Marine Spatial Planning Addressing Climate Effects

Abstract

Building on a number of recent UK- and internationally funded initiatives, MSPACE is a highly integrated, multidisciplinary project conceptualised to drive forward the capability of the four UK nations in designing and implementing climate-smart marine spatial plans (MSP). This is a global ambition, as well one specific to the UK . MSPACE is underpinned by a vast catalogue of state-of-the-art marine climate change modelling projections for the environment, species and habitats, uniquely available to the consortium through existing expertise and partnerships, along with world leading modelling spatial meta-analysis methods. In MSPACE, we will use these methods, already tested in real life MSP development, and build on key partnerships with the UK policy and industry communities. By month 18 MSPACE will deliver a report on the vulnerabilities and opportunities that climate change presents to the near-term spatial management of the fisheries, aquaculture and marine conservation sectors across the UK Exclusive Economic Zone. This report will be delivered in liaison with the Marine Climate Change Impacts Partnership (MCCIP) utilizing the latest MCCIP models for rapid delivery of evidence to support policy. Four carefully considered, contrasting real-life MSPs across the four nations of the UK will be used as case-studies throughout, enabling the application of the MSPACE tools to the complex and diverse national planning landscape. A detailed assessment of the needs and values of the planning stakeholder pools across the UK nations is also delivered early in MSPACE, and guides how climate change modelling analyses will be communicated through the project's planned stakeholder engagement activities, including economic scenario exploration and analyses. These products will feed into the main and final output of MSPACE: sets of case-study specific recommendations for the design of climate smart, economically viable and socially acceptable strategies that support sustainable co-uses of the marine environment, marine conservation, natural capital preservation and resource exploitation. Co-development of the recommendations, using surveys, multiple-criteria decision analyses and others methods with our case-study specific stakeholder pools, ensures they are relevant and responsive to the current and future priorities and needs of the regions covered by each plan, its stakeholders and governance structures. Lessons learnt from each case study will therefore be directly applicable to other MSPs in the same nation due to their specific tailoring. Significant potential for application of the overall lessons learned in MSPACE to the broader UK planning landscape, including MSPs for overseas territories, is ensured through the diversity of UK planning contexts explored in the project, and the consortium's strong links to key marine industries and marine planning communities. We have capitalised on these links since the conceptualisation of the project, and we will build on them through project delivery.

Description This work offers visual maps of the networks governing marine spatial planning in terms of fisheries, conservation, and aquaculture. We create one map for each sector for each of 4 devolved governments: England, Northern Ireland, Scotland, and Wales. The maps have one unified legend that describes each stakeholder and its role in the governance. Data comes from 60 semi-structured interviews, policy documents, and direct observation, and will be updated by a short survey.

Results and Impact Dr. A. Queirós contributed to two DEFRA led workshops Improving Marine Plans for Marine License Applicants (January 2022) hosted by Policy Lab. Queirós was part of a group of policy, governance and other practitioners invited to participate in the workshop and contribute to the consultation. These included the MMO, Natural England, Ports Authorities, the aggregates sector and others. As part of other activities, Queirós led the delivery of a short case for how to make climate change evidence part of the environmental statement of licence applicants, incorporating the work of MSPACE into this.

Results and Impact In February 2022 Dr. A. Queirós gave an invited keynote presentation on "Bright spots and climate smart marine spatial planning" at the kick-off conference of the programme Emerging ecosystem-based maritime spatial planning - Topics in the North and Baltic Sea regions (eMSP-NSBR). The eMSP NBSR project aims to enable maritime spatial planners, managing authorities and policymakers from the North and Baltic Sea regions to reflect on current MSP practices, to learn effectively from each other, and to collectively identify problems and solutions.

This presentation has led to an invitation to present on this approach (which underpins the delivery of WP1) to the Swedish planning authority (the Swedish Agency for Marine and Water Management) in April 2022. Queirós has also been invited to join the Scientific Advisory Board of the eMSP NSBR programme to provide advice on climate evidence.

As many other activities, this activity ensures we are well attuned to the needs of the marine spatial planning community so that our products are well tailored to this, on top of what is being done in terms of climate-smart MSP internationally, and that MSPACE's outputs and outcomes are visible to these communities.

Results and Impact PI Queirós attended the North Devon Climate Summit as part of the invited Blue Carbon panel (September 2021), which was hosted by the local MP Selaine Saxby. Ana Queirós was able to make a statement on the case for climate-adaptive spatial management of blue carbon habitats. Other panellists were Dr. Lucy Woodall, University of Oxford and Dr. Chris Tuckett, Director of Programmes, Marine Conservation Society. This engagement allowed us to place a spotlight on MSPACE within a diverse community concerned with the impacts and management of climate change in the UK.

Results and Impact Dr. A. Queirós was a panelist at the EU Ocean Day event at the UNFCCC COP26 (Glasgow, December 2021), hosted by DG Mare. Dr. Queirós made a statement on the need for climate adaptive conservation and marine spatial planning, showcasing the MSPACE Project goals.

Other panelists were Manuel Barange, Director, Fisheries & Aquaculture Policy and Resources Division, UN Fisheries and Agricultural Organisation; Sylvie Goyet, Advisor to the Vice President, Prince
Albert II of Monaco Foundation; Hans-Otto Pörtner, Co-Chair, IPCC WGII & the Alfred Wegener Institute; Joanna Post, Programme Management Officer, UNFCCC Secretariat. The Spanish Vice-President Teresa Ribera and Virginijus Sinkevicius, the European Commissioner with responsibility for Environment, Oceans and Fisheries, also made contributions.
