CROPROTECT: a knowledge exchange system to support UK growers in sustainable crop protection to allow efficient crop production

Abstract

To ensure efficient crop production and to avoid wasting the land, water and nutrient resources used, it is essential that crop losses to attacking pests, weeds and diseases are prevented as much as possible. These attacking organisms have been managed primarily with pesticides for the last few decades but now alternative solutions need to be delivered.

Currently there is a disconnect between the R&D community and the farming industry. This must change if farmers and agronomists are to be better informed and with the expanding capacity and reach of information technology there is a real prospect of delivering location specific farming advice. To allow innovation, a system is needed to 1) identify best practise and 2) transfer information about best practice to farmers and agronomists. UK agriculture and horticulture are facing huge challenges (highlighted in the National Farmers Union healthy harvest report) as conventional pesticides are being restricted by legislation and lost to resistance. This project will develop a web-based knowledge exchange system to support growers by providing evidence based information about integrated pest management (IPM) and alternatives to pesticides. Currently much of the information that is readily available relates only to pesticides and there is a lack of awareness of alternatives. Information is also needed because alternatives are often more complicated to use.

The knowledge exchange framework built by the project will be web-based and comprise a number of linked modules: 1) a grower interface where farm information and crop protection needs is entered by farmers. Growers will input details of their pest, weed and disease challenges; 2) a geographic information system where farm data are held and mapped spatially; 3) a module gathering information about potential solutions. This part of the system will be driven by curated data obtained from disparate industry and academic sources regarding pest, weed and disease management recommendations; 4) an information processing and design of IPM systems module which will be at the hub of the system, and 5) an information delivery module that will provide relevant solutions to individual users. The outcome will be a crop health web portal growers could visit and obtain relevant advice about IPM.

The system will co-ordinate and connect grower data with information to allow the design and provision of pest management solutions. It will be a two-way system and allow us to obtain a detailed picture of the challenges growers face. The basic framework will be generic and units will be built for each of the major UK crops. As different units are added and the system develops it will build a detailed picture of both problems and best pest management practices. The system will thus make use of information technology to provide better information about pesticide alternatives. This will have substantial economic, environmental and societal benefits in terms of minimising crop losses, optimising control strategies, improving competitiveness and reducing environmental footprint.

The project is expected to make advances in web-based knowledge transfer systems. It will create and develop a system for gathering location specific data in a geographic information system with problem solving modules. The very real challenges farmers face in crop protection mean that a new communication system will be developed to provide answers about solutions. The current project is designed to address crop protection but lessons learnt could be used in development of other problem-solving systems.

Planned Impact

Much of current crop protection, at the farm level, is still based on pesticides. Knowledge exchange is an essential component of the promotion of IPM and alternative approaches therefore the project will fulfil a vital role in implementation of the "Sustainable Use Directive", EU directive 2009-128, which not only places restrictions on the use of conventional toxic pesticides but also has a requirement for "Promoting the use of IPM (integrated pest management) and of alternative approaches". This project will provide a new framework for knowledge exchange.

Stakeholder group 1: Farmers and agronomists. The project will create, develop and provide a web-based knowledge exchange system for crop health. It will identify best practise for crop protection and share relevant information tailored to their location and requirements. New solutions are needed as pesticide options are being taken away. For example, herbicide resistance is threatening the viability of Winter wheat which may have to be drilled in the Spring in large areas of the UK to avoid blackgrass (Paul Brown, Frontier) but this means lower wheat yield. Insect pest management in oilseed rape is becoming more difficult after the neonicotinoid restriction - one farmer (Andrew Howard) recently wrote that flea beetle problems meant that he was considering stopping growing the crop. Sustainable intensification will require more "knowledge per hectare" (RISE report 2014). The project will unlock new options, such as cultural control methods, use of resistant varieties and biocontrol by making farmers and agronomists aware of them. Farm business viability will be improved and the sustainability of important crops such as oilseed rape and Winter wheat would be improved.

Stakeholder group 2: Processors and retailers. The project will provide strategic information to the UK agricultural industry to maintain competitiveness and home-grown production systems. The vulnerability of production systems to yield instability and loss of quality will be reduced because the project will help to fill the gap left as pesticide use is restricted. This will reduce the risk of relying on imported food. Furthermore, by reducing reliance on pesticides, pesticide residues in food and water will be reduced which will benefit this stakeholder group.

Stakeholder group 3: Policymakers, researchers and support industries concerned with farming. The project will provide strategic information on farmer experiences of pests, weeds and diseases that will allow improvement of policies, research, products or services. The project will particularly benefit the Agricultural Informatics community. The spatial information about location of pests, weeds and diseases would be a powerful resource for integration with weather data and Sarah Jackson from the MET office has expressed an interest in this. As increasing numbers of farmers and agronomists use the system the 'crowd-sourced' information will become more powerful and will allow formulation of evidenced based policy and targeted provision of products and services. The system addresses a particular concern for UK farmers and agronomists but could also serve as a prototype for developing farming advice services globally. The system will be primarily web based because this will maximise the availability of the information, allow regular updating and real time two-way information exchange. It will be an interactive system driven by user requirements.

Stakeholder group 4: Consumers. The project would help to maintain efficient production systems which will feed through to maintaining reasonable food prices. Many consumers dislike pesticide use and this project would help to minimise their use by providing information about alternatives to farmers. There would also be environmental benefit and by reducing crop losses resources such as land and water would be more available for other purposes.
 
Description Information sharing can be facilitated by the use of appropriate websites and smartphone App. These overcome physical distance limitations and hence are particularly good for reaching isolated audiences in rural areas. They are not a substitute for face-to-face meeting but are highly complementary. They can provide immediate information at the fingertips of the farmer or agronomist user.
A key global 21st century challenge is to maximise agricultural production while minimising use of resources such as land, water and energy to meet rising demand for produce. Crop protection in particular is becoming more difficult due to evolution of pest resistance and changes in legislation. To meet this challenge, while also adapting to climate change, agriculture will have to become more knowledge intensive and deploy smarter farming techniques. Up to date information can be made rapidly available and shared online. Quality control is important as is quantity control - users require the relevant information and not to have to wade through pages of non relevant information.
Online knowledge sharing systems bridging research and user communities are probably in their infancy and will develop rapidly in the next decade. General lessons and guiding principles that have been learnt so far fall into three categories of relevance, ease of use and marketing:

Exploitation Route There are opportunities to use the crowdsourced pest, weed and disease data in combination with other data layers (MET data such as temperature and rainfall, soil and management data) in a geographical information system to make the system predictive.

The project highlights the challenges farmers face with managing pesticide resistant pests because these are the ones most frequently reported by users. This finding may inform policymakers about the need for generation of new solutions.

Description The project is developing a website, www.croprotect.com and linked smartphone Apps for sharing practical information about crop protection and pest, weed and disease management with farmers and agronomists. The website has been running for two years and has over 1000 registered users plus more unregistered users. In the last month there were 790 visits to the website. The smartphone Apps were launched in December 2015. The Android version has been downloaded at least 100-500 times and the iOS version has been downloaded more than 100 times. Feedback from users has been positive and we are using their comments to guide further development of the system. The pest, weed and disease targets for which information has been posted on have been chosen according to the number of mentions (votes) from users. The project is taking knowledge exchange with UK growers and agronomists to a new more dynamic and interactive level. Better information flow is needed because availability of pesticides is declining and the industry needs to know about alternative approaches which are often more complicated. Information about pest, weed and disease targets ranked by users has been shared with James Phillips of the BBSRC, Senior Portfolio Manager - Agri-food Business and Innovation, to guide future research strategy.

Impact Successfully securing this inquiry will have an impact in raising awareness and improving political will to use science and technology to address challenges to food security and biodiversity. Agriculture has been neglected since the last Green Revolution in the 1960s and 21st Century challenges need to be taken more seriously. The Commons STC is a high level committee overseeing delivery of science across all government departments. While the inquiry has not yet been launched, I am confident that it will make a difference to the areas highlighted above. Here is our University press release, which has more details: "Professor Toby Bruce has secured a full Government inquiry into the role of science and technology in addressing challenges to food security and biodiversity, following his successful pitch to the House of Commons Science and Technology Committee in January. Professor Bruce's pitch was one of just four chosen to be taken forward as a full Government inquiry. The committee has combined Professor Bruce's recommendations on food security and crop protection with a related topic on gene editing techniques from Nicola Patron of the Earlham Institute. A report published this week by the Science and Technology Committee said: "Professor Toby Bruce suggested that we should hold an inquiry into food security, the environment and crop protection. He suggested that an inquiry could look at the tools available to farmers to protect crops against pests, weeds and diseases, how these had changed over time, what changes were needed to ensure food security in the future and research investment in crop protection. We will incorporate this into an inquiry into the role of science and technology in addressing challenges to food security and biodiversity." Professor Bruce said: "I am delighted that 'My Science Inquiry' is being taken forward to a full inquiry and look forward to working with the Commons Science and Technology Committee. There is an urgent need for increased research and innovation to help improve food security and protect the environment. I hope that the forthcoming inquiry will be a catalyst for change and will help to address some serious limitations that currently impede our innovation system, particularly with respect to providing new options for protecting harvests from pests". During the presentation of his research, Professor Bruce said: "The choice we have at the moment is having to choose between food security and the environment, so we need to find a way forward in which we can safeguard our crops without environmental impact, partly through smarter regulation to bring more inventions into the market. There is a critical shortage of new treatments but there's also underinvestment in this area. It's a major challenge that we face this century, how do we feed the world without wrecking the environment in the process." Description The CROPROTECT App enables even easier access to the information also available on the website https://croprotect.com/ It is an output from the CROPROTECT project that shares key information and management recommendations about target pests with farmers, agronomists and other end-users. Results and Impact BBRSC organised a workshop to bring together key experts with knowledge and techniques of potential for surveillance and monitoring of plant and animal health threats. The workshop included some short talks, discussions and break-out groups. It was attended by over 100 scientists and potential funders. Outcomes included an invitation to co-organise a related conference (Sensor 100, which was in July 2018), ideas for potential new projects and collaborators were also made. Feedback was provided to the BBSRC.

By 2030, the EU wants the use of plant protection products to be halved. The central topic of the day was: what needs to be done to deal with this challenge? What should companies, research institutes, and other organisations in the horticultural industry do to turn this upcoming demand into an opportunity?
