Abstract

River deltas comprise only 1% of global landscapes, yet support over half a billion people. Deltas are tightly coupled social-ecological systems (SESs), but human exploitation, environmental degradation and threats from climate change increasingly threaten these delicate interfaces between land and water. The intractable development challenge addressed by this bid is how to avoid the collapse of South and SE Asian deltas as functioning, highly productive social-ecological systems in the face of human development and the projected consequences of climate change. The proposed Living Deltas Hub focuses on the delta SESs of three major rivers in South and Southeast Asia: the Red River and Mekong (Vietnam) and Ganges-Brahmaputra-Meghna (GBM: Bangladesh, India). Deltas form part of wider river basins and so the Hub will also engage with other riparian country researchers, in Thailand, Cambodia, Laos and Myanmar. The stakes for the project are clear: 70% of the Mekong delta is highly vulnerable to flooding with 7 million people at risk. Sea level rise in Bangladesh could displace between 3 and 13 million by 2100. SE-Asian mega-deltas produce 88% of the world's rice, but the 98cm of sea level rise predicted under IPCC AR5 (2014) would render 16% of arable land in Bangladesh and 25% in Vietnam unusable by 2100. Upstream damming and sediment retention is also a major threat, with resulting delta subsidence putting 12 million people in 23 Asian cities at risk from water inundation.

As human impacts increase, the need for locally-rooted sustainable development strategies underpinned by traditional knowledge becomes ever greater. The GCRF Living Deltas Hub will co-develop the transdisciplinary frameworks needed to understand delta SESs, and will work with delta-dwellers and policymakers to develop solutions that can help realise the UN Sustainable Development Goals (SDGs) in delta contexts. The Hub is novel - no other existing or previous international delta initiative has specifically addressed the SDGs by co-creating new natural and cultural heritage understandings of deltas. It is timely, as it addresses the crucial challenges of SE Asian delta degradation early in the lifespan of the SDGs and so contributes to the development of SDG monitoring and planning - globally and regionally, as well as in country contexts. The Hub is innovative as it emphasizes transdisciplinary integration of the earth and life sciences, social sciences, humanities and arts, to address these common challenges The Hub will operate on a model of 'equitable partnership', involving delta-dwellers and the research community in developing knowledge and policy for better delta futures. The Hub comprises six innovative work packages co-developed with Global South partners and research institutes addressing specific in-country and delta-scale needs. Its new knowledge will serve to build capacity and shape policy at local, national, regional and global levels. The Hub will have lasting impact through improved livelihoods and more resilient communities, sustainable management and conservation, improved monitoring of SDG indicators and better policies for sustainable development.

The Hub brings together a transdisciplinary team of experts and practitioners from Global 'North' and 'South'. Hub strengths are in: coupled human and natural systems analyses; demography and international development; natural hazard modelling and coastal resilience; environmental monitoring and modelling; policy and practice of resource management, hazard, risk and resilience; SDG-focused analyses of delta systems and their vulnerability to hazards; justice and governance; behavioral finance; delta nutrition and food security; and gender-sensitive research. Working together with stakeholders from delta countries, the research team have the knowledge, expertise and track record to build new understandings of delta change, new partnerships, and new solutions.

Planned Impact

The GCRF Living Deltas Hub will have lasting impact through its contribution to:

1) sustainable, equitable livelihoods for delta dwellers in resilient communities
2) sustainable management of ecosystems and landscapes
3) stronger monitoring for sustainable development
4) better policies for delta sustainable development.

At the sub-state level, delta-dwellers themselves will benefit. These deltas are home to 250 million people. Their socio-ecological security is conditional on the integrity of the deltas and at the core of the SDG delta agenda. Through participatory fora the Hub will engage these communities in the co-creation of new knowledge on sustainable delta livelihoods and in education to build capacity for resilience. Local and international NGOs are partners in realising these impacts, and beneficiaries of new knowledge. The Hub identifies and works with vulnerable groups in each delta context, enabling their inclusion in fora and education/training activities. A strand of activity works with local entrepreneurs to encourage new commercial opportunities.

The agency of these communities to safeguard the vitality of delta ecosystems will also be harnessed and supported. Communities will co-develop, and be trained in, new tools. These will include environmental report cards and water quality monitoring programmes, as well as a 'Delta Health Index'. An online data archive, new analysis of tipping points, and the regional contact group (see below) will support this activity.

In terms of national-scale benefit to monitors and policymakers, the Hub will directly input into the work of country statistics bodies. Data availability and national SDG-aligned monitoring are recognised as key challenges (e.g. Bangladesh Voluntary National Review (VNR) 2017). In developing a new delta-sensitive indicator framework, the Hub will improve the quality of national indicator sets and awareness of monitoring gaps. The Hub will also ensure best practice in participatory local monitoring of the SDGs. Local and national governments will benefit directly from enhanced understanding of challenges and solutions, and policy recommendations for local and national planning for sustainable development. Fostering close connections with policy communities from the outset via government involvement in its structures, the Hub will contribute policy recommendations. It will also contribute via UN Voluntary National Reviews of SDG implementation (Bangladesh, 2017; Laos, Vietnam, 2018) and their national preparatory processes. These reports ultimately go on to be presented and discussed at the annual UN High Level Political Forum (HLPF).

The Hub will contribute to the annual Regional Forum for Sustainable Development coordinated by the UN Economic and Social Commission for Asia and the Pacific. To inform best practice, facilitate peer learning between states, and tackle regionally-salient, transboundary challenges, the Hub will organise a regional multistakeholder contact group in the margins of this event. The Hub will also engage with thematic policy communities at regional and global levels as an audience for impact. The preparatory processes, expert meetings, and inter-ministerial discussions of regular thematic SDG reviews provide demonstrable and novel pathways to impact. The thematic, regional and country-specific avenues identified here will all generate contributions to global review of SDG implementation, and the Hub would also contribute directly to the HLPF through presentations and technical briefings. Reflecting impactful partnerships at national and regional levels, the Hub aims to organise official side-events at future HLPFs with government, stakeholder and UN agency partners. Finally, the Hub will engage with the global UN Inter-Agency Expert Group on SDG indicators in the context of its work plan for improvement of specific SDG indicators, and the review of the global indicator framework in 2020 and 2025.

Title Kolkata's Retrospect: Dual Disasters: Covid 19 & Amphan - A Coffee table book 
Description This Coffee Table book offers an insight into the impact of Cyclone Amphan, compounded with the Covid-19 pandemic, and provides key recommendations to build the resilience and adaptive capacity of the city, especially in multi-hazard scenarios. Kolkata is a city highly vulnerable to multiple climatic hazards. Located on the extremely vulnerable Ganga-Brahmaputra coastal delta region, the city and metropolitan area have an elevation of 1.5-11 metres above sea level (World Bank, 2011). The city is approximately 100 kilometres from the Indian Sundarbans, which is at high threat to rising sea levels due to climate change. India has been one of the worst hit countries by the Coronavirus pandemic. Coronavirus spread virulently across West Bengal from Kolkata, with the first confirmed case reported in March 2020 (Deccan Herald, March 17, 2020). Kolkata was one of the worst-hit cities and became a 'Red Zone'.

Description 2023 update: The 14 months to end end of the funded period in march 2024 was always intended to focus primarily on DATA ANALYSIS from the 2022 field season (the first possible since 2019 for all Hub members after the Covid-19 pandemic and the opening of international flight routes) and ENGAGEMENT to get these findings shared as quickly and nimbly as possible with your partners and the stakeholder community (from village level to national governments and international SDG initiatives. As such it is a daunting and time-limited set of activities necessary to ensure as large a Hub IMPACT as possible, and impact will Work is underway in all work packages to produce academic OUTPUTS from the research activities, and the reader is referred to the metrics elsewhere in this report for the standard journal papers, conference proceedings, engagement activities etc. What is key for the Living Deltas Hub is ensuring project OUTCOMES for those stakeholders with who we work and are co-producing new knowledge and understandings. From our original Pathways to Impact document submitted in May 2018 to RCUK (now UKRI):
"The Hub recognises, as stakeholders with distinctive and important interests and contributions, local communities, including disadvantaged and marginalised groups within those communities such as indigenous peoples, women, youth and the elderly, and those with disabilities; farmers and fishers; civil society organisations including grassroots organisations as well as national and international Non-Governmental Organisations (including, but not limited to, the bid partners) business as well as local and national government and regional and global intergovernmental actors."
Our Hub OUTCOMES (i.e., key findings) must speak to local communities and NGOs just as much as to national policymakers and government. We emphasise that the remaining funding period through 2023 and to end March 2024 will focus on making the transdisciplinary linkages between work package outputs to deliver whole-Hub outcomes for each of our four delta social-ecological systems (SESs) based on the 4 intermediate delta outcomes outlined in our Hub Theory of Change: 1. Integrated natural-cultural heritage for inclusive delta governance 2. Implementation of SDGs in delta-specific contexts; 3. GCRF Hub contributes to secure and equitable delta livelihood achievement; 4. More resilient delta societies and sustainable delta landscapes. Several of the aspects we are actively working on with Hub colleagues and stakeholders are:

Red River Delta:
Natural-cultural heritage: implementation of new Resolution 130; farm mechanisation empowering female participation; importance of multi-use ponds for communities.
SDGs: SDG planning and VNR implementation; SDG1 and national commitment to end poverty; WARECOD decision making toolkit linked to land ownership; governance issues - inclusion of local communities and self-monitoring.
Livelihoods: Material Flow Analysis of links between livestock density and water quality over >20 years; tension between mangroves and restoration versus sand mining; sustainable agricultural practices; youth migration from rural to urban settings.
Resilience: Long-term water quality monitoring showing rising river acidity; lowering the 90% failure rate for mangrove restoration; biodiversity loss; artisanal aquaculture; pond water quality and multi-use in RRD.

Mekong River Delta
Natural-cultural heritage: land use change being quantified in several provinces and ecosystem service changes quantified; organic agricultural village in Ca Mau; addressing policy gaps for elderly peoples in rural areas.
Livelihoods: Diversifying livelihood strategies and changes in spending behaviour; organic rice farming - capacity building in Soc Trang; rice co-partnerships with DARD leading to co-design of research and rice cooperatives; business entrepreneurship; training for DARD staff on rice farming with implications for MARD policy.
Resilience: Water quality database from DONRE to DARD; ecosystem services and land use change; capacity building in data analysis; model simulations to determine the best mangrove ratio for sustainable aquaculture; training in InVEST model.

GBM-Bangladesh
Natural-cultural heritage: raising delta voices through co-produced multimedia stories at community level; oral histories giving intergenerational insights into environmental degradation; scroll tides - new Bonbibi scroll charting environmental degradation; gender and salinity impacts charted through community video diaries.

GBM-India
Natural-cultural heritage: gender role in disaster risk reduction.
Livelihoods: Voluntary labour opportunities in response to climate extremes; development gaps and infrastructure needs; literacy rate and relationship with out-migration; youth focus
Resilience: water quality monitoring ? new baselines and salinity gradient quantification; Mini-buoys for monitoring condition of and stress on embankments during cyclones; flood histories from oxbow lakes and human impacts on lake ecosystems.

Finally, our Household Survey carried out across all four delta SESs is now complete and data analysis is taking place with early information sharing across the Hub initiated with an internal Hub Town Hall meeting on 28th February 2023 (internal data sharing between Hub work packages to follow to inform other aspects of our work). The survey involved 5,000 households spread across our deltas with each SES having common questions and culturally-distinct aspects too and represents a major organisational achievement (albeit delayed by Covid-19 restrictions across the deltas).
Exploitation Route Given the 2020-2022 Covid-19 impacts and the still-felt impacts of the ODA cuts and the still-ongoing disruption of this and the negative outcomes for the whole GCRF programme (still no indication from UKRI via DSIT as to whether the GCRF Hubs can have a no cost extension for example), it is too early to say - the findings described here are a small subset of the work going on around the Hub. Over the coming year our strategy is to develop our research evidence base and, using this, work in partnership with stakeholders and project partners to support policy development, the SDG agenda and our Hub stated aim (see: Theory of Change) of making a positive contribution to enhanced delta resilience and sustainability.

Description 2023 brief summary: In terms of economic and societal impact on the DAC list countries the Hub has developed its MEL Framework to ensure that all our activity maps on to the same framework so that impacts on delta Transformation, and Adaptive, Anticipatory and/or Absorptive (coping) Capacities are transparent and can be easily communicated to our stakeholders at all levels. This is important given the range of stakeholder sectors the Hub engages with in our change agenda for the deltas. Hub members involved in work on Coastal Ecosystems have built good relationships with the Ministry of Agriculture and Rural Development (MARD) and Ministry of Natural Resources and Environment in Vietnam. Hub members at VNU-CRES have identified potential entry points for policy intervention to support the Vietnamese government in better protecting and managing mangrove forests, mitigating the impact of climate change, and reducing poverty to better achieve sustainable development goals in delta-specific contexts. Our water quality monitoring represents pioneering work as no data exists for the West Bengal (GBM-I) Delta. Findings on water quality have been summarized in a policy brief for the Government of West Bengal in spring 2023. The Hub will appoint three short-term policy fellows to support our intergenerational research through the rest of 2023. The Hub has delta country Co-Is close to the VNR process in Vietnam and Bangladesh and our data will contribute to the evidence base raising the profiles of deltas in nations' SDG agendas. Several SDG policy briefs have been produced for government. We are currently carrying out SDG monitoring and SDG Indicator review at local, national, and regional levels, designed specifically toward delta-sensitive SDG implementation. We are developing an implementation framework for SDG1 (no poverty). In Bangladesh, our SDG review process has revealed that local priorities vary across different socio-ecological-systems, according to existing socio-economic context, geographic and hydro-climatic nature. In the Mekong River Delta, we are training DONRE staff in water quality monitoring and this will be rolled out to MONRE staff during 2023. Our work on Youth Entrepreneurship reached an audience of some 2 million via radio in Bangladesh. MOUs have been signed with six NGOs in SW Bangladesh and training provided in youth entrepreneurship. Mentoring in ecological research techniques to assess mangrove resilience was provided to >30 early career researchers in India and the UK via a Newton Bhabha award.

Title Hydrodynamic forecasting system for surface water flood from intense rainfall 
Description The High-Performance Integrate hydrodynamic Modelling System (HiPIMS) is integrated with the UK Met Office's Numerical Weather Products to develop a new hydrodynamic forecasting system for whole-process flood forecasting from rainfall to overland flow to inundation across a large catchment in real time. The new flood forecasting system has been applied to the 2,500-km2 Eden Catchment and tested by 'forecasting' the 2015 flood event cased by Storm Desmond. At 10-m spatial resolution, the flood forecasting system is able to successfully reproduce the water level hydrographs at the downstream river channels, accurately "forecast" the flood extent in the Carlisle city centre, and provide 34 hr of lead time with the NWP products released 36 hr in advance. Living Deltas have been able to provide a more global perspective with locally led adaptation (LLA) at it's core.
Collaborator Contribution Anglian Water CEO Peter Simpson has publicly committed to working with Living Deltas on an application to the UNFCCC Race to Resilience, Anglian Water have committed time and resource to working on this partnership and are providing an important perspective from the private sector to this application. A near-final version of the EOI was ready by December 2023 and as of 16 March 2023 is still with Anglian Water as lead partner.

PI Contribution BUET has had a long collaboration history with BWDB; especially in conducting study on river restoration, integrated flood management, flood forecasting, river erosion, sustainable disaster protection infrastructures and sediment transport and management. BUET Faculties have worked in different technical committees of the Board. A meeting with the Senior Secretary, Ministry of Water Resources (MoWR), in the presence of senior professionals of BWDB, has led to developing a proposal to be submitted to the Ministry to develop high-speed computational facility (with server) at BUET to allow faster simulation using the Bangladesh Delta Model (BDM) (developed by BUET and currently used in LDH project, along with other projects). Possibilities of dissemination workshops at BWDB to share BDM simulation findings in relation to reliability of disaster protection infrastructures and solutions for sedimentation and waterlogging risks in the coastal zone have been discussed.
Collaborator Contribution Bangladesh Delta Model (BDM) which is being applied in Living Deltas has been developed with the funding from MoWR. BUET are in regular contact with senior members of MoWR (see above) who are supporting BUET to develop faster simulations.

This network of partnerships has expanded to Nicola Willey Regional Director Science and Innovation, and Camilla Fenning Director SE Asia UK Climate/Energy Network. We, as the Hub, have provided access to our research plans and intentions and will support the agendas of the FCO in these regions for example in terms of Climate Change Adaptation initiatives and new approaches to quantifying the effects of plastics in delta landscapes. Collaborator Contribution The key contribution from the FCO in Vietnam, Bangladesh and India has been to host Hub launch events and in all cases were instrumental in ensuring media coverage and attendance of high profile delegates. However anticipate further contribution in terms of brokering access to key policy makers and other influential stakeholders throughout the lifetime of the Hub. Update edit 03.03.2021: In February 2021 the Hub was approached by Deputy High Commissioner to Kolkata to peer-review and comment on 5 SPMs (Summaries for Policy Makers) produced by the Observer Research Foundation. PI Contribution As described elsewhere in this submission we are in the early stages of partnership with the Government of West Bengal. In 2020 we will seek to formalise the arrangement through an MoU or MoA. A formal letter of invitation has already been sent and accepted and this is the first step in formalising this arrangement. We have formally engaged with the Principal Secretary Mr Prabhat Mishra on three separate occasions. He participated in a formal meeting at his office with a number of Hub members (DAC and UK) in November 2019; this was followed by him chairing our Hub launch event in Kolkata in January 2020 (See engagement events) and finally his presence for an afternoon at our Annual Hub Meeting in Kolkata (March 2020). This final meeting provided a chance to engage with researchers from the other deltas and to discuss research priorities going forward. This was invaluable and will help shape our research plans going forward. Mr Prabhat Mishra (male) is the key policy maker for environmental issues in West Bengal, we have also established a relationship with his Scientific Advisor Dipanjana Maulik (female) who has engaged in follow-up conversations in a number of areas. The Hub will establish status baselines and contribute the evidence base towards policies to benefit poorer and most vulnerable sectors of society on the deltas.
Collaborator Contribution This partnership has been led by our partners in Kolkata, Prof Tuhin Ghosh and Sumana Banerjee and Jadavpur University with support from colleagues at the FCO and Deputy High Commissioners Office in Kolkata. As the collaboration is formalised, our aim is that it will be our partners in Kolkata who monitor and maintain it.

Collaborator Contribution ICCCAD, led by Saleemul Huq has become an important friend of the Hub. Huq has enabled wider collaboration and impact, particularly through participation in COP26. ICCCAD jointly organised two Blue Zone side events at COP26 with Living Deltas (Nov 2021), participated in a write shop on locally led adaptation held in Newcastle (Nov 2021) and facilitated and supported organisation of pilot participatory fora on multilayering of risks in Mongla, Bangladesh. In 2023 Newcastle University is awarding an Honorary Degree to Huq (nominated by Hub PI Large). We will take the opportunity to host a workshop on locally led adaptation (LLA) and Loss and Damage in July 2023.
Impact This collaboration is ongoing however it has already led to some clear outputs including Blue Zone side events at COP26 (November 2021), a write shop on Locally Led Adaptation (Nov 2021) with a commentary discussion the role of universities and academia in promoting LLA is being drafted. Two workshops were carried out jointly in Mongla focussing on multilayering of risks which will raise awareness of residents in Mongla on future risks and inform policy to design appropriate DRR strategies; a journal paper has been submitted to the European Journal of Development Research.

Shushilan's local staff are working as field researchers. The dialogue was also jointly organized by Shushilan.

Hernández and Andy Large organised a panel to discuss Edward Burtynsky's 'Manufactured Landscapes' to launch 'End/Future' - a new annual programme at Tyneside Cinema exploring the future of civilisation through film, discussion, and technology: from environmental crisis and the end of the world to questions of human impact and possible utopias, this is the story of how film imagines our collective future. End/Future is comprised of three distinct programme sections featuring screenings, discussions, and live events, and this event launched Part 1: Tipping Point - Life in a Time of Crisis. Discussion is ongoing regarding the March 2024 programme and a sizeable Living Deltas presence.

The first meeting of the 12 managers was held in Newcastle (November 2019) and collaboratively organised with Caroline Grundy from the UKRI GCRF Water Security and Sustainable Development Hub, and monthly meetings via video conference started in June 2019. This Collaboration between the managers has been essential in the initial set up of the Hub as we navigate the challenges of these multi-partner, multi-national and multi-million initiatives. PI Contribution A collaboration between UC Irvine, Indiana University (Prof Efi Foufoula-Georgiou and Prof. Douglas Edmonds), and Utrecht University (Prof. Jaap Nienhuis) has been established to explore via numerical and observational data, river delta networks across the planet with particular focus on the three deltas subject to study in this project. This will help to understand the dynamics of those deltas in comparison with a global dataset and contextualize their particular vulnerability and resilience to climate change and anthropogenic modification. Prof. Douglas Edmonds provides expertise in numerical modelling (Delft3D), while Prof. Jaap Nienhuis has brought to the project a newly developed framework to classify deltas according to the dominant forcings.

Exploring notions of visibility and '(in)visibility' in a range of audiovisual practices and experiences, the conference attracted participants from 16 universities and 14 research centres and projects. Presenters from Bangladesh, India, Vietnam, the UK, EU, and US, engaged with urgent challenges and shared practices around the power of visuality and aurality (what can be seen and heard) to render discussions of invisibility, vulnerability, fragility and the empowerment of communities and networks more central to the Living Deltas Hub.

Results and Impact UNU-EHS and the Institute for Natural Sciences in Africa (UNU-INRA) hosted a side event "Science to power Sustainable Development Goals: 11 years to maximize on synergies and opportunities between the Paris Agreement and Agenda 2030" at the UN High-level Political Forum (HLPF) on 9 July 2019. Advocating the need to bring the Agenda 2030 (the SDGs) and the Paris Agreement together, UNU-EHS advocated for the use of science-based approaches in the realization of the two agendas considering several challenges relating to water, energy, and land degradation. This work is adjacent to that of the Hub and having key members of the Hub leadership engaged in such events ensures that the work we are carrying out in the Hub remains embedded into the SDG agenda. While the impact of this event on the Hub is not yet known it is part of a wider process of engagement that will ensure greater impact of the Hub in the long run.

Results and Impact This workshop took place in Thanh Cong village, Lang Cong commune, Song Lo district, Vinh Phuc province (April 23-27, 2022). Co-organised with Vietnam National University, Central Institute for Natural Resources (CRES) this was attended by 8 participants from the Indigenous Dao people (4 male and 4 female) who created one short film each on the impact of delta degradation and climate change on their community. Indigenous and non-indigenous delta dwellers were interested in the workshop and attended the screening of the films at the end of the workshops. At the same time, the participants informed their formal and informal networks in the wider region which helped participant recruitment for the second workshop. The last session of the workshop (film screening) was attended by representatives of the local Party and community members. The participants learned and practiced digital storytelling and mobile filmmaking that allowed them to create their own short films which were submitted to various national and international film festivals. They also received a certificate from CRES indicating the new skills gained.

Results and Impact A session was developed at the 1st Gobeshona Global "AN ASIAN MEGA-DELTA COLLECTIVE
FOR SUSTAINABLE DELTA FUTURES" This was a joint initiative with CGIAR Two Degree Initiative (2DI). This session aims to explore differences and similarities in priorities of local stakeholder groups from different deltas and ways to ensure their voices are heard, in turn giving them more meaningful involvement in development of sustainable delta policy than has traditionally been the case. It will also explore similarities and differences between 'top-down' and 'bottom-up' approaches to Delta governance in the region, and ways to bridge gaps. The session was attended by upwards of 100 people from acorns the world but with a specific on Deltas in the DAC regions Vientnam, India and Bangladesh.

Following the event we are exploring partnerships for COP26 and other potential research collaborations. This event also raised our profile among policy makers in Bangladesh.

Results and Impact This is an ongoing workshop collaboration to construct a framework around defining and assessing mangrove resilience, particularly in the Indian Sundarbans. This is in relation to funding that Hub director Andy Large along with Dr. Pfeifer and Dr. Pattison received from the British Council (Newton Baba) to organise a cross-disciplinary approach (ecology, economics, culture/human geography) in bringing minds together to discuss and help solve the many pressures faced by mangrove systems in the Sundarbans. I participated in a 2 day in-person workshop (Nov. 29-30, 2021) where ECRs from different institutions across the UK discussed the immediate issues facing the socio-ecological system of the Sundarban mangroves, and developed a model framework whereby scientists and policy makers can assess and model resilience in the mangroves.
At the conclusion of our 2-day workshop, a workshop was held by a group of ECRs in West Bengal, India where they also devised a model framework. On January 17, 2022 we came all together for a virtual plenary to discuss what we had learned and what the next steps were. No immediate outputs have been produced but future outputs from this project will include a published framework and policy briefs to local and national officials in West Bengal, India, as well as educational and community outreach tools for Dr. Krishna Ray who is directing leading efforts in the Indian Sundarbans for conservation and sustainable usage of the services provided by the mangroves.
The workshop as set up by Dr. Pfeifer and Dr. Pattison helped us as Living Delta Hub members think about a key part of the Ganges-Brahmaputra-Meghna Delta system, namely the mangrove forests in the Sundarbans (which spans the India-Bangladesh border). This region forms a large portion of ecosystem services and cultural identity for delta communities and so it was a very useful exercise to help us think across disciplinary boundaries to help address the challenges facing this region. Furthermore, this was a helpful exercise in understanding how people from differing backgrounds of expertise can come together to produce a framework whereby resilience can be assessed. As the Living Delta Index is being developed, there were some important lessons to be learned from this workshop in terms of having people completely focus on a discussion of the range of issues and potential solutions and how that might look like in 'framework form'. This has encouraged the idea of having an in-person workshop where participants are asked to look at how the Living Delta Index is developing and see what can be added upon, what is missed, what is a key achievement, etc.

Results and Impact This event took place in November 2021 led by Angelos Theocharis, Durham University co-organised with the University of Liberal Arts Bangladesh (ULAB) and Dhaka International Mobile Film Festival (DIMFF) in collaboration with the local NGO Initiative for Coastal Development (ICD). This invovled 8 participants from the Indigenous Munda people (4 male and 4 female) created one short film each on the impact of delta degradation and climate change on their community. Indigenous and non-indigenous delta dwellers were interested in the workshop and attended the screening of the films at the end of the workshops. At the same time, the participants informed their formal and informal networks in the wider region which helped participant recruitment for the second workshop. The last session of the workshop was attended by SM Baharul Islam (Chairman, Koira Sadar Union Parishad), Sardar Nurul Islam, (Chairman, Uttar Bedkashi Union Parishad), Shariful Islam Tinku, (President, Bangladesh Chhatra League, Koyra Upazila Branch), Ganesh Chandra Mandal (UP Member, 7th Ward, Uttar Bedkashi Union Parishad). The participants learned and practiced digital storytelling and mobile filmmaking that allowed them to create their own short films which were submitted to various national and international film festivals. They also received a certificate from ULAB (which runs similar courses and seminars) indicating the new skills gained. Production of short film to introduce my research in Living Deltas to school children aged 9-11. Workshops have taken place a number of classes in two schools in Newcastle and North Tyneside. One Year 4 class (24 students) at Carville Primary School in Wallsend; and one Year 4 (17 students) and one Year 5 class (16 students) at Christ Church C of E Primary School in Shielfield. The offering on River Deltas is now a permanent part of the Cap-a-Pie offering and meets a range of Key Stage 1-2 curriculum topics.

Results and Impact A number of Living Deltas Researchers (Heather Moorhouse, Niki Black and Chris Hackney) worked with a theatre company in the North East of England, Cap-a-Pie to hold workshops with schools children at Carville Primary School. Year 4 pupils had just started their river topic in class so had good subject knowledge on that, but deltas were completely new. Some highlights were:

- creating different kinds of sand mining equipment by using their bodies, first as 'freeze-frames' and then with movement and sound
- creating a character that was a river in human form. Students stood in front of the class as this character, were then asked questions by the class and had to improvise the answer, eg: "how do you sleep?", "I lie down and sharks come over and pat me with their fins until I fall asleep"
- on the last afternoon they created an obstacle course out of PE equipment to show someone's possible journey to collect water in Bangladesh. These obstacles represented things like dangerous wildlife and harassment. I think this was quite effective in making them think about their own relationship to water in comparison to people in other parts of the world.

Results and Impact In May 2022, WARECOD organised this workshops in Nam Dinh DPI office and July 2022 in Vinh Phúc DOLISA office, co-hosted by Nam DinhDPI and DOLISA Vinh Phuc. In Nam Ðinh with 19 (3 female) and in Vinh Phúc with 300 representatives from districts, communes and villages whose works relating to LISA. This included Vietnamese agencies DPI, DOLISA, DARD and CPC.

Outcomes included increase in local understanding of the process and effectiveness of the poverty reduction program and related issues; and better coordination of monitoring and implementation activities

Prof Tuhin Ghosh from Jadavpur University, Prof Louise Bracken from Durham University, Prof Matt Baillie-Smith from Northumbria University and Dr Cat Button from Newcastle University took part in the panel "Intractable Challenges?: Reflections on the GCRF Hubs in practice" and Sumana Banerjee also from Jadavpur University "Enabling Global Challenges Success". The event sparked lots of interesting discussion around how to involve partners in the Global South more in setting the agenda for Global Challenges and there have been discussion about future opportunities for collaboration. Results and Impact Manas Sanyal (IIEST) represented the GCRF Living Deltas Hub at a Workshop titled "Innovative information services for sustainable agriculture and climate resilience" organised by Sheffield Hallam University in Kolkata on the 2nd of July, 2019. The workshop brought together practitioners, policy makers and researchers from across India and Bangladesh to share experiences of how innovative information services can help rural communities to build climate resilience and to adopt sustainable practices. Example services include: localised weather information services, flood warning services, community knowledge sharing services, digital agricultural extension services etc. The Workshop demonstrated how the Hub can build upon work carried out elsewhere and engage with existing networks to ensure maximum impact.

Results and Impact The International Society for River Science held its 6th Biennial Symposium in Vienna 8th-13th Sept 2019. Professor Andy Large presented Living Deltas. The audience included research institutions, administrative organisations, government agencies, engineering consultants, decision-makers and environmental organisations. Details of DAC/non-DAC participation and gender breakdown is not available. This is a key event in river science and emphasised research related to the use and protection of water resources with a focus on highly modified riverine landscapes. The event linked research at different trophic, temporal and spatial scales in order to build bridges between ecology, geomorphology, hydrology, biogeochemistry, social sciences, environmental engineering, technology and economics. This was important for the Hub in raising awareness in the academic community and reaching out to an international audience. This event was crucial in promoting the Early Career Research Positions that were soon to be advertised at the time.

Results and Impact Our Delta Digest Hub newsletter was re-launched in 2022 and is sent once every two months to 498 recipients. The newsletter is a new addition to our engagement activities and the first issue was sent in December 2022. Our most recent edition (Feb 2022) was opened 305 times, with 58 clicks. We will continue to improve our newsletter offering. The newsletter audience includes a variety of stakeholders from Hub members, to members of in country organisations. It is currently a general update on Hub news/events/activities, however, we would like to increase receiver engagement with the newsletter.

The Hub launched a Newsletter in 2020, sharing key events, blogs and updates from the Hub. Sent to our mailing list of 140 people (50% DAC) in 20 countries (50% DAC).
The Newsletter itself reaches a larger audience through social media and sharing among networks including CGIAR, ICCCAD, the GCRF Hubs and the ROs involved in the Hub.

Over 80 people attended including representatives of local and national government departments, local and national NGOs and research institutions, this information is not available disaggregated by gender, this event was organised by DAC county partners and was aimed at a local audience, less than 10% of the audience was not from the region (DAC Country). The event included opening remarks from Gareth Ward. In addition to a presentation on the Hub by Prof Andy Large, Prof Hue Le (VNU) and Prof Duc Anh Trinh (VINATOM), an open Q&A session followed, which included Ms Camilla Fenning, Head of the South East Asia Climate and Energy Network. Among the attendees were senior members of the Ministry of Natural Resources and Environment (MONRE) and Department of Natural Resources and Environment (DONRE) who will be key ensuring greater impact of the Hubs outputs and outcomes in the future. All contacts will be invited to join our mailing list and we will follow up with many in terms of ensuring access and impact throughout the Hub. This and the event in Ho Chi Minh City were covered in over 30 media outlets including a TV interview (see separate output).

All four HUb launch events included here are important stepping stones in engagement with policy makers and governments and other high profile stakeholders. This activity will improve our possibilities for impact at later date, in some cases this early engagement will also improve our access and ability to carry out research in certain regions.

Results and Impact Update 2023: The Living Deltas website is a key tool in our engagement with all stakeholders. The website has helped establish our brand and online image. The website has had over 7500 visits, an increase of 178% on the previous year, with 5,700 unique visits and 14,000 page views. The month with the most visits was February 2023, with 967. Our main source of traffic comes from direct visits (56%), followed by search engines (29%), and social (9.15%).

Update 2022: The Living Deltas wesbite has had a refresh in 2021, updating our branding and external presence.

The Living Deltas website is still in development but has already proven to be a key tool in our engagement with all stakeholders. The website has helped establish our brand and online image. Over the coming year this will include information of all the people in the hub, helping to increase the profile of early career researchers. In addition to sharing more information about our current progress and plans. The website currently includes a blog that will include contributions from all members of the Hub, but we expect to be driven by early career researchers (PDRAS, SRAs Research Fellows). This will also be the home of our regular Newsletter (to be established summer 2020) that will be circulated to external stakeholders on a quarterly basis. As the website has been in development we are not able to report on the metrics of engagement at this stage but will track its progress and report this in coming years.

Results and Impact This event took place as part of the Resilience Hub and the South Asian Hub at COP26 this online event attracted over 100 people live and was streamed to many more through the Resilience Hub, exact numbers are not available. This event was co-hosted with CGIAR, IRRI, IWMI and WorldFish. The event proposed a series of factors that groups should be considering in future work addressing climate related challenges facing the deltas, in particular to ensure Locally Led Adaptation (LLA) is at it the heart of future programmes. Results and Impact This workshop was co-organised by Vietnam Administration of Forestry (VAF), Ministry of Agriculture and Rural Development (MARD) and the Birtish Embassay with input from Hue Le, Deputy Director of Living Deltas which took place on March 10, 2022. The The UK Ambassador to Vietnam attended the workshop and delivered the opening speech at the workshop. The objectives of the workshop were:
• To bring together national and international experts to share experience and Good Practice from mangrove and sustainable agriculture research being carried out in Vietnam and globally.
• To promote sustainable mangrove management at the local level through international seafood certifications.
• To provide MARD with the evidence base to support the formulation of a new Decree on payment for mangrove ecosystem services (PMES).

Results and Impact This event was co-organised by British Embassy to Vietnam in Hanoi and the Vietnam Administration of Forestry (VAF), MARD. Hue Le from VNU-CRES and Cai Ladd from University of Glasgow represented Living Deltas. The event included high level policy makers and industry representatives from Vietnam and the agenda included 1) introducing Decision No. 1662/QD-TTg dated October 4, 2021 of the Prime Minister approving the project "Protection and development of forests in coastal areas to respond to climate change and promote green growth in the period of 2021-2030"; 2) presenting potential, emission reduction solutions for coastal forests and investment needs (related to COP26); and 3) discussing plans and solutions to protect and develop coastal forests of coastal provinces in Vietnam. In the afternoon, they want to focus on livelihoods in the mangroves. Minh Phu company will be invited to give a speech on advantages and challenges of certified shrimp farming in mangrove forests at the workshop. The visibility and reputation of the Hub was increased with many request for follow up information and plans for future activities.

Results and Impact Kien Van Nguyen presented on "Restoring Agroecological-Based Rice Farming Systems in the Lower Mekong Region and Myanmar" as part of a panel on Protecting River Deltas with Nature Based Solutions. The Mekong - U.S. Partnership promotes the stability, peace, prosperity, and sustainable development of the Mekong sub-region and cooperation in addressing transboundary challenges among Mekong countries and the United States. It further reinforces the strong and longstanding relationship among the United States, Cambodia, Lao PDR, Myanmar, Thailand, and Viet Nam. The Partnership builds upon 11 years of cooperation and progress from 2009-2020 through the Lower Mekong Initiative (LMI) to expand collaboration in the face of new challenges and opportunities. The Partnership supports the implementation of the ASEAN Community Vision 2025 and is an integral part of support and cooperation between the United States and ASEAN. Living Deltas is represented in this important strategic partnership through key hub colleagues.

Results and Impact This hybrid event took place at the Resilience Hub, a pavilion in COP26 Glasgow 2021, reaching many 100s of people across the world. This event was co-hosted by Living Deltas (with input from Dr Hue Le and Prof Mashfiqus Salehin) and Anglian Water (see partnerships section). As part of this event Emma Howard-Boyd, Chair of the environment agency, challenged Living Deltas and Anglian Water to be ambitious in the next steps of their partnership, and have therefore established a partnership to address the common challenges facing low lying lands in the UK and globally, through an application to the UNFCCC Race to Resilience (https://climatechampions.unfccc.int/race-to-resilience-launches/). Hub director Prof Andy Large and Anglian Water CEO Peter Simpson jointly committed to taking this partnership forward at COP26.

Results and Impact This was an analysis and validation workshop to share and discuss preliminary findings from the research, and results were used in writing and wrapping up the research. From the discussions, it was clear that participants recognized the importance of policy coherence for delta's sustainable development and intended to carry this insight forward in their work. Attended by 33 people (13 female), representatives came from four provinces Tra Vinh, An Giang, Ca Mau and Can Tho.

Results and Impact This event "Sundarbans, climate change and the UKRI GCRF Living Deltas Transdisciplinary Research Hub" was held in partnership with the Government of West Bengal (GOWB), UKRI India and Deputy High Commissioner Nick Low on January 21. Attended by 79 people, including 11 members of the West Bengal Government, 7 members of the media, 6 non DAC (UK) attendees, (this information is not available disaggregated by gender but we noted the need for more gender balance on the panel for future events). The event was opened by Mr Prabhat Misra IAS, Principal Secretary, Department of Environment, GOWB and included an address by Ms Rebecca Fairbairn, Director, UK Research & Innovation India, Dr Kalyan Rudra, Chairman, West Bengal Pollution Control Board and Mr Nick Low, British Deputy High Commissioner, Kolkata. This was followed by a panel discussion with other key members of the Hub: Prof Souvanic Roy (IIEST) and Professor Tuhin Ghosh (Jadavpur University). The workshop included an open Q&A from the audience. Outputs includes over 10 appearances in online/print media in both English and Bengali outlets. Notably the event helped establish a good working relationship with Principal Secretary of West Bengal Department of Environment, Prabhat Mishra. This is the start of a key partnership with this key policy making body in West Bengal. The principal secretary then attended our 2nd annual research meeting in Kolkata March 2020 to address the whole Hub and discuss key areas of policy interest including Mangrove preservation.

Results and Impact In May 2020 hub Co-Is Prof Tuhin Ghosh (Jadavpur University, Kolkata, India) and Prof Indrajit Pal (AIT,Thailand) appeared on multiple news outlets in West Bengal, including News18, ABP Ananda and Zee News. They were called as experts to comment on the impacts of, and response to Cyclone Amphan on the Sundabarns in West Bengal, India. They both highlighted the importance of coordinated and collective efforts of everyone, including government departments and academic experts in disaster management, and the need to focus on short and long term steps to ensure that both city of Kolkata and the Sundabarns can "Build Back Better". 2022 update: @LivingDeltas has 864 followers, making 37,000 impressions in our best month (March 2021) and averaging over 1000 profile visits a month.

Our Hub twitter account @LivingDeltas has 636 followers, making between 5,000 and 26,000 tweet impressions a month averaging over 500 profile visits a month. This is our main engagement tool for the academic community outside of those involved in the Hub. However it has also proven to be a key tool in engaging with policy makers and governments. In particular the Launch Events held in January 2020 received excellent coverage and engagement on Twitter. The relationship with the FCDO ultimately leading to the January 2020 launches was catalysed through a twitter introduction to the British Ambassador to Vietnam, Gareth Ward.

Results and Impact UK Research and Innovation (UKRI) and United Nations Development Programme (UNDP) invited Andy Large PI and Director Living Deltas Hub to take part in a workshop from 18-20 February 2020 at United Nations Plaza, New York to launch the UNDP-GCRF Knowledge Partnership. To ensure a diversity of perspectives and maximise the networking opportunities, one UK and one DAC based partner Nga Dao (Vietnam) represented the Hub as given the focus of the event UKRI preferred that DAC based partners would be based in Vietnam due to the presence of an UNDP Accelerator Lab in this country.

This workshop formed part of a wider programme designed and co-facilitated by UKRI and UNDP to launch the UNDP-UKRI Knowledge Partnership and refine joint research and innovation programmes that aim to tackle global challenges. Please find attached a concept note, which provides background information for the event.

The three-day workshop brought together impact and innovation experts, researchers, funders and policy makers to share best practice and understanding on how to increase the impact of research and innovation for development. In addition to a high-level discussion on inequality and SDGs, planning sessions on scoping and understanding mechanisms to inform future funding programs took place to identify next steps for improving research for development for the Decade of Action and the 2030 Agenda for Sustainable Development.

Results and Impact VINANST-13 took place in Halong Bay, Vietnam on August 7 - 9, 2019 in close collaboration between VINATOM and Quang Ninh Department of Science and Technology. The event had attendance from domestic and international experts, scientists, senior managers, researchers, especially representatives from International Atomic Energy Agency and its Member States with developed nuclear science and technology. Vietnam Atomic Energy Institute (VINATOM) is a collaborating organisation in Living Deltas and are co-organisers of this conference. Prof Duc Anh Trinh a Co-I of Living Deltas presented in the workshop "IAEA Workshop on "Applications of Nuclear and Isotope Techniques for Water and Environment Studies " entitled "Assessing human impacts on the Red River Delta, Vietnam, to enable sustainable hydrological management". This type of event helps increase awareness of the Hub among local stakeholders, and we will continue to encourage CO-Is from DAC Country partners to lead and engage on this type of activity.

Results and Impact As part of the launch event in Hanoi Hub Director Andy Large, and Co-Is Hue Le and Duc Anh Trinh (from VNU-CRES and VINATOM respectively) were interviewed by Vietnamese TV station VTC-10. This was shown as 15 minute piece on 29 Jan 2020 on TV and online. The TV audience is not known but the online video has been viewed more than 40,000 times in Vietnam. The piece discusses the aims and objectives of the Hub, as well as the importance of the Red River and Mekong River Deltas to Vietnam. Importantly the piece also discusses the threat of climate change to these regions and the communities the support. This piece has led to additional enquires for information and has been shared widely on social media in addition to through VTC-10 channels.

Results and Impact Wayfinder: a Resilience Guide for Navigating Toward Sustainable Future was training workshop held 8-10 October 2019 and organized by IUCN Bangladesh and Stockholm Resilience Centre (SRC) at Sylhet, Bangladesh and was attended by Prof Manas Sanyal and Prof Souvanic Roy (IIEST). This workshop was organised by DAC Country organisations and attended by people from across Asia. Way­fnder is a resilience guide for navigating toward sustainable futures. The purpose is to develop sufficient collective understanding and insight into complex system dynamics to allow stakeholders at multiple levels to 'learn' their way towards a more sustainable future together. Results and Impact This event took place on 5th July at Vinh Loi Cooperative, Thanh Tri district, Soc Trang province. it was hosted by the Climate Change Institute and An Giang University and brought together over 50 representatives including Policymakers, NGO's, students, Researchers, Organic Experts, Local government officials and Organic farmers. The purpose was to support farmers in understanding the principles of organic rice farming in the Mekong River region of Vietnam and facilitate farmers transition to organic agriculture practices, including a step-by-step guide to achieving certified organic standards.
