Abstract
CEH scientists provide impartial, evidence based advice directly to Government to support policy development and delivery or to respond to emergencies.

| Description | The Natural Hazards Partnership (NHP; www.naturalhazardspartnership.org.uk) is a unique consortium of public sector and research organisations. NHP provides information, advice and analysis to government and emergency responders across the UK in the preparation, response and review Natural Hazard Partnership The Natural of natural hazards. UKCEH works together with other consortia members to provide a forum for the exchange of knowledge, ideas, expertise, intelligence and best practice in relation to natural hazards. A key stakeholder is the Civil Contingencies Secretariat within the Cabinet Office. The NHP focuses on natural hazards that disrupt the normal activities of UK communities or damage environmental services and creates an environment for developing new services to assist in disaster response. UKCEH's role is focussed on hazards related to flooding and drought, although increasingly extends to multi-hazard risks, through interactions with those hazards with others within NHP's remit led by other consortia members (weather, air quality, volcanic ash wildfires and geological hazards). NPG supports UKCEH's role as a founding member of the Natural Hazards Partnership and staff are actively engaged in the cross-government steering group, chaired by the Met Office, and the Hazard Science and Impacts Group (HISG). Under the HISG, UKCEH lead the Surface Water Flooding Hazard Impact Model (SWF HIM) component and, through additional stakeholder funding, this was successfully implemented operationally across England & Wales by the Flood Forecasting Centre (FFC) in April 2020. This is a significant development for the UK as the SWF HIM not only forecasts the likelihood of a surface water flooding occurring but also the potential impact. The combination of likelihood and impact is then used to forecast flood risk. This risk approach supports the FFC Flood Guidance Statement delivered to Category 1 and 2 emergency responders, and the NHP Daily Hazard Assessment issued across government. The Impact Library component of the SWF HIM was published in the Journal of Flood Risk Management (Aldridge et al., 2020). NPG is supporting UKCEH to engage in a SWF HIM life-cycle review and update process that brings the scientific developers at UKCEH and Health and Safety Executive together with the operational forecasters at FFC. This is looking at past flood events during the first year of operation to understand past performance and investigate improved methods for presenting the complex hazard risk information to forecasters in real-time situations. The learning from this will benefit other real-time hazard impact forecasting applications too. NHP fosters engagement across UK government, international organisations and the wider academic community. NPG allows UKCEH to support the organisation of external NHP conferences such as the "Fire, Flood and Space" that brought together a wide range of delegates including the Chief of Service Delivery from the World Meteorological Organisation and a presentation from Sir Patrick Vallance, the UK Government's Chief Scientific Advisor. This engagement has continued during the current refresh of the NHP Science Strategy with UKCEH supporting stakeholder and academic community workshops to help shape the future priorities of the NHP. The NHP also feed in to the National Security Risk Assessment (NSRA). Through this, NHP (and UKCEH) have responded to a Cabinet Office request to review the Environmental Impact approach within the NRSA which will influence how the potential environmental impacts are accounted for in future NSRAs. The most substantial activity has been in relation to the Air Quality Expert Group (AQEG), which has been particularly active in providing advice to government. UKCEH feeds expert advice into this group through group memberships (Eiko Nemitz, full member; David Fowler, UKCEH fellow and ad-hoc member). During the reporting period UKCEH was a key contributor to a number of major and strategically important evidence summary reports, of which six have been published ("Air Pollution from Agriculture"; "Non-Exhaust Emissions from Road Traffic"; "Assessing the Effectiveness of Interventions on Air Quality"; "Non-methane Volatile Organic Compounds in the UK"; "Impacts of Net Zero pathways on future air quality in the UK"; "Non-Exhaust Emissions from Road Traffic") and two have been completed and are awaiting Defra release ("Exhaust Emissions from Road Transport"; "Ozone in the UK - Recent Trends and Future Projections"). For the "Air Pollution from Agriculture" and "Ozone in the UK" reports UKCEH performed ad hoc analysis of air quality model runs thus leveraging underpinning activity from the wider NC portfolio, especially UKSCaPE. The subjects of these reports have been agreed with Defra to compile the scientific evidence that is needed for national and local governments to make informed policy decisions in a number of areas that Defra considers high priority at the moment. In addition to these regular AQEG activities, two additional activities were supported during the NPG project: UKCEH provided a submission to Defra's rapid evidence call on "emission and air quality changes resulting from COVID", summarising evidence from the UKSCaPE monitoring activities, which fed into the AQEG report "Estimation of changes in air pollution emissions, concentrations and exposure during the COVID-19 outbreak in the UK". COVID has provided "large-scale natural experiment" to test our expectations of concentration changes to changes in emissions which form the basis of government policy. Here UKCEH has provided a unique top-down assessment of the CO2/CH4 emissions from London which provides a measurement of the actual emissions in response to the lockdown. We also demonstrated that the drastic decrease in traffic and office heating had little impact on regional PM2.5, highlighting the importance of regional transport and agricultural emissions which remained largely unaffected. This provides important evidence for the targeting of future emission controls. AQEG has also became involved in supporting a government activity to set new PM2.5 targets for England in support of the Air Quality Bill. This included contribution to a number of additional expert workshops, a UKCEH submission to the evidence call "Modelling of future PM2.5 in support of Defra air quality target setting process", a presentation of UKCEH science to AQEG, and a contribution to the AQEG report that summarised this evidence. This process again fed UKCEH science into the review and also provided an important communication channel between the modelling for the target setting process which is undertaken under the Defra SNAPS project by Imperial College and UKCEH, with AQEG and Defra, to specify model runs and outputs. The outputs of the modelling and AQEG's analysis of the results will go out for consultation and will be presented to the Secretary of State of the Environment on 20-Sep and during follow-up meetings. They will inform (a) the setting of the PM2.5 air quality targets for England for the next 10 years as part of the Environment Bill, (b) the prioritisation of the emission reduction actions that need to happen to achieve it and (c) the measurement strategy to assess compliance to these targets. David Roy has continued to represent UKCEH on the UK Earth Observation Framework Management group. Specific activities have included the following working groups: Citizen Science, Data Advisory Group, Natural Capital, DNA (established in 2020). Work has also included UKEOF Horizon Scanning to identify future priorities for the UK environmental observation community and to encourage collaborative working. UKEOF has pioneered the potential of alternative data sources for environmental science monitoring via an international webinar on 9th December 2020. The event included speakers from across the globe, including NERC National Capability partners (BGS and UKCEH thus, leveraging the benefits of the wider NC programme). The webinar has resulted in ongoing discussion around the use of social media as a new and increasingly important data source and to facilitate networking, ideas generation and the stimulation of new projects and collaborations. The Covid pandemic has exposed the vulnerability of citizen science (again, an increasingly important source of data) to large scale disruption of this nature. Through its work and ultimate publication Impacts of Covid-19 on UK Environmental Science UKEOF was quick to ensure it captured the implications of such unprecedented circumstances for environmental data collection. Importantly, the document made recommendations as to how organisations could overcome the challenges, and capitalize upon the opportunities, posed by any future "lockdown" circumstances. UKCEH was a leading author of this publication through UKEOF. UKCEH will continue to convene the UK Committee for International Hydrology with an aim of enhancing coordination across the UK HEI, government and operational water communities in relation to large-scale hydrological initiatives. UKCEH will continue to co-chair the IPBES working group on INNS, including the programme of meetings leading up to the ultimate publication in 2023 of the IPBES assessment of impacts of INNS and their control. |

| Description | Because the NPG activities represent advice to key policy focused forums, they provide a highly effective means of channeling a wide body of UKCEH expertise, knowledge and research into decision making bodies responsible for policy. Further details are provided in other sections (see "Key Findings)), however, the most notable activity in the past year has been in through the Air Quality Advisory Group, and the intergovernmental Science - Policy Platform on Biodiversity and Ecosystem Services. The former has resulted in key advice to Defra likely to inform future air quality policy, and understand air quality outcomes of a pathway to net zero, whereas activity under the latter is likely to inform policy and practice in relation to Invasive Non-Native Species. |

Now that this looks to be an ongoing activity, UKCEH will write to NERC to seek to formally reallocate an element of our NC-NPG to enable our ongoing input to IPBES. In 2019 Prof Helen Roy was appointed as one of three international co-chairs of the for the forthcoming IPBES (Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services) Invasive Species Assessment, following her nomination by Defra. |

She will present the objectives of this assessment (which are to assess the current status and trends of invasive alien species, their impacts, their drivers, their management, and options for policy to deal with the challenges they pose), as well as the emerging key messages. This assessment is currently open for external review from 31 August to 18 October 2020, inviting any interested and qualified expert to submit written comments and contribute to the improvement of the scientific quality and policy-relevance of the draft. |
