Abstract

Adapting to the effects of a rapidly changing climate is arguably humanity's biggest challenge this century. The cost of meeting this challenge has been estimated at over US$300 billion per year and there are a growing number of funding sources available to finance this, including £3.87 billion pledged by the UK. A key question is how should funds be invested and what adaptation activities should be prioritized.

The dominant approach is engineered interventions such as sea walls and irrigation infrastructure. However, there is growing recognition that ecosystem-based approaches to adaptation (EbA) may provide more co-effective and broadly beneficial solutions. These might include restoration of coastal ecosystems to protect communities against erosion and wave damage, or agroforestry techniques to maintain crop yield under drier, more variable climates. However, despite the proliferation of positive anecdotes from across the globe, the approach is not being widely implemented and receives a small proportion of adaptation finance.

A major part of the problem is the lack of a robust evidence-base. To make decisions about which adaptation strategy to adopt, governments need advice that is based on cutting edge science and informed by practitioner learning. However, while the UK supports flourishing programmes of research relevant to EbA (ecosystem dynamics, natural capital and the impacts of climate change on biodiversity), key findings are rarely translated into useable forms. Moreover, lessons learned by the many agencies implementing EbA globally are not being consolidated and fed into policy.

To address these issues, I will work with NGOs in the conservation and development sectors implementing EbA in Bangladesh. I will clarify the current use of science in the design of EbA across a diverse globally distributed sample of projects, with more focused work at sites in Bangladesh. When science is not being used, I will identify whether this reflects actual knowledge gaps (missing science) or limited access to knowledge (existing science not reaching practitioners). Actual knowledge gaps will be communicated to the science community. Where gaps reflect poor communication between science, practitioner and policy communities, I will distil key findings into more intelligible forms.

Major outputs of this project will be: (1) a set of science-based recommendations on how to improve existing (or design new) adaptation programmes so that they restore/maintain natural capital and maximize co-benefits across society (supported by large portfolio of best-practice case studies from across the globe); (2) clarity on what research is needed to fill knowledge gaps in the science underpinning EbA; and (3) a major KE network linking scientists to practitioners and policy makers across multiple sectors involved in EbA. It will also create a KE legacy, by putting in place mechanisms to ensure that KE continues to flow between academia and decision-makers beyond the lifetime of the project.

Outputs will be communicated via a range of avenues such as personal briefings to key officials, public synthesis reports, social media outreach (emails, website, blogs, and twitter updates), one-to-one meetings and presentations at meetings, workshops and conferences. The key beneficiaries will be government agencies and committees developing policy on climate change adaptation and natural capital in the UK and Bangladesh; organizations implementing EbA; scientists studying ecosystem dynamics and natural capital; other KE fellows (Addison, Lucey, Stratford); businesses developing adaptation strategies; and civil society.

Main measures of success will be uptake of science-based advise into existing or emerging EbA projects in Bangladesh and beyond, development of new research programmes that take into account stakeholder needs, and an elevated profile of EbA in national and international policy spheres.

Description At the Nature-based Solutions Initiative (https://www.naturebasedsolutionsinitiative.org/), which I founded as part of this NERC Knowledge Exchange Fellowship, we have been bringing together the science, policy and practice of Nature-based Solutions and are widely regarded as major thought-leaders and researchers on NbS (reflected in dozens of invitations to take leading roles in panels discussions, podcasts, media interactions etc on NbS).

We have been collating, reviewing and consolidating scientific studies on the effectiveness of investments in nature for addressing societal and development challenges. We have made the evidence easy to update and explore through beautiful, intuitive and interactive platforms. Our NbS Evidence Platform allows users to find evidence on the effectiveness and socioeconomic and ecological outcomes of NbS for >400 empirical and scenario modelling studies; our NbS Bibliography contains 437 scientific publications (https://www.naturebasedsolutionsinitiative.org/bibliography/) on the broader role of ecosystems in climate change mitigation and adaptation. These resources are being used by practitioners and policymakers across the world, including setting funding agendas with the European Commission (www.naturebasedsolutionsevidence.info).

Our Nature-based Solutions Policy Platform makes information about climate change planning across the world's nations openly available, easy and interesting to explore. The current version highlights the prominence of NbS to climate change in global policy and links pledges to the underlying evidence. The goal is to facilitate the global stocktake of the Paris Agreement and provide a baseline against which changes in ambition for NbS to climate change can be monitored and increased. The platform will grow with more policies and functionalities, and is designed to support the development science-based targets for NbS. We are updating this as new NDCs are submitted by Paris Agreement Signatories: www.nbspolicyplatform.org

We have also been collating evidence from NbS practice from around the world, highlighting what works and what doesn't work when it comes to implementation. We are supporting the scaling-up of sustainable NbS in nations at the frontline of climate change through our in-country NbS programmes (see the websites of our new teams in Peru (www.nbsperu.info) and Bangladesh (www.nbsbangladesh.info)). With an initial focus on the UK, Bangladesh and Peru, we are working with local organisations to build public-private NbS partnerships, map current and future in-country opportunities for NbS, and combine knowledge from science and local experience to develop implementation guidelines, targets and indicators for businesses and governments. https://www.naturebasedsolutionsinitiative.org/nbs-case-studies/

I have been communicating understanding about NbS to a wide diversity of audiences directly and through the media (see long list of engagement, outreach and publication activities), and I am receiving almost on a daily basis requests to give keynotes on, or attend consultations about, NbS, and to provide advise to our government on what good NbS look like (see: www.nbsguidelines.info). I am working with the UNFCCC CoP26 Unit and have written several policy briefs, including for the Royal Society, to support the UK-hosted UNFCCC CoP in November.

I have also had recent successes in securing major follow-on funding from NERC, the Waterloo Foundation, and the Oxford Martin School.
Exploitation Route They are being used to inform the revision of national climate change and development policies and plans (e.g. the NDCs in several countries and the 8th 5-year economic plan of the Government of Bangladesh), EC funding streams, as well helping to shape international narratives about the role of biodiverse natural ecosystems in supporting sustainable development. In particular, results are presently informing a number of different syntheses being lead by Defra and others in the build-up to the UK-hosted UNFCCC COP26 meeting in Glasgow.

Description Our work at the Nature-based Solutions Initiative promoting evidence-based nature-based solutions (including EBA) has helped to push NbS up the climate change and development agendas. We have taken part in major NbS side-events at UN meetings (UN climate summit in NYC, Race to Zero dialogues, SDG Action events), hosted the world's first major interdisciplinary (online) conference on nature-based solutions (NbS Digital Dialogues attended by over 750 professionals), written a major synthesis article on NbS effectiveness (Global Change Biology's 11th most downloaded paper in 2020 despite publication in September), produced numerous policy briefs and guidelines on the role of NbS in helping meeting nations meet global goals for climate and biodiversity, including a report with IUCN and a paper in Global Sustainability on how we might increase climate ambition through NbS, and work with WWF and RSPB on NbS for UK climate change mitigation and adaptation. These provided the baseline against which ambition for NbS can be monitored over time. We are contributing evidence on the effectiveness of NbS to dealing with climate change impacts to background papers for the UK government (Defra) and other bodies in the build-up to UNFCCC COP26. Project tools (nature-based solutions policy platform, evidence platform and NbS bibliography) are also being used by many researchers, government actors and NGOs to help increase ambition for nature in the revised Nationally Determined Contributions (NDCs). The main impact is around influencing the narrative about the importance of grounding nature-based climate solutions in robust biodiversity science (see also: www.nbsguidelines.info). Also, I have been helping the International Institute for Environment and Development develop a cross-cutting programme on biodiversity, and translating evidence for the role of biodiversity in sustainable development, including writing IIED's most downloaded 2019 publication (Biodiversity Loss is a Development Crisis). This has formed the basis of a new programme that I am leading in Oxford, funded by the Oxford Martin School, on the economics of NbS in the global south. Meanwhile, though our NbS community of practice in Bangladesh, I am working with the Planning Commission to incorporate NbS into the country's 8th 5-year economic plan, and through our NbS Peru group, I am working with the Ministry of the Environment on a range of policy issues. I have been attending various cross-sectoral and government (Defra consultations) on NbS, including a St George's House Consultation in Feb 2020 and roundtable in Mar 2021 and was one of only 30 global experts directly advising Alok Sharma on the UK hosting of CoP26. In 2022 our impact has further increased in many ways. I am a member of the UK Climate Change Committee (Adaptation), advising government on their climate change adaptation policy, championing nature/land/agriculture and highlighting the value and limits of NbS for meeting UK climate, biodiversity and economic (levelling up) goals; I am also on the Circular Bioeconomy Alliance, an initiative of the King's, advising on principles for assessing the integrity of NbS/Living Labs globally; was on the Expert Panel for the BES Future of Ecological Research; academic co-lead for the UK's first People's Assembly for Nature; and have established a very popular new foundation course on Nature-based Solutions for public servants and executives. Our paper on Getting the Message Right on Nature-based Solutions to Climate Change, was Global Change Biology's most-downloaded paper in 2022, and we now can disseminate our work through a large audience on Linked In (>25k followers) and twitter (>12.8k).

Description A lack of consolidated evidence for the effectiveness of nature-based approaches is a major obstacle to mainstreaming into policy and practice. Therefore, we conducted a systematic review of the effectiveness of nature-based solutions to climate change adaptation to provide an evidence map for policymakers and a major bibliographic resource for practitioners and researchers. PI Contribution As a NERC KE fellow am leading a new working group with IUCN aimed at scaling up nature-based approaches to climate change adaptation in the pledges associated with the UNFCCC Paris Agreement (i.e. the nationally determined contributions, NDCs). We are conducting a meta-analysis of all existing studies of the role of NBS in the NDCs, developing a new framework for NDC analysis and providing guidelines for policy makers as to how best to revise the NDCs in the context of NBS. The guidelines and NDC datasets are to be made available through an interactive online NDC tool. The material will also form the basis of formal submissions to UNFCCC to inform the Talanoa Dialogue.

Results and Impact In mid-October, together with the International Institute for Climate Change and Development, we hosted a 2-day NbS workshop in Bangladesh as an initial step for building a community of practice. Approximately 50 stakeholders from government institutions, NGOs, universities, research organizations, think tanks, banks and businesses participated. In a series of talks and structured discussions, we shared knowledge of the current and future role of NbS in Bangladesh and developed a roadmap for increasing their implementation in the country. A core component of this roadmap is to build a nation-wide NbS community and to bring together knowledge from science and practice on the benefits of NbS for development to help inform the national 5-year economic plan.

We discussed progress made in terms of implementing EbA interventions on the ground touching on the combination of diversity of habitats and climate change stressors. The emphasis was concrete examples, presenting both opportunities and challenges faced during project implementation. Participants (UN University students) came out of the session with a better understanding of the requirements for implementing EbA activities on the ground and on what needs to be further investigated to increase uptake of EbA concepts in development planning, with a focus on the National Adaptation Plans.

Results and Impact I created and ran this course, contributing two days (themes 1 and 2), and convening all the others. The course is an introduction to NbS for professionals working in a range of sectors. For example, staff at NGOs from the development and environmental sectors wanting to better understand the evidence from research and practice on how NbS can deliver multiple benefits and for whom, to enable them to hold governments to account; business executives wanting to better understand the risks and also the opportunities of investing in NbS; civil servants, regulators, and investors working to develop policies that can enable economic recovery whilst supporting net-zero and biodiversity goals; and philanthropists wanting to support activities that have positive outcomes for both people and nature. 29 people attended course run 1 in September 2022, 60 on course run 2 in January 2023; participants came from all over the world, and approximately 40:60 public:private sector.

Results and Impact A number of UNFCCC Parties have included a range of ecosystem-based mitigation and adaptation measures within their current Nationally Determined Contributions (NDCs) in support of the Paris Agreement. This event took stock of these and presented key recommendations to help further strengthen the inclusion of nature-based solutions in the next round of NDCs. The panellists, including me, discussed the valuable contributions that healthy ecosystems such as forests, peatlands, and coastal wetlands make towards both carbon storage and sequestration, and in building the resilience of vulnerable communities around the world. I presented my work on the role of NbS in the NDCs, including our policy platform, and had a lot of positive feedback including media coverage.

Results and Impact Despite the challenges of COVID-19, the climate and biodiversity crises are ongoing. Transformative action to address these interrelated crises is needed now more than ever. To this end, on 7-9 July 2020 the Nature-based Solutions Initiative hosted a virtual event, NbS Digital Dialogues, to discuss each of four key guidelines for successful, sustainable nature-based solutions (NbS) outlined in www.nbsguidelines.info. Over 750 people registered from across the globe and tuned into a series of keynotes, panel discussions and poster sessions in which we debated the main challenges around the implementation, financing and governance of NbS, and how to overcome them. We also reflected on the role of NbS for economic recovery from COVID-19 across the world. NbS Digital Dialogues served as a primer to the Nature-based Solutions Conference, now postponed to July 2022, with many of our speakers for the 2022 conference contributing to this virtual event as well.

The session featured me, plus members of NbS Peru and NbS Bangladesh, who are collating evidence on case studies and their effectiveness in Peru and Bangladesh, and building national networks of NbS researchers and practitioners to facilitate knowledge sharing and policy creation.

countries revise or prepare new Nationally
Determined Contributions (NDCs) in support
of the Paris Agreement in the run-up to 2020,
there is a major opportunity to increase
global ambition on climate change through
strengthening the role of these natural
solutions.
To support the increased uptake of NbS in
future NDCs, this report presents an overview
of the current level of ambition for nature within
them, and highlights what can be done further
to fully harness the potential of NbS in global
climate action going forward. This is based
on an analysis of several major comparative
assessments of nature's prominence (biodiversity and ecosystems) in NDCs to date.
We analyse the framings, methods and results of these different studies, and identify
a set of clear common findings. On this basis, we develop recommendations for the
consideration of policymakers on how climate ambition within future NDCs can be
raised through the more substantive inclusion of NbS.
