Abstract

Mankind is increasingly turning to the oceans for vital resources and services, including energy, food, minerals, recreation and transport, while also being increasingly impacted by ocean hazards such as sea-level rise and tsunamis. However, ocean resources are finite and many are being rapidly depleted through human exploitation, while both resources and hazards are being altered by global climate change. Consequently, there is increased interest from society and policy-makers in developing sustainable and responsive approaches to ocean management, underpinned by trusted and robust scientific advice.

By NERC's definition, NC-NPG funding supports activities that will strengthen national security, resilience, economic growth and societal benefit through provision of independent scientific and expert advice, or other services required by government and the wider public. NOC's NC-NPG activity is therefore targeted at UK national interests in the ocean, including (a) setting the public policy framework to develop the marine-based economy whilst protecting the ocean's future health, (b) protecting people and economic infrastructure from marine-related disasters, and (c) making sense of and addressing the implications of global environmental changes involving the ocean.

To achieve this, NOC will focus NPG activity on the most relevant international and national fora, e.g. representation and support of the Intergovernmental Oceanographic Commission (IOC) of UNESCO and the UK Marine Science Coordination Committee (MSCC), to ensure cutting-edge science and technology outputs are available to UK Government and international policy-makers. To achieve this, the four FTE of staff effort available for NPG activity will be delivered through dedicated personnel in the NOC International and Strategic Partnerships Office (ISPO), and additional input from >250 science and technology experts drawn from across the organisation as required.

NOC's NPG activity will ensure UK Government is able to increase its influence in international affairs relating to the oceans, is well informed about current and emerging ocean issues (e.g. marine robotics and establishment of Marine Protected Areas), and is able to respond promptly and appropriately to natural hazards and disasters.

Planned Impact

The primary beneficiary of NOC NC-NPG activity is UK Government, in particular the Foreign and Commonwealth Office (FCO), Defra, BEIS and DfID. The three primary objectives outlined previously impact on each Department, but to varying extents. For example, in the international arena, NOC are tasked with providing the UK Delegation to the IOC and have undertaken this role for over 50 years; this means that DfID (as the responsible Department for UNESCO) and FCO (as the responsible Department for foreign policy) can have confidence that UK representation has continuity, with well-established relationships and contacts, and understands the wider UK marine landscape (including the NERC research community). In addition, Defra are increasingly becoming responsible for international environmental policy, where they report against a number of the UN Sustainable Development Goal indicators, data for which will partly be recognised by way of our coordination efforts. NOC NPG also provides the science lead and coordination of the UK's contribution to the G7 'Future of the Seas and Oceans' initiative, to the benefit of BEIS.

NOC will continue to underpin (via NPG) the ongoing need for co-ordination of dialogue between key UK Government Departments and Delivery Agencies with marine interests, and who require marine evidence to support their work (presently about 30 Departments and Agencies); this is a priority identified by two House of Commons Science & Technology Reports. This coordination is undertaken by the UK MSCC, which reports to Ministers, with NOC providing key resources to the secretariat (together with Defra and Marine Scotland). The added value NOC provides is scientific expertise to complement policy expertise. In addition, our advice on storm surges (the UK's single biggest natural disaster risk, with four million people and £150bn of assets at risk) and tsunamis (advice provision and the UK's national contact point) to the UK Natural Hazards Partnership of the Cabinet Office Civil Contingencies Secretariat was recently demonstrated following Hurricanes Irma and Jose where storm surge modeling expertise was sought.

Whilst the above Departments are the major beneficiaries of NOC NPG activity, there are increasing opportunities to demonstrate value to others, mirroring increased interest in ocean affairs. An active example is a significant upsurge in requests from the MoD to access NOC capability and experience in marine robotics, which is now formalised through (a) the MoU between NOC, Royal Navy and Dstl, and (b) provision of a bi-annual MoD 'Marine Autonomy and Technology Engagement Day' hosted by NOC. Finally, to measure our NPG impact we will develop key performance indicators (KPIs) for (a) processes designed to increase NOC impact within UK Government, e.g. numbers of staff exchanges between NOC and Government Departments, and numbers of briefings requested / delivered, and (b) outcomes of our three primary objectives via an annual NOC NPG impact review, using our own input metrics and customer feedback on outcomes.

Impact GO-SHIP forms the climate-quality backbone of the global hydrographic dataset used for numerous studies, including those feeding into IPCC reports, of the ocean's role in ameliorating climate change by absorbing and storing heat and carbon, and its changing impact on sea level, freshwater, nutrients, and ocean acidity. It serves as a crucial reference for other regional and global (e.g. Argo) ocean observations and validation for numerical models that predict the current and future state of the earth system, and it also provides real-time data for assimilation into operational forecasting models. The UK contributes nearly 10% of the international GO-SHIP sections, and the UK sections span key regions of the Atlantic Meridional Overturning Circulation, with a correspondingly large impact on forecasts on a range of timescales.

Impact NPOP is a collaborative programme between the NOC, the Met Office, Plymouth Marine Laboratory, and the Centre for Environment, Fisheries and Aquaculture Science. The scientific collaboration aims to provide an improved understanding and prediction of many aspects of the marine environment, including; fisheries, safety at sea, maritime operations, marine renewable energy, coastal flood warning, and the achievement and maintenance of good environmental status. As part of this programme, scientists from the partner organisations develop and promote the application of world-leading marine products and services, with a focus on national and public benefit. This includes the integration of models, observations and scientific understanding to produce the best information, and advice about the marine environment. PI Contribution Since the UKs departure from the EU it is now lo longer party to the Galway Statement (the EU is the signatory member). As such the UK is in danger of not having its contributions to Atlantic Ocean marine scientific research being recognised. To address this the NOC has been exploring possitibilities to become members. Having learnt that this would not be possible in that the Galway or Belem Statements would not be re-opened for signature, we were made aware via our colleagues at NOAA that a new Declaration offering an opportunity to become a member of a broad stakeholder community of researchers in the Atlantic was being developed.

Description Enhanced collaborations with International Cable Protection Committee (ICPC)

PI Contribution I met with the ICPC (umbrella organisation at 170 cable companies) when I was invited to give a keynote address at their plenary meeting in 2018 in Cape Town. I shared findings and future directions for monitoring seafloor hazards, which led to me being invited to apply for (and awarded with) the role as Marine Environmental Advisor to the ICPC. This role will enable me to continue to perform knowledge exchange to a large industry community and to ensure that seafloor hazards research funded by UKRI continues to have wide reaching impact beyond the lifetime of these grants.
Collaborator Contribution ICPC funded my travel, subsistence etc to attend at the plenary meeting and facilitated meetings with a large number of cable companies. Following my appointment (to start June 2019) as Marine Environmental Advisor, they will provide recurrent funding of £20K per year (ON AN OPEN ENDED BASIS) to support my time to enable knowledge exchange about marine hazards, and understanding impacts of seafloor infrastructure on the marine environment.
Impact NERC funding enabled me to develop these links in a much deeper manner than would have been possible. I am currently contributing to the only recognised legal treatise on submarine cables with the ICPC. This collaboration involves engineers, geologists, biologists, and legal experts. Specific feedback from the ICPC: "The project has pioneered a quantified global perspective of cable faults caused by earthquakes and cyclones. Thus, it is possible to identify hazard 'hot spots' and their impact via the frequency and extent of damage sustained by multiple cable systems. Such information is essential for improving subsea cable routes and has been instrumental in the design of one new route through the cable-congested Strait of Luzon between Taiwan and the Philippines. The redesign allowed the cable to cross the highly active Gaoping Canyon at a location where turbidity currents waned to speeds that were not damaging to cables. This project highlighted the importance of meteorological disturbances as generators of cable-damaging turbidity currents. A suggestion made that these cyclone-related hazards were on the rise appears to have been proved correct. At least three studies now show that typhoons in the western Pacific are intensifying as ocean and atmosphere warm. As a result, the cable industry is now aware of an emerging hazard and routes should be designed accordingly, i.e. where possible avoid high discharge rivers that feed submarine canyons. There is no doubt that the research supported by NERC has provided new knowledge that is of direct value to the cable industry" Lionel Carter, marine environmental advisor, International Cable Protection Committee In 2022, this collaboration led to a successful NERC Urgency grant to understand the reasons for widespread subsea cable damage that disconnected Tonga from the internet.

A tangible outcome is that NOC has been working with BEIS on implementing a key recommendation of the G7 Future of the Seas Working group, namely that the G7 should form an Global Ocean Observing System Implementation Team and to coordinate G7 ocean observing efforts and ensure that it is clearly tied into the work of GOOS by co-locating the activity with the IOC in Paris. NOC has supported BEIS in developing a costed plan for this which will involve the UK (BEIS) funding a position to lead this activity, thereby ensuring the UK continues to play a leadership role in the on going ocean observing activity.

PI Contribution Following a visit by the (then) Deputy Prime Minister of the BVI in December 2018 where a request was made to use a UK Government funded facility, the Containerised Autonomous Marine Environmental Laboratory (CAMEL), the ISPO has been coordinating with the FCO, the British High Commission in the BVI and the Government of the BVI to enable its use. The principles and tangible outcomes of the marine mapping that will take place and the use of autonomous capabilities will feed into a broader marine policy framework that the BVI are currently developing.

PI Contribution The NOC International & Strategic Partnerships Office (ISPO) maintains an MoU with the MPU, FCO. This enables the MPU to establish a relationship with the NOC that few other non-governmental organisations have. This enables easy access to NOC expertise to the MPU and conversely allows the NOC access to privileged opportunities with the FCO. This has resulted in the NOC hosting the venue for the then Foreign Secretary Boris Johnson to visit the NOC and announce the FCO International Ocean Strategy. The NOC has been instrumental in the NOC contributing to the FCOs deliberations in international policy, such as at the International Seabed Authority of the Intergovernmental Conference (IGC) for Biodiversity Beyond National Jurisdiction (BBNJ), where the ISPO will participate at the IGC. It has enabled the NOC to contribute to the drafting of the International Ocean Strategy (we were the only non-government dept to do so).

The NOC participates in the High Seas Dialogues, which are virtual sessions, running parallel to the informal intersessional dialogues, providing a virtual platform for member states to vocalise their positions and allow an opportunity to exchange views. The NOC participated and presented at a UK organised workshop on financing the new treaty, where the NOC presented the use of the UK Official Development Assistance (ODA) funding of marine related activities, primarily via bi-lateral support. The NOC has participated in bi-lateral discussions with other member states.

Results and Impact The first Global Planning Meeting provided a forum that brought together approximately 200 leaders to represent ocean science and technology, ocean policy and sustainable development, businesses and industries, NGOs and civil society, donors and foundations. This first meeting offered a crucial opportunity to co-design mission-oriented research strategies in support of the Decade expected societal outcomes, taking advantage of cross-cutting supporting developments such as transforming knowledge systems; accelerating transfer of technology; enabling training and education; and fostering science-policy dialogues. The meeting facilitated in-depth and interdisciplinary discussions across sectors to identify concrete deliverables and partnerships to meet the Decade's societal outcomes. This first Global Planning Meeting launched a series of regional workshops and established a Stakeholder Forum.

Results and Impact the NOC International & Strategic Partnerships Office (ISPO) provides the Alternate Head of the UK Delegation at the IOC -UNESCO. The IOC-UNESCO Executive Council (EC) sets the agenda for the full IOC-UNESCO Assembly and as such influence of UK interested in marine environmental research is made via the the EC. In the run up to the meeting NOC had met with officials from FCO, BEIS, Defra and the UK National Commission for UNESCO (for DfID) on the key issues and lines to take. A report with follow up actions was provided to these departments. One of the key decisions of the IOC-EC was approval of a revised roadmap for the International Decade of Ocean Science for Sustainable Development.

Results and Impact The NOC Association of Marine National Capability Beneficiaries (NOCA) is the main vehicle for our engagement with the beneficiaries of NOC-led marine science National Capability (NC). NC comprises: science; large-scale research infrastructure, small-scale NC-services, facilities and data and National and Public Good.

NOC leads all Marine Science NC which includes NC delivered by NOC and other NOC Marine NC Delivery Partners who are funded and accountable for performance of delivery via NOC. These are: the Plymouth Marine Laboratory (PML); the Scottish Association for Marine Science (SAMS); and the Continuous Plankton Recorder Programme delivered by the Marine Biological Association of the UK.

Two primary initiatives which come under the umbrella of the NOCA are The Marine Facilities Advisory Board and Climate Linked Atlantic Sector Science (CLASS) Advisory Board.

The NOC International & Strategic Partnerships Office (ISPO) provides secretariat support to deliver the NOCA Annual Plenary meeting and the NOCA Board meetings (x2). In addition the ISPO provides dedicated secretariat support to the Marine Facilities Advisory Board, which involves organising two Board meetings, follow-up actions e.g. helping collate input from the community to update NOCs National Marine Facilities Technology Roadmap and facilitate the annual capital marine equipment call.

NORP is an international forum for coordinating and strategizing activities on the role of the Arctic Ocean in the context of the global climate system from a coupled perspective. Results and Impact Mike Clare was an invited attendee at a two day joint industry-academic workshop (17-18th Jan) at the Royal Institution organised by The Crown Estates, CEFAS and Marine Scotland on Electromagnetic Fields in the Marine Environment focused on assessing the risks posed by high voltage power cables in marine settings. The outcome of the workshop was a synthesis of the current state of knowledge and identification of next steps to reduce uncertainties.

Results and Impact The past two decades have seen rapid advances in technology available to oceanographers seeking to study and manage marine ecosystems. Relatively cheap, compact computers and digital storage have allowed scientists to collect big, complex datasets; yet these information rich datasets have grown so large that analysis with traditional methods has become untenable. The 3-day POGO Workshop on Machine Learning and Artificial Intelligence in Biological Oceanographic Observations (19-22 May in Ostend, Belgium) gave an overview of state-of-the-art machine learning and artificial intelligence (ML/AI) that is currently applied in biological oceanography and provided hands-on training by domain experts. The training I received in ML/AI for image analysis has already been applied to our current projects COMICS, SUMMER and CUSTARD.

Results and Impact The meeting was sponsored by DEFRA and opened by Therese Coffey (Minister of State for Environment and Rural Opportunity). The North East Atlantic Ocean Acidification Hub was established to serve European countries that are conducting monitoring, and other OA activities, within the NE Atlantic region. Its purpose is to foster good practice for the efficient collection of comparable and geographically distributed data to assess ocean acidification and its effects and to support adaptation tools like model forecasts. The key role of the hub is to ensure a common methodology for recording measurements, encourage submission of ocean acidification measurements to the UN through National Data Centres and cataloguing of this data on a central global portal to map effort and identify gaps. The main goals and scope of the hub are to:
• Share information on OA monitoring (and experimental and modelling) activities
• Facilitate data submission to the GOA-ON data portal
• Promote community "best practices" consistent with GOA-ON
• Facilitate capacity building & training activities
• Provide integration across the region

NOC experts in data management and ocean acidification monitoring technologies participated to share their respective expertise.

The North East Atlantic Ocean Acidification Hub is the recognised framework to capture data for UK reporting to SDG14 indicator 14.3.1 (Average marine acidity (pH) measured at agreed suite of representative sampling stations)

Results and Impact Observations from ships provide important real-time information on meteorological conditions at sea, along with a long record of observations important for climate applications. The work of the Global Ocean Observing System (GOOS) Ship Observations Team (SOT) oversees several enduring data collection programs including Voluntary Observing Ships (VOS) and Ships Of Opportunity (SOOP).

The individual programs presently support research, climate forecasting, numerical weather prediction and maritime safety services among other applications. Variables measured include surface meteorological observations, plus sub-sets for upper air meteorological and upper ocean physical data. The role of the SOT and its nine task teams is to respond to requirements for ship-based observational data, including metadata, expressed by relevant international programs and/or systems in support of marine services, and to coordinate actions to implement and maintain the networks to satisfy these requirements.

Results and Impact In preparation for participation at the upcoming Treaty negotiations on BBNJ the NOC International and Strategic Partnerships Office hosted a high level delegation consisting of representatives from the FCO and Defra. The workshop was used to discuss key aspects of the treaty including establishing key UK policy and priority approaches, in particular in relation to establishing marine protected areas (MPAs) on the High Seas. A key driver that support the UKs policy of establishing 30% of marine areas protected by 2030.

Results and Impact The CLIVAR/CliC Northern Oceans Regional Panel (NORP) was endorsed by the 38th Session of the World Climate Research Programme Joint Scientific Committee in April 2017 and its inaugural meeting was held in Davos in June 2018. It serves as an international forum for coordinating and strategizing activities on the role of the Arctic Ocean in the context of the global climate system from a coupled perspective. In addition, this panel facilitates progress in developing new tools and methods to observe the Arctic Ocean and neighboring seas and their climate impacts, to standardize and archive observations of the Arctic Ocean, and the coupling with other components of the climate system. Meetings are held biennially in person and monthly by teleconference. Sheldon Bacon (NOC) is an inaugural member of NORP, and present activities include development of an Arctic Ocean freshwater distribution review paper. The next in-person meeting is to happen in March 2020 in Akureyri.

Results and Impact EuroGOOS is an international non-profit association of national governmental agencies and research organisations, committed to European-scale operational oceanography within the context of the intergovernmental Global Ocean Observing System (GOOS).

EuroGOOS operates in five regional sea areas where operational systems have been set up: the Arctic (Arctic ROOS), the Baltic (BOOS), the North West Shelf (NOOS), the Ireland-Biscay-Iberian area (IBI-ROOS) and the Mediterranean (MONGOOS). Strong cooperation within these regions, enabling the involvement of many more regional partners and countries, forms the basis of EuroGOOS work, and is combined with high-level representation at European and Global forums.

Results and Impact The Summer School on "Past, present and Future Sea Level changes" took place from 25-30 June 2018, back to back with the training course "Ocean Forecast Systems" of the IOC-UNESCO Regional Training and Research Centre on Ocean Dynamics and Climate from 2-7 July 2018. NOC contributed by way of designing the sea level course, lectures over 7 days, which was done together with Prof. John Church, and to invite sea level experts to give lectures; in addition we contributed with teaching (lectures about sea level observations, future sea level changes, geoengineering)

Results and Impact visit to Anguilla to support the replacement of a tide gauge (the original was destroyed by hurricane Irma) that feeds into the broader Tsunami Warning System as well as provide details of local sea level. Met with the Governor and will explore further areas that the NOC can support Anguilla with the post-hurricane recovery and on-going marine and maritime needs e.g. provision of a wave buoy to support shipping between St Martin and Anguilla and well as enhance their understanding of the marine environment around their coastline.
