Abstract

The Science and Technology Facilities Council (STFC) Air Quality Network+ (SAQN+) is a multidisciplinary community of experts, researchers, policy makers and businesses aiming to make the best use of STFC research, capabilities and facilities to address air quality challenges. The SAQN+ aims to facilitate the exploitation of untapped potential of STFC capabilities to enhance and progress research and innovation for air pollution, a key aim is the development of solutions for air quality issues, reducing the impact on human health and the environment.

Air pollution is a major, global issue classified in 2014 by the United Nations Environment Programme as the 'world's worst environmental health risk'. During 2018 the first direct link between the death of a child and repeated UK breaches of EU air pollution limits was established. Costs to the UK from deaths attributable to air pollution are estimated at £20 billion per year but this is only part of the overall impact. Additional costs to the UK economy and society as a result of air pollution are associated with: increased morbidity creating pressure on the health service, reducing productivity and impacting quality of life; impacts on the natural environment including loss of biodiversity and reducing crop yields; and damage to built environments. There are huge opportunities to achieve economic and societal impact from improving air quality and the SAQN+ will build a community of interested parties and experts to enable UK research to deliver exactly that.

The work of the SAQN+ cuts across all parts of the air quality system, including indoor and outdoor air pollution; activities that contribute to improving any aspect of that complex landscape with the involvement of STFC science, facilities or expertise can be supported. To aid communication of the concept, areas of interest have been grouped under air quality themes and STFC capabilities, but these should not be seen to limit the scope of activities that are relevant to the network.
Theme 1: Monitoring Air Pollution Emissions and Concentrations.
Theme 2: Air Pollution Modelling, Forecasting and Scenario Testing.
Theme 3: Impacts on Health and the Environment.
Theme 4: Developing and Evaluating Solutions and Innovation.
Areas of STFC expertise have been identified that can fill capability gaps, and enable key research questions to be addressed within and between the air pollution themes:
STFC Capability 1: Analysing and integrating large and complex data.
STFC Capability 2: Earth observations and remote sensing.
STFC Capability 3: Access to and experience of using STFC facilities.
STFC Capability 4: Development and application of technology.

Initially the SAQN+ is focused on raising awareness of the strengths of the STFC community to enable others to take advantage of these world-leading facilities and expertise. The SAQN+ runs meetings and fora to build a community that cuts across traditional disciplinary boundaries, and sandpits to develop research proposals for small scoping studies. We fund travel for researchers to work in other universities, businesses or government to build collaborations for future funding. We also fund proof of concept studies to demonstrate the potential of new ideas. These activities will be used to build the necessary links, and to demonstrate the value and feasibility of new ideas to enable the development of larger projects and collaborations suitable for submission for future funding from UKRI or other funding sources.

Over the next few years there are likely to be major investments in air quality research and increased pressure on polluting industries to deliver reductions in emissions to air. The SAQN+ and the associated opportunities will enable its members to build the multidisciplinary collaborations necessary to propose genuinely integrated, challenge led research with pathways for real impact on industry, policy, society and the economy.

Planned Impact

Air Quality represents a major challenge to predict and control. The impacts on ecosystems, biodiversity and public health are significant; major costs arise from increased mortality and morbidity, reducing life expectancy, putting pressure on the health service and reducing productivity. There are also costs associated with delays to infrastructure projects and detrimental impact on crop yields, ecosystems and produced capital e.g. erosion of buildings. UK Government are committed to developing and maintaining air quality policies that are informed by the very best scientific evidence. The SAQN+ are aiming to improve the UK capability, that is skills, techniques, technology and collaborative working, for investigating air pollution, from sources to impacts, and particularly improving links through to solutions development. Improving the scientific evidence base in this way, and the access that policy makers have in driving research to meet their specific needs and building future capability for evidence informed policy making, improves the UK ability to tackle air pollution, thereby playing a role in reducing the significant societal and economic costs. Improving air quality contributes to a number of sustainable development goals including: 2.Good health & wellbeing, 9.Industry, innovation & infrastructure, 10.Reduced inequalities and 11.Sustainable cities & communities, and will be linked to others (e.g. 7.Clean energy, 13.Climate action).

The primary pathway to impact is through the creation of a multidisciplinary community including researchers, government and industry that can directly exchange ideas, discuss opportunities and challenges to deliver air pollution research that drives reductions in detrimental impacts. Defra have been intimately involved in the development of this proposal and remain actively engaged; this provides a very direct route to impact through the air quality policy team and Dr Sarah Moller, an embedded academic working with that team in Defra. Involvement of industry enables co-development of research to address the challenges that air pollution poses to this community and mobilise solutions that they develop to deliver improvements in air pollution.

The SAQN+ will specifically benefit:
1.UK Government through:
-Developing government department relationships with a diverse research community for access to evidence for air quality policy.
-Identifying research to support implementation of the Clean Air Strategy. Also access to expertise to support development of actions to achieve the objectives and assess progress.
-Greater alignment of science proposed by researchers with Government evidence needs.
-Better awareness of the range of relevant expertise that sits in the academic sector.
-Solutions-based research that aids response to air quality issues, and links between researchers and innovators to develop that research.
-Activities and collaborations able to leverage the £7M Future Evidence Programme.
-Improved capability to respond to future air quality issues.
2.UK business and industry through:
-Greater awareness of STFC facilities and potential for those to enable research that delivers against specific challenges or enables demonstration of novel ideas.
-Greater awareness of opportunities to work with research communities.
-Building links with researchers to develop or demonstrate new products and develop solutions to their specific challenges.
-Opportunity to leverage SAQN+ community to become world-leaders in clean technology.

Results and Impact SAQN hosted a poster exhibition at the industry-focused Air Quality and Emissions Show, Telford, 12-13 October 2022. The posters were located close to the main conference presentation area and were seen by many different people. The Network Manager hosted the exhibition and had many conversations with different delegates regarding the network and the funded research. Copies of the posters and leaflets about SAQN were also made available for delegates to take away.

As a result of this workshop, the TAPAS network ran their own Collaboration Building Workshop on the same model in September 2021 and reported very positive results.

Results and Impact A strategic event was held to discuss the legacy of the SAQN, involving senior staff from STFC, key air quality researchers, STFC network members, representatives from policy and the Chief Medical Officer, Professor Sir Chris Whitty. The meeting highlighted the importance of air quality as a research area, key opportunities for STFC to engage and barriers to STFC scientists to doing this. Plans were made to continue the activity of the network beyond the closing date, to arrange a tour of STFC facilities for the CMO, UKRI Executive Chairs with an interest in air quality and relevant government advisers, and to continue to raise the profile of STFC within the air quality community. Results and Impact A strategic event was held to discuss the legacy of the SAQN, involving senior staff from STFC, key air quality researchers, STFC network members, representatives from policy and the Chief Medical Officer, Professor Sir Chris Whitty. The meeting highlighted the importance of air quality as a research area, key opportunities for STFC to engage and barriers to STFC scientists to doing this. Plans were made to continue the activity of the network beyond the closing date, to arrange a tour of STFC facilities for the CMO, UKRI Executive Chairs with an interest in air quality and relevant government advisers, and to continue to raise the profile of STFC within the air quality community. Actions were circulated to participants following the meeting.

Results and Impact A meeting was held to explore links between the air quality medical research community and scientists from the STFC, encouraging them to identify specific ideas that could lead to funding proposals. The group met online for two mornings in December, followed by an in person meeting in January, where the project ideas were discussed and then pitched to a panel of funding experts for feedback. Participants reported that they had learned a great deal about STFC facilities that they had not previously known about, and plans were made to follow up on specific research ideas.
