Abstract

LANDMARK (LAND MAnagement for flood RisK reduction in lowland catchments) will evaluate the effectiveness of realistic and scalable land-based NFM measures to reduce the risk from flooding from surface runoff, rivers and groundwater in groundwater-fed lowland catchments. We will study measures like crop choice, tillage practices and tree planting, that have been identified by people who own and manage land, to have the greatest realisable potential. NFM measures will be evaluated for their ability to increase infiltration, evaporative losses and/or below-ground water storage, thereby helping to store precipitation to reduce surface runoff and slow down the movement of water to reduce peak levels in groundwater and rivers. However, we need to carefully examine the balance between increased infiltration, soil water storage and evaporative losses under different types of NFM measures, because long-term increases in infiltration could actually increase groundwater and river flood risk if there is less capacity within the ground and in rivers to store excess precipitation from storm events. Also, following a review of the available research to date, other researchers (Dadson et al, 2017) came to the conclusion that land-based NFM measures would only provide effective protection against small flood events in small catchments. As the catchment size and flood events increase, the effectiveness of land-based NFM measures in reducing flood risk would decrease significantly. However, this idea needs to be tested further.

Currently, there are many unanswered gaps in knowledge that make it hard to include land-based NFM measures in flood risk mitigation schemes. The Environment Agency tell us that there are no case studies on land-based NFM measures to support decision making, with most focusing on leaky barriers made from trees. Yet, land-based NFM measures have potential to do more than just reduce flood risk, including improving water quality, biodiversity and sustainable food and fibre production. So in LANDMARK, we will carry out research to help to fill this evidence gap, and test the ideas Dadson et al. proposed about land-based NFM using the West Thames River Basin as a case-study area. We will work at three spatial scales (field, catchment and large river basin) and explore modelling scenarios, developed with people who own and manage land and live at risk of flooding, to look at how land-based NFM could affect flooding. Scenarios will include experiences in the recent past in July 2007 and over the winter of 2013-14, and how future land use and management could affect flood risk in 2050 as the climate changes. We will consider how government policy could change after we leave the EU to support land-based NFM.

Work will be carried out in five stages: (1) we will bring together available maps, data and local knowledge on current land use and management, and use this to create scenarios for modelling experiments to explore land use and management measures impact on events from the past and in the future; (2) we will make measurements to see how below-ground water storage and infiltration vary between different land-based NFM in fields where innovative land management is being practiced; (3) we will collect data from sensors sitting above the ground, flying on drones and on satellites to see how vegetation and soil moisture vary across large catchment areas; (4) we will use all the data collected from 1-3 to run modelling experiments across a range of scales, linking together models that capture soil and vegetation processes, overland and groundwater flows and catchment hydrology, exploring variation in model outputs; and (5) we will create web applications to display and explore the outputs from the modelling experiments. All this work will be supported by workshops, field visits, reports and resources to support people and their learning about how land-based NFM measures work and could be used to reduce flood risk.

Planned Impact

LANDMARK will deliver new knowledge and tools to help develop realistic and scalable plans to reduce pluvial, fluvial and groundwater flood risk using land-based NFM in lowland groundwater-fed catchments. Specific groups include:

- Communities at risk of flooding: flood groups, parish councils and farmers will benefit from evidence created to support expanding land-based NFM measures to reduce flood risk where traditional defences aren't feasible and to extend life of hard defences elsewhere. Uncertainty and sensitivity analysis of a range of scenarios will help to improve understanding of the realistic level of protection provided, helping to inform flood preparedness measures.
- Environment Agency, Lead Local Flood Authorities and Regional Flood and Coastal Committee responsible for planning and delivering flood risk management will also benefit from evidence to support planning and decision making to enable land-based NFM measures to be used to deliver flood risk protection and prolong the life of hard infrastructure investments. Improved model and parameter development will also help inform planning and flood forecasting (including updated FEH statistics).
- Policy Makers and Regulators in Defra, Environment Agency, Forestry Commission and Natural England will benefit from the evidence created to inform post-Brexit agri-environment policy development. Evaluation of new remote sensing capability (e.g. Sentinel-1 and 2) to monitor soil moisture/NFM benefits from different land use and management could help the Rural Payments Agency support delivery of land-based NFM options. Evidence will inform climate change adaptation strategies for the Committee on Climate Change, including potential to safeguard public water supply and improve resilience of ecosystems and agriculture.
- Land owners, managers and advisors, including farmers, farm advisors and representatives (e.g. FWAG, NFU), forestry (e.g. Forestry Commission, Confor, Institute of Chartered Foresters), river and conservation charities (e.g. National Trust, Woodland Trust, Wildlife Trusts, Rivers Trusts) will benefit from case-study information demonstrating flood risk co-benefits delivered from a range of land-based NFM measures to tailor to their needs, and from possible future policy changes to support delivery.
- Catchment partnerships (e.g. led by Rivers Trusts) will directly benefit from the increased capacity and capability to explore scenarios to inform catchment management plans, case studies and realistic web-based applications to explore options. This include evidence of the appropriate scale or uptake of measures needed to deliver benefits. Impact of land-based NFM measures on mitigating drought risk and associated water quality and biodiversity risks will support environmental improvements.
- Water Industry (e.g. Affinity Water, Thames Water) will benefit from knowledge and tools created to explore impact of catchment management on water resources, particularly impacts on low flows and on water quality and quantity to safeguarding drinking water supply. This includes enhanced evidence from cover crops currently funded by Thames Water to protect drinking water quality.
- Environmental consultancies (e.g. JBA and CGI) with flood risk delivery contracts for the EA and Defra will benefit from additional capability developed through hydrological model development, improved evidence to constrain parameters and uncertainty, development of remote sensing data products to support NFM management, modelling and flood forecasting, and improved NFM opportunity mapping capability to include a wider range of land-based NFM measures in lowland catchments.
- General public will benefit from wider knowledge and evidence to support understanding about of the link between land use and management and flood and drought risk management. LANDMARK will provide a range of online resources (including possible MOOC), press briefings and media information resources.

Description The LANDWISE project has now finished. We are currently writing up the final papers and working on synthesis and dissemination resources, including a policy event in March 2023. There were significant delays due to staff issues at the start of the project, with a full PDRA team only been in post since July 2019, and also multiple staffing issues during 2020-21 related to Covid-19 pandemic and other issues. Covid-19 significantly delayed field and lab work, modelling work and paper writing. It has also changed the nature of our wider engagement with project partners as workshops and meetings planned face to face did not happen with a much reduced programme of online workshops.

Local knowledge: A key novel part of Landwise is integrating qualitative local knowledge within technical knowledge held in opportunity mapping and through modelling work. We ran participatory workshops with project partners to developing scenarios for future NFM and used these to define real-world scenarios within flooding models to evaluate the impact of NFM. In general, soil and land management was the most acceptable and feasible measure identified from local preferences, followed by catchment woodlands and leaky barriers in half of the catchment areas studied indicating more specific local preferences with these measures. We have carried out a survey and detailed interviews of farmer knowledge of soil management that has been written up in a paper identifying the activities farmers are already doing that deliver NFM for other reasons related to soil health and management. Notably we found that a wide range of tillage practices are used in the areas with mixed tillage, min till and no till most popular and a few farmers only using conventional tillage on very shallow or clay rich soils. Wide range of crop rotations were in use ranging from 3-7+ years. In general, farms with a grass or herbal leys in rotation were also organic farms within our study group. Work included comparing farmer knowledge to technical opportunity mapping, and a paper has been submitted for review on this work. Work showed a good agreement between opportunity maps targeting NFM measures on clay rich soils with areas where farmers were experiencing drainage or flooding issues. The national scale soil maps gave a good indication of farm level assessment of soil type, although less reliable at a field scale.

Field data: A broad-scale field survey co-designed with farmers and farm advisors captured near-surface soil hydrological and structural properties from around 160 fields. Over 2021-22, a more detailed survey of seven field sites looking at changing hydrological properties in relation to soil conditions was also carried out. Field and lab work has been completed, and data analysis and write up is underway, with all data submitted to EIDC. Preliminary analysis shows a strong correlation between land use/management, organic matter and lower bulk density (or soil compaction), indicating that land management can change soil properties to reduce flood risk by managing soil organic matter contents. The field survey has been co-designed with our project partners to quantify impact of different land use and management on key soil properties that affect infiltration, water storage and runoff on different soil types. We supported community NFM projects by installing monitoring equipment to help evaluate their work, with equipment installed at two locations within the Pang and Loddon catchment, supported by technicians funded through Landwise. This aspect of work was also being studied by a PhD student as an addition. Additional data evaluation of leaky dam installation was funded by Defra community grants.

Remote sensing. PDRA Maslanka joined in May 2019 and focused on collating available sentinel 1 radar data for study area to evaluate current estimates of soil moisture over time and is in the process of working on a publication about this work. Development of equipment for field work was delayed by Covid19 on top of earlier delays, and this slowed progress of the field survey. A new method was been developed for processing of sentinel 1 data using a monthly, rather than annual, correction to account for seasonal changes in vegetation. A paper is in review on this method to explore changes in soil moisture under different soil types and land use.

Modelling and visualization. Work was delayed by visa issues and recruitment of the modelling PDRA. A conceptual framework for integrating models and model testing and set up was been developed in the Pang catchment. The Pang has been problematic to model and has required a coupled groundwater land-surface model system to be developed. Work on setting up models for the Loddon and the Upper Thames is has been carried out. There were challenges calibrating models in groundwater dominated catchments, including issues with observed data quality, as well as issues with models themselves. Field scale modelling using a stand alone land surface model has been carried out to explore impact of different land use and management on different soil types. Work with catchment scale models was used to explore technical extreme scenarios to look a the maximum potential for NFM related to soil and land management and woodlands within the study areas, with results showing variable effects depending on soil type and event size and these included scenarios created from local knowledge and preferences.

An online web tool to explore data across project has been developed and is being refined with feedback from project partners.
Exploitation Route Improved understanding of nature of flooding and how well models preform will help local flood authorities and communities make better use of modelling tools, and inform developments. Communities and land owners/farmers are likely to benefit from a deeper understanding of different NFM measures and their effectiveness in different catchments (specifically the role of soil type), and researchers and flood authorities will benefit from a deeper understanding of community and land owner/farmers understanding of these topics from their lived experiences. We hope that this project will help others consider a wider range of NFM options than at present, helping to mainstream NFM and make it easier for Regional Flood and Coastal Committees to support them as part of their routine operations. Partners have requested our input/feedback in to their current projects as a way of sharing knowledge during this year and in to the future.

Description Findings from Mehring et al (2018) have been used by the Environment Agency to develop further work exploring understanding of partnerships and engagement through detailed interviews with Environment Agency staff and Flood Groups. The initial work shone a light on the differences in understanding of engagement between communities and flood authorities, and the Environment Agency were keen to explore this further. The process of co-production of research has helped to share knowledge and understanding among partners from different sectors. Over 2020-2021, we had interest from Environment Agency and Defra beyond our initial project partners on our community engagement work in co-developing NFM scenarios. We have had meetings to share methods and discuss outputs, this includes invitation to feedback on to the CIRIA NFM Guidance developed at a national level, and more locally, to sit on project meeting and share knowledge on other NFM schemes outside of Landwise project work. This include sharing input with new Thames Valley Flood Scheme, a 10 year project led by the Environment Agency; and Thames Water catchment work. We have also provided feedback on ELMs development informally through ad hoc meetings to discuss research from community for and farmer interviews and surveys and Defra soil work. Generally, we've noted an increased awareness of land management/agricultural options and potential for delivery through Countryside Stewardship by some engineers in Flood Authorities. Increased awareness of farmer willingness to take part in soil management to reduce flood risk. Greater understanding of how monitoring and evidence can be used to help evaluate and inform future decisions about NFM. One of the hardest tasks is capturing and reporting impacts outside of the project and conversations the research team are immediately aware of. As we come to the end of the project, we have had interest from Environment Agency and Thames Water is sharing key project outputs with their projects teams so they can use and build on work, including requests for input through informal meetings. Collaborators from Catchment Partnerships and Farm Advisors are keen to understand and share outputs more widely to use these in delivery of NFM going forward. Finally, findings from the project are now being developed to inform policy on the value and effectiveness of soil and land use management for NFM. This work is being done in collaboration with Green Alliance and will be finalised by the end of March 2023.

Title Hydraulic and hydrological data from surface and subsurface soils across the Thames catchment, UK, 2021 
Description This dataset contains information about surface and sub-surface hydraulic and hydrological soil properties across the Thames (UK) catchment. Soil dry bulk density, estimated soil porosity, soil moisture and soil moisture retention (to 100 cm suction) were determined through laboratory analysis of soil samples collected at five depths between the surface and 100 cm below ground level (where possible). Surface soil infiltration rates were measured, and soil saturated hydraulic conductivity was calculated at 25 cm and 45 cm depths (where possible). Field scale point data were collected at seven sites in the Thames Catchment, with three sub-groups of sites under different land use and management practices. The first land management group included three arable fields in the Cotswolds, Gloucestershire, on shallow soils over Limestone with no grass in rotation, herbal leys in rotation or rye and clover in rotation. The second group included two arable fields in near Wantage, Oxfordshire, on free draining loamy soils over chalk with conventional management or controlled traffic. The final group included a permanent grassland and broadleaf woodland on slowly permeable soil over mudstone near Oxford, Oxfordshire. Data were collected in representative infield areas; trafficked areas (e.g. tramlines or animal tracks), and untrafficked margins. Samples and measurements were taken between April 2021 and October 2021, with repeats taken before and after harvest. Soil samples were collected using Eijkelkamp 07.53.SC sample ring kit with closed ring holder and the Edelman auger and Stony auger when required. Infiltration measurements were taken using Mini Disk Infiltrometers. Soil saturated hydraulic conductivity was measured using Guelph permeameters. Soil bulk density and porosity were calculated using oven drying methods. Soil moisture retention was calculated using an Eijelkamp Sandbox. This dataset was collected by UKCEH as part of the 'Land management in lowland catchments for integrated flood risk reduction' (LANDWISE) project. LANDWISE seeks to examine how land use and management can be used to reduce the risk of flooding for communities. LANDWISE is one of three projects comprising the Natural Environment Research Council Natural Flood Management Research Programme. The work was supported by the Natural Environment Research Council Grant NE/R004668/1.

Results and Impact Environment Agency are aiming to identify gaps in the forecasting and planning provision for all aspects of flooding, including groundwater. The study will result in a road map for improving the provisions including a research agenda.

Results and Impact The presentation was about testing the consistency of a modelling framework for NFM modelling in lowland catchments. It showed the challenges related to NFM modelling and what to consider when modelling NFM in medium scale catchments. It also showed the consistency of SWAT model for NFM modelling in areas where streamflow generation is dominated by surface and subsurface processes compared to groundwater dominated areas where it performed poorly. Participants asked questions about the particularity and advantage of the modelling technique, how the NFM scenarios are generated and how the local population views are considered and integrated to the assessment.

Results and Impact The presentation showed how the models can be used for land based NFM assessment and well as the evidence of the effectiveness of NFM in medium scale catchments. NFM modelling in groundwater dominated areas is very challenging and has a lot of uncertainties. Prior to NFM modelling, it is essential to assess the impacts of different input datasets, model configuration and calibration and uncertainty analysis techniques on the results to avoid flawed conclusion regarding the effectiveness of NFM measures to be tested. Moreover, NFM seems to have less impacts on large flooding events compared to small peak flows.

Results and Impact Event was part of the Environment Agency roadshow to share outcomes from recent work on Working with Natural Processes. The LANDWISE team were invited to attend to share information about the project. PDRAS Dr Jess Neumann and Dr Ian Davenport both presented posters about their work on local knowledge and remote sensing, respectively. Dr Joanna Clark gave an oral presentation about the LANDWISE project, explaining how we were working together with farmers looking at the measures they are and want to implement, rather than dictating what they should do to them. Presentations sparked discussions about the project and evaluating NFM measures.

Results and Impact Evidence of NFM benefits and challenges faced by NFM projects to quantify (via monitoring + assessment) and model NFM effectiveness. Jo Clark gave presentation based on the LANDWISE project challenges to provide evidence of NFM effectiveness in diverse catchments across the Upper Thames basin.

The most significant outcome was quantification of NFM effectiveness and success can be achieved in different ways (measurements, assessments, visual records, commentary); however, the perceived 'value' of each may be viewed differently by different stakeholder.

Results and Impact Oral Presentation: Holding back the water with soil, grass and trees: Can Natural Flood Management work? Pint of Science, Wokingham, 15 May 2018. Interaractive talk about catchment management, how natural flood management works, LANDWISE project, what people can do in their garden. Included a demonstration of soil slaking test and the impact of land use on soil structure between woodland and arable land. Around 50 people attended from local area, including people living at risk of flooding. Talked sparked conversations about things people could do in the garden in more detail to help manage soils, particularly to reduce compaction.

Results and Impact In Lome, Togo, the presentation took place on 18 June 2021 at the National Civil Protection Agency (NCPA). At the meeting, were present: the General Director of the NCPA, Colonel Yoma BAKA, the Deputy Director, the Director of Forecast and many other staff of the NCPA, the Director of Forecast and Chief of Division of Agrometeorology of the National Meteorological Service (DGMN) and the representatives from the National hydrological Service (DRE).
The presentation took approximately 50 min followed by a series of questions. In general, they found the presentation very interesting and the project fantastic. They were interested in doing something similar in Togo. The presentation in Kara, Togo, was held at the University of Kara with the Masters students in Land use Planning.

Results and Impact Many of the Defra funded NFM projects in Yorkshire are trying to deliver NFM success with very limited budgets and resources. These smaller NFM projects are struggling to determine what constitutes an acceptable level of monitoring in the eyes of the EA/Defra national NFM Project Steering Group.
