Applying NERC-funded biodiversity research to improve corporate biodiversity strategies

Abstract
Government and businesses in the UK and worldwide are in urgent need of advice based on cutting-edge research, to help them operationalise the 'no net loss (NNL) of biodiversity' principle: where biodiversity losses should be mitigated where possible, with residual losses balanced with a biodiversity gain to ensure overall NNL. This principle is increasingly required under legislation worldwide, and many companies have committed to voluntary biodiversity protection through mechanisms such as NNL.
E.J. Milner-Gulland (EJMG) and Joe Bull (JB) have conducted NERC-funded research since 2010, developing novel scientific approaches exploring the challenges of achieving NNL. Their research and corporate engagement has pinpointed critical issues faced by businesses in applying NNL. The aim of the fellowship is to apply this research into practice-relevant frameworks and scientific advice that addresses key conceptual and operational challenges associated with corporate biodiversity strategies.
The applicant, Dr Prue Addison (PA), will work under the supervision of EJMG at the University of Oxford, and will collaborate with JB at the University of Copenhagen. PA has an applied conservation science background and an extensive science-policy network in the UK and Australia. The scientific expertise held by PA, EJMG and JB will enable the application of cutting-edge science to biodiversity strategies by businesses across multiple sectors in the UK and beyond.
The fellowship has three key objectives: (1) to conduct a review of the science addressing corporate biodiversity strategies, illustrating best practice examples, lessons learnt and key scientific knowledge gaps; (2) to work closely with business beneficiaries and apply science to improve their corporate biodiversity strategies; and (3) to engage with a broad audience of beneficiaries across the business, science and policy spheres, sharing insights and outputs from the fellowship.
The key beneficiaries of the fellowship will be multinational corporations, with operations in the UK, seeking to manage their biodiversity impacts and develop beneficial biodiversity strategies. Key business partners will be invited to meetings and workshops throughout the fellowship to shape the specifics of the work plan. The fellow will travel to sites of operation in the UK and abroad and work with staff implementing biodiversity strategies in order to understand their needs and challenges. Other beneficiaries include: industry groups working to improve the development and implementation of business and biodiversity strategies in the UK; government agencies and committees, developing biodiversity strategies in the UK; NGOs, who conduct biodiversity research and have strong business engagement strategies; and international working groups developing biodiversity strategies in the EU and abroad.
The insights and outcomes of the fellowship will be communicated via a range of avenues such as personal briefings to key officials, public reports, social media outreach (emails, website, blogs, and twitter updates), Biodiversity Fellowships for business thought-leaders, one-to-one meetings and presentations at meetings, workshops and conferences.
The ultimate measure of success of this fellowship will be if business beneficiaries adopt the recommended evidence-based approaches and begin to apply the recommended science to operationalise their corporate biodiversity strategies. By funding this fellowship, NERC will enable the continued application of world-leading biodiversity research to business practice, which will be translated to benefit UK government and industry and help sustain the natural resources of the UK and other countries.

| Description | Through her Knowledge Exchange Fellowship, Dr Prue Addison has conducted translational research with multinational businesses, government agencies and NGOs to bring lessons from conservation science to help mainstream biodiversity in the private sector. Prue's work focused on corporate biodiversity accountability in particular, helping businesses develop systems to measure, evaluate and report on their biodiversity performance. The ultimate aim of Prue's Knowledge Exchange Fellowship was to provide targeted science-based biodiversity evidence and solutions that can be used by businesses, and the practitioners who they work with, to drive improvements in the practice of corporate biodiversity accountability - directing business action, measurement and reporting of biodiversity. |

| Description | Examples of 2 collaborations: she has worked with BP and the IUCN Business & Biodiversity Programme, to address challenges faced by businesses such as: 1) developing science-based biodiversity goals, 2) identifying and developing biodiversity indicators, and 3) applying the mitigation hierarchy to manage biodiversity impacts. The work with BP resulted in the development of in-house guidance for corporate biodiversity 'no net loss' (NNL) goal setting and indicator development. The work with the IUCN resulted in a published cross-sector guidance to support the development and use biodiversity indicators for different business applications. The social impacts include: Change in business practice: • BP's has developed a new group-wide Guidelines on managing biodiversity in 2018, drawing on Addison's guidance, which sets out how a commitment to NNL on biodiversity can be made and achieved for projects. This guidance will be applied to all new major projects, representing a growth in oil production of 900 million Barrels Oil Equivalent per Day (mboed) by 2021 compared to BPs 2015 base portfolio. • Benefits to BP: "Our work with Oxford has been invaluable not only in making sure that our practices are underpinned by good science, but also in helping to justify improvements in the way we work to senior executives"; Mark Johnston, BP Group Ecology Expert. • IUCN co-developed paper for a business audience (which outlines a decision-support process for indicator development) was published in November 2018, and distributed to over 300 business representatives, presented in a webinar to 46 representatives from business, academia and civil society groups, and presented at the Business & Biodiversity | Roadmaps to Positive Impact conference to an audience of almost 180 delegates. • IUCN co-developed paper is supporting improved practice by the practitioners who work with business (in civil society groups and consultancies), e.g., guidance is currently being integrated into two other international initiatives leading the development of biodiversity indicators for the extractives and finance sector. • IUCN co-developed paper is supporting improved in-house development of biodiversity accounting and reporting systems by business across sectors (already tested by one multinational company, and proposals are in development to test the guidance with 3 multinational companies). Predicted environmental impacts: • In the longer-term I anticipate the impact will extend to improved biodiversity outcomes from operations with more transparent and robust systems in place to measure and manage biodiversity. |

| PI Contribution | A collaboration between the University of Oxford, ICAEW's Charitable Trusts, and the Natural Capital Coalition. In July 2018, we convened a workshop to explore whether and how biodiversity can be integrated more comprehensively into corporate-level accounting and reporting. This workshop was kindly supported by the ICAEW's Charitable Trusts and the Natural Capital Coalition, which helped bring together 17 participants with technical expertise across a variety of disciplines including accounting, sustainability, auditing, environmental economics, and conservation science. This topic is a complex one, which requires an in-depth understanding of the market forces that drive corporate accounting and reporting, the current status of non-financial accounting and reporting systems, an understanding of natural capital approaches to help value the living environment, and an understanding of biodiversity measurement and management. Participants engaged in enthusiastic and lively discussions around why accounting and reporting approaches are well defined in some areas (e.g. for finance and carbon), whilst other critical aspects of the natural environment, such as biodiversity, corporate accounting and reporting approaches are yet to be fully developed. A report from the workshop is now available (see link below). The next phase of this work will involve the production of a short briefing note on Accounting for Biodiversity for professional accountants, which will be produced in early 2019. |

This workshop was kindly supported by the ICAEW's Charitable Trusts and the Natural Capital Coalition, which helped bring together 17 participants with technical expertise across a variety of disciplines including accounting, sustainability, auditing, environmental economics, and conservation science. This topic is a complex one, which requires an in-depth understanding of the market forces that drive corporate accounting and reporting, the current status of non-financial accounting and reporting systems, an understanding of natural capital approaches to help value the living environment, and an understanding of biodiversity measurement and management. Participants engaged in enthusiastic and lively discussions around why accounting and reporting approaches are well defined in some areas (e.g. for finance and carbon), whilst other critical aspects of the natural environment, such as biodiversity, corporate accounting and reporting approaches are yet to be fully developed. A report from the workshop is now available (see link below). The next phase of this work will involve the production of a short briefing note on Accounting for Biodiversity for professional accountants, which will be produced in early 2019. |

| PI Contribution | A collaborative partnership with the JNCC and the Valuing Nature Programme. A VNP intern has undertaken an analysis of international biodiversity targets (e.g. CBD Aichi Targets and Sustainable Development Goals) to illustrate their relevance to the private sector. The ultimate aim of this work is to help the international biodiversity goals become significantly more visible and relevant to everyday business activities. This report is aimed at businesses already undertaking actions for biodiversity, helping make the links between their actions and international policy clearer; and for businesses commencing their journey in exploring relevant actions that they could undertake to address their impacts and dependencies on nature and contribute to the international biodiversity goals. The outputs from this work are informing strategic engagement of UK government, its agencies and Multi-lateral Environmental Agreements Secretariats with the private sector, and have directly feed into UK preparations for meetings such as business and biodiversity discussions at the Convention for Biological Diversity COP14 in 2018. It will also be used to inform the UK government's mainstreaming biodiversity agenda, encouraging and enhancing private sector biodiversity action, and work towards the CDB Post-2020 Biodiversity Strategy. Addison was the PI and provided technical (conservation science) advice for this collaboration. |

I have translated the science behind NNL of biodiversity into a report for BP and decision support synthesis tables that are currently being used to inform BP International's new Group Guide on Biodiversity Management. This will now include a commitment to 'no net loss' on biodiversity and a strategy detailing scientific concepts that encourage the achievement of NNL of biodiversity of all major projects. |

| PI Contribution | In-kind collaboration between the University of Oxford (NERC Knowledge Exchange Fellowship programme) and the IUCN. Many business leaders recognize the importance of accounting for their impacts and dependencies on biodiversity. Corporate biodiversity accountability approaches allow businesses to demonstrate their environmentally responsible actions and be accountable both internally (e.g., reporting to operations managers) and externally (e.g., reporting to investors, regulatory bodies, stakeholders, and the general public). Measurement of biodiversity is a relatively new concept for many businesses, and many grapple with how to distil and act on information about complex and dynamic natural systems that interact with all levels of their business. They face critical challenges around developing indicators that can help effectively measure and evaluate biodiversity performance from site- to corporate- levels. The aim of this project is to create a framework and guidance to support businesses in identifying and/or developing robust and relevant biodiversity indicators for different corporate biodiversity accountability purposes. Addison has led the technical (conservation science) work for this collaboration. |

Our session involved a panel discussion with 12 members representing businesses, finance, NGOs and academia. I helped co-facilitate the session on "setting a corporate biodiversity ambition level" and also moderated a great final panel discussion on 'What can public and private players do to create the enabling conditions for fostering a system change? '. Through these roles I was able to share insights from conservation science that can help businesses begin to think critically about their ambition for minimizing impacts on biodiversity and contribute to global efforts to conserve biodiversity. |

| Results and Impact | Workshop context: The mere act of carrying out academic research on a controversial topic - no matter how objective we endeavor our research to be - can have profound ethical implications. We discuss the ethical challenges that researchers in conservation science can often face, by exploring case studies from one of the most hotly debated contemporary conservation interventions: biodiversity offsetting. We discussed three critical areas where conservation scientists can encounter ethical challenges: 1) involvement (or lack thereof) in different research topics, 2) the implications of our choice of methodological approaches, 3) the influence of research outcomes on conservation policy and practice (see more details on page 3). By drawing on concepts from a variety of disciplines such as ethics, psychology, philosophy, and social science, we suggest ways that can assist conservation scientists navigate their way through considering the ethical implications of conducting research in controversial areas of conservation. This workshop included biodiversity indicator experts, conservation practitioners, consultants and business representatives from the IPIECA and the Proteus Group. The focus of the workshop was to discuss the draft methodology being developed by the UNEP WCMC for aggregating biodiversity impact and performance data to provide an indicator of biodiversity performance at corporate level. The next step that needs to be taken will need to be a bold step from businesses: to invest in a sector-level project to develop and test biodiversity indicators that can address the increasing need for corporate biodiversity performance. | Results and Impact | Following a successful collaborative effort between the IUCN and the University of Oxford, we released our paper on the development and use of biodiversity indicators is now available online. This paper was presented at the 'Business & biodiversity: roadmaps to positive impact' conference in Paris. We also delivered a webinar to summarise the outcomes of this partnership and the report to an audience of 46 representatives from business, academia and civil society groups. Ultimately this translational research is designed to support positive biodiversity outcomes through the application of science-based and precautionary methods to manage biodiversity. | Results and Impact | The University of Oxford, with the support of the ICAEW's Charitable Trusts and the Natural Capital Coalition, hosted a workshop on the 16th and 17th July to explore whether and how biodiversity can be integrated more comprehensively into corporate-level accounting and reporting. This workshop brought together 17 participants with technical expertise across a variety of disciplines including accounting, sustainability, auditing, environmental economics, and conservation science. This topic is a complex one, which requires an in-depth understanding of the market forces that drive corporate accounting and reporting, the current status of non-financial accounting and reporting systems, an understanding of natural capital approaches to help value the living environment, and an understanding of biodiversity measurement and management. Participants engaged in enthusiastic and lively discussions around why accounting and reporting approaches are well defined in some areas (e.g. for finance and carbon), whilst other critical aspects of the natural environment, such as biodiversity, corporate accounting and reporting approaches are yet to be fully developed. | Results and Impact | The Network of Early Career Scientists of the Integrated Marine Biosphere Research (IMBeR) project, together with the EU project EKLIPSE and the MarCons COST Action, held a workshop to equip EU-based early career marine scientists and final stage PhD students with the practical knowledge, skills and tools that are needed to operate more effectively at the science-policy-society interface. Prue was a lecturer at this workshop, along with Chris Cvitanovic, Peter Mackelworth, Marie Löf, and Albert Norström. This workshop was attended by 28 enthusiastic ECRs, where we covered an incredibly full program of talks and practical sessions helping equip participants with tools and skills to help bridge the science-policy interface. | Results and Impact | The IUCN and University of Oxford hosted a workshop on the 7th of September 2018 in Oxford to convene a small group of conservation and environmental scientists to help communicate the science behind indicator development to the private sector. This workshop was part of the first phase of the IUCN and Oxford University project designed to provide guidance for businesses on how to identify or develop robust and relevant biodiversity indicators for different business applications. This workshop brought together 12 scientists to discuss the wealth of academic research and practice that has been undertaken over many decades, and translate the science, tools and tips in order to support businesses in their development and use of biodiversity indicators. The aim of this workshop was to develop a proof of concept: that the wealth of academic research and practice on biodiversity indicator development is directly relevant to businesses who are seeking to identify or develop biodiversity indicators.
