

Droughts are one of the headline strategic risks to the UK. In 2012 the UK experienced the driest spring in over a century, after two dry winters. Ministers faced the prospect of water shortages during the London Olympics. Whilst the drought conditions in early 2012 served as a wake-up call, the potential for water shortages in the UK, driven by changing patterns of demand and changing climatic conditions, had already been recognised. In the Thames Water region alone it is estimated that severe water rationing could potentially result in economic losses of £300million/day. The capacity for the natural environment to recover from periods of very low flows, deteriorated water quality, dry soils and hot temperatures is not well understood.

The MaRIUS project aims to provide new evidence and insights to minimise and manage the harmful impacts of droughts and water scarcity to the environment, society and the economy. It will provide benefits through the improved management of risks and more inclusive, transparent, effective and efficient arrangements for risk management.

The expected beneficiaries are:

1. Organisations with responsibility for the management of droughts and water scarcity, who will benefit from improved evidence of the risks of droughts and potential impacts of water scarcity. These organisations include water utilities, regulators (EA, Ofwat) and government (Defra and the devolved administrations). Improved information will enable better management of scarce resources and inevitable trade-offs during periods of water scarcity. A multi-attribute understanding of risk will enable the development of new indicators and trigger points for the management of droughts. Decision makers (including senior executives and ministers) will be provided with a more nuanced and accurate assessment of risks and the implications of different management options. Adoption of a risk-based approach to drought management will enable more explicit treatment of uncertainty and more proportionate allocation of resources to risk reduction.

2. Communities and businesses who may be impacted by droughts and water scarcity, including domestic and industrial water users and farmers, who will benefit from more transparent and risk-informed management of droughts. These benefits will be achieved indirectly through uptake of new science and methodologies by the organisations mentioned in (1) and also via the direct interaction and communication with communities, NGOs and other stakeholders that are planned as part of the MaRIUS project.

3. The natural environment and organisations with responsibility for, or an interest in, protecting the environment from the impacts of droughts and water scarcity, including Natural England, the EA, wildlife trusts and rivers trusts, who will benefit from better understanding of the risks of droughts to the natural environment and the impacts of management options designed to reduce the risks of water scarcity. Involvement in the research will help to ensure that environmental impacts of water scarcity are given appropriate weight alongside water users.

The MaRIUS project is in a strong position to deliver these impacts. The consortium has long-standing links with the stakeholder community, and outstanding experience of delivering impacts from previous projects. The MaRIUS project has a carefully developed dissemination plan and strategies to promote uptake and impact. Jointly with Project Partners in government and industry, we will target decisions taking place during and after the project (e.g. Abstraction reform, Water Resources Management Planning Guideline, EA Water Company Drought Plan Guideline) and processes (e.g. Water Score-Card, Water Situation Report, Hydrological Outlook) where the proposed research is likely to have most impact. Joint work on drought case studies and scenario analyses with our Project Partners will test methodologies and promote applied uptake of the research.

• National climate datasets of current and future possible conditions which can be used to assess the potential future impacts on droughts on multiple aspects of society and the environment

• Ability of the natural environment to respond to drought and water scarcity, with regard to the aquatic habitats and terrestrial ecosystems
• Ways to improve the simulation of local or catchment based hydrological processes to better model drought and water scarcity
• Enhanced understanding of the drought effects upon local and national water quality
• Exploration of the drought effects upon electricity generation
• A reservoir model that can simulate the effect of drought and water scarcity upon different water quality aspects, particularly algae
• Understanding of the socio-cultural perceptions and impacts of drought and water scarcity
Exploitation Route The aim of the project is to change the way in which water is managed with regard to drought and water scarcity by others including the water companies, the Environment Agency, Ofwat, other regulatory and policy makers. This is and has been achieved. The Project has created methodologies, datasets and models which are available to non-academics. The project is involved in an extension to the Drought and Water Scarcity Programme, with additional funding to extend certain aspects of research for two more years.

The modelling that was developed in the project has been taken up by the Environment Agency and Ofwat as their National System Simulation Model. It is being used to analyse strategic water supply options for England.

Description We have organised three annual Drought Symposia which had a positive effect of raising awareness, and discussions with industry practitioners, some of whom gave presentations. Members of the project team have engaged with many different non-academic stakeholders from water companies, NGOs, regulators, government bodies and others.We have organised many other participatory meetings and engagement opportunities, including a showcase event to which many stakeholder and practitioners attended. We are involved in the ENDOWs follow-on research programme to continue these industry collaborations to influence policy and practice, with a specific focus on the UK water industry and the water resource management planning process. Many of our datasets have been published and can be freely used by non-academics. We have developed models and methodologies and are working to ensure their adoption and uptake. Our work in Environmental Competency Groups, working with local publics in the River Kennet Catchment, has led to the inclusion of water related issues in the Marlborough Local Plan (water is very rarely addressed in such local plans). The water resource systems model has been used to provide evidence for Environment Agency's water resources national framework. The hydrological model and water resource system model has been commissioned by the Environment Agency and Ofwat for analysis of Strategic Resource Options. In September 2020 Ofwat commissioned the team from Oxford and Bristol Universities to apply the modelling for analysis of strategic water resource options. The model has been transferred to the Environment Agency and has been subject to continuous improvement since then. It has been used to analyse more than £10billion of potential investments in strategic water resource options to assess their drought resilience.

Impact Chris Decker is a member of the Global Water Partnership/IDMP Expert Group on Drought Preparedness. This Expert Group has the objective to kick-start the involvement of experts for a global reflection on the current state of knowledge on the economic costs and benefits of action and inaction for drought preparedness and drought risk management, on the immediate needs or constraints preventing actors to take action and on the way forward to improve people's and systems' resilience to drought events Chris Decker presented at a Workshop in Geneva on 16 September 2016. This workshop was based around a literature review commissioned by the WMO/GWP Integrated Drought Management Programme (IDMP) . The review report will be presented at the meeting, as a means to bring participants to a common understanding on the different issues at play, especially in terms of the state-of-the-art science on the topic and remaining knowledge gaps. A particular focus was on the social, environmental and economic impacts of drought events and understand the costs/benefits of reactive versus proactive government policies. Investment in mitigation actions that reduce the impacts of drought events were particularly highlighted Participants included IDMP experts and other experts dealing with economic issues related to drought.

Feedback has been very positive, with the regulators interested in adopting the approach for the next round of planning guidance that all water companies must observe.

Impact Some of the research undertaken in the MARIUS project was instrumental to the Water UK Long Term Planning Framework (LTPF) project: especially the use of the MaRIUS developed water resource model. The resulting Water UK LTPF report has influenced governmental and regulatory thinking on water resource management in the UK and those parties re holding discussions on how to change the approach to the Water Resource Management Plan process for the periodic review in 2024. Since the production of the report, the MaRIUS team have continued to develop the water resource model so it is more national in extent, and hope to offer it for continued use by the Water UK LTPF steering group.

Description Community modelling is a method that takes a computer model developed by scientists in academia, to an organisation that focuses on public participation and its training staff to use the model (in this case a water quality model, INCA and the organisation Thames 21). Title Environmental Competency Group 
Description Environmental Competency Group approach brings together physical and social scientists and local participants interested in the River Kennet. For the MaRIUS project, the River Kennet Environmental Competency Group (Kennet ECG) was formed comprising social and natural scientists from the universities of Oxford and Bristol and local residents in the Marlborough area. Working collaboratively for a year this group examined water management in the Upper Kennet. Over the course of six meetings the group drew on different types of knowledge and experience to explore water quality and quantity, using computer simulation modelling tools to gain better understanding of the risks posed by drought and low river-flows. An objective was to improve these expert practices through the incorporation of vernacular local knowledge. This activity is a key example of interdisciplinary collaboration within project team, involving natural and social scientists and engineers in sustained public engagement work.

Title New conceptual framework to assess economic impacts of droughts 
Description Jaume Freire, Chris Decker and Jm Hall have developed a new conceptual framework to assess economic impacts of droughts. This method is based on linear programming and environmental extended input-output methods to determine optimal water restrictions to economic sectors under a drought event. The new conceptual framework distinguishes between 'green' and 'blue' water - the two primary sources of drought-induced economic impact. Green water describes water stored in the top layer of soil and vegetation, while blue water comprises fresh surface water and groundwater. The economic impact of a green and blue water drought is manifest via different mechanisms. Green water availability is largely determined by environmental conditions, particularly climate. The economic impact of a green water drought is felt foremost by the agricultural sector, particularly those reliant on rainfed production. Economic impacts arising from the initial phase of a drought are usually limited to those sectors reliant on green water. Blue water impacts of drought arise from long-term choices about the water storage, interconnection and production capacity (i.e. hydraulic capital) as well as short-term management decisions regarding the timing, severity and allocation of water restrictions applied to different users.

Title Aquatic ecology models and approach: Lotic Eco-Hydrological Modelling 
Description The CEH River Ecology team has developed its own suite of models and approach called "Lotic Eco-Hydrological Modelling" (LEHM) to avoid confusion with their predecessors like DRIEDUP or DRUWID, which were bound to a specific piece of commissioned research or individual PhD. The model code has been reviewed in order to ensure it can accept outputs from the CEH Grid to Grid (G2G) (need to match biological sites and corresponding G2G cells). Initially an invertebrate based LEHM was initially planned but the team are thinking of developing a macrophyte, diatom and fish LEHM as well (if data licensing permits).

Title Byers_et_al_Drought_Electricity_DECIPHeRFlowSims 
Description This dataset provides an ensemble of hydrological model projections for 24 UK gauging stations covering three time slices (baseline 1974-2004, near future 2020-2050 and far future 2070-2100). Daily flow timeseries are simulated using the hydrological model DECIPHeR (Coxon et al, 2019). The forcing data consist of daily observed rainfall and potential evapo-transpiration to calibrate the model against observed flows. An ensemble of 100 hydrological model parameterisations are then forced by 100 climate simulations for three time-slices from a large set of present and future meteorological timeseries for the UK (Guillod et al, 2018). These simulations have been used to investigate the price impacts of cooling water shortages on Britain's power supplies using a probabilistic spatial risk model of meteorological droughts, river flows and cooling water shortages, coupled with an economic model of electricity supply, demand and prices.

Description The MaRIUS project (Managing the Risks, Impacts and Uncertainties of drought and water Scarcity) aims at quantifying the risks associated with droughts in the UK under present and future conditions. To do so, a large number of drought events, from climate model simulations downscaled at 25km over Europe, are being fed into hydrological models of various complexity and used for the estimation of drought risk associated with human and natural systems, including impacts on the economy, industry, agriculture, terrestrial and aquatic ecosystems, and socio-cultural aspects. Hydro-meteorological drought event sets have been produced by weather@home for MaRIUS. Using idle processor time on volunteers' computers around the world, a very large number (10'000s) of Global Climate Model (GCM) simulations have been run, downscaled at 25km over Europe by a nested Regional Climate Model (RCM). Simulations include the past 100 years as well as two future horizons (2030s and 2080s), and provide a large number of sequences of spatio-temporally consistent weather, which are consistent with the boundary forcing such as the ocean, greenhouse gases and solar forcing. The drought event set for use in impact studies is constructed by extracting sequences of dry conditions from these model runs, leading to several thousand drought events.

This workshop was based around a literature review commissioned by the WMO/GWP Integrated Drought Management Programme (IDMP) . The review report will be presented at the meeting, as a means to bring participants to a common understanding on the different issues at play, especially in terms of the state-of-the-art science on the topic and remaining knowledge gaps. A particular focus was on the social, environmental and economic impacts of drought events and understand the costs/benefits of reactive versus proactive government policies. Investment in mitigation actions that reduce the impacts of drought events were particularly highlighted Participants included IDMP experts and other experts dealing with economic issues related to drought.

This has culminated in a report that the EA National Framework team will publish in March 2020. The Environment Agency would not have been able to perform the analyses and generate the information they need if it was not for our work.
Collaborator Contribution Our Environment Agency partners have worked with us to help us understand the water resources arrangements operational in England and Wales, and provided access to information and data that we would not have otherwise been able to find or obtain. They have helped us to connect with practitioners, to verify our understanding, and our model, which has also helped the industry become aware of the work and its importance.
Impact We heavily contributed to the 2020 report by the Environment Agency "Meeting our Future Water Needs: A National Framework for Water Resources". We contributed new analyses of the pressures on water supplies, setting out a framework for multi-scale management of water resources, grounded in water company plans. Title D-Risk webtool 
Description The D-Risk webtool is a freely available intuitive tool designed to help irrigated growers understand and manage their drought risk. By entering easily available farm data (crop types, areas etc), licence data (source, volume,restrictions) and reservoir storage, the webtool uses the MaRIUS event set to calculate monthly farm irrigation need and (through comparison with the licence data) derive the risk of annual headroom and storage shortfall.

Results and Impact Helen Gavin took part in the 5 day workshop organized by the Water Resources in the South East (WRSE) regional group. This was held in April 2018, and brought together experts in the water industry from the WSRE, Anglian Water and Water UK. Expert witness evidence was also provided by a host of organizations covering multiple sectors. The purpose was to explore and understand the potential impact of an extreme drought and how to manage it. An extreme drought is one beyond Temporary Use Bans, drought permits and orders, where extreme water shortages are in place.
Helen was able to provide information and evidence from eh MaRIUS project and the wider Drought and Water Scarcity Programme that was used and reported by the group. Key facts from the Programme, notably the economic impact on drought, and on agriculture, features in the output presentation that has been delivered to senior government and industry decision makers

Results and Impact This Showcase Event was held specifically to engage with water industry practitioners and academics, to showcase the findings of the MaRIUS project, and what outputs are available for use. The event highlighted the further work that is planned, and how interested parties can get involved.

The span of the MaRIUS project is large and so the Showcase event covered physical and social science topics including: drought governance; drought options and management; community responses and environmental competency. The event was a major opportunity for stakeholders and researchers to meet and discuss the effect and impact of drought and water scarcity in the UK and what research outputs are available for the whole community.

Results and Impact Helen Gavin spoke at the Future of Utilities: Water 2018 conference in London on 14 November 2018, on the subject of drought in the UK. She touched on aspects of the Cape Town drought; it's Day Zero approach. She explored whether such a drought could occur in the UK (yes it could) and whether the extreme water saving measures adopted in South Africa, such as no water for agriculture, and a per capital consumption of 50 litres per day reducing to 25, could work here (not likely). She raised awareness of the Drought and Water Scarcity Programme, the creation of much needed additional data, insights and tools to help assess and manage the impacts of droughts, and its ongoing work. She also highlighted the effect of other initiatives, such the WRSE's Extreme Drought Sprint, which have helped a range of people including regulators realise the cost of not preparing for extreme droughts. She believes that the zeitgeist is changing with many other studies (NIC; Efra; Water UK) that point to the need and cost-effectiveness of proactive measures to increase our society's resilience to drought, being seriously considered by government.

The World Federation of Engineering Organisations (WFEO) is proud to be leading the celebration of engineering as part of the bicentenary of the Institution of Civil Engineers, a national member of the Federation representing the UK, and to also celebrate the 50th anniversary of the founding of WFEO.
Their Triennial Statement states, in part: The SDGs were developed to address these challenges. INFRASTRUCTURE LAYS FOUNDATIONS FOR SDG SUCCESS
New Oxford University-UNOPS report stresses infrastructure as key to unlocking Sustainable Development Goals.
A new report published today by the University of Oxford-led Infrastructure Transition Research Consortium (ITRC) and UNOPS, has found that efficient infrastructure policy and disciplined investment decisions are vital for attaining the SDGs.
The report, Infrastructure: Underpinning Sustainable Development, is the result of extensive research into the influence that both 'networked infrastructure' (water, waste, energy, digital communications and transport infrastructure) and 'non-networked infrastructure' (buildings and facilities) have on all 17 SDGs. It highlights the need to understand infrastructure as an integrated system of systems - the interdependencies across sectors requires us to break down the 'silo mentality' in infrastructure development.
Focusing on real-life projects implemented by UNOPS around the world, the report finds that infrastructure projects can have multiple effects across several SDGs and their targets. It found that networked infrastructure influences 72 percent of SDG targets, while non-networked infrastructure influences 81 percent of targets - reinforcing the pivotal role that infrastructure will play towards attaining the SDGs.
Introducing the report, UNOPS Executive Director Grete Faremo said: "Infrastructure, in particular, underpins all of the SDGs. It plays a critical role in society because it can influence development far into the future - both positively and negatively. This is why it is vital to understand the influence that infrastructure systems have on the SDGs.
"We are proud to present this report together with Oxford/ITRC, and to reaffirm our commitment to helping people build better lives and countries achieve peace and sustainable development."
The launch of the report coincides with the 2018 Global Engineering Conference, hosted by the Institution of Civil Engineers in London, starting today.
UNOPS Director of Infrastructure and Project Management, Mr Nick O'Regan, will present the report during a keynote speech on Wednesday 24 October 2018. He will explore how rapid population growth, urbanization, climate change and challenges associated with development funding impact on achieving the SDGs.
"Our children and the children of those we serve have great expectations of their future, it is on all of us to create an environment that is resilient, sustainable and equitable - and the built environment can be an enabler or an obstacle to this," said Mr O'Regan.
"Together with our partners the ITRC, we have focused on the SDGs as a common framework to work towards an understanding of how we can contribute to sustainable development. This will help governments, and their development partners make better-informed decisions within this uncertainty," he said.
Professor of Climate and Environmental Risk, University of Oxford, Professor Jim W Hall FREng added: "Though our research started from a sustainability perspective, in particular the central role that infrastructure has in climate change mitigation and adaptation, our work has attracted growing attention from finance ministries and infrastructure units that tend to be focused on the role of infrastructure in economic growth and productivity."
"In that sense, infrastructure can be a 'Trojan horse' that brings sustainability considerations within the purview of the economic imperatives of most governments.
"The collaboration between ITRC and UNOPS has been a very productive one, with UNOPS bringing us new challenges from very diverse contexts around the world and opportunities for our work to have an impact on the ground, which is what motivates my team. This report provides a next important step in that journey."

Results and Impact In late August 2018 Prof Paul Whitehead attended the World Water Week in Stockholm. This is the annual focal point for the globe's water issues. It was attended by over 3,300 individuals and around 380 convening organizations from 135 countries participated in the Week.

Paul engaged in various meetings. In particular, at a packed event in the Dutch Embassy, he discussed and raised awareness of the MaRIUS Drought Project.

Results and Impact Exploring drought research and stakeholder needs in the Public Water Supply and Utilities Sector

This very popular event attracted many people from water companies, regulators and other relevant sectors. The morning session features talks from invited practitioners to give a brief snapshot of the issues facing the water sector. Researchers from the Drought and Water Scarcity Research Programme also briefly outlined different aspects of work of relevance to the sector. The afternoon featured a workshop where practitioners and researchers worked together, exploring the research and outcome, and discussed their use and adoption.

A quote received from one of the participants, "Thank you very much for organising the drought workshop on Monday. I thought it went really well and provided the industry with an awareness of the research that has been undertaken under the various studies. Hopefully we can help in turning some of these outputs into some really useful insights for the industry."

Present were 17 growers (who supply the Newark factory), 2 representatives from British Sugar and 1 from the British Beet Research Organisation to discuss the financial value of irrigation on sugar beet and the impacts of the 2018 drought. Results and Impact This was a well-attended international Symposium organised by the MaRIUS project. The speakers at the Symposium were all international experts. The speakers are part of the MaRIUS project's International Advisory Board, who had come over to take part in a project workshop. Each presentation, and the panel discussions sessions sparked questions and dialogue about pertinent issues and how best to address further droughts and water security in the future.

A number of delegates asked for copies of the presentation slides, and were interested in finding out more about the MaRIUS project.

Results and Impact The purpose of the workshop was to provide critical feedback from stakeholders on a primer document, which is aimed at a non-academic audience and intended to boost water efficiency campaigns and behavioural change initiatives in public sector organisations such as universities, schools, hospitals or council buildings.
While the primer document was drafted by the workshop organisers, it was anticipated that the workshop will increase the likelihood of its impact through critical feedback and suggestions on the basis of stakeholders' 'hands-on' knowledge of water efficiency campaigns before its final publication. This means we integrated the results of the workshop discussion into the final version of the primer document. We believe that this stakeholder input will increase the legitimacy and readership of the primer and, in addition, increase the chances of adoption of water efficiency policies in the public sector.
