Abstract
Seas and coasts and the nature that lives in them provide multiple services (e.g. farmed and wild capture protein-rich seafood for local consumption and sale, coastal flood and storm defences, tourism, leisure, marine renewable energy, transport and climate regulation) that can be exploited or are passively used to support local economies and the health and well-being of coastal communities. Yet, there is an increasing demand for ocean space resulting from expanding use of the marine environment, and a growing awareness that much of the marine environment is deteriorating. In response a need for marine planning (MP) has grown globally to ensure sustainable use of marine space and extraction of its resources. This is particularly evident in E and SE Asia, where conflicts over marine space and resources are growing, added to by pressures of population growth
The capacity to implement MP throughout E and SE Asia is largely lacking and presents an overarching challenge: to improve the integrated management of marine and coastal environments to reduce conflict between users, mitigate risks associated with expanded or new uses, and protect fragile ecosystems while supporting livelihoods, food security, health and well-being of coastal communities. We will achieve this through collaborative international, interdisciplinary research, training and capacity building. Activities will focus on learning-by-doing among researchers, local stakeholders, and local communities to deliver research outcomes with potential for impact. We have five sub-challenges to address, aligning with three UN Sustainable Development Goals (SDG1 no poverty; SDG2 zero hunger; and SDG3 good health and well-being):
Challenge 1: Promote sustainable harvesting by reducing overexploitation of seafood and degradation of the environments, and promoting sustainable management of wild capture seafood and production of seafood through aquaculture.
Challenge 2: Prepare for climate change by understanding its direct and indirect effects on coastal communities and anticipating and mitigating the impacts e.g. coastal wetlands, reefs and mangroves dampen the effects of flooding, storms and tsunamis; their management plays a key role on human wellbeing beyond being sources of food.
Challenge 3: Promote good health: we aim to show how improved management of marine ecosystems may promote health and wellbeing benefits, including but not limited to food and nutrition, and reduce the health risks that arise from degraded and overexploited ecosystems.
Challenge 4: Identify opportunities for future growth: improved management can provide additional, sustainable, opportunities for growth via technologies such as marine renewable energy. We will need to recognise and account for synergies and trade-offs among uses of the marine environment under MP.
Challenge 5: Co-development and implementation of MP: marine plans need to be culturally-acceptable, facilitate growth of, and reduce risks to and conflicts among users of the marine environment, and simultaneously contribute to improving livelihoods, health and wellbeing and ensuring sustainable use of marine ecosystems.
We will focus research, (and learning-by-doing), on case studies in UNESCO Biosphere Reserves in Indonesia, Vietnam, Philippines and China and marine protected areas in Malaysia.
Ultimately this project will deliver economic, social, health and wellbeing and environmental benefits to coastal communities in SE Asia via co-development of local research capacity, stakeholder engagement, and application of contextually relevant tools for MP that will endure well beyond the four-year programme. We anticipate a future where people can rely on restored and more resilient marine ecosystems that can be used sustainably to support and improve livelihoods. Delivery of that objective will in turn create durable collaborations between academic and non-academic partners to deliver research with transformative impact.

Planned Impact
Millions of people rely on marine and coastal ecosystems for food security, livelihoods and their health and well-being. Increasing demand for ocean space by marine users, conflict between them and growing awareness of the deteriorating state of many components of the marine environment, are all leading to the recognition of the global need for marine planning with community integration. In E/SE Asia, where marine activities are important contributors of GDP, marine spatial planning has been highlighted as a particular need. Through academic-stakeholder collaborations and capacity building, and with community co-creation, Blue Communities will support the development and management of the marine components of selected UNESCO Man and the Biosphere Reserves and marine parks in E/SE Asia. In so doing, it will provide lessons for the innovative application of integrated marine planning in E/SE Asia and beyond.
Non-academic beneficiaries will include UNESCO Biosphere Reserve/Marine Park personnel, regional and international marine and public health organisations (e.g. PEMSEA, APACPH), NGOs (e.g. INPLF, Blue Ventures, North Devon Biosphere Foundation), local and national government, sector representatives (e.g. fishers and tourism associations) and members of coastal communities. Ensuring successful engagement and the delivery of maximum benefit will require good communication, careful nurturing and sensitive management, with engagement strategies tailored for each group.
Co-production will form the basis of all research activities whereby relevant stakeholders and communities will be incorporated as equal partners in the research process. This will ensure that projects, and the Programme as a whole, respond to a demonstrable need. Stakeholder and coastal community representatives will be invited to join the Expert Advisory Panel, and will have the opportunity to steer the Programme to ensure that all outputs meet identified development challenges.
Stakeholders will benefit from being part of a strengthened interdisciplinary, international network, providing them with access to a range of academic expertise to support the implementation of marine planning. Project outputs will help end-users to make more informed decisions about sustainable use and management of the marine environment; which activities may promote the health and well-being of coastal communities; current and future opportunities for economic growth; and how to prepare for the impacts of climate change. Coastal communities associated with the Biosphere Reserves and Marine Park case studies will benefit from marine plans that incorporate their needs, reduce conflict with other users and support sustainable livelihood development.
All project materials and data will be available to interested stakeholders, including coastal communities, through the Blue Communities website, in the relevant languages. The website will be tailored to the programme's diverse audience with tiered content to provide various levels of accessibility. Information will also be disseminated to coastal communities through community meetings and specially designed materials, taking account of language and potential low levels of literacy. A programme of popular articles in local newspapers and interviews with local radio and TV stations will be pursued in partner E/SE Asian countries. Blue Communities will also hold a 'managers conference' towards the programme end, to showcase the new models, methods of marine spatial planning and other innovations. To this we will invite practitioners from the Western Indian Ocean, Caribbean and Pacific as well as from the UK and E/SE Asia.

| Description | Research capacity has grown substantially in academic and stakeholder communities in 4 SE Asia countries: Philippines, Vietnam, Malaysia and Indonesia. In addition capacity to undertake ODA related research has grown substantially among the UK researchers that have been involved in the project. Capacity growth has increased among individuals at all stages in their academic careers. In addition there has been institutional and organisational growth. Research has been produced that underpins stakeholders improved management of the marine environment to support the health, wellbeing, food security and livelihoods of people of coastal communities specifically in 4 case study sites and generally across SE Asia and other tropical marine environments. Specifically we have greater understanding of the governance of marine resources and coastal communities. We have gained understanding of the nature of peoples interactions with the marine environment in the region, how they can harm it and what health, food, livelihood and cultural benefits they gain. We have more understanding of how marine communities and ecosystems might change in the region in the next 20-50 years due to climate change and fishing pressures and what the implications might be for development of marine management and policies, including marine protection. We also have a better understanding of peoples perceptions of changes to the environment in the past and in the future, and how this affects their health and wellbeing. The project has systematically presented its findings to local communities in the case study areas, to regional, national and international stakeholders and continues to advise on the implications for better management and policy development. |

| Description | As this was primarily a capacity building project: An early career researcher network of approximately 45 people across SE Asia and the UK has been created. This creates collaborations, partnerships and friendships for the future. The early career researchers received substantial training and practice in winning grants, training and seminars, which they have used to help develop and write publications and to win funding. Publications: 37 papers published or in press: 18 first authored by SE Asia of which 15 are early career researcher leads; 18 of which are UK first authored of which 8 were early career researchers. Funding: UK Partners won £5 million of competitive funding that is indirectly or directly linked to outputs of GCRF Blue Communities; SE Asia partners have won at least ~ £300k Career Development: more than 10 early career researchers moved to other jobs in academia; there were at least 5 staff promotions. SE Asia Partners are now better able to engage with national, regional and local policy makers and environmental managers, health professionals, and NGOs. For example University of Malaya engages with Sabah Parks, Sabah Biodiversity Centre (SaBC), District Offices and District Health Office to inform (and obtain feedback) authorities of the program findings. There is a lot of interest among stakeholders especially in social/health vs environment surveys. Stakeholders continuously expressed their interests towards the program's findings during the sharing sessions. Sabah Parks requested bi-annual updates on the project progress for the management reporting. Findings have been shared with Sabah Parks but to date have not yet been incorporated into its management plan/strategy/policy. Schools BC MY have engaged requested for more engagement in the future with the students focusing on climate change and climate action activities. BC MY & Sabah Environmental Trust (SET) managed to secure funding from Sime Darby Foundation and is currently implementing a student awareness & empowerment program with 14 secondary schools in TMP areas (Jan 2022 - May 2023). SaBC provided inputs in developing the National Conservation Trust Fund (NCTF) research proposal based on the BC MY data shared and presented to SaBC for future research in TMP. Preparation of final report to SaBC on research permit application in Sabah was based on BC MY's experience. Engagement initiated with the Kudat office of WWF-Malaysia sharing our fisheries and climate projections and implications. WWF-Malaysia will develop a fisheries management plan and intends to invite BC MY to provide inputs into the plan from the findings. Amy Then presented in person the fisheries and climate projections data (specifically tailored for Sabah) to a number of fisheries officers (including Director and key members) of the Department of Fisheries Sabah. Unsure yet of how DOFS intends to use the data. Local coastal communities requested the participatory ecosystem services maps that were co-developed with them in order to display the maps at their respective places (local NGOs) for the purpose of educating the public and local communities. Management-wise, stakeholders particularly Sabah Parks and WWF-Malaysia indicated their increased awareness of the relationships between the different stakeholders involved and the roles they played within the collaborative management context of TMP. • Change of perceptions of scientists' involvement in the field - officers at the District Health Office, Sabah Parks' management, schools and local communities expressed their appreciation for the continuous engagement activities conducted (including the sharing sessions and obtaining feedback on BC's findings) with them rather than a one-off effort merely aimed at data collection purposes. • Community engagement - at the core of the collaborative management concept of TMP since the inception of the idea to gazette the marine park. No specific change is observed in terms of the opinions towards community engagement. BC's engagement with the local communities in TMP created awareness particularly among youths on the establishment of TMP as some were not aware of the park's gazettement prior to this. British High Commission KL - collaborated and organised the International Partnership Workshop for Early Career Researchers 2022 targeting Malaysian ECRs with guidance from experienced researchers (GCRF & Newton). • Permatang Pauh Parliamentary Office - NetMap tool was shared with the parliamentary office staff and Member of Parliament (MP) and the tool was later adopted by their team in their multidimensional poverty index study in Permatang Pauh (a report was released by the parliamentary office in October 2021). In Palawan, Philippines, Local village leaders and head teachers have devised plans and conduct coastal marine protection and development initiatives based on the BC research results. For example, the Liminangcong National High School and the Youth for Environment in Schools Organization in Taytay, Palawan included the following in their 2022-2023 priorities: • waste management; • information, education, and communication campaigns to create awareness of environmental protection and community involvement in environmental issues and actions; • mangrove planting; • climate change; and • Social and science curriculum enhancement for grades 7-10 to enhance youth awareness; implementation of "no to single-use plastic". The above-mentioned organizations coordinated with the BC-Philippines for the partnership in implementing these plans. The Blue Communities program has driven communities to participate and get involved in coastal marine protection, conservation, and development. It has increased their faith in the power of their local ecological knowledge in research and policy initiatives. The program has also increased the coastal community's appreciation of the coast and the ocean as not only a source of their food and livelihood but also a space for recreation and better mental health. |

| Results and Impact | A workshop was held at Grand Savero Hotel, Bogor, from 22 to 25 November 2021, and administered by CSERM-UNAS. The workshop participants were seven personels representing the Taka Bonerate National Park, the Agency of Fisheries and Maritime Affairs, and the turtle conservation community in Selayar Islands. Representing the Taka Bonerate National Park were Mr. Asep Pranajaya, Mr. Khoirul Anam, Ms. Andi Muthmainnah, and Mr. Sunadi Buki. Representing the Agency of Fisheries and Maritime Affairs were Mr. Zul Janwar and Mr. Andi Ridha Nurafdal. The turtle conservation community in Selayar Islands was represented by Mr. Datu. A number of CSREM researchers also participated in the workshop, namely: research assistants (Dwi Cahyo, Sainal, Fauzan) and research fellows (Dr. Tatang Mitra Setia and Dr. Asep Adhikerana). Three national level stakeholders and experts were invited to this workshop, namely Dr. Matheus Halim, Mr. Tegas Gentur from the Seribu Islands National Park, and Ms. Susi Sumaryati from the Karimunjawa National Park. Dr. Halim, who has vast experiences in both researches and conservation actions of sea turtles in Indonesia, guided the participants in gaining the knowledge on sea turtle ecology and conservation. Mr. Gentur provided the experiences of sea turtle conservation in his national park, while Ms. Sumaryati guided and encouraged the participants to develop a concept of the strategic plan for sea turtle conservation in Selayar Islands. The first day of the workshop was spent for two main activities: dissemination of Blue Communities activities conducted in the past 4 years, and introduction session aimed to increase the knowledge of the participants about sea turtle ecology, guided by Dr. Halim. The first half of the second day was spent by Dr. Halim to describe sea turtle breeding technique. This was followed up by Mr. Gentur who explained the experiences of Seribu Island National Park in breeding the sea turtle anchored on the islands. The remaining session was spent by Ms. Sumaryati to guide and encourage the participants in developing a strategic plan for turtle conservation on Selayar Islands. At the end of this workshop, the participants and Blue Communities Indonesia team successfully brought back a number of important notes to develop a strategic plan in Selayar, which consist of three programs: (a) habitat management, (b) community socio-economic improvement, and (c) institutional strengthening. Nevertheless, the participants expressed their hope of getting support from CSERM in developing strategic plans in near future. |

| Results and Impact | field visit to Sabah was to engage and share the project 2, 3/8, 6, 10 and marine plastic pollution study findings with the key stakeholders as well introduce the Sime Darby's SECA project. BC MY members who participated were Hong Ching, Amira, Vivian, Sofia, Eva and Maznah. Among the stakeholders engaged during the visit were Sabah Parks (both headquarter and Kudat office), Kudat Area Health Office, Sabah State Education Department, District Education Office, District Offices (Kudat and Kota Marudu), WWF-Malaysia and secondary schools in Kudat and Kota Marudu.The team hired a local videographer that documented video interviews with several local stakeholders and BC MY members including Augustine Binson (Sabah Parks), Sofia Johari (BC MY & KTCS), Vijay Ragavan (school teacher) and Hong Ching (BC MY) as requested by the UK team for Blue Communities-related films. Sime Darby Foundation's SECA project - During the field visit, team members from BC MY including Hong Ching, Amira, Vivian and Sofia, together with Dr Rahimatsah and Reena from Sabah Environmental Trust, attended a meeting with the Sabah State Education Department (JPNS) on 17th January 2022. The SECA program was introduced to the representatives during the session. It was noted that the current guideline on the management and operation of schools during the pandemic still does not allow any individual or agencies that are not related to JPNS to enter school premises and conduct physical activities with students and teachers. The team submitted an application letter to JPNS to conduct the SECA program. The team was advised by JPNS to apply for recognition of the program to the Ministry of Education 45 days before conducting the program. The team was unable to set up meetings with District Education Offices but passed the presentation slides to the offices. The team also had meetings with potential schools to be involved in the program including Abdul Rahim Secondary School and Tandek Secondary School in order to brief the teachers about the program. |

| Results and Impact | Colleagues from Western Philippines University conducted the last leg of the Information Education and Communication Campaign Series (IEC CS) entitled "Using multimedia information campaigns for community-based and ecosystem-based management of marine coastal areas" in Taytay, Palawan on December 5 to 13, 2021 with 189 participants attending the training events. Participants were from the Barangays of Liminangcong, Pamantolon, New Guinlo and Biton started with Introduction of the Blue Communities as a research programme under CFAS and Western Philippines University. It was followed by the review of the IEC Plan from Barangay Case Study areas and the trend in the province of Palawan where coastal marine issues were identified by local representatives. This was then connected to the presentation of the overview and schedule of activity and the reminders and protocols on ethics, social distancing and safe space. To cap the activities, an open forum on marine environment management was also done. This was followed by the turnover of IEC materials from BCPh and CFAS. These include a "Power of Three Ecosystems" plywood sized painting, 5 photography boards on "Ocean and Human Health" and 3 tarpaulins on marine plastic litter, Strategic Environmental Plan for Palawan and Fisheries Code of the Philippines. |

| Results and Impact | The International Conference: Science and Research in, for and with UNESCO Biosphere Reserves took place from May 16th to May 20th, 2022, about 120 early career scientists and research managers working in, for and with UNESCO Biosphere Reserves (BR) came together in a conference to jointly develop strategies for future action. Representatives from the Blue Communities project attended, including Andrew Bell, Lea Janine Gajardo, Recca Sajorne, John Madarcos and Karen Madarcos. An assessment of the current situation, especially through the eyes of young scientists, led to conclusions for the future of research in BRs. Their conclusions were complemented by recommendations from research managers. All findings were merged into proposed guidelines. These guidelines are currently being compiled together with the presentations into a conference volume. In the long term, this exchange shall lead to more research for sustainable development in the World Network, from which not only the MAB Programme will benefit, but society as a whole.Thus, the project aims to contribute to the implementation of the research-related goals of the Lima Action Plan (LAP) and the achievement of the UN Sustainable Development Goals (SDG): Research in the World Network of BR shall be promoted through the international exchange of research results and positive examples of research support. |

This is online process that was pilotted with the Western Philippines University in March 2022. The pilot was facilitated remotely over two morning sessions, during which participants were trained in the tool so that they could use it in their future work. Feedback was also provided by the participates on the usability and clarity o the tool, which fed into making improvements to it. |

| Results and Impact | Members of the Blue Communities Indonesia team were invited by Taka Bonerate National Park to participate in a beach cleaning event, that was held to commemorate local Waste Awareness Day. The event was arranged and held collaboratively by the national park, Wildlife Conservation Society (WCS), and Selayar Agency for Disaster Countermeasure (BNPB). Other stakeholders involved in the activity include local NGOs, communities living in Barugaia village. The event took place in "Kampung Penyu" Barugaia Village beach area, which is a sea turtle conservation village. The area is a sandy beach used by the sea turtles to lay eggs. The area is an initiative of local community living in the village to monitor the area to reduce eggs poaching and rescue stranded sea turtles. Every year, during west monsoon season, the area becomes one of Selayar's marine waste hotspots, threatening the species and its ecosystem. |

The meeting had discussed on the potential for Sabah Parks and BC MY to further research collaboration and areas/topics to focus on in the application. The suggested area of research that was proposed and agreed by both sides during the discussion is to focus on the requirement and documentation in order to provide support to Sabah Parks in the process to apply for Marine Biosphere Reserve status for TMP in the future |

We explored the different benefits humans derive from marine organisms and ecosystems and why biodiversity is important for many aspects of life outside of the ocean. The event explored the value of marine biodiversity within the context of novel pharmaceuticals, and the interactions between the marine environment and the global climate as well as the social and policy challenges of developing international conservation targets for the world's oceans. The Policy Lates series is a partnership of five RSB Member Organisations: British Pharmacological Society, Biochemical Society, Society for Applied Microbiology, Society for Experimental Biology, and The Physiological Society. |
