PI Contribution This project was instrumental in me being commissioned to develop a UK government proposal for the EU's Exchange of Experts Programme in Civil Protection on behalf of the Cabinet Office and DEFRA.
Collaborator Contribution The application was successful and our five international exchanges have involved six core countries (predominantly using my international government contacts), concluding with me hosting the final meeting in Bonn at Germany's Federal Disaster Agency for Technical Relief (in 2014). During this exchange, and other interactions with stakeholders, we identified an opportunity for the UK to establish a policy for using spontaneous volunteers in its emergency response
