A hidden crisis: unravelling current failures for future success in rural groundwater supply

Abstract

Planned Impact

Our research project tackles one of the most pressing and under-researched areas within the African water sector: why do so many groundwater based rural water supplies fail within a short space of time, and what steps can be made in designing new water points to increase their sustainability? The ultimate beneficiaries of this research are the rural people within Africa who currently use unreliable shared water points and the estimated 300-400 million people who still have no access to improved water services. Given the high rates of source failure (30-40%), the research has the potential to make a major impact on the sector. Increased sustainability of water supplies will enable the benefits of improved health, nutrition, education opportunities, safety/dignity and livelihood security, to accrue within communities, rather than being repeatedly lost in cycles of supply failure. This is essential for long-term development and will particularly benefit women and children who bear the brunt of water collection.
There are a number of intermediary beneficiaries and direct users of the research who can directly use the new knowledge and techniques (1) multi-lateral agencies and donors with both regional and country-specific 'support' and funding mandates (e.g. WSP, DFID); (2) government ministries, departments and development partners (including NGOs) at national and regional level involved in the design of guidelines and policies; (3)implementing agencies, such as local government, NGOs and private sector actors, that develop and backstop rural water supply infrastructure (e.g. drilling companies); (4) the academic community, who can build on the detailed interdisciplinary research and data generated.
Donors and multinational agencies. The research outcomes will particularly help in mapping trajectories to targets such as the proposed new Sustainable Development Goals. Our research with more nuanced definitions of functional water points and the forecasting of future functionality under various scenarios will be of particular benefit.
Government Departments and national NGOs. This group set national policy and standards and mechanisms for monitoring. The research outcomes will help define the combination of factors that lead to water source failure, or success, and also propose a strategy for increasing the potential for rural water supply service to remain functional. This group will be engaged in the project from the outset by the strong links WaterAid and our Africa academic partners have with national government and regional stakeholders (e.g. AMCOW; Ethiopia's Water Sector Advisory Group). A wider international community of government, NGO and water industry stakeholders will be engaged through forums such as World Water Week.
Local government, NGOs and Practitioners. These are the people that actually commission, site and drill boreholes, install handpumps, mobilise communities and set up water user groups. The research will equip this group with investigative techniques, and knowledge of which factors are critical in different areas to long term sustainability. This group will take part in the country research programmes, and we will publish a comprehensive manual targeted at this group and online resources.
Research community: There is currently no comprehensive interdisciplinary dataset providing a post construction audit of rural water supplies. The research will deliver an innovative research methodology, and dataset, relating to functionality, governance, institutional functioning and groundwater resources. The research will be disseminated to international community through several, potentially benchmark, papers in high impact journals, and international conferences providing cutting edge of thinking about hybrid governance and critical institutionalism, and understanding of African groundwater. Long-term open access to the new dataset will enable future comparative and longitudinal work.
 
Description 1. Water management as a non-technical process of navigating and negotiating social relations, requires the need to shift the focus away from development projects to the ongoing work of local governments.
2. There is no strong relationship between the capacity of the Water Management Arrangement and the functionality of the borehole.

Results and Impact Over 100 undergraduate students attended the NEF Africa Science Week. UPGRO researcher, Chikondi Shaba organised the Next Einstein Forum (NEF) Africa Science Week in November 2019 as NEF Ambassador (2017-2019) where she shared and inspired young female scientists using UPGRo research activities. Chikondi Shaba won the NEF Ambassadorship for Malawi based on UPGRO groundwater research.

Results and Impact First, the meetings involved discussion of political economy analysis of the rural water sector in Malawi at regional levels especially in regions where our research is taking place. In each district, we discussed the role of various actors in rural water supply and WASH including District Water Development Officers, Water Monitoring Assistants especially in Balaka, Machinga, Lilongwe and Nkhotakota Districts in Malawi. At these meetings policy makers were also involved including Directors of Water Resources at national level. Second, the country report as well as draft report of the political economy analysis was also discussed with other stakeholders including District Water Development Officers. In addition to the political economy analysis, in 2017, we also presented a poster on UPGRO Hidden Crisis Research at the National Science Fair in Mangochi - the activity did attract the attention of the public including senior government officials. Finally, UPGRO research activities were also covered in one of the University of Malawi bulletin and this generated lots of attention and continued engagement among students as well as academics at the University of Malawi's Chancellor College. All these activities are having huge impacts on various audiences including continued engagement with policy makers, politicians, academics, students as well as local communities.

Results and Impact The district events were organised by Water for People, World Vision and WaterAid. Hidden Crisis District Sustainability Assessment findings were disseminated and experiences in utilising the sustainability assessment tool. This led to uptake of the Hidden Crisis work to inform what information needs to be include in District Sector Investment Plans (DSIPs) for sustainability of WASH infrastructure. The meetings were attended by delegates from Ministry of Agriculture, Irrigation and Water Development, 6 District Governments, and WASH sector and NGOs.

Results and Impact The key outcome for the meeting was that Joint Sector Review adopted the functionality definition and the measurement methods as presented by the research and commended the new knowledge brought about by the research on borehole functionality. The Sector will be aligning itself with the findings of the research on functionality as the Technical Working Group on water supply was requested to use the research findings in their undertakings especially on improving water point functionality. While we have gotten this acceptance at national level participants found the findings very useful and relevant to rural water supply in Malawi. To this end, participants advised us to share the findings as widely as possible because they have a bearing not only on waterpoint functionality but also on the attainment of SDG 6. Publications and reports from Hidden Crisis especially 'functionality methods' manual were distributed to attendees. In a clear demonstration of political will, the Honourable Minister of Agriculture, Irrigation and Water Development who was the guest of honour at the JSR emphasized the need to act on the resolutions and recommendations made at this year's JSR including functionality definitions of water points.

Results and Impact The main objective of the conference was to provide a forum for stakeholders to share experiences and generate innovations and solutions on how to scale up access to safely managed sanitation services. The conference's theme was 'Scaling Up Access to Improved Sanitation'. The conference took place in November 2019 and was opened the by Minister of Agriculture, Irrigation and Water Development. The meeting provided a platform for upgro researchers to share findings from the upgro research.
