Complex Value Optimisation for Resource Recovery from Waste (C-VORR)

Abstract

Our modern industrial society produces increasing amounts of waste. Yet many of these wastes might either contain useful materials (perhaps metals or nutrients) or could themselves be used as an input for another process (maybe as a fuel or raw material). Recovering these resources from wastes is an important part of waste management and normally involves collecting wastes from an industrial process, organisation or community and then carrying out sorting, reprocessing, recycling or incineration. All these activities have benefits and impacts in many different ways, for example:

* the economy: benefits come from selling the recovered materials, while the impacts are the costs of collection, processing etc;
* our society: providing reprocessing jobs is a benefit, at the cost of harsh rules on rubbish collection;
* the environment: preventing harmful materials from being dumped helps the environment, but reprocessing may involve carbon emissions or use of more resources;
* our health: keeping the streets clean prevents disease, but some recycling jobs may be dangerous.

When choosing which resource recovery system is best, it is difficult to weigh up all these factors. Often, we simply 'bolt on' a piece of technology to the end of the process, worrying mainly whether it is cost-effective and often assuming that because we are recovering resources, the environmental impact is automatically good. But many recovery systems have 'hidden' impacts that require complex analysis to untangle. Studies have shown that in some cases, collection and recycling of plastic bottles produces more carbon dioxide and uses more resources than simply making new bottles; a hidden environmental impact. In fact, much of our plastic waste is exported to the Far East, where it is reprocessed by workers in unhealthy conditions paid very poor wages; a hidden social and health impact. Until we have a method for weighing up all these factors, poor decisions driven by faith in simplistic ideas such as 'the waste heirarchy' will continue to be made.

In the C-VORR project, we will bring together scientists, engineers, mathematicians and economists to help build this method. Working with our industry partners and international experts, we will look at processes that produce waste; not just at the 'end of the pipe' , but upstream and downstream throughout the whole system. We will examine the flows of materials through these systems and see how their 'complex value' - the balance of their economic, social, environmental and health benefits and impacts - changes as we adjust the system. This will allow us to identify the adjustments - perhaps a change in the way a product is made, or a new recycling process, or using the waste from one system as the input to another - that give us the best value overall; not just in terms of money, but also in terms of the effect on our health, happiness and environment. To do this, we will need to combine scientific and engineering methods that measure flows with ways of measuring benefits and impacts, checking how these vary with time and space. We will have to completely redefine value, using unorthodox economic thinking to help us.

If we get this right, then we can completely change the way that we look at recovering resource from waste, and instead talk about preventing value from being dissipated into waste in the first place. We will have a tool that will not only let us decide which recovery technology - or change to the process - is best for society and the environment, but that can also identify business opportunities to recover previous hidden value. It will allow us to move away from simplistic ideas about recycling and reprocessing that may have unintended consequences, and give us all a more sophisticated understanding of how to best preserve our scarce resources, our precious environment and the quality of not just our lives but those connected to us; in this globalised world, that's everyone.

Planned Impact

The commercial private waste management sector - at first those represented by the C-VORR stakeholders but in time the industry as a whole - will benefit by having access to tools and expertise that can be used to assess the effectiveness of multiple proposed interventions into their waste producing systems and ensure that the right decisions are made for economic, social, health and environmental reasons. C-VORR will also help to identify how real industrial symbiosis can be achieved by maximising the multi-dimensional value for all companions, not just a subset, in order to increase the likelihood that such arrangements can be carried forward. It is likely that applying C-VORR analysis to wider systems may well identify 'hidden value' that is current being dissipated, and thus new business models and opportunities would arise leading to increased employment in the sector.

C-VORR will have wider appeal to manufacturers and service providers - the waste generators - for whom the benefits of reduced waste disposal costs, added value of resource recovery and new markets for by-products will be further supplemented by reduced environmental/health risks, well designed incentives and improved societal benefits, all of which will contribute to strengthening UK plc.

The methodology will also help policy makers to make more objective decisions, ensuring that environmental waste legislation does not inadvertently cause upstream or downstream impacts elsewhere in the system, or lead to unethical 'problem shifting' of environmental, health or social impacts to less economically developed countries. Some current legislation is driven by dogma or lobbyists who either do not have the analytical tools to fully assess their proposals, or have an agenda; the C-VORR methodology should prevent these voices from gaining the upper hand. We would expect the methodology to be adopted by the regulators in many instances in order to inform regulatory practices that maximise multidimensional benefits. Adoption of common, independent tools by the commercial and regulatory sectors would promote more effective communication between the two and reduce the conflicts that often arise from a mutual misappreciation of motives.

The clamour for robust valuation methodologies that can incorporate social, health and environmental factors into 'cost-benefit' analyses comes from far beyond only the resource recovery sector - infrastructure specifiers and regulators in particular are actively seeking such methods - and thus this is a chance for the NERC/ESRC community to take the lead in demonstrating that such holistic assessments are not only possible but also practical across a wide range of fields.

We aim to additionally produce a set of relatively simple public-facing tools. As well as providing user groups (communities, schools, NGOs etc) with analysis capability, these will also demonstrate that reliance on environmental dogmas without assessing the bigger picture can occasionally have unintended consequences. This will provide the public with a more sophisticated view of waste management issues in general and in particular, how their activities can help aid resource recovery from waste, reduce our environmental impact and preserve scarce resources.

The principles developed in C-VORR are not UK-specific and indeed our 'systems of provisions' approach necessitates a global analysis; thus the expertise and tools developed in the project will become valuable exports for UK plc, reinforcing Britain's reputation for applied scientific expertise across the world in the commercial, regulatory and political arenas. The staff employed on the project will gain a unique set of increasingly valuable interdiscplinary skills and are likely to become highly sought-after not only by the waste management industry but across academic, commercial and policy-making sectors around the world.

Description NB: The CVORR grant has two aspects: (1) the core science research associated with the original CVORR research objectives and (2) the deliverables associated with the RRfW Programme Coordination Team, which were administered through the CVORR grant. Thus there are two sets of key findings/impacts.

(1) CVORR

Some key findings to date include:
* there is a large suite of metrics that can be used to measure value creation and dissipation in the social, environmental, technical and economic domains. We have categorised these metrics and are working on ways of selecting the right mix of metrics for any given problem.
* apart from 'financial' metrics (i.e. profit and loss), environmental metrics are well-developed; technical metrics (i.e. properties) are specific to each system; while social and economic metrics are not well developed.
* modelling the creation and dissipation of value through complex systems is difficult, but not impossible. It requires a combination of formal mathematical and qualitative narrative analysis, in particular an understanding of 'non-mainstream' economic theory that takes into account production, consumption and the power relations between the actors in the system.
* there is a huge appetite for a model that can cope with value in all these domains. We have applied the model to a number of systems including plastics, construction and demolition waste, and the interlinked electricity-concrete-steel manufacturing systems to uncover how value can be created and destroyed, in multiple dimensions, by hidden links between systems. Our key case study has been of the interlinked electricity generation, steel production and concrete manufacture industries, in which by-products from the first two are used as purportedly low-carbon inputs for the third. As all three global sectors seek to decarbonise, CVORR has shown that complex technical and economic interactions between them cause counter-intuitive effects that will influence their decarbonisation strategies.

(2) RRfW

Resource Recovery from Waste set out to contribute to radical change in waste and resource management. The highly diverse themes, people and projects brought together in the programme offered a fertile context within which the following radical ideas and exciting discoveries emerged:
* There are thousands of valuable resource hubs in the UK alone. Our legacy of landfilled industrial, municipal, metallurgical and mining wastes are valuable resource hubs that contain important elements for clean growth, many of which are currently 100% imported into the UK.
* Capitalising on the resource potential. Regulation should shift away from a primary focus on waste treatment to embrace the economic, social and environmental opportunities associated with resource recovery.
* Integrated technologies for integrated resource flows. Many resource flows and products contain tightly-bound mixtures of biological and "technical" materials, and the concentration of materials targeted for recovery can be low. A new generation of technologies has been developed that enables the integrated recovery of minerals and metals, biomass and/or aggregates while generating power, treating wastewater and/or restoring soils and land.
* Extended carbon benefits of resource recovery. Resource efficiency is the single greatest potential contributor to decarbonisation of the UK economy. Moreover, bioelectrochemical technologies can turn CO2 into chemical feedstock, while alkaline soils can become carbon sinks through resource recovery processes.
* Low-impact, low-energy, low-cost. The integrated design of many RRfW processes optimises the use of waste materials, power, heat and even "waste-light", while external energy input and costs are reduced. The use of waste-based components in resource recovery systems helps to further limit costs and enhance technology effectiveness. Integrated systems require sponsors to overcome the 'silo' approach and be prepared to share both risks and benefits.
* Extreme recovery. Technologies tested in the lab and/or field proved to be extremely effective with recovery rates of targeted materials of 95-99%. 'Second life' use of recovered materials into value products has been shown in case histories, removing some of the barriers to change.
* Bio-related technology for targeted recovery. Technologies incorporated the selection and use of microbes that are naturally responsible for the mobilisation of resources such as precious- and base metals. Conversely, neo-nanoparticles with catalytic properties for resource recovery or green chemical synthesis can also be engineered with the help from microbes and integrated into systems for resource recovery.
* Quality matters. Waste management should focus on enhancing the quality of resources recovered and reused rather than the mass or volume of material processed. Large volumes of waste are sometimes unavoidable, such as with acid mine drainage, but the majority of such waste streams can be valorised by focusing on the qualitative characteristics of all materials therein.
* Multidimensional value. A major barrier to recovering materials is the lack of methods that can account for creation of value in social, environmental and technical domains, in addition to economic aspects; we have developed a framework that can address this.
* There are multiple types of circular economies. There are different types of circular economy that can be realised, in which different positive (benefits) and negative (impacts) values are created. The economic, social, environmental and technical values that are created and destroyed in circular economy scenarios should be assessed and integrated into decision-making processes.
* Circular economy is an engine for value redistribution. Monetary benefits generated through the preservation of technical value of materials and products should be used for the creation of net-environmental and social gains, and this is a stepping stone to the ideal situation in which the creation of social and environmental benefits through better resource use are rewarded economically.
* Government change will be crucial to realising a sustainable circular economy, which in turn would contribute to achieving UN SDGs, climate change targets, national materials security and implementation of clean growth strategies. Governance for the circular economy should cover the complete consumption-production system to include acting as the custodian of resources, and 'break out' of its singular historic focus on protecting public health. It should also act quickly to provide leadership in correcting the disconnected and incoherent state of data collection and reporting for wastes and resources.
Exploitation Route (1) The findings of CVORR will allow better decisions to be taken regarding waste management, providing evidence to support the choice of management options that promote benefits and reduce impacts in the social, technical, environmental and economics domains. We have also placed a greater emphasis on how changes in 'upstream' processes can have profound effects on waste management practices and efficiency. We have introduced ways of combining technical and non-technical data to make decisions on resource recovery, and have demonstrated how multiple objectives can be combined and how uncertainty affects the results.

(2) The RRfW programme and our projects have made considerable contributions to research, innovation, policy, and general thinking about wastes and resources across academia, industry and government. The delivery of impacts will continue to take shape beyond the duration of the programme.
Several initiatives to continue academic research and upscaling of technologies and approaches with innovation funding are in preparation within the RRfW community. This includes applications for programmes and projects, and KTPs and impact acceleration funding with a focus on the UK and overseas.
The continuation of research and innovation activity is an important vehicle for on-going engagement and impact delivery outside of universities. A new wave of programme and projects will help to provide continuity for our network, enabling engagement in agendas that are transforming over longer periods of time such as around environment, resources, decarbonisation, infrastructure and industrial strategy.

We have held numerous engagement events and contributed to various policy development activities. CVORR contributes a key section to the narrative in waste management that we should move away from 'end of pipe' solutions that just treat waste to system-level responses that deliver maximum value in the social, environmental and technical domains, as well as being economically viable. CVORR has provided input into Defra's Resource and Waste Strategy, particularly on new metrics that move towards quantifying resource productivity. RRfW and waste management businesses have expressed interest in applying CVORR to their current business models and potential future modifications, highlighting CVORR as an adaptable approach. CVORR is making impact internationally: it is being applied in Buenos Aires to unravel how the informal recycling sector might improve plastic recycling, investigating food sovereignty in co-produced research with East African smallholders, and evaluating the impact of using 'door to door' recyclable collectors in Mumbai. Integration of CVORR with the HMG 'Green Book' guide for evaluating infrastructure spending is under way in collaboration with policy makers in various government departments, launched at a House of Commons event in November 2018. The CVORR approach is being used in other projects: impact acceleration grant working with Defra on plastic packaging system assessment in England to help identify and remove policy barriers and promote good recycling practice; iCASP 'Green-Blue Infrastructure' project will use CVORR framework to look at natural landscaping in urban areas; and analysis of recycling in Brazil as part of a Marie Curie Fellowship. Approaches from CVORR are being included in a new MSc level module "Circular Economy and Resource Recovery from Waste", putting the University of Leeds among the few leading academic institutions in the UK delivering teaching modules focused explicitly on 'circular economy'. The approach is also being used in the EPSRC Biotextile Circular Economy Centre to help evaluate the social, environmental, economic and technical impacts of moving to a circular economy for textiles based on biotechnology. (2) RRfW RRfW has been a consistent voice in a network of leading organisations in circular economy, sharing our view that we need a circular economy in which waste and resource management contributes to clean growth, human well-being and a resilient environment. An important moment of collective learning has been the realisation that we can create different types of circular economy such as a closed loop economy primarily dependent on energy-from-waste, or with a greater emphasis on material recycling, or designing wastes out of the production-consumption system altogether. These different types of circular economy could create and destruct different economic, social, technical and environmental values. What is needed is a sustainable circular economy within the environmental limits such as indicated by the planetary boundaries and that secures the social foundations for human well-being. A circular economy could use the preservation of technical value of materials for the delivery of economic, social and environmental net-gains. This narrative has become embedded and sprouted in various areas of government and industry strategy. Further actions are required to continue these transformative changes by actors across society, to continue rolling out the start of a radical change in thinking well beyond the resources and waste sector and to translate thought into practical actions in favour of a sustainable circular economy. The RRfW programme has contributed to many policy initiatives, including guidance for the Green Book, Industrial Strategy, Resources and Waste Strategy etc. Our work has been embedded in many governmental-industry partnerships, including Sector Deal bids for the Resource Council and the Energy Intensive Industries, the discussions with ONS, BEIS and Defra surrounding the potential creation of a National Materials Datahub. Nine of our documents formed part of the foundation for the recent UKRI Circular Economy Programme call. In this way, the legacy of RRfW will continue through the adoption of circular economy principles throughout government and industry. We have responded to Govt consultations on e.g. electronic waste and the circular economy, and the Resources and Waste Strategy and been extensively cited throughout. We are part of the DEFRA Resources and Waste Targets Experts Group, embedding the programme's values in policy. The principles and networks established in the project were also used to contribute to the successful application to run the UKRI Transforming Foundation Industries Hub.

Impact Resource Recovery from Waste contributed to the Industrial Strategy consultation. Our main argument was that resource access had to be recognised as a part of the industrial strategy. Sustainable resource use and better waste management are essential for a healthy environment and can deliver social benefits and clean growth in all areas of the UK. Our contribution was one of the many and a direct impact is difficult to prove. However, we note that resource and waste management are increasingly integrated as part of a series of new strategies and plans put forward by the government in the past year such as through the Industrial Strategy, Clean Growth Plan, 25 year Environment Plan and the forthcoming Resource and Waste Strategy and National Infrastructure Assessment. Resource Recovery from Waste contributed to the review process of the draft standard: - Added further general concepts to overview figures on circular economy - Added the RRfW vision that not every circular supply chain is a good one, but that we need a CE within environmental and social boundaries. They already mentioned planetary boundaries in the draft, and I clarified this text and added that society and economy are dependent on environment as well as adding a sense of urgency (some other comments indicated CE was perceived sort of a luxury, i.e. more optional than it is rather than perceived as necessary) - Added comments on levels of business model innovation. They did speak about value creation and at various points in the draft included environmental and social aspects, however, when it came to the value optimisation focus was back to purely economics. Impact From 2017-2021 RRfW has regularly presented research findings in this group with representatives from relevant government departments, environmental regulators, and senior/ executive representation from the wastes and resources sector. We have contributed to changing the narrative around wastes and resources, embedding circular economy thinking and a drive towards more material recovery and waste prevention in policy and practice. We have communicated numerous well-received recommendations to make government's institutional structure, governance practice, and policies and regulations more effective - contributing to environmental, social and economic benefits. Recommendations from across RRfW programme and project research were brought together in two policy and practice notes (see Policy Impact Project). Various (former) RRfW members remain member of this group and regularly present about the on-going development of the knowledge and practice base for a transformative sustainable circular economy.

Impact This inquiry response drew upon evidence from our analysis on waste arisings, collections and waste management pathways for WEEE in England. Evidence shows that 200kt of WEEE is accumulating in stock every year or being disposed of in other ways; that 31% of WEEE arisings is being treated outside of the regulatory system; potentially high proportion of WEEE being exported to developing countries; and lack of data constraining insight into waste management requirements. Evidence suggests that a high proportion of WEEE could be repairable. RRfW proposed policy and regulatory solutions to the EAC. Dr Anne Velenturf and Prof Phil Purnell were invited to planned hearings for this inquiry in 2020 which, due to Brexit/ elections, did not take place. Our recommendations were integrated into the report by the EAC, and our inquiry response was cited 6 times and quoted 3 times in the text. The EAC's recommendations were in part accepted by Government and most will be further explored as part of existing or new policy processes.

Impact RRfW made significant contributions to setting the agenda for research and innovation into the interdisciplinary subject of circular economy. Impacts were made over the lifetime of RRfW and via workshops of EPSRC (2018), NERC (2019) and UKRI (2019). Our evidence supported the business case made to BEIS for a strategic investment into circular economy via UKRI, and was subsequently referenced 9 times in the call documents for the £30M UKRI National Interdisciplinary Circular Economy Research programme. Our experiences and the lessons learned that we had reported to ESRC, NERC and Defra (the RRfW programme executive board) were also clearly reflected in the structure and articulation of the programme.

Impact This impact is a result of the mini-project analysing how policy and regulation can support resource recovery. The impacts and mechanisms of effective delivery are discussed in detail in Chapter 5 of the synthesis report (URL provided below). They mainly pertain to actions to broaden local networks of stakeholders involved in adopting circular economy and how they should be engaged, and preparation of particular supply chain networks to adopt RRfW technologies. Other impacts were aimed at student education, inventorying and dealing with barriers and benefits for resource recovery innovations that go beyond finance alone, facilitating uptake of circular economy practices in industry, developing a new guideline for soil recovery, and using the PSA workshop model in another research project.

Impact Resource Recovery from Waste has influenced the Resources and Waste Strategy at various points including but not limited to: - Expert workshop on 19 April where Defra and WRAP invited input on the general contents for each section of the forthcoming strategy. RRfW's recommendations were included in the proceedings of this workshop. - Academic expert workshop on 18 June with a select group of ca. 10 academics providing evidence on a number of specific subjects and questions. RRfW's recommendations, in particular around the valuation of resources, were included in the memo following this workshop. - Numerous email communications in which we provided additional evidence such as via our Policy and Practice Notes and publications from across our projects. We also influenced the strategy via the Defra waste statistics group and publically at policy events. - RRfW was invited for a roundtable meeting with the Defra team who was writing the strategy, offering the opportunity to directly discuss our recommendations in depth. - Contributed to meeting on 'Targets, Metrics and Monitoring needs for the Resource and Waste strategy'. The strategy reflects the RRfW narrative at various points in the document, and directly cites three of our publications and reports. The RRfW formal response to the strategy will be published on our website and shared with contacts at Defra.

Building a collaborative culture to ensure that the oil & gas sector has the credibility to play an active role in the energy transition and the pathways to become an energy actor; 2. Adopting criteria for sustainable investment in line with the Government's Green Finance Strategy and the ambition to leave our environment in a better state for future generations; 3. Removing punitive action against actors that want to reduce oil & gas extraction when evidence shows continuing higher production rates are suboptimal from a balanced economic, social and environmental perspective. Most recommendations were not listened to because taking a whole system sustainable approach was out of scope of the consultation and indeed the MER UK strategy. There were small wins such as at least making it heard that the title of the strategy "Maximising Economic Recovery" (of North Sea oil and gas) is out of touch with net-zero and clean growth targets.

Title Complex Value Optimisation for Resource Recovery 
Description NB The categories for tools and methods are entirely medical sciences focused. I have chosen the least worst one, but clearly ResearchFish should be diversified to be inclusive for tools and methods developed in other disciplines! The transition to a circular economy, where the value of resources is preserved in the technosphere, must be supported by policies and operational decision-making based on evidence. Existing methods used to provide this evidence (e.g. LCA, LCSA, CBA) are not robust enough to adequately address the creation and dissipation of systemic and multidimensional value that spans the social, environmental, economic and technical domains. This study proposes a novel, conceptual approach that seeks to assess how complex value is created, destroyed and distributed in resource recovery from waste systems. This approach expands beyond conventional methods of estimating value. It combines scientific and engineering methods with a socio-political narrative grounded in the systems of provision (sop) approach, and provides a comprehensive, analytical framework for making the transition to a resource-efficient future. This framework has the potential to connect bottom-up and top-down approaches in assessing resource recovery from waste systems, and address systemic challenges through transparency and flexibility, while accounting for the dynamic and non-linear nature of commodities flow and infrastructure provision in the overall system. This creates the pathway towards circular economy, and lays the foundations for future advances in computational and assessment methodologies in the field of RRfW.

The Participatory Situational Analysis (PSA) was developed in a RRfW mini-project. The PSA approach offers a structured approach to bring together stakeholders from different backgrounds (e.g. government, industry, NGOs, academia) to develop a joined action plan to implement circular economy via change in the governance system. This is a method for a workshop. The PSA session should start with a presentation introducing the vision or technology that is to be implemented (in our case, a shared perspective on the vision/ technology was already developed in earlier stakeholder engagement activities). The session then runs through the stages of: 1) Mapping associated policies and regulations; 2) Drivers and barriers associated with the policies and regulations; 3) Actors in control to reduce barriers and/or capitalise on opportunities; 4) Actions that actors that are in control could take. A final step could be to ask about research and innovation challenges to enable action from the actors in control of the system, resulting in an action-oriented research agenda. Dr Anne Velenturf was part of the virtual team and the steering committee for the NMD. Her structure for delivery of benefits from the NMD over the next 10 years has been integral to the business case for the next stage of development of the data system. Her contributions on the potential costs and benefits, and alignment to Government strategy (e.g. by BEIS, Defra, Treasury) also formed a key part of the business case submitted to Government. Anne supported the NMD team through several rounds of revisions, supported development of specific use cases for material systems, and gave strategic advice on funding alternatives and collaborations.

PI Contribution RRfW initiated research and innovation activity into the end-of-use management of low-carbon infrastructure incl offshore wind. RRfW reviewed literature and offshore wind decommissioning plans, and prepared a database to estimate costs of decommissioning and resource flows into and out of the sector now and in the future. RRfW co-hosted a workshop in January 2018. Challenges that were identified were fed into the ORE's Offshore Wind Innovation Hub technology roadmap and in this capacity RRfW functioned as the national lead on offshore wind decommissioning. RRfW was invited to present on the subject of applying circular economy approaches to whole lifecycle of offshore wind infrastructure - from the design stage all the way through to the eventual decommissioning - at a number of events, with the ORE-OWIH as a co-author.

PI Contribution Co-organised a specialist session at the European biosolids and organic resources conferences on 21 Nov 2017 followed by a shared conference dinner with participants from that and the Resource Recovery from Waste annual conference on 22 Nov 2017. Anne Velenturf raised the idea with Aqua Enviro and made a financial contribution to arrange the event space, and Aqua Enviro fully organised the session with expert speakers from industry and government. Afterwards Resource Recovery from Waste continued discussion with the speakers and further interested actors, the result of which culminated in a blogpost published by the Renewable Energy Association and further tacit impacts on the Environment Agency reconsidering their end-of-waste procedures.
Collaborator Contribution Aqua Enviro hosted the special session with Resource Recovery from Waste at their conference. They designed the session programme and invited the expert speakers, and also facilitated the discussion held throughout the session. Aqua Enviro contributed to the communications after the special session and co-authored the blogpost published by REA.

Description A software tool for techno-economic and sustainability analysis of resource recovery technologies for circular economy (TESARRECâ„¢) has been developed at the University of Surrey (MeteoRR team) and is proceeding towards commercialisation. Initially focused on bioelectrochemical systems (Shemfe et al. 2018b), TESARRECâ„¢ will be expanding its capability to evaluate sustainability and design of a wide range of wastewater treatment, resource recovery from waste and (bio)remediation technologies for valorisation of waste streams into added value products. TESARRECâ„¢ has uniquely embedded life cycle sustainability assessment (LCSA) encompassing (environmental) life cycle assessment (LCA), (economic) life cycle costing (LCC) and social LCA (SLCA) methodologies, in accordance with the ISO 14040, 14041, 14044 and 26000 standards, to address an important market need by enabling firms to easily design and simulate sustainable process configurations and systems topologies including new innovations for reducing environmental footprints of their waste management facilities. TESARRECâ„¢ resolves an unmet market-need leading to benefits to both users and the environment.

Results and Impact Policy Public Exchange organised an expert workshop on circular economy, attracting policy makers such as MPs, industry representatitves, academics and local authorities. There were part to the day, each with a seminar of 4 presentations followed by an hour discussion. I shared key recommendations from Resource Recovery from Waste via questions and comments to the panels and audience, with the prime aim to get the waste industry to consider future developments at the top end of the waste hierarchy which requires business model innovation. I also planted recommendations for the Resources and Waste Strategy. We need to wait and see if these engagements have an impact, however, further discussions have been held with key industry actors via email and meetings in person to speak about business models. Plans are being made for further research and innovation activity in this subject area.

Results and Impact Member of DEFRA's Waste and Resource Sectors Working Group on Data bringing together representatives from key government departments including DEFRA, BEIS, DCLG, NIC, DIT, EA (and all devolved counterparts where applicable) and senior management of the waste management industry; there may be more than 50 members in this group but never at any one time in one meeting. Meetings take place 2-3 times per year and RRfW is invited to present key results and policy recommendations. Particularly our critical position on energy from waste leads to strong debate with the industry members of this group including written exchanges afterwards. Applications to recover resources from waste streams are received with interest but commercial concern. RRfW strives to change perceptions and practices of the members of this group, there are no practical impacts to report yet but we are invited to contribute to the Resources and Waste Strategy in various ways and, additionally, get invited to bid for short-term project opportunities through which we could disseminate/ develop our research.

Results and Impact The aim of this special session was to understand how end-of-waste procedures could be best navigated, especially in the absence of an active definition of waste panel. Resource Recovery from Waste presented findings from our compost oversize mini-project in which difficulties in achieving end-of-waste led to unintended negative social and environmental impacts, alleged illegal behaviours, and economic difficulties/ bankrupcies in the sector. Further presentations within this session were provided by Environment Agency, Ostara and Secanim (unfortunately two presentations from legal experts had to be canceled last minute). This session was co-organised with- and facilitated by AquaEnviro. The session was well-attended and led to heated debate, overrunning by more than an hour with continued discussion by email in the months after. The Environment Agency acknowledged a few issues which are yet to be translated into an actual change of practice.

Online article reporting on the upcoming RRfW Conference 2019 based on press release by University of Leeds. It states that: the government is missing a 'huge opportunity' to reduce the UK's carbon footprint by focusing spending on wind farms instead of materials recycling, according to an academic specialising in resources recovery. At a conference due to take place next Wednesday, University of Leeds professor Phil Purnell intends to explain how the UK's currently poorly-developed recycling activities save approximately 60 million tonnes of carbon dioxide (CO2) per year, by displacing the need to mine and process virgin material.

Results and Impact The Resource Recovery from Waste (RRfW) programme is coordinating a Research Topic in collaboration with the Gold Open Access scientific publishing platform Frontiers and its associated family of journals. We have encouraged participation from across the research community to raise visibility and drive momentum in the resource recovery from waste area. The Research Topic will comprise of a collection of research articles addressing how resource recovery from waste can be achieved as part of a transition towards a circular economy. The Research Topic aims to bring together research works falling under, but not limited to, the following areas: Waste streams; RRfW technologies; "Whole system" design and improvement; Methodological approaches to resource/waste value appraisal; and Waste management/use associated impacts. The Research Topic currently has 3 published articles (further articles submitted and in review), 41 authors, over 3600 page views (1,447 article views, 153 article downloads, and 2,001 topic views).

Social media posts on this report - on LinkedIn and Twitter - attracted thousands of views, dozens of likes and comments from senior leaders from the resources sector.

Results and Impact Invited talk at the launch event of Kok Siew Ng's NERC industrial fellowship at the University of Oxford. Kok Siew was part of the MeteoRR project team at the University of Surrey and was one of our most active researchers on the RRfW mini-projects; RRfW has strived to support his academic- yet impact-facing career development. This fellowship is the next stage demonstrating that he successfully moved to the next stage in his career. The launch event brought together academics and companies on the interface of circular- and bioeconomy. I presented the business case for resource recovery (subsequently published in Science of the Total Environment). Plans were proposed to continue collaboration on business models and government policy.

Results and Impact RRfW and NERC held a joint workshop on 18 March 2019 with the aim of identifying the research and innovation spaces where further investments in resource recovery and circular economy could make a valuable contribution. The workshop attracted participants from across the RRfW network and UK research councils, spanning disciplines and sectors. To encourage broad thinking, participants were asked to think about key research and innovation challenges associated with the life-cycle stages of design, take, make, use, dispose, store and natural reserves.

Results and Impact A workshop series was organised as part of the RRfW mini-project "Participatory Situational Analysis" (PSA) to answer the question: How can policy and regulation support resource recovery? In 2017-2018 4 workshops were held. Each workshop consisted of 2 parts, with a focus on resource recovery in general in the morning and a specific resource recovery application in the afternoon. We also assessed perceptions of circular economy at the start of the workshop, and whether these had changed at the end of the event. We strived to attract participation from government, industry and academia, to enable discussion between these types of actors because we think this will provide a basis for mentality- and practice change. The PSA team consists of members from PCT, R3AW, MeteoRR, AVAnD, B3 and INSPIRE. ¦ Workshop 1: Belfast. 17 participants from DAERA, NISP NI, Strategic Investment Board, AFBI, Arc21, WRAP, ADBA, etc. After the workshop, 92% of participants reported to have learned something new and 75% considered changing their day-to-day practice. ¦ Workshop 2: Edinburgh. 10 participants from various industry and academic organisations. 100% reported new things learned, 50% plans to change practice. ¦ Workshop 3: Cardiff. 10 participants. 100% reported new learnings and 70% shared ideas to change practice. ¦ Leeds: 16 participants, 100% reported to have learned something new but only 36% indicated to change practice. Four confidential workshop reports and a publically available synthesis report were produced. A peer-reviewed publication is in preparation.

Results and Impact Attended the event with the aim to learn more about waste management and circular economy initiatives in Wales, and to build a network of contacts in government of Wales. Cultural and political differences between England and Wales in the promotion of circular economy were identified, helping to shape on-going policy engagement work led by Resource Recovery from Waste. Contacts were strengthened and made with key government contacts including head of waste strategy and the Treasury directorate working on landfill tax.

Results and Impact A series of presentations were delivered to discuss how circular economy can support economic recovery, these included presentations at: sustainable food systems websinar; Place-based Economic Recovery Network workshops; Priestley International Centre for Climate net-zero series; Kirklees Council; Circular Digital Yorkshire festival; KTN/ Zero Waste Leeds/ University of Leeds circular textiles event; and contributions to Circular Yorkshire Month. The focus was regional, on Yorkshire, and local, primarily on Kirklees and Leeds, but the events also attracted participants from outside the region. The main achievement was that circular economy is now seen as a tool for economic development, and not just as a way to solve waste issues anymore. Further investments were attracted for several regional circular economy projects.

The conference programme was shaped to increase our understanding of this business case, inviting perspectives from the UK and abroad. A conference activity was facilitated to identify motivations and challenges for resource recovery, and to identify actions to increase resource recovery. A peer-reviewed publication of the business case for resource recovery, based on the data collected at the conference, is in preparation.

Results and Impact Since 1 March 2018, the RRfW website has received >4300 visitors and >10k page views. Looking at 2018 overall, the home page received the most traffic, with the RRfW final conference being the most popular page (1245 views) whilst the Policy page has also proved popular with 323 views. During 2018 the blogs overall attracted over 1600 views, with the most popular blog being 'Is the UK's waste infrastructure ready for a circular economy?' (327 views). Whilst the vast majority of the audience are from the UK, views have also come from Europe, America and India. In addition, copies of the RRfW quarterly newsletter are hosted on the website, and were accessed an additional 46 time via this route. The newsletter is also directly emailed to over 70 stakeholders, comprising of a mix of RRfW project members and external interested parties. The website and newsletters have provided a route to disseminate RRfW activities and outputs, and engagement via these routes has included people registering for events and direct queries.

Results and Impact Invited contribution to expert panel on the monetising of by-products, with further panel members from Viridor, Chinook Energy, Carbon8 and the dicussion was facilitated by Soenecs. In this session Anne Velenturf introduced the Resource Recovery from Waste programme and focused on technology upscaling efforts made by the AVAnD project to monetise wastes and by-products from AD and bioenergy. The presentation and our position on the use of comparator materials during end-of-waste procedures was met with interest, leading to further conversations, sharing of information and at a later stage contribution to an RRfW mini-project on compost oversize. Between April 2017 and March 2019 we attracted: 80 Followers; More than 800 profile reads and over 3000 reads of our ca. 30 updates and outputs posted on our profile; 11 Profile recommendations and more than 30 recommendations directly to updates and research outputs. We regularly receive requests for further information and copies of research outputs. The audience on ResearchGate is almost exclusively academic and we combine this in our communication strategy with channels more popular with business and government such as LinkedIn and Twitter.

Results and Impact The final Resource Recovery from Waste conference brought together five years of research to highlight the relevance of resource recovery for a clean, low-carbon and resource efficient economy. The conference showcased the key achievements of the programme covering: technologies and approaches to recover resources from industrial, mining and organic wastes; novel assessment tools to optimise the value created in resource recovery systems across multiple domains (economic, technical, environmental and social); and a shared vision for the transition a the circular economy, bringing together academic, government and industry perspectives. The conference discussed the policy environment for resource recovery, highlighting where changes are needed going forward to facilitate the transition to the circular economy. In addition, a panel session focused on identifying future challenges and research needed in this area. It was attended by 96 people from academia, industry, public sector and 3rd sector.

Results and Impact Participated in the CIWM conference "Resourcing the Future" in London, attracting waste experts from across the UK with international visitors too. Aim was the maintain industry contacts and stay up to date with waste management and circular economy developments outside academia. At this conference there was particular high attention for "circular economy infrastructure" which, it turned out at the end of the conference, is a subject area riddled with knowledge gaps. RRfW raised awareness for this issue which needs to be solved to effectively promote investment in circular economy infrastructure. This resulted in an invitation for a following event to discuss infrastructure capacity. We also note the industry-led initiative to publish a book in circular economy infrastructure in 2019.

Results and Impact Building on an initial meeting with Birch Energy, a mini-project was proposed for Resource Recovery from Waste. While the mini-project was not funded, a part of the proposed activities did go on. Birch Energy organised school visits to speak about waste management with a particular focus on plastics. They identified with the vision of Resource Recovery from Waste and adopted it as part of their own position towards resource and waste management. The company held a number of school visits and also hosted the school for a visit to their anaerobic digester. Two researchers from the CVORR team visited the school for one of the session, to speak about waste management and careers in science and engineering.

Article on the RRfW Conference 2019 and RRfW programme. Prof Purnell is quoted, highlighting that the carbon saving from recycling and resource recovery is about 10 times that of wind farms, but recieves a fraction of the investment from government. The article also mentioned that the research programme has also published two policy briefings covering how recovering and re-using industrial wastes from mining and manufacturing which contain rare metals, and biowaste, could both contribute to the UK's strategic goals of clean growth, resource security and reducing use of fossil fuels and carbon emissions.

Results and Impact In this international workshop we ember the CVORR model into the wider research conducted at the School of Civil Engineering on how to integrate informal recycling systems and build recycling rates in the lower income countries based on the existing activities of the waste pickers. This is the main resource recovery activity in the Global South and the CVORR is anticipated to be a major boost in enabling analysis and decision support for such situations. The CVORR relevant case study (packaging plastics recycling) is in its initial phase in the Global South and it uses data form Brazil and Argentina. This was an excellent opportunity to have all the the wider low-income countries related experts engaging with CVORR: More than 3000 people have seen the webpage on linked in and the results are further channeled via many social media routes.

The workshop is hosted by the School of Civil Engineering, University of Leeds, as part of the Circular Economy & Resource Recovery Research Network, under the auspices of the Cities Strategic Research Theme. The workshop is aimed at presenting the results of recent and on-going studies around the theme of waste management and recycling services carried out by the informal sector in the Global South, and relevance to the circular economy, and is supported by the British Council Newton Fund Institutional Skills Professional Development Programme. Speakers from Leeds' School of Civil Engineering and institutions in Brazil are delivering a workshop themed on waste management and recycling services in the Global South, at Weetwood Hall in Leeds. ThThe event will showcase the portfolio of innovative decision support tools produced by the resource recovery research group of Dr Costas Velis, and will also include keynote talks from esteemed Brazilian researchers: D.Sc Jacqueline Rutkowski of the Instituto Sustentar, and Dr Emilia Rutkowski of the University of Campinas, São Paulo, who have worked extensively on developing understandings of waste picker social technologies. Additionally, it will include a panel discussion about the role of the circular economy in developing countries, with participation from renowned experts: Professor Gary Dymski, Co-Director of Cities Theme, University of Leeds; Professor David C Wilson of Imperial College London; and Dr Anne Scheinberg, independent consultant.

In order to fulfill Europe's long-term decarbonisation agenda, the share of wind energy in the energy mix needs to grow further, and this outgoing generation capacity will have to be replaced. RRfW participated to share evidence from our research exploration into circular economy and low-carbon infrastructure decommissioning.
