Abstract
The Strategic Priority Fund (SPF) programme 'Landscape Decisions: towards a new framework for using land assets' is delivering a new framework for land management decisions. It draws on social science, economics, natural science, mathematics and modelling, in order to provide solutions to delivering a 'Green Brexit' that enables the United Kingdom to achieve Defra's ambitious 25-year environment plan: clean air by reducing air pollution, clean and plentiful water under conditions of a changing climate, thriving plants and wildlife by protecting and enhancing biodiversity, reducing the risks of harm from environmental hazards, using resources from nature more sustainably and efficiently, enhancing the beauty, heritage and engagement with our natural landscapes, mitigating and adapting our landscapes to climate change, minimising waste, managing exposure to chemicals and enhancing biosecurity.
The Programme Coordination Team will bring together new knowledge from many academic subjects to provide a cohesive programme that will deliver against the research questions articulated for the SPF Landscape decisions into and a new set of decision-making tools. The PCT combines specialist expertise at senior academic level in natural sciences, landscape research, social geography, and mathematics, pure and applied to ecology and ecological complexity. Beyond the discipline specific expertise, the team also includes champions for change, who are senior members of the university, able to navigate the complex, political and institutional landscapes, able to break down the silos and work cross boundaries. We have identified three champions who will be playing a pivotal role in ensuring the delivery of our impact strategy in the areas of policy, academia-business interactions and interdisciplinarity. By fostering interdisciplinarity, establishing a new research community from the diverse research base and with a strong and innovative communication plan we will promote these new tools to landscape decision makers in parliament, government agencies and the private sector. The new tools and knowledge will allow different land users to plan their landscape decisions in a much more coordinated way. This will lead to a better quality of the environment in the United Kingdom under a post-EU regulatory framework.
To achieve this vision, the Programme Coordination Team will organise a series of community workshops and other events to bring together experts from different fields with land managers and decision makers. It will coordinate the main work packages in the Programme and ensure that the new knowledge from these is put together into practical solutions.

Planned Impact
The Landscape Decisions SPF has clearly stated objectives in terms of establishing a holistic framework for land use decision making based on the emergence of a new community capable of articulating complex information and providing evidence-based results. Part of the success of the programme will therefore be its impact on policy. Measures of the policy impact will include:
1. Development of a new, active and influential multi-stakeholders community
2. Changes in policy through influence of decision makers, industry and end users
3. Ensuring the research undertaken within the programme is put into use
4. Capacity strengthening, providing a supportive climate for academic researchers to move towards interdisciplinary research linking new mathematics, new model solutions and new thinking and community
Who might benefit from this research?
We have identified users (landscape decision makers) in three concentric spheres of influence:
(i) Core users have a direct political mandate for landscape decisions and are DEFRA, the Environment Agency, Natural Resources Wales, Scottish Environmental Protection Agency and Northern Ireland Environment Agency.
(ii) The expanded user community involves key decision makers with responsibility for land use policies, land use decisions and delivery of ecosystem services, and includes Natural England, Forestry Commission and devolved administrations, and the Joint Nature Conservation Committee (JNCC).
(iii) The wider user community includes organisations that facilitate and/or deliver digital environmental services and data (Satellite Applications Catapult, Centre for Ecology and Hydrology, James Hutton Institute, UK Space Agency, Innovate UK, Environment Systems and similar businesses) and organisations with landscape decisions interests (National Trust, English Heritage, National Farmers Union, utility companies, National Rail, RSPB, Wildlife Trust, Woodland Trust, Institute of Chartered Foresters etc.).
How might they benefit from this research?
The Programme Coordination Team will have three Champions for Change who will play a pivotal role in ensuring the delivery of our impact strategy in the areas of (i) Policy (Prof. Paul van Gardingen), (ii) Research and Enterprise (Prof. Iain Gillespie) and (iii) Interdisciplinarity (Prof. Lisa Smith). The champions are influential senior members of the university, able to navigate the complex, political and institutional landscapes, to break down silos and work across boundaries. They will actively contribute to the translation of the research outcomes into policy and practice. The user communities outlined above will benefit in the following ways:
(i) Core users will benefit from the new thinking about landscape decisions through the transformational new thinking about polycentric multiscale landscape decision making and the new tools that will be developed in the Programme. These will enable DEFRA, the Environment Agency, Natural Resources Wales, Scottish Environmental Protection Agency and Northern Ireland Environment Agency to achieve the DEFRA 25-year plan and establish a better regulatory framework based on the principles of 'Environmental Land Management' (i.e. payment for ecosystem services) once the UK leaves the Common Agricultural Policy of the European Union. This new thinking and knowledge are required to deal with the complexity of the decision making processes, the multiple and sometimes competing requirements on ecosystem services and the dependence of land users on a reliable scheme of land use policies that is fit for purpose and future proof.
(ii) The expanded user community will benefit from the translation of new multidimensional landscape decision making tools for land use policies, land use decisions and delivery of ecosystem services.
(iii) The wider user community will benefit from new applications of digital environmental services and data, leading to economic growth.

| Description | At the whole programme level significant findings have included better understanding the needs and evidence gaps in future landscape decision making, fertilisation of cross discipline collaborations on some of the key themes facing current landscape decision making, and understanding the synergies between the wide range of projects within the programme. We have highlighted the mechanisms are our projects using to inform policy and ensured that this is disseminated across a wider audience than originally planned. Our work has highlighted the clear need for a practical product or products for aiding decision making on the ground or at national/regional/local level that can be used and data from it analysed by land-managers/owners/users and planners - giving land-users a voice in the decision making process. During our interactions with policy-makers and stakeholders from a wide range of backgrounds, we have drafted a policy report setting out good practice guidelines for participatory strategies towards net zero carbon in the UK. |

| Description | The emergence of a new community of researchers capable of articulating complex decision making and providing evidence-based results to multiple stakeholders across different levels, this will feed directly into a number of UK policy initiatives including, but not limited to the Defra 25-year plan, allowing policy makers to benefit from an increased ability to make fully informed policy decisions on landscape management that lead to a healthier environment, providing stable food supplies and other ecosystem services and also benefiting the general population by creating resilient, accessible landscapes for all. The programme has engaged with the rotator to inform future research priorities in this field of study for UKRI. Outputs from the programme have been contributed to Defra via a small round table discussion in February 2023 to inform the drafting of the Land Use Framework for England. |

| Results and Impact | In this workshop, we focused on facilitation, including giving consideration to how we might best frame dialogue to find out what evidence or data would actually be useful for different groups of stakeholders, and in what form they would find analysis most useful. As balancing acts for researchers, we explored when it is or is not useful to simplify, to what degree, and we thought about capacity to distil even 'big data' into useful forms for decision-makers. Finally, we took a step back and thought about the big picture: what makes a decision-making system robust and how decision-making frameworks might be improved to facilitate better land-use decisions in the context of ever-evolving questions and issues, tools, evidence and ability to analyse the implications of data. The main aim for this workshop was to explore how evidence can be presented so that it is black and white enough, and simple enough, and has implications in a reasonably near time frame - as well as being easy to use - so that decision-makers will take it up? And yet do this without undermining the complexity that is reality? How can all this work in the face of constant change? |
